School board candidate drops READER POLL out to support other contenders YESTERDAY’S

dzimmerman@shawmedia.com DeKALB – Scott Campbell, one of the 10 candidates for the three open seats on the DeKalb District 428 School Board, opted to drop out of the election to support three other candidates.

Campbell will be pushing for the elections of Valerie Pena-Hernandez, Shatoya Black and Twangie Smith.

“Electing them will finally bring our Board of Education closer to the demographics of our community, and give a voice to the kids who need it the most,” Campbell said in a statement. “I feel I run on the same values and strategies they do, and I am just detracting from their chances of success.”

Campbell added that minority candidates need to be supported and put onto the board.

“They can do it with more credibility than just one more white guy on the school board can, and devote more time to the cause than I can,” Campbell said. “Let’s commit to diversity in our schools, let’s recognize we’re now a majority-minority district and help all our kids achieve success, equally, by diversifying our board.”

Campbell also said that Malta Elementary School has virtually no minority achievement gap, and he recommended replicating their teachers’ efforts across the entire district to close the gaps between white students and minority, special needs and low-income students.

Other candidates for the school board include board president Victoria Newport, former president Tracy Williams, Jeromy Olson, Catherine Harned, Jeff Hallgren and Sean Johnson.

Deadly police encounters could lead to new chapter for driver’s ed courses

RALEIGH, N.C. – Deadly encounters between police officers and motorists have lawmakers across the country thinking driver’s education should require students to be taught what to do in a traffic stop.

A North Carolina bill would require instructors to describe “appropriate interactions with law enforcement officers.” Illinois passed a similar law recently, and another awaits the Virginia governor’s signature. Mississippi, New Jersey and Rhode Island also are considering them.

Many lawmakers want to make police interactions more transparent and improve community relations, in particular with people who feel unjustly targeted or mistreated because of their skin color.

Most don’t pretend to legislate exactly how drivers should react, leaving the details to be worked out by state law enforcement or education and driver’s license agencies.

The 2017 “Rules of the Road” for Illinois , published in February, could provide a model, mak-

ing detailed “suggestions” about proper driver behavior.

“The goal here is to reduce what could be a tense situation that can be very stressful on both sides,” said Dave Druker, with the Illinois Secretary of State’s Office, which oversees licensing 2.2 million new and veteran drivers annually.

The overall message? Use “a common-sense approach” and don’t be confrontational, Druker said.

Robert Dawkins, state organizer of the police accountability group SAFE Coalition NC, said it could help young drivers control their emotions at traffic stops.

But he said North Carolina needs companion legislation “so that police officers can understand to control their emotions” as well, and be trained that racial profiling is unlawful.

Dawkins said that even drivers who have been taught to show “all kinds of respect” could be vulnerable if an officer sees their hands move from the steering wheel: “I make a quick movement, that quick movement can result in me losing my life,” he said.

Big Brothers Big Sisters of DeKalb County hosts Bowl for Kids’ Sake event

news@daily-chronicle.com Kosta Pappas, 22, knows how important it is for kids to have a strong role model in their lives. That’s why the DeKalb resident and Northern Illinois University student volunteers as a “big brother” at Big Brothers Big Sisters of DeKalb County, where he mentors a local middle school student.

Pappas and his “little brother” were two of about 175 bowlers at the annual Bowl for Kids’ Sake event this weekend at Mardi Gras Lanes in DeKalb.

“I had a really supportive family growing up, and I’m a DeKalb native, so I wanted to give back and help a local kid,” he said. “I love being a part of this. It’s awesome. I can’t wait until the weather warms up so we can do things outside, maybe go fishing.”

Teams made up of local fire and police departments, area businesses, other nonprofit groups and community members all bowled one game while raising money for the organization’s biggest fundraiser of the year.

Ramneek Chitkara, a manager at Culver’s in Sycamore, was his team’s leader, which was made up of Culver’s employees. He previously has participated in Bowl for Kids’ Sake twice, and was looking forward to this year’s event because he said he always has a great time.

“It’s important to get out in the community and represent Culver’s,” he said.

“We’re able to bring our employees to support Big Brothers Big Sisters, which does a great thing. Having a role model can make a big impact on a child.”

Matt Priddy, also a manager at Culver’s in Sycamore, has been bowling at the event for many years. He said he continues to participate because he loves being able to help.

“Big Brothers Big Sisters is one of the best organizations because it helps youth and gives them positive experiences, and it’s important for our business to give back to the community that gives us so much,” Priddy said.

Jacob Zenz, 15, was bowling with a team of his friends to earn community service hours. The DeKalb High School freshman said he was looking for a fun way to earn his hours and thought this was the perfect opportunity.

“I want to help children in our community. Some kids aren’t as well off as others, and it’s important to treat everyone with the same respect,” Zenz said. “I just think it’s cool to help someone while having fun.”

This year’s goal was to raise about $60,000 to support Big Brothers Big Sisters programs, one of which pairs an adult mentor volunteer with an elementary, middle school or high school student of the same gender. The pair meets up once a week after school or on weekends to relax, have fun and develop a special bond that makes a positive difference in the child’s life. The organization has about 85 matches and will serve about 150 kids by the end of 2017.

Jenee Jeanblanc, director of Big Brothers Big Sisters, said the three main goals of the program are to encourage higher aspirations for the child after high school, to support academic achievement and good decision-making and to avoid risky behaviors.

“It’s amazing to see the difference in the kids when they know that one person believes in them. They thrive on that one-on-one attention,” Jeanblanc said.

“The ‘big’ is someone who shares the same interests as they do and who they can open up to. The ‘big’ doesn’t try to fill the role of a parent or teacher. They’re there to be another source of support in

the kids’ lives.”

The “littles” aren’t the only ones who get something out of the experience. Fotis Pappas, Kosta’s twin brother, said he feels that it’s a privilege to be a “big brother” to a fifth-grader at Brooks Elementary School in DeKalb.

“I wanted to give back,” he said. “It’s the right thing to do. We bowl, go to the arcade, play video games or play soccer.

It’s always fun, and I look forward to it every week.”

er programs, “Lunch Buddies,” in which an adult mentor goes to the student’s school to have lunch with him or her every other week, and “Bigs in Blue,” a new program that is similar to “lunch buddies” but police officers are the mentors.

“A lot of times when kids see an officer, it’s because something bad happened, and this program helps kid see that [police officers] are real people who care about them and want to help,” Jeanblanc said.

Businesses, residents look into chances to make new connections

news@daily-chronicle.com GENOA – Tricia Herrera, owner of Ralfie’s BBQ in Rochelle, was a firsttime participant in the Genoa Area Chamber of Commerce’s 10th annual Home and Business Expo on Saturday.

Herrera said the expo gave her business the opportunity to branch out into the Genoa area and serve the locals.

“This is the first year we’ve participated in the expo,” Herrera said.

“It offers us a chance to reach another customer base and give customers the chance to try our food.”

Herrera and more than 50 other local exhibitors at the expo had a good crowd to serve.

The event at Genoa-Kingston High School featured more than 50 local businesses and brought in more than 800 attendees.

Katherine McLaughlin, owner of Katherine M. Photography in Genoa, said the expo gave her the opportunity to network with other local business owners.

“It’s nice for business-to-business,” McLaughlin said. “It’s nice to get to know your neighbors. Getting a booth here promotes the chamber, too.”

The local businesses featured at the event ranged from home businesses and food vendors to school organizations and local and state government representatives.

Other booths at the event included the Genoa-Kingston Fire Protection District, State Rep. Bob Pritchard and the City of Genoa. Brad Edwards, of the Genoa-Kingston Fire Protection District said the expo gave the fire district the opportunity to meet the locals and recruit for their department.

“Number one is giving back to the community,” Edwards said. “We have prizes for the kids, and we’re also pro-

moting our open house. Kids can come down and look at the engines and the station.”

The residents who attended the event enjoyed being able to visit several local businesses in one space.

“It’s good to see the local businesses that are here in the community,” said Katie Bohne, 38, of Genoa. “We come yearly to meet new businesses and stay on top of what’s here for my family.”

Some attendees came from out of town to see what the community had to offer.

“We’re moving to the community,”

said Jessica Lankford, 38, of Clare.

“We thought we’d check everything out to see what the community is all about.”

Genoa Area Chamber of Commerce executive director Cortney Strohacker said she was pleased with the success of the event, and enjoyed receiving positive feedback from both vendors and attendees.

“Vendors said [the attendees] were interested in having conversations and learning more about the businesses,” Strohacker said. “The comments we had were just great. This community is just so strong.”

Strohacker said the chamber’s main goal in hosting this annual event is to showcase the local business and show other communities the highlights of the Genoa area.

“Our main goal as a chamber is to make sure that our businesses are successful,” Strohacker said. “My goal is to make the chamber members, the people and the town really shine.”

Strohacker said the vendors and attendees enjoyed being able to support one another.

“Isn’t that the great thing about Genoa,” Strohacker said, “that we can all come together in a community?”

School board candidates address budget cuts

dzimmerman@shawmedia.com DeKALB – Seven of the nine remaining DeKalb School District 428 board candidates expressed their views on local budget cuts during a forum hosted by the DeKalb Area Rental Association on Sunday.

Candidates Twangie Smith and Valerie Pena Hernandez were not in attendance for the event, held at the old Finest Furniture building at 1500 Sycamore Road.

One of the first submitted questions tasked the candidates with coming up with three specific cuts they would recommend as a board member.

Jeff Hallgren said the district is in a very big pickle regarding spending.

“Taxes have moved up and expenditures move accordingly, and it will be very hard for that to go down,” Hallgren said.

He proposed privatizing nonteaching staff and various suppliers as a means of cutting costs.

Several candidates agreed that various contracts should be evaluated to see whether any cuts can be made.

Board President Victoria Newport said that 89 percent of the school’s budget comes from contracts and that sav-

She also proposed to take a look at nonessential sports and clubs.

“Some clubs go to the wayside, so I think we need to look at that area and see if we are meeting the students’ needs,” Newport said. “If clubs are stale, let’s take some out.”

liams said that in addition to whittling away at contracts, cuts can be made in what the district spends on buildings because they have had a lot of investment over the years as well as from the highest level of administration.

“There’s no doubt there are significant dollars to be saved on the highest administration,” Williams said. “We

can make the education center more efficient.”

Shatoya Black called for re-evaluating contracts because of concerns on state funding in the absence of a budget.

“When the entity providing the money is not stable, we can’t expect money when it is not consistent,” Black said.

Sean Johnson said cuts should come from the administrative level and start looking down from there.

“Until we figure out what’s going on in the state itself from not having a budget, we should look at that,” Johnson said.

Catherine Harned could not provide a specific cut but said that generating new revenue should be the top priority.

“We have to increase revenue before we think about taking anything else out of the system,” Harned said.

Jeromy Olson said cuts should start in places that don’t affect academics, such as administration and building repairs.

“Those are the first things you try to run down,” Olson said. “Our four union contracts can be discussed as well if you get to that point, but driving revenue is a key, too.”

Residents come out in force for country concert

news@daily-chronicle.com DeKALB – Tracy Heck of Kirkland loves to bring her two children, ages 14 and 10, to as many concerts as she can, especially when someone she views as a country music superstar performs in DeKalb County.

Heck and her family were among the sold-out crowd at Northern Illinois University’s Convocation Center for Thomas Rhett’s “Home Team Tour,” that on Friday featured up-and-coming country artists Ryan Hurd, Russell Dickerson and Kelsea Ballerini.

“Both kids are obsessed with all kinds of music, and we’re trying to give them as many musical experiences as we can while they’re young so they learn to appreciate it,” she said. “I love [coming to shows here], it’s so convenient. It’s a great thing to have all the money stay in our community. We’re loving it and having a great time.”

About 7,200 people packed the Convocation Center for the concert, which was one of the highlights on the venue’s calendar this year.

Heather Priest, director of the Convocation Center, said Friday’s show was a “big deal,” and was excited so many people of all ages filled the venue

“I’m a big Thomas Rhett fan and we love DeKalb. This is a great way to remember our college experience.”

“Country always does well here, and it’s exciting to have this many people in the building,” she said. “We always try to get an act of this caliber here, and we’re working on more. We try to bring in a variety of shows – we’ve done comedy, rock, urban and country. Thomas Rhett is young and doing great things.

This tour is one of a kind. It’s perfect for our college town.”

Rhett didn’t disappoint, treating the audience to a high-energy set with hits from both of his albums, 2013’s “It Goes Like This,” and 2015’s “Tangled Up.” One of the highlights of the show appeared to be an acoustic set on a small stage set near the back of the floor.

Rhett appeared on the stage donning a Huskie football jersey, while his father and country singer-songwriter Rhett

Akins joined him for one song. Rhett sped through his hits, stopping briefly when he noticed a newly engaged couple. Much to their delight, Rhett brought them onstage and serenaded them to “Star of the Show.”

Sue Davenport, a self-described “huge Thomas Rhett and Rhett Akins fan,” came to the show from Lake in the Hills. Davenport, who attended NIU, said the concert was great for DeKalb.

“I love Thomas because he’s a grassroots country guy and he’s very authentic,” she said. “I love this venue because there’s not a bad seat in the house and the prices are reasonable.

I go see a lot of live music and I wish they had more concerts here.”

NIU grad and Cortland resident Kaylee Forester said she comes to every country music concert that the Convocation Center hosts.

“I’m a big Thomas Rhett fan and we love DeKalb. This is a great way to remember our college experience,” she said.

Dianne Beaulieu and her husband, Tom, came to the show to support the community. The Sycamore residents also said it was a good time to socialize with other country music fans.

“It’s important to be here because we have to support each other,” Dianne

said. “It’s great that they bring things like this here. They got Thomas Rhett at a time when he’s peaking.”

Terry Sandberg of Malta said that playing in an arena the size of Convocation Center was a great stepping stone for Rhett.

“Next time out he might be at a bigger venue, so it’s nice to see him here with a reasonably sized crowd with reasonable prices,” she said.

Brenda Sparks of Sandwich brought her two children, ages 7 and 10, specifically to see opener Ballerini.

“We go to a lot of concerts, and I like that they bring the artists here. It’s much easier traffic-wise and crowdwise,” she said.

Leigh Ann Davidson of Elburn said she wanted to come to the show in part because of the “beautiful” arena.

“This is so much easier than driving to the city, and it’s good exposure for DeKalb to have such a nice venue like this. It’s a nice, small arena that’s very personable,” she said.

The concert also provided an economic benefit to DeKalb, Priest said.

“Fatty’s had a long wait before the show, and this is good for local hotels, restaurants and gas stations. It’s definitely good for the local businesses,” she said.

The boon behind legalized casinos has been the tax rates; gross receipts on the state’s most lucrative boats are taxed at 50 percent.

But if new casinos are introduced, existing gambling houses would suffer, so the measure adjusts the tax rate to as low as 16 percent for table games and 20 percent for slot machine revenue.

The Commission on Government Forecasting and Accountability, the Legislature’s bipartisan fiscal agent, found that annual revenue would be $560 million, only about 18 percent more than currently collected.

SPRINGFIELD – A proposal to expand casino gambling in Illinois would put new casinos in six locations, raising revenue for a cash-strapped state that’s been without a spending plan for two years.

The massive gambling expansion is part the wide-ranging “grand bargain” to end Illinois’ two-year deadlock over an annual spending plan. Although the grand bargain was derailed this past week, the casinos plan did get the endorsement of the Senate.

The measure is in the mix to raise revenue and draw votes from areas of the state that could cash in on what has been a lucrative industry for a quarter-century.

Despite Senate approval, the gambling legislation can’t move forward unless accompanied by the dozen or so other bills in the grand bargain. The overall spending deal is on hold after Republican Gov. Bruce Rauner voiced opposition to remaining parts of the plan.

CARBONDALE – Unseasonably high temperatures have allowed Illinois farmers to work in the fields, but many of them are wondering how the weather will affect their crops and orchards.

Mayors warn about cut to Great Lakes initiative

ing Great Lakes region mayors in the U.S. and Canada is sounding the alarm against potentially drastic cuts to an ecological recovery initiative for the Great Lakes.

The Trump administration’s potential cuts to the Great Lakes Restoration Initiative were reported by the Detroit Free Press last week. They would slash annual funding for the $300 million program to $10 million. The initiative combats invasive species, curbs nutrient-fueled algae blooms, cleans up toxic messes and restores sensitive fish and wildlife habitat.

“Cuts of this magnitude would be devastating to the efforts of our two countries over the past five decades to restore the resource,” said David Ullrich, executive director of The Great Lakes and St. Lawrence Cities Initiative. His group represents mayors from more than 125 U.S. and Canadian cities in the Great Lakes basin.

Trump seeks Congress’ help on wiretap claim

PALM BEACH, Fla. – President Donald Trump turned to Congress on Sunday for help finding evidence to support his unsubstantiated claim that former President Barack Obama had Trump’s telephones tapped during the election.

Obama’s intelligence chief said no such action was ever carried out, and a U.S. official said the FBI has asked the Justice Department to dispute the allegation.

Republican leaders of Congress appeared willing to honor the president’s request, but the move has potential risks for the president, particularly if the House and Senate intelligence committees unearth damaging information about Trump, his aides or his associates.

Trump claimed in a series of tweets without evidence Saturday that his predecessor had tried to undermine him by tapping the telephones at Trump Tower, the New York skyscraper where Trump based his campaign and transition operations, and maintains a home.

Obama’s director of national intelligence, James Clapper, said nothing matching Trump’s claims had taken place.

“Absolutely, I can deny it,” said Clapper, who left government when Trump took office in January. Other representatives for the former president also denied Trump’s allegation.

The FBI has asked the Justice Department to dispute Trump’s allegations, a U.S. official told The Associated Press on Sunday. The official wasn’t authorized to discuss the request by name and spoke on the condition of anonymity.

No such statement has been issued by the Justice Department. DOJ spokeswoman Sarah Isgur Flores declined to comment Sunday, and an FBI spokesman also did not com-

The New York Times reported that senior American officials say FBI Director James Comey has argued that the claim must be corrected by the Justice Department because it falsely insinuates that the FBI broke the law.

White House press secretary Sean Spicer said without elaborating Sunday that Trump’s instruction to Congress was based on “very troubling” reports “concerning potentially politically motivated investigations immediately ahead of the 2016 election.” Spicer did not respond to inquiries about the reports he cited in announcing the request.

Spicer said the White House wants the congressional committees to “exercise their oversight authority to determine whether executive branch investigative powers were abused in 2016.” He said there would be no further comment until the investigations are completed, a statement that House Democratic leader Nancy Pelosi took offense to and likened to autocratic behavior.

Josh Earnest, who was Obama’s press secretary, said presidents do not have authority to unilaterally order the wiretapping of American citizens, as Trump has alleged was done to him. FBI investigators and Justice Department officials must seek a federal judge’s approval for such a step.

Earnest accused Trump of leveling the allegations to distract from the attention being given to campaign-season contacts by Trump aides with a Russian official, including campaign adviser Jeff Sessions before he resigned from the Senate to become attorney general. The FBI is investigating those contacts, as is Congress.

Senate Intelligence Committee Chairman Richard Burr, R-N.C., said in a statement that the panel “will follow the evidence where it leads, and we will continue to be guided by the intelligence and facts as we compile our findings.”

SELMA, Ala. – Throngs of people converged in the city of Selma, Alabama, for the annual re-enactment of a key event in the civil rights movement.

Sunday marks the 52nd anniversary of the march across the Edmund Pettus Bridge over the Alabama River in Selma.

On March 7, 1965, African-Americans seeking voting rights launched a march across the bridge en route to Montgomery but were attacked by police. That violent episode became known as “Bloody Sunday.”

The march is credited with helping build momentum for passage of the landmark Voting Rights Act of 1965. Attendees included the Rev. Jesse Jackson, Congresswoman Terri Sewell, Alabama Secretary of State John Merrill and North Carolina NAACP President Dr. William Barber.

WFSA-TV reported that a number of Selma church services kicked off Bridge Crossing Jubilee events including at the historic Brown Chapel where speakers remembered the battle for African American voting rights and the role the Chapel played in that fight.

Merrill’s speech however upset some audience members. He told on-

“Standing on this historic ground, where people died for voting rights, we cannot accept this hypocrisy of voter suppression,” Barber said.

The service continued, despite the moments of tension, with Congresswoman Sewell calling for unity and activism and other leaders asking for respect and peace.

This year’s march re-enactment was planned despite a dispute over city fees that forced organizers to change plans for a festival-like event leading up to the bridge-crossing commemoration.

The city asked for thousands of dollars to cover the costs of police, fire and cleanup workers, but Sen. Hank Sanders, D-Selma, and other leaders of the event refused to pay.

Instead, they moved a music festival to private property rather than holding it on a blocked city street as in past years.

Organizers of an annual Civil War re-enactment held in Selma canceled their event when presented with a similar bill from the city.

This year’s crowd for the bridge crossing was expected to be far smaller than the one in 2015, when then-President Barack Obama and his family led tens of thousands of marchers on the 50th anniversary weekend.

The wrong plans for health care “We’re going to have insurance for everybody,” President Donald Trump told The Post in January.

“There was a philosophy in some circles that if you can’t pay for it, you don’t get it. That’s not going to happen with us.” Yet that is exactly the direction Republicans appear to be heading.

In his first speech to a joint session of Congress, Trump stressed providing “access” to coverage rather than re-articulating the goal of insuring everyone, embracing rhetoric Republicans have used to defend policies that would likely reduce the number of Americans with decent health-care coverage. The president then seemed to endorse the broad outlines of the sorts of repeal-and-replace schemes that mainstream Republicans such as House Speaker Paul Ryan (Wis.) have backed.

It still may be too early to say what Trump really favors. The White House says he will release a proposal within the next few weeks. Yet the president’s thinking on health care long has been scattered. During and after the campaign, Trump condemned both high deductibles and high premiums, seemingly promising to lower both. In fact, these two figures generally move in opposite directions, and only spending massive amounts of federal money would change that. Tuesday night, he called for a fantasy plan that would “expand choice, increase access, lower cost, and at the same time provide better health care.”

Certainly, Republicans have not proposed any such magical plan. A fair reading of every major Republican replacement plan so far – including the one the president’s Health and Human Services secretary authored and the one that Ryan proposed last summer – would reduce access to decent coverage.

The latest example is a draft bill circulated among lawmakers in Feburary and leaked at the end of last week. Though a new draft is apparently under discussion, the February plan tracks with earlier Republican proposals, which is to say that it adjusts benefits toward healthier and wealthier people, even at the risk of leaving low-income Americans out of the system.

Though the bill contains some attractive provisions, such as limiting irrational tax breaks for employer-sponsored health insurance, it makes several cardinal errors. Obamacare linked the federal subsidies that health-care consumers get to people’s incomes. The GOP would break this link, showering benefits on wealthy insurance-buyers who do not need them and shortchanging poorer people who may well find themselves unable to afford adequate coverage.

As Trump belatedly noted the other day, healthcare policy is complex. But the essential questions facing Republicans remain simple. Will as many or more people be covered under an Obamacare replacement plan? Can the GOP make such a commitment without severely degrading coverage quality? So far, Republicans have the wrong answers.

The result is 20 agreements that are reasonable, affordable and most importantly, fair to state employees and taxpayers alike.

AFSCME’s approach to negotiating is different. On the first day of our negotiations, our team was directed into a grand ballroom where approximately 200 people sat across the table from us.

After 67 days in that environment, it became clear there was no compromise on their agenda. AFSCME simply wanted our taxpayers to find more money for AFSCME employees.

What we brought to the negotiating

table with AFSCME is nothing out of the ordinary.

Employees should work 40 hours before receiving overtime pay. Members of other unions do. Employee compensation should include a merit component, and not be tied 100 percent to seniority.

Other unions have agreed.

Employees should have the option of selecting affordable health insurance coverage, contributing more if they desire a more robust plan.

Other unions agree.

These proposals are not newsworthy. They are familiar to Illinoisans who work outside state government.

They are fair to our taxpayers and to state workers because they simply ask state workers to be held to the same standards as everyday citizens.

AFSCME’s demands simply are not affordable. AFSCME members are already the third-highest paid state workers in the nation – the highest, if we adjust for the cost of living. Over

the last decade, AFSCME members’ wages have grown three times as fast as those of other Illinois citizens.

It is disappointing, though not surprising given AFSCME’s negotiating tactics, that the union leadership is now threatening to strike against our hardworking taxpayers.

But the state will be prepared regardless of what AFSCME decides to do. Our obligation to provide critical services to our citizens will not stop, and we will continue serving our taxpayers, who, after all, will have to continue paying into the state’s coffers.

We again invite AFSCME to put aside its unaffordable demands, remember the taxpayers who have to pay state employee salaries and benefits, and work with us to implement common-sense proposals.

Twenty other unions have done this. AFSCME can, too.

To the Editor: I decided to run for the District 428 school board because I didn’t like what was happening to kids who need the most support, how our senior district leaders were behaving, how our board was being “managed” and how teachers were being treated.

I expected only a few qualified candidates to step forward, with a smaller number promoting the progressive values we need for our kids and our community.

So I stepped forward to help.

But now I find myself running against people I would vote for before myself.

Shatoya Black, Twangie Smith and above all, Valerie Pena-Hernandez, are who we need.

Electing them will bring our school board closer to the demographics of our community, and give a voice to kids who need one most.

I run on the same values and strategies they do, and I am just detracting from their chances of success.

Improving our district means closing

the achievement gap between white students, and minority, special needs, and low-income students.

If our district scorecard is to improve, we can’t have half our kids performing 20 percent under our white kids on tests.

Especially when our white kids are themselves underperforming the state averages.

We need to turn this around in a fiscally responsible way by shifting funds toward the classroom, reducing overhead, involving and respecting our teachers, and holding the line on taxation so our community becomes more attractive to new families.

We need to find our internal centers of excellence, our success stories, and start talking about them. Malta Elementary has virtually no minority achievement gap.

Let’s celebrate those teachers and what they are doing, then replicate it.

Brooks does an amazing job with both ends of the socioeconomic spectrum in bringing kids together as equals, when all studies show that socioeconomic factors cannot be overcome in education.

How do those teachers beat the odds like that every day?

We need to figure out how Jefferson Elementary teachers execute low English proficiency education at a world-class level, talk about it as a benefit to moving to DeKalb, and then bring those educational strategies to the whole district.

Valerie, Twangie and Shatoya can find and exploit our centers of excellence, and provide the governance our district has been lacking.

I encourage my supporters to shift their support to Valerie Pena-Hernandez and our other minority candidates, and put them on the board.

It’s what DeKalb needs.

To the Editor: I am writing this letter in support of my good friend, Jerry Smith, who is a candidate for Mayor of DeKalb.

I’ve known Jerry for many years.

He is a longtime resident of DeKalb who attended Northern Illinois University and then remained in DeKalb to become the president and chief executive officer of Castle PrinTech.

After serving with that company for 30 years, he served as the first full-time executive director of the DeKalb County Community Foundation for 10 years.

It is through the community foundation that I had the pleasure of working with Jerry, and where I came to know Jerry best.

I found him to be a very honest and hard-working director, as well as innovative and outgoing.

He handled the finances in a careful and conservative manner.

Having served on a number of boards and committees in the community Jerry is very knowledgeable about our DeKalb community, and I believe he has all the qualities needed to be an outstanding mayor.

BRIEFS 38th annual Easter in the Country set for March 11

The 38th annual Easter in the Country arts, crafts and bake sale will be from 9 a.m. to 4 p.m.

Saturday at three locations in Sandwich.

The show is held at the Sandwich High School, Lynn Haskin Grade School and the Sandwich Middle School.

The grade school address is 720 S. Wells St.; it is located between the other two schools. This year’s show will only run for one day.

“Barns and Barn Quilts” will be presented by Jean Klock at the DeKalb County Historical-Genealogical Society meeting on Wednesday at Oak Crest DeKalb Area Retirement Center’s Little Theater, 2944 Greenwood Acres Drive in DeKalb.

Klock grew up on a farm and always had an appreciation for farm life.

“I especially love barns and the stories they have to tell,” she said in a news release.

She will share pictures of barns and her newfound love of barn quilts. Included in the presentation will be repurposed barns, the meaning of Underground Railroad quilts, and a chance for guests to share a barn story or a story of growing up on the farm. The slide show will

feature Illinois barns with barn quilts, with a segment on DeKalb County Barns.

The program will follow a short business meeting beginning at 7 p.m. and is free and open to the public.

The DeKalb County Historical-Genealogical Society sponsors seven programs a year to promote the history and genealogy of DeKalb County. DCHGS contributes to its mission by reprinting out-of-print books of historical value, sponsoring presentations on subjects of interest to the membership, recording and publishing burial data from cemeteries within the county, and placing markers at historical sites. Membership of $25 a year includes a subscription to the DCHGS local history magazine Cornsilk.

Mary Todd Lincoln actor will visit DeKalb library DAILY CHRONICLE Character actor Valerie Gugala will present “A Visit with Mrs. Lincoln” at the DeKalb Public Library. The event will be from 7 to 8:30 p.m. March 14.

Gugala will set the historical record straight as she takes listeners through the life of a young woman born into a wealthy Lexington, Kentucky, family, and the transformation she made from that life to become the wife of a young man whose background was just the opposite.

Gugala will take the audience through the Lincoln family’s life in Springfield, Abraham’s political career, his election to the presidency, and their life in

the White House during the Civil War. “There are some things that Mrs. Lincoln either cannot or will not answer, that is why I especially enjoy answering questions as a historian,” Gugala said in a news release. “It is when some of the most interesting and entertaining observations are made by the audience.”

This program is free and requires no registration.

Families are welcome, though children should be old enough to sit through an hour-and-a-half-long program. The program will be in the lower level Yusunas Meeting Room.

The Indian Valley Vocational Center SkillsUSA members will host a pancake breakfast from 8 a.m. to noon Sunday at the Sandwich Fire Department at 310 E. Railroad St., Sandwich.

All proceeds will go toward funding the SkillsUSA state trip to Springfield. Tickets will be $6 at

the door or will be sold for $5 in advance. There will be home-cooked pancakes, eggs, sausage and beverages, as well as a “Split the Pot” raffle.

Over the course of the year, IVVC students have been working in preparation for a leadership competition. This competition is part of the SkillsUSA club, led by Project Lead the Way instructor David Hoskins and EMT-Basic instructor Sarah Speerly.

Huskies have sliver of hope

The Northern Illinois men’s basketball team isn’t stumbling into the Mid-American Conference tournament.

The Huskies are crawling on all fours into it.

Although there are plenty of reasons for pessimism heading into their first-round game at No. 8 Eastern Michigan on Monday, the No. 9 seed Huskies have shown just enough positive signs during the regular season to have a sliver of hope.

First, the good things.

Oddly enough, the fact that they aren’t playing at the NIU Convocation Center in the first round doesn’t seem so bad. During conference play, they have won more games on the road (4-5) than they have at home (3-6). Last season, the Huskies were horrible on the road (1-8 in MAC play) and promptly were blown out

by Ohio in the first game in Cleveland. This year’s team has earned more faith that it can head on the road and come away with a win.

Also, with how crammed the MAC has felt this season, if the Huskies (15-16 overall, 7-11 in MAC West) actually can play well, there isn’t a team that they can’t play with – that’s just been a big “if.”

Against top-seeded Akron, the Huskies led by eight points with just less than nine minutes remaining before the Zips stormed back for a 7673 victory. Hosting Ohio early in the season, the Huskies led by two points with six minutes left in the game before falling apart and losing, 78-69.

Those examples are the frustrating part about a Huskies team that was 12-6 overall and 4-1 in conference at one point after winning four straight earlier in the season. It has played well enough to have some of the better teams in the conference beat, but have chronically struggled down the stretch of games.

Amazingly, most of those games have come at home. They did enough

Also, although the team has struggled to notch wins in the home stretch of the regular season, senior big man Marin Maric (16.7 points, 10.1 rebounds, five straight double-doubles in the past seven games) and freshman guard Eugene German (18 points in the past seven games) have been major bright spots of late.

Now for the ugly parts.

Obviously, losing seven of the final eight games of the regular season doesn’t shower confidence over the team – even though coaches and players will say everybody goes back to 0-0.

There’s been plenty of off-thecourt turmoil for the team this season, too, with German and sophomore guard Laytwan Porter missing games because of suspensions and the Huskies finally deciding to part ways with sophomore guard Marshawn Wilson with six games left on the schedule.

One of the most glaring on-thecourt issues has been the inability to knock down shots.

In conference play, the Huskies are 11th in scoring, 10th in free throw percentage, 10th in 3-point percentage and ninth in field-goal percentage.

It’s a tough recipe to use if they want to win in March.

For a fan base, it’s maddening to have a team that has shown it has the capability to beat good teams only to let games slip away in the final minutes.

It’s a sliver of hope in a sea of disappointment.

There most likely won’t be any Vegas 16 – if that still exists – for the Huskies this season. It’s the NCAA

NIU WOMEN’S BASKETBALL BRIEF Despite loss, NIU women earn MAC tournament bye

A 90-77 loss at Western Michigan on Saturday didn’t keep the Northern Illinois women’s basketball team from earning a first-round bye in the Mid-American Conference tournament.

The Huskies (19-10 overall, 12-6 MAC) earned the No. 4 seed in the tournament, even though they tied with Toledo and Ohio.

NIU will face either the Bobcats or Eastern Michigan on Wednesday afternoon in Cleveland.

They’ll be heading into the tournament

having lost four of five after the loss to the Broncos (17-12, 8-10). The Huskies led for 2:35 of the game, all in the first quarter. They never got closer than seven in the fourth.

Cassidy Glenn led the Huskies with 20 points, while Courtney Woods added 18 and Ally Lehman 14 and 10 assists.

Mikayla Voigt added 12 points. Lehman’s six rebounds led the Huskies, as Western Michigan finished with a 37-29 edge on the boards.

Marley Hill led the Broncos with 20 points, while Deja Wimbly had 15 points, 10 assists and nine rebounds.

CUBS SPRING TRAINING

He began the next chapter of his career Sunday, when he made his spring debut with two innings against the Texas Rangers.

“I would love to have about 15 of those [seasons like last year],” he said.

“But if I take the ball every five days and get 200-something innings, I feel I’m in a good position to have a good year, a decent year, whatever my numbers have said over the last 10, 11 years.”

came exactly four weeks before he’ll make his sixth Opening Day start, second as a Cub. “Obviously, it’s an honor to be named that guy, especially on this staff in this organization,” said Lester, who reiterated that pitching in an opener “sucks” because starters go in cold with no trends, rhythms or recent scouting.

He’s 1-2 with a 4.08 ERA in five openers, and his teams are 1-4 in those games.

“It’s just a weird game,” said Lester, who said Game 1 playoff starts are easier because of all the known quantities that have built up. “That first one is just always a little bit different. But at the same time, it’s fun. It’s a lot of different emotions going into it.”

The bigger potential issue is he’ll open without the safety blanket of his personal catcher the past four seasons, David Ross of “Dancing With the Stars” fame.

Ross became an expert at keeping runners and bunters in check for Lester, who has had problems throwing to bases, dating to his amateur days.

Against the Rangers, he and young catcher Willson Contreras worked to-

gether for nine batters – half their total together all last season, when Contreras was a rookie.

But Lester said he already feels a comfort level with Contreras, and he thinks Contreras’ exceptional arm will make up for any catching up he has to do on what had been a Ross-Lester-Anthony Rizzo triangle of tricks for handling the running game.

“I forgot how good of an arm he has until that first throw down to second base [after first-inning warmups],” Lester said. “I’ve got to remember to get the [heck] out of the way.

“We’ll figure it out,” he added of the building relationship with the catcher who is expected to be the starter for the final four years of Lester’s contract.

“It’s just a matter of throwing innings and pitches and all that stuff. I’m not concerned with it at all.

“Willie’s such a good kid and cares, and he wants to learn and get better. I don’t see any reason why this is ever going to be an issue for anybody.”

If he’s right and the 33-year-old left arm holds up to recent form, he might even have a shot at adding another Cy to the family.

Third base coach Capra getting back into groove on field

SCOTTSDALE, Ariz. – It’s spring training for the third base coach, too.

It’s especially true for Nick Capra, who hasn’t been on the field since 2005 and takes over an in-the-trenches White Sox squad this season.

Capra needs these games to get ready for the sea- Nick Capra son, arguably more than any other third base coach in Arizona and Florida.

“No doubt. It’s been a while since I’ve been out there,” Capra said.

“There are a lot of things I have to relearn and program my mind to do.

The process shouldn’t be a tough transition, but there are a lot of things to think through before I get in that box.”

Playing it safe won’t be Capra’s style. He promises to challenge opposing outfielders with an aggressive style of waving guys home.

“They understand we’re going to be aggressive,” Capra said.

D’backs 4, White Sox 1 Tyler Saladino went deep for the White Sox. Reynaldo Lopez, acquired in the offseason deal that sent Adam Eaton to Washington, pitched three innings and allowed one run.

Capra, who turns 59 this week, spent parts of five of his 17 years in the majors with the Royals and Rangers.

He has 22 years with the White Sox, including 10 as a minor league manager, a job that usually doubles as third base coach.

When Rick Renteria was hired as manager, third base coach Joe McEwing became his bench coach and Capra, the Sox director of player development the past five years, came on board in uniform.

Having experience in that box near the hot corner is a plus, but Capra is the first to tell you it’s different with major leaguers.

“Absolutely,” he said. “The game is quicker, and major league players are

a little more polished.”

It’s also the hotter corner for split-second decisions, where a right or wrong wave or hold can be the difference in a run or big out. And Capra will get some runners thrown out because of his aggressive style.

“That’s the way I’ve done things my whole career,” Capra said. “Be aggressive and make good decisions. I have to train [players] to make good decisions, and I have to train myself to make good decisions.”

And he has to be ready for the blowback when a runner is waved home and thrown out in a key situation. Capra knows it comes with the territory.

“You need thick skin,” he said.

“It’s going to happen; hopefully, it doesn’t happen a lot. That’s the nature of the beast. I’ll have to deal with a lot of second guessing on what I do. But I’m going to be aggressive and help us win ballgames, not lose them.”

To keep criticism to a minimum, Capra has begun studying players’ assets and weaknesses. He’s watching outfielders’ arms, infielders’ cutoff and relay quirks, all that stuff.

With a background in player development, Capra’s move to Renteria’s staff made sense as the Sox rebuild, general manager Rick Hahn said, and he also is watching the Sox as a baserunners coach and helping McEwing work with infielders.

Meanwhile, McEwing transitions into his role as bench coach next to Renteria, a guy he seemed attached to at the hip last season.

“His experience as a [minor league] manager and as a player gives him a lot of good insight,” Renteria said.

Renteria and the coaches have conversations that cross all lines of the game, not just exclusive to the coaches’ area of expertise. McEwing and Capra have been hitting instructors.

Hitting coach Todd Steverson has managed in the minors, so he knows the challenges of coaching third that Capra is relearning.

“We’ve all played this game,;we know how difficult this game is,” Steverson said. “We all give feedback to each other. It’s a good thing all the way around.”

SURPRISE, Ariz. – No, that’s not a typo on Jon Lester’s bio sheet.

He and his wife named their newborn daughter Cy in November. Well, technically Cy Elizabeth.

But, yeah, Cy. Like that Cy. “That’s more of a Jon Lester coincidence than anything,” the Cubs’ star left-hander said.

“It’s not after Cy Young. It’s just a name we really liked.”

Lester couldn’t explain the origin of the affinity he and his wife developed for the name.

But if you’ve watched him pitch the past several years – especially last season for the Cubs – it’s not hard to imagine how familiar and appealing the word might be considering how often it has been mentioned near his own name.

EVANSTON – Vincent Edwards scored 16 of his 25 points in the second half and Caleb Swanigan added 20 points and 14 rebounds to help No. 16 Purdue beat Northwestern, 69-65, Sunday.

Purdue (25-6, 14-4 Big Ten) clinched the outright regular-season conference title earlier in the week, but had to hold on in the final seconds to fend off Northwestern (21-10, 10-8) in front of a raucous sellout crowd.

Bryant McIntosh finished with 25 points and six assists for Northwestern.

The Wildcats have lost six of nine.

Swanigan had his nation-leading 25th double-double.

Swanigan’s dunk gave Purdue a 5950 lead with seven minutes remaining, but the Wildcats answered with a 7-0 run. Sanjay Lumpkin’s putback got Northwestern to 60-59 with 3:14 left, but the Wildcats could not get ahead in the second half. Trailing, 66-63, Nathan Taphorn airballed a 3 with 15 seconds left, and Purdue closed the game by going 3 of 4 from the foul line.

Dererk Pardon’s winning shot against Michigan on Wednesday night put Northwestern on the cusp of its first NCAA tournament bid in the program’s history.

Northwestern, which has been featured nationally this week after the thrilling win Wednesday, played in front of a nationwide TV audience on CBS for the first time since Feb. 5, 2011.

McIntosh led the Wildcats with 12 points on 5-of-7 shooting.

In the first half, Lindsey looked like he was getting back to the form he was in before he became ill with mononucleosis. He had eight points in the half.

He was the team’s leading scorer before the illness, but after missing four games he has struggled with his overall game.

Before the game, Northwestern honored seniors Lumpkin and Taphorn, who threw over the full-court pass to set up Pardon’s buzzer-beater Wednesday.

Iowa 90, Penn St. 79: At Iowa City, Iowa, Peter Jok scored 20 of his 21 points in the second half – including 16 in less than eight minutes – and Iowa throttled Penn State, closing the regu-

Michigan 93, Nebraska 57: At Lincoln, Nebraska, Derrick Walton Jr. scored 18 points and set a school record with 16 assists, and Michigan routed Nebraska for the Cornhuskers’ worst home loss in program history.

Michigan set the Pinnacle Bank Arena record for points by an opponent and

matched the arena record for 3-pointers with 14.

The Wolverines (20-11, 10-8 Big Ten) led by as many as 38 points, and the final margin was the biggest in a Nebraska home loss since Ohio State won, 79-45, at the old Devaney Center in January 2012.

Ed Morrow Jr. and Isaiah Roby each scored 10 points for the Huskers (12-18, 6-12), who finished with 16 turnovers.

No. 21 Wichita St. 71, Illinois St. 51: At St. Louis, Conner Frankamp scored a career-high 19 points, and Markis McDuffie added 16 as Wichita State beat Illinois State in the Missouri Valley Conference tournament championship game, earning an automatic NCAA tournament berth.

Hep C testing unnecessary for most Dear Doctor: My doctor recommends I be tested for hepatitis C, and I’ve also seen commercials urging people to get tested for the virus – but I have no risk factors. Is it really necessary to get tested for it?

Dear Reader: The majority of people who become acutely infected with hepatitis C will not have any symptoms. Of people who acquire the infection, 15 percent to 45 percent will clear it on their own; that is, their immune system will ward off the virus.

However, anywhere from 55 percent to 85 percent of patients will develop a chronic infection and a chronic inflammation of the liver.

Many of them won’t have symptoms until the chronic infection leads to cirrhosis of the liver. That development can occur more than 20 years after the onset of infection.

New cases of hepatitis C are rare, with only 0.3 per 100,000 individuals, and are largely caused by injecting drugs via a needle used by someone with the virus. This practice was most common in the 1960s, ’70s and ’80s, and those at most risk were born between 1945 and 1965.

Based on this data, a 2012 Morbidity and Mortality Weekly Report (MMWR) from the Centers for Disease Control and Prevention recommended a one-time testing for hepatitis C for those born in the United States between 1945 and 1965, saying that it would reduce death rates and liver cancer rates from the disease.

In years past, treatment of hepatitis C consisted of interferon-based therapy. This type of therapy was poorly tolerated by patients, with horrible side effects from the drug, and it cured patients only 45 percent of the time.

New antiviral therapies for hepatitis C do not contain interferon and are well-tolerated. They are simple to take, with once-

But the cost of the treatment is exorbitant. One 12-week course costs $94,500; another course of treatment costs $84,000. Due to the costs, insurers will not cover these medications unless there is some form of liver inflammation.

Now think about the population of people born between 1945 and 1965. These patients are between 52 and 72, and many of those at high risk have already seen a doctor and had multiple liver tests.

The likelihood of them being newly diagnosed with hepatitis C is low, and the likelihood that the infection will lead to cirrhosis or liver cancer if liver enzymes have been persistently normal is similarly low.

By screening people who have little risk of the complications of hepatitis C, we will be diagnosing more people without allowing them to get treatment.

Because of that, the focus on hepatitis C screening should be on those with high risk of infection and a high likelihood of transmitting hepatitis C to others. With injection drug use increasing in this country, this population needs to be actively screened.

If you’ve been seeing a doctor regularly, have had no previous risk factors and are not at a high risk of new infection, there may be no need to be screened for hepatitis C.

When he finds them opposite, he bids seven hearts.

How should the play proceed after West leads the diamond king?

The only danger is a 4-0 trump split. If East has all four hearts, declarer is down. But if West has them, South is safe as long as he starts with the trump queen, keeping dummy’s ace and king over West’s jack and 10. Declarer continues with a second trump, winning West’s 10 with the king. He returns to hand with, say, a spade, plays a heart to dummy’s nine, draws West’s last trump and claims.

South’s 13 tricks are two spades, five hearts, one diamond and five clubs.

Note that without the descriptive splinter bid, seven hearts is effectively unbiddable.

A petition form shall be provided by the City Clerk to any individual requesting one.

SECTION 4. ADDITIONAL ORDINANCES If no petition meeting the requirements of the Act and other applicable laws is filed during the 30-day petition period, then the Corporate Authorities may adopt additional ordinances or proceedings supplementing or amending this Ordiance providing for entering into the Loan Agreement with the Illinois Environmental Protection Agency, prescribing all the details of the Loan Agreement, and providing for the collection, segregation and distribution of the City's Water and Sewer Fund, so long as the maximum amount of the Loan Agreement as set forth in this Ordinance is not exceeded and there is no material change in the Project or purposes described herein.
