Police: Errant hammer throw POLL YESTERDAY’S during warm-ups killed student RESULTS

The Associated Press CHICAGO – A suburban Chicago college student who was accidentally killed during a hammer throw event was struck by an errantly thrown hammer while standing near the field during warm-ups, authorities said Monday.

The hammer – a steel wire attached to a heavy metal ball that can weigh as much as 16 pounds – struck 19-year-old Wheaton College freshman Ethan Roser in the head during Saturday’s meet, said Bill Murphy, Wheaton’s deputy police chief. Roser, of Cincinnati, was volunteering at the meet and was going to measure the throws.

An autopsy conducted Monday by the DuPage County Coroner’s office determined, as expected, that the preliminary cause of death was head trauma.

Murphy said investigators would continue to look into whether there was any criminal negligence, but that they don’t suspect there was any. Wheaton College declined to say whether it would conduct its own investigation.

Students at the Christian college about 25 miles west of Chicago gathered after the meet to pray for Roser, who transferred there in January from a school in Cincinnati.

Roser spent much of his childhood in Zimbabwe, where his parents were missionaries, and he was deeply religious.

His mother, Pat Roser, said Ethan’s faith played a big role in how he dealt with a leg injury in high school and in his decision to attend Wheaton.

“That just totally changed him, and he wanted to go and tell other young people about God,” she said “That’s what he was doing at Wheaton.”

Roser’s father, the Rev. Mark Roser, described his son as “just a really special kid” who considered his family members to be his best friends.

“We’re having a really hard time saying goodbye and letting go,” he said. “We know God’s in control, and he works everything out even though it’s beyond our comprehension.”

NEW ORLEANS – A monument to a deadly white-supremacist uprising in 1874 was removed under the cover of darkness by workers in masks and bulletproof vests Monday as New Orleans joined the movement to take down symbols of the Confederacy and the Jim Crow South.

The Liberty Place monument, a 35-foot granite obelisk that paid tribute to whites who tried to topple a biracial Reconstruction government installed in New Orleans after the Civil War, was taken away on a truck in pieces before daybreak after a few hours of work.

In the coming days, the city also will remove three statues of Confederate Gens. Robert E. Lee and P.G.T. Beauregard and Confederate President

Jefferson Davis, now that legal challenges have been overcome.

“We will no longer allow the Confederacy to literally be put on a pedestal in the heart of our city,” Mayor Mitch Landrieu vowed.

The removal of the obelisk was carried out early in the morning because of death threats and fears of disruption from supporters of the monuments.

The workers wore military-style helmets and had scarves over their faces. Police were on hand, with officers watching from atop a hotel parking garage.

“The statue was put up to honor the killing of police officers by white supremacists,” Landrieu said. “Of the four that we will move, this statue is perhaps the most blatant affront to the values that make America and New Orleans strong today.”

Litigation to decide fate of various vacant buildings in DeKalb

dzimmerman@shawmedia.com DeKALB – Demolition or remediation might be the only options for an apartment building on Edgebrook Drive, one of the numerous abandoned properties in DeKalb.

The city filed a petition calling for one of these two outcomes earlier this month, an action similar to the petition the city filed in October to have the former Otto’s nightclub building downtown remediated or demolished. That property now will be torn down to construct a $7.5 million apartment and commercial-use complex.

Along with numerous health hazards, the petition claims that leading into the 2014-15 school year, about when the building was declared uninhabitable, many apartments did not have functional plumbing. That led to human feces in the hallways and stairwells. Extensive evidence was found of marijuana use in common areas of the building. At least one drug dealer was actively operating on the premises.

It also claims that the owner, Pat Bragg, has failed to maintain the property in a secure condition while it is uninhabited. A phone number for Bragg could not be located Monday.

DeKalb City Attorney Dean Frieders said this information was shared with Bragg, but the responsibility to maintain the building has not been taken.

“In a perfect world, the owner takes responsibility to restore the property, and we don’t have to take a lot of time to litigate, but previous efforts as of right now have failed,” Frieders said.

The DeKalb Fire Department recently inspected the building and found large amounts of mold along the ground level, as well as other hazards. According to the lawsuit, the estimated market value of the site is $65,000, but if the building were remediated and restored to a safe condition, its value would be $1.3 million.

That, however, would require more than $2.5 million in repairs and asbestos and mold remediation, according to a report compiled in October by general contractor Steve

Demolishing the property could cost $190,000, according to an estimate from Rockford-based Northern Illinois Service Co. The nearby Campus Cinemas theater, which is not operational, also is experiencing legal action after its owner, Pete Occhipinti, filed a lawsuit against the city in January claiming that he was not notified of a 2013 zoning change, which he said devalued the property.

In order to ensure Occhipinti felt he received due process, the city

moved to authorize a zoning map amendment to the designated light commercial zoning of the project.

This course of action provides more transparency between the city and property owner, Frieders said.

A public hearing on the amendment took place during a city Planning and Zoning Commission meeting this month, where the commission recommended the light commercial rezoning amendment to the City Council.

Occhipinti said during the meeting that the hearing was another effort to devalue his property.

“You can’t change the rules in the middle of the game,” Occhipinti said.

City documents state there is no indication the property value of the subject site would be diminished by the zoning requested, in comparison with any other currently available zoning designation.

“The commission is aware of the litigation that is going on, and the city is certainly addressing that,” Frieders said. “We’re trying to make

the most conservative possible route with a public hearing where you can present evidence, information or testimony related to the zoning of this property and put to rest permanently any question about whether adequate due process was provided.”

Frieders said the owner still can file a special use zoning permit if a fully developed set of plans is submitted.

Both derelict sites fall outside of DeKalb’s two tax increment financing districts, and therefore, they are not eligible for property tax revenues that those districts generate for rehabilitative efforts.

“Fundamentally, the question of whether to incentivize is something the council would have to give careful consideration,” Frieders said.

“While we are always open to exploring those options, it [depends] on the property owners to rehabilitate, remediate or clear the properties. The city is always open to proposals for redevelopment through economic or non-economic means.”

SYCAMORE – A Chicago man was being held in DeKalb County Jail on $200,000 bond after police raided a DeKalb apartment and found crack cocaine, more than a pound of marijuana and a loaded gun.

DeKalb police executed a search warrant about 4 a.m. Saturday in the 800 block of Ridge Drive, and later arrested Marca Parker, 18, of the 11300 block of South Harvard Avenue in Chicago, and Rashi Marca Gant, 24, of the 1000 block Parker of West Hillcrest Drive, DeKalb.

Gant was given a $5,000 recognizance bond but must be placed on electronic home monitoring. He is due in court at 9 a.m. June 16.

According to court reRashi Gant cords, Parker was found with his child and the child’s mother on a mattress in a bedroom with a loaded .40-caliber handgun nearby. Police found 3 grams of crack cocaine in a dresser next to the mattress, and a total of more than a pound of marijuana was found, according to court records.

Parker was charged with armed violence, unlawful possession of a controlled substance, unlawful possession of marijuana with intent to deliver, unlawful possession of marijuana, possession of a firearm without a Firearm Owner’s Identification card and possession of ammunition without a FOID card. If convicted of the most serious charge, armed violence, he could face a minimum of 15 years in prison.

Gant, who was in another bedroom in the apartment, was charged with unlawful possession of marijuana and unlawful possession of marijuana with intent to deliver, court records show. If convicted of the most serious charge, possession with intent to deliver, he could face two to five years in prison.

Parker told police that he was selling marijuana and that he knew about the crack cocaine and the gun. He said that he had handled the weapon the previous day, court documents show.

Parker’s next court appearance will be at 9 a.m. May 19.

Take Back the Night event set

DeKALB – Safe Passage will host its annual Take Back the Night march followed by a Survivor Speak-Out on Tuesday in recognition of Sexual Assault Awareness and Prevention Month.

Take Back the Night will begin with a brief rally at 6 p.m. at First Congregational United Church of Christ, 615 N. First St. The march then will proceed south on First Street to the downtown area before returning to the church.

The march is intended to spread the message that everyone deserves to be safe from sexual violence, regardless of what they wear or where they go, according to the Safe Passage website.

After the march, survivors of sexual assault will have the chance to share their stories, and community members can express solidarity during the Survivor Speak-Out. The speak-out also will feature Safe Passage’s Clothesline Project, a collaborative art project with T-shirts decorated by survivors of violence and those who have lost loved ones to violence.

“The [art display] is making sure survivors’ voices are at the center, and making sure they have their voices heard whether they decide to speak or not,” Askins said.

Woman accused of hitting boyfriend with car

SYCAMORE – A DeKalb woman who police said deliberately hit her boyfriend with her car during an argument was released Monday on her own recognizance.

Police said in court documents that Amy Poole, 30, of the 700 block of Kimberly Drive, and her boyfriend got into an argument a little after 1:30 p.m. Saturday while driving on Route 38 near Webster Road, when she told him to get

out of the car, and he did.

The documents say she then turned the car around on an open gravel area, accelerated toward him and hit him, injuring his left ankle and left shoulder.

An investigation revealed tire tracks corroborating the victim’s Amy Poole statement, and he was found lying near the tire tracks, court records show.

He was taken to Kishwaukee Hos-

pital and treated for injuries not considered life-threatening, and Poole was charged with two counts of aggravated battery and use of a deadly weapon.

As a condition of her bond, she was ordered to have no contact with the victim.

She lives with her three children and said in court Monday that she and the victim have a 4-month-old child, meaning she needed to go to the home on Kimberly Drive to get the child.

Her next court appearance will be at 9 a.m. June 16.

Born: January 27, 1926; in Geneseo, IL Died: April 23, 2017; in Morrison, IL Beverly I. Froeliger, 91, of Erie, IL, died on Sunday, April 23, 2017, at Windsor Manor Assisted Living in Morrison.

Services will be held at 1:00 PM, Thursday, April 27, 2017, at Gibson-Bode Funeral Home, Erie. Visitation will be from 11:00 AM to 1:00 PM prior to the service. Burial will be in Riverside Cemetery, Prophetstown.

Memorials will go to a memorial fund to be established.

Beverly was born January 27, 1926, in Geneseo, IL, the daughter of Clyde E. and Jessie C. (Egert) Fowler. She graduated from Morrison High School. She married Leo J. Froeliger in Prophetstown on July 12, 1946.

He preceded her in death on December 8, 1988. Bev was an avid antique collector. She had her dealer’s license and various antique shops for over 50 years.

She is survived by her sons, Dr. John Drew Froeliger, Bayfield, WI, Joe (Shelley) Froeliger, Erie; daughters, Kris (Bernie) Stefani, DeKalb, IL, Kaye (Mark) Barczak, Ingelside, IL; grandchildren, Toby Froeliger, Taylor (Brandon) Hatteberg, Joe Barczak and Kim Barczak; and three great-grandchildren.

She was preceded in death by her husband, Leo; son, Patrick in 1950; and sisters, Zelda

Vernon M. “Red” Prestegaard, age 92, of DeKalb, IL died on Friday April 21, 2017 in the DeKalb County Rehab and Nursing Center in DeKalb.

Born on May 12, 1924, in Lee, IL, he was the son of Jack and Thurber (Maakestead) Prestegaard. Red was married to the former Gladys M. Motz on December 26, 1947, in Elburn, IL, she preceded him in death on October 29, 2014. Red was a Rural Letter Carrier for the Lee, IL; Postal Service. After graduating from high school, Red served his country in the United States Army serving in the Pacific Theater during WW II. He enjoyed golfing, was very active in the Masonic Lodge, and really enjoyed spending time with his grandson Christopher.

Survivors include son, John Prestegaard of Sycamore; grandson, Christopher (Lesley) Prestegaard of Elgin; sisters, Marilyn and Karen; and several nieces and nephews.

He was preceded in death by his parents,

She leaves behind two daughters, Elynor (John) Gering, Mary Sue Bowman;one daughter-in-law, Mary Clare Turk; 6grandchildren and 12 great-grandchildren.

Anna now joins her parents, Joseph and Eleanor; husband, Eugene; two sons, Joseph and Eugene; and one brother, John.

There will be a visitation honoring Anna’s life from 10:00 to 11:00 am, Friday, April 28, 2017, at SS. Peter and Paul Catholic Church in Virgil. A Celebration of the Mass of Christian Burial will follow at 11:00 am at the church.

5 DeKalb businesses fail tobacco compliance checks

DeKALB – Five tobacco retailers out of 27 inspected by the DeKalb Police Department were found to have sold tobacco to minors, according to a news release from the department.

Huskies Tobacco at 1023 W. Hillcrest Drive, Fas Mart at 125 N. Annie Glidden Road, Shell at 308 N. Seventh St., Wal-Mart at 2300 Sycamore Road and MJ United at 1740 E. Lincoln Highway all were found to be in violation of the law.

All tobacco retailers that were inspected received an information kit and spoke with a police department employee.

The checks are funded by a grant from the Illinois Liquor Control Commission’s “Kids Can’t Buy ‘Em Here” tobacco enforcement program, which helps to educate retailers on minimum-age tobacco laws and the importance of age verification.

SYCAMORE – A DeKalb County judge set bond at $50,000 on Monday for a DeKalb man accused of trying to suffocate his girlfriend and living too close to a park as a sex offender, court documents say.

Nerak N. Scaife, 30, of the 800 block of Charles Street, is charged with two counts of aggravated domestic battery, a count of aggravated domestic battery – strangulation, intimidating, child sex offender living within 500 feet of a park and violation of sex offender registration.

Scaife pleaded guilty in 2004 to sexually abusing a woman who was mentally disabled, records show, and he was required to register for life as a sex offender. He is listed as homeless in Illinois’ online sex offender registry. The address where Scaife was living is less than 500 feet from Welsh Park, court records show.

If convicted of the most serious of-

fense, aggravated domestic battery, Scaife could face three to seven years in prison.

In court documents, police said Scaife and his girlfriend got into an argument Saturday morning, during which he pushed her to the floor and put a garbage bag over her head. She tore the bag in order to breathe, records show, adding that Scaife said, “She had to know I’d take her life.”

The documents say Scaife later sent the victim several text messages threatening to post Nerak N. explicit videos of her if Scaife she didn’t give him $500.

Scaife was sentenced to three years in prison on an aggravated domestic battery charge in March 2006, was charged with failing to register as a sex offender in 2014, and received a three-year sentence for unlawful restraint in April 2016, according to court documents.

His next court appearance will be at 9 a.m. May 19.

Area establishments mark Restaurant Week

Handful featuring new menu items, discounts

Area restaurants are offering special deals and dishes now through Saturday for the second annual Restaurant Week, organized by the DeKalb Chamber of Commerce. This year, 34 restaurants are participating in a series of promotions designed to publicize local businesses, up from 28 last year.

Matt Duffy, executive director of the Chamber, said some restaurants offer discounts, while others use the week to debut new meals or food combinations.

“It’s a chance for the restaurants to highlight what they do,” he said.

A full list of participating restaurants and offers can be found on the chamber’s website, DeKalb.org. All participating restaurants are members of the DeKalb Chamber of Commerce, but the list is not limited to the city of DeKalb, Duffy said.

In addition to providing a boost for the local economy, Restaurant Week also is an excuse for people to go out and expand their horizons, Duffy said.

“With 34 restaurants participating, there’s probably at least a few that people haven’t tried,” he said. “We want people to find their new favorite.”

Patrons are asked to share their dining experiences on social media using #DeKalbChamberRestaurantWeek.

“Restaurant Week is not unique to this area,” Duffy said. “Most people have been to one or heard about it, so we said, ‘Why not have one here in our area?’ ”

DeKALB – Monthly conversations between city staff and Northern Illinois University student leaders led to a series of proposals on how to revitalize the downtown area for students that were presented to the DeKalb City Council during its meeting Monday.

The group gave multiple suggestions to the downtown area using five themes: communications, lighting, transportation, weekend activities and a sense of community. Many of these considerations came from a special meeting in February, where about 70 students toured downtown DeKalb and brainstormed ideas on how to improve it.

Christine Wang, the NIU Student Association Senate speaker, said there is a lack of knowledge of downtown businesses and events among the student population, partly because of a lack of advertising, but she complimented the leader meetings for opening up a dialogue.

“This group has been wonderful in building the bridge between NIU and the city of DeKalb,” Wang said. “Right now, students feel there’s a bit of discussion

between NIU and DeKalb’s residents.”

To improve communication, DeKalb management intern Chris Jackson said the city is researching the feasibility of social media platforms such as Snapchat as a means of interacting with students.

Caleb Tomaszewski, director of government affairs for the NIU Student Association, said there has been a wide consensus that students don’t feel safe going downtown at night from the NIU campus, and an increased police presence and more emergency call boxes could make students feel safe enough to explore the downtown attractions.

Jackson said the city also is working on the feasibility of more lighting, and the city’s information technology and police departments are examining new technologies to help supplement the city’s public safety personnel.

Jackson added that city staff are working on improving Uber service in the area to address transportation concerns, building a special events calendar on the city’s website to help students find weekend activities, and researching the feasibility of a DeKalb-area job and internship fair that could involve downtown businesses and nonprofit organizations.

Obama discusses leadership at Chicago event

CHICAGO – Former President Barack Obama used his first public appearance since leaving office to dole out advice to young people on leadership, managing social media and even marriage. What he didn’t do was mention his successor.

At a forum Monday for students at the University of Chicago, adjacent to where his presidential library will stand, Obama talked about his formative experiences as a community organizer and as a young politician running for office in Illinois. But for much of the panel event, he listened.

“Although there are all kinds of issues that I care about and all kinds of issues that I intend to work on, the single most important thing I can do is to help in any way I can to prepare the next generation of leadership to take up the baton and take their own crack at changing the world,” Obama said during event, which was invite-only and streamed live online.

He told the hundreds of area students in the audience that his focus after holding the nation’s highest office will be civic engagement with young people, and he that he hopes his presidential library, which will stand near the edge of campus, will be part of that

Lawmakers return from break facing budget issues

SPRINGFIELD – Illinois lawmakers are returning to the Capitol this week to resume work on trying to end a budget stalemate that has eluded them for almost two years.

The State Journal-Register reported that just before lawmakers’ two-week spring break, the House approved another stopgap spending bill that would give more than $800 million to human-services programs and higher education.

But an overall Illinois budget remains a work in progress.

Issues include school funding reform, pension changes, a higher minimum wage and other matters that were part of the Senate’s “grand bargain.” Efforts to pass the Senate plan include a dozen intercon-

Gillespie, Monk celebrated at Chicago Jazz Festival

CHICAGO – The 39th annual Chicago Jazz Festival will celebrate the 100th birthdays of Dizzy Gillespie, Thelonious Monk, and Ella Fitzgerald.

The Chicago Department of Cultural Affairs and Special Events recently announced the headliners. The three-day festival at Millennium Park and the Chicago Cultural Center will be Labor Day weekend, from Aug. 31 to Sept. 2.

One day each will be devoted to the music of Gillespie, Monk and Fitzgerald.

He also dropped in a marital tidbit, saying it’s best to “listen to understand” instead of listening “to respond.”

“I learned that in marriage,” he said to laughs from the audience. “That’ll save you a lot of heartache and grief.”

He encouraged students to talk to people who have opposing viewpoints, asking a college Republican panelist to discuss his campus experiences.

Obama said his work as a young organizer, which included meeting with Chicago public housing residents, laid the foundation for his time in office. He said he’s been reflecting as he works on a book chronicling his political career.

“This community gave me a lot more than I was able to give in return,” he said. “This community taught me that everybody has a story to tell that is important.”

Flooding delays work on bridge over Illinois River

MEREDOSIA – Flooding has delayed progress on a new bridge that will span the Illinois River at Meredosia in the western part of the state.

The Quincy Herald-Whig reported that the bridge project was scheduled to be finished next year, but Halverson Construction Superintendent Scott Halverson said now that date is 2019.

Halverson said high waters caused by two recent floods have meant it’s taking longer for soil to compact in the construction area. The new bridge will replace a deteriorating two-lane bridge that was built in 1936. The bridge takes traffic across the river on Route 104.

WASHINGTON – The Trump administration issued sanctions Monday on 271 people linked to the Syrian agency responsible for producing nonconventional weapons, part of an ongoing U.S. crackdown on Syrian President Bashar Assad’s alleged use of chemical weapons.

The sanctions target employees of Syria’s Scientific Studies and Research Center, which the U.S. says partly enables the use of chemical weapons. The U.S. has blamed Assad for an attack earlier this month that killed more than 80 civilians in rebel-held northern Idlib.

“The United States is sending a strong message with this action: That we will not tolerate the use of chemical weapons by any actor,” Treasury Secretary Steve Mnuchin told reporters at the White House Monday. He said it was one of the largest such sanctions actions in U.S. history.

As a result of Monday’s action, any property or interest in property of the individuals’ sanctioned must be blocked, and U.S. persons are generally prohibited from dealing with them.

The International Space Station’s commander surpassed the record of 534 days, two hours and 48 minutes for most accumulated time in space by an American.

Trump a long way from most 100-days promises

WASHINGTON – Sure enough, the big trans-Pacific trade deal is toast, climate change action is on the ropes and various regulations from the Obama era have been scrapped. It’s also a safe bet President Donald Trump hasn’t raced a bicycle since Jan. 20, keeping that vow.

Add a Supreme Court justice – no small feat – and call these promises kept.

But where’s that wall? Or the promised trade punishment against China – will the Chinese get off scot-free from “the greatest theft in the history of the world”? What about that “easy” replacement for Obamacare? How about the trillion-dollar infrastructure plan and huge tax cut that were supposed to be in motion by now?

Trump’s road to the White House, paved in big, sometimes impossible pledges, has detoured onto a byway of promises deferred or left behind, an AP analysis found.

Of 38 specific promises Trump made in his 100-day “contract” with voters – “This is my pledge to you” – he’s accomplished 10, mostly through executive orders that don’t require legislation, such as withdrawing the U.S. from the Trans-Pacific Partnership trade deal.

He’s abandoned several and failed to deliver quickly on others, stymied at times by a divided Republican Party and resistant federal judges. Of 10 promises that require Congress to act, none has been achieved and most have not been introduced.

“I’ve done more than any other president in the first 100 days,” the president bragged in a recent interview with AP, even as he criticized the marker as an “artificial barrier.”

In truth, his 100-day plan remains mostly a to-do list that will spill over well beyond Satur-

day, his 100th day.

Some of Trump’s promises were obviously hyperbole to begin with. Don’t hold your breath waiting for alleged Army deserter Bowe Bergdahl to be dropped out of an airplane without a parachute, as Trump vowed he’d do at many of his campaign rallies. China’s leader got a fancy dinner, complete with “beautiful” chocolate cake at Mar-a-Lago this month, not the promised “McDonald’s hamburger” and humble pie.

But many promises were meant to be taken seriously. Trump clearly owes his supporters a Mexico border wall, even if it doesn’t end up being a foot taller than the Great Wall of China.

One page of his 100-day manifesto is devoted to legislation he would fight to pass in 100 days.

None of it has been achieved.

The other page lists 18 executive actions and intentions he promised to pursue – many on Day One. He has followed through on fewer than a dozen, largely through the use of executive orders, and the White House is boasting that he will set a post-World War II record when he signs more this week.

That’s a change in tune.

“We need people in Washington that don’t go around signing executive orders because they can’t get people into a room and get some kind of a deal that’s negotiated,” he declared in New Hampshire in March 2015. “We need people that know how to lead, and we don’t have that. We have amateurs.”

Efforts to provide affordable child care and paid maternity leave, to make college more affordable and to invest in urban areas have been all but forgotten. That’s despite the advantage of a Republican-controlled Congress, which the White House failed to pull together behind Trump’s first attempt to repeal and replace “Obamacare.”

DeKALB – Welcome to Smallcakes, home of 17 cupcake flavors, mouthwatering parfaits, custom cakes and, if you’re really in a pinch, a knife with which to cut that cake.

Kelly LePere of DeKalb was picking up a custom-made Chicago Cubs cake for her husband, Todd, at the cupcakery, 817 W. Lincoln Highway, Unit G, on Monday morning when she realized, in her scramble, she didn’t have a knife with which to cut it.

The shop’s owner, Tina Wackerlin, took care of that.

“You can just have one of ours,” Wackerlin said.

“Are you sure I don’t have to pay for this?” LePere asked. “The cake is beautiful, too.”

It better be. This is hardly Wackerlin’s first rodeo.

She got bit by the baking bug around age 7, when she’d bake Christmas cookies and other deliciousness with her aunt, Shirley, and late mom, Mary.

“I’ve always loved baking,” Wackerlin said.

State legislators should impose own term limits

What’s good for the goose is good for the gander.

That’s one of the first thoughts that came to mind when we heard about a new piece of legislation introduced in the Illinois House of Representatives.

House Bill 476 would impose term limits (two terms maximum) on people who serve on school boards and community college boards of trustees across Illinois. The motivation behind the legislation, as we understand it, is that the sponsor, state Rep. Thaddeus Jones, D-Calumet City, thinks bringing new members onto such boards at regular intervals would bring a fresh look and new ideas regarding the various issues that confront them.

Perhaps that’s so. But it also would brush aside the voices of experience of veteran school board members – community leaders who might still have a desire to serve, but who would be unceremoniously tossed off the board after two terms.

We point out that there already is a way to limit the service of school and college board members. It’s called an election. Elections are regularly held so that voters can oust – or retain – members as they see fit.

Back to House Bill 476. Its sponsor must fervently believe in the idea of limiting terms of service on educational boards, or he wouldn’t have taken the time and trouble to write the bill and introduce it. We would feel much better about the whole thing if legislators first would introduce and approve legislation to limit their own terms.

Illinois lawmakers are legendary about passing laws that affect everyone else in the state but exempt themselves. And look at the Illinois Legislature! Its House speaker, Michael Madigan, who celebrated his 75th birthday Wednesday, has been in the Illinois House since 1971 – 46 years! Its Senate president, John Cullerton, has been in the Legislature since 1979 – 12 years in the House, and since 1991 in the Senate – 38 years in all!

They preside over a Legislature that is notorious for not bringing a fresh look and new ideas to the worsening financial issues that confront the state. Illinois hasn’t had a full-fledged budget for more than 21 months. As of April 18, it has a $13.3 billion backlog of unpaid bills, the state comptroller said.

Illinois chronically spends more than it takes in. State universities and community colleges are suffering mightily from a lack of state support, as are human services providers and other agencies.

Surely the Legislature is a prime example of the need for term limits, if any institution is. And yet, one of its members wants to impose term limits on someone else.

“What’s good for the goose is good for the gander” is one way of describing it.

Blatant hypocrisy is another. Let legislators limit themselves first before forcing the issue with local school boards and community college districts across Illinois.

Are our leaders deciding to fail?

Failing to decide about how to fix our sorry state is deciding to fail.

The state of Illinois – the city of Aurora and its environs, specifically – got some bad news recently when Caterpillar announced it was closing a machine production facility there and eliminating about 800 jobs.

As bad news goes, it could have been worse.

The company will add about 500 jobs in Decatur and move 150 more jobs to North Little Rock, Arkansas.

Those who will be left jobless will receive severance pay equaling 40 hours of pay for every year at Cat. Further, Cat employees who lose their jobs at Aurora will be able to apply for other jobs within the worldwide company.

Finally, Aurora will still be the home of Caterpillar facilities that include 1,200 employees.

Nonetheless, Cat’s announcement is indisputably unwelcome.

Coming on the heels of the company’s recent announcement that it’s moving its world headquarters to Chicago instead of expanding its corporate home in downtown Peoria, the trend here is unmistakable.

That’s a far cry from the three-shifts-a-day approach Cat oversaw not all that long ago in Peoria. But this company, like other big manu-

facturers in Illinois, can read the tea leaves.

Illinois’ business climate is inhospitable.

That’s why other states are gaining manufacturing jobs while Illinois is losing them.

All the states that ring Illinois are up, a couple quite substantially, while the Land of Lincoln continues to endure an erosion of its economic base that is reflected by untold economic stress on people who need and want good jobs and a failing, flailing state government that can find hundreds of way to spend money but lacks the revenue to support it.

So why does Illinois continue to embrace failure?

Why has the Legislature gone nearly two years without passing a budget and overseeing changes that would help boost the economy?

The best welfare program ever invented is a good job. So why do our legislators focus more on social welfare programs, while lacking the necessary revenue to fund them, than attracting job creators who would create taxpayers by putting them to work?

Somehow, people hope, it will all work out in the end. But how long will that take?

Too many people and employers aren’t sticking around to find out.

‘Pizzagate’ taught Comet Ping Pong staff value of community

Special to the Washington Post The recipe for pizza is simple: flour, water, yeast, salt, time, tomato, cheese and heat. But the internet has a way of taking the simplest ingredients and making a huge mess.

I learned this the hard way.

I own the pizza shop Comet Ping Pong. It’s in a residential section of Washington, D.C., that feels like smalltown America. On the same block as my restaurant, you’ll find a market, a beloved bookstore, a paint store, a firehouse, a gas station. We know our customers, and we know each other.

Sadly, many people who don’t know me or my neighborhood cling to an absurd lie: that I and political figures including Democratic presidential nominee Hillary Clinton and her campaign chairman, John Podesta, run a child-slavery ring out of Comet’s basement.

Last month, one of those people, Edgar Maddison Welch, pleaded guilty to local and federal charges stemming from the day last year when he showed up at my pizza shop wielding an assault

rifle and a .38-caliber handgun. He was following calls by conspiracy theorists for a “self-investigation” of the concocted sex ring.

What he discovered was happy families eating lunch. While my brave staff swiftly evacuated customers, Welch walked through the building undeterred, shot a computer closet, then laid down his weapons and surrendered to the police in the middle of Connecticut Avenue. He will remain in prison for years.

I’m often asked how this happened. It started in October when WikiLeaks released Podesta’s hacked emails. Podesta and his brother, Tony, are Comet fans, and in these emails I was invited to cook for a Clinton fundraiser.

Anti-Clinton conspiracy theorists and online trolls congregating on Reddit and 4chan, decided that the words “pizza” and “cheese” in these emails were code for pedophilia. They ultimately pushed the lie that my pizza restaurant was being used to abduct children and commit heinous crimes. These lies ricocheted from shadowy chat rooms to various social-media platforms, encour-

aged by fake news articles and deliberately amplified by provocateurs such as Alex Jones, who broadcast these smears to his audience of millions.

Suddenly, the lives of everyone in Comet’s orbit were thrown into chaos.

I was inundated with death threats, sometimes many a day. Comet’s Facebook and Yelp pages were flooded with obscene “reviews.” The restaurant’s phone rang off the hook, with people calling and screaming at the hosts.

First, we answered only local area codes, then unplugged the phones.

Online, we were labeled as criminals – or worse. They posted our pictures, links to personal social media, even our home addresses.

Our community of food runners, hosts, bussers, waiters, customers, artists we display, bands that performed, my godchildren, surrounding businesses and my mother all were harassed by self-proclaimed “investigators.”

After Welch surrendered to the D.C. police with a declaration that “the intel on this wasn’t 100 percent,” we thought truth would prevail. But some online trolls labeled the incident a “false flag,”

insisting Welch had been hired by Clinton to distract from her crimes. A few weeks ago, when my best friend and former partner suffered a heart attack, these same trolls said it was retribution.

Jones tried to apologize with a belated and half-hearted retraction, but the online community of “investigators” labeled Jones a shill. Unsurprisingly, Jones’ platform, InfoWars, continues to broadcast lies about me and Comet.

Ten years ago, we opened Comet to be a place for people to gather, eat, drink and play. And I sometimes wondered what would happen if something bad happened to us. Where would my community be?

I now know where they are. They are seating the guests, tending the bar, playing ping-pong with their families. They are eating our pizza, drinking a beer and catching up with their neighbors.

They are sending notes saying, “Have a drink on me,” or “Keep your doors open, do not let fake news win.”

This is our community.

What to make of the results of the first two of this spring’s special House elections? Start off by putting them in perspective. They pose a challenge to both political parties, but especially to Republicans, who have been used to an unusually stable partisan alignment, an alignment that has become scrambled

by Donald Trump.

Those of us who can remember the 1964-84 years have seen much greater partisan churning. Almost half of the congressional districts that voted for Richard Nixon in 1972 elected Democratic congressmen. Some 191 districts split tickets. In 2012, that number was down to 26, the lowest since 1920.

The number rose in 2016, to 35, with another dozen or so on the cusp. That reflects Trump’s distinctive appeal.

Exit polling reported he increased the Republican margin among non-college-educated whites, from 25 points to 39, though he reduced it among white college graduates, from 16 points to 4.

Which leads us to the special elections. The first, on April 11, was in Kansas’ 4th Congressional District to fill the seat left by Mike Pompeo, whom Trump tapped to be director of the CIA. The district is composed heavily of non-college-educated whites – with two-thirds of its voters in Sedgwick County, where Wichita is, and the remainder in rural counties. Republican Ron Estes won by a 53-46 percent margin – well below Trump’s 59-32 percent margin in the

SYCAMORE – It was an ugly baseball game that ended in an ugly way.

The two teams combined for nine errors and Sycamore ended up with a walk-off, 4-3 victory over Kaneland in the bottom of the seventh on a throwing miscue in the first game of the series on a sunny Monday afternoon at Sycamore Park.

The Knights had tied it in the top of the seventh when Luke Gomes scored on a passed ball on a breaking ball in the dirt, but the Spartans won it in the bottom half when Justin Pottorff scored from second after a throwing error to first base.

“No win is ugly, right?” Sycamore coach Jason Cavanaugh said. “It was an ugly game. I put on more take signs in the game today, just because I was tired of our hitters popping up on the first pitch.”

The Spartans (13-5 overall, 4-3 in Northern Illinois Big 12) had five onepitch at-bats – all outs – and only had two hits on the day, although both of them resulted in runs.

Sycamore’s Tyler Didio hit an RBI single in the bottom of the third to tie it, 1-1, and then in the bottom of the sixth, Zach Carlsen hit an RBI double to left-center with two outs to put the Spartans ahead, 3-2.

“I looked over at the defense right before that and there was a gigantic gap out there where he hits the ball,” Cavanaugh said of Carlsen’s go-ahead double. “If anybody can hit to that spot, it’s Zach. He finds a way.”

The Knights (10-8 overall, 4-2 in Northern Illinois Big 12) opened the top of the seventh with a single by Gomes, who finished the day 3 for 3 with two RBIs as the No. 9 hitter.

Gomes advanced to second with no outs on a passed ball and, after Jack Marshall popped up to Sycamore pitcher Jack Mizgalski in foul territory, went to third on a fly out to right field by Luke Calabrese.

sports@daily-chronicle.com SHABBONA – Hiawatha baseball coach Nathan Hoffman challenged his team to score in every inning against Indian Creek in a Little Ten Conference matchup.

The Hawks responded with an offensive barrage as they beat the Timberwolves, 17-6, in five innings Monday afternoon in Shabbona.

While they didn’t score in the third inning, the Hawks scored at least two runs in every other inning and didn’t need the final two to get the win.

“We’ve only been a couple innings away from having a great year,” Hoffman said. “I wanted us to score in every inning.”

The Hawks (2-9 overall, 1-5 in Little Ten) erupted for eight runs in the top of the fifth inning, putting the game away for good. Hiawatha freshman second

baseman Max Freund led the slugging. Freund hit two doubles in the fifth, including a bases-clearing, three-run shot with his second at-bat.

“It feels good. I just had to support my pitcher,” Freund said. “I had a couple of errors in the field, which is the reason they scored some runs. I feel like I owed him something after my error.”

Freund finished the game going 4 for 5 with five RBIs and scoring three runs.

The Timberwolves (4-11, 4-6) struggled in the field as they had an error in every inning, opening the door for the Hawks’ bats to put the game away.

“The goal was to field the ball and throw the ball better than the last few games, but we didn’t do that today. We hit OK. We put the ball in play. The goal was to field the ball better and we didn’t do that,” Indian Creek coach Kevin Poterek said.

The Genoa-Kingston baseball team squandered an early five-run lead before scoring the go-ahead run late in a 6-5 win Monday afternoon at North Boone.

The Cogs went ahead 5-0 after two innings, but North Boone tied it with five runs in the bottom of the fifth.

Genoa-Kingston went ahead for good with a run in the top of the sixth.

By lagging well behind on quality starts compared with last year, the Cubs risk overtaxing their bullpen. The team opened the season with a 12-man pitching staff, with seven relievers. The midApril activation of Brian Duensing off the disabled list increased the staff to 13 pitchers, eight relievers.

That should help spread the workload among the relievers a little better, but having a 13-man pitching staff makes for a short bench, and that could hamper manager Joe Maddon late in games.

The Cubs haven’t fared poorly during games in which they didn’t get a quality start, going 6-6. But when teams are winning games in which they didn’t get a quality start, it means they hit enough to overcome the starts. That’s not going to happen every day.

The sample sizes are still small, and the Cubs do have some depth with Mike Montgomery. He could be stretched out to start if needed, either to replace one of the five starters in the rotation now or to be the sixth man when Maddon decides to go that route, which he’s fond of doing during busy stretches of the schedule.

that teams, even bad teams, win the majority of games when they get them and don’t win the majority of games when they’re not getting them.

We’ll see how the trend develops over the next two or so months leading up to the all-star break and the July 31 nonwaiver trading deadline. The trend or trends may determine whether the Cubs seek additional pitching help via trade on or before July 31.

Davidson, who didn’t start the previous four games, put the Sox ahead in the second with his fourth home run of the season, a solo drive.

The early hand-wringing about the Cubs centered on the bullpen and the lack of hitting.

Something else is jumping off the page now, and it could be cause for concern down the line: the lack of quality starts.

The Cubs entered Monday night’s series opener at Pittsburgh with twice as many nonquality starts as quality starts, 12-6.

That difference improved to 12-7, as Brett Anderson worked six innings and gave up one earned run (of three total) in a 14-3 victory over the Pirates at PNC Park. The Cubs heavily supported Anderson with four runs in the first inning, five in the second and one in the third.

It was the first quality start by a Cubs pitcher since Jon Lester pitched seven innings of shutout ball April 16. After that, the Cubs went six straight games without a quality start.

A quality start happens when a pitcher works at least six innings and gives up no more than three earned runs. The minimum standard computes to an ERA of 4.50, but most quality starts are much better than that. Last year, the Cubs received 100 quality starts.

The team went 74-26 in those games, and the starters’ ERA was 1.47.

In the 61 nonquality starts turned in

by Cubs pitchers, the world-championship team went 29-32, the starters posting an ERA of 6.26.

Red Sox’s Barnes suspended 4 games for buzzing Machado

NEW YORK – Red Sox pitcher Matt Barnes has been suspended four games and fined for throwing a fastball past the head of Baltimore star Manny Machado.

The commissioner’s office issued the penalty Monday. The Red Sox are off and Barnes is appealing, meaning the reliever can continue to pitch until the process is done.

Barnes was ejected Sunday after sailing a fastball past Machado’s helmet at Baltimore.

The right-hander is 2-0 with a 3.60 ERA in nine games this season.

On Friday night at Camden Yards, Machado made a late slide that injured Boston second baseman Dustin Pedroia. On Sunday, Machado batted in the sixth inning and dodged out of the way when Boston starter Eduardo Rodriguez threw three pitches down and in around the knees. Machado came up again in the eighth and Barnes’ fastball whizzed behind his helmet.

After postponement, Jimmie Johnson grabs rare Bristol victory

BRISTOL, Tenn. – It was just last month when people were wondering what was wrong with Jimmie Johnson after he got off to a slow start.

How silly it was to worry.

Johnson grabbed a rare victory Monday at Bristol Motor Speedway, giving him consecutive wins for the 11th time in his storied career.

It was only the second career win in Thunder Valley for Johnson, who considers it one of his most vexing tracks.

His Hendrick Motorsports team hit on something during Saturday’s practice for his Chevrolet, and that locked him in for the race postponed a day by rain.

“This track has been really difficult,” admitted Johnson, who last won at Bristol in 2007. But that Saturday find was “honestly, it’s what I’ve been looking for for 16 years.”

Assistant coach Kitchen fired

mlazerus@suntimes.com CHICAGO – Mike Kitchen played alongside Joel Quenneville in Colorado and New Jersey. He coached alongside Quenneville in St. Louis. He won two Stanley Cups alongside Quenneville with the Blackhawks. He’s one of Quenneville’s closest friends and confidantes in hockey.

Stan Bowman fired him Monday.

In the wake a four-game sweep at the hands of the Nashville Predators, Bowman said changes were coming. Kitchen, an assistant coach with the Hawks since the summer of 2010, was the first, in what appears to be a clear message to Quenneville.

Kitchen’s duties focused largely on the defense and the penalty-kill, which was middling most of the season, but finished 24th in the league after a disastrous start to the season.

“We believe this decision is best for our organization moving forward,” Bowman said in a release that did not include a comment from Quenneville. “Mike had an impact on two different Stanley Cup championship teams during his tenure in Chicago. We appreciate his many

contributions and wish he and his family success in the future.”

Bowman said Saturday that Quenneville will be back next season, and that he and Quenneville “are going to work together to make sure that this never happens again.” Kevin Dineen and goaltending coach Jimmy Waite remain on the staff.

Quenneville has made changes to his staff in the past. He fired assistant and Bowman ally Mike Haviland after the 2012 season after a power struggle with Bowman after a nine-game losing streak in January and February. During that struggle, Bowman assigned director of player development Barry Smith to join the Hawks during practices, against Quenneville’s wishes.

But a source said the decision to fire Kitchen was not Quenneville’s, nor was it made with his advice or consent.

Kitchen spent 14 years as an assistant coach with Toronto and St. Louis, working on Quenneville’s staff in St. Louis for six seasons before replacing him for parts of three seasons as the Blues’ head coach. He then spent three years as an assistant with the Florida Panthers before rejoining Quenneville after the Hawks’ 2010 Stanley Cup run.

Canaan actually had some good moments, and with the series tied, 2-2, will get a chance to help save the Bulls’ postseason.

No easy task, and one possibly made more difficult in the wake of Hoiberg calling out the officials for what he feels has been overlooking how often Thomas carries the ball on his dribble.

The coach did not hear from the league for comments yet but knows that there have some that were turned off by what he said, especially considering Thomas lost his sister in a car accident right before the playoffs started.

Hoiberg addressed that Monday, as well, pointing out that insensitivity was not the intent.

“I’m a huge Isaiah Thomas fan,” Hoiberg said. “I think the world of the kid, especially what he’s going through now, how he’s fought through that and, like I said last night, he’s a warrior to go out there and do what he’s done so far in this series.”

CHICAGO – The cast was off the right wrist of Rajon Rondo on Monday.

The concerns with the Bulls’ point guard problems, however, haven’t gone anywhere.

Coach Fred Hoiberg quickly put a damper on a possible Rondo return for at least Game 5, pointing out that the fractured right thumb was still in a splint.

He even named the team’s third different starting point guard of the best-of-seven series, giving Isaiah Canaan the nod.

Yeah, that Isaiah Canaan.

The one who played in only 14 games since Dec. 21 and has been the poster boy for the team’s witness protection program that has seen several players disappear for long periods of time throughout this season.

Grant was pulled in less than five minutes, Michael Carter-Williams lasted about five minutes, and then Hoiberg finally turned to the seldom-used Canaan to try to slow down Boston All-Star point guard Isaiah Thomas.

Visit the eye doctor instead of buying drugstore readers Dear Doctors: About a year ago, when I turned 44, I started using reading glasses I bought at the drugstore. They seemed to work just fine. Now I need a stronger pair, and I wonder whether using them has weakened my eyes.

Dear Reader: We’re happy to reassure you that using over-the-counter readers – or any kind of corrective lenses, for that matter – will not weaken or damage your eyesight.

However, you finding the need to move to a higher level of magnification does indicate your vision is changing. And considering that many adults begin to experience changes to their ability to see clearly at close range after age 40, it’s not all that surprising.

This change in close focus is known as presbyopia, which occurs when the lens within your eye gradually becomes less flexible. This is believed to be the result of age-related changes to the proteins within the natural lens in the eye, and to the tissues of the surrounding muscles that cause the lens to focus. The loss in flexibility to the natural lens results in blurred vision when doing close-focus activities such as reading.

While you certainly could opt to buy a new pair of drugstore reading glasses with a higher level of magnification, we recommend you use this shift in vision as an opportunity to visit an eye care professional.

One-size-fits-all reading glasses are certainly affordable, and a quick trip to the store is more convenient than a medical appointment. But chances are the generic readers will not correct your eyesight to the highest level of accuracy. That’s because, for most of us, the prescription in each eye is at least slightly different. Many individuals also have a small amount of astigmatism correction in

Age-related changes to vision, once begun, will continue. However, these changes can occur so gradually they may be difficult to notice. That’s why it’s important to schedule regular eye exams and safeguard your vision.

yes. The problem with passive aggression is the problem never gets resolved. If you feel you have too much on your shoulders, tell your husband how you are feeling so he can either help you with the chores, or hire someone to do the yard work and some of the cleaning.

Dear Abby: I love helping others, but I’m ready to quit every volunteer job I have. I’m tired of people who are not volunteers telling me I am doing my job wrong.

When you volunteer, you are given training on how to do your job. You drive to the site using your own gas, spend your time helping others, and a lot of times you spend your own money to obtain the supplies you need to do the job. I could be spending my time – and resources – doing things such as shopping or getting my nails done.

Volunteers don’t want to do all of that only to hear how we’re not doing the job right, suggestions on how to do it better or complaints that we didn’t do enough. I am so sick of people who delight in telling you you’re not doing enough.

After West and North pass, East should reopen with a takeout double. Then West can pass again, converting his partner’s takeout double into one for penalty.

How does one spade doubled fare?

West leads his singleton club, East wins with the ace and returns the eight, his highest asking for a heart return, the higher-ranking of the other two side suits. When West returns the heart two, the low card guarantees at least one honor in the suit, which must be the king. So East wins with the heart queen and gives his partner another club ruff. Back in with the heart ace, East leads a third club for West to ruff. Still to come are one diamond and three trump tricks, leaving the contract down four, minus 1,100!

Yes, perhaps North should not have passed throughout. After West’s second pass, probably North should have risked an SOS redouble. Then the final contract would likely have been two clubs doubled, which escapes for down one, or, if East-West immediately play trumps, down two.

In theory, East-West’s only game is four spades!
