Cyborgs at work: Employees can POLL get implanted with microchips YESTERDAY’S RESULTS

STOCKHOLM – The syringe slides in between the thumb and index finger. Then, with a click, a microchip is injected in the employee’s hand. Another “cyborg” is created.

What could pass for a dystopian vision of the workplace is almost routine at the Swedish startup hub Epicenter. The company offers to implant its workers and startup members with microchips the size of grains of rice that function as swipe cards: to open doors, operate printers, or buy smoothies with a wave of the hand.

The injections have become so popular that workers at Epicenter hold parties for those willing to get implanted.

“The biggest benefit I think is convenience,” said Patrick Mesterton, co-founder and CEO of Epicenter. As a demonstration, he unlocks a door by merely waving near it. “It basically replaces a lot of things you have, other communication devices, whether it be credit cards or keys.”

The technology in itself is not new. Such chips are used as virtual collar plates for pets. Companies use them to track deliveries. It’s just never been used to tag employees on a broad scale before. Epicenter and a handful of other companies are the first to make chip implants broadly available. And as with most new technologies, it raises security and privacy issues. While biologically safe, the data generated by the chips can show how often an employee comes to work or what they buy. Unlike company swipe cards or smartphones, which can generate the same data, a person cannot easily separate themselves from the chip.

“Of course, putting things into your body is quite a big step to do and it was even for me at first,” said Mesterton, remembering how he initially had had doubts.

“But then on the other hand, I mean, people have been implanting things into their body, like pacemakers and stuff to control your heart,” he said. “That’s a way, way more serious thing than having a small chip that can actually communicate with devices.”

Epicenter, which is home to more than 100 companies and some 2,000 workers, began implanting workers in January 2015. Now, about 150 workers have them. A company based in Belgium also offers its employees such implants, and there are isolated cases around the world where tech enthusiasts have tried this out in recent years.

The small implants use Near Field Communication technology, the same as in contactless credit cards or mobile payments. When activated by a reader a few inches away, a small amount of data flows between the two devices via electromagnetic waves. The implants are “passive,” meaning they contain information that other devices can read but cannot read information themselves.

Ben Libberton, a microbiologist at Stockholm’s Karolinska Institute, said hackers could conceivably gain huge swathes of information from embedded microchips. The ethical dilemmas will become bigger the more sophisticated the microchips become.

“The data that you could possibly get from a chip that is embedded in your body is a lot different from the data that you can get from a smartphone,” he said. “Conceptually you could get data about your health, you could get data about your whereabouts, how often you’re working, how long you’re working, if you’re taking toilet breaks and things like that.”

Libberton said that if such data are collected, the big question remains of what happens to the information, who uses it, and for what purpose.

So far, Epicenter’s group of cyborgs doesn’t seem too concerned.

“People ask me; ‘Are you chipped?’ and I say; ‘Yes, why not?’ ” said Fredric Kaijser, 47, the chief experience officer at Epicenter. “And they all get excited about privacy issues and what that means and so forth. And for me it’s just a matter of I like to try new things and just see it as more of an enabler and what that would bring into the future.”

The implants have become so popular that Epicenter workers stage monthly events where attendees have the option of being “chipped” for free.

That means visits from self-described “body hacker” Jowan Osterlund from Biohax Sweden who performs the “operation.”

He injects the implants – using pre-loaded syringes – into the fleshy area of the hand, just next to the thumb. The process lasts a few seconds, and more often than not there are no screams and barely a drop of blood. “The next step for electronics is to move into the body,” he said.

Sandra Haglof, 25, who works for Eventomatic, an events company that works with Epicenter, has had three piercings before, and her left hand barely shakes as Osterlund injects the small chip.

“I want to be part of the future,” she said, laughing.

Election Day brings choices for DeKalb County voters

Election Day has arrived, meaning DeKalb County voters will have the chance to weigh in on several competitive local races and referendums deciding possible new tax rates.

Polls will be open from 6 a.m. to 7 p.m. Tuesday.

Voters who have not yet registered have the option to do so at the polling place assigned to their precinct or at three available Election Day registration centers.

For a list of polling places, visit DeKalb County Clerk and Recorder Doug Johnson’s website.

Election Day registration centers are the DeKalb County Administration Building, 110 E. Sycamore St. in Sycamore; the Northern Illinois University Holmes Student Center Blackhawk Annex, 340 Carroll Ave. in DeKalb; and the DeKalb Township Building, 2323 S. Fourth St. in DeKalb.

The registration centers also will be open from 6 a.m. to 7 p.m. To register, two forms of identification must be presented, at least one containing a DeKalb County residential address.

Johnson said he hopes voter turnout will reach above 20 percent for this election.

“In 2015, we hit only an 8-percent turnout, but there were not that many contested races,” he said.

Voter turnout for the consolidated election in 2013 was 22 percent, and in 2011 it was 12 percent.

This year should see a higher turnout with contested mayor races in DeKalb, Sycamore and Cortland, as well as contested village president races in Kirkland and Waterman, Johnson said.

Johnson said he does not expect Election Day registration will result in long lines at the polls.

During the presidential election, polling places such as the Holmes Student Center were rushed with an influx of late voters, but there were no lines during the day, Johnson said.

DeKalb County saw a voter turnout of 71 percent for

the 2016 general election.

“I would love to see long lines, but being a consolidated election, I don’t think there will be,” Johnson said.

In DeKalb, the four candidates vying to be the city’s next mayor are incumbent John Rey, Jerry Smith, Michael Embrey and Misty Haji-Sheikh.

The three-way competition for Sycamore mayor involves candidates Candy Smith, Curt Lang and Rick “Spider” Kramer, all competing to replace Ken Mundy, who is stepping down.

Cortland has two candidates competing to be the town’s mayor – incumbent Russell C. Stokes and Charmaine Fioretto.

In Waterman, candidates Peter S. Robinson, Darryl Beach and Christy L. Andrews are on the ballot to be village president.

In Kirkland, Ryan J. Block, Wanda McMurray and Harry Newberry are competing to be village president and replace longtime leader Les Bellah, who is stepping down.

Other prominent races include a nine-way competition for three open seats on the DeKalb School District 428 Board and a four-way competition for three open seats on the Kishwaukee College Board of Trustees.

Several referendums are on the ballot as well, including a property tax referen-

dum for schools in Sandwich.

Another referendum will decide whether a tax increase should go to support the DeKalb County Health Department. If approved, the tax rate increase would cost taxpayers $9.57 for each $100,000 of equalized assessed value, bringing in $500,000 a year for public health services.

Johnson said he is looking forward to a smooth Election Day for voters.

“Voters in DeKalb County luckily have had consistency in voting methods,” he said.

“Everyone is educated on our ways, and everyone is used to the polling places in their precincts.”

Cubs’ World Series trophy pays visit to Ideal Industries

SYCAMORE – Becky Spears never thought she would get to see the Chicago Cubs’ 2016 World Series trophy up close. That is, until she arrived at work Monday morning.

The piece of baseball history was in Sycamore for an hour-and-a-half at Ideal Industries, 1800 S. Prairie Drive, where employees posed for photos wearing their favorite Cubs jerseys and hats.

Spears, a T-stripper line operator, posed for a family photo next to the trophy with her mother and two aunts, who have worked at the company for decades.

“My grandma, their mother, was a huge Cub fan, and it’s just kind of been a family tradition,” Spears said.

Spears also said she was able to take her children to a Cubs game in 2016 with tickets she won through Ideal.

“It was really cool that [the trophy] came here,” she said. “It was a surprise for sure.”

Ideal began its corporate partnership with the Cubs at the beginning of the 2016 baseball season. The company installed a wireless lighting control system called Audacy in the new clubhouse and locker rooms at Wrigley Field.

Bill McLane, software engineering manager for the Audacy team, said the lighting system can be controlled and adjusted remotely using apps to create a more dynamic experience for players.

“With their championship, it’s neat that we feel we’re just a little bit a piece of that, providing comfort in the locker room and making that experience off the field that much more exciting for them,” he said.

McLane said working with the Cubs organization has been surreal, especially celebrating a World Series win the same year Ideal Industries turned 100 years old.

“When we stepped in, we never knew that this was where it was going to end for the Cubs, but it was extremely exciting,” he said.

“This is good for employees,” she said. “It takes all of us to make anything possible. We all work together.”

Womak said any employee who wanted to take a picture with the trophy was able to sign up for a time slot between 9 and 10:30 a.m.

“We have a lot of Cubs fans here,” she said. “Everybody follows the Cubs, especially with our involvement with our corporate sponsorship.”

While waiting in line for a photo with the trophy, Wendy Sharp, a cycle counter in the distribution center, recalled listening to Cubs games with her grandmother.

“I wish she would have been here to see it,” Sharp said. “That’s probably what started it for me, was my grandma being [a fan].”

Nylietta Rosenfeld, team leader in the distribution center, said she was grateful for the opportunity to see the trophy Monday.

“Usually, you don’t get to get your picture taken with the trophy, unless you want to go far and wait in line a long time,” she said.

While waiting in line Monday, Faye Hyde, a receiving clerk at Ideal, recalled attending her first Cubs game in 1974. “[The Cubs] are going to do it again this year!” she said.

Water treatment upgrade raises questions

dzimmerman@shawmedia.com DeKALB – Concerns about a modernization plan to the DeKalb Sanitary District’s outdated water treatment facility on Hollister Avenue were raised during the city’s last Planning and Zoning Commission meeting.

Although the district initially estimated the cost of the project to be $52 million, the lowest bid on the project was about $46 million.

Linda Jean Henigan Booth, 69, of Sycamore, IL, died on Wednesday, March 15, 2017, in Bethany Rehab Center, DeKalb, IL. She was born on June 2, 1947, in Sycamore, IL, to Maynard Patton and Lois (Dagg) Minnegan. She was a graduate of Sycamore High School, where she was affectionately known as “Poopsie.” She married Jerry L. Booth on March 23, 2010, in Las Vegas. Linda worked at Duplex Products for over 35 years, with many of those years in sales service. She loved to garden and enjoyed her patio flowers and decorations. She was very handy with her sewing machine and loved to cook and bake. She cherished family photos and family history and took so much pride in a nice home. She was a big Cubs and Bears fan and wore it proudly. She was a member of the Ladies Auxillary of the VFW. Linda is survived by her daughter, Debbie (Matt) Flavin; grandchildren, Brittany Kingren, Zachary Fullmer, Allie Flavin and Bret Flavin; sisters, Gloria Taylor and Sandy (Robert) McMiller; sisters-in-law, Ida (Roger) Thorpe, Mary Tucker, Dolores Vierig and Barb Patton; nieces and nephews, Janie (Brian) Foth, Jeff (Angie) Patton, Sara Anderson, Jessica Anderson (Dan) Karas, and Julie Newman; great-nieces and -nephews, Noah, Claire, Stella, Brianna, Brett, Zack, Carly and Cartier; several special cousins, and many loving friends.

Linda is predeceased by her husband, parents, brother, Larry Patton; nephew, Scott Taylor; and aunt, Doris (Swedberg) Clew.

“I’m concerned the users here are going to be on the hook for $46 million,” Schneider said. “Would a regional facility work to the benefit of the users here, because we’re basically the payers?”

DeKalb Sanitary District Executive Director Mark Eddington said that allowing neighboring communities access to water treatment services at the plant could drive down costs for current customers.

“We’ll be producing some of the best quality effluence to the Kishwaukee River,” Eddington said. “We all discharge to the Kishwaukee River,

so does it really make sense for every community to have to have a treatment plant?”

Eddington said that if the district were to not receive a low-interest loan required to fund the project from the Illinois Environmental Protection Agency, it would have to get the money in bonds, which would be more expensive.

Part of the project will involve the demolition of 19 properties along Hollister Avenue that are owned by the district to allow room for a new administrative building closer to Sycamore Road.

DIXON – It was frigid. Hands numbed to the cold, hours before the sun rose.

Yet there was Tom Shaw and one of his closest friends, Jeff Shoaf, a kid brother of sorts, trapping muskrats in the Rock River.

Tom was in high school, and the trapping season ran from early November until the river froze. He raked in about $200 a week – a year’s worth of spending for a teenager in the late 1950s.

He had to figure out different ways to trap, learned that if you didn’t pull your traps soon enough, the river would freeze, and those $1.50-a-pop contraptions would be lost come the thaw.

Shaw cited that “Tom Sawyer” childhood as a key to his success. It taught him independence and the gratification of going his own way, and touched off a spirit of enterprise.

Perhaps most importantly, he and Jeff grew a bond.

More than five decades later, the relationships he’s built are the cornerstone of Shaw’s legacy.

Toward the end of May, the 69-yearold will retire as chief executive officer of Shaw Media, a name that, in some iteration, has belonged to his family since

He sold subscriptions to the Colorado Springs Gazette between his junior and senior years. Seeing the start of an arc, the family put him into circulation at the Telegraph.

He quickly moved up to accounting but hit a wall within six months.

“I just wasn’t wired for that sort of tedium,” he said.

Long before “community journalism” became an industry buzzword, he bent then-General Manager Arthur Lund’s ear about community events that weren’t being promoted. No one was winning there.

“He told me to go do it. It was also to get me off his back,” he said with a smile.

A star was born.

Times have changed with the increasing focus on digital content. Names have changed, too, to reflect that trend, with Shaw Newspapers becoming Shaw Media.

“The challenges just don’t stop, and we’re trying to figure out the model for our business to be viable,” he said. “I’ve just always had a belief that the people in our company will figure things out.

They always have, and we have the right people to continue that tradition.”

Rare in this business, the Shaw company remains a family operation. His sons, J. Tom and Peter, are general manager of Shaw Media’s Suburban group and corporate strategy coordinator, respectively. Peter also is a member of Sauk Valley Media’s editorial board.

His other son, Ben, was Shaw Media’s chief digital officer before moving in 2014 to Germany, where he is global advisory director for World Association of Newspapers and News Publishers.

He and his wife, Tammy, have six children and have fostered about 20 kids, most of them infants facing significant distress.

Tammy admitted she’s often taken a moment to admire her husband, particularly the way he doesn’t change between the office and home.

“He is exactly what you see,” she said.

“He’s my hero. He’s very compassionate about what he believes in, to the point of always being meticulous – as a father, he knew everything about his children. As a husband, he’s still my boyfriend. As a churchgoer, he’s still a Bible reader who wants answers.”

He’s survived colon cancer and had his knees replaced in the past few years, but still, she’s looking forward to challenging him in his retirement.

“I’m an obsessive kayaker, and most of my friends have fallen away because I’m a little bit rabid about it,” she said.

“Even though he’s had two knees replaced, he’s eager to be my kayak partner. He’s giving me the best gift ever, that he’s going to try to kayak with me.”

Shaw, a devout Christian, has been on a lifelong faith walk and doesn’t have a bucket list, per se.

“When you just go about your business, opportunities present themselves,” he said.

Approaching retirement has presented another challenge of sorts.

“That part’s been a little bit harder than I thought – to step out of something that’s been such a huge part of my life,” he said.

“We would have to move buildings farther back, and that changes where the tanks will be located,” Eddington said. “This was never really a driving thought with our process of designing, but we do think the project will greatly improve the safety of the motoring public.”

In response, Kapitan said he was

troubled by the impression that this proposed change was being overlooked by the district and the city.

“I spent 12 years on the City Council, and there was more than one occasion where the professional staff made recommendations saying something has got to be this way and it can’t be any other way, but the council stood up to them and they figured out a way,” Kapitan said.

The Planning and Zoning Commission recommended the project to the City Council, which will hear the proposal during an upcoming meeting.

That’s not to say he’s not ready to let go.

“Your emotional strength has layers,” Shaw said. “Over the past couple of years, I’ve had those layers peeled back.

I find myself more vulnerable emotionally. That’s when you know you’re ready to step away.”

Rung is a testament to Shaw’s mission statement: Foster great workers in an environment driven by employees’ vision.

Shaw has seen many employees leave then return; it’s a source of pride. On two occasions, for instance, Rung left for greener pastures in 1995 and 2000, only to return – the last time as publisher of the company’s flagship newspaper, the Northwest Herald in Crystal Lake.

“This was a long-term investment, because I saw value in John’s leadership, his ability to develop people and make things happen,” Shaw said.

“I always felt like Shaw was home,” Rung said. “There’s a freedom here – you don’t feel like you’re looking over your shoulder all the time. It’s about the work, and it’s a supportive, collaborative culture.”

Cullerton touts bill to protect immigrants

SPRINGFIELD – Illinois Senate Democrats, contending that immigrants are hiding in their homes because of aggressive actions by President Donald Trump’s administration, promoted legislation Monday that would bar law enforcement from entering state-supported schools or health facilities without a warrant looking for immigrants in the country illegally.

Senate President John Cullerton’s said his “TRUST” act is a response to growing anxiety in immigrant communities because of federal raids and anti-immigrant rhetoric from the new Republican president.

A U.S. Immigration and Customs Enforcement raid on Chicago’s northwest side last week led to the shooting of a man by an agent.

“We’re drawing a bright line between do’s and don’ts for police,” Cullerton told a Chicago news conference hosted by the Illinois Coalition for Immigrant and Refugee Rights.

A crackdown on illegal immigration has been a cornerstone of Donald Trump’s presidency. He has pursued a promised wall on the U.S.-Mexican border, threatened to withhold funds from so-called “sanctuary” cities, and immigrant advocates have questioned

Illinois man pleads not guilty in 40-year-old cold case

KANKAKEE – An Illinois man accused of killing his wife and scattering her dismembered body in two rivers nearly 40 years ago has pleaded not guilty in the cold case.

A Kankakee County Grand Jury charged 70-year-old Thomas A. Small last week with two counts of murder and one count of concealing a homicide, the Daily Journal reported.

Small is accused of bludgeoning his 26-year-old wife, Diane Marie Riordan Small, inside their home in Bradley on Oct. 15, 1980. Court documents say Small hid his wife’s body in an attic for about two days before taking it to Coles County, dismembering it and tossing it into the Embarras and Vermillion rivers.

No discipline for N’western frats after sex assault claims

EVANSTON – Northwestern University said no disciplinary action will be taken against two fraternities after sexual assault allegations.

The Chicago Tribune reported that Northwestern made the announcement Friday. The move comes after Northwestern administrators in February issued a security alert when reports were made that as many as four female students were possibly given a date rape drug during a

“TRUST” act in 2014. Andy Kang, director of Asian Americans Advancing Justice and a primary author of the Illinois adaptation, said Oregon, Rhode Island, Connecticut and Vermont have similar laws. New York and Maryland are considering versions.

The measure has four main tenets.

First, it creates “safe zones,” barring law enforcement authorities from entering state-supported school or health facilities without a warrant. In addition, no local officers can be deputized as federal officers for an investigation without a warrant.

Cullerton stressed that the measure would not keep police from investigating crimes or apprehending suspects.

“But the prevailing criteria to detain an individual should not be based on someone’s citizenship, immigration status, background or beliefs, but by the blind exercise of the rule of law,” Cullerton said.

The plan would also set deadlines for police to complete paperwork for immigrant crime victims who cooperate in an investigation. Those who cooperate are eligible for special visas that allow temporary residence, but police are often slow or negligent in completing them.

And expanding on the sanctuary city idea – places such as Chicago, Evanston, and Urbana where immi-

grants in the country illegally are largely left alone – Cullerton’s legislation would ban local participation in any sort of registry based on religion, race or immigrant status.

Currently, there is no such registry, and Sheldon Nahmod, a constitutional scholar at Chicago-Kent School of Law, said no president would have an easy go in such a registration law being declared constitutional.

The U.S. Supreme Court has found that Washington can’t withhold funding as a punitive measure, Kang said.

He said it’s unlikely a local police department could find itself losing federal dollars for skirting cooperation with the feds.

The legislation will have a hearing Wednesday in the Senate Executive Committee. House Democrats have introduced some similar measures to limit local police cooperation and bar immigration authorities from schools, churches or hospitals without warrants. Republicans have raised objections.

Republican Gov. Bruce Rauner’s spokeswoman Eleni Demertzis would not comment on whether the governor supports Cullerton’s initiative, but said, “Illinois is a welcoming and diverse state and the governor believes in comprehensive immigration reform.”

CARBONDALE – A Carbondale man is the new crappie king in Illinois.

The Southern Illinoisan reported that Ryan Povolish last Tuesday pulled from Kinkaid Lake a crappie that weighed in at 4 pounds and 8.8 ounces – breaking the record of a fisherman who pulled a 4 pound, 8.2 ounce crappie from Rend Lake nearly 40 years ago.

When he hooked the fish, Povolish initially believed that he had hooked a bass.

WASHINGTON – Democrats claimed the votes they needed Monday to block President Donald Trump’s Supreme Court nominee, but the victory was only fleeting, setting up a historic showdown with Republicans who intend to rewrite Senate rules and muscle Neil Gorsuch onto the high court.

The coming fight was assured as the bitterly divided Judiciary Committee voted, 11-9, along party lines, to send Gorsuch’s nomination to the full Senate, where Majority Leader Mitch McConnell of Kentucky has vowed he will be confirmed on Friday.

Short of the 60 votes needed to overcome procedural hurdles, McConnell is ready to lead Republicans in a unilateral voting change so significant in the rules-conscious Congress that it’s been dubbed the “nuclear option,” lowering the confirmation threshold to a filibuster-proof simple majority in the 100-member Senate.

Chris Coons of Delaware became the key 41st vote for the Democrats on Monday, declaring during committee debate that Gorsuch’s conservative record showed an activist approach to the law and that he evaded questions during his confirmation hearings. Coons also said that Republicans’ treatment of former President Barack Obama’s Supreme Court nominee, Merrick Garland, left lasting scars after they denied him so much as a hearing following the death of Justice Antonin Scalia early last year.

“We are at a historic moment in the history of the United States Senate” because of actions by both parties, Coons said. “We have eroded

the process for reaching agreement and dishonored our long traditions of acting above partisanship.”

By day’s end, 43 Democrats had said they won’t support Gorsuch.

The long-term consequences of the coming confrontation could be profound, as the rules change Republicans intend to enact would apply to future Supreme Court nominees, too, allowing them to be voted onto the court without any input from the minority party. And though predicting a justice’s votes can be difficult, confirmation of the 49-year-old Gorsuch is expected to restore the conservative majority that existed while Scalia was alive, which could then be in place or even expand over decades to come as some of the more liberal justices age.

For Republicans and Trump, Gorsuch’s confirmation will be a moment of triumph, a bright spot in a troubled young administration that’s failed on the legislative front with the health care bill and is under investigation over Russia connections.

The nomination of Gorsuch, by contrast, has won universal praise from Republicans, some of whom call his appointment Trump’s best move so far as president. Gorsuch has spent more than a decade on the federal appeals bench in Denver, where he’s issued consistently conservative rulings, and he appeared on Trump’s list of potential candidates partly generated by the Federalist Society and Heritage Foundation during the campaign.

Gorsuch’s confirmation will also be vindication for McConnell’s strategy of refusing to fill Scalia’s seat last year, instead leaving it open for the next president, even though few imagined then that that person would be Trump.

The showdown over the “nuclear option,” expected on the Senate floor Thursday, is likely to be accompanied by much hand-wringing from senators bemoaning the decay of the chamber’s traditions of bipartisanship and comity.

SYCAMORE – Mike Davis began his path to fitness six years ago, and now with his own gym up and running, he is finding new ways to help others embark on journeys of their own.

Davis trained clients out of his Sycamore home before opening Fortitude Fitness, 265 W. Peace Road, in August.

He said it has been his dream to operate his own facility since he started working with the Beachbody company in 2011.

“I’ve always followed down the path of trying to help people,” he said.

“That’s kind of the servant’s heart I feel like I’ve been gifted with, which is why I started doing this in the first place. Some people helped me in my journey, and this is a way to pay to it forward to help others.”

Realizing that exercising with others is an incentive to work harder was another reason Davis said he wanted to open a gym with a sense of community.

Davis said part of the contest will include working with people on lifestyle changes and making exercise and healthy eating priorities in their lives.

“There are too many schemes out there that people have been burned by,” Davis said. “You go and lose a bunch of weight fast then end up putting it back on because they never get to the root of what the problem is.”

As it celebrates its 30th year of promoting diversified and sustainable growth, the DeKalb County Economic Development Corp. has kicked off its 2017 Fundraising Campaign. Membership contributions are essential to DCEDC operations.

Nuclear energy industry in peril The bankruptcy of Westinghouse, the venerable American nuclear-reactor maker now owned by Japan’s equally prestigious Toshiba, is a blow to two of the greatest names in global business – a devastating one. More important for the U.S., and the planet, is what the debacle means for the future of nuclear energy, which still supplies 19.5 percent of this country’s electricity, all of it carbon-free.

Ideally, nuclear should be a part of the global solution to climate change. Deep cuts in carbon emissions “will require more intensive use” of nuclear as well as renewable energy, the Intergovernmental Panel on Climate Change noted in its 2014 assessment report. One reason France emits only a third as much CO2 per capita as the United States is that three-quarters of its electricity comes from nuclear.

As always, however, the questions are about safety and cost; and, of course, legitimate concerns about the former drive up the latter.

Westinghouse thought it had come up with a new design that was both more reliable and, potentially, simpler to build. This AP1000 reactor, which relied less on electric-powered cooling pumps of the kind that failed so catastrophically at Fukushima, Japan, in 2011, promised to lead a renaissance in the U.S. nuclear industry, with potential for sales in emerging markets as well. Alas, Westinghouse still fell prey to the old bugaboos of the nuclear industry – delays and cost overruns. Now the four reactors that the company was building in the U.S. South are in limbo. The first of them will not come on line until 2019 at the earliest.

Even before this debacle, nuclear energy faced an uncertain future in the U.S., because of what is otherwise a positive development for both the U.S. economy and the climate: the rise of cheap natural gas and wind energy, both of which proved more cost-effective as electricity sources in certain regions than nuclear. President Barack Obama’s Clean Power Plan would have aided nuclear utilities, but it has been blocked by the courts and may never go into effect if President Trump has his way.

Once billed as “too cheap to meter,” nuclear energy never quite lived up to its potential, either economically or environmentally. Yet nations that abandon it, as Germany did in the wake of Fukushima, add greatly to the costs and logistical challenges of meeting carbon-reduction goals.

The U.S. should keep using nuclear energy during what is bound to be a long transition from the current energy mix to a completely renewable system, but it needs to rethink how best to do that. A carbon tax, undoubtedly, would help support the carbon-free industry. A long-term solution for radioactive waste disposal is also in order – specifically, using the Yucca Mountain site that has long since been determined to be safe, but has been blocked by politics. Government and the private sector need to support new reactor designs.

If the U.S. lacks a robust nuclear industry, it may be less capable of influencing international policy on issues ranging from reactor safety to weapons proliferation. Maintaining a solvent, innovative nuclear industry would serve national security as well as the environment.

EU is firm but fair on Brexit talks With talks on Britain’s exit from the European Union finally about to begin, one procedural issue looms large: Do the negotiations on three big subjects – exit terms, transitional arrangements, and a future comprehensive agreement on a U.K.-EU partnership – move in parallel or in entirely separate stages?

Disagreement over this seemingly minor detail could sink the whole effort.

The U.K. has far more to lose in these negotiations than the EU, but if the talks break down it would advance the interests of neither side.

An understanding of how the talks should proceed is therefore needed at the start – and a formula suggested last week by the European Council offers grounds for optimism.

The EU is concerned, in the first instance, that Britain settles its liabilities and meets its other obligations to the EU when it leaves. The U.K. wants that discussion

to happen alongside talks on future arrangements, so that concessions in one area might be traded against concessions in another.

The problem is that the European Commission has proposed an exit bill of as much as 60 billion euros (to cover planned investments, EU staff pensions and other costs), a figure that one British minister has called absurd. If the EU presents these terms on a take-it-or-leave-it basis, and the British government is unable to justify them to its citizens, the talks could fail almost before they’ve begun.

Last week, the European Council, the body representing EU governments, issued draft guidelines to its negotiators. The overall posture is firm but fair – and on this issue of sequencing, the council isn’t ruling out compromise.

Describing the first phase of talks, the guidelines said the council will “determine when sufficient progress has been

achieved to allow negotiations to proceed to the next phase.”

A good choice of words.

“Sufficient progress” is sufficiently vague to allow negotiators to move on to other matters before exit terms are signed and sealed. The greater the scope for compromise across the full range of issues, the better the prospects of a successful, mutually advantageous result. EU governments will need to resist the temptation to harden this “sufficient progress” language as things move forward.

The disentangling of Britain from the rest of Europe is likely to be one of the most difficult and complicated international negotiations ever undertaken. The chances of this ending well, especially for the U.K., are poor. But if Europe’s leaders adopt these guidelines, they’ll deserve some credit for choosing not to cripple the talks from the start.

Doesn’t anybody know how to play this game?

“Dare I suggest,” writes the economist and blogger Tyler Cowen, “that the quality of governance in this country has taken a downward turn of late?”

In successive weeks, both Democrats and Republicans have shown a downward trend in the quality of governance and raised questions about whether anybody in Washington can play this game.

Start with the Democrats and their strikeout last week in the hearings on Supreme Court nominee Neil Gorsuch.

Their attacks on Gorsuch as a scourge of “the little guy” were, as liberal Harvard Law professor Noah Feldman wrote, “a terrible idea.” Judges are supposed to decide cases on the law, not the net worth of litigants.

Democrats are now lining up to filibuster the nomination, on the spurious grounds that confirmation has always required 60 votes. Actually, Justices Clarence Thomas and Samuel Alito were confirmed in 1991 and 2006 with 52 and 58 votes, respectively.

Democrats are still steamed that Senate Republicans blocked President Barack Obama’s nominee, Merrick Garland, last year. But the Constitution doesn’t require the Senate to hold hear-

Joe Biden in 1992 and Charles Schumer in 2007 argued that no nominee should be approved in a presidential election year. That makes sense in an era when Supreme Court decides partisan issues such as abortion, gun control and campaign finance. Give the voters a chance to weigh in.

Senate Democrats are now rounding up enough votes to sustain a filibuster.

In which case Senate Republicans will almost certainly change the filibuster rule for Supreme Court nominees, as Harry Reid and Senate Democrats did in 2013 for other judges and executive-branch nominees – and as candidate for vice president Tim Kaine promised to do if Democrats won the presidency and a Senate majority.

House Republicans certainly don’t, judging from the debacle of their attempt

to fulfill their seven-year promise to repeal and replace Obamacare. There is plenty of blame to go around.

Much goes to Speaker Paul Ryan, who attempted to shove through his bill in three weeks without bothering to get consensus from fellow Republicans.

Ryan’s bill was tailored to pass muster under the Senate’s arcane reconciliation rules, something he probably should have left for Senate Republicans to handle.

Ryan’s initial insistence that Republicans accept his bill without changes didn’t work, and neither did White House adviser Steve Bannon’s similar ploy with a later version. If Ryan and President Donald Trump had not insisted on a quick vote – Democrats, in contrast, took 14 months to pass Obamacare – they might have had time to accommodate the differences.

Or maybe not. Consider the 30-some members of the House Freedom Caucus, who reportedly found one reason after another not to sign onto a bill that at least moved in the direction of repealing and replacing Obamacare. They seem to be operating from a deep suspicion of their party’s leadership and from a

purism that requires them to withhold support from any major legislation if they object to even one provision in it.

The problem is that in a large and varied country, with complex legislation with multiple ramifications, purism sets a standard that seldom, if ever, can be met.

You may have noticed that the quality of governance has been taking a downward turn of late partly because of mistakes made by party leaders – but mostly because of the demands – and anger – of both parties’ wingers.

Left-wing Democrats are demanding all-out war – they call it “resistance” – on Republicans and the Trump administration. Right-wing Republicans are distrustful of party leaders and are coming to realize that what they have in common with Trump is only attitude, not principle.

Given some time, Cubs will find their 2017 identity

bmiles@dailyherald.com ST. LOUIS – The 2015 Cubs found their identity during an August sweep of the San Francisco Giants.

They then went on to the National League championship series.

Last year’s team identity evolved over time, but it was shaped by Kyle Schwarber’s knee injury during the first week of the season and a slump before the all-star break.

That team had more than enough wherewithal to overcome those two challenges and go on to win the World Series.

This year?

Although the Cubs have brought back essentially the same cast of characters from last year, team iden-

tities always change.

“This is a new journey, a new group,” first baseman Anthony Rizzo said Sunday, before the Cubs lost their season opener, 4-3, to the St. Louis Cardinals. “I know we’re pretty much all the same, but it’s completely new.

“This is Game 1 of 162-plus. We’ve got to find out our identity again this year the same way we did last year and the year before. You come together. Obviously we want to win the division and get back, but we have a lot of things to take care of before that.”

Notice Rizzo said “Game 1 of 162plus.”

The Cubs fully expect to return to the postseason this year, Sunday’s result notwithstanding. As an aside, the Cubs have reached the point with

their fan base much as the Boston Red Sox have done.

In other words, reaction to any one win or loss can make it seem as if the team plays 162 seasons a year, not 162 games.

Over the upcoming 161 seasons, er games, the Cubs’ identity will develop.

After an off-day Monday, the Cubs and Cardinals will resume their three-game series Tuesday night at Busch Stadium.

“Every year an identity emerges, a new challenge emerges,” said team president Theo Epstein. “Every year you face adversity in baseball. We didn’t find out what ours was until the third game of the season last year.

It started to reveal itself. The same thing will happen this year. There is

no lack of urgency or freshness or desire out there. Once we get into the rhythm of the season after Opening Day, it will feel normal, and we’ll have our 2017 identity.”

The team chemistry has changed with the departures of Dexter Fowler (to the Cardinals), Travis Wood, Jorge Soler, David Ross, Aroldis Chapman and Jason Hammel, and with the additions of Jon Jay, Wade Davis, Brett Anderson and Koji Uehara.

But the core group of Rizzo, Kris Bryant, Jason Heyward, Addison Russell, Ben Zobrist, Javier Baez and others is back, and Schwarber anticipates a full and healthy season.

“I know it’s not good for storylines, but this group of guys needs no motivation, they need no maintenance or management,” Epstein said.

CHICAGO – The White Sox paraded onto the field in convertible Mustangs with the tops down for the pregame introductions before their season opener against the Detroit Tigers on Monday.

There was plenty of pomp and circumstance. There was also too much rain and – because of that – no game.

The Sox postponed the opener against Detroit because of the downpour, delaying the start of a new era on the South Side.

The game rescheduled for Tuesday, with the Tigers’ Justin Verlander and Sox’s Jose Quintana getting their starts pushed back a day.

“I think everybody was looking forward to starting the season, but obviously there are some things out of our control, and this happens to be one of them,” Sox manager Rick Renteria said.

It had been raining all afternoon.

With the field drenched and no break in the forecast, the game was called off 101 minutes after the scheduled start.

Tigers manager Brad Ausmus didn’t seem too concerned earlier in the day about the possibility of a postponement.

“No contingencies to work out,” he said. “If we get rained out, we’ll play tomorrow. At some point, we’re going to play.”

A bigger concern for him: Getting the

Tigers back to the postseason.

They missed out for the second straight season after winning four straight AL Central championships.

They finished eight games behind Cleveland in the division and just missed the wild card with 86 wins last year.

The Sox, meanwhile, started rebuilding after a 78-84 finish and their fourth straight losing season.

Gone are ace Chris Sale and outfielder Adam Eaton, both traded as management stocked up on young players.

Those weren’t the only changes.

There’s a new manager, with Renteria replacing Robin Ventura. The ballpark has a new name, too – Guaranteed Rate Field instead of U.S. Cellular Field.

Change is definitely happening, and it’s not hard to see why. After all, the Sox have only one playoff appearance since the 2005 championship season.

While the record probably won’t be great, there is at least some intrigue surrounding the team. That’s because things are at least different.

Promising players such as second baseman Yoan Moncada, along with hard-throwing pitchers Michael Kopech, Lucas Giolito and Reynaldo Lopez are in the pipeline thanks to the big trades.

Butler: Despite wins, team needs Wade

Dwyane Wade goes out with a dislocation in his right elbow nine games ago, and the Bulls take off. Not just the 6-3 record in Wade’s absence, either.

The numbers all across the board scream, “Who needs D-Wade?’’

Well, Butler does.

“Playoff time is different,’’ Butler said, when asked about the idea of the Bulls functioning better with their veteran 35-year-old sidelined.

What Butler would admit is that Wade definitely changes the offensive dynamic on the floor in regular-season games.

“I wouldn’t say [we’re better without him],’’ Butler said. “I would say that we get to space the floor a little bit more. It’s one … and it’s not a bad thing, but it’s one half of the isolation piece, because I do it and whenever he and I both do it the ball does stop, but he gets a lot of baskets doing that, so we’ll take that.’’

Here’s what life without Wade has looked like for the team: Before Wade went out, the Bulls offense was averaging 102.4 points a game, and in the nine games without him they’ve averaged 108.5.

Butler’s season average was 23.9 points, 5.5 assists and 6.2 rebounds a game, but without Wade in this nine-

Then there’s Rajon Rondo, who now has the ball in his hands more often without Wade on the court.

Rondo was averaging 7.8 points, 6.7 assists and 5.1 rebounds for the season, and in the nine games without Wade he was averaging 11.5 points, 8.4 assists and 6.1 rebounds.

“A different kind of basketball is coming,’’ Butler said with a laugh, pointing out that regular-season numbers mean nothing when playoff bas-

ketball is around the corner.

As Butler explained, the game slows down in the postseason. Because two teams are facing each other in a best-of-seven series, they learn each other’s weaknesses and how to exploit them. One All-Star isolation player on the floor is good in the playoffs, but two? Better.

That’s what a Wade return will mean.

“Oh, I’m taking that,’’ Butler said of Wade possibly returning for postseason basketball. “I’ll get a lot of

spot-up jump shots with him on the floor running that action. If everybody is doing their job, taking that shot from the perimeter when they’re open, we’ll take that. Gladly.

“Because late in the games, especially playoff games, everybody isn’t going to be able to key on me and double me. Not when there’s another guy that can go get a bucket.’’

Coach Fred Hoiberg shared a similar opinion.

“I don’t think that’s the case,’’ Hoiberg said, when asked if he felt the team worked better Wade-less.

“Dwyane, especially when we get into fourth quarters, if we get a little bit stagnant he’s the guy that we can give the ball to and good things happen.

“I’m proud of the guys for stepping up, especially our young guys when they’ve gotten this great opportunity to play.’’

Then there’s what numbers can’t measure.

Butler was quick to point that out.

While the front office felt it was a bad look for Wade and Butler to publicly call out the team mid-season, Butler not only talked about Wade’s leadership ability come the playoffs, but also the fact that what was said back then was pretty much spot on.

“Yeah, I don’t regret anything,’’ Butler said. “We look back on it, we don’t talk about it, but everybody is playing their role, everybody is doing what they’re supposed to do. That’s all you can ask.’’

Quenneville still tinkers with lineup heading into playoffs

mlazerus@suntimes.com Despite his tinkering tendencies, Joel Quenneville would much rather take a hands-off approach to his postseason lineup.

In his ideal world, he would find the right 12 forwards and the right six defensemen, and their play would force him to leave them alone. No mid-game line juggling. No shuttling players in and out of the lineup on a game-togame basis.

That, of course, rarely happens.

Even during the Blackhawks’ three Stanley Cup runs, Quenneville has constantly moved things around. Just a few of the many examples include moving Dustin Byfuglien from forward to defense to forward again in 2010, putting Bryan Bickell on the top line in

2013, and scratching Antoine Vermette in the conference final in 2015.

This spring’s lineup seems pretty well established, with 10 forwards and six defensemen locked in. The top three lines (assuming Artem Anisimov indeed returns for the postseason, as expected) and all three pairings are well established.

But there’s still a fierce competition for the final two spots in the lineup, as six players – Andrew Desjardins, John Hayden, Vinnie Hinostroza, Tomas Jurco, Dennis Rasmussen and Jordin Tootoo – are fighting for the two wing spots on the fourth line. And they have three regular-season games left in which to audition.

“We’re wide open as far as guys pushing and looking to take advantage of it here,” Quenneville said. “Nothing’s set in stone.”

Of those six players, each has his strengths and weaknesses.

Hayden has been impressive in his 10 games, giving the Hawks a big, physical body with some offensive punch.

Desjardins and Rasmussen are versatile defenders who can take faceoffs, and can take some of the penalty-killing burden off Jonathan Toews, Marian Hossa and Anisimov. Desjardins also has Stanley Cup-winning experience.

Tootoo brings gritty play and leadership, although his enforcer skills rarely come in to play in the playoffs, when fighting all but disappears. Jurco and Hinostroza are more offensive-minded, with speed and skill to burn.

Quenneville has been very high on Hayden since he came to the Hawks from Yale, and the rookie seems to have a leg up on the competition. He set up Tootoo’s goal Sunday against Bos-

ton with hard work along the boards and a nice centering feed from behind the net.

In his first handful of games, Hayden also proved he could hang with Jonathan Toews and Richard Panik on the top line, should the need arise.

“He’s been fine no matter where he’s played,” Quenneville said .”He gives us a little physicality, play along the walls, size, net presence. That’s how he has to play no matter who he’s playing with.”

Hayden’s confidence is growing with each game.

“It’s definitely nice getting a few games under my belt,” he said. “My linemates and the rest of the players have done a good job of helping me adjust to the pro game, and I think as I play a few more games here, I’ll get more confident.”

Blaney’s strong start should earn him attention CHARLOTTE, N.C. – It’s time to pay attention to Ryan Blaney, the second-year NASCAR driver who is as close to a throwback as fans are going to get from this current crop of talent.

He’s a second-generation Cup driver, North Carolina raised, and prefers Bill Elliott T-shirts and Talladega 500 hats to anything hip and trendy.

More important, Blaney is pretty good behind the wheel of a race car and has proven through the first six races of this season that he won’t bow down to the stars of the sport. His 25thplace finish Sunday at Martinsville Speedway tells next to nothing about his race, where he ran in the top 10 for a large portion of the day and scored points in the first two stages.

But he also mixed it up on the track with seven-time champion Jimmie Johnson, and had yet another run-in with Dale Earnhardt Jr. It was the second time in three weeks the two tangled on the track, and Earnhardt hit decline on his cellphone when Blaney called to discuss the incident after Sunday’s race.

“Too soon ol boy,” Earnhardt wrote on Twitter .

IN THE PITS Jenna Fryer hardt owns, and he landed in the doghouse when he used an expletive on his team radio about NASCAR’s most popular driver. He atoned for it by giving Earnhardt’s wife flowers the next week, and vowing to bring the beer the next time Blaney hangs out with Earnhardt.

Earnhardt chuckled Sunday when the two had contact yet again.

Johnson found nothing funny about how hard Blaney raced him, and grumbled on his radio about the 23-year-old.

But Blaney, at least on his team radio, doesn’t back down and is adamant he can hold his own on the track. His results this year have gotten him noticed – he was second in the Daytona 500, seventh at Las Vegas and ninth at California – and he currently sits seventh in the point standings.

Blaney is theoretically a Team Penske driver, although he’s farmed out to The Wood Brothers and drives the

iconic No. 21 Ford. The relationship has returned that car to prominence, and has Blaney closing in on his first career Cup victory. If looking for a new favorite driver, Blaney is the one to back before it becomes the cool thing to do.

JIMMIE JOHNSON

He’s off to the worst start of his storied career. He’s yet to score a topfive finish this year, and the reigning NASCAR champion has never before gone four races into the season without cracking that mark. He finished 15th Sunday at Martinsville, where he should have been among the contenders. A nine-time winner at the Virginia track, his victory there last fall was the springboard to his record-tying seventh title.

There was tension on his team radio, too, as he bickered with crew chief Chad Knaus midway through the race. Johnson was angry with Blaney and Kyle Larson, and racing harder than Knaus would have liked.

So Knaus told him to take care of his car, to which Johnson complained he received mixed messages and thought he’d been encouraged to “handle

(Blaney) on the track.”

It’s far too early to panic about Johnson’s slow start, and important to remember that Hendrick Motorsports was off much of last year until gains were made that propelled Johnson to the title. But, it’s interesting that his seventh title has created somewhat of a hangover effect at the start of this year.

RICKY STENHOUSE JR.

He brazenly moved Kyle Busch out of his way Sunday at Martinsville to stay on the lead lap, and it led to his first career top-10 finish at the track.

That’s almost a win for Stenhouse, who was also fourth earlier this month at Phoenix.

Although he’s only 20th in the standings, Stenhouse has a pair of top-10 finishes to open the season and he only had a grand total of six of them last year. It comes as Roush Fenway Racing has retracted to two Cup cars, and Stenhouse desperately needs strong finishes to help the struggling team attract new sponsorship.

Anti-inflammatory medications such as aspirin and ibuprofen will help alleviate swelling and pain. If necessary, more powerful anti-inflammatories are available by prescription. Ice compresses applied for 15 to 20 minutes every four to six hours, for three to five days, also can be quite effective in managing the swelling and pain.

Less frequently, it becomes necessary to drain the excess fluid from the bursa with a needle and syringe, a procedure known as aspiration. If we suspect infection rather than injury plays a role, we will send the fluid out for analysis.

In many cases, bursitis will resolve itself over the course of a few weeks or, perhaps, months. In some instances, though, the pain may be persistent. When patients don’t get relief from rest, icing and anti-inflammatories, the next step can be a cortisone injection into the site. Cortisone usually provides speedy relief from pain and can be targeted to a specific location.

We have found that gradually adding a gentle stretching program and some easy strengthening exercises can aid recovery.

An elbow band, which reduces the pressure of the muscles in the forearm, can help with pain. Your family doctor will be able to help you with all of these.

Dear Doctor: I played a pretty rough game of tennis a few weeks ago and developed an ache in my right elbow that turned out to be bursitis. What can I do to ease the pain?

Dear Reader: Our skeletons are marvels of mechanical engineering. They create a scaffold for our muscles, skin and circulatory system, shelter our inner organs, and provide the leverage that makes it possible for us to move about. Wherever our bones meet, particularly in our joints, tiny fluid-filled sacs known as bursa act as cushions. They allow bones and connective tissue to glide easily over one another with minimal friction.

When injury, repetitive movement or sustained pressure causes one or more bursa to become inflamed, the resulting pain and tenderness are characteristic of a condition known as bursitis.

Age can play a role in bursitis, as can rheumatoid arthritis. The pain arises when an injured bursa fills with excess fluid and then presses against surrounding tissues and nerves.

The most common locations for bursitis are the hip, knee, shoulder and, as you have discovered, the elbow. The condition is diagnosed via a physical examination of the area, and tests such as an X-ray or an MRI. When a physician suspects infection may play a role in bursitis, she or he will take some fluid from the affected area for testing.

Since we’re not sure what treatment you already may have received, we’ll run down our approach with our patients. We begin by addressing the underlying cause, which is inflammation. Rest is important. Bursitis can be brought on by a specific activity, such as tennis for bursitis in the elbow, or throwing a ball or lifting a toddler for bursitis in the shoulder. We recommend that our

Admittedly, bidding like that helps the opponents find the best opening lead, but here it does not matter. Even after two rounds of hearts, making dummy ruff with the spade eight, declarer cashes the spade king and queen, crosses to his hand with, say, a diamond, draws East’s last two trumps and claims.

With slam interest, the king in partner’s side suit will usually be as good as the ace.
