POLL Awaiting facts on Sycamore police chief’s administrative leave

YESTERDAY’S RESULTS

I don’t know exactly why Sycamore Police Chief Glenn Theriault is on administrative leave.

We’ve heard some talk, and are actively seeking records through the Freedom of Information Act. But beyond the fact that the chief is on leave and has been for some time, there’s nothing more on the record about the situation.

City officials never made any announcement that Theriault was on leave, and when word reached us that it had happened, the most City Manager Brian Gregory was willing to provide was a confirmation that it was so.

This is a personnel issue, a topic on which government officials often clam up. Still, residents deserve to know that their police chief is spending some time out of the saddle. So we reported as much.

Since our story was published last week, I’ve heard from some people who wanted to know more about the situation, or who told me they hoped Theriault would return.

That doesn’t surprise me.

Since he took over as leader of the Sycamore Police Department in 2015, Theriault has seemed – to an outsider, anyway – to be a good small-town police chief. He’s been engaged with the community and has made an effort to share important information with the public.

He has called me more than once after hours with information about police investigations that needed to reach the public, the child sex abuse allegations against a local gymnastics instructor being a recent example.

We haven’t seen eye-to-eye on everything, but there has been a mutual respect for the jobs that we do in the community.

In the absence of any facts about the current situation, it’s only fair to withhold judgment.

In recent years, we have seen police officials placed on leave, sometimes for extended periods, only for them to return to work after being cleared of any wrongdoing. That could be the case this time, too.

If the city has an investigation underway, it’s possible that city officials themselves don’t have all the facts about the matter yet.

However, when they do, the public should be informed about their decision and why it was made.

Of course, we’re always interested in hearing from the public about these matters of public interest. Had we not heard from someone out there this time, who knows when this story would have come out.

These issues should be handled fairly, but not in secret.

As more information comes to light, we will work to report facts in a fair and open-minded way.

New mayor, other elected officials are sworn in

SYCAMORE – Curt Lang took an oath to serve the people of Sycamore as their new mayor and other recently elected officials were sworn in Monday, including a new city clerk, an alderwoman and three re-elected aldermen.

“I’m happy to be your mayor, and I hope when four years is up, that you’re going to be happy I was your mayor,” Lang said.

Lang defeated two other candidates with 1,383 (44.84 percent) votes, according to official election results. He was a 1st Ward alderman before being elected mayor and runs a dental practice in Sycamore.

Presiding over his first City Council meeting, Lang thanked candidates from all the Sycamore races for running respectful campaigns, adding that to his knowledge there “was not a negative word spoken.”

“Obviously I’m excited that it turned out the way it did, but it was really, really a treat for me to experience respect and honor,” he said.

Lang said he wants to continue keeping doors open in city hall for residents to come by, ask questions and work through problems.

“We’re going to do our best to keep Sycamore like it is, a place that we can all call home, that we’re happy to say we live here,” he said.

Ken Mundy retired after serving the past 12 years as Sycamore mayor. He was honored by colleagues, community members and friends at a reception last month.

Sycamore’s mayor earns a salary of $20,000 a year plus $5,000 a year for being liquor commissioner.

Mary Kalk faced four other candidates and was elected with 1,122 (37.32 percent) votes to fill the office of Sycamore city clerk, according to official results.

“I’m just happy to be here and be part of team Sycamore,” she said.

Candy Smith held the role for the past 16 years but ran for Sycamore mayor this past election. Smith said her successor has been spending time in the clerk’s office to prepare for the job.

“It’s exciting,” Smith said.

“I hope Mary Kalk has a great career keeping the records and going to meetings.”

Kalk said she is getting acclimated to her new role before making any changes.

“There is going to be a learning curve, and then just really waiting to hear from the public what we can do to better improve, maybe update some technology,” Kalk said.

The city clerk earns a salary of $60,405 a year. An ordinance approved in October will increase the salary by 2.5 percent annually from fiscal 2019 to fiscal 2021.

Another new face in city government will be Virgin-

ia Sherrod, who was elected with 389 (52.01 percent) votes to serve as 4th Ward alderwoman, according to official results.

Sherrod faced one challenger and is replacing Rick “Spider” Kramer, who ran for mayor of Sycamore during the recent election.

“I feel so blessed to be able to serve my community and have the opportunity to with this cast of people that I have,” Sherrod said. “I’m just sad I’m not able to work with our former Mayor Mundy, but he’s promised he’s going to be

around. So I’m looking forward to that.”

First Ward Alderman Alan Bauer, 2nd Ward Alderman Pete Paulsen and 3rd Ward Alderman Steve Braser all ran unopposed to maintain their council seats and were sworn in Monday as well.

Judge: Curl appeal can continue

SYCAMORE – A judge on Monday ruled that the post-conviction appeal process can continue for a 40-year-old man seeking to take back his guilty plea in the 2010 murder of a Northern Illinois University student.

William Curl said he was coerced into pleading guilty to killing Antinette “Toni” Keller by DeKalb County prosecutors, whom he said threatened to charge his teenage son in connection with the crime. He also said he received bad representation from his court-appointed attorney at the time.

Curl, formerly of DeKalb, is serving a 37-year sentence at Menard Correctional Center.

In August 2015, Chief Judge Robbin Stuckert ruled that Curl could proceed with his claim.

With the state having had the opportunity to respond, Curl had to meet more stringent legal standards, which Stuckert ruled that in part he had.

“I find that he made a substantial showing of a constitutional violation, warranting a further factual inquiry in an evidentiary hearing,” Stuckert said Monday in court.

In the post-conviction relief petition, Curl and his court-appointed attorney, Dan Transier, claim his defense should have sought to suppress Curl’s statements to police, that he was under the influence of the hallucinogen salvia during his first interview with them, and he was never advised of his Miranda rights.

Curl also said he wasn’t taking medication needed to regulate his mental state when he spoke to police.

Prosecutors said that despite Curl’s complaints, he had not presented any plausible defense. However, Stuckert

“Based on the court’s review of the court record, defendant/petitioner has articulated a plausible defense, the inadmissibility of his statements made to law enforcement, in both his pro se and supplemental pleadings.”

Stuckert on Monday set the next court date in the case for May 23, at which point a date for the evidentiary

hearing will be set.

“I want all of you to have an opportunity to review the 11-page order,” Stuckert said to First Assistant State’s Attorney Stephanie Klein and Transier. “I know there will be significant witnesses who will be required to be called, based on the court’s review and ruling.”

Keller, an NIU student from Plain-

field, was last seen Oct. 14, 2010, when she told friends she was going for a walk in Prairie Park. Her burned body was found in the park two days later.

“Right now, my heart is with the Keller family,” Klein said.

Stuckert’s ruling on Curl’s petition could come as soon as after the hearing.

If his guilty verdict is vacated, the case would likely go to trial.

Bond $100K for Elburn man charged with having firearm

SYCAMORE – A 19-year-old Elburn man accused of threatening a woman with a handgun was being held Monday in the DeKalb County Jail on $100,000 bond.

Drew B. Dazzo, of the 42w200 block of Still Meadows Lane, was charged with possession of a firearm by a felon, aggravated assault and domestic battery. If convicted of being a felon in possession of a gun, he could face three to seven years in prison, without the option of probation.

According to court records, DeKalb police re-

sponded about 10 p.m. Sunday to a report of a domestic battery at the Gideon Court apartment complex on west Lincoln Highway. When they arrived, the victim told police that during an argument with Dazzo, who is the father of her child, he punched Drew B. her in the head and then pulled out a Dazzo pink gun that had been painted black and held it at his side.

According to court records the, victim told police that after she called 911, Dazzo told her, “If you’re on the phone with the cops, you won’t make it out.”

Dazzo left before police arrived, but police caught up to him in another apartment in the complex, records show.

A resident of the apartment directed the officers to a tan backpack and the gun, both of of which matched the victim’s description.

The semiautomatic handgun was loaded with six rounds, although none of them were in the chamber, police said in court records.

Police learned Dazzo had been convicted in DeKalb County in December 2015 of robbery and possession of a controlled substance, and then arrested him for being in possession of the gun.

Dazzo needs to post $10,000 to be released. He is

$75K bond for DeKalb man charged with 6 felonies

SYCAMORE – Bond was set at $75,000 Monday for a DeKalb man facing six felony charges, including armed violence and unlawful possession of a controlled substance with intent to deliver within 1,000 feet of a park.

In court records, DeKalb police said Deontaye L. Bradley, 25, of the 200 block of Bent Grass Circle, was in the front passenger seat of a car in the 800 block of West Hillcrest Drive, under which a loaded gun and an open container of alcohol were

found. Bradley remained in jail Monday afternoon.

Police said the vehicle committed multiple traffic violations, prompting the traffic stop, at which point Bradley gave an officer an ID whose picture did not match his face, reDeontaye L. cords show.

Bradley After a police K-9 smelled narcotics in the vehicle, a search uncovered 11 bags containing suspected Ecstasy, police said in court documents.

Bradley has previously been convicted of obstructing and destroying evidence, as well as residential burglary, according to court records.

As a result, if he’s convicted of the most serious charge, possession of a controlled substance with intent to deliver, he could face four to 15 years in prison without the option for probation.

Should Bradley post bond $7,500 and be released, conditions of his bond include electronic home monitoring.

He is due back in court at 9 a.m. May 23 for a status hearing.

DeKALB – Fans, colleagues and friends of Clifford Alexis filled Boutell Memorial Concert Hall on Sunday to pay tribute to the retiring co-director of the renowned NIU Steelband.

Alexis was born in the Republic of Trinidad and Tobago in 1937, moved to the U.S. in 1965. Even Anthony Phillips-Spencer, ambassador of the Republic of Trinidad and Tobago to the U.S., was in attendance Sunday night to see off Alexis, who has worked at NIU more than 30 years.

He was previously working in a St. Paul school district in Minnesota when the program’s founder, Al O’Connor, recruited him. He had bought some instruments for $500, but needed help maintaining them. He hoped Alexis would teach him about tuning the pans and arranging music.

“I could tell he wasn’t impressed with the quality of our instruments,” O’Connor told the audience. He said after meeting with Alexis a few times, he felt he was in the presence of “a true genius,” and eventually persuaded Alexis to move to NIU and work with the college program.

Davenport Elementary begins its final month Superintendent: D-424 to consider selling building

dzimmerman@shawmedia.com GENOA – Teachers and students at Davenport Elementary School will find themselves at a new school building next year, and Genoa-Kingston School District 424 officials are considering what to do with the property.

Davenport, one of five buildings in District 424, will close at the end of this school year, and students and staff will move into the district’s other two elementary schools.

In October, board members approved closing the building at 123 W. First St., a couple of blocks north of downtown Genoa. The closure will reduce salary and utility costs by about $300,000 a year, district Superintendent Joe Burgess said. That number is based on of the average operating costs of all three elementary schools.

Davenport’s early childhood through second-grade students will shift to Kingston Elementary School, which currently houses second- and third-graders. Genoa Elementary School will take the third-graders,

while also housing fourth- and fifthgrade students.

Burgess said the shuffling is the result of declining enrollment in the district. It should not require additional classrooms and will not increase class sizes, he said.

“Ten years ago, class sizes were around the 150 to 175 mark, and now 100 or so is a normal-sized group,” he said. “So we don’t need as many classrooms.”

Burgess said district officials are considering selling the property, and further plans will be discussed during upcoming board meetings.

The building’s closure had been proposed previously as a way to address declining enrollment trends and budget problems. Other proposals have included closing the elementary and middle schools to build an academic center for kindergarten through eighth grade, or to do nothing and address budget deficits through staff, program and maintenance cuts.

Burgess said the consolidation plans are expected to be completed by the end of June.

After the nomination of a temporary president, Jeff Hallgren, Valerie Pena Hernandez and former board President Victoria Newport will take an oath of office, administered by interim Superintendent Brad Hawk.

The newly constituted board will then nominate and elect board officers.

ceiving the highest number of votes out of the nine candidates who actively campaigned in April’s election, followed by Hernandez and Newport.

Before the meeting, a reception will be held for departing board members Vickie Hernan-Faivre and Mary Hess, who did not run for re-election, as well as the district’s retirees and Brooks Elementary special education teacher Lisa Lenz, who won this year’s Wirtz Award for her work as an educator.

Hernan-Faivre and Hess will also be presented awards of merit for their service to the district.

The reception will be at 6 p.m. at DeKalb High School, 501 W. Dresser Road. The meeting will be at 7 p.m.

State emergency center activated after flooding

SPRINGFIELD – The governor of Illinois has activated the State Emergency Operations Center as flooding affects parts of the state after heavy weekend rains.

Gov. Bruce Rauner on Monday morning said rivers are swelling with water in some Illinois communities, causing flooding.

Activating the operations center means that state agencies will be ready to quickly respond.

Rauner’s office says that so far inmate crews are helping with sandbagging in Murphysboro and Desoto in southern Illinois. Sandbags are being delivered to Dawson in central Illinois and Grand Tower and the Menard Correctional Facility in southern Illinois. The American Red Cross has a shelter open in Marion and others are available if needed.

CHICAGO – A man injured during a raid by immigration agents has filed a federal civil rights complaint in Chicago alleging authorities wrongly believed he was a gang member.

Plane makes emergency landing near Chicago

WEST CHICAGO – A plane operating under the regional branch of American Airlines has made an emergency landing at a suburban Chicago airport after reporting smoke in the cockpit.

The Federal Aviation Administration said Monday morning that it is investigating SkyWest Flight 2936, operated by American Eagle.

FAA officials say the flight departed Chicago O’Hare International Airport at 9 a.m. bound for Cedar Rapids, Iowa, and landed 15 minutes later “without incident” about 25 miles west at DuPage Airport in West Chicago, Illinois.

Testing confirms record fish was hybrid crappie

CARBONDALE – Officials say genetic testing confirms that a state-record crappie caught in southern Illinois is a hybrid crappie.

The Illinois Department of Natural Resources says the fish caught March 28 in Kincaid Lake in Jackson County appeared to be a black crappie but testing confirms it was a hybrid. Ryan Povolish of Carbondale caught the fish, which weighed 4 pounds, 8.8 ounces. The previous state record for a hybrid crappie in Illinois was 4 pounds, 8.3 ounces. That fish was caught in a Jefferson County pond in 2008.

The Illinois Natural History Survey completed the testing on Povolish’s crappie.

Mark Davis is a conservation biologist with the survey. He says they used DNA from a fin clip and compared it with other crappie from Kincaid Lake to make the assessment.

Missouri authorities probe student’s death at resort

CAMDENTON, Mo. – Authorities are investigating the weekend death of a University of Iowa freshman who was found unresponsive in a lakeside resort motel in central Missouri’s Camden County.

The Camden County Sheriff’s Office said Monday that 19-year-old Kamil Jackowski of Arlington Heights, Illinois, was found unconscious in the motel Sunday. He was later declared dead at a hospital, and an

9K mussels to help clean DuPage River in Illinois

NAPERVILLE – County forest preserve officials plan to release 9,000 mussels into the DuPage River in the hopes of bolstering the existing population and keeping the waterway clean.

DuPage County Forest Preserve District officials are scheduled to release the mussels into the river’s West Branch between May and mid-October at 11 locations along 13 miles of the river between Naperville and Warrenville, the Naperville Sun reported.

Jessi DiMartini, the forest preserve district’s aquatic research center coordinator, said the first batch was to be released last weekend but rainfall made conditions unfavorable. She said mussels can live to be over a century old and help the life of a river by filtering out such things as bacteria and algae.

“You don’t notice the little creatures under the water, but they’re there filtering away,” DiMartini said.

The West Branch used to house 15 species of freshwater mussels but is now down to nine.

WASHINGTON– Erasing the threat of a disruptive government shutdown, the White House and top lawmakers endorsed a $1.1 trillion spending bill Monday to carry the nation through September, an agreement underscoring that Democrats retain considerable clout in Donald Trump’s turbulent presidency.

Negotiators released the 1,665-page bill after Republicans dropped numerous demands on the environment, Obama-era financial regulations and abortion in marathon sessions over the weekend. The bill is slated for a House vote Wednesday, with a Senate vote ahead of a Friday midnight deadline.

“We thought we had the upper hand because a government shutdown would be on their shoulders, and we made that clear,” Senate Minority Leader Chuck Schumer, D-N.Y., said in an interview.

“We knew that if we didn’t push things too far we could get a good deal that could make us happy and that’s what happened.”

Trump and the White House had made concessions last week when the president relented on his demand that the measure include a $1.4 billion down payment for his proposed wall along the U.S.-Mexico border. Trump repeatedly insisted during the election campaign that Mexico would pay for the wall, a claim Mexican officials have vigorously rejected.

Congressional Republicans and Democrats ignored Trump’s proposal to cut billions of dollars from domestic programs.

Democrats boasted of money for foreign assistance and cash-strapped Puerto Rico while winning funding for favored programs such as transit projects and grants for first responders. They also defied Trump on a bid to punish “sanctuary cities” and on im-

The White House and some top GOP allies declared victory anyway, citing billions of dollars more for the military. Trump won a $15 billion down payment on his request to strengthen the military, although that also fell short of what he requested.

Vice President Mike Pence told CBS News Monday that the administration “couldn’t be more pleased” and called the agreement it a “budget deal that’s a bipartisan win for the American people.”

House Speaker Paul Ryan, R-Wis., praised the bill as well, saying it “acts on President Trump’s commitment to rebuild our military for the 21st century and bolster our nation’s border security to protect our homeland.”

Long-standing conservative resistance to big spending bills requires the party to seek Democratic votes to pass spending bills despite the Republican majorities both houses of Congress. That made the party out of power a major player in the negotiations. The talks also were spurred by a strong Republican desire to complete unfinished business well into the fiscal year and move on to health care repeal and tax overhaul, both of which are iffy propositions.

“If nothing else, it does al-

low the president to have at least one major success this week, which is great,” White House budget director Mick Mulvaney said. “He’s going to sign his first substantive piece of legislation this week, and it’s going to make dramatic increases in funding to his priorities.”

Ryan’s office peppered reporters’ inboxes with news releases cheerleading for the bill and GOP-won provisions such as extending a private school vouchers program for students in Washington, D.C.’s troubled school system through 2019.

Democrats had sought additional spending for nondefense accounts to match Pentagon increases above spending caps set by a 2015 budget pact negotiated with former President Barack Obama. They were forced to settle for far less with domestic increases in the 1 percent range.

The measure funds the remainder of the 2017 budget year, through Sept. 30. Capitol Hill Republicans joined Democrats in supporting increases for popular domestic programs such as medical research at the National Institutes of Health, with Sen. Roy Blunt, R-Mo., for instance, using his powerful post on the Appropriations panel to take the lead on a 40 percent boost in research on Alzheimer’s disease.

KIRKLAND – When life handed Allyn Davis lemons, he made cherry-lemon cupcakes.

The 46-year-old was working as a purchaser for a number of Rockford-area businesses when he and his wife, Wilasinee, had their second child. Putting both kids in day care basically negated his paycheck – in good weeks.

“What I was making at my job at the time, and what we were paying out in day care costs, some weeks it was a wash,” Davis said. “Some weeks, we actually had to take some of my wife’s pay to make up for the shortage of my pay, because I didn’t always get overtime.”

His wife is a chemistry tecnician at the nuclear plant in Byron, so her salary and benefits meant it only made sense for him to become the stay-at-home parent.

“More and more, people who didn’t have to be nice were saying they liked it,” he said.

For more than two years now, Allyn’s Going Bananas has been a viable business. Davis rises before the sun most days, and works each day of the week, in order to turn orders around within three days.

In addition to a wide, mouthwatering variety of breads, Davis makes gooey cakes, cupcakes and drunken desserts – he adds the booze after they come to room temperature, so it actually works.

He’s learning new tricks all the

time. He’s started using cocoa powder to keep his chocolate cakes from sticking to the pan – rather than flour. He’s taken up cheesecake.

“I love cheesecake – who doesn’t?” he said. “I mean what a decadent dessert.”

Virtually all his ingredients are real, and fresh – he uses food coloring for frosting, since juices don’t blend well, and cause frosting to break down.

Sure, his stuff is pricier than at the grocery store, but that should be expected.

“At a grocery store, it’s a frozen cake made somewhere completely offsite. They bring it in, thaw it out and ice your name on it,” he said. “I have two creeds: I’m going to bake you happy, no matter what you get. The other one is good cake isn’t cheap, and cheap cake isn’t good.”

He’s got one request: If you’re not going to buy from him, bake it yourself.

“Find the time to do it – unless it’s an elaborate five-tier wedding cake,” he said.

He tears up as he talks about just how good baking has been for his soul, and what it means to have tapped an unknown talent.

“I’ve always worked for somebody else, and now I’m working for me and my family,” he said. “It’s very freeing and enabling.”

Preserve protections for public land More than a century ago, Congress gave the president extraordinary powers to protect precious public lands, in part to enable the White House to quickly preserve the Southwest’s Anasazi ruins from looters.

Since then, presidents have used the 1906 Antiquities Act to create scores of national monuments on hundreds of millions of acres. But a president has never tried to undo a national monument, and it is unclear whether he has the authority to do so.

For that matter, it is unclear whether President Donald Trump will try to do so. But there are ominous signs that he is considering at least shrinking protected areas. In an executive order last week, Trump asked for a review of monuments that are larger than 100,000 acres and were designated in 1996 or later. “Historically, the Act calls for the President to designate the ‘smallest area compatible with proper care and management of the objects to be protected,’ ” Interior Secretary Ryan Zinke said.

In fact, recent presidents have used the Antiquities Act ambitiously, but, for the most part, not in unprecedented ways. From the start, presidents used the act to preserve huge tracts of land. Teddy Roosevelt designated the Grand Canyon, at more than 800,000 acres, as a national monument. Franklin D. Roosevelt vastly expanded protected zones in the Grand Tetons. Jimmy Carter created the largest land-based national monument, 10.95 million acres in Alaska’s Wrangell-St. Elias National Monument.

The Antiquities Act has protected California’s redwoods and Washington state’s Olympic Peninsula, Wyoming’s dramatic Devil’s Tower and Arizona’s Petrified Forest. The act also preserves historical sites, such as the Obama-designated monuments dedicated to Cesar Chavez and to the Reconstruction Era. Obama created more large monuments than any of his predecessors. He and President George W. Bush each set aside hundreds of millions acres, but their largest by far preserved big portions of Pacific Ocean habitat, which do not seem to be the object of Trump administration scrutiny. Instead, the prime targets appear to be two national monuments in southern Utah: President Bill Clinton’s 1.7 million-acre Grand Staircase-Escalante National Monument and Obama’s 1.35 million-acre Bears Ears National Monument. The former is a spectacular red-rock landscape that tells a geologic story over hundreds of unspoiled miles. The latter also has glorious landscape, and contains priceless Native American ruins.

There is much good in the Antiquities Act track record, because presidents, in their broad view of the national interest, have generally used their powers judiciously. Moreover, Congress has not been absent from this process. Very often it has ratified presidential actions, and at times it has checked the president’s use of the act, an interaction that restrains presidential abuse. Trump should keep this broad national interest, and long view, in mind.

Wisconsin leads on concussion protocol It’s an issue that’s steadily becoming an epidemic in athletics.

A study by FAIR Health, a nonprofit organization that strives for transparency in health care costs and insurance, found that concussion diagnoses for people younget than age 22 rose 500 percent from 2010 to 2014.

Football, hockey and soccer, in that order, cause the most concussions, according to a Sports Illustrated article last year that cited the FAIR Health report.

Incident rates were higher in high school than in either college or middle school, and Wisconsin was among four states with the highest rates of concussion diagnoses.

Schools and other organizations have addressed the growing concern through educational efforts and training programs for coaches. Many young athletes also go through baseline testing. This often involves the athlete taking a test at the start of a season. If he

or she suffers a suspected concussion, they are tested again and the results are compared with the pre-injury exam.

The Wisconsin Interscholastic Athletic Association recently made a move that may not lessen the frequency of concussions, but it will help some families with the costs associated with suffering one.

As of Aug. 1, all high school and junior high school student-athletes in WIAA-member schools will be covered by concussion insurance. The organization bought the policy for its student-athletes, which number about 80,000 each year, so families will have no out-of-pocket costs if a member has a concussion.

“We don’t want a single student-athlete to not be evaluated or treated for a concussion because of the cost,” former WIAA Board of Control President Mike Beighley said in a news release. “This

coverage provides one more level of support for member schools and student-athletes in making school sports as safe an experience as they can be.”

Wisconsin is one of only four states to provide the coverage, the others being Michigan, Montana and Arizona.

“We believe that offering this insurance represents a win-win, both for our members and the students they serve,” current board president Pam Foegen said in the release.

The insurance covers every student-athlete in grades six through 12 while participating in a practice or game sanctioned by the WIAA. An injured student-athlete’s insurance would first be billed for a claim and then the WIAA’s secondary insurance would kick in for unpaid deductibles or co-pays. The maximum benefit is $25,000 an incident.

They voted 65 percent to 29 percent for Clinton; the rest of the country they feel entitled to rule voted 49 percent to 45 percent for Trump.

And on April 23, France voted in a presidential race that scrambled the usual party divisions. Marine Le Pen, shunned by the Paris establishment as a neofascist, finished fourth, with 11 percent of the vote, in metro Paris and third, with 15 percent, in 13 other prosperous cities. But she ran first in la France profonde, with 24 percent.

She’ll almost certainly lose Sunday’s runoff, but she has already topped her National Front’s previous high of 17 percent.

Is there any precedent for this?

The Economist’s Bagehot columnist, Adrian Wooldridge, spots one in the 17th century. He quotes historian Hugh Trevor-Roper’s description of the “general crisis” of 1620 to 1660 – a “revolt of the provinces not only against the growing, parasitic Stuart Court, but also against the growing ‘dropsical’ City of London; against the centralized Church ... and against the expensive

monopoly of higher education by the two great universities.”

The capital vs. the countryside, in other words, much like today. The countryside party, Trevor-Roper writes, vied to “pare down the parasitic fringe” of central government and sought to “protect industry,” “rationalize finance” and “reduce the hatcheries which turned out the superfluous bureaucrats.”

Similar impulses are apparent in Britain, France and America today.

In different ways, Brexit, Le Pen and Trump seek to counter the university-trained bureaucratic, financial and cultural elites in London, Paris and NY/DC/LA/SF. They resent overlarge and undercompetent bureaucracies and public employee unions, the paymasters of the Labour and Democratic parties. With blunt, often ill-advised rhetoric, they challenge the pieties of the universities as 17th-century countryside parliamentarians challenged the established church and universities.

Consider the debate over what has become, for many, the religion of global warming. Those with doubts that predicted harm will occur are labeled “deniers,” heretics who must be punished. The science is settled, the elites insist. That’s exactly what the church told Galileo.

Or consider the “speech codes” promulgated by most colleges and universities. We see violent disruption

of speakers on campus go unpunished, excused and even praised. We see The New York Times publish an article by a New York University dean arguing for restricting free speech.

We see the dead weight cost of public employee union pensions and unpoliced murders destroying one of the great creations of civilization, Chicago.

No wonder the countryside resists; this is how these arrogant bullies govern the precincts of society they control.

In this struggle, the capital has certain advantages – huge supermajorities in its strongholds, inhabited largely by elites and ethnic, racial and religious minorities. It monopolizes most established media. Its claims that opponents are bigots are taken as gospel.

The countryside has serious grievances and majority numbers but doesn’t always find steady leadership.

Le Pen’s insalubrious pedigree suggests she’ll lose Sunday, although Theresa May’s icy steeliness has British Conservatives headed to a landslide win June 8. Donald Trump instinctively (calculatedly?) reckoned that the countryside was the key to victory; now he has to deliver. The battles of capital vs. countryside will go on.

Trump’s ignorant beliefs on Civil War, Andrew Jackson

President Donald Trump always ends his self-reverential rallies with the Rolling Stone song “You Can’t Always Get What You Want.” Kinda fitting since, 102 days in, he has proved that point over and over.

But after Trump’s intellectually deficient interview with the Washington Examiner’s Salena Zito, Sam Cooke’s “What a Wonderful World (This Would Be)” could also apply.

The first five words say it all: “Don’t know much about history.”

As is his wont, Trump heaped praise on Andrew Jackson, the slave-owning seventh president of the U.S. whose Indian Removal Act led to the “trail of tears and death.”

But then Trump slipped the surly bonds of fact and truth to utter a word salad of nonsense.

TRUMP: [Jackson] was a swashbuckler. But when his wife died, did

you know he visited her grave every day? I visited her grave actually because I was in Tennessee.

ZITO: That’s right. You were in Tennessee.

TRUMP: And it was amazing. The people of Tennessee are amazing people. They love Andrew Jackson.

They love Andrew Jackson in Tennessee.

ZITO: He’s fascinating.

TRUMP: I mean, had Andrew Jackson been a little later, you wouldn’t have had the Civil War. He was a very tough person, but he had a big heart. He was really angry that he saw what was happening with regard to the Civil War. He said, “There’s no reason for this.” People don’t realize, you know, the Civil War – if you think about it, why? People don’t ask that question, but why was there a Civil War? Why could that one not have been worked out?

••• Let’s diagram, shall we? First,

“He was really angry that he saw what was happening with regard to the Civil War. He said, ‘There’s no reason for this.’ ” That’s pretty incredible since the Civil War started 24 years after the end of the “swashbuckler’s” term and 16 years after his death.

Then, “People don’t ask that question, but why was there a Civil War? Why could that one not have been worked out?” That an estimated 750,000 died in the four-year bloodbath is proof enough that “that one [could] not have been worked out.”

But, come on. Everyone knows why there was a Civil War. Forget the “War Between the States,” “War of Northern Aggression” or “The Lost Cause.” They are euphemisms to make a war about maintaining the evil of slavery and the economy it built seem like a noble effort by a noble people. Hardly.

As Daina Ramey Berry told me in an interview on my podcast “Cape

Up,” they were fighting to keep a system where “the average enslaved person was sold about four or five times in a lifetime,” where “a woman’s value [in slavery] was wrapped in her fertility” and where “even in death and beyond [slaves] are still being commodified.”

When he saw a slave auction block while touring the National Museum of African American History and Culture, Trump reportedly said, “Boy, that is just not good. That is not good.” True.

And the same can be said of the woeful lack of knowledge and understanding by the president of the United States about the complicated and nuanced history of the United States. It’s “sad.”

Capital vs. countryside – that’s the new political divide, visible in multiple surprise election results over the past 11 months. It cuts across old partisan lines and replaces traditional divisions – labor vs. management, north vs. south, Catholic vs. Protestant – among voters.

This was apparent in June in Britain’s referendum on whether to leave the European Union. London voted 60 percent to remain, while the rest of England, whether Labour or Conservative, voted 57 percent to leave.

It was plain in Colombia’s October referendum on a peace settlement with the FARC guerrillas. Bogota voted 56 percent “si,” the heartland cordillera provinces 58 percent “no.”

In both countries, the ethnic and geographic fringe – Scotland and Northern Ireland, the Caribbean provinces – voted with the capital. But in each case, the historic heartland, with the majority of voters, produced a surprise defeat for the capital establishment.

It was a similar story here in November. Coastal America – the Northeast minus Pennsylvania, the Pacific states minus Alaska – favored Hillary Clinton over Donald Trump by a 58 percent to 35 percent margin. But the geographic heartland, casting 69 percent of the nation’s votes, favored Trump by a 51 percent to 43 percent margin.

DeKALB – Northern Illinois softball player Bekah Harnish’s hitting during nonconference play to open the season was, in her words, rough.

Then conference games started.

During Mid-American Conference play, the junior utility player has been blazing at the plate and has led the team in batting average as the Huskies enter the final week of the regular season.

“I just had to fight through it,” Harnish said. “I started looking at my mechanics more and stopped trying to focus on the mental stuff. I think that helped a lot.”

During the first 21 games of the season, Harnish was 8 for 55 (.145) at the plate, while the Huskies were only 11-10.

However, in the first conference series of the season – at home against Akron – Harnish went 4 for 9 (.444) and put together a stretch in which she had a hit in 13 of 14 games.

Against Bowling Green on April 1, she went 3 for 3 with two RBIs; at Kent State on April 9, she was 2 for 4 with a run scored and an RBI; against Ball State on April 12, she was 2 for 3 with a run scored and an RBI. The Huskies (27-18, 13-8 MAC West) won all three games, and after the game against the Cardinals, her batting average was a season-high .280.

In conference games, Harnish leads the team in batting average (.369), is second in on-base percentage (.455) and has a home run and 16 RBIs. For the season, she’s hitting .270 with two home runs and 26 RBIs. “Harnish has traditionally, in the last three years, started a little slow,” NIU coach Christina Sutcliffe said. “I think she just has to get into a rhythm and just stay with it and get used to seeing live pitching and then she gets going. She definitely gets more locked in when conference starts.”

While Harnish has cemented herself as the Huskies’ No. 2 hitter in the lineup, her versatility in the field is invaluable, Sutcliffe said. During conference games, she has 11 starts at catcher, six starts at second base and four starts at third base.

“It just kind of depends on who we’re playing, to be honest with you,” Sutcliffe said. “Sometimes it works better if we have a little more of a stealing team. ... It’s more whoever’s hot offensively and wherever we need that person to go

There have been three games during MAC play in which Harnish played two positions in the same game.

“It’s definitely different,” Harnish said about finding out where she will play about an hour before the game. “I just try not to think about being at the spot. I try not to prepare to catch or play second. I just kind of wait to find out and then I start preparing.”

Harnish, who was named to the MAC All-Freshman Team in 2015 and made 49 starts last season as a sophomore – mostly at second base – had experience playing multiple positions during her days at Burlington Central and playing on the travel team, the Wasco Diamonds.

Sox fall; Anderson looks past cold April

KANSAS CITY, Mo. – Tim Anderson’s first April in the major leagues is behind him, and aside from a 13-10 team start for the White Sox, he was glad to see it go.

After batting .283 with nine homers in his rookie season and signing a $25 million extension during spring training, Anderson batted .204 with two homers and six RBI in the first month. And while he used his considerable athleticism to make more flashy plays than any Sox on the field, he also muffed more than his share of routine plays.

What gives?

Third base coach Nick Capra, for one, suspects an occasional lack of concentration. And Anderson, for another, doesn’t disagree.

“Definitely something I can learn from,” said Anderson, who dropped a soft liner, bobbled a ground ball and was charged with his sixth error in loss to the Tigers on Sunday.

He also made an outstanding running catch in foul territory.

“Forget the spectacular plays, the mistakes are something I can learn from and get better,” Anderson said before the Sox opened a four-game series against the slumping Royals on Monday at Kauffman Stadium with a 6-1 loss.

“The one was more lack of focus, the line drive was lack of focus, trying to make a play before I make a play. Trying to get the runner before I caught ball.”

Capra abstained from breaking down Anderson’s technique, saying, “He’s kind of an unorthodox player, anyway, because he’s so athletic. He reads a hop, gets the ball and gets rid of it.”

Anderson didn’t have much action in the field Monday, and he singled in four at-bats on a night when the Sox lineup mustered five hits against left-hander Jason Vargas and the Royals bullpen.

The Royals stopped a nine-game losing streak against rookie right-hander Dylan Covey, who, after opening with three scoreless innings, gave up six runs on nine hits including home runs by Jorge Bonifacio and Eric Hosmer, the latter knocking Covey out with two outs in the sixth.

The Sox scored one in the fourth on Jacob May’s RBI single, the struggling rookie’s second hit in 35 at-bats.

Anderson hasn’t struggled in May-like magnitude, but he expected a better start.

He remains even-keeled.

“There are going to be times when the game gets up on you,” he said. “It’s a humbling game. When you find yourself getting up, it brings you down and brings you on a straight line. You can’t get too high or low.”

At the plate, Anderson knows the league is adjusting to him after he aggressively feasted on fastballs last season.

“From the success I had last year, they’re figuring out who I am,’’ he said. “They’re using that against me.”

Maddon struggles to keep outfielders on their game

bmiles@dailyherald.com CHICAGO – With the Cubs back home and playing by National League rules after a weekend in Boston, manager Joe Maddon is having a hard time finding playing time for all of his outfielders.

“I do,” Maddon said Monday before the Cubs lost, 10-2, to the Philadelphia Phillies at Wrigley Field. “Jon Jay right now deserves to play. So does (Albert) Almora. When you had that DH working, it was easier to get almost everybody in there like you wanted to.

It’s a nice problem to have.”

Kyle Schwarber was the designated hitter for all three games at Fenway Park against the Red Sox. He was back in Monday’s starting lineup in left field, with Jay in center field.

Acquiring the taste: Jay entered Monday with a batting line of .385/.478/.487. He was 15 for 39. The Cubs signed him to a one-year contract in November. Jay played in two World Series with the Cardinals. Last year, he was with the San Diego Padres.

“I’ve described him as being an acquired taste,” Maddon said. “I didn’t get him when I first saw him. You watch him from a scout’s perspective, there are certain guys when you walk into the ballpark and you just see them once or twice, you don’t quite understand where the benefit is. He’s the guy that if you watch for a week straight, you totally get it.

“Seeing him last year with the Padres and before that the Cardinals, especially last year with the Padres, a team that wasn’t that good, just really watching he went about his business, really convinced me how good he is. I love having him here now. Absolutely.”

A good first month: Reliever Carl Edwards Jr. finished April with a record of 1-0, an ERA of 0.00 and a WHIP of 0.60. He has pitched 10 innings over 11 games and given up two hits while walking four and striking out 13.

“Beautiful, man, and he’s young,” Maddon said of the 25-year-old Edwards.

He said it: Maddon admitted he’d like to “adopt” Jay. “That’s just one of those visceral moments,” Maddon said. “If I needed a son or a sidekick, I’d go for Jon Jay, I think.”

Pace makes rounds on radio, TV to explain draft moves

After making the biggest deal of his life last week, Bears general manager Ryan Pace went about selling it to the public Monday, appearing on national and local radio shows to explain his trade of four draft picks to move up one spot and draft Mitch Trubisky.

“You’re never going to be great in this league if you don’t have this position right, and so that was a commitment for us this offseason: to improve that position,” he told ESPN Radio’s Mike & Mike. “And, quite honestly, it’s been way too long since this franchise has been in that position: to get good consistent play from the quarterback.”

Some criticized Pace’s moves Thursday: He drafted a quarterback after paying Mike Glennon $16 million

to start this year and gave up a thirdround pick, fourth-rounder and a third next year to move up.

Not even the 49ers – who made the trade with Pace – were sure what he was up to.

According to The MMQB, which was embedded with the 49ers, GM John Lynch thought the Bears were trading up to draft Stanford defensive lineman Solomon Thomas. When chief strategy officer Paraag Marathe suggested they’d take Trubisky, Lynch replied: “Then why did they go get Glennon?”

Pace defended his move-up trade by saying he assumed teams were in contact with the 49ers because they’d made the same calls to the Bears to move up.

Pace said he and coach John Fox were in lockstep about the pick – “I always have his back, he has my back.

We’re arm-in-arm,” he told ESPN – despite a national report saying otherwise.

As for his relationship with Glennon, Pace reiterated to WSCR-AM what Fox said Saturday: that players are typically angered when a team drafts someone who plays their position.

Howard visits Bears: The Bears didn’t draft a defensive end, but they might end up getting a starter after all.

Former Chiefs defensive lineman Jaye Howard, 28, visited Halas Hall on Monday, a source confirmed. One year removed from being a hot free agent, Howard would be an intriguing option alongside Eddie Goldman and Akiem Hicks.

The idea that they have to explain their drafting of quarterback Mitch Trubisky to a guy who has thrown 11 NFL passes since the end of the 2014 season would be laughable if it wasn’t so … no, actually, it is laughable.

That Glennon might be sad, hurt, wounded and/or destroyed is something we’re all going to have to live with.

Somehow. I’d like to think that if we put one foot in front of the other, we’ll eventually get past the pain.

If Glennon had been under the preconception that he was anything but a stopgap until the Bears found their next quarterback of the future, then he and his agent didn’t do their homework. The Bears surely left open the possibility that he might be the long-term answer at quarterback, but they never counted on it. How could they, given his so-so résumé? He’s their starter for 2017, and he should be celebrating. Loads of quarterbacks out there would love a year’s worth of certainty.

The $18.5 million mentioned above answers any concerns that the Bears

But the Bears were so secretive about the player they wanted that when they swapped places with San Francisco on draft night, the 49ers didn’t even know who general manager Ryan Pace was going to select. Northern Illinois women’s basketball coach Lisa Carlsen’s dramatic turnaround of the program in her second year didn’t go unnoticed.

Carlsen was named one of the Illinois Basketball Coaches Association’s Division I Coaches of the Year, the school announced Monday. The Huskies finished the 2016-17 season 21-12 with a trip to the WNIT – the program’s first postseason action since 1995.

Carlsen’s fast-paced style allowed the Huskies to finish fifth in the nation in scoring at 85.1 points a game.

Carlsen, who won the award three times while at Lewis University (Division II), was one of three Division I women’s basketball coaches to win the award, along with DePaul’s Doug Bruno and Western Illinois’ JD Gravina.

She’s the first NIU honoree since Jane Albright won it in 1994.

Options for losing weight exist for individuals using wheelchairs Dear Doctors: Can you give me some ideas on how to lose weight while using a wheelchair? I’m 66 and need a wheelchair to get around. When the distance is short enough, I use crutches. I’m on a tight budget, but try to work out as much as I can, with very little results. I’m getting depressed because nothing seems to work.

Dear Reader: One look at the multibillion-dollar weight-loss industry, and it’s clear staying fit is difficult for many of us.

And while limited mobility certainly adds to the challenge, with creativity and determination, you can win this battle.

When you use a wheelchair, it’s particularly important to get fit and to maintain a healthy weight. Even a few excess pounds can make it more difficult to get into and out of a wheelchair. In that same vein, you need your shoulders, arms and abs to remain strong so you can easily move into and out of the chair, and to prevent injury as you do so.

Let’s start with what you eat. Focus on a diet made up of a variety of fresh fruits and vegetables, lean proteins, dairy products, healthy fats, legumes, whole grains and leafy greens. Limit added sugars, and cut out empty calories such as sodas and processed snack foods. The key here is to adjust your diet to your level of physical activity.

One tool that really works (and takes a bit of courage to do honestly) is keeping a food diary. Even if just for one week, write down everything that passes your lips. The details will jolt you into awareness and, quite possibly, motivate you to make some changes.

As for exercise, the days of the sedentary wheelchair-user are over. There are several

With a pair of hand weights, you can keep your biceps, triceps, pectorals and even your abs strong and toned. Resistance bands are another way to maintain strength and range of motion.

An exercise ball is an excellent workout tool. Hold it above your head and, as you engage your stomach muscles, slowly rotate from left to right and back again. Lift the ball above your head and slowly lower it, again engaging your abdominals. Hold the ball above your head, once again engaging your abs, and perform slight tilts to the points of the compass.

With all of these, the idea is to start slow and gradually build up repetitions. Stop if you feel any pain. And be sure to drink water and stay hydrated.

Is there a senior citizen center in your area? Many of them have exercise and yoga classes that can be adapted for someone using a wheelchair. Some even have sports teams that will make room for a rolling athlete.

A challenge for all of us as we get older is social isolation. A group activity can help you feel connected, which will raise your spirits and keep you motivated.

year ago, I lost a tooth. I’m a 56-year-old woman on disability, short on funds to rectify the problem, so I visited my local hospital’s dental clinic. I hadn’t visited a dentist in years, so I was quite fearful.

The work I needed was performed every two weeks for about four months. What I did not count on was becoming seriously attracted to a 29-year-old resident I’ll call “Justin.”

At first, I couldn’t believe it was possible, given that I’m old enough to be his mother and my ex-husband is a doctor. I was a teacher, and I know all the “rules.” In fairness, in no way did Justin or I do or say anything inappropriate. Still, certain circumstances led me to believe he felt the same about me.

Neither of us acted on this.

The DeKalb County Facilities Management Office has an opening for a Maintenance II AL10B position.

ESSENTIAL JOB FUNCTIONS

Under supervision, performs a variety of skilled and semi-skilled work in building maintenance, preventive maintenance and repair.

Performs building and preventive maintenance and repair using skills in carpentry, plumbing, electrical, grounds maintenance and HVAC. Performs other related duties as assigned. Regular attendance is an essential job function. This is an ON CALL position.

When performing these job functions, Maintenance Workers routinely lift up to fifty pounds, constantly stoop and bend, work with hands and arms raised above the head, grasp materials and equipment with both hands, and climb ladders and stairs.

DESIRABLE QUALIFICATIONS

Education and training equivalent to high school graduation and three years of skilled experience in building maintenance, preventive maintenance and repair. Desirable experience includes knowledge of the methods, materials, equipment, and safety regulations used in various skilled building maintenance activities, including the use of hand and power tools.

Ability to apply basic maintenance skills in repairing and maintaining buildings and related structural facilities and furnishings; understands and carries out oral and written directions. Must be able to perform arduous physical activities; ability to establish and maintain cooperative working relationships with others is essential.

Possession of a valid Illinois Driver's License and an acceptable driving record are required. A check of criminal history will be required prior to employment. This is an AFSCME union position.

In bridge, when a player makes an error, he hopes to learn from it and get it right next time. We are looking at advancing partner’s takeout double. Too many of my students make a simple bid in a suit whatever their point-count and expect partner to be psychic.

Look at the South hand. West opens one club, North doubles, and East passes -- what should South do?

A simple bid in a suit (here, one spade) shows 0-8 points, and a single jump (to two spades) promises 9-11 points. So, does it follow that with 12-14 points, South would bid three spades?

Of course not! With 12 points or more, South cue-bids two clubs.

This is totally artificial. Afterward, each player shows suits, and with luck a good fit will be found. Here, North rebids two hearts, South bids two spades (or now jumps to three spades), and North raises to four spades.

West cashes two top clubs, then shifts to a heart. What happens after that?

Declarer must try to avoid two trump losers. Since West is highly likely to have the spade king, South should start by cashing his spade ace.

When the king drops, declarer can bring home an overtrick. However, if neither the king nor the jack appears, declarer crosses to dummy with a diamond and plays a spade toward his queen. No guesswork is needed.

What would a jump to three spades after partner’s double show?
