University Village hosts final DeKalb candidate forums

dzimmerman@shawmedia.com DeKALB – With less than a week before Election Day, DeKalb’s School District 428 Board, mayoral and 2nd Ward aldermanic candidates attended one final candidate forum Thursday at University Village Apartments.

A panel of journalists from DeKalb County Online, WNIJ Northern Public Radio and B95 WDKB-FM 94.9 questioned each candidate. Questions from the audience also were fielded.

DeKalb’s four mayoral candidates were asked individually how they would respond to certain criticisms raised by the public.

Mayor John Rey was asked how he would respond to the suggestion that City Manager Anne Marie Gaura and City Attorney Dean Frieders run DeKalb and the City Council.

“I would point to the strategic planning process the council has gone through in setting the 10-year vision for this community and has involved the elaborate collaboration across the community,” Rey said.

Rey added that city staff members are involved in running the day-to-day operations and

the city attorney is very adept in bringing legal expertise to the table in these operations.

Jerry Smith was asked how he felt about voters thinking he was too nice to take on the responsibilities of mayor.

“I’d like anyone to ask the folks I’ve worked with if I know how to say no and can be decisive,” Smith said. “If being a nice guy means you treat people with respect, you try to live your life the right way and you live by the golden rule, then I am guilty, but believe me, I can be decisive.”

As a local business owner, Michael Embrey was asked if he was too busy to be the mayor.

Embrey said he consulted mayors of other Illinois cities that have multiple obligations outside their government duties but still initiated change.

“Benjamin Franklin said, ‘If you want something done, ask a busy man,’ ” Embrey said. “I am busy, but I will get things done.”

DeKalb County neighbors continue to disagree 8 years later

For Shabbona farmette owner Steve Rosene, the windmills near his home are not only a reminder of the divisions among longtime neighbors and friends who disagree over their presence, they also are a huge nuisance.

“The aesthetic stinks; they’re noisy,” he said. “It sounds like Paul Bunyan grounding ice.”

Rosene said he does not have windmills on his property, but there are two close by and more visible from all directions.

“This is not quite what I signed up for when I bought this property 24 years ago,” he said. “If I could wave a magic wand, they’d all be gone.”

In 2009, Florida-based NextEra Energy Resources commissioned a 145-tower wind farm in DeKalb County, installing 133 windmills in Afton, Clinton, Milan and Shabbona townships and 18 in neighboring Lee County. The company gained approval from the DeKalb County Board through a special use permit, as the county does not have a specific ordinance regarding sustainable energy.

Rosene shared his concerns about the proposed wind farm with the Daily Chronicle back in 2009, including that the windmills would be loud, block his view and jeopardize his property value.

His opinions have not changed much over the past eight years.

“I’ve tried to make the best of it because I really have no control,” Rosene said. “I don’t like them at all. I moved here specifically to acquire a place in the country; [the windmills] are an eyesore and obnoxious in general.”

Meanwhile, Randy Thorsen of Waterman has held onto his opinion in favor of the windmills.

For Thorsen, who hosts a windmill on his property, the extra $10,000 a year of income is a way to ensure the farm stays in his family.

NextEra officials estimated in 2009 that $50 million would be paid to landowners over the next 30 years.

Thorsen said the windmills’ presence has not affected his life at all.

“The harder the wind blows, you’ll start to hear them,” he said. “They make a slight whooshing noise, but it’s not like a jet airplane.”

Thorsen said the windmills are quiet compared to other noises out in the country, such as Waterman’s railroad.

“It’s very occasional when you hear noise [from windmills]; 95 percent of the time you don’t hear anything,” he said.

Disagreements over the wind farm have pitted longtime friends and neighbors against one another, the tensions even spilling into church congregations and leading many to resolve not to speak of the issue.

Eight years later, several residents living near windmills declined to comment on their effects, simply because they are sick of the stress the issue has caused their community.

A second public hearing on the wind testing towers is scheduled for Thursday after opponents of the towers overflowed the meeting room in the DeKalb County Administration Building during the first hearing. Property owners also complained they were not given proper notification of the hearing.

A similar situation happened in 2009, when a public hearing about the proposed wind farm was canceled because there wasn’t enough space at the chosen venue to host the 400 people who showed up, and a rescheduled hearing drew more than 700 people and adjourned after nearly 19 hours.

Once the second hearing for the wind testing towers takes place, the Planning and Zoning Committee will rule on whether to recommend their construction to the County Board.

The County Board has placed a moratorium on wind and solar farm development for 18 months or until board members develop a sustainable energy ordinance. The moratorium does not prohibit the testing towers, however.

EDF officials have said it can take at least 12 months for initial results, but if it was found that it would be profitable to construct wind towers, the testing poles would stay up for another 18 months after construction began.

The moratorium is intended to provide time for

county officials to investigate the effects of the existing windmills by conducting listening sessions with the public and assessing other wind farms and ordinances in other counties.

County Board Chairman Mark Pietrowski Jr. said it would be up to the company to decide whether pursuing the testing towers now would be worth the investment or if waiting through the moratorium period would be a better tactic.

He said members of the board and the Planning and Zoning Committee still are in discussions on what the listening sessions and research into wind farms will look like going forward.

“We’re doing our due diligence to make sure we cover everything,” Pietrowski said.

Possible wind tower effects listed in the moratorium ordinance include the value of surrounding properties; aesthetics near wind towers; shadow flicker; noise; effects on birds and bats; drainage around the towers; construction traffic near the towers; effects on aerial spraying of adjoining farms; and effects on TV, radio, microwave and internet reception.

Rosene said those who opposed the wind farm in 2009 gradually realized they were fighting a losing battle, but he is hopeful that current members of the DeKalb County Board will take all sides into account. “[The windmills] are an ever-present reminder of how things can go when the government doesn’t listen to people,” he said.

Were you satisfied with how the school board handled the controversy that led to the removal of its superintendent earlier this school year?

People say democracy is messy and so is life.

The perception in the community was that it took longer than it should have to resolve this situation. Whether there are good reasons for the time it took is not clear. In the public eye perception matters when the facts are not understood. At the same time, personnel matters require confidentiality. Contracts are binding documents and so concessions probably had to be made. It just isn’t clear to me how well the board communicated with staff and the community.

It seems to me that resolution took longer than it might have and that cost the district money for no work. That is a bitter pill for taxpayers. There are many able assistant superintendents who could do the superintendent’s work until there is a new hire. Some believe that the new person should be from the district and, depending on the candidate, may not need to have been a superintendent somewhere else.

Hiring a firm to identify potential candidates is a good idea given the recent history of hiring choices.

No. It should never have happened , and it dragged on far too long.

It was extremely disruptive to the efficient operation of the district and the relationship between between the board, the administrative staff, the teachers, and the students. Very importantly, it put into question the competency of the board to lead. This is evident in the fact that there are ten candidates running for three open positions on the board.

Given the terms of the contract, the board acted in the best possible manner. Hiring a superintendent that requires a 5-year guaranteed contract is simply not a good idea. That decision created the undesirable scenario that played out over the last several months. In hindsight if the board could do it again, I would guess they would not vote to approve such a contract. Therefore, having board members with decades of experience in negotiating employment contracts would be a good thing.

I am satisfied that the school board members followed the letter of the law to the best of their ability. I am not satisfied that they were given the best advice by the legal counsel or interim superintendent. Although the process took a long time, I know from my past experience on the board that these processes do not move quickly. There are procedural safeguards which must be followed. By law, the school board must maintain a strict confidentiality in regard to personnel issues. What we, the general public, were privy to was based on a few newspaper stories and rumors, which was probably not enough to form a truly informed opinion.

What, if anything, can the school board do to reduce the tax burden on homeowners?

First of all I believe it is important to broaden the responsibility for funding the schools. Communities and school boards have to work together at the state level to change how schools are funded. It’s a tall order and will take time.

Elect state senators, state representative, and governors who support this change. Engage with local advocacy groups to demonstrate the benefits of this change to all.

School boards are bound by the restrictions of the current funding structure. A budget resolution at the state level is essential since school funding from the state has been reduced by six percent, every avenue of funding should be explored to bring revenue to the district. Grants might alleviate budget shortfalls in specific line items or program areas. Participation in TIF, Enterprise Zones and other tax abatement projects should continue to be explored.

Additional sales taxes as discussed in the most recent fiscal report are an unfortunate but necessary solution and should be coupled with work to expand the Earned Income Tax Credit so that low-income groups don’t suffer from an excessive tax burden.

We must, as a district, stop the pattern of increasing the tax burden on the homeowners in the district. It is frustrating to hear it said that DeKalb’s problems would be solved if we could just increase the amount of revenue that we bring in. As a School District we control only one revenue stream: Taxes. We need to spend within our means, like any household budget must do. We must manage our expenditures to match our income. Our property taxes in this district are among the highest in the country.

The school district accounts for about 63% of that bill. We can’t just hope that families choosing to move here, or those already here, will ignore this. We cannot price our product beyond the means of the consumer. If we do, there will be no one left to buy it.

First, we can help by opening and maintaining direct lines of communication between the board of education, the City of DeKalb and the NIU Board of Trustees. As a sizable taxing body in DeKalb, we should provide input from the board on strategic planning of all initiatives that may create a more positive view of our city to everyone that lives or visits here. The best way to avoid a tax increase is to expand our tax base by recruiting new businesses and families to our community that will provide new jobs and require the building of new homes and live in DeKalb.

Second, we should refund the outstanding debt vehicles as they become callable. This will increase the amount owed potentially by as much as $20MM, however it will provide an additional 10 years to our efforts to increase our tax base in order to spread the debt over a potentially a larger group of tax payers.

This approach would also serve to keep the debt service rates much closer to flat with only a slight increase.

In order to be prepared for a position on the board, and to have a better understanding of the district’s current financial condition, I requested a brief meeting with the district finance officer, but was denied access to her by the interim superintendent. Although I did not receive the information I sought, based on experience I think we should start by developing a plan for a tax freeze.

There are no doubt inefficiencies yet to be identified, and I would re-examine cost effectiveness at the highest levels. For example, there may be positions at the education center which can be consolidated. A complete review of the organizational chart is in order.

We currently have a very competent group of principals in the district. Each one should be asked to develop a financial plan for his/her individual building, with the help of the district finance office. It should be based on worst, most-likely and best-case scenarios of state funding.

BRIEFS Man arrested in Utah on sexual assault warrant

SYCAMORE – A man accused of sexually assaulting a 38-year-old woman in Sycamore in 2016 was arrested Wednesday in Utah after a standoff with police, according to a Sycamore Police Department news release.

Sycamore Deputy Police Chief Jim Winters said police are unsure of the suspect’s permanent address, but he had fled Illinois and was living in Utah at the time of his arrest.

In May 2016, Sycamore police began Ivan Faunce investigating a reported sexual assault that occurred at a residence in the 1800 block of Mulberry Lane, according to the release.

The investigation led to an arrest warrant being issued for Ivan Faunce, 38, for one count of aggravated criminal sexual assault and two counts of criminal sexual assault, with bond set at $750,000, according to the release.

Winters said the suspect was not living in the residence where the assault reportedly occurred.

The suspect and the victim met through an online dating app and later met in person at a local business, after which the victim alleged a violent sexual assault occurred, according to the release.

Agents of the U.S. Marshals Service located Faunce on Wednesday in a recreational vehicle in Salt Lake City.

Faunce barricaded himself in the RV and was taken into custody after a short standoff with police. A gun was

located in the RV after the standoff, according to the release.

Faunce was booked into the Salt Lake City jail pending an extradition hearing to return him to Illinois for prosecution.

“Yes, [Michael] is a strong-minded person, but this is my race,” Haji-Sheikh said. “I’m my own person, and I want to work with all of the citizens of DeKalb. I have very unique ideas and very different ideas I came up with because of the various organizations I’ve been involved with on the DeKalb County Board.”

With the uncertainty of the state of Illinois as a funding source because of the prolonged budget impasse and the reliance of DeKalb’s high property taxes as a means of revenue, D-428 board candidates were asked what they would do to reduce or control local property taxes.

Twangie Smith said that although she may not be well-versed on property tax issues, she would use her role on the board to keep taxes at where they are.

“Should I be elected, I would work so that property taxes are not raised again, the more knowledgeable I get, the more I will play my part in lowering it,” Smith said.

Former board President Tracy Williams said controlling property taxes starts by cleaning the district’s balance sheet and used the district’s sale of Kiwanis Park in 2013, which housed many soccer fields that weren’t being

fully utilized, as an example.

“There’s no easy solution as any time you address financial issues, you address it in a small series of changes,” Williams said. “Selling off the soccer fields was not popular to do, but it’s what had to be done to keep the balance sheet in line.”

Catherine Harned said the funding formula that allocates money to local schools needs to be changed.

“In that, we can have a better control over property taxes, but there doesn’t seem to be much happening at the state level to change it,” Harned said. “There’s no easy answers, and we can’t expect the board to take that role of lowering property taxes.”

Jeff Hallgren said the issue comes down to getting experienced in dealing with budget issues and restricted resources.

“I would review every contract we have, I would look into every one of the obligations and resources and would look to people with experience on the board for suggestions on how this would happen,” Hallgren said. “I would listen well.”

Board President Victoria Newport noted the refinancing of a chunk of more than $100 million in bonds from district construction projects, which was meant to save taxpayers $1 million.

“We need to be fiscally responsible, have very strong cash balances and balanced budgets,” Newport said. “If we lose our current credit rating, our interest rates will automatically go up on our bonds.”

Shatoya Black said there needs to be a stronger focus on proactive planning.

“We should review all of the things that have caused increases in property taxes or can cause increases,” Black said. “We need to make sure we’re working proactively to meet long-term goals so that there are not issues we will be revisiting.”

Valerie Pena Hernandez said the city could benefit from working to increase the real estate market.

“A way to attract real estate is to be more family friendly, but there are not many things to attract people wanting to start a family,” Hernandez said. “It’s really scary to think of property taxes going up, and it’s something we have to work on collaboratively.”

sheet needs to be reviewed at what can be cut and by restructuring the district’s bond debt, it will buy time which is what is needed to solve fiscal problems.

“A public relations campaign to improve the outward visibility is vital to reducing the tax rate,” Olson said. “We need to, as a board, look at other boards and communicate with other presidents.”

Sean Johnson said new revenue can be drawn to the city by fixing the district’s student achievement gap, or the disparity in academic performance between groups of students.

“Drawing up more revenue coming into DeKalb can lower taxes as more people are coming,” Johnson said. “Lowering the achievement gap can reach that without a mistake.”

SYCAMORE – Having recently moved to the area, Regenia Tijerina decided to take her four children to Sycamore High School for Thursday’s annual community expo hosted by the DeKalb and Sycamore chambers of commerce.

The event featured food samples from a variety of local restaurants, live demonstrations, inflatable bounce houses, a live DJ and crafts and games for kids.

“I just thought it would be fun for the kids to see what the city has to offer,” Tijerina said.

Other attendees were given the opportunity to network with various businesses and organizations.

Graciela Horta, student outreach coordinator for Kishwaukee College, said her school was offering degree programs and training for the various needs of students.

“There’s certain misconceptions about going to community college, but we offer transfer degrees and certification to put people straight into the workforce,” Horta said. “We have a little bit of

events.

“The expo has been a great opportunity to network with businesses and community members so we’re back here a second time,” Nerad said.

For younger attendees, Kishwaukee United Way Executive Director Dawn Littlefield was promoting the Day of Caring volunteer day in June.

“The day consists of projects at about 30 local agencies and gives us a great opportunity to give back to the community through service, and learn more about local nonprofits,” Littlefield said.

Projects have included delivering meals, working on community garden plots and decorating place mats for the Meals on Wheels program, Littlefield said.

SPRINGFIELD – Democratic lawmakers in Illinois are considering implementing their own internet safeguards at the state level after Republicans in Washington voted to roll back Obama-era internet privacy protections that were to take effect later this year.

An Illinois House committee endorsed two online privacy measures Thursday, including one that would allow people to find out what information companies such as Google and Facebook have collected on them and which third parties they share it with.

California enacted a similar measure in 2005.

Privacy advocates said such state protections are needed, particularly given what’s happening in Washington, where the Republican-controlled Congress voted to block broadband privacy regulations issued during the end of the Obama administration. President Donald Trump has indicated he will sign the measure.

CHICAGO – If sanctuary communities that refuse to cooperate with immigration authorities lose federal funds under President Donald Trump’s executive order, their credit ratings aren’t likely to change, a major rating agency concluded Thursday.

Standard & Poor’s examined the financial health of more than 100 cities and counties that have designated themselves sanctuaries, along with a snapshot of the 10 biggest U.S. cities. Its report said the types of federal grants that could be withheld make up tiny portions of the communities’ budgets.

“Local governments would likely not experience significant budgetary pressure and all other things being equal, their credit quality would likely remain largely unchanged,” according to the report.

YouTube video leads to drugs and weapons raid

HARVEY – A 40-minute video posted on YouTube showing several people displaying guns and illegal drugs outside a Harvey home has resulted in multiple arrests.

Harvey police spokesman Sean Howard said in a statement Wednesday that in addition to guns and drugs, the group also boasted of dog fighting. Authorities said the video was posted March 20. It has been taken down.

Tyler Diers, a spokesman for the Illinois Chamber of Commerce, said the proposal treats basic information such as names, addresses and phone numbers as “highly sensitive,” extending requirements beyond corporate tech giants to other businesses such as restaurants that offer online ordering services.

Carl Szabo, senior policy counsel at the online business trade group NetChoice, testified at the House hearing that consumer privacy already is protected under laws such as Illinois’ 2008 Biometric Information Privacy Act and existing federal law requiring privacy policies.

“This is not a zero-sum game of privacy,” Szabo said.

Supporters dismiss the argument that such protections would be burdensome, pointing out that similar requirements in the European Union and California have not stifled business.

They also point to the overwhelming support the proposal has garnered.

The committee received notices from more than 1,000 people and organizations in support of the bill – largely

from private individuals. Only 32 were submitted in opposition.

State Sen. Michael Hastings, a Tinley Park Democrat who sponsored a corresponding Senate measure awaiting a vote on that chamber’s floor, said lobbyists representing corporate giants including Apple, Amazon and Microsoft have visited his office to discuss the bill and their usage of user data.

“It may be good for the Apples, the Amazons of the world, but it’s not good for people,” Hastings said.

Ed Yohnka, a spokesman for the American Civil Liberties Union’s Illinois chapter, told The Associated Press that legislation like this is necessary to address the now “razor-thin” division between government and private entities, which can sell data to federal agencies.

“This is a new age and privacy really means a completely different thing,” Yohnka said.

Illinois honors 35 veterans for service in Vietnam War

LA SALLE – Illinois has honored 35 veterans for their service during the Vietnam War. The Illinois Department of Veterans’ Affairs presented the veterans with a 50year commemoration pin and certificate during a ceremony Wednesday at the state veterans’ home in LaSalle.

Congress authorized a national commemoration of the 50th anniversary of the Vietnam War in 2007. The recognition started in 2012 and is continuing for several years. The goal is to honor all U.S. veterans who served in active duty between November 1955 and May 15, 1975.

Shootings kill 5 on Chicago’s South Side

CHICAGO – Separate shootings in one Chicago neighborhood have left five people dead, including a pregnant woman.

Chicago police said four people were found fatally shot Thursday in or near a restaurant located in the city’s South Shore neighborhood.

Authorities said a man approached the restaurant and opened fire. Two men were found dead from bullet wounds inside the restaurant. A third person was found unresponsive outside the restaurant.

A fourth man who suffered gunshot wounds was found unresponsive a block away. All the victims were pronounced dead at the scene.

Earlier, about a mile from the restaurant, the body of 26-year-old Patrice L. Calvin was discovered in a home. The Cook County Medical Examiner’s Office said Calvin, who was four months pregnant, suffered a gunshot wound to the head.

White House invites lawmakers to see intel The ASSOCIATED PRESS WASHINGTON – The White House refused to say Thursday whether it secretly fed intelligence reports to a top Republican investigating possible coordination between Russia and the 2016 Trump campaign. Fending off growing criticism, the administration invited lawmakers from both parties to view classified material it said relates to surveillance of the president’s associates.

The White House’s invitation letter came amid a quickly rising storm over Rep. Devin Nunes, who heads the House Intelligence Committee. The New York Times reported that two White House officials – including an aide whose job was recently saved

by President Donald Trump – secretly helped Nunes examine intelligence information last week.

The House panel’s work has been deeply, and perhaps irreparably, undermined by Nunes’ apparent coordination with the White House. He told reporters last week that he had seen troubling information about the improper distribution of Trump associates’ intercepted communications, and he briefed the president on the material, all before informing Rep. Adam Schiff, the committee’s top Democrat.

Speaking on Capitol Hill Thursday, Schiff said he was “more than willing” to accept the White House offer to view new information.

But he raised concerns that Trump officials may have used Nunes to “launder information to our committee to avoid the true source.”

“The White House has a lot of questions to answer,” he said.

Instead, the White House continued to sidestep queries about its role in showing Nunes classified information that appears to have included transcripts of foreign of-

formation about Trump associates had been improperly revealed in the intelligence gathering process. Days later, Nunes announced that he had evidence, via an unnamed source, showing that Trump and his aides’ communications had been collected through legal means but then “widely disseminated” throughout government agencies. He said the collections were not related to the Russia investigation.

Trump spokesman Sean Spicer said Thursday the material the White House wants the House and Senate intelligence leaders to view was discovered by the National Security Council through the course of regular business.

He would not say whether it was the same material Nunes had already seen.

A congressional aide said Schiff did not receive the White House letter until after Spicer announced it from the White House briefing room.

Spicer had previously dismissed the notion that the White House had funneled information to Nunes, saying the idea that the congressman would come and brief Trump on material the president’s team already had “doesn’t pass the smell test.”

Drinking age should stand Legislation proposed in the Illinois General Assembly would allow people who are 18 years old, but not yet 21, to consume wine or beer in restaurants if they are accompanied by a parent or guardian.

With due respect for parental rights, this is a bad idea and lawmakers should reject it.

Congress passed the National Minimum Drinking Age Act in 1984, setting the legal age for consumption of alcohol at 21 years.

In the years leading up to that law, states had a patchwork of legal drinking ages. According to 49 studies, the states with lower drinking ages saw double-digit increases in alcohol-related traffic crashes. After the minimum drinking age was set at 21, there was a 16 percent decline in alcohol-related crashes. One national study indicated that by raising the minimum age to 21, about 900 highway deaths were prevented each year.

Medical professionals also have pointed to evidence that people who drink alcohol at young ages have a higher risk of alcoholism and alcohol-related health issues.

A study released in 2013 by Washington University School of Medicine indicated that brain development continues into the third decade of life and teen suicide rates are higher when alcohol consumption is a factor.

Establishing “a loophole” where underage drinking is allowed under certain circumstances also would send a mixed message to teens whose access to alcohol has been blocked by federal and state laws.

Many restaurant owners oppose the proposed law. It would put them in the uncomfortable position of confirming that adults accompanying underage individuals are truly parents or guardians.

Teens also would find themselves in trouble if they drove a vehicle within hours of consuming an intoxicating beverage. Illinois has zero-tolerance laws that prescribe loss of a driver’s license and other serious penalties for any underage drivers with alcohol in their bloodstream.

Sponsors of the legislation might have good intentions, but there are too many chances for a bad outcome.

A few underage individuals might be disappointed if they can’t lift a toast at a restaurant with their parents. Disappointment is not fatal.

The drinking age of 21 should stand.

Coal revival will make it harder to breathe President Donald Trump’s effort to prop up the coal industry will not, over the long run, succeed – the energy market will make sure of that. But it could impede America’s progress toward stabilizing the climate, and it will certainly harm public health.

Burning coal, after all, releases a lot more bad stuff into the air than just carbon dioxide. There’s also mercury, which makes its way into rivers and streams, where it’s eaten by fish and, in turn, by people – poisoning brains and nervous systems, especially those of developing fetuses.

And then there’s sulfur dioxide, nitrogen oxide, any number of other volatile compounds, and particles of metal and chemicals.

Aloft, this mess combines with

sunlight to form smog. More than 7,500 Americans die from breathing it every year.

The Clean Power Plan – an initiative of former President Barack Obama, and the principal target of Trump’s efforts – would have prevented as many as 3,600 premature deaths a year by 2030, according to the Environmental Protection Agency. That plan is now tied up in litigation, but Trump proposes to do away with it altogether.

It’s not clear that he can, because it will require making a reasonable argument for why the EPA should suddenly stop regulating greenhouse gases. But it’s a bad idea even to try.

Coal power is already dying of other causes, including the Sierra Club’s Beyond Coal cam-

paign effort (funded by Michael R. Bloomberg, founder and majority owner of Bloomberg LP, the parent company of Bloomberg News) to close coal-fired energy plants, and coal’s failure lately to stay competitive with natural gas and even wind and solar power.

With his executive order doing away with most of the Obama administration’s efforts to discourage coal use, Trump may be able to slow coal’s slide. But he can’t return it to its former status as America’s main power source.

And, because of increasing automation, he won’t save coal-mining jobs. Even judged by the claims Trump makes for it, this policy is poised to accomplish nothing at all.

As everyone else doesn’t, I do not want to see my taxes go up. However, in this case, we need to evaluate the actual cost and benefits. This is the first time in the 50 years of operation the health department is asking for a vote on a referendum to increase taxes for operations.

If approved, it will add $500,000 annually to taxes collected, or $9.57 for a $100,000 home and 11.5 cents an acre for farmland.

So for an average home valued at $150,000, it would be a tax of less than $15 for the entire year.

For this amount, vital services such as maternal and child health, communicable disease control and prevention, adult and childhood immunizations, environmental health (safe food and water), emergency preparedness and response, to name some of the services, will remain available to DeKalb County residents.

I believe it is a great return on the dollars spent. It is important to remember that for every $1 spent on prevention, the focus of public health saves approximately $5.60 in health care spending.

Many of us are members of service organizations where we pay dues and are committed to improving the quality of life in our communities. I am a member of the DeKalb Kiwanis and we pay $55 each quarter to advance our mission. At the end of every meeting we state, “Kiwanis is a global organization of volunteers dedicated to improving the world one child and one community at a time.”

If I am true to this mission then I feel obligated to start with the children and communities of DeKalb County. An additional fee of $15 or $20 once a year seems like a small way to validate that commitment. I see this as a nonpartisan issue.

People who come to the health department for services are not Republicans or Democrats. They are just people who need and deserve to be treated with dignity and care.

How we treat people in need says everything about who we are as citizens in what I like to think is a compas-

sionate community. Please join me in voting “yes” for the health department referendum April 4.

When Jesus celebrated the Last Supper with the disciples, he was actually celebrating a Jewish Passover. Arielle Randle of Jews for Jesus will re-create the traditional Passover service and explain how it foreshadowed Jesus’ death and resurrection in a presentation called “Christ in the Passover” at 5 p.m. April 8 at The Federated Church of Sandwich.

Randle will set a table with items traditionally used at the Passover meal and detail their spiritual significance.

She also will explain the connection between the events of the first Passover in Egypt and the redemption that Jesus accomplished, as well as the deep bond between the ancient Passover feast and the Christian communion celebration today.

Jews for Jesus has presented “Christ in the Passover” at more than 38,000 churches. It has been enthusiastically received by Christians who appreciate learning more about the Jewish background of their faith.

Moishe Rosen, who founded Jews for Jesus in 1973, also has co-written a book, “Christ in the Passover,” with his wife, Ceil. This seminal work includes a look at Passover in ancient times and how it is practiced today. It will be available after the presentation. Bird will celebrate his first service at St. Paul’s at 10:30 a.m. Sunday. He and his wife, Beth, will be welcomed at a celebratory luncheon after the service.

Bishop David J. Malloy, recognizing the need for God’s grace and forgiveness in the lives of Catholics, again has asked all 105 parishes in the 11-county diocese to add Wednesday to their regular Lenten confession calendar and, where possible, to offer

confessions from 9 a.m. to 8 p.m. that day. The goal of “Be Reconciled” is to make the sacrament of reconciliation more accessible, especially for people who have been away or hesitant about confession for many months or many years.

Malloy has asked all Catholics to invite someone they might know who has been away from the sacrament of reconciliation, to make a confession during “Be Reconciled” on Wednesday or any time during Lent.

Upon entering third grade in Sunday school at Immanuel Lutheran Church in DeKalb, each student receives a Bible. The first quarter of the Sunday school year is spent in a unit studying about the Bible and how to use it.

During this unit, the students learned that the Bible still is being translated into new languages. The students wanted to further that important mission work. On Jan. 22, they participated in a “Bowling for Bibles” activity as a fundraiser for Lutheran Bible Translators, which will use the money for computers and computer programs in literacy in Liberia.

The amount raised was $1,105.25.

“You always get a thrill,” Mayes said of the interception in practice. “You never know when it could be the last time on this field. This game has given a lot to me. Especially being a senior, I want to take every moment in and enjoy it all, because it only comes around once. ... The safeties, we know what we’re doing. We’ve been playing together for a long time. When we first came in, we were young guys playing early, so we got experience as a group.”

Mayes returns after playing in all 12 games last season, finishing third on the team with 71 tackles and added two interceptions. He’s played in all 40 games during his three seasons with the Huskies, while the other safety, senior Mycial Allen, also has played in all 40 games since being a redshirt freshman and is coming off a season in which he had 61 tackles and two interceptions.

Defensive coordinator Kevin Kane said he has six safeties who he could put into the game and feel good about it, including Mayes, Allen and redshirt sophomores Trayshon Foster (26 tackles in 11 games in 2016) and Trequan Smith (25 tackles in 10 games).

“We feel like we’re the quarterbacks of the defense,” Mayes said of the safeties. “We have to bark out calls and be able to make sure people are lined up in the right place. We’re the last line of defense.”

The Huskies have plenty of depth at cornerback, too.

Senior Shawun Lurry, who had a breakout season with nine interceptions as a sophomore in 2015, finished last year with three picks and 38 tackles in 10 games. Lurry, who has played in 37 games since his freshman year, joins fellow seniors Mayomi Olootu (31 games) and Albert Smalls (29 games) as defensive backs who have garnered playing time since their first season with the Huskies.

man year, so we’re the seniors in there,” Lurry said. “It wasn’t a frustrating year (individually in 2016). I only gave up one touchdown and only one big pass, but other than that, I feel like I had a decent season. To be honest, I don’t even think about the interceptions. I just want to go out there and win.”

Lurry has been out of contact drills after breaking his left wrist in the winter. He said he hopes to return to contact drills in a few weeks. Smalls, who missed all but one game with a shoulder injury last season, also has been out of contact drills during the spring.

The injuries that plagued the cornerbacks last season resulted in Dan-

iel Isom playing in 10 games as a true freshman, recording 41 tackles and six pass breakups. Isom was out of practice Thursday, and Lurry said he might be sidelined for a while. NIU coach Rod Carey was not available for comment after practice.

“When I was a freshman, I played limited snaps – maybe 25 snaps a game,” said Olootu, who played in all 14 games as a true freshman in 2014. “Isom, he started a couple games for us because we had so many guys injured. He has a lot more experience under his belt.

When he’s back, he’s going to be ready to go. He’s been in the fire.”

transfer from Iowa Central, is eligible for the Huskies and has been getting plenty of reps during team drills. Lurry praised his footwork and ball skills and said that during film sessions, Embry is diligently taking notes.

Kane, in his second year as defensive coordinator, said there was a lot of change in terminology last season and that now the players are confident in Year 2 – saying they’re playing faster than he can remember.

With a deep stable of cornerbacks to choose from, Olootu said the competition to get playing time will only make each of them better.

“It’s real simple with our coach – if he trusts you, you’re going to play,” Olootu said. “We have all types of packages. All the players in the secondary, we have to force them to play us – make plays in practice that they have to play you.

That’s what we’re all trying to do, and that’s what makes a great secondary.”

Bulls finish season Blue-line depth could sweep of champions play key role in playoffs

CHICAGO – It might be a quick glimpse up at the scoreboard.

Or late at night away from the arena, a couple taps on the smartphone.

Either way, there’s no avoiding it for Bulls players this time of year.

“You kind of want to ignore it a little bit, kind of make it so you control what you can control, but I’ve had a wandering eye at times, yes,” big man Robin Lopez said of the scoreboard watching going on. “Everybody is fighting for those last few spots. Everybody wants to be playing playoff ball.”

Some more than others, obviously, as the Bulls defeated LeBron James and the slumping Cleveland Cavaliers, 99-93, Thursday night at the United Center.

Thanks to 28 points from Nikola Mirotic, as well 25 from Jimmy Butler, the Bulls improved to 36-39 with seven regular-season games left, and more importantly, moved to within a game of Indiana for the No. 8 playoff spot in the Eastern Conference.

In completing the season sweep of the defending champions, the Bulls also kept a very unique streak alive and well, now winning 20 straight Thursday night home games televised on TNT going back to the 2012-13 season.

Asked to explain the streak, all coach Fred Hoiberg could say is, “I can’t.”

No explanation needed, especially after overcoming a nine-point halftime deficit, outscoring the fading Cavaliers, 37-21, in the third quarter.

“Physicality,” Mirotic said of the third-quarter turnaround. “We played with great physicality. It’s the whole team.”

Once again, it was Mirotic doing a lot of the heavy lifting, as the thirdyear stretch-four continued his redemption crusade.

In scoring 28 points in back-to-back games, Mirotic has hit double digits in four straight games for the Bulls, as well as seven of the past nine. Not bad for a guy who was out of the rotation earlier this month, even thrown down on the inactive list March 12 against Boston.

“Just the rhythm and confidence he’s playing with now,” Hoiberg said of Mirotic. “We’re finding him. Anytime he plays like this, gets in this kind of rhythm, we’re playing good basketball.

On the night the Blackhawks last won the Stanley Cup, two grueling months into the playoffs, eight exhausting months into the 2014-15 season, Duncan Keith played more than 30 minutes. Brent Seabrook played nearly 28, Niklas Hjalmarsson played nearly 26, and Johnny Oduya played more than 24.

Trevor van Riemsdyk? He played 4:30, only 16 seconds of which came in the third period as the Hawks clung to a one-goal lead and tried to hold off the Tampa Bay Lightning. Kimmo Timonen? He played 3:39, and sat the entire third period.

That’s how it was for the final two rounds, once Michal Rozsival broke his ankle in Minnesota. With van Riemsdyk a rookie coming off two major injuries, Timonen a shell of his former self, and David Rundblad a liability in his own end, coach Joel Quenneville was left with only two reliable pairings, and he rode them into the ground. It worked, and the big four reveled in it, but it’s something nobody wants to try again.

“It was absolutely a challenge,” Oduya said. “We had to lean on the experience we had. It’s not something you ever plan on, but it’s the way it panned out at that time.”

The upcoming postseason, no matter how long it lasts, should be vastly different. Defensive depth, a glaring weakness over the past two seasons, now is one of the Hawks’ biggest strengths. With Brian Campbell added in the offseason, Oduya reacquired at the trade deadline, van Riemsdyk now a seasoned veteran in his own right, and Rozsival and Michal Kempny ready to jump in if necessary, the Hawks are deeper on the blue line than maybe they have ever been.

“Those guys were unbelievable that playoffs,” van Riemsdyk said.

“Any means necessary at that point.

But we have a bunch of guys with some unbelievable résumés now, and some new guys, too. It’s been awesome to be a part of it this year. It’s such a great group.”

The top pairings are the same as they were in 2015 – Keith with Hjalmarsson, Oduya with Seabrook.

The difference is Campbell and van Riemsdyk, a smooth-skating duo with some offensive flair that Quen-

How important was Mirotic’s presence against Cleveland?

Mirotic scored 13 points in the opening quarter, leaving the game for a breather with the score tied at 20. The Cavs then went on a 14-4 run, and by the time Mirotic re-entered the game in the second quarter, the Bulls found themselves down, 36-29.

In grabbing control of the game in the third, it was Mirotic once again leading the way, shooting 3 for 5 from 3-point range and scoring nine points.

“I can’t explain it,” Mirotic said of his resurgence. “Maybe it’s good sometimes that things happen. Some players, maybe they need a little more time to have consistency. I feel like it’s my time. It’s my time to make things right.

I just want to enjoy basketball and be happy, and right now I’m very happy to be here. I want to make it to the end of the season, and I want to be in the playoffs. That’s all.”

All Lopez knew was must-win pressure games seem to fit this team well all of a sudden, now beating Milwaukee and Cleveland in back-to-back games.

“That’s how it’s supposed to be going in a season like this,’’ Lopez said.

“It’s fun, especially after last season (when Lopez was with the Knicks) when the last few games were essentially meaningless for us. It’s fun to be in this position.”

Blackhawks recall Hinostroza

CHICAGO – The Blackhawks have recalled forward Vinnie Hinostroza from Rockford of the American Hockey League.

Hinostroza, who is from Bartlett, has six goals and eight assists in 48 games with the Hawks this season. He was sent down when the Hawks acquired forward Tomas Jurco in a trade with Detroit on Feb. 24.

Hinostroza, a sixth-round pick in the 2012 draft, turns 23 on Monday.

The Hawks announced the move Thursday.

Quenneville has been touting the fact that he has eight defensemen he can roll with on any given night, although he’s been sticking with the same three pairings lately to allow them to get into a rhythm for the postseason. Rozsival hasn’t played since March 10, and Kempny has played only once since then.

“This is the deepest team on the back end I think we’ve ever had,” Oduya said. “You never know what happens down the road, with injuries or different things, so that’s a positive for us. It gives us more options.

Certain nights, some guys might be more on fire than others, so we can lean on different guys on different night.”

The last time Campbell played a playoff game in a Hawks sweater, he played a team-high 28:53 in a Game 7 loss in Vancouver in 2011. And although Campbell and everyone else on the blue line would relish the chance to play such gaudy minutes again, they all know the Hawks are better off if it doesn’t come to that.

“Those things change all the time, but I feel like we’ve got a pretty veteran and solid back end that’s been around for a while,” Campbell said.

“We’re all feeling good, and, hopefully, that’s a factor for us. Thirty minutes is obviously a stretch to play on a continuous basis for two months if you want to win. So it’s a good thing we’ve got going on right now.”

He knows what he has to do in the cage and the gym. He’s a young kid, but he knows what he has to do to be good.

“When we sent him down, I told him, ‘Hey, this is a process, and you have to keep doing what you do, believe in yourself, believe in your routine, and you will be here sooner rather than later. Keep working hard.’ ”

Former Sox left fielder Scott Podsednik is joining Comcast SportsNet’s Sox pregame and postgame team, starting Opening Day. Podsednik, 40, who hit a walk-off homer in Game 2 of the 2005 World Series, is expected to work alongside Chuck Garfien and Bill Melton for about 20 to 25 games this season.

Podsednik was a guest minor league instructor at Sox spring training. He has broadcast booth experience as a fill-in for TV analyst Steve Stone.

Epstein looks to keep building legacy fresh off title

MESA, Ariz. – Tracing the story of Theo Epstein and baseball always seems to involve Game 6 of the 1986 World Series when a 12-year-old Theo and his brother, Paul, stood on their couch in the den of their Brookline, Massachusetts, home, anticipating the final out of what looked, finally, like the long elusive championship for their beloved Red Sox. “To be jumping in midair during that moment,” said Paul Epstein, Theo’s fraternal twin.

“The jump happened, but the ball went through the legs,” he said. “The elation didn’t happen.”

That story got circulated widely after Theo helped end his, Paul’s and the rest of Red Sox Nation’s baseball misery with a 2004 championship in his second year as the Red Sox general manager.

Then 30 years and a week after Bill Buckner’s error when the kid on the couch achieved the most elusive championship in American sports – sending most of Chicago so high their feet still haven’t hit the ground.

Just like that, the Cubs’ team president had his spot reserved in the Hall of Fame and joined the likes of Branch Rickey in the conversation for baseball’s

Now what?

If there is such a thing as a drop-themic moment for a baseball executive, last fall’s World Series was it.

“I just think there’s a lot more work to be done here,” said Epstein, who at 43 is in the first year of a five-year, $50 million contract extension with the Cubs.

“If we go and have four bad seasons now I’ll feel like I didn’t do my job; I didn’t do my whole job.

“We’re trying to turn this place into a perennial contender and hope to win multiple championships. There’s still a lot more work to be done here. I just think it’s navel gazing to sit here and contemplate legacy or contemplate next steps when there’s so much more to be done right now in the moment here.”

For now, that means trying to engineer the first World Series repeat championship in 17 years – the first for a National League team in 40.

It means continuing to search for the starting pitching that can sustain the Cubs’ recent success after Jake Arrieta and John Lackey hit free agency.

Dynasty?

“They’re going to be a force to be reckoned with for a while,” said Pirates general manager Neal Huntington the week after the World Series.

“The sky’s the limit,” said Yankees GM Brian Cashman, whose teams won

four of five World Series from 1996 to 2000.

It’s still hard to imagine topping what Epstein already has accomplished both in Boston and Chicago. And what there might be left to do in baseball, whether in the context of this post-Series moment or at the end of his contract.

But during that conversation in the middle of the Cubs’ playoff run last fall, Paul Epstein found it hard to imagine his brother doing anything else, in any other industry.

“He was definitely a total stat-head and ripped the sports pages out of my hand and read the box scores before I could even get it,” Paul said of their childhood, calling it “a complete and total obsession with the sport.”

“I know this is where he wants to be,” he added. “And it didn’t surprise me that he wanted to re-up regardless of what happened [in 2016]. There was so much speculation about if they win would he be out. … He wants to be here.”

Clearly, everything has changed for the organization and everyone connected to it since the championship.

But those in the front office say the changes are minimal, if anything, with the guy running the operation.

“Just wearing a hat a little more often,” Theo said.

Yoan Moncada’s obsession with luxury cars and Twinkies probably says more about his age – he’ll turn 22 in May – than anything to fret over, Jose Abreu said.

Moncada, the fast and powerful White Sox infield prospect from Cuba, bought not one, but 10 luxury cars after the Red Sox signed him to a record $31.5 million bonus two years ago. And his love of Twinkies has come to light, too. He is said to have consumed 200 a week after he came to the U.S. On a more reassuring note, Moncada has a bodybuilder’s physique and work ethic that will serve him well, Abreu said.

“It is really, really tough for everybody who comes from Cuba who has to face all of the opportunities they can reach here,” Abreu, who came to the Sox from Cuba in late 2013, said through translator Billy Russo. “All

of the new things, the new life, it’s very tough to face all that at once.”

Which is one reason Moncada’s spring training locker was positioned next to Abreu’s Yoan at Camelback Ranch.

Moncada Abreu, 30, has dealt with much off the field, including separation from his young son and recently having to testify against a trainer and agent who would be convicted of illegally smuggling Cuban players to the U.S. “The key is to try to be around good people, people you can trust, who can help you,” Abreu said. “That’s what we try to do here with him. That’s why I’m here, to give him advice and help him in that process.

“He’s a really nice kid, and every day when we’re out here I try to talk to him about things. Not just about baseball, but about life.”

SPORTS BRIEFS Plum, Auriemma are AP women’s top player, coach of 2017

DALLAS – Kelsey Plum had a historic season for Washington while Geno Auriemma did one of his best coaching jobs at UConn.

Both were overwhelming choices as The Associated Press women’s basketball Player and Coach of the Year in awards announced Thursday.

Plum broke the career NCAA scoring mark, topping Jackie Stiles’ 16-year-old record in style with a 57-point effort on her senior night.

Auriemma, whose Huskies lost three All-Americans to graduation, thought there was no way that the team’s 75-game winning streak would continue that much longer. Yet UConn enters the Final Four without a loss, winner of 111 straight games.

TCU routs Georgia Tech for first NIT title

NEW YORK – Kenrich Williams had 25 points and 12 rebounds, and TCU routed Georgia Tech, 88-56, in the NIT championship on Thursday night.

TCU opened with a 20-3 run on its way to the program’s first NIT title. Vlad Brodziansky scored 18 points for the Horned Frogs (24-15), and Alex Robinson had 10 points and 11 assists.

Williams was named the tournament’s Most Outstanding Player.

Tadric Jackson led Georgia Tech (21-16) with 19 points. Josh Okogie had 12 points and six rebounds.

It was the first meeting between the ACC and Big 12 programs since Dec. 21, 1967, and No. 3 overall. TCU never trailed.

Kansas’ Mason, Gonzaga’s Few win top AP awards

GLENDALE, Ariz. – No piece of hardware could take Frank Mason III’s mind off what could have been.

The senior point guard from Kansas received the AP Player of the Year trophy Thursday at the Final Four. He was there without his teammates because the Jayhawks were eliminated in the regional final by Oregon.

“I’ve still been thinking about it.

It’s been on my mind a lot,” Mason said when asked if he had gotten over that loss. “And I just have to move on to what’s next. And I just look at the bigger picture and focus on everything that I can control.”

Mason said he expected to be at the Final Four with his teammates and coaches.

“You know, I didn’t plan on doing this,” Mason said. “My goals and our goals as a team was to be here as a family.”

Gonzaga coach Mark Few, the AP’s coach of the year, has his team here as the Zags make their first Final Four appearance.

“I don’t know that it really truly sinks in. And again, it’s a credit to this team that God has put me in position to lead,” Few said. “But again, it’s not really about me. I mean, this is about Gonzaga and this year.”

The Zags, who are 36-1 this season, are in the NCAA tournament under

Few for the 18th consecutive year.

Few, who has a career record of 502-112, received 37 votes from the same 65-member national media panel that selects the weekly Top 25.

Sean Miller of Arizona received eight votes, while Chris Collins of Northwestern had seven and SMU’s Tim Jankovich got six.

Few, the third-fastest Division I coach to record 500 victories, said the foundation for success was made by players making sacrifices.

“It’s a unique house. I mean, we’re not from the traditional blue-blood deal, but we’ve worked hard to get to this point,” Few said.

Mason received 37 votes, well ahead of Josh Hart of Villanova, who got 16. Caleb Swanigan of Purdue had nine and Lonzo Ball of UCLA had three.

Mason is the first Kansas player to win the award.

“It’s such an honor to be the first Jayhawk ever to win this award,” he said. “So many great players that came through Kansas, and just the tradition itself. I think it’s something that I’ll always remember and it’s really special.”

Mason was joined at the presentation by his parents.

“I appreciate what Kansas has done for him. I really can’t describe how proud I am,” Frank Mason Jr. said. “Every father should be able to experience what I am right now.”

Blood pressure must be controlled Dear Doctor: I know that high blood pressure increases the risk of heart disease, stroke and more. However, is it still considered a risk factor if it’s controlled with medicine?

Dear Reader: High blood pressure is a significant risk factor for heart attacks and strokes because it damages the arteries that supply the heart and the brain, causing them to narrow.

Additionally, the heart has to work harder to deal with the resulting elevated blood pressure, increasing the risk of eventual heart failure. There is no disputing these facts.

As for whether someone with high blood pressure controlled by medication has a risk equivalent to somebody without high blood pressure, that’s a good question – and no studies have specifically tried to answer it. But researchers have studied patients with high blood pressure and the attempts to bring the blood pressure to different levels.

A 2015 breakthrough study in the New England Journal of Medicine took 9,361 patients with systolic blood pressure greater than 130 and randomly assigned them to either treatment to keep the blood pressure between 130 and 140 or more aggressive treatment to bring the blood pressure down to 120. The aggressively treated group got their blood pressure down to 121 on average, while the less aggressively treated group had an average systolic blood pressure of 136.

The study was stopped after three years because of a 27 percent decrease in the overall death rate in the aggressively treated group.

A 2016 study in The Lancet combined data from 123 studies of hypertension treatment with a total of 613,815 patients.

This analysis showed that for every 10-point decrease in blood pressure, the death rate decreased by 13 percent, the stroke rate decreased by 27 percent and the heart failure rate decreased by 28 percent. Like the former study, the benefits were greater with blood pressure below 130.

ASK THE DOCTORS Robert Ashley Lastly, an analysis of 16 studies published in 2016 in the Journal of Hypertension looked at the benefits of more aggressive treatment versus less aggressive treatment of blood pressure. The authors found a 16 percent decrease in death rate with blood pressure below 130 versus blood pressure greater than 130.

Although these studies don’t directly answer your question, consider the incremental benefits of lowering your blood pressure. If, on medication, your systolic blood pressure is in the 130s, I would say you’re at greater risk than someone who is not taking medication and who has a blood pressure of 120. If you’re on medication and your blood pressure is 120, it’s hard to say how that compares to somebody who has a blood pressure of 120 and is not on medication.

The most important lesson is if you have high blood pressure, you should treat it.

Also, a message for my readers: A recent column on whether to give aspirin for a heart attack in progress referred to two studies in which users received aspirin at various times. In referring to one study, the article stated earlier users received aspirin an average of 1.6 hours before the onset of symptoms. Obviously, this should have said “after the onset of symptoms.”

In referring to the other study, the article stated patients received aspirin at least 24 hours after the beginning of symptoms.

This should have said “up to 24 hours after the beginning of symptoms.”

My friends know I like him, and they would like for me to talk to him. I wouldn’t mind that, but what would I say? They want it to happen in person, but I want to do it by text, where I feel more me. What should I do? – Tennessee Teen Dear Teen: Listen to your friends and approach him in person. A smile and a hello should break the ice. Then follow it up with a question about some activity that’s happening at school.

Dear Abby: Could you please address the etiquette of tasting samples at stores, events, food shows, etc.? People walk up and try to grab a sample with dirty, bleeding, scabby hands not realizing other people also will be sampling that food.

Samples are supposed to be given to each person. And when that happens, the food handler should be wearing clean gloves and be the only person touching the food.

Please let people know that once someone without gloves touches this food, the demonstrator must discard it for health reasons.

Also, samples cannot be given to children without their parents’ permission, and any food allergies must be addressed before someone asks for a sample. – Mary in Florida Dear Mary: Your suggestions are not only good manners, they also make common sense.

Dear Abby: “Enough to Share” (Dec. 5) was interested in supporting her daughter’s friends through the college application process.

“Enough” could mention to the family that SAT and ACT fee waivers should be available through the school counseling department if the twins are considered low-income.

Students also should know about government assistance programs, such as the Pell Grant, which can give additional money toward tuition for any low-income student.

They can get more information through their schools when they fill out their FAFSA forms.

West wins the next trump and leads another heart to reduce South to the same spade length -two -- as West. Declarer would lose either three spades and one heart or two spades and two hearts.

Instead, to keep trump control if there is a 4-1 break, South should lead a low trump toward dummy’s 10 at trick two. If a defender wins with the jack and plays a third heart, declarer can ruff in the dummy, cross to hand and drive out the spade ace, discarding a club from dummy. Everything is under control.
