When Goldielocks cuts her hair POLL

For three years, I have not had the courage to get Hannah Jo’s hair trimmed let alone cut.

I think half of it is because it is a milestone.

Once she gets her hair trimmed she will be considered a “big girl.” The other half of it is that I didn’t find it imperative to cut her hair.

Surprisingly, it grew in very evenly.

With spring break upon us and refreshing the home and ourselves underway, I thought I would get my hair touched up, so why not get Hannah Jo her first trim as well.

Jill the stylist, a dear friend of mine, does my hair so I knew it would be doubly sentimental for her to trim Hannah Jo’s hair for the first time.

After my hair was finished, Jill confirmed that Hannah Jo’s hair was very healthy. She suggested giving her a dusting. A dusting is even lighter than a trim. I trusted her judgment and was actually quite relieved that she didn’t need even a trim.

I hyped up the event and Hannah Jo was excited. Jill was very good at keeping Hannah Jo still. I was eager to pick up the first locks of hair for a keepsake. As I looked at the ground there was hardly even a pinch to grab. I guess a dusting is truly just that. A little disappointed that I didn’t have any of her golden locks to keep, I was thrilled that the event went smoothly.

The day after her dusting, I was putting away laundry, Hannah Jo was coloring in her bedroom, and all of a sudden it got quiet.

I knew something was happening. I rushed into Hannah Jo’s room and was horrified to see kid scissors in her hand. OMG the kid cut something but what.

As I ran closer I saw a chunk of her goldie locks on her table. I was furious but she looked so happy. Looking at the small damage she inflicted on herself I calmed down a little bit.

It wasn’t that noticeable.

As I took the scissors away, Hannah Jo said “Look mama, now you have some hair to keep.”

I started to laugh and cry all at the same time.

Empty jails hope to cash in on illegal immigration crackdown

DALLAS – Several Texas counties that are struggling with debt because their jails have few or no prisoners hope to refill those cellblocks with a different kind of inmate: immigrants who have entered the country illegally.

The debt dates back to the 1990s and the first decade of the 2000s, when some rural counties were losing employment prospects and population. To bring jobs and money, they built correctional centers with hundreds and sometimes more than a thousand beds that could be used to house inmates from other counties as well as prisoners for the state and federal governments.

In some cases, the strategy worked, at least for a while. But a decline in crime and an increase in alternative sentencing reduced the Texas prisoner population and created a glut of jail space.

Now the debts, utility bills and maintenance

are becoming so burdensome that counties are confronting a difficult choice. They can seek a federal contract to house some of the immigrants expected to be detained in President Donald Trump’s immigration crackdown. Or they can sell the vacant detention centers to private prison companies that aim to do the same.

Jails and private prisons across the country are weighing their options after the Department of Homeland Security announced in January that it was shopping for more jail space as part of its efforts to secure the border.

In some places, the situation is the reverse of Texas, with public prisons full and states paying for extra beds. A private prison operator that had been housing 250 inmates for Vermont recently dropped the state as a client because the federal government will probably offer more for the same space.

Jack McCullough case highlighted at NIU Law Review symposium

dzimmerman@shawmedia.com DeKALB – Presented as an example of how wrongful convictions affect society, the case of Jack McCullough, who was exonerated of the 1957 murder of Maria Ridulph last year, was examined during the Northern Illinois University Law Review’s annual symposium.

Former DeKalb County State’s Attorney Richard Schmack – who was the prosecutor for McCullough’s petition for post-conviction relief and sought to overturn his life sentence after evidence previously excluded at trial gave him an alibi – was the featured speaker of the 26th annual event, titled “Making Murderers: Legal Implications of Wrongful Convictions and the Death Penalty.”

In his presentation, Schmack included a statement from Associate Judge William Brady, who dismissed McCullough’s murder charge. “[State’s attorneys] are in the center of everything,” Brady said April 15, 2016. “They have a requirement to prosecute those who they believe sufficient evidence exists to convict.

They have the responsibility to not prosecute where there is insufficient evidence even though they may feel the person is guilty of the offense.

They have the responsibility to dismiss those cases where they believe the person is innocent.”

FBI investigators’ reports of Ridulph’s kidnapping in December 1957 gave a detailed timeline leading up to her disappearance and cleared McCullough, who was reported to have been in Rockford at the time.

However, McCullough was investigated in 2008 and ultimately convicted of Ridulph’s murder after a statement from his mother claimed that he was responsible.

Schmack said that the FBI’s reports clearing him as a suspect were inadmissible under Illinois law since they were considered police reports. An appellate court eventually determined that McCullough’s

“It’s not because police reports are unreliable, but they can’t be used in a criminal case,” Schmack said.

Additional speakers at the symposium commented on what they felt are various flaws of the justice system, such as the use of the death penalty as a means to coerce a confession.

“The death penalty is consistently used as leverage, most of the time as a bargaining chip, even in cases where there are no enhancing fac-

tors that make it a death penalty case,” said Anette Sikka, assistant professor of legal studies at the University of Illinois at Springfield.

“Depending on the region you’re in, it will be put on the table to force someone’s hand and you can imagine what kind of pressure that puts on a defendant.”

John Hanlon, executive director of the Illinois Innocence Project, a group that seeks justice for people it feels are wrongfully convicted, said that from 1994 to 2003, 16 men were released from Illinois’ death row because of actual innocence.

He added that other causes of wrongful convictions include eyewitness misidentifications, false confessions, unreliable forensic evidence, government misconduct, incentivized testimony, ineffective defense, perjury and reasonable doubt.

“All of these things are part and parcel to the justice system, and you don’t get to say later that you want a new trial and want to challenge the system,” Sikka said. “The system isn’t really designed to address errors, and it’s so hard to convince anyone that a mistake may have been made.”

What can the city government do to reduce crime?

We have seen a higher incidence of criminal activity. This is true in college communities throughout the state. The police chief has convened a summit of chiefs from such communities across the state. The intent is to build a coalition of law enforcement agencies to share tactics in fighting crime.

Co-policing with other agencies – state police, county and neighboring communities is helping us combat crime. A collective effort with agencies, neighbors and judicial system (judges and States’ Attorney) is required.

I support taking effective measures toward response and prevention – hot-spot policing, placing patrols where crime is likely to occur.

We work to create awareness in the community, telling the facts and executing collective response to the criminal behaviors.

I support the police chief’s 20-20 plan, phase two.

Working together with law enforcement agencies, neighborhood groups, our Faith Community and NIU, we can tackle the root causes and stem the tide of lawlessness and violence. We must let those who want to cause trouble that such behavior is not welcome here.

Work with other entities in the county and region to explore how all can work together.

Encourage continued outreach to citizens and proactive policing strategies. Encourage and support neighborhood watch programs.

Talk to state and federal officials and officials in other college communities which may have similar challenges and tailor what has worked for them to meet our needs.

We have the ability to use technology to help the Police. Many businesses use cameras in their businesses. If we can work with these businesses so that the police can also see what their cameras see, it extends the ability of the Police to make the best use of the officers on the street. Additionally, using (trained) citizen policing to take over some of the duties that officers now do like traffic control and booking. We should be on the lookout for grants that can be awarded to reduce crime - the citizen volunteers can help with this as well. Other ideas include: Many cities have a voluntary gun take back program. This is one way to get some of the guns off of the streets.

Another way to reduce crime is to work with the school district and the YMCA so that kids have more after school programs. Cities where they have good after school programs have less juvenile crime.

The city government sometimes is criticized as not being “business friendly.” Is this fair? What changes can be made, if any?

This community is attractive to business.

Accomplishments of growth prove success in growing, expanding business in the City of DeKalb.

Compliments of help provided by the city’s Community Development staff come from many of those investors. Locally approved codes provide the framework and define clear, consistent expectations.

Successful projects have been delivered, resulting in the addition of revenues to the City.

Recent expansion of business by 3M and Target have secured commitments from those Fortune 500 companies to this community.

These expanded operations add/retain jobs for our skilled workforce.

Recent new business projects, completed with assistance from Community Development efforts by the City – i.e. planning, permitting and inspections, include: Sonic, Casey’s (new and expansion), Common Grounds, Book World, Oak Crest Retirement Center – The Oaks, Puri Development (Aspen Dental and ATI Physical Therapy), Subway and Marco’s Pizza, Popeye’s Louisiana Kitchen, Chipotle Mexican Grill, Fargo Skateboarding, Community Christian Church, Burger King, Rosati’s, Wendy’s, Manning Ford Renovation, the House, Culvers, Fatty’s, Los Rancheros and Muslim Mosque.

The City constantly debriefs projects and seeks to improve the process. Positive business climate is important to maintain an open and clearly defined process – with no surprises.

In some instances, this criticism may be “fair,” but overall the city must instill in all departments the importance of working congenially with our citizens. Let’s use some common sense!

Business friendly doesn’t mean that a municipality eliminates all regulations and allows business to operate in an unsafe environment. A well run City has high standards and having high standards attracts good businesses since a viable business wants to be affiliated with a City that takes pride in how it operates, how it looks, how it enforces codes, and how it interacts with new and existing businesses.

Both Staff and Council/Mayor need to get out of City Hall and reach out to the business community to visit, to observe, to ask questions, to gather input, and to make connections. Taking the time to share this input on a regular basis would elevate everyone’s understanding of the challenges business faces. This would positively impact how the City deals with business when enforcing the various codes and when passing laws.

When there are complaints about not being business friendly these should be investigated to see if something can be done better.

It is important to make sure that when businesses that come to DeKalb, that the entire process of building permits, code inspections are a smooth, quick process and that the municipal code encourages both existing and new businesses without undue burden.

The City’s website can be used to facilitate a speedy process by listing procedures, requirements, and contact information.

Marie enjoyed 67 years of marriage with her husband, Clarence, until he passed three years before her at age 91.

DeKALB – Northern Illinois University graduate student Karli Johnson will kick off Sexual Assault Awareness Month on Monday with an interactive presentation titled “Asking For It.” The presentation is free and open to the public and will be from 6 to 8 p.m.

Monday in NIU’s Holmes Student Center, 340 Carroll Ave. in DeKalb.

Topics covered will include sexual assault, sexual harassment, bullying and consent.

Johnson attended NIU from 2007 to 2011 and returned in 2016 to pursue a master’s degree in education and women’s and gender studies.

Johnson is a survivor of dating violence, stalking and rape during her undergraduate years and is now a nationwide speaker and educator on those issues. Her public speaking career has included a TEDx Talk at NIU titled “I

Pooped My Pants.”

She said the event will include sharing her story and taking questions from audience members as well as a game of “Safe Sex Bingo” with funny, sex-related prizes.

Johnson said she is open about her experiences so students will feel comfortable asking questions about topics that are often stigmatized.

“I’ve gotten asked things like, ‘Can you find love after [an assault]?’ or ‘What happened to the person who did this to you?’ ” Johnson said the title “Asking For It” for Monday’s event is meant to inspire humor about a serious topic and will lead into conversation and skill-building activities on asking for consent.

“The biggest thing I get asked is why do I speak about this,” Johnson said. “I just think, ‘Why wasn’t I taught this?’ I didn’t have anything like this in high school.”

Baker was responding to complaints raised from a December email where he took responsibility for “limited compliance violations” in employment and consulting decisions in his first two years.

The Faculty Senate held off on a vote of no confidence, which would acknowledge the group’s lack of support

The council is scheduled to meet at 7 p.m. Monday in the Council Chambers of the Sycamore Center, 308 W. State St. Total expenses projected in the

budget for the fiscal year that begins May 1 are $51,892,093.

Expenses from the general fund are estimated at $16,387,091, while incoming revenue into that fund is expected to be slightly higher at $16,387,375.

These totals reflect police and fire pension contributions passing through the general fund, according to Monday’s agenda.

Will mayor pay price for backing Trump?

BOLINGBROOK – In Roger Claar’s 31 years as mayor, Bolingbrook has grown from a sleepy town surrounded by farm fields to a diverse Chicago suburb nearly twice as large, with its own airport and an IKEA. And every four years, Claar has easily won re-election, facing little if any opposition.

But then the mayor invited Donald Trump to town, hosting a September fundraiser for the future president at a city-owned golf club.

Now the 71-year-old, who was a Trump delegate to last summer’s Republican National Convention, faces the fight of his career Tuesday against a union organizer and county board member who was a Bernie Sanders delegate at the Democratic National Convention.

The race has captured attention well beyond the town of 75,000, as a segment of the electorate angry over the outcome of the presidential election pushes back and Democrats look to capitalize on that energy.

Claar’s rival, Jackie Traynere, is getting fundraising and other support from U.S. Sen. Dick Durbin, other top Democrats and groups such as Our Revolution, an offshoot of Sanders’ campaign formed to carry on his progressive “movement.”

CHICAGO – Illinois’ medical marijuana companies, operating in an industry abounding with rules, now have one less regulation they have to follow.

The Chicago Tribune reported that a federal judge ruled last week that a provision preventing cannabis companies from making campaign contributions in Illinois wasn’t constitutional. The ruling was in response to a 2015 lawsuit filed by two Libertarian Party candidates who sought contributions from the medical marijuana industry.

Claar calls the situation “a bunch of B.S.” and said Democrats “are trying to take over Bolingbrook.”

“They want to take out a Trump mayor,” said Claar, who is backed by a super PAC led by Ron Gidwitz, a top GOP donor who served as Trump’s Illinois campaign chairman. “It’s payback. That’s all it is.”

Claar also said personal politics are no reason to cast a ballot for or against someone in a mayoral race.

“There’s no such thing as a Republican or Democratic pothole,” he said in a campaign video posted on Facebook.

Traynere said the mayor could have avoided the challenge if he had listened to his constituents. The town that has a large immigrant and minority population is home to two mosques and backed Hillary Clinton for president with more than 60 percent of the vote.

Lincoln presidential library made separate agency

SPRINGFIELD – Gov. Bruce Rauner has signed an executive order making the Abraham Lincoln Presidential Library and Museum a separate state agency.

The Friday order means that the Springfield museum will no longer fall under the Illinois Historic Preservation Agency. The agency’s remaining functions will be assigned to the Illinois Department of Natural Resources.

University Park trustees call for resignation of mayor

UNIVERSITY PARK – The village board of a Chicago suburb is calling for the mayor to resign because of alleged financial impropriety.

Members of the University Park Board of Trustees said a federal investigation has been launched into the finances of the town of about 7,000. Trustee Joseph Roudez said village funds have gone missing, and the board blames Mayor Vivian Covington.

Covington said Thursday she has done nothing wrong with village finances. She said they were a mess when she was elected in 2011. And she noted the board blocked her attempts to fix the problem by cutting spending.

More than 1,000 people signed a petition that was delivered to Claar asking him not to hold the fundraiser, she said, noting Trump made derogatory statements during the campaign about Mexican immigrants, Muslims and women.

But Claar went ahead with the event, which featured Trump and one of his top campaign surrogates, former New York Mayor Rudy Giuliani.

Tickets ranged from $1,000 to $250,000, and Claar said it raised “millions” for Trump’s campaign.

As a group of about 150 protesters – Traynere among them – gathered across the street from the fundraiser they hatched a plan to run a serious candidate against Claar come April.

Traynere was later drafted for the job.

“The mayor’s inviting Trump here opened a door that wouldn’t have been opened otherwise,” she said. “He should have never done it.”

In her talks with voters, Traynere said she’s heard from Muslims fearful their children will be attacked and teachers who had children of immigrants crying in their classrooms because they were afraid their parents would be deported because Trump is in office. Knowing their mayor supported Trump has been a huge mobilizer.

“This is the person our mayor supported for president – somebody our community is afraid of,” Traynere said. “He sent a real clear message. He said: ‘Screw you.’ ”

The board is accusing Covington of raiding the tax increment financing fund by setting up phony wire transfers. They also said she awarded village contracts to family and friends without board approval and refused to comply with an audit of village finances.

Brian Oldfield, brash shot put star, dies at 71

Brian Oldfield, the brash, bearish shot put star who helped popularize the spin technique, has died. He was 71.

He died Sunday in his hometown of Elgin, USA Track and Field said on its website.

Oldfield was the first to throw the shot put more than 72 feet, and he kept building on that mark. He also was the first to reach 73, 74 and 75 feet. His 75-foot throw in 1975 still ranks fourth in the world. He finished sixth in the shot put in the 1972 Olympics.

But when it comes to Donald Trump’s relationship with his spy agencies, that’s par for the course.

Since taking office, Trump has challenged the integrity of intelligence officials, moved to exert more control over U.S. spying agencies and accused his predecessor of using government spycraft to monitor his presidential campaign.

This week, Trump’s White House is facing allegations that it funneled secret intelligence reports to a top Republican investigating his campaign’s possible ties to Russian officials as well as Moscow’s interference in the 2016 election.

The approach appears to be based, at least in part, on the White House’s anxiety over the Russia investigations, which threaten to seriously weaken his presidency.

It also reflects a deep distrust of the intelligence community among his political advisers, including government newcomers who have never dealt with classified information or covert programs.

“It reveals a chasm of ignorance about how stuff is done,” said Michael Hayden, the former head of the CIA and National Security Agency.

Trump, with the backing of political advisers Steve Bannon and Jared Kushner, initially sought to put Wall Street billionaire Stephen Feinberg in charge of a review of the intelligence agencies. An early iteration of the review explored eliminating the Office of the Director of National Intelligence, the umbrella agency created af-

Officials said they viewed the agency as an unnecessary and bloated bureaucracy that can manipulate or distort information.

But the review was recalibrated after Dan Coats – who was confirmed earlier this month as Trump’s intelligence director – vigorously complained about being undermined in the midst of his confirmation hearings, according to U.S. officials.

Coats now is leading the review, although it does not include potentially scrapping the office he now runs, according to the officials.

“This is going to be more on the ‘trim and optimize’ as opposed to ‘dismantle,’” said L. Roger Mason, Jr., an executive with the nonprofit Noblis and a member of the Trump transition team that focused on the national intelligence directorate.

Trump’s White House has looked for other ways to seize the reins.

Officials have expressed an interest in having more raw intelligence sent to the president for his daily brief-

ings instead of an analysis of information compiled by the agencies, according to current and former U.S. officials. The change would have given his White House advisers more control about the assessments given to him and sidelined some of the conclusions made by intelligence professionals.

One official said the focus on accessing more raw intelligence appeared to be more of a priority under the short tenure of Michael Flynn, who was ousted as national security adviser after less than one month on the job.

He was replaced by H.R. McMaster, an Army lieutenant general who was expected to exert more control over the NSC but has found himself struggling to overcome skepticism among Flynn holdovers who have the ear of Bannon.

Earlier this month, CIA leaders raised concerns with McMaster about an intelligence director on his staff.

McMaster moved to replace him, but the staffer, Ezra Cohen-Watnick, appealed to Bannon and Kushner, who got Trump to intervene to save his job.

Test of possible Zika vaccine underway

WASHINGTON – U.S. health officials have begun enrolling volunteers for critical next-stage testing of an experimental vaccine to protect against Zika, the mosquito-borne virus that can cause devastating birth defects in pregnant women.

The first volunteer was vaccinated Wednesday at Baylor College of Medicine in Houston, as the National Institutes of Health gears up for a two-part study that aims to enroll at least 2,400 people in Texas, Florida, Puerto Rico and five at-risk countries: Brazil, Mexico, Panama, Costa Rica and Peru.

Zika has caused an epidemic of birth defects – including babies with abnormally small heads and brains – in parts of Latin America and the Caribbean, and continues to spread to a creeping list of other countries.

For the U.S. the risk has largely been to travelers, although mosquitoes spread the virus in parts of southern Florida and Texas last year, where health officials remain on guard.

But while Zika largely disappeared from the headlines over the winter, mosquito season is fast approaching – and the risk persists internationally.

“It is imperative that public health research continue to work to contain the spread of the virus,” Dr. Anthony Fauci, director of NIH’s National Institute of Allergy and Infectious Diseases, said Friday in announcing the $100 million study.

First-stage safety testing of a so-

called DNA vaccine against Zika signaled no side-effect concerns, Fauci said – allowing the NIH-created shots to progress to the next stage of testing that will help tell if they really work.

It’s a two-part study. First, researchers will evaluate 90 healthy adults given different doses to determine the best one. Those volunteers will be tested at Baylor, the University of Miami and University of Puerto Rico.

Once the correct dose is found, the larger part of the study could begin as early as June at those sites and additional ones in the at-risk countries – giving 2,400 volunteers either the experimental vaccine or dummy shots.

Pregnant women can’t receive the experimental shots but women of child-bearing age can enroll. All the volunteers will be tracked for nearly two years to see if the vaccine really protects against Zika infection.

This is a totally new kind of vaccine. Traditionally, vaccines are made using a dead or weakened virus to train the body’s immune system to recognize and fight that infection.

In contrast, the DNA vaccine works through trickery: It’s made with a circular piece of DNA carrying genes from the Zika virus that, once in the body, make particles that resemble Zika enough to alert the immune system but cannot cause infection.

The NIH also is testing the safety of more traditional Zika vaccine candidates, but the easier-to-make DNA vaccine was the first ready to advance to this second stage of human testing.

Constitutional prescription For those in the medical marijuana business in Illinois, you’ll soon be free to make political contributions. Until last Friday, that wasn’t the case.

U.S. Judge John Z. Lee in Chicago declared unconstitutional an Illinois law that banned marijuana facilities from making political contributions and candidates from accepting such contributions.

As have other legislative attempts to fetter campaign contributions, the law violated the donors’ and the candidates’ First Amendment rights to free speech and association.

In 2015, Libertarian candidates Claire Ball of Addison and Scott Schluter of Marion filed a lawsuit in U.S. District Court to have the law overturned. Ball, then a candidate for state comptroller, and Schluter, a House candidate, told the court that they support medical marijuana and wanted financial support from licensed dispensaries and cultivators. They argued that barring anyone in the legal marijuana business from making themselves heard in an election campaign violates their right to speak freely on public issues. As we have stated before, spending money to be heard in a public debate constitutes speech. Lawmakers, who have in the past used campaign finance laws to handcuff competitors and shield themselves from unsavory issues, run afoul of the Constitution whenever the effect of legislation is to broadly limit speech.

Rightly so, political speech enjoys the most robust protection.

If a law on political contributions is to pass constitutional muster, it must be carefully tailored to promote a compelling government interest and use the least restrictive means possible to achieve that goal. In the case of Illinois, the state attorney general’s office contended that the law was written to prevent corruption or the appearance of corruption.

With a limited number of licenses for dispensaries and cultivation centers, the state argued, political contributions could be used to gain political favor to win or keep a permit. Further, as a new industry, medical marijuana needs to be protected from actual or perceived corruption. To support their claims, the state’s attorneys pointed to the state’s long history of corruption.

Lee rejected those arguments. In terms of political and advocacy speech, medical marijuana is no different than any other business that requires state licensing.

“Defendants have offered no justification for imposing an outright ban on contributions from medical cannabis cultivation centers and dispensaries when more moderate measures, such as dollar limits on contributions, are available,” Lee ruled.

This is a classic case of viewpoint discrimination, and the federal court has wisely struck down a clearly unconstitutional state law.

It’s certainly no way to win a war Until now, there has been a stark contrast between the tactics of the U.S.-backed military campaign to recapture Mosul, Iraq, from the Islamic State and those of Russian and Syrian government forces attacking rebels in neighboring Syria. The latter has featured deliberate bombing of civilian targets, including hospitals, food stores and aid convoys, at the cost of thousands of lives.

In Mosul, meanwhile, Iraqi counterterrorism forces have sustained heavy casualties in street fighting while limiting the use of artillery and airstrikes to avoid civilian deaths, winning praise from humanitarian groups.

A U.S. airstrike that may have killed scores or even hundreds of people March 17 in Mosul may now tarnish that record. Iraqi civil defense officials are saying the attack targeted a building in Mosul’s al-Jadida neighborhood where many people were crowded in a basement; the remains of more than 100 had been recovered by Sunday. Last Saturday, the Pentagon confirmed that the coalition had targeted Islamic State fighters “at the location corresponding to the allegations of civilian casualties” and said a formal inquiry was underway.

Confusion still surrounds the

incident: Iraqi military authorities are saying the casualties were caused by booby traps the Islamic State had planted in the house, or by a suicide car bomb that detonated nearby. There’s no question that the jihadists are using civilians as shields, forcing them to stay in homes that are used as firing positions. It is nevertheless vital that U.S. authorities determine as quickly as possible whether an American or coalition bomb caused the civilian deaths, and, if so, accept responsibility.

It’s equally important that U.S. and Iraqi forces minimize further civilian casualties as they reclaim the remaining, densely populated areas of Mosul still held by the Islamic State. Once the fight is over, the Shiite-led Iraqi government will face the stiff political challenge of stabilizing a multiethnic city that includes hundreds of thousands of Sunnis; that will be all the more difficult if the pro-government forces have inflicted heavy casualties.

U.S. commanders appear to understand the stakes. Gen. Joseph Votel, leader of U.S. Central Command,issued a statement saying “the death of innocent civilians in Mosul is a terrible tragedy” and that the coalition “will continue to take extraordinary measures

to avoid harming civilians.”

U.S. spokesmen said the rules of engagement governing airstrikes, which are tailored to avoid civilian deaths, have not changed.

Outside observers nevertheless are speculating that the advent of the Trump administration has loosened restraints on U.S. attacks in the Middle East. A controversial Jan. 29 raid in Yemen, approved by President Donald Trump, killed up to a dozen civilians, according to Votel. A U.S. airstrike March 16 in Syria’s Aleppo province is under investigation amid allegations that it killed scores of civilians gathered in a mosque; the Pentagon described the target as an al-Qaeda gathering.

President Barack Obama was frequently criticized, with some reason, for micromanaging military strike decisions and exercising excessive caution. Trump, on the other hand, has talked loosely about heavily bombing Islamic State-held areas and has stepped up direct U.S. involvement in the fighting. Defeating the Islamic State more quickly through the greater use of U.S. force is a worthy goal. But doing so at the cost of higher civilian casualties would be a serious mistake.

Dear Editor: Voters want to be informed about the referendum for public health.

If the referendum is approved, it will add only $9.57 annually, or less than $1 a month, in property taxes for the owner of a $100,000 home.

It will add 11.5 cents an acre of farmland.

It is important to recognize that if the referendum passes, adding $500,000 to the total amount collected, there will still be a net reduction in property taxes of $150,000, since retirement of health facility bonds in 2016 reduced taxes by $650,000. These facts – less than $10 a year, a net reduction in property taxes, as well as the fact that public health saves money by preventing illness and its costs – are important.

Health protection and safety for residents of the county is important.

The historic successes in public health are threatened.

A major success, the infant death rate in Illinois declined by more than 40 percent since 1986, in part because of statewide investment in public health programs for women, infants and children. Grants for these programs have declined, resulting in reduction in staff and services at the DeKalb County Health Department.

Another success, a statewide electronic disease surveillance system, was implemented in the early 2000s to improve the ability of health departments to identify, track and respond to infectious disease outbreaks and bioterrorism threats. However, preventing the spread of infectious diseases requires robust response capabilities that are threatened by reductions in funding and staff.

Once informed, voters tell us they support the referendum.

DeKalb brings back plenty of talent from last year’s team that took third in the DeKalb Sectional, but must find a way to replace Tony Tate (second in long jump in Class 3A) and Izaiah Webb (third in pole vault in Class 3A) – both of whom it lost to graduation.

SYCAMORE – Having three throwers already near state-qualifying marks is a good starting point for the Sycamore boys track and field team.

The Spartans will enter the outdoor season – the first meet scheduled for Monday at home against Sandwich – with plenty of reasons for optimism, coach Pete Piccony said. One of the big ones is the arrival of Connor Weckerly, a senior transfer from Wisconsin who is signed to throw for Ole Miss next season.

“He can just come in and throw,” Piccony said. “I had never seen him much before this season and he comes in and throws 50 feet (in the shot) automatically, you know. He can chuck it pretty far. There’s an almost guaranteed point scorer for you. Every meet you go to, you can put those points in there for you.”

Huskies to play at Florida State in 2018 DAILY CHRONICLE

sports@daily-chronicle.com The Northern Illinois football team reportedly is going to get its chance at payback for its Orange Bowl loss.

The Huskies will play at Florida State during the 2018 season, according to FBSchedules.com. The game will take place Sept. 22 at Doak Campbell Stadium in Tallahassee. The Huskies originally were scheduled to host Idaho on that date, but that game will be bumped to Sept. 9, 2023.

NIU athletic director Sean Frazier said the games are proposed, but that he couldn’t confirm the contest “at this stage of the game.”

“We’re in the middle of looking at a number of different things,” Frazier said. “Our schedules are very fluid.

Nothing except for the year that we’re playing is confirmed. It’s always a moving target because it’s both TV and competitive pieces that we have to put our program in a better light.

“Everything that’s there is proposed.

We’re constantly moving stuff around.”

According to FBSchedules.com, the Huskies will earn a $1.6 million guarantee for the game – citing the contract signed between the two schools. The contest against the Seminoles will be a rematch of the 2013 Orange Bowl, which Florida State won, 31-10.

It’s been the second flashback to that game for Huskies fans this spring. Jordan Lynch, who was the star quarterback for the Huskies that season, was named NIU running back coach this year.

They also are scheduled to play Oct. 27 at BYU. Frazier said that with the way schedules shift, games can be set one year before they’re played – saying that games for the 2018 season can be finalized while the Huskies are playing their

2017 schedule.

“I don’t like it that way,” Frazier said. “I’d like to get them farther out, but in light of the College Football Playoff and some other things, we have to move schedules around. We have to make sure we have a balanced schedule, and we have to make sure we have a schedule that works with our program.

You’ll see teams move stuff around all the time. With the advent of ESPN contracts and CBS Sports, this stuff is fluid.

It’s not like how it was in the old days.”

Florida State, which won the national championship in 2014, finished ranked No. 8 in the nation last year, going 10-3 and topping Michigan, 33-32, in the Orange Bowl.

The Huskies (8-17 overall, 4-0 in Mid-American Conference West) had 14 hits, led by second baseman Samuel Vega, who went 4 for 5 with four runs and a solo homer. First baseman Tommy Hook was 3 for 3 with a run and an

RBI, and designated hitter Jesus Tovar and catcher Jacob Dunham each had two hits.

“We had good at-bats all game and got big hits when we needed them,” NIU coach Mike Kunigonis said.

The Huskies were leading, 4-0, before they blew the game open with six runs in the bottom of the sixth.

Starting pitcher Joe Hawks picked up the win by throwing seven scoreless innings, allowing four hits and striking out five.

The Huskies and Bowling Green (5-

HOUSTON – After the Cubs fell behind, 3-1, in the World Series last fall, first baseman Anthony Rizzo went to work on the clubhouse.

“All ‘Rocky’ stuff,” he told one of his co-conspirators. “We’re just going to go the distance and ingrain that in everyone’s head.”

The music and the movie played before Game 5, and they won. He intensified the pregame show for Game 6, and they won again.

“Every game. It was 5, 6 and 7,” he said, “playing motivational stuff, and each game was a little more animated.”

Animated. By the time the team gathered for Game 7, Rizzo was naked, jumping on things, “animated.”

“The Full Monty was Game 7,” he said.

And what was Kris Bryant – the other half of Bryzzo – doing?

“Focusing,” Rizzo said. “Getting ready for the game. Getting loose at the same time. Not as loose.”

Cabrera batted .296 with 14 homers, 42 doubles and 86 RBIs last season, and while doubling as something of a clubhouse comic, most Sox coaches and players would say he’s the one they want at bat with a game on the line.

CHICAGO – The guy on the other end of the rink probably is going to win the Vezina Trophy as the league’s best goaltender. He entered the game with a goals-against average of 1.97, and hadn’t lost in regulation in over a month, riding a 10-0-2 streak. But Corey Crawford wasn’t worried about outdueling Sergei Bobrovsky. It doesn’t work that way.

“I mean, yeah, I know who’s on the other side, but it’s about playing hard and winning hockey games,” Crawford said Friday night after the Blackhawks’ 3-1 victory over the Columbus Blue Jackets. “For me, it’s playing against their attack. I couldn’t care less who’s on the other side.”

That sums up these past handful of games for the Hawks pretty well. It really doesn’t matter who they’re playing, but how they’re playing. The fact that Friday’s win was their second straight over an Eastern Conference powerhouse and Presidents’ Trophy contender was immaterial.

That their stars played like stars,

Columbus tied it at 17:15 with a power-play goal of its own, Nick Foligno smacking in a feed from Sam Gagner.

But the Hawks responded just 22 seconds later, with Kane threading a pass between two Blue Jackets to Hossa, who made a terrific move to beat Bobrosvky off the rush. It was Hossa’s 26th goal of the season, and his fourth in the past six games since missing two games with an injury.

Bobrovsky and Crawford put on a goaltending clinic in the third, with Crawford stopping all 14 shots he faced to keep it a one-goal game until Panarin’s empty-netter in the final minute.

He took second in the Class 2A Galena Sectional in the 3,200-meter race (10 minutes, 7.41 seconds) before taking 19th at the state meet as a sophomore.

However, Poorten still is dealing with a nagging foot injury he suffered at the end of the cross country season.

“My main concern right now is just getting healthy,” Poorten said.

“We’re looking for a late-season push in either the 2-mile or the 2-mile relay. All I think about now is, ‘Oh, what could I have done at the (cross country) state meet?’ Or, ‘What could I do right now if I wasn’t injured?’

I still think about it, but I try to be smart about it.”

Piccony said senior Connor Farrell and junior Jake Carani both will be major factors for the Spartans in the distance events.

At the Illinois Top Times Championships indoor meet last month, Farrell finished in eighth place in the 3,200 with a time of 9:50.33 – cutting nearly 12 seconds off his previous best time.

Sycamore also is expecting a positive season from senior middle distance runner Evan Jacobs, who took

third in the conference indoor meet in the 800 with a time of 2:03.21.

“He’s running phenomenally right now,” Piccony said. “With the 400 or 800, holy cow, you can put him in there and he has a good chance of winning any meet you put him in, and you can plug him into a 4x400 or 4x800 relay, and all of a sudden he makes that relay pretty good if you put some good pieces around him. He’s sort of a good linchpin to have.”

Piccony said the sprints will be led by senior Chris Pawola, who was battling back from a knee injury during football season, and senior Phillip Maillefer.

In the field events, Piccony said junior Tremaine Thomas broke the 20-foot mark in the long jump during the indoor season and junior John Sullivan placed ninth at the Illinois Top Times Championships in the long jump (40-7¾). Thomas placed 10th at the Top Times meet for the Spartans.

“We’re optimistic. We’re pretty excited about getting outside,” Piccony said. “Indoor is like a nice warmup to get outside. It’s a necessary part of the season, but it’s one of those things we’re gearing up to get outside the entire time. As a coaching staff, we’re pretty happy with this halfway point, so we’re only looking to make pretty big gains here.”

Tips on staying active after 60 Dear Doctor: I’m about to turn 60, and when I spend the afternoon playing with my 7- and 9-year-old grandsons, I’m wiped out. Is there anything that I can do to feel and be more energetic? I want to be an active grandmother and not just sit on the sidelines.

Dear Reader: We’d like to begin by reassuring you – it’s the rare adult who can match the activity level of a young child, who is basically a marvel of perpetual motion. However, your question does address certain realities of older adulthood.

As we age, particularly when we reach our 60s and beyond, certain changes begin to take place in our bodies. We experience a decrease in muscle mass, which results in a loss of both strength and balance. A change to sleep patterns, including less deep sleep and more frequent awakenings during the night, can cause fatigue, a drop in mental sharpness and even lead to depression.

Add in the various other changes that take place in the aging heart and brain, and the result is often a feeling of low energy.

Lifestyle plays a role as well. For many adults, older age or retirement means less daily contact with a variety of people, less decision-making, a lower level of physical activity and even less time spent outdoors.

As you suspected, there are some simple steps you can take to feel better.

• Eating a diet based on lean proteins, healthful fats, a variety of high-fiber fruits and vegetables, and limited added sugars.

• Drink enough water. It’s easy to forget to stay adequately hydrated. (And no, diet and caffeinated beverages don’t count. In fact, they can act as diuretics and result in net fluid loss.)

• No smoking. Not only does smoking tobacco quite dramatically cut down on

• Get enough vitamin D, which is essential to bone health and helps with depression. Spending time in sunlight or taking a supplement are necessary for adequate vitamin D. • Make daily exercise a priority. Walking is an excellent way to get your blood flowing and your muscles moving. It takes no equipment, is low-stress, and can be done with a partner or in a group. Yoga is a great for both the body and the mind.

Weight-bearing exercises are also important to muscle and bone strength, and to stability.

• Avoid constipation. Diet, exercise and adequate water will put you on the path to regularity. If you find you’re still having trouble, the occasional use of a fiber supplement and a stool softener can be helpful.

• Be creative about getting enough sleep. Daytime naps can make a big difference. If napping isn’t in your skill set, simply taking the time to lie down with your eyes closed for five or 10 minutes can leave you refreshed.

Taken as a whole, these changes to your daily routine can help you feel more energetic – and help you to keep up with your grandsons.

DEAR ABBY Once again, I can’t let April Jeanne Fools’ Day Phillips pass without printing a few of the more “interesting” letters that have crossed my desk during the past year: Dear Abby: I own a champion Airedale terrier I have been trying to breed for more than a year. Finding her the right match has proven difficult. But recently, we found a perfect match. Their genetics are superb, and they seem to like each other.

The male’s owner and I took the two dogs on a dog run last month and, except for a bit of mud, it was a perfect afternoon.

There have been other afternoons and evenings.

The problem is the male’s owner. She will will allow her dog to breed mine if she and I also “breed.” She claims it is the only true way to know if our canines are a perfect match.

I’m not a prude, but since my divorce, I haven’t dated much. The woman is attractive, and I’m lonely, but her proposition felt odd to me. And if the breeding is a regular thing, would that be good for the dogs? What should I do? – Overwhelmed In

Bridge players like to find plays that leave an opponent feeling that it is heads I lose, tails you win. How did South do that to West in this deal? South was in three no-trump, and West started with three rounds of hearts.

When West overcalled two hearts, North made a negative double. This promised four spades and some values. South went for the vulnerable game.

South started with six winners: two hearts and four clubs. He needed to establish three more tricks. It looked as though West had the spade and diamond aces, so declarer had to get those extra winners without letting West get in with one ace, dislodge South’s last heart, regain the lead with his other ace and cash the last two hearts. What was the solution?

It was to impale West on the tines of Morton’s fork. At trick four, South led his spade five. How could West have defended? If he took the trick, South would have had three spade winners. So West played low.

Now declarer returned to his hand with a club and led a low diamond.

If West had won with his ace, South would have taken one spade and two diamonds. When West ducked again, South won with dummy’s queen and played a spade to his queen, getting two spades and one diamond. It was heads South won, tails West lost.
