Visiting with a Muslim family, part 2 POLL YESTERDAY’S RESULTS Did you vote in Tuesday’s election?

DeKALB COUNTY LIFE Barry Schrader “As-Salam-Alikum” is a greeting in the Muslim faith when you meet a friend or even a stranger, and the response is “WaAlikum-as-Salam.” This means “Peace to you” and the response is “Peace also to you.”

Awni Alkarzon’s wife, Manal, told me she was pleasantly surprised to be greeted this way by someone while shopping in DeKalb. It turned out that person had spent some time in Saudi Arabia and knew that greeting.

When I inquired about the hijab worn by women of their faith from about the age of 14, I was told that this is the custom for most women to wear this head scarf when outside the home, even after they are married. But only in Saudi Arabia will you find the burka being worn, which covers all of the head except for the eyes.

The girls in the Alkarzon family said when they came to DeKalb in 2009 they were the only ones wearing a hijab at Jefferson School.

They were glad to have students inquire about their head scarves so they could explain.

Asked about the five-times-a-day prayers observed by Muslims, they said that the school here permits them to go to an empty library room at noon to pray and since there is clean carpeting in the room a prayer rug is not necessary. The other four times they pray are early morning before school, then right after school, at sunset, and later in the evening.

Ramadan is like the Christians’ season of Lent, and is observed from May 27 through June 24 this year, which falls in the ninth month of the Islamic calendar.

During this time, they fast from sun-up to sundown, but can partake of food and drink before dawn and after dark. At the end of Ramadan on June 25 they celebrate Eid al-Fitr when they join with other Muslim families in social activities. At that time, they often present gifts to the children and any married daughters, mostly money or gift cards.

Coffee and dates offered to guests is a tradition in Muslim homes. and others in the schools here have been helpful in pointing out any of the cafeteria food that may contain pork.

As I finished my interview, they served me a small cup of Arab coffee and a dish of dates from Saudi Arabia.

This is a custom in the home when someone visits. Awni explained that although these were from Arab countries, they also buy their dates and coffee here in local stores.

I look forward to seeing them again some Friday night when I am able to take part in the Network of Nations potluck. It is not only an opportunity for foreign students and their families to practice conversational English, but also a chance for us to learn about their countries and customs. Network of Nations has been a tremendous help in introducing Northern Illinois University’s foreign student population to the American way of life. Its founder Ruth Scott deserves lots of praise.

New area leaders embrace post-election challenges

Voters on Tuesday elected new leaders in three DeKalb County communities – DeKalb, Sycamore and Kirkland.

DeKalb

Wednesday morning, Jerry Smith still was combing through more than 100 messages about his being elected DeKalb’s mayor.

Unofficial results show Smith received about half of the total votes over his challengers, Misty Haji-Sheikh, Mayor John Rey and Michael Embrey.

“I was not only surprised, but I was almost stunned by the results of the mayoral race, and there were probably a number of contributing factors as to why there was such a large margin of victory,” Smith said. “I realize those results tell me that as mayor, I have a tremendous responsibility to the city, to the council and to take those results and turn them into bold, innovative steps to make DeKalb a better place to live, work and raise a family.”

Smith said he hopes to work with his three opponents to pool ideas on improving the city, as each one wants to do what is best for DeKalb.

“I have confidence that my fellow candidates will be very willing to work with me,” Smith said.

In his first 100 days, some of Smith’s plans are to collaborate closely with Northern Illinois University’s administration to address declining enrollment, evaluate the city’s senior staff and recommend necessary changes, ensure public safety through work with law enforcement agencies and neighborhood groups and focus on construction and economic development.

“The greatest challenge is to identify the folks I need to reach out to immediately and get that done,” Smith said. “I think moving forward with the transition and learning about city hall and the logistics of what I’ll have to do in the first hundred days, I’ve got to set some personal priorities as to what I may need to put on the back burner.”

“I think that’ll open doors,” he said.

“Once that’s established, hopefully, they will come and say, ‘Here’s an idea; what do you think?’ ” Lang, who was elected with about 45 percent of the vote to succeed Mayor Ken Mundy, campaigned with the promise of keeping an open ear to the concerns of business leaders.

Another priority before assuming office in May will be to meet with Mundy and City Manager Brian Gregory to work on establishing goals, he said.

“The idea is not to just go along as we are, but have some ideas of what we can do to improve Sycamore,” Lang said. “Then, set up a goal system to measure that and a plan to achieve the goals.”

He said some major projects for the city, such as improving infrastructure, streets and sewers, have been in the works for years and need to be continued.

“I think to be effective you have to be aware of what the council and the city manager plan to do and provide your input to possibly effect those long-term plans,” Lang said. “It’s not the mayor’s place to abandon all things and go in another direction.”

Second Ward Alderman Pete Paulsen, who ran unopposed for another four-year term on the council, said he expects Lang will have a smooth transition into office.

“I think Curt will be a good mayor,” he said. “I don’t see any reason not to have a positive outlook.”

With Lang leaving his spot as 1st Ward alderman to be mayor, the council will have to appoint a new alderman to take his place, Paulsen said.

Paulsen said city staff and council have been on the right path in recent years, and he hopes they can continue toward fixing streets, attracting new businesses and keeping a balanced budget.

er four-year term on the council, said he has a positive outlook after the election.

“I was happy with all three (mayoral) candidates,” Braser said. “I’ve worked with all three on the council, and every one of them would’ve done a good job.”

He said Sycamore has seen growth even as people throughout Illinois are leaving the state, and he hopes city leadership can keep the momentum going.

“Curt’s been well aware of what’s been going on in the city as a council member and a business man,” Braser said. “I don’t see many changes coming.”

First Ward Alderman Alan Bauer ran unopposed, as well, for another four-year term.

“I think things will go very smoothly,” Bauer said. “Ken Mundy has been a great mayor, and he will be there to help the new mayor.”

Penguin Project documentary to be screened Film looks at musical theater production allowing young people with disabilities to take part DAILY CHRONICLE Children’s Community Theatre’s Penguin Project will make the leap to the silver screen when it debuts “Go Penguins!,” a documentary tracing the production of a Penguin Project show, at 2 p.m. Sunday at the Egyptian Theatre in DeKalb.

Filmed in 2013 by Northern Illinois University associate professor of communication Randy Casperson and a group of NIU students, the documentary offers a glimpse of the backstage magic that is at the heart of this program, which provides children and young adults with disabilities the opportunity to participate in live musical theater by teaming them with nondisabled peers.

The crew followed the production from the very first organizational meeting to the final curtain and beyond. The movie pays particular attention to the relationships between the program’s Artists (actors with disabil-

ities) and Mentors and how they build friendships that erase potential barriers created by disabilities.

It also explores the lives of several of the artists and their families, exploring how the program quickly becomes an important part of their lives.

“Penguin Project shows are one of the few times that you wish people could see not just the finished project, but also all of the hard work that goes on behind the scenes,” CCT Penguin Project coordinator Joe King said in a news release. “This film allows people to do just that. Randy and his crew did a wonderful job of capturing the relationships that are at the heart of Penguin Project and created a truly moving film.”

Tickets for the show cost $15 for adults and $10 for students (through college). Children younger than 5 are admitted free.

He married Juanita Olson Died: April 4, 2017; in DeKalb, IL on June 16, 1951. George was a veteran of the U.S. Navy and a member of Elaine M. He lived in Genoa most of his life and 2017 at Kishwaukee Hospital in the later years he resided in Sycamore. in DeKalb.

The 18th annual Kaneland Community Fine Arts Festival will take place from 11 a.m. to 6 p.m. Sunday at Kaneland High School, 47W326 Keslinger Road, Maple Park.

The event is presented by the Kaneland Arts Initiative.

More than 500 pieces of Kaneland student artwork will be among the event highlights this year, as well as a hands-on pre-K art area for children up to 5 years old.

In addition, an art auction of student and professional artwork will take place, and there will be henna hand tattoos.

Performers will include the Misty

River Music Makers, the Kaneland Youth Orchestra, the Northern Illinois University School of Theatre and Dance, the Fox Valley Festival Chorus, Ann Stewart and the Banjo Buddies Dixieland Trio, and the Improvised Shakespeare Company, a critically acclaimed comedy show that creates a performance based on an audience suggestion of a title.

The event is free – with ample parking – and is appropriate for all ages.

Food will be available to buy, and the professional artists will have artwork for sale.

Slow Smoke BBQ to open restaurant

dzimmerman@shawmedia.com SYCAMORE – Slow Smoke BBQ, after years of serving its signature smoked meats to the community out of its food trailer, will operate out of a restaurant in Sycamore starting April 19.

The new restaurant, a former Subway, is located at 265 W. Peace Road, Suite 102, in Sycamore. Owner Dan Dietz said the Chamber of Commerce will hold a ribbon-cutting ceremony opening day.

Dietz said the business started as a catering service in 2010, but eventually moved to serving from a food trailer six days a week at the Blain’s Farm and Fleet parking lot in Sycamore six months out of the year.

“There’s been progression as the business grows, and as the familiarity of our food grows, we can keep moving forward,” Dietz said.

Dietz added that bringing the building up to health and safety codes was more of a remodeling project than a reconstruction.

“People in town know us, and they’re waiting.”

“Since it was a former Subway, the bathrooms were all here and it wasn’t like it was a bare space,” Dietz said.

“As far as I’m aware, the city and the health department are good with me.”

Slow Smoke’s restaurant will be open Monday to Saturday from 11 a.m. to 7 p.m.

Although Slow Smoke’s food trailer no longer will operate at Farm and Fleet, it still will be available at several local events and festivals around town.

“People in town know us, and they’re waiting,” Dietz said. “We’re pretty excited about the opportunity and to be open for lunch and at dinner time, as we were only open from 11 a.m. to 3 p.m. at Farm and Fleet.”

By Jackie Franklin Bleach is an inexpensive cleaner that kills germs but it does have its downsides. Take a look at some of the reasons you might want to opt-out of using bleach.

Bleach and Countertop Surfaces Bleach is a strong/abrasive cleaner - it doesn’t play well with most kitchen countertops made of stone like concrete or granite. Some are protected but if you don’t realize it has been compromised, the bleach may damage the countertop. Laminate countertops are hardy but bleach may cause permanent discoloration.

Step 1. Before you do anything, check with the manufacturer. You’ll find that for most types of counters, cleaning recommendations specifically call for non-bleach products. If you decide to clean a countertop with bleach without checking the instructions, remember you do so at the risk of permanently damaging your countertop.

Step 2. If the manufacturer gives you the OK, you’ll still want to do a spot test on a small, unnoticeable area of the countertop.

Step 3. When combined, certain household products can create extremely dangerous gases.

So if you’ve recently used other cleaners; vinegar or ammonia, you should not use bleach. You can seriously injure yourself!

Step 4. When working with bleach, make certain your room is well ventilated. Wear gloves, protective eye gear and keep your skin covered.

Step 5. Follow the storage instructions on the bleach container.

Household bleach can irritate your eyes, mouth, lungs and skin. People with respiratory problems may be more prone to irritation.

While bleach is great for killing germs, it may not be the best way to clean. Merry Maids has plenty of advice for cleaning your kitchen countertop.

Some modern artists like to make something out of nothing by using discarded metal, signs, cans, tools,

It has drawers and a hat box in it as well. It’s been years since it was opened, since my youngest locked it when he was five and I don’t have a key. It will have to go to a locksmith. I think the trunk is made of fiberboard. Any information would be greatly appreciated.

machine parts and other trash to form useful and artistic pieces of art. One of the most popular discards are metal crown bottle caps from soda bottles. The crown cap, the type used on soda bottles, was invented in 1892. Soon ads and logos were printed on the caps, and they were considered trash after the bottle contents were emptied. But they were colorful and round, so eventually large pieces were created, like bottle-cap chains strung with hundreds of caps and smoking stands made from the chains. Caps were painted and used as game pieces like checkers, and a trivet shaped like a bunch of grapes was made from caps covered with crocheted yarn. There also were planters, purses, bottle-cap “buttons” made with magnets and jewelry, especially cross-shaped pendants. Many can be found pictured online, but the most popular are the man and woman figures made as a Boy Scout project in the 1950s.

Veneer Products, a company founded in Mishawaka, Indiana, in 1901. Indestructo Trunk Co. was sold to Dodge Co. in 1909 and was sold again in 1924. It closed in 1934. The company made large steamer trunks, wardrobe trunks and other luggage. The trunks were less expensive than other manufacturers’ trunks and were guaranteed to withstand “the hardest wear” and would be repaired or replaced if damaged within five years of purchase. You have a wardrobe trunk, popular when people took long trips by boat or train. Some wardrobe trunks include places for shoes, boxes for toiletries, mirrors, privacy curtains, and other special items. Wardrobe trunks are big, heavy and not convenient storage, so they are not popular with collectors and are very hard to sell. *** Q: I just got what looks like a copper luster teapot marked “Wade England.” The lid has a genie with his arms folded. The bottom of the teapot is marked “The Genie Teapot.” What is it worth?

A: Wade pottery is made by The Wade Group of Potteries, which started near Burslem, England, in 1810. Several potteries merged to become George Wade & Son, Ltd., early in the 20th century, and other potteries have been added through the years. The Genie teapot was made in the 1970s and sells for less than $30. *** Q: My sisters and I inherited a 40-binder collection of non-sports cards that range from 19th-century tobacco cards through cards printed in the 1970s. None of the cards have been graded. How do we go about establishing the value of the collection?

A: Tobacco cards were first included in cigarette packs in the 1870s to keep the package from getting crushed when they were shipped. Cards featured pictures of athletes, entertainers, famous people and historical figures and scenes. Who fills seat of candidate who died?

Joliet Junior College board reflects on Klen’s posthumous election win

Klen earned 25,999 votes, the second highest among four candidates running for the two-year term, based on unofficial consolidated election results from JJC’s website.

John Mahalik also won a two-year term with 26,395 votes. For six-year terms, Trustees Dan O’Connell and Alicia Morales won seats at 23,838 and 21,689 votes, respectively.

Mike O’Connell came in third after Klen with 24,626 votes, while Margaret Hornung garnered 23,389.

Posthumous election wins aren’t

unheard of. They happen from time to time across the country, according to published reports.

But the question remains – who will fill Klen’s term?

JJC spokeswoman Kelly Rohder said the school is waiting to hear back from the Will County Clerk’s Office about proper procedural steps. Will County Clerk Nancy Schultz Voots did not immediately respond to repeated requests for comment. But Will County State’s Attorney’s Office spokesman Chuck Pelkie said the matter is under review by the State’s Attorney’s Office’s Civil Division.

Meanwhile, Wunderlich said that based on information from the board’s

attorney and the Illinois State Board of Elections, it appears that when votes are canvassed, Klen will be declared the official winner. But she cannot serve, so Mike O’Connell would get the spot.

“We won’t have to appoint him – he’d take over the spot,” Wunderlich said. “It was a nonpartisan election, but if it was a partisan election, a Republican or Democratic committee would nominate somebody.”

Last-minute mail-in votes still have to be counted, and the voting results become official April 25. The board’s first meeting of May will include a reorganization of the board, as well as a declaration and swearing-in of the newly elected board members, Wunderlich said.

Mihelich said it wasn’t surprising at all to see Klen’s name capture the votes to get elected.

“She was loved within the JJC community, and this was a tribute to her legacy at JJC,” Mihelich said.

Asked about Klen’s decision to run for a board spot again, he said she wanted to serve in that capacity once more.

“She was a public servant and loved students,” Mihelich said.

Block said he was surprised by the margin by which he won the election,

but also was glad to see people learn about the issues and turn out to vote.

He said his main priorities as mayor will include openness and transparency in village government and efficient spending of taxpayer money.

“The first thing I’ll focus on is building relationships with existing and new trustees, getting to know current leaders and how they contribute to the village,” Block said.

Trump: Syria attack affects my attitude toward its leader

WASHINGTON – His expression grave and his words emphatic, President Donald Trump declared Wednesday that the deadly chemical attack in Syria had crossed “many, many lines” and abruptly changed his views of Syrian President Bashar Assad. But he refused to say what the U.S. might do in response.

Trump issued no ultimatums in comments that were being scoured by world leaders for signs of how the new president would react to a global crisis. In a rare reversal of roles, Trump was more reserved than many of his top advisers – including his U.N. envoy, who revived the hard-hitting rhetoric of Trump’s political campaign and strongly hinted some U.S. action was coming.

Trump himself was noncommittal.

“I’m not saying I’m doing anything one way or another, but I’m certainly not going to be telling you,” he told reporters.

He blamed the attack squarely on Assad’s forces, although the embattled Syrian leader and his Russian backers denied it. He suggested that the assault that killed 72 people had diminished his former reluctance to plunge the U.S. further into the complex and dangerous turmoil in the Middle East.

“When you kill innocent children, innocent babies – babies, little babies – with a chemical gas that is so lethal, people were shocked to hear what gas it was, that crosses many, many lines,” Trump said in the White House Rose Garden. U.S. officials said the gas likely was chlorine, with traces of a nerve agent like sarin.

While continuing to fault predecessor Barack Obama for much of the current situation in Syria, he acknowledged that dealing with the crisis is now his own responsibility and vowed to “carry it very proudly.”

Since the attack Tuesday in rebel-held territory in northern Syria, Trump has been under increasing pressure to explain whether the attack would bring a U.S. response. After all, Trump’s first reaction was merely to blame Obama’s “weakness” in earlier years for enabling Assad.

Obama had put Assad on notice that using chemical weapons would cross a “red line” necessitating a U.S. response, but then failed to follow through, pulling back from planned airstrikes after Congress wouldn’t vote to approve them. Trump and other critics have cited that as a key moment the U.S. lost much global credibility.

“I now have responsibility,” Trump said. “That responsibility could be made a lot easier if it was handled years ago.”

Yet he was adamant that he would not telegraph any potential U.S. military retaliation, saying anew that that was a mistake the Obama adminis-

tration had repeatedly made.

Standing alongside Jordan’s King Abdullah II at a news conference, Trump appeared to adopt the first part of Obama’s stance – that chemical weapons use is intolerable – while stopping short of saying what might come next.

That left some Assad opponents wanting more.

“It’s simply impossible to shame the Assad and (Russian President Vladimir) Putin regimes with words alone,” said Sen. Lindsey Graham, R-S.C. The strongest indication that the U.S. might act came at the United Nations, where U.N. Ambassador Nikki Haley held up photos of the attack’s victims in an emotional plea to the Security Council to intervene.

“When the United Nations consistently fails in its duty to act collectively, there are times in the life of states that we are compelled to take our own action,” Haley said.

Although Trump didn’t mention it, both Haley and Secretary of State Rex Tillerson have argued that Russia and Iran – Assad’s two staunchest allies – must use their influence to prevent him from mounting further attacks.

Tillerson said Russia needed to “think carefully about their continued support for the Assad regime.”

U.S.: N. Korean missile test ended in fiery crash

SEOUL, South Korea – A North Korean missile test ended in failure Wednesday when the rocket spun out of control and plunged into the ocean in a fiery crash, a senior U.S. defense official said.

The launch came shortly before U.S. President Donald Trump’s first meeting with Chinese leader Xi Jinping later this week, raising speculation that it might have been timed to get their attention.

The extended-range Scud missile suffered an in-flight failure and fell into the sea off North Korea’s east coast, according to U.S. imagery and assessments, the official said on the condition of anonymity because he was not authorized to discuss the launch publicly.

Initial U.S. and South Korean assessments had indicated it was an advanced KN-15 medium-range missile, whose first known test by North Korea was in February. But unlike the KN-15, which uses solid fuel, the missile fired Wednesday used liquid fuel and was fired from a fixed location, rather than a mobile launcher, the official said.

North Korea is pushing hard to upgrade its weapons systems to cope with what it calls U.S. hostility. Many weapons experts say the North could have a functioning nuclear-tipped missile

capable of reaching the continental U.S. within a few years. North Korea carried out two nuclear tests last year.

Ralph Cossa, president of the Pacific Forum CSIS think tank in Honolulu, said he was expecting North Korea would do something to coincide with the Trump-Xi summit, perhaps con-

duct a nuclear test. The missile launch may be a precursor, with more to come as the summit starts Thursday, he said.

“I’ve joked before that they don’t mind being hated but they definitely hate to be ignored,” Cossa said.

Recent satellite imagery shows possible preparations for a test at North Korea’s main nuclear test site, including the laying of communication cables used to initiate a test and collect data.

North Korea’s state media have said the world will soon witness what they called “eventful successes” in the country’s space development. The U.S., South Korea and others call North Korea’s space program a cover for its longrange missile development program.

South Korea’s Foreign Ministry called the North’s latest missile launch a “reckless provocation” that posed a threat to international peace, while Japanese Chief Cabinet Secretary Yoshihide Suga said his country lodged a strong protest over the launch.

U.S. Secretary of State Rex Tillerson acknowledged the launch in a brief statement but said the U.S. had spoken enough about North Korea and would not comment further.

Trump has said China must do more to pressure North Korea to halt its nuclear and missile programs.

A test for Trump

Perhaps it is just a coincidence that the worst chemical weapons attack in Syria since 2013 came only a few days after the Trump administration confirmed it would not seek to remove blood-drenched dictator Bashar Assad from power. Like Sen. John McCain, R-Arizona, we suspect not. Either way, the horrific assault Tuesday on a rebel-held town will test whether President Donald Trump will tolerate flagrant crimes against humanity by the Assad regime. So far, the signs are not good.

In an early-morning raid, witnesses said, Syrian planes bombed Khan Sheikhoun, in northern Syria, with chemical agents that, according to posted videos, caused victims to foam at the mouth and struggle for breath. Syrian sources reported at least 58 people were killed, including 11 children, and hundreds of others affected. Some died when a second air raid targeted one of the clinics where people were being treated.

United Nations investigations have established that the Assad regime has dropped barrel bombs filled with chlorine gas on civilians on multiple occasions since agreeing in 2013 to hand over its chemical arsenal and abide by a treaty banning chemical-weapons use. The Tuesday attack appeared even more serious: Medical personnel on the scene cited symptoms consistent with exposure to nerve agents, such as sarin. It was a sarin attack near Damascus in August 2013 that prompted President Barack Obama first to propose, and then to retreat from, punitive military action against the Assad regime. Obama later described himself as “very proud” of his decision, because it led to a deal that supposedly eliminated the Syrian chemical stockpile.

Tuesday’s attack underlined that Obama failed to accomplish even that goal, while his withdrawal from the scene opened the way to the destruction of the moderate Syrian opposition, the growth of the Islamic State and the intervention in Syria by Russia.

Now it is Trump’s turn to decide whether to stand up to Assad and his Iranian and Russian sponsors. So far he is ducking: A statement issued in his name said the attack was “reprehensible” and “cannot be ignored by the civilized world,” but then quickly pivoted to blaming the Obama administration for its “weakness and irresolution.”

To its credit, the new administration excoriated Russia and China on Feb. 28 when they blocked a U.N. Security Council resolution sanctioning Syria for its documented use of chlorine. The two governments, charged U.S. Ambassador Nikki Haley, “turned away from defenseless men, women and children who died gasping for breath when Assad’s forces dropped their poisonous gas. They ignored the facts. They put their friends in the Assad regime ahead of our global security.”

Lower age for adult criminal courts If you are a 17-year-old in Texas, you can’t legally buy cigarettes or beer or even a lottery ticket. You can’t vote. You cannot marry without parental consent.

But you can go to jail if you’re caught shoplifting an expensive designer handbag – because the state’s criminal laws view 17-year-olds as adults.

This legal inconsistency doesn’t promote public safety or reduce recidivism rates – and it has serious consequences for former young offenders when they start looking for jobs and housing.

For all these reasons, Texas lawmakers should raise the age of criminal responsibility to 18.

Adolescent brains differ from those of adults and, reflecting that fact, most states place the age of criminal culpability at 18 or older. But that’s not true everywhere. In New York, for ex-

ample, 16-year-olds are considered adults in criminal matters.

When a 16-year-old is arrested in Buffalo or Manhattan, police have no duty to notify his or her parents, nor do police need to ask parental permission to question a 16-year-old suspect.

Change the age to 17, and the same is true in Texas.

Seventeen-year-olds tend to commit the same crimes as 16-year-olds – drug possession and theft – and don’t belong in the adult criminal justice system any more than younger adolescents do.

The 17-year-olds are at greater risk of sexual victimization in adult systems than adolescents kept in juvenile custody.

They receive fewer rehabilitative and mental health services than teens in the juvenile system, and they tend to have higher recidivism rates after

release. And those 17-year-olds have adult criminal records.

Rep. Harold Dutton Jr., D-Houston, leads the state House Juvenile Justice and Family Issues Committee.

He wrote HB 122,which raises the age of criminal culpability from 17 to 18. (state Sen. Bryan Hughes, R-Mineola, filed a similar bill, SB 941.) A March hearing on the House bill produced a long list of supportive witnesses – groups ranging from the Texas NAACP to the Texas Baptist Christian Life Commission to the Texas PTA – and one opponent.

It was approved.

Other states have raised the age of criminal responsibility without overwhelming their juvenile justice systems or blowing their budgets. Texas can do the same.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Internet rule reversal didn’t diminish privacy I am strongly committed to protecting the privacy of Americans using the internet. There’s been much discussion and confusion about Senate Joint Resolution 34, which passed the House and reversed a recent Federal Communications Commission regulation on internet privacy.

Let’s be clear: The proposed rule was published in December and had never gone into effect in the first place.

When proposed, the FCC claimed the rules would provide broadband customers meaningful choice, greater transparency and strong security protections for their personal information collected by internet service providers. ISPs only include a designated number of providers. And these ISPs do not have unique or complete access to con-

Because of this, the rule arbitrarily treated ISPs differently from the rest of the internet. Search engines such as Google and Microsoft’s Bing, as well as third-party companies, were carved out, creating a false sense of privacy that simply didn’t exist. This left a vast majority of browsing and customer information unprotected and does a great disservice to consumers. That’s why I supported reversing this rule.

I believe the Federal Trade Commission, which has been focused on protecting consumers since the 1970s, should maintain its jurisdiction over this area. Rolling back the FCC-proposed rule puts the full authority for compliance back with the FTC. In a bid to expand its own power, the FCC stripped the FTC of its jurisdictional authority and reclassified ISPs as common carriers. The FCC’s power grab created a dual-track system in which the FCC applies its own set of rules to ISPs while the FTC monitors the rest of the internet ecosystem.

The FTC has been the cop on the beat for decades and the FCC’s decision created a bifurcated approach in order to advance its own political clout.

Contrary to some reports, personal health and financial information is already protected under regulatory regimes created by the GrammLeach-Bliley Act and the Health Insurance Portability and Accountability Act. The FCC rule did nothing to expand these protections. Reversing it did nothing to diminish them.

Senate Joint Resolution 34 puts all segments of the internet on equal footing and moves consumer privacy protection back to the FTC where it is best housed.

American consumers will be once again provided with a consistent set of privacy rules.

Administration sending wrong signal on public safety After a Washington Post investigation revealed that District of Columbia police had fatally shot more people per capita in the 1990s than officers in any other large municipal police department in the country, the U.S. Justice Department got involved, forging an agreement in 2001 that required the District to undertake certain reforms. Across the border in neighboring Maryland, the Prince George’s County Police Department was subject to federal court decrees after investigations revealed excessive police force and abuses in the use of police dogs. The result, both departments agree, was better training, modernized equipment and improved policies that have helped build community trust. Crime didn’t go up; it decreased.

We bring up the experiences of these two departments in light of the plans announced by Attorney General

Jeff Sessions to review agreements reached by the Obama administration with a dozen or so troubled police departments as part of its mission “to ensure public safety.” Embedded in this unprecedented review is the notion that trying to correct patterns of police misconduct is somehow at odds with public safety. There is nothing incompatible between good policing and respecting people’s civil rights, nor between respecting people’s civil rights and respecting the difficult work good police officers do. It is troubling that the Trump administration seems willing – even eager – to abandon the government’s role in ensuring that all interests are protected.

A March 31 memorandum from Sessions made public Monday directs his top staff to review reform agreements reached with police departments that were found to have

routinely violated the civil rights of individuals. Minorities, notably African-Americans, are most often singled out for unfair and abusive treatment, ranging from frivolous stops and arrests to use of excessive and deadly force. While it may be hard for the Justice Department to undo agreements authorized by courts and with independent monitors in place, reforms are at risk in cities where a judge has yet to approve a decree (Baltimore) or where negotiations are still underway (Chicago).

Encouragingly, officials in both Baltimore and Chicago said they want to move forward with plans for police reforms no matter what the federal government does. Absence of a court decree might make it more difficult to receive the funding needed for timely reform. Baltimore Police Commissioner Kevin Davis called the request

in court proceedings over the agreement “a punch in the gut” and said, “We have to continue to stress the necessity of constitutional policing in Baltimore and break the culture of zero-tolerance policing brought to the city many years ago.” Davis knows firsthand the benefits of police reforms enacted under court decrees from his time on the police force in Prince George’s.

It is that kind of informed experience – rather than vacuous “tough on crime” slogans – that should guide the country’s highest law enforcement officer.

In signaling the Trump administration’s lack of interest in investigating local police departments and helping them improve, Sessions sends a message that will end up hurting both police and the communities they protect.

Buffalo axing sports has ripple effect

Daily Chronicle sports editor Eddie Carifio and sports reporter Jesse Severson spend their days covering the area’s sports scene. Occasionally, they give their viewpoints. In this installment of their Take 2 column, they talk about Buffalo axing four of its athletic programs, and what it means for Northern Illinois and the state of NCAA Division I athletics as a whole.

Carifio: On Monday, the world of #MACtion was rocked to its core when the University of Buffalo announced it was discontinuing four athletic programs at the end of the season.

Among the cuts – which the school said would save $2 million annually – were the baseball and men’s soccer programs. For those counting, that now is four schools in the MAC with soccer programs, although the conference has five teams, as West Virginia is a soccer-only member.

This raises a lot of big-picture issues, which we’ll get into in a moment. But the most obvious question when I saw this news was how, exactly, can a five-team conference function at the highest level of college sports. This isn’t the Northern Illinois Big 12 East we’re talking about here.

Severson: Well, logistically, the schedule probably would consist of eight games in

the mid-majors – or even the major conference schools that don’t have a license to print money. I mean, there are 351 D-I programs, most of which don’t even have football, let alone big-time, ca-ching football.

I absolutely would have paid some extra cash if that would have ensured a football program. But just because I would make that decision doesn’t mean that the other thousands of students should have to. But the fact of the matter is that money for Buffalo has to come from somewhere, and it isn’t coming from the football program, I’ll tell you that much.

Now, if Buffalo, NIU, North Florida and the roughly 300 D-I programs out there without high-cash, or any, football had two less mouths to feed, that might make things slightly better. And because nothing will be done to completely correct these issues – most notably have the NFL start its own minor league, which never will happen because it has a free one right now – a half, or quarter, or 1 percent measure is better than nothing.

Back in MAC: Zips hire former Ohio, Illinois coach

The Associated Press CLEVELAND – John Groce is heading back to the Mid-American Conference.

The former Illinois men’s basketball coach who took Ohio to two NCAA tournaments and the Sweet 16 in 2012, was hired Wednesday by Akron, which has been looking to replace Keith Dambrot after his stunning departure last week for Duquesne.

Groce, who was dismissed after five seasons with the Fighting Illini, is a solid selection by Akron because he already has recruited in Ohio substantially – he was an assistant at Ohio State and Xavier – and he’s familiar

with the constraints of a mid-major program.

Akron will introduce Groce at a news conference Thursday on campus.

“From the enviable position of much sustained success in our men’s basketball program, we concentrated our search on finding a Division I coach with a proven track record John Groce of excellence, winning and postseason appearances, combined with a focus on academics and discipline,” athletic director Larry Williams said.

“Coach Groce has that combination.

We’re extraordinarily pleased that he

will be bringing his impressive experience and background to our Zips basketball program.”

Before taking the job at Illinois, Groce went 85-56 in four seasons at Ohio. In the 2012 NCAA tourney, the Bobcats upset Michigan before losing to North Carolina in the Sweet 16.

Illinois fired Groce last month after five seasons. Although he finished with a 95-75 record, the Fighting Illini went only 39-53 in conference play and did not live up to higher expectations.

At Akron, Groce takes over a program that blossomed into the MAC’s strongest under Dambrot, who became increasingly discouraged that the league could get only one NCAA bid.

The MAC hasn’t received an at-large bid since 1999.

The Zips made the NCAA field three times under Dambrot, but they lost in this year’s MAC championship to Kent State and played in the NIT. “Coach Groce has the commitment to excellence that has been instilled in our program, and I am confident that he will continue to build on that core and achieve even greater successes in the years ahead,” Akron President Matthew Wilson said.

“He is passionate about winning the right way, and I know our student-athletes and UA fans and supporters will be excited to see his energy, enthusiasm and coaching skill on our side of the court.”

Daily Chronicle: We’re here with Sycamore senior pitcher Jack Mizgalski, fresh off a no-hitter. Did you keep the ball? Where’s the ball?

Jack Mizgalski: Well, funny story.

(Sycamore coach Jason) Cavanaugh was actually looking for the last game ball last night, and he was looking around and said, ‘Who has it?’ I’m like, ‘It was in my glove.’ He said, ‘You can keep it,’ and I said, ‘That’s all right, you can have it,’ and he said he’s going to give it to me at the end-ofthe-year awards night when it comes full circle.

DC: How’s he going to keep track of which ball is the ball?

JM: I don’t know, I think he stored it away and put it some place safe. He didn’t put it back with the other game balls.

DC: What does the special baseball collection look like for you? I imagine the ball from the grand slam (against Mendota in the playoffs) is in there somewhere?

JM: Yeah, I got only one big one, which is the regional grand slam that I had. That is hanging up in my room.

That’s one of the greatest sports memories I’ve ever had.

DC: It’s like out of a movie – yeah, he hits a a walk-off grand slam. It’s almost like a cliché. Yeah, that never happens.

JM: It made it so much better, too, that I had gone 0 for 3 that game. I had given up the home run to give up the lead, and it was kind of a storybook ending.

DC: Hate to bring up the end of the [basketball sectional championship loss to Marengo in which Mizgalski missed a last-second jumper], you were emotional after it. I feel like most people would be. What does the aftermath of missing that shot look like?

Are you avoiding social media for a while? Have you watched the tape of the shot since then?

JM: Yeah, I’ve watched it a few times. I really didn’t go on social media that night. I was kind of upset, but, I mean, I couldn’t have done really anything differently. You can’t go back and change that, but I did see a few videos of it where the ball was halfway down the rim and rolled out.

JM: Yeah, for sure. This was probably the best I ever felt this year throwing. I think that’s probably partly because of basketball, kind of getting a late start. I finally felt like I was completely ready for this game, and I think it showed.

DC: You were a part of the basketball team that made this, I think it’s safe to say, surprising run in the postseason, where probably not a whole lot was expected. Baseball is a little different – there are real expectations for this team. How different is that dynamic?

JM: For basketball, we [had] nothing to lose. Just go out there and play as hard as you can, and regional was really our goal there. But with

NYC settles lawsuit Rose has knee surgery; Knicks say 3-6 weeks for recovery with Hawks’ Sefolosha NEW YORK – Derrick Rose has had his latest knee surgery, and the New York Knicks said he could resume basketball activities in three weeks.

Rose had arthroscopic surgery Wednesday to repair torn cartilage in his left knee.

The former MVP has been plagued by knee problems in recent years and has had surgery on both knees. This procedure was performed in Chicago by Dr. Brian Cole, who collaborated with Knicks team physicians.

NEW YORK – Atlanta Hawks player Thabo Sefolosha has settled his lawsuit against New York City that stemmed from a police fracas outside a trendy Manhattan nightclub.

The Daily News reported Wednesday that Sefolosha will get $4 million.

Sefolosha was arrested in 2015 when authorities said he disobeyed orders to clear the street after another NBA player was stabbed outside the club.

Anderson eager for redemption after hitless start

CHICAGO – It’s early, but little has gone well for the White Sox in this first week of the season. Opening Day at Guaranteed Rate Field was rained out after the opening ceremonies Monday, and then a small crowd watched Jose Quintana get tagged for three homers in a 6-3 Tigers triumph in the delayed opener Tuesday.

On Wednesday, they were rained out for the second time in three days. The game will be made up May 26, a Friday, as part of a straight doubleheader beginning at 4:10 p.m.

Shortstop Tim Anderson, still basking in the glow of having signed a $25 million contract extension and already enjoying it – he bought his mom a new car last week, and it was hard to tell who was more thrilled, mother or son – was

brought back to earth, too, going 0 for 4 with three strikeouts against the Tigers’ Justin Verlander and Bruce Rondon.

Anderson was eager to get back to the park Wednesday to put that one behind him – he left four runners on base and was standing in the on-deck circle as the potential tying run when Tyler Saladino made Tim Anderson the final out – but had to wait another day, and probably for a colder, windy one at that, with Thursday morning temperatures expected in the 30s.

“A guy like [Verlander], he’s going to be dominant, he’s been dominant for many years,’’ Anderson said. “We gotta keep fighting and keep going.”

And learning. A good fastball hitter, he struck out on elevated fastballs each

time.

“I couldn’t quite find my zone today,” he said.

The Sox view Anderson as a building block at a premium position, and his progress is a key part of their rebuild. He is a bit of a free swinger, and some would like to see him raise his on-base percentage with more walks. Manager Rick Renteria isn’t going to push that because he believes it will evolve naturally.

“Everybody talks about walks,” Renteria said. “This guy swings the bat and puts the bat on the ball pretty well, and he ends up getting pretty good results.

For the most part, experience and time will help him continue to cultivate recognizing pitches. He’s young.”

As he works at that at age 23 in the majors, “everybody has to understand [pitchers will] adapt to him,” Renteria said, “and he’s going to have to continue to work through that process to give

himself a chance to have good at-bats and swing at strikes.”

That process resumes Thursday.

“The best thing about it is I get to come back out tomorrow and compete again,” Anderson said.

ST. LOUIS – Only a few days shy of his 23rd birthday, Albert Almora Jr. already exhibits a take-charge approach in the outfield for the Cubs. And because the Cubs are in St. Louis, it’s fitting to note he also draws comparisons to a longtime Cardinal and onetime Cub: Jim Edmonds.

“I saw Jimmy before the game, and I said, ‘Almora reminds me Albert you,’ ” Cubs manager Almora Jr. Joe Maddon said after Tuesday night’s 2-1 victory, a game in which Almora leaped in front of the center-field wall to rob Matt Adams of a home run in the seventh inning. “[Edmonds] was at the game, so I hope he stuck around to see that play.

“Jimmy wasn’t the fastest guy. Albert’s not the fastest guy. They both ran great routes, and they had a great nose, instinct, for the ball, when to get to the wall, how to get to the wall. “[Almora] got to the wall perfectly right there, meaning he didn’t have his butt up against the wall. He was sideways, where he could actually jump. If you get your butt against the wall, you cannot jump.

“So he did everything well, and of course that’s a pretty pertinent play.”

Although Almora does not possess the greatest speed, Maddon and Cubs coaches marvel at the jumps he gets when the ball comes off the bat.

“I’ve got to make it up somehow, so I take pride in where I’m positioned and the routes that I take,” he said. “That helps me out.”

Almora seems to possess an innate “baseball IQ” that is well above average. That and his athleticism help him make leaping plays like he made Tuesday night.

“Both,” he said. “You watch the game, and you watch how guys do it.

When you jump up, it’s better to go sideways so you can use your feet to get up more. These walls aren’t low at all.

They’re pretty high. The other part is just go out there and do it on your own.

Just feel what’s right and jump.”

Notes: The Cubs will stick with their planned pitching rotation after Wednesday’s rainout. John Lackey will start Thursday’s makeup game. Brett Anderson will start Friday’s series opener at Milwaukee, followed by Kyle Hendricks and Jon Lester.

Injury, weather bring uncertainty

Johnson hurts back falling down stairs; week of severe storms affects course

AUGUSTA, Ga. – The Masters should be the easiest to predict of golf’s four major championships.

It got a lot harder Wednesday afternoon when Dustin Johnson, the betting favorite and No. 1 player in the world, took a serious fall down a staircase at his rented home and wasn’t sure he even could tee it up at Augusta National.

His agent, David Winkle at Hambric Sports Management, said Johnson landed “very hard on his lower back.”

He was treating it with ice and medication and told to remain immobile.

Winkle said Johnson hopes to be able to play.

He was scheduled for the last group at 1:03 p.m. Thursday The Westgate Las Vegas SuperBook immediately dropped the odds of Johnson winning from 11-2 to sharing the

top billing at 7-1 with Jordan Spieth and Rory McIlroy.

Telling were the comments Johnson had made Tuesday, when he was talking about the state of his game after three straight victories.

“I’ve got a lot of confidence in my game right now, especially with the way I’ve been playing the last few tournaments,” he said.

Dustin “But, you know, anyJohnson thing can happen.”

That’s true at just about every Masters, although the mishaps typically occur on the golf course.

Johnson’s status only adds to the mystery at the year’s first major.

The Masters has the smallest field, with only 94 players, and that’s before history starts eliminating about 40 percent of them.

No amateur has won the Masters,

and five of them are in the field this year. There are 19 players at Augusta National for the first time, and not since 1979 has a Masters rookie (Fuzzy Zoeller) left with a green jacket. No one older than 46-year-old Jack Nicklaus has won the Masters, so that wipes out 11 more players.

No one has won his first tournament at the Masters, which doesn’t bode well for Roberto Castro or Kevin Chappell. And only three players since the Masters began in 1934 have won back to back. Sorry, Danny Willett.

So who does that leave?

The obvious choices would be Johnson (presuming he recovers), McIlroy or Jason Day, the top three players in the world. Impossible to overlook is Spieth, who never has finished worse than runner-up in his three Masters appearances.

But in the past 10 years, only one player from among the top three in the world ranking won the Masters – Phil Mickelson (3) in 2010.

“That’s what makes the golf course wonderful actually, and what a great tournament it is,” Nicklaus said. “Because you really never know what’s

going to happen. Even the players, as good as they might be, don’t know what’s going to happen.”

For the second time in three days, the course was shut down for the afternoon by severe weather. Thousands of fans headed to the exit at 10 a.m. as a storm approached, and while the gates opened again at 12:30 p.m. for the Par 3 Contest, the fun was suspended an hour later when another storm arrived.

The curtain rises on the 81st Masters on Thursday with a course that figures to be softened by rain, which could be good news for McIlroy. It also could be confounding because of wind that always feels stronger than it really is among the Georgia pines, which could be bad news for McIlroy.

This Masters offers something for just about everyone.

For Johnson, it’s an opportunity to pronounce his dominance in the game this year. Not since Hubert Green in 1976 has a player won three straight tournaments going into the Masters.

Green tied for 19th that year. The only player to make the Masters his fourth straight victory was Jimmy Demaret.

That was in 1940.

Final curtain A fond farewell to Ringling Bros. and the wonders of the circus

he two horses gallop side by side at full speed, around and around the ring at the climax of the Ringling Bros. and Barnum & Bailey circus, which opened its final Washington, D.C., show on Friday as part of its farewell tour. Verizon Center pounds with the sound of drums. (Or is it the thumping of thousands of hearts in the crowd?)

Each speeding horse bears a man on its back, and astride them, one dainty foot on a shoulder of each rider, stands a woman in yellow tights. The horses race so fast around the curves that they lean in, and the trio of riders leans, too.

There’s an unbearable instant of doubt, as the gap between the horses widens, and the riders’ bare arms bulge as they work the reins. Still the horses run, more apart than together, yoked only by the agile young woman who’s now stretched in a full split between them.

“Welcome to the Greatest Show On Earrrrth,” ringmaster Johnathan Lee Iverson had bellowed, two hours earlier. The staples are all here: clowns and aerialists, lions and tigers, motorcycles whizzing at highway speeds in a steel-mesh globe.

There’s no small amount of novelty, including a tightrope act on a teardrop-shaped wheel, with three wire-walkers from Hungary gliding airily on its rim as the wheel swoops and rises under their toes.

At one point, clear plastic globes descend from the arena’s ceiling. Inside, unfurling themselves like fiddlehead ferns, are tiny acrobats.

But nothing captures the danger, skill and sheer miracle of the circus like these equestrians. One rider places a hand on the woman’s ankle as her foot slips off his shoulder.

The crowd may be breathless in an agony of fear, but he’s calm and expressionless. The woman has never stopped smiling.

Feld Entertainment, which has owned Ringling Bros. for the past 50 years, announced in January that the circus will shut down in May, a victim of high operating costs and declining ticket sales. But it feels like exactly the wrong time to lose the circus, in a world of stresses that seem to multiply daily: uncertain job prospects, social isolation, political turmoil. Have we ever been more in need of miracles?

The circus keeps some of the most cherished human dreams alive: the longing for flight, freedom and unshakable trust embodied by the trapeze artists; the unity of human and animal perfected by the lion tamer. The dream of staring down fate, and carrying on with grace.

The circus has long offered a refuge for misfits and restless thrill-seekers, and if it’s no longer so easy to run away and join it, it’s a lovely myth nonetheless, part of the American ideal of reinvention.

Circus folks live out what, for the rest of us, are fantasies.

There are other circuses, certainly, but Ringling Bros. is the Taj Mahal.

Suzy Zach, 55, drove two hours to Friday’s show from Loudoun County, Virginia, with her 13-year-old son George and his friends, 13-year-old Axel Oviedo and 12-year-old Jack Geremia. Zach, a self-professed “stay-at-home mom who’s never home,” has been bringing her kids and their buddies to the circus every year since they were small.

One year, the ringmaster plucked George and Jack from the crowd and led them into the arena, where clowns doused the boys with shaving cream.

Ringling’s closing, she says, is “bittersweet.”

No other show offers “that classic feasting of the senses.”

Emily Dickinson agreed. “Friday I tasted life,” the poet wrote in 1866. “It was a vast morsel. A circus passed the house.”

The first American circus opened in Philadelphia 224 years ago, almost to the day, on April 3, 1793.

Equestrian feats were the main attraction. George Washington, an expert horseman himself, attended more than once.

Perhaps he was seeking transcendence, like legions of other circus fans to come, craving the vicarious thrill of living dangerously through the performers, defying gravity.

“People want to see the unfiltered ways in which people navigate the world, facing our own mortality

and how we respond to this world, and doing it together,” says Janet M. Davis, a historian at the University of Texas at Austin and author of “The Circus Age: Culture and Society Under the Big Top.” We watch from a safe distance as circus artists, after rehearsing themselves raw, finally deliver that mix of power and vulnerability that can only come from those who are risking their lives for their art.

“Every year we give trophies to movie actors, people who pretend,” says Iverson, the ringmaster, in an interview just before a morning show for schoolchildren. “But the reality is, they can let go.

They can switch off. There’s a real difference when what you do might cost you your life.”

Alexander Lacey, the “big cat” trainer, who leads a 12-minute act in a cage of lions and tigers, “can’t have an off day,” according to Iverson. “He can’t have an inconsistent show. Because they are what they are. He has to be perfect.”

There were thrilling flashes of wildness, on Friday, in Lacey’s cat act. After he had lined up more than a dozen lions and tigers, having them lie down together and then jump over one another, one of the tigers and a female lion misbehaved, refusing to make their exits. Lacey had to manage 700 pounds of snarling cat, prowling on either side of him. Assistant trainers appeared outside the cage, seeming to signal more than a hint of danger. Lacey, wearing a microphone so the crowd could hear his commands,

Annual Transformation Through Rhythm concert to benefit hospice DAILY CHRONICLE The community is invited to the sixth annual Transformation Through Rhythm benefit concert at 2 p.m. Sunday in the DeKalb High School Auditorium.

The concert will feature the DeKalb High School Percussion Ensemble, the Northern Illinois University Percussion Ensemble, the Harambee African Percussion Ensemble and the DeKalb High School Steel Band.

There is no charge for admission and donations are appreciated.

“New this year, we have started a ‘bead market’ and have a committee working diligently to create beautiful jewelry with African beads,” Jen Conley, music therapist at KishHealth System Hospice, part of Northwestern Medicine, said in a news release. “All of the proceeds from the sales of this handmade jewelry will go to Knysna Hospice.”

The annual Transformation Through Rhythm concert brings diverse performers and audience members together to celebrate community, service and music. The concert offers an opportunity to support both the

music therapy program at KishHealth System Hospice, part of Northwestern Medicine, which is largely supported through grants and donations, and its sister hospice, Knysna-Sedgefield Hospice in Knysna, South Africa.

Proceeds from last year’s concert helped bring food relief to needy hospice patients and their families in Knysna who live in harsh conditions and extreme poverty, where the economic climate is making it increasingly difficult to secure food donations. The concert raised 11,417 South African ZAR, enough for 53 food parcels.

In the spring of 2004, KishHealth System Hospice joined the Twinning Initiative of the Foundation for Hospices in Sub-Saharan Africa. Hospice programs in the U.S. are encouraged to raise funds to assist their partners financially. Help is particularly important with the continued HIV/AIDS epidemic that kills more than 6,300 people daily in Sub-Saharan Africa.

Research into sports-related concussions has previously focused on football and hockey, where bruising impacts are part of the game. Now, scientists are expanding their inquiries into soccer.

Soccer is the world’s most popular team sport. It is estimated that amateur players head the ball up to 12 times a game. Add in practice drills, and this can add up to 2,000 headers over 20 years. The question now is whether the effect of all those headers on the delicate structures of the brain can be cumulative.

For the authors of the American study, the answer was yes. They recommend players be aware of any concussion symptoms, even absent a conclusive concussion diagnosis. Should symptoms appear, players must avoid another collision in the following weeks, when the risk of another concussion spikes significantly.

The truth is, all physical activity carries both risks and benefits. One thing we discuss with our patients regarding soccer is the risk of knee injury, given the high lateral impact forces.

It sounds as though your husband is staying abreast of the latest research, which is wise. He can use it to decide how – and even whether – he decides to play soccer in the future.

Dear Doctor: My husband, who plays in a weekend soccer league, is troubled by some new reports he has read that suggest soccer might be as dangerous as football. Can you explain the studies?

Dear Reader: Your husband may be referring to a pair of studies published in February that examined the potential risks of heading the ball, a common move in soccer. One study, conducted at a British university, found signs of brain damage in a group of professional soccer players, all of whom had decades-long careers. The other study, published by researchers at Albert Einstein College of Medicine in New York, focused on amateur players. The study found an increased risk of concussion both from heading the ball and from accidental contact during a game.

But before you insist your husband turns in his cleats, let’s take a closer look at the data.

The British study examined 14 retired soccer players with dementia. The men, skilled at heading the ball, played for an average of 26 years each. When the brain tissue of six of the players was examined after their death, researchers found signs of trauma.

In four of the six brains, this included chronic traumatic encephalopathy, a progressive degenerative disease also found in professional boxers, football players and hockey players. Although the small sample size of the British study kept researchers from drawing conclusions, they agreed the results reveal the need for large-scale studies.

In the American study, researchers followed 222 amateur soccer players, both men and women. Players reported how often they headed the ball, as well as any accidental blows to the head during play. They also rated the severity of symptoms like headache, dizziness, altered vision, weakness or confusion, which can indicate concussion.

The researchers concluded that while heading the ball increased a player’s risk of

Almost 20 years ago I wrote about a historian, Andy Carroll, who had launched a project to seek out and preserve war-related letters as a way of honoring and remembering our veterans, troops and their loved ones.

After the column appeared, Andy was deluged with responses. Today, that collection holds an estimated 100,000 wartime correspondences – from handwritten letters penned during the American Revolution and Civil War, to emails from Iraq and Afghanistan.

Andy has donated the entire collection to Chapman University in Orange, California, and the project is now called the Center for American War Letters.

This week, Andy and CAWL are kicking off an ambitious Million Letters Campaign.

Andy will travel nationwide speaking at public libraries, museums, Veterans of Foreign Wars and American Legion posts, civic groups, places of worship, military academies and more to explain the importance of these correspondences and encourage people to share with him their own war-related letters and emails. He might continue with the ace and his other club. That would work well if South immediately tried the spade finesse, because East would receive a club ruff. But if declarer cautiously cashed the spade ace and led the spade queen, he would get home.

Here, it is stronger defense for East to play a third heart. If South ruffs on the board and takes a trump finesse, West can win with his king and lead a club to East’s ace. Then a fourth heart promotes West’s spade 10 as the setting trick.

If South guesses the distribution, he can still make the contract with a trump endplay on West, but it is complicated, and I have run out of space!

The City of Genoa has applied to the IEPA Public Water Supply Loan Program to request funding to help finance the Well No. 4 Generator and South Elevated Water Storage Tank Repainting Projects. The Well No. 4 Generator project consists of providing and installing an emergency electrical generator and a soft-start controller (optional deduct bid item) for water supply Well No. 4. The Tank Repainting project consists of painting and minor improvements to the 400,000-gallon capacity south water storage tank, including installing safety railing and rigging couplings, a screened overflow pipe flap gate, and a sediment removal valve.
