POLL Addressing community concerns YESTERDAY’S RESULTS

regarding new immigration laws In response to a series of public inquiries and concerns related to the DeKalb Police Department regarding our approach to immigration and customs enforcement, the department would like to reassure our community that the approaches taken by DeKalb police with regard to such issues are not planned to change, and we will not be undertaking any form of primary immigration enforcement activity.

In January, President Donald Trump signed an executive order regarding immigration that has generated numerous community concerns for undocumented immigrants and how the order will affect treatment of them by the police.

These concerns have been raised in our community and across the nation.

As such, the Illinois Association of Chiefs of Police and the International Association of Chiefs of Police (IACP) have sought to clarify the role of local police agencies with regard to the executive order.

The IACP and I, as the chief of police for the city of DeKalb, believe that to reduce fear and ensure that we have an open and honest relationship with our community, it is essential that we understand the role of the local police regarding the presidential executive order.

Recent reports that federal authorities are considering using local law enforcement agencies in the apprehension and removal of undocumented immigrants from our communities has generated significant concerns.

A statement released by the IACP indicated that, “President Trump’s January 25th Executive Order (Enhancing Public Safety in the Interior of the United States) only directs the Secretary of Homeland Security to use his existing authority under Section 287(g) of the Immigration and Nationality Act to enter into voluntary agreements with state and local agencies to perform immigration enforcement duties.

“However, the IACP has, and will continue to strongly oppose any initiative that would mandate that state and local law enforcement agencies play a role in the enforcement of federal immigration law. The IACP believes that the issue of state, tribal, or local law

VIEWS Gene Lowery enforcement’s participation in immigration enforcement is an inherently local decision that must be made by law enforcement executives, working with their elected officials, community leaders, and citizens.”

Federal authorities have the primary responsibility to enforce immigration laws. In DeKalb, we must seek a balance between the current national discussion about immigration and what the role of the DeKalb police is within our community.

DeKalb police are committed to reducing crime and enhancing our quality of life through an active partnership with our community.

Regardless of anyone’s immigration status, we will always help those in need, tend to our victims and do the right thing at the right time for all people.

We want our community members to voice their concerns, report crime without fear and have a trusting relationship with their police department.

We do not want people to fear that federal authorities will be notified after DeKalb police pull them over for a traffic violation or respond to their call for help.

We must have a “behavior-driven policing philosophy” where if you are engaged in criminal behavior, you have to be held accountable. Yet any attempt to target noncriminals would destroy the trust our residents have in the police.

The DeKalb police will not determine what action will be taken based on anyone’s immigration status.

We will take the appropriate action based on the needs of our community, and we will proactively seek to rid our neighborhoods of the criminals who victimize us.

As the chief of police, I support the position taken by the IACP, and I look forward to building on the positive relationship we have with our community.

TransVAC Green Line adjusts to demand with new intervals

dzimmerman@shawmedia.com DeKALB – In response to an exponential increase in ridership, the Voluntary Action Center of DeKalb’s Green Line bus service will be operating every half-hour during peak demand times starting Monday.

Voluntary Action Center Assistant Executive Director Paul LaLonde said demand for transit service really picked up starting in 2012, and it has been frustrating for riders to wait an hour for a bus to complete its route.

“We’ve been trying to accommodate a bunch of routes using a much older design route,” LaLonde said.

“Be assured that the demand for the Green Line has grown exponentially, as there are some days where the bus is so packed that it’s kind of standing room only and no one else can get on.”

These half-hour routes will be available from 10 a.m. to 6 p.m.

Monday through Friday. Green Line route information is available at vacdk.com.

“We are pleased to offer expanded options on the Green route,” VAC Executive Director Ellen Rodgers said in a statement. “The new peak time service will reduce wait times for our ridership and provide an improved user experience.”

By cutting wait times in half, LaLonde said he hopes the bus service will become more enticing to community members.

“Opening this up will not only thin out the bus and not make rides superpacked, but it will open the service up to more people who can

LaLonde said that ridership for the VAC’s sister service, Blue Line in Sycamore, has grown over the years, but not at a rate that would require the same changes as the Green Line.

“The Blue Line growth has been steady, and buses are full sometimes, but not to the extent of the Green Line,” LaLonde said. “Ultimately, we do want to make it more user-friendly, but right now the real challenge is improving the Green Line.”

The VAC also has been partnering with Northern Illinois University, the city of DeKalb and other en-

tities in DeKalb County to compile a transit survey that would propose long-term plans to improve public transit.

“We are looking at all transit routes, including in the NIU Huskie Line, to figure out how these routes can be more integrated and efficient,” LaLonde said. “That way,

What can the city government do to reduce crime?

As Police Chief Lowery reported, this past year saw an uptick in crimes.

For several years prior to 2016, the City had seen a downward trend. The question then is: was 2016 an aberration or is it the first step of the trend back up? Either way, the perception of crime in DeKalb is hurting both the city and the university. Community policing efforts, such as Camp Power and residential officer program, as well as the co-policing effort with the NIU Police must be ongoing and expanded upon where possible. Juvenile crime in particular was an issue and the driving force in the increase of crime this past year. Educational programs, for both adults and youth, should be used within the school system and the neighborhoods to reinforce how to help reduce crime and for individuals to protect themselves.

We need to look at the root cause of the crime, and in certain areas, the perception of high crime in DeKalb. Having had conversations on the topics of crime with NIU Police Chief Tom Phillips and our own Police Chief Gene Lowery I have gained a sense of commitment toward the reduction of crime and a desire to partner with each others’ Departments to work towards this mutual goal. Of the myriad causes of crime in DeKalb, I would say the first items that come to mind are Mental health issues, Job Creation in our low income areas and the continuance and broadening of urban style policing in those areas of higher crime.

As recently presented in the DeKalb Police Department Annual Report, since at least 2013 the Police Department has been involved in a variety of proactive policing strategies and community policing programs. From 2013 through 2015 crime declined significantly. In 2016 reported crimes jumped. DeKalb and NIU Police departments are cooperating and co-policing in ways never before achieved. We need to continue working together as a community. Programs such as our resident officer program and Camp Power have seen positive results. A Safe Parks program is being initiated along with the Park District in 2017.

An emphasis this year for the Police Department will target gang crime and violence reduction.

The city should continue to be proactive in establishing relationships with the community, increase presence in high crime areas, and make it uncomfortable for criminals to ‘set-up shop’ in our community.

Residents should be encouraged to ‘see something – say something’, get to know their neighbors and watch out for each other. It’s a community problem and both government and community members need to address the issue together.

Work with Police and Community to help implement safety within the city with various programs. Kishwaukee YMCA Camp Power is an example.

Crime has fallen since the duration of the program in that area. Give the police the tools that are needed for the reduction in crime.

What is one thing the city spends money on now that should be reduced or eliminated?

The city should enter into discussions with the other local government agencies, including NIU, a discussion as to the advantages of cost sharing on services that each provides.

Snowplowing, landscaping, heavy equipment are items that come to mind quickly. These could be co-ordinated in a manner similar to the mutual aid system used by the various local fire departments. Currently being discussed is the consolidation of emergency service dispatch. DeKalb, for example, could provide dispatch for some of the smaller towns in county and to NIU.

We need to take a serious look at the size of our city staff, we are in a position that requires us to reduce and streamline the number of our city staff.

Since my time on the city council, staff has consistently looked at ways to become more efficient, productive, and cost-conscious. Some staff positions have been eliminated and others created where necessary. Improvements in centralized purchasing, phone line audits and usage, refinancing bonds at a lower interest rates, have all produced annual savings.

Liability insurance costs have been reduced. Employee Health Insurance plan offerings have been increased, resulting in lower costs for employees and the city.

Since 2010, the city has increased its general fund balance from about 20 thousand dollars to a projected balance of over 9 million dollars by the end of 2017. This is about 25% of our annual general fund budget and is considered an important achievement.

Despite this progress I feel we need to continue to find ways to reduce overtime costs. Money spent wisely now on technology improvements will produce savings in the future. I believe in being fiscally responsible, which means providing for Police protection, Fire protection, Street maintenance, and Economic Development in a consistent and cost effective manner.

My answer is slightly different than your question. My suggestion is what the city should be spending money on now to save money in the long-term. The city should fully staff the Engineering Department rather than pay consultants to do the work.

Consultant fees are higher than the annual salary of a staff person to do the same work. One may argue that it is cheaper to pay consultants over $100,000 annually than a long-term pension obligation of an employee.

I’d like to see the numbers to support this position and the cost benefit analysis of the quality of work provided by consultants versus full time personnel and live and work in the community.

This is another question that there is no simple answer. The City expenses should be evaluated on all levels. We pay for studies that either is never implemented or we knew we could not afford it.

Born: June 23, 1941; in Virginia, MN Died: March 25, 2017; in DeKalb, IL Ilona F. “Noni” (Perala) Jones, 75, of DeKalb, Illinois, passed away Saturday, March 25, 2017, at Pine Acres Rehab and Living Center in DeKalb.

Born June 23, 1941 in Virginia, Minnesota, the daughter of Urho “Earl” Perala and Florence (Rasula) Perala.

Graduate of Virginia High School Class of 1959, Virginia Junior College, University of Northern Iowa (B.A.), and Northern Illinois University (M.S.), Noni married Ivan R. Jones December 20, 1969 at Bethany Baptist Church in DeKalb.

Noni was a retired teacher. She taught first at Delavan-Darian High School in Wisconsin from 1963-1965 before moving to DeKalb where she taught at Huntley Middle School (1965-1985) and then finished her career at DeKalb High School (1985-1994). She loved teaching and being around her students so much that she continued teaching after retirement a as substitute teacher at DHS from 1994-2002.

In addition to teaching, Noni was actively involved in the DeKalb community and with her church families. She led a Bible study (Grace’s Girlfriends) and held a leadership role in the Fellowship and Hospitality Committee of Hillcrest Covenant Church in DeKalb for many wonderful years.

She and Ivan loved working with and serving NIU International students through the community outreach ministry, Network of Nations.

Together, Ivan and Noni have felt so blessed by and from this ministry as they consider these students as well as their families, to be extended families of their own. To them, each of the students they sponsored/hosted were like their own children. Noni was also a member of the DeKalb Teachers Association, the Illinois Retired Teachers Association, the DeKalb Women’s Club, and the Homemaker Educators Association.

She is survived by her husband, Ivan of DeKalb; her daughter, Rebecca Jones (Dominick)

SYCAMORE – About 130 local businesses and organizations are expected to participate in the 2017 Community Expo hosted by the DeKalb and Sycamore chambers of commerce Thursday.

DeKalb Chamber of Commerce events manager Jessica Antonacci said the main purpose is for local businesses to highlight the services they offer to community members.

“The DeKalb and Sycamore communities are so closely knit, and a lot of community members go to each town for different services, so it kind of makes sense for everyone to come together for this event,” Antonacci said. “At first this was just a business-to-business expo, but getting face-to-face time with the community is what the businesses enjoy.”

DeKalb woman accused in slaying hires new lawyers

SYCAMORE – A DeKalb woman accused of murder in connection with the death of her boyfriend was represented by new attorneys Tuesday at the DeKalb County Courthouse.

Kela M. Moss, 26, formerly of the 400 block of South First Street, was charged in November with first-degree murder Kela M. in connection with the Moss death of Brendon Brown, 25, who shared an apartment with her.

Moss was represented by new attorneys from Camic Johnson Ltd. of Aurora in court Tuesday. Her attorneys filed a motion for discovery on her behalf asking for a list of the prosecution’s witnesses and other pretrial records.

Police said Moss went to the DeKalb police station Nov. 14 to report an incident and gave officers permission to go

inside the apartment, where they found Brown dead. An autopsy report indicated that Brown had been strangled.

Moss remains in DeKalb County Jail unable to post bond. If convicted, she could face 20 to 60 years in prison.

Moss’ former lawyer, Robert Nolan, has said the killing was an act of self-defense after a long period of domestic abuse, which Brown’s family has disputed.

Judge Robbin Stuckert twice has denied Moss’ request to reduce bond from $750,000 to $50,000. Bond initially was set at $5 million.

Moss’ family raised $5,000 to get her out of jail, which was the amount she would have needed to pay to be released if the $50,000 bond was approved. Instead, she is required to post $75,000.

While awaiting trial, Moss intended to live at Safe Passage, a shelter for victims of domestic abuse, where she had been receiving counseling.

Moss next is scheduled to appear in court at 8:45 a.m. April 25.

LOCAL BRIEFS University Village hosting final DeKalb candidates forum

DeKALB – Voters’ final opportunity to engage DeKalb’s four mayoral candidates, two Ward 2 alderman candidates and nine DeKalb School District 428 Board candidates in a public forum will be at 5 p.m.

Thursday in the University Village community room, 722 N. Annie Glidden Road.

What makes this forum different from other events is that the candidates will be questioned by a panel of journalists from DeKalb County Online, WNIJ Northern Public Radio and B95 WDKB-FM 94.9.

The forum is sponsored by One DeKalb, a collaboration between Northern Illinois University students and DeKalb County Community Gardens Director Dan Kenney, and it is the last event in the group’s Building Bridges forum series.

Two forums took place earlier this month at New Hope Baptist Church and the House Cafe.

DeKalb Sanitary District changes its name to reflect operations DeKALB – Starting May 1, the DeKalb

Sanitary District will be operating as the Kishwaukee Water Reclamation District after officially changing its name Friday.

A news release from the district said the name change is meant to reflect the changes in the facility’s operations.

“Sewer plants of old are converting to ‘reclamation facilities’ that effectively reintroduce clean water to the environment while capturing resources within sewage to produce power and agricultural fertilizer,” the release said.

The district plans to convert its water treatment plant to provide these services, pending the completion of a $46 million modernization project. Once this happens, the facility could become energy independent by 2030 within a footprint that will meet the community’s wastewater needs for the next 100 years, the release said.

Using its more modernized technology, the facility also hopes to use the name as a means to provide water treatment services to neighboring communities that might be burdened by more restrictive environmental regulations, according to the release.

MAPLE PARK – The Maple Park branch of Old Second Bank, located at 1100 S. County Line Road, has closed, and its building is for sale. The nearly 16,000-square-foot, two-story brick building is located on 4 acres at the northwest corner of Route 38 and County Line Road.

Village President Kathy Curtis said she was sad to hear of the bank’s closing.

“It’s a nice landmark for the town,” she said. “Many of the residents did their banking there.”

Curtis said that there are some businesses in town that hope a new bank will come in to take over the building, but she does not see that happening. But she thinks the building will be sold quickly, as it is competitively priced.

“It’s priced low to sell, and I’m sure Old Second wants to move on with their business plan,” she said.

Curtis said the residents and the village have been loyal customers of Old Second Bank, and the village currently has its funds with the bank.

“Right now we’re banking in Elburn, but it’s inconvenient,” she said.

“We may shop for better rates somewhere else.”

Maple Park veterinarian Dr. Margaret Rogers said she thought it was a shame that the bank has chosen to close the branch now, especially with the possibility of new growth in town, referring to the Shodeen lots for sale in town.

President and managing broker Doug Summers of Summers Commercial Realty LLC said there has been some interest in the bank building, but nothing definite yet. Summers said he did not discuss what uses potential buyers might be interested in for the building.

“It’s a great value,” Summers said.

“It’s built with all brick, and it’s a very solid building.”

He said that if one were to build the building today, he or she could not do it for the price that is being asked for it.

“Whatever goes in there will be good for Maple Park,” he said. “Whether it’s a straight office building, a call center or an educational use, there will be traffic coming through town.”

Although the study is expected to be out in June, LaLonde said that one of the biggest factors that could impede any additional plans is the uncertainty of state funding because of the budget impasse that has spanned nearly two years.

“Not having economic stability prevents us from planning long term,” LaLonde said. “Let’s say the study has grandiose visions. Will the state’s instability prevent us from implement-

The study also will try to entice choice riders – people who choose to ride the bus but aren’t obligated to by not having a car or driver’s license.

Lottery manager still on job after firing

CHICAGO – When Illinois lawmakers voted in 2009 to hire a private company to run the state’s $2 billion-a-year lottery, they had high hopes of making more money that could be funneled into education and construction projects.

Then the company missed sales goals, and two governors tried to fire Northstar Lottery Group. But Northstar remains on the job more than two years later, and the firm now is able to collect millions of dollars more in fees than under its original contract, an Associated Press review found.

“It shouldn’t be this hard to fire somebody,” said former state Rep. Jack Franks, a Democrat who opposed the private management system and wants the state to resume running the lottery.

News from across the state House speaker’s letter rebukes governor’s claims

SPRINGFIELD – The Democratic speaker of the Illinois House is upbraiding Gov. Bruce Rauner for comments the governor made about him.

Speaker Michael Madigan wrote the Republican a letter Tuesday. It said Rauner made “false statements” a day earlier that Madigan was blocking sale of the state-owned Thompson Center in Chicago.

Madigan said his staff and Rauner’s continue to cooperate on the details.

He said Rauner’s comments were “disingenuous” and “beneath your office.”

The James R. Thompson Center in Chicago’s Loop is a government office behemoth that is underutilized as the state payroll has shrunk. Rauner has

been hired by Jan. 1 under a termination agreement negotiated by Rauner in 2015 – about one year after his predecessor, Democratic Gov. Pat Quinn, tried to end the contract.

But a new manager has yet to be hired. Instead, Illinois has extended Northstar’s contract once and is working on another extension that could

budgeted $300 million from its sale.

Rauner spokeswoman Eleni Demertzis said Madigan is making more excuses for the inaction that has kept the state from having an annual budget for the past two years.

Chicago activists call for transparency in ICE shooting

CHICAGO – Chicago activists and residents called for more transparency Tuesday as officials with U.S. Immigration and Customs Enforcement investigate an agent-involved shooting that left a man wounded and raised questions about the use of force.

Federal authorities and an attorney for the hospitalized man offered conflicting accounts of Monday’s shooting, which occurred at a Chicago home as ICE officers were serving an arrest warrant. ICE asserts an agent fired after someone pointed a gun at arresting agents, while the wounded man’s attorney said his client was unarmed and shot after he opened the door.

The uncertainty fueled concerns by aldermen, immigrant rights advocates

keep the company in place through 2017. Just one company submitted a bid to replace Northstar.

Lottery spokesman Jason Schaumburg said the transition – including ensuring there’s no disruption at the roughly 8,000 locations where lottery tickets are sold – is complicated.

“While getting a new manager in place in a timely manner is of great importance to the state, our priority is to ensure we are getting the best deal for taxpayers and that the new manager performs at a level taxpayers deserve,” Schaumburg said.

Meanwhile, under the termination agreement Rauner’s office negotiated with Northstar, the company may receive up to $17 million a year in “disentanglement fees” in addition to management fees of up to $14 million annually.

Unlike under the original contract, which paid a flat management fee of about $14 million, the payments reflect

and residents in the predominantly Hispanic neighborhood northwest of downtown, who scrutinized why a gun was used by ICE. “We believe that regardless of the circumstances, when a civilian is shot, the community needs to know why,” said Juan Cruz, an organizer with Communities United. “There are a lot of questions the community has.”

Medical pot use rejected for intractable pain, autism

SPRINGFIELD – The Illinois Department of Public Health has rejected intractable pain and autism spectrum disorder as medical conditions that could be treated with medical cannabis.

The petition to add intractable pain to the medical marijuana program was submitted in July 2015 to the Medical Cannabis Advisory Board.

Department of Public Health Director Nirav Shah on Monday noted in rejecting the petition that none of information submitted demonstrated an individual diagnosed with intractable pain could benefit from medical

Trump hosted a listening session Tuesday with the Fraternal Order of Police.

The embattled House committee is conducting one of three probes into the election campaign, its aftermath and potential contacts between Trump officials and Russians.

The Senate intelligence committee is doing its own investigation, and since late July the FBI has been conducting a counterintelligence investigation into Russia’s meddling and possible coordination with the Trump campaign.

Nunes’ decision to cancel Tuesday’s hearing was the latest in a series of actions that Democrats contend demonstrate that his loyalty to Trump is greater than his commitment to leading an independent investigation. The California Republican, who was a member of Trump’s presidential transition team, has said he met with a secret source last week on White House grounds to review classified material that showed Trump associates’

Nunes would not name the source of the information, and his office said he did not intend to share it with other members of the committee.

Nor would he disclose who invited him on the White House grounds for the meeting. He described the source as an intelligence official, not a White House official. In an interview on CNN, he suggested the president’s aides were unaware of the meeting.

Trump has used Nunes’ revelations to defend his unproven claim that Barack Obama tapped phones at Trump Tower. In a series of tweets Monday night, Trump said that instead of probing his associates, the committee should be investigating his Democrat opponent Hillary Clinton’s ties to the Kremlin.

“Trump Russia story is a hoax,” he tweeted.

Adding to the swirl of questions was the publication of a series of letters dated March 23 and March 24 involving a lawyer for former Acting Attorney General Sally Yates.

and former director of national intelligence James Clapper, had agreed to testify publicly before the House intelligence committee.

The canceled hearing would have been the first opportunity for the public to hear Yates’ account of her role in the firing of Trump’s first national security adviser, Michael Flynn.

The letters from lawyer David O’Neil, published by The Washington Post, appeared to be in response to a meeting O’Neil had at the Justice Department on March 23 in advance of the hearing.

In them, O’Neil pushes back against what he says is Justice Department guidance on what Yates could say about conversations she had with Trump – conversations the department indicated could be covered by executive privilege.

“We believe that the Department’s position in this regard is overbroad, incorrect, and inconsistent with the Department’s historical approach to the congressional testimony of current and former senior officials,” O’Neil wrote in a March 23 letter to Justice Department official Samuel Ramer. He also wrote that Yates’ testimony would cover details that others have publicly recounted.

To the Editor: We have known the Hepker family of Sycamore for more than 45 years.

Since the 1960s, the patriarchs of this wonderful family, Sis and Darold Hepker, have been outstanding citizens.

They ran a hardware store downtown, supported their community through working with multiple clubs and often donated their time and money.

Lisa Hepker is a bright, hardworking member of the Hepker family who will carry on the traits of the previous generation while bringing new and creative ideas to the city of Sycamore, where we own property.

We believe that Lisa will bring honesty, determination, devotion and the “Hepker family values” to the office of city clerk.

Vote ‘yes’ to protect public health in DeKalb County

To the Editor: On April 4 there will be an important referendum on the ballot regarding funding for the DeKalb County Health Department. I plan to vote “yes.”

During my time as the Sycamore chief of police, I learned that public safety and health protection go hand in hand. In a public health emergency, we rely upon our health department to dispense preventive medication to the entire population, to conduct disease surveillance and track illness, to implement isolation and quarantine when appropriate, and to keep the public informed, all in the interest of reducing harm. In all of these tasks, I found the health department to be competent, professional and collaborative.

Additionally, the DeKalb County Health Department has continuously organized and hosted valuable workshops that brought together fire, police, emergency medical services and other first responders to network and prepare for a coordinated response to emergencies.

These services need to be sustained, and so I urge all county residents to join me and vote “yes” for the public health referendum April 4.

Civilian casualties no way to win a war Until now there has been a stark contrast between the tactics of the U.S.-backed military campaign to recapture Mosul, Iraq, from the Islamic State and those of Russian and Syrian government forces attacking rebels in Syria. The latter has featured deliberate bombing of civilian targets, including hospitals, food stores and aid convoys, at the cost of thousands of lives.

In Mosul, meanwhile, Iraqi counterterrorism forces have suffered heavy casualties in street fighting while limiting the use of artillery and airstrikes to avoid civilian deaths, winning praise from humanitarian groups.

A U.S. airstrike that may have killed scores or even hundreds of people in Mosul on March 17 may now tarnish that record. Iraqi civil defense officials are saying the attack targeted a building in Mosul’s al-Jadida neighborhood where many people were crowded in a basement; the remains of more than 100 had been recovered

by Sunday. On Saturday, the Pentagon confirmed that the coalition had targeted Islamic State fighters “at the location corresponding to the allegations of civilian casualties” and said a formal inquiry was underway.

Confusion still surrounds the incident: Iraqi military authorities say the casualties were caused by booby traps the Islamic State had planted in the house, or by a suicide car bomb that detonated nearby. There’s no question that the jihadists are using civilians as shields, forcing them to stay in homes that are used as firing positions. It is vital that U.S. authorities determine as quickly as possible whether an American or coalition bomb caused the civilian deaths, and, if so, accept responsibility.

It’s equally important that U.S. and Iraqi forces minimize further civilian casualties as they reclaim the remaining, densely populated areas of Mosul still held by the Islamic State. Once the fight is over, the Shiite-led Iraqi government will face the stiff political challenge of stabilizing a multiethnic city that includes hundreds of thousands of Sunnis; that will be all the more difficult if the pro-government forces have inflicted heavy casualties.

U.S. commanders appear to understand the stakes. Gen. Joseph Votel, leader of U.S. Central Command, issued a statement saying”the death of innocent civilians in Mosul is a terrible tragedy” and that the coalition “will continue to take extraordinary

measures to avoid harming civilians.”

U.S. spokesmen say the rules of engagement governing airstrikes, which are tailored to avoid civilian deaths, have not changed.

Outside observers nevertheless are speculating that the advent of the Trump administration has loosened restraints on U.S. attacks in the Middle East. A controversial Jan. 29 raid in Yemen, approved by President Donald Trump, killed up to a dozen civilians, Votel said. A U.S. airstrike in Syria’s Aleppo province on March 16 is under investigation amid allegations that it killed scores of civilians gathered in a mosque; the Pentagon described the target as an al-Qaeda gathering.

President Barack Obama was frequently criticized for micromanaging military strike decisions and exercising excessive caution. Trump, on the other hand, has talked loosely about heavily bombing Islamic State-held areas and has stepped up direct U.S. involvement in the fighting. Defeating the Islamic State more quickly through the greater use of U.S. force is a worthy goal. But doing so at the cost of higher civilian casualties would be a serious mistake.

To the Editor: I am writing in support of Misty Haji-Sheikh for mayor of the city of DeKalb.

I have known Misty since she first moved here from Texas in 2002. Our children went to school together, we’ve canvassed our neighborhood together, and attended numerous City Council meetings together.

Over the years, she has assumed many positions to expand her knowledge of the school district, Northern Illinois University, Diane DeMers and city, state and county issues.

To the Editor: Please join me in voting “yes” for the Limited Rate Referendum on the April 4 ballot supporting the DeKalb County Health Department.

This department, first established in 1966, has protected and improved the lives of all the citizens in DeKalb County. Whether it is from disease prevention, food inspection, disaster relief or terrorist threats, you and your family have benefited.

The health department is active in assisting mothers and infants in need of supplemental feeding through the Women, Infants and Children (WIC) program by serving as the managing agency. This is a silent agency, and the only time that many of you will hear about its activities is in time of need.

Taxes provide for 23 percent of its $3.4 million budget and fees 36 percent, with the remaining 40 percent coming from federal and state grants.

The tax rate for the health department has remained the same for 50 years, while grants have steadily declined during the past 10 years.

For less than $10 for a $100,000 home, you will continue to receive protective coverage without a slow and erosive reduction of services provided by the health department.

As a past president of the DeKalb County Board of Health from 2004 to 2006, I encourage you to vote yes.

Your increased tax dollars will be well-managed. The staff is there to serve and protect the health of the residents of the county.

Misty’s local government experience ranges from DeKalb School District 428 Finance Facilities Advisory Committee chairwoman to two terms on the DeKalb County Board (past chairwoman of the Health and Human Services Committee, current vice chairwoman of the Economic Development Committee).

Misty helped initiate DeKalb County’s business incubator, which provides basic services to small businesses not yet financially able to provide full office support.

She has also tracked city of DeKalb issues closely and understands the city’s financial, administrative and personnel issues.

Expanding DeKalb’s job base will be one of Misty’s prime objectives as mayor.

She has an intriguing idea to help do this.

Several Chicago-area counties will exhaust their drinking water supply in 15 to 25 years as their shallow aquifers dry up. Businesses relying on water in these counties will be looking to rehome near a water-rich location.

DeKalb is perfectly positioned to attract these businesses with its deep aquifers.

Further, it is right off Interstate 88, near two airports (DeKalb and Rockford) and a rail hub in Rochelle, houses a top university, a beautiful new high school and city library, has fiber optic trunk lines and a rich quality of life. DeKalb is ideal for companies looking to relocate. Now is the time to work on attracting high-quality businesses to expand our job base.

Increasing crime in DeKalb is another concern of Misty’s. At a recent City Council meeting, Police Chief Eugene Lowery said that the biggest jump in recent crime is theft from unlocked cars. Misty has suggested a very simple, low-cost way to encourage people to keep their cars locked that will free up officer time and resources to focus on more serious crime issues.

Misty is articulate, experienced, hardworking and focused. She believes in transparency in government. Her years of involvement in local business, community, education, university and human services issues make her well-qualified for mayor of DeKalb.

SYCAMORE – James Marcinkowski didn’t have a hit heading into spring break.

That changed Tuesday.

The Sycamore baseball team’s cleanup hitter was one of several Spartans to have a big day at the plate and they crushed Harlem in an early doubleheader, 14-1 and 11-1, in a pair of five-inning games at Sycamore Community Sports Complex in Sycamore.

Even with an early start – the first pitch was at 10 a.m. – Marcinkowski said he was eager to play and shake off a tough start to the year.

“I was looking forward to it because in the first two games I was 0 for 7,” Marcinkowski said. “The first two games, I was pressing a little too much and trying to do too much. Today, I just had a simple approach and just tried to hit the ball hard.”

Marcinkowski, who had a late start to baseball with the Sycamore basketball team making a deep postseason run, finished the day hitting 5 for 6 with two doubles, four runs and four RBIs. He also pitched a scoreless fifth inning in relief during the second game.

Zach Carlsen, Jack Mizgalski and Marcinkowski finished a combined 12 for 20 with 12 RBIs. “We have a lot of guys who came back from last year, and we have a ton of confidence and know what we’re capable of,” said Mizgalski, who had four extra-base hits, including a triple in the first game and a deep two-run home run in the second contest.

The Spartans (3-1) have bounced back after losing the season opener at Burlington Central and have now outscored their opponents, 42-5, in the past three games.

“Playing the first two games, we won one, we lost one, and we hadn’t played that well, but today we had our pitching lined up the way we wanted to, and offensively, we had a really good approach,” Sycamore coach Jason Cavanaugh said.

Senior outfielder Tyler Didio went 2 for 3 with three RBIs, hitting a double and his second triple of the year.

“Just seeing the ball – inside, outside – I’ve just been in the zone as of late,” Didio said.

After the dominating win in the first game, the Spartans trailed early in Game 2 after an RBI single by Harlem’s Gage Stine put the Huskies (13-1) ahead, 1-0, in the top of the first.

Sycamore responded by scoring three in the bottom of the first and then Mizgalski hit his deep home run to center field in the bottom of the second to give the Spartans a 5-1 lead.

“That’s big boy territory out there,” Cavanaugh said of Mizgalski’s well-hit homer.

The Spartans opened up the floodgates in the bottom of the fifth, thanks to back-to-back two-run doubles by Mizgalski and Marcinkowski.

The day ended when junior Justin Pottorff took a bases-loaded walk for the 11-1 victory.

Beyond the stats: During the Spartans’ eight-run third inning in Game 1, the Harlem pitchers combined for seven walks and hit a batter. Out of the seven walks, four came with the bases loaded.

They said it: “It’s hard when the games get shortened like this,” Jason Cavanaugh said about getting his pitchers some experience early in the season. “We pitched six innings the first game, six innings the second game and only 10 today – 10 instead of 14, that makes a huge difference.

ecarifio@shawmedia.com DeKALB – A day after blasting two home runs in a loss at Geneva, Rylee Levine added another big hit as the DeKalb softball team held on for an 8-4 home win Tuesday against South Elgin.

Levine’s double in the fourth put the Barbs (3-1) ahead, 7-2, and after a two-run fifth for the Storm (24), DeKalb reliever Torrie Newport shut down South Elgin in the sixth and seventh to pick up the save in relief of Mallory Warner.

“It was obviously quite important to win this game,” Levine said. “We did good against Geneva yesterday, but today we just had to come out ready to play, and I think we did that.”

The Barbs lost to the Vikings, 11-10, on Monday – Geneva scored 10 runs in the first four innings, then freshman reliever Ashley Nelson held them scoreless until the eighth. DeKalb coach Jeff Davis said it was nice to see his team bounce back from the nine-walk game – which he said also featured a lot of errors in the field by the Barbs.

Warner started against Geneva, and then gave up two runs in the first inning Tuesday to the Storm.

But she retired eight of the last nine batters she faced. Davis said a trip to the mound after the Storm loaded the bases in the first – after a leadoff triple, Warner walked two batters and hit two others – settled her down.

And while his swing doesn’t look dramatically different, his hands are lower, giving him a chance to get to the ball quicker, and there’s less wasted movement in his setup than even early in the spring schedule.

But not even he will guess

what it produces once the season starts in St. Louis on Sunday night.

Depending on the scout you talk to in Arizona, Heyward either looks like the same basic hitter who hit .230 with seven homers and got benched during the playoffs – or he shows signs of renewed life and confidence that could translate to the bounce-back season he and the Cubs are looking for.

“You’re coming into a place where you don’t know a lot of guys,” Lester said. “You’re trying to prove you’re worth something. You’re trying to prove to the city, to your teammates, your family, everybody else. …

“Now it’s a matter of he can just go out and play.”

Could that make a difference for the hitter the way it did for the pitcher?

“We’ll see,” Heyward said.

“We’ll see what happens.”

MESA, Ariz. – On the seventh pitch of an at-bat in the sixth inning Tuesday, the Cubs’ Jason Heyward lined a double into the right-center gap off the Giants’ Matt Cain.

In the game before that, Heyward walked three times. In his final at-bat of the game before that, he homered.

So is he fixed? Is the $184 million right fielder who slumped to the worst offensive season of his career in 2016 back to at least career-average form now that the off-season work and nearly all of spring training is done?

“I don’t know,” he said.

“You’ll get the answer to that at the end of the season.”

Maybe that’s the nature of these things. It’s certainly the only the only part that matters.

Heyward worked daily for long stretches of the winter with hitting coaches John Mallee and Eric Hinske, trying in part to re-create the swing and success he had in 2012 when he hit a career-high 27 homers.

Heyward said his work the last four months has been both a physical and mental process.

“The last few games I’ve gone up there with the mindset of swinging at every pitch and letting my eyes tell me, ‘no.’

That’s how you be aggressive in the strike zone,” said Heyward, who had two seven-pitch at-bats Tuesday coming off the three-walk game.

“I’m not talking about results,” he stresses (still hitting just .163 this spring). “Just the mindset and approach of each at-bat. As far as timing and just

Trade opens door for Jacob May

SURPRISE, Ariz. – Jacob May got a text from his uncle Carlos, the former Sox who batted third in front of Dick Allen on those good White Sox teams in the early 1970s, Tuesday morning.

“He was like, ‘I’m excited for you,’ ’’ May said. “Get used to the cold.’’

The Sox trade of outfielder Peter Bourjos to the Rays for cash or a player to be named Tuesday cleared room for May to be the White Sox Opening Day center fielder when the they host the Tigers at Guaranteed Rate Field on Monday.

The forecast calls for rain and a high of 55, which probably means about 44 degrees by the time the seventh inning rolls around.

It will feel like 75 with sunny skies to May. He’s going to be a big leaguer for the first time, just like Uncle Carlos and his grandfather Lee, who hit 354 homers for the Reds, Astros, Orioles and Royals

PIERZYNSKI GOES FULL TIME FOR FOX

Pierzynski, 40, was a White Sox catcher from 2005-12. His last two seasons were with the Braves. While not official, the FOX job signals the end of a 19-year career for the backstop on the Sox’s ’05 World Series championship team.

Royals 7, White Sox 4 Quintana ready to go: Opening Day starter Jose Quintana scaled back his workload in his final start, as usual, pitching against Brewers minor leaguers on the back fields at Camelback Ranch while the Sox were playing the Royals in Surprise.

Quintana threw 48 pitches (38 strikes) over three-plus innings, allowed two hits and a walk while striking out three. Quintana gave up two runs, one earned and said he finished his spring preparation on a high note.

“I’m absolutely ready for the season to start,’’ Quintana said.

“I felt very good. I attacked the strike zone with all my pitches. I worked in all the things that I’ve been working on in this spring training and I executed all of them as I wanted.’’

The Sox’ top two back relievers, Nate Jones and David Robertson, threw one inning each.

Pace will be ready either way.

“We’ll have an elite group of names that we’re confident will be there (at No. 3). Three names, yeah,” Pace said. “But beyond that, there’s some pretty good depth in this draft, too, so are there scenarios – and it’s easier said than done – where we can trade back? Those things will be discussed.”

Two positions the Bears won’t be drafting at No. 3 are receiver and guard.

Of his first draft pick, Kevin White, Pace said, “I’m glass-half-full (guy); I’m optimistic. But I’m also mindful and responsible about creating the right depth.

“I’m excited about where he’s at right now, where his mindset is at right now, and it’ll be exciting to see that moving forward.”

Pace also is confident of a return to form from his Pro Bowl guard, Kyle Long.

“Fortunately we came to the conclusion that he really didn’t need the shoulder (surgery). I think that helps a lot,” Pace said. “For a player like that to have two surgeries in an offseason is challenging. But for him just to deal with the ankle, I think that was kind of a relief for him. Genetically, he’s a freak, so he’s progressing very well.”

Team Chairman George McCaskey is as frustrated with the losing as Pace, but he told me he’s as confident as ever that his young GM is the guy to get it fixed.

Although there still is no immediate pressure on Pace to win now, it seems likely down the road we will look back on next month’s draft as a turning point in the Pace regime.

Right now he sounds ready and raring to go.

PHOENIX – NFL owners got busy Tuesday, passing several rules changes, adopting resolutions they believe will speed the game and enhance player safety, and perhaps even allow for more personality in player celebrations.

One day after approving the Oakland Raiders’ move to Las Vegas, the owners sped up discussions on dozens of subjects.

That led to a change in handling officiating of video replays; eliminating “leapers” trying to block field goals or extra points; adding protections for defenseless receivers running their routes; and further discussions with the players about loosening restrictions for on-field celebrations.

The NFL also extended bringing touchbacks out to the 25-yard line for another year; made permanent the rule disqualifying a player who is penalized twice in a game for specific unsportsmanlike conduct fouls; and tabled reducing overtime in the regular season from 15 minutes to 10, a subject likely to be addressed at the May meetings in Chicago.

Referees now will watch replays on the field using Surface tablets, eliminating “going under the hood” to watch on TV monitors. League officiating chief Dean Blandino and his staff in New York will make the final decisions on those calls, with input from the referee, who in the past was the ultimate arbiter after consulting with league headquarters.

“We’ve been doing this for three seasons, since 2014,” Blandino said of the centralized reviews. “It’s worked in the replay process.”

Blandino, who has two assistants who also can make the final decisions at the officiating headquarters, said he has no concern about being undermanned during a heavy schedule.

The leaper rule was a slam dunk, and passed unanimously.

“To a person, the players association was quick to say, ‘We don’t like this play,’ ” competition committee chairman Rich McKay said. “That absolutely always plays a part in our decision. It was an easy play to get out.”

Commissioner Roger Goodell asked that adjustments in the strength of rules limiting player celebrations be tabled so he could meet with players to “bring clarity to the rules while allowing players more ability to celebrate” while avoiding over-the-top demonstrations. That proposal likely will be re-

visited in May. McKay noted that just because ejections and suspensions for egregious hits have been made a permanent rule instead of a one-year deal doesn’t mean the league has a problem. The committee believes suspensions are “the ultimate detriment to players” and will curb any further incidents.

Also tabled was eliminating the mandatory summer cutdown to 75 players, which would leave only one cut at the end of preseason.

Voted down were suggestions to permit coaches to challenge any officials’ decisions other than scoring plays and turnovers, which automatically are reviewed. Washington’s proposal to move the line of scrimmage to the 20yard line instead of the 25 if a kickoff is sent through the uprights was defeated.

Other actions taken Tuesday included: n Crackback blocks by a backfield player who goes in motion are now banned. n Creating an unsportsmanlike conduct penalty for committing multiple fouls during the same down with the purpose of manipulating the game clock. n Allowing teams to interview or hire an employee of another team during the season if the other team consents. n Modifying some bylaws regarding bringing draft-eligible players to clubs’ facilities; changed procedures for returning a player to the active ranks from lists such as physically unable to perform, nonfootball injury or nonfootball illness; and tightened the restrictions on what is considered a local workout before the draft.

Those local workouts worked against teams with few major colleges in the area or players who are residents, citing Green Bay vs. Miami.

Withdrawn were proposals to award a third coaches’ challenge as long as a team was correct on one of its first two challenges instead of on both; eliminating the maximum of three challenges entirely; and permitting a club to negotiate and reach a contract with a head coaching candidate anytime during the postseason. Now, there is a specific window for interviewing such candidates, whose season must be over before they can be hired.

The league also discussed allowing players and coaches on the sidelines to use the tablets to watch video, but that was not on the voting agenda Tuesday.

For now, they can only look at still photos on the tablet.

PHOENIX – Bears general manager Ryan Pace is looking and acting very much like a young man quite comfortable in his own skin and confident he is guiding his organization down the right path.

Make no mistake, Pace isn’t happy for a second with 3-13, nor is he under any illusions that kind of futility can continue, but he has no intention of deviating from his plan.

“Building through the draft is the primary way we want to do this,” Pace said Tuesday at the NFL owners meetings.

As for free agency, he explained, “We always say: the best form of free agency is Ryan Pace re-signing your own players because you know the most about those guys.”

No team, however, can completely ignore free agency or build exclusively through the draft, and Pace discussed the possibility that quarterback could fail to make his shopping list in the draft again after adding Mike Glennon and Mark Sanchez.

“Mike Glennon is our starting quarterback, and Sanchez I see as a really good solid No. 2 quarterback,” he said. “I think [Sanchez is] the kind of player that exudes confidence. I like that about him. He’s knowledgeable, he’s smart, and him and Mike have already kind of clicked.

“We’ve talked about it before, there’s no more important room than the quarterback room, and we put a lot of thought as to how that room blends together, especially with the No. 2 position.

“I think we’ve created an environment, not only with him, but also with Connor Shaw, where it’s a room that can really click together and make each other better.”

When Pace first came to town, he talked about drafting a quarterback every year to constantly try to upgrade the position, but he has yet to take one in his first two drafts.

Will 2017 be different?

“We talk about it a lot. We’re going to draft the best players available, wherever that may be,” he said. “And if it’s a quarterback, it’s a quarterback. But we’re going to take the best players available.”

Anisimov’s value clear in absence Team 2-1-2 since center suffered leg injury in Montreal

mlazerus@suntimes.com PITTSBURGH – Artem Anisimov doesn’t have Patrick Kane’s hands, or Artemi Panarin’s shot, or Duncan Keith’s speed, or Marian Hossa’s strength, or Jonathan Toews’ tenacity.

But he is skilled. He does have a good shot. He can be quick. He is strong on the puck. He is tenacious at the net.

Anisimov might not be “the best” at anything on the Blackhawks roster, so he doesn’t garner the attention that his higher-profile teammates do. But he is good at just about everything. And his absence is proving just how valuable he is.

Anisimov’s leg injury, suffered March 14 in Montreal, has had a ripple effect throughout the Hawks lineup.

Remove that linchpin from the sec-

ond-line center spot, and all of a sudden the four-line rotation that carried the Hawks to 12 wins in 13 games in February and early March falls apart. Since Anisimov was hurt, Nick Schmaltz, who struggled mightily on faceoffs, got a crack at his spot. So did Ryan Hartman, who never has played center at the professional level. Now it’s Tanner Kero, who acquitted himself well in his debut there Monday night in Tampa Bay, but who doesn’t Artem fit the mold to play beAnisimov tween two supremely gifted wingers such as Panarin and Kane.

When it was Schmaltz, the formerly red-hot top line suffered. When it was Hartman, the bottom-six took a hit. And now that it’s Kero, the fourth line is weakened, with Andrew Desjardins moving to center, a spot he hasn’t played much since coming to the Hawks. Every game, coach Joel Quenneville is moving guys around, trying to find the consistency he had when Anisimov was healthy.

“He’s a big key to our team,” Kero said. “So it’s always tough when guys like that are out for a bit. But others have to step up. Guys have been up and down in the lineup, in and out of different positions all year. So everyone’s kind of used to that. You’ve got to be versatile and able to play whatever role they want you to be in, because situations like this come up.”

After winning in Montreal, Ottawa and Toronto, the Hawks have been erratic and error-prone in a messy 2-1-2 stretch. It’s no coincidence.

“When you lose a guy of his nature, when you use him in so many different situations, maybe the first three, four, five games, you can get away with his absence,” Quenneville said. “But as we’ve gone along here, you notice his value to your team. … You’re definitely looking for somebody to fill that need.”

Shuffling his forwards is nothing new for Quenneville – he’s done it throughout his coaching career, and constantly was tinkering through the first four months of the season as he integrated so many new faces into the lineup. But the Hawks didn’t hit their

stride until February, when he finally settled on a top nine, with some rotation on the fourth line.

Anisimov is expected to be back in time for the playoffs, but if he doesn’t get a game or two in before the end of the regular season, it is impossible to know what to expect from him in terms of his timing and conditioning. Not everybody can step right in and make a huge impact off a lengthy injury absence, like Kane did after breaking his clavicle in February 2015. So these last six games, starting with Wednesday’s showdown with the defending champion Pittsburgh Penguins, will continue to be a test of the Hawks’ depth, and of whatever contingency plan they can come up with.

“We could use him, no doubt,” Kane said. “He’s a huge part of our team and fits in that second center role perfectly, a position we were looking for for a long time. … There’s no doubt we miss him, and, hopefully, he’ll heal fast and we’ll get him back as soon as possible.”

“Maybe next time, I’ll get 15,” Butler said with a grin after practice Tuesday.

“We’ll find out.”

A steady diet of double teams has prompted the Bulls’ biggest shot taker to transform into a top playmaker.

Butler has double-digit assists in each of his past three games after doing so only four times in his first 65 games.

Butler’s mindset has helped the Bulls (35-39) win two of their past three games to keep their postseason hopes alive. The next test comes Thursday against Cleveland, which likely will throw more double teams at the Bulls’ All-Star.

How will Butler know when to give up the ball without sacrificing the aggressiveness that defines his game?

“I’m learning,” said Butler, who is averaging 23.5 points, 6.2 rebounds and 5.5 assists. “I think that all the film that I watch on myself and of other players

“But I mean, [heck], [74] games in, I guess it’s still a learning curve for me

and for everybody else. Hopefully, I continue to make the right plays.”

Coach Fred Hoiberg likes what he has seen in recent games from Butler and point guard Rajon Rondo. The duo combined for 23 of the team’s 33 assists Sunday afternoon in a sorely needed 15-point win over the Bucks.

“When he and Rondo are on the floor together, it gives you two very good playmakers and two guys who are willing to get in the paint and make the right play,” Hoiberg said.

Rondo said it was easy to adjust to Butler as a playmaker.

“There’s enough time in a game where both of us can handle the ball and make plays for our teammates,” Rondo said. “That’s just what we’re trying to do is make our team better. I believe in sharing the ball, and I think Jimmy’s doing a great job right now of making plays for his teammates.”

Butler was asked whether Rondo helped him as a playmaker.

“Here and there, but I’m a smart enough basketball player to figure things out on my own,” Butler said. “I watch a lot of film, so there’s not too many people that can tell me what to

do. I’m watching it unfold myself after the game or before, whatever it may be. I think that the film is the best help for that.”

On the mend: Cristiano Felicio, who has missed the past three games because of a bruised tailbone, did not participate in Tuesday’s practice.

“He did a lot of noncontact stuff,” Hoiberg said. “He’s moving around pretty well, but still has some soreness, so the big thing is to give him a couple more days to hopefully get himself right.”

Hoiberg said Felicio “potentially” could play Thursday against the Cavaliers depending on his progress.

Playing defense: Speaking of Thursday’s showdown against Cleveland, Butler turned tight-lipped when asked whether LeBron James was still the hardest player to guard in the NBA. “You’re not gonna pull me into that,” Butler said playfully.

Why so evasive?

“If I say he is, then the next time I play Kevin Durant, he’s going to try to score 60,” Butler said. “Or Devin Booker is gonna try to give me 70. So, no, you’re not gonna get me. Not today.”

Noah: Using supplement to help with his injuries ‘backfired’

GREENBURGH, N.Y.– Joakim Noah was seeking help to overcome injuries that wrecked his first season in New York and turned to an over-the-counter supplement.

That decision “backfired,” Noah said Tuesday.

It led to a 20-game suspension for violating the NBA’s anti-drug policy, preventing Noah from ending a disappointing year on a positive note.

“This was a tough moment, but I’m going to learn from it,” Noah said. “I tried to take a supplement to help me with everything I’ve gone through. I’ve gone through a lot of injuries, and I tried to take something to help me and it backfired.”

Chargers sell all available season tickets at temporary home

LOS ANGELES – The Los Angeles Chargers said Monday that they have sold all the available season tickets at their temporary home.

The recently relocated Chargers will play at the 30,000-seat StubHub Center in suburban Carson, California, for the next two seasons before moving in 2019 into the $2.6 billion stadium in Inglewood that they will share with the Rams.

USA Hockey, women’s players reach agreement to avoid boycott

USA Hockey and the women’s national team reached a wage agreement Tuesday night to avoid a boycott of the world championships.

Players and USA Hockey announced the deal in a joint statement just three days before the tournament begins in Plymouth, Michigan. It’s a four-year agreement that pays players outside of the six-month Olympic period.

Star forward Jocelyne Lamoureux-Davidson said by phone Tuesday night that getting a deal done “feels like a weight off our shoulders.” Captain Meghan Duggan said players “stood up for what we thought was right and USA Hockey’s leadership listened.”

USA Hockey executive director Dave Ogrean said by phone that he’s “relieved” to get a deal done.

A cure for what ails

How to make a simple chicken soup worth crowing about

For every cook who knows from real chicken soup, there are probably six others who think it’s fine to simmer naked chicken breasts in canned broth and call it a day.

Convenience has its place in the kitchen; that’s what modernity demands. But in the matter of homemade vs. expedient, the latter settles for less.

Restorative and magic-cure powers aside, a bowl of real chicken soup satisfies at almost any time of year because it’s the lightest comfort food around. Its aroma is as complex as that of handcrafted coffee, with a hint of sweetness and grassy herb. Its vegetables are crisp-tender, the phrase food writers reach for when describing a plant texture that yields to a gentle bite. Some noodles, maybe a planetary matzoh ball, may have been introduced just long enough to absorb a broth whose surface must shimmer with diaphanous fat. The chicken itself ought to taste like ... chicken.

All of that doesn’t happen in 30 minutes. However, it can take less work and less time than you may think. Through testing and tips from experts, we have developed a method for making chicken soup that fits the description above. Hopefully, it can convince the canned broth-ers and the takeout-reliant to go an extra step or two, and it might even budge more-experienced hands to tweak their own favorite recipes. The perfume of this soup on the stove could do that all on its own.

Onions provide the underpinning for a well-built and well-colored broth.

Sauté several in chunks until golden, and the ensuing liquid will respond in kind; char the cut sides of unpeeled halves, and the broth will approach the roasty brown of a beef-mushroom blend.

For three quarts of straight-up, deli-style chicken soup, you need a whole chicken, cut up, because the combination of meat and bones and fat will give you the best shot. A medium-size organic bird or one from the farmers market is worth the cost here.

But keep in mind a few extra dollars will not guarantee consistent results.

Lots of home cooks do, of course. But some products have lots of additives, including potato flour, yeast extract and “natural chicken flavor,” and those who are wheat-, dairy- or gluten- intolerant need to read the labels closely to see whether the broths were manufactured in a facility that processes those ingredients. And some of those additives make for a cloudy broth.

It’s commonly used to add an “umami” characteristic, and it contains some naturally occurring monosodium glutamate (MSG).

Why no skimming?

The chicken spends less time in liquid in this recipe than in others. Without the skin, there’s less fat and fewer impurities to rise to the top. Also, we’re taking a tip from chefs here: Instead of skimming, we let the broth and its components cool in the pot, then cover and refrigerate overnight. This enhances flavor and makes for easier straining the next day.

Here are a few more: a pot that

doesn’t need skimming and chicken meat that’s tender.

Parsnips, leeks, tomatoes and fresh thyme or parsley all can join the bird for a swim. They can deepen and sweeten the broth’s flavor. Carrot and celery are musts.

With enough water to cover, everything cooks in well under an hour, brought first to something less than a full boil, then reduced to a stovetop heat that promotes lazy surface bubbles. (A long spell in a slow cooker can achieve the same result.) Skimming’s not required, but if you do, there won’t be much to offload.

At this point, you would taste for the essence of chicken, Brandt suggests. If that is not so pronounced, then it’s time to stir in a dollop of prepared soup base or bouillon concentrate – a kind of reverse kitchen engineering that makes sense to us.

Turn off the heat and let the mix cool down, then cover and refrigerate overnight. This is an important infusion step that makes a night-and-day difference in flavor.

The next day, or the day after that, discard the vegetables and double-strain the broth.

Shred the chicken and refrigerate it in some of that broth; that way, the meat won’t dry out or cause the broth to become cloudy. (You can store it for an extra day or two, and it’s also good for a quick protein snack or house-cat reward, not to mention chicken salad.)

When you’re ready to serve, you can sauté new chopped carrot, celery and onion, or just toss the first two, along with the shredded chicken, into the strained broth as it reheats. Cooking any noodles separately and rinsing them will help keep the soup clear; add them and a handful of chopped fresh dill or tarragon and warm through.

Soup kugel’s an old recipe with a modern sensibility. Beaten eggs and simple seasonings go into just-cooked fine egg noodles and are baked in a pie plate. Sliced into thin wedges and served at the center of a steaming bowl, what you get is an elegant, freezable alternative to mushy, waterlogged pasta.

Heat the 2 teaspoons of oil in a large Dutch oven over medium heat. Once the oil shimmers, stir in the onions. Cook for about 10 minutes, stirring a few times, until some pieces have browned edges and the onions have picked up color.

Meanwhile, use kitchen shears or a sharp knife to remove the skin from the chicken.

Don’t worry about the skin on the wings, which is trickier to remove; it will give the soup a little needed fat. Reserve the skin, and cut the chicken into a total of 12 or 13 pieces, including the neck (cut the breasts in half).

Shove the onions aside in the pot so you can add the chicken; the goal is to have as many pieces as possible come in contact with the bottom of the pot so they brown a little. You may add them in two batches; cook for about 10 minutes, turning them as needed.

Increase the heat to medium-high; pour in the water and toss in the celery and carrot, making sure the chicken is covered.

Once the liquid comes to a full boil, reduce the heat to medium-low and cook for 45 minutes. You don’t need to skim.

Meanwhile, heat the cup of oil in a skillet over medium heat. Cut the skins into 1- or 2-inch pieces, stretching them as flat as you can.

Carefully place one in the oil; if the oil bubbles around them, add half the remaining pieces of skin and fry for about 8 minutes, turning them until they are crisp and evenly golden brown. Drain on paper towels and season lightly with salt.

At this point, taste the broth. If it’s not chicken-y enough, stir in a teaspoon or two

Soda drinks tied to low bone density Dear Doctor: I was informed several years ago that carbonated drinks weaken bones, leaching the calcium from them. Is this true? What would be considered an acceptable amount for a teenager or a woman past menopause? Would carbonated spring water be better?

Dear Reader: Sodas are ubiquitous in our society. Even schools sell them. Further, both parents and children often use sodas as their primary source of liquids, shunning simple water – the essence of life. The evidence between soda intake and obesity risk is irrefutable. Now let’s look at the evidence on bone density.

Almost 20 years ago, a study published in the Journal of Bone and Mineral Research found that cola-drinking rats had lower levels of calcium, higher levels of phosphorus, lower levels of vitamin D and higher levels of parathyroid hormone than water-drinking rats. They also had lower bone density in the femur (hip) bone.

A 2006 study published in the American Journal of Clinical Nutrition assessed the amount of cola and non-cola carbonated beverages, both with and without sugar, consumed by 1,125 men and 1,413 women.

The study followed participants for 25 years and then checked their bone mineral densities. The authors did not find an association between non-cola carbonated beverages and lower bone mineral density in either men or women. Nor did they find an association between cola consumption and lower bone density in men. However, women who drank cola sodas had significantly lower bone mineral density than those who didn’t drink sodas, regardless of whether the sodas contained sugar or artificial sweeteners.

Another American Journal of Clinical Nutrition study published in 2014 followed more than 73,000 women between the ages of 30 and 55 for 30 years. At the end of the study, they

The authors then compared women with the same body mass index who drank soda versus those who didn’t. Here the authors found a significant correlation between soda intake and hip fractures. Women who drank five to 10 sodas a week had a 16 percent increased risk of hip fractures, and women who drank more than 10 sodas a week had a 42 percent increased risk of hip fractures.

The increased rates of hip fracture were seen in both caffeinated and non-caffeinated sodas, as well as colas and non-colas.

Carbonated spring water is simply water with dissolved carbon dioxide gas, but that’s not to say it isn’t acidic. The pH level is between 3 and 4 – higher than sodas’ roughly 2.5 pH – while water has a pH of 7. The acidity could potentially pose a problem, but a study published in the British Medical Journal in 2005 found no difference in markers for bone turnover between postmenopausal women who drank carbonated mineral water for eight weeks and postmenopausal women who drank plain mineral water.

My advice is: Make plain water your primary source of fluid. Also, and this is important, minimize the amount of sodas you and your teenager drink. In addition to their link to obesity, they do seem to increase the risk of low bone density and bone fractures.

DEAR ABBY been married to my second Jeanne husband for 14 Phillips years. He’s a great provider, but mentally and emotionally abusive.

I want to leave him, but I’m scared to live on my own. We both work, but he makes a lot of money – which I do not – so I guess you can say, financially, I’m comfortable. But I’m miserable.

We have no kids together (which I want but can’t have, and he won’t adopt). I feel like I’m wasting my life. I’m 43. I had to have emergency surgery and almost didn’t make it, and he resented me for it. Why can’t I leave him? Why am I so scared?
