news@daily-chronicle.com DeKALB – Police are seeking the public’s help identifying a man they said is a person of interest in a Saturday incident where a shot was fired at a DeKalb resident inside his home.

Police said that the incident occurred at 11:30 p.m. at an apartment building at 830 Edgebrook Drive.

“The victim heard a loud noise at his door and upon opening it one of the suspects, who was standing outside the door, fired a single shot at him,” according to a police news release. “Officers later recovered a .45-caliber round at the scene, which did not hit the victim.”

MILO YIANNOPOULOS APOLOGIZES FOR REMARKS, QUITS BREITBART

NEW YORK– Polarizing right-wing writer Milo Yiannopoulos was by turns apologetic for comments he made about sexual relationships between boys and men and adamant he had been the subject of “a cynical media witch hunt” Tuesday as he spoke after resigning as an editor at Breitbart News.

Yiannopoulos opened his remarks to reporters by saying two men, including a priest, had touched him inappropriately when he was between the ages of 13 and 16.

“My experiences as a victim led me to believe I could say anything I wanted to on this subject, no matter how outrageous,” he said. “But I under-

In a safety bulletin posted Sunday, Northern Illinois University police said there had been a second man seen leaving the area. He was about 5-feet, 6-inches, tall and wearing a gray hoodie.

City staff seeking NIU student input to draw downtown business

dzimmerman@shawmedia.com DeKALB – Caleb Tomaszewski, a Northern Illinois University senior and director of government affairs for the Student Association, said many of his fellow students are unaware of the attractions in the city’s downtown.

A lack of communication between the university and the city was cited as one of the reasons that students don’t engage in activities outside the campus area on nights and weekends.

“There needs to be discussions on how to make DeKalb more attractive to students, especially from commuter students, just to get their opinions and feedback,” Tomaszewski said.

To remedy that, DeKalb City Manager Anne Marie Gaura has been working with NIU student leaders to start a direct conversation on how to make the city more attractive to students.

“We wanted to hear the particular issues of concern to see how we can make downtown DeKalb and the city as a whole friendlier to the students,” Gaura said.

Meetings began in April and started taking place on a monthly basis in September. However, Gaura said, the meetings eventually needed to be a broader discussion than just bouncing ideas between 10 student leaders.

During its last meeting Feb. 1, a group of about 70 students was taken on a tour of the downtown area, with an informal discussion about how many students have been downtown and what kinds of businesses are the most attractive, and included dinner afterward at O’Leary’s.

“It was very exciting to have that many students show up and a good chance to display downtown to them,” Tomaszewski said.

The city worked with TransVAC to arrange transportation for all of the students.

Although a lack of public transportation options was cited as a major factor separating students from downtown businesses during these talks, NIU Student Association Senate Speaker Christine Wang said a lack of advertising was also a problem.

“Students had no idea there was an indoor skate park, or that there were a number of bars downtown, and they also didn’t know about the restaurants, such as Tapa La Luna and

Eduardo’s,” Wang said. “If there was more advertising to students about what the downtown area had to offer, there would likely be a larger number of students who would visit the downtown area.”

Economic Development Planner Jason Michnick said he agrees the city needs to do a better job communicating with students about local events using social media.

The city increased its outreach in January by launching official Twitter and Instagram pages.

As for transportation, Michnick said, it would be helpful trying to get downtown businesses to consider the same shuttling options offered by bars such as Fatty’s and Molly’s.

Gaura said transportation options require further analysis to see how many students would use such services and how they would be funded.

Other issues raised included better pedestrian walkways and lighting.

“Some students are uncomfortable with off-campus sites because they ar-

en’t lit properly, not just in downtown, but in the community at large,” Michnick said.

Of all the attractions in downtown DeKalb, students were mostly drawn to the DeKalb Public Library and the historic Egyptian Theatre.

“Many students had no idea there was even a public library available, and they also loved the renovations that had been recently completed,” Wang said. “A number of students had heard of the Egyptian Theatre, but they had no idea that the shows would also be appealing to college students.”

Gaura said that NIU students would be invited to make a presentation on their findings during a City Council meeting before the end of the spring semester to identify what changes can be accomplished practically.

“Once we coalesce all of the data and present it to the City Council, we can then figure out how to remove the obstacles and give interested students access to the downtown area,” Gaura said.

“We wanted to hear the particular issues of concern to see how we can make downtown DeKalb and the city as a whole friendlier to the students.”

District 428 board does not renew contracts of two senior employees

dzimmerman@shawmedia.com DeKALB – The DeKalb School District 428 School board approved interim Superintendent Brad Hawk’s recommendation not to renew the contracts of DeKalb High School Principal Michele Albano and Human Resources Director Jim Bormann during its meeting Tuesday.

All board members except for President Victoria Newport, who abstained, voted in favor of not renewing Albano’s contract. Not renewing Bormann’s contract was approved unanimously.

Bormann’s contract received criticism in September, as some districts members believed he would be getting an excessive $15,000 raise during his contract renewal. The board approved his contract with only a $1,034 increase after he was approved as assistant superintendent of administration.

Newport said Albano is expected to remain as principal for the high school until her contract

expires June 30.

The board also had agreed to a separation agreement with Superintendent Doug Moeller during their Feb. 7 meeting that would see him resign at the end of April.

Moeller has been on paid administrative leave since September after allegations of sexual harassment by Albano and has amassed over a third of his nearly $200,000 annual salary in that time.

He would continue to be paid until his resignation and would be able to perform district duties from home or at off-district premises at the request of Hawk.

A restraining order filed by Albano was lifted in October after she failed to appear in court. She had alleged Moeller threatened to ruin her career after she refused to take their relationship beyond a professional one.

Hawk had been appointed as interim superintendent for a maximum of 100 days at $925 a day.

During a special meeting Wednesday, the board heard presentations from three consulting firms

to aid in the search of a new full-time superintendent: Minnesota-based School Exec Connect, the Illinois Association of School Boards and the Chicago-area Hazard, Young, Attea and Associates.

The board ultimately decided to hire the Illinois Association of School Boards. Newport said this was in part because of their focus on Illinois schools. In the past seven years, IASB has conducted superintendent searches for 192 districts in 70 counties in Illinois.

Using this firm, the total cost of its search and any recommended additional services is not to exceed $9,900. IASB had the least expensive fee of the three firms, with School Exec Connect asking for $14,500 plus expenses and Hazard, Young, Attea and Associates seeking $21,500.

An IASB consultant is expected to meet with the board to establish a timeline for the search process.

Newport said the process should take about two to three months, and a contract is yet to be signed.

Judge denies bond reduction for DeKalb woman in slaying

SYCAMORE – A DeKalb woman accused of murder in connection with the death of her boyfriend was denied a request for lower bond Tuesday in DeKalb County Court.

Kela M. Moss, 26, formerly of the 400 block of South First Street, was charged in November with first-degree murder in connection with the death of 25-year-old Brendon Brown, who shared an apartment with her.

Police said Moss went to the DeKalb police station Nov. 14 to report an incident and gave officers permission to go inside the apartment, where they

found Brown dead. An autopsy indicated Brown had been strangled.

In her defense, Moss’ lawyer has said the killing was an act of self-defense after a long period of domestic abuse, which Brown’s family has disputed.

Kela M. Judge Robbin Stuckert denied Moss the request Tuesday to reduce Moss’ bond from $750,000 to $50,000.

Bond was initially set at $5 million.

Stuckert denied the same request to reduce bond during a Jan. 26 hearing.

Moss’ family raised $5,000 to get her out of jail, the amount she would have needed to pay to be

released if the $50,000 bond was approved. Instead, she is required to post $75,000.

Moss intended to live at Safe Passage, a shelter for victims of domestic abuse where she had been receiving counseling, while awaiting trial.

Moss’ attorney Bob Nolan said his client would have been able to better prepare for trial if she could afford to be released on bond.

Nolan said that while the court has to ensure the community is protected, he argued that the risks with releasing Moss would have been low.

“The purpose of bond is to make sure people go to court and don’t hurt anyone else while the case is pending,” he said.

Moss is next due in court March 28.

City admits no wrongdoing; accord means top taxpayer PetroLiance stays in city

In fiscal 2016, Sycamore returned more than $15 million in sales tax proceeds to the airlines. Its budget calls for it to return more than $24 million to the two companies in this fiscal year, records show. The suits involving Sycamore remain active.

Genoa Mayor Mark Vicary said a ruling from the Illinois Department of Revenue last year indicated that PetroLiance had been properly paying and reporting taxes from Genoa under the department’s regulations.

Vicary also said the business came to Genoa from Belvidere, which is not part of the RTA’s taxing area.

“I understand there are some sham offices, but the office here has six or seven employees taking orders all day

long,” he said.

RTA officials were unavailable for comment Tuesday.

Through an Illinois Appellate Court decision, Genoa was able to pay for and manage its defense in the lawsuit through the city’s insurer, Illinois Municipal League Risk Management Association, Vicary said.

PetroLiance will be able to stay in Genoa with termination of the lawsuit, according to a Genoa news release.

The city and IMLRMA have been working to negotiate with the RTA for the past couple of years and reached the $250,000 settlement, which was approved during a Dec. 20 Genoa City Council meeting.

Minutes from the meeting state that the settlement agreement was approved with a 7-0 vote.

The lawsuit was dismissed Jan. 27.

District 430 board President Dale Hamilton announced the informational sessions at a recent meeting.

The board has proposed taking on new debt to make building repairs but still providing some relief to homeowners. The proposal would add $700,000 in debt to be repaid through property taxes.

However, the debt service payments will be less than those required to pay off the construction of Sandwich Middle

School. That loan will be repaid in 2018, officials said.

The new money would be used to pay for required life-safety repairs at district schools, including repairing and renovating exits; improving emergency escapes and doors, plus making it possible to control entry to outside doors; lighting and flooring upgrades; improving and repairing stairs and sidewalks; and upgrading electrical and mechanical systems.

Hamilton said that if there was no change in the equalized assessed valuation and the borrowing referendum passes, homeowners with a market value of $150,000 would see the bond and interest portion of the real estate taxes they pay to the school district reduced by about $50 a year.

If voters reject the board’s proposal, the same homeowners would see their property taxes reduced by about $170 a year.

GENOA – The Regional Transportation Authority will receive a settlement payment of $25,000 from the city of Genoa and $225,000 from the city’s insurer as part of an agreement to dismiss a 2014 lawsuit.

The Chicago-based RTA, a taxpayer-funded agency that pays for subway, commuter rail and bus service in Chicago and its suburbs, sued several municipalities in 2014 – including Genoa and Sycamore – claiming that sham offices had been set up outside the agency’s taxing authority to avoid sales tax contributions.

The lawsuit against Genoa claimed that PetroLiance, an oil and fuel distributor with a Genoa sales office, had actually been conducting sales in El-

gin, where they would have been subject to a tax to fund the RTA. The company, previously called Boncosky Oil Co., has operated a sales office at 114 N. Washington St. No. 4, in Genoa since 2005. As a condition of the company operating its sales office there, Genoa officials agreed in return to rebate half of the sales tax revenue the company generated.

In the first 10 years since the business began operating in Genoa in June 2006, the city returned about $1.2 million to the company, according to the city’s most recent comprehensive financial report. Even with the incentives, PetroLiance is the largest salestax generator in the city, officials said.

Austria OKs extradition for Ukrainian oligarch

The Associated Press VIENNA – An Austrian court on Tuesday approved a U.S. extradition request for a Ukrainian oligarch suspected of paying millions of dollars in bribes to Indian officials.

The court decision overturns a lower court ruling nearly two years ago against extraditing Dymitro Firtash.

The judge then said that the U.S. move was at least partially politically motivated through links to political events in Ukraine, and not supported by sufficient evidence.

Extradition, however, still is not a certainty. Leo Levnaic-Iwanski, who headed the three-judge panel of the Upper State Court, said the final decision will be made by Justice Minister Wolfgang Brandstetter.

Firtash was indicted in Chicago by a U.S. grand jury in 2012 for allegedly paying off officials through U.S. banks in a failed attempt to secure titanium mining rights in India worth hundreds of millions of dollars.

Firefighters battle 1,300-acre southern Illinois wildfire

KAMPSVILLE – Firefighters in southwestern Illinois have been battling a wildfire for more than a week that has burned about 1,300 acres.

North Calhoun Fire Protection District Fire Chief Gary Hall said dry conditions and high winds have continued to spark the fire. The (Alton) Telegraph reported that the wildfire flared for a fourth time on Sunday.

It apparently started Feb. 12, when a resident lost control of a leaf fire.

Hall said his firefighters have spent at least 30 hours working on the wildfire.

He said there were challenges because the fire is located about a mile from any roads and there is rough terrain. Hall said up to 30 firefighters were on the scene at once.

A burn ban remains in effect for Calhoun County, which is north of St. Louis.

Illinois State University seeks input on its future

NORMAL – Illinois State University is asking the public to weigh in on the institution’s future.

The (Bloomington) Pantagraph reported that the school is asking for community input on the challenges ISU is facing and what the university should look like in 15 to 20 years.

People are invited to complete a survey online by Friday.

The university is updating its strategic plan. It’s the fourth update since the plan was first approved in 2000.

Since then, ISU’s six-year graduation rate has increased from 55.1 percent to 73.4 percent. ISU also has seen increased diversity among its student body.

Both were goals set in the 2000 plan.

The task force working on the strategic plan expects to have a first draft by fall and a final plan next year.

Lincoln museum to showcase Cubs-Cardinals rivalry

SPRINGFIELD – The historic and longtime rivalry between the Chicago Cubs and the St. Louis Cardinals will be

the subject of an exhibit at Springfield’s Abraham Lincoln Presidential Museum starting next month.

“Cubs vs. Cardinals: The Rivalry” was developed with the help of both teams and the National Baseball Hall of Fame and opens March 24, museum officials said.

It will feature rare artifacts and photographs and span players from Mordecai Brown and Rogers Hornsby to recent stars such as Jake Arrieta and Yadier Molina.

Hall of Fame President Jeff Idelson said the intent of the exhibit is to “animate the stories associated with one of baseball’s most celebrated rivalries and two of the most enthusiastic fan bases these teams represent.”

Items planned for the exhibit includes the second-base bag stolen by the Cardinals’ Lou Brock to break the modern record for steals in a season, and the cap worn by Cubs pitcher Kerry Wood when he struck out 20 batters.

Baseball fans also will be able to interact with the exhibit and share their own rivalry memories, answer trivia questions and play a home run derby.

United aircraft blows tires before takeoff from O’Hare

CHICAGO – The takeoff of a United Airlines flight from Chicago to Fort Myers, Florida, was aborted by two blown tires.

A United Airlines spokeswoman said Flight 306 never left the runway at O’Hare International Airport on Monday afternoon.

The plane was surrounded by emergency crews after coming to a halt on the runway.

The 150 passengers and six crew members aboard were evacuated and returned to the terminal by bus. No one was injured, and the passengers were placed on a later flight.

LOS ANGELES – A gang member suspected of shooting two California police officers, killing one of them, was released from prison last year on probation under a criminal justice reform initiative that had no effect on how long he spent behind bars, a prison official said Tuesday.

Suspect Michael Christopher Mejia, 26, was sentenced to four years in prison in 2010 on a felony robbery charge as a member of a street gang and was paroled in 2014, said Jeffrey Callison, a spokesman for the California Department of Corrections and Rehabilitation. Trump’s new rules target millions for deportation

WASHINGTON – Millions of people living in the U.S. illegally could be targeted for deportation – including people simply arrested for traffic violations – under a sweeping rewrite of immigration enforcement policies announced Tuesday by the Trump administration.

Any immigrant who is in the country illegally and is charged or convicted of any offense, or even suspected of a crime, will now be an enforcement priority, according to Homeland Security Department memos signed by Secretary John Kelly.

That could include people arrested for shoplifting or minor offenses – or simply having crossed the border illegally.

The Trump administration memos replace more narrow guidance focusing on immigrants who have been convicted of serious crimes, are considered threats to national security or are recent border crossers.

Under the Obama administration guidance, immigrants whose only violation was being in the country illegally were generally left alone.

Those immigrants fall into two categories: those who crossed the border without permission and those who overstayed their visas.

Crossing the border illegally is a criminal offense, and the new memos make clear that those who have done so are included in the broad list of enforcement priorities.

Overstaying a visa is a civil, not criminal, offense. Those who do so are not specifically included in the priority list but, under the memos, they are still more likely to face deportation than they had been before.

The new enforcement documents are the latest efforts by President Donald Trump to follow through on campaign promises to strictly enforce immigration laws. He’s also promised to build a wall at the Mexican bor-

der – he insists Mexico will eventually foot the bill – and Kelly’s memos reiterate calls for Homeland Security to start planning for the costs and construction.

Trump’s earlier immigration orders, which banned all refugees as well as foreigners from seven Muslim-majority countries, have faced widespread criticism and legal action. A federal appeals court has upheld a temporary halt.

Kelly’s enforcement plans call for enforcing a longstanding but obscure provision of immigration law that allows the government to send some people caught illegally crossing the Mexican border back to Mexico, regardless of where they are from.

Those foreigners would wait in that country for U.S. deportation proceedings to be complete. This would be used for people who aren’t considered a threat to cross the border illegally again, the memo says.

That provision is almost certain to face opposition from civil libertarians and Mexican officials, and it’s unclear whether the U.S. has the authority to force Mexico to accept third-country nationals. But the memo also calls for Homeland Security to provide an account of U.S. aid to Mexico, a possible signal that Trump plans to use that funding to get Mexico to accept the foreigners.

Historically, the U.S. has quickly repatriated Mexican nationals caught at the border but has detained immigrants from other countries pending deportation proceedings that could take years.

The memos do not change U.S. immigration laws, but take a far harder line toward enforcement.

One example involves broader use of a program that fast-tracks deportations. It will now be applied to immigrants who cannot prove they have been in the United States longer than two years. It’s unclear how many immigrants that could include.

State lawmakers lead fight against opioids

The Associated Press ST. PAUL, Minn. – In statehouses across the country, lawmakers with loved ones who fell victim to drugs are leading the fight against the nation’s deadly opioid-abuse crisis, drawing on tragic personal experience to attack the problem.

A Minnesota state senator whose daughter died of a heroin overdose in a Burger King parking lot – a friend hid the needles instead of calling for help – spearheaded a law that grants immunity to 911 callers. In Wisconsin, a state representative has introduced more than a dozen opioid-related bills in the years since his daughter went from painkillers to heroin to prison. A Pennsylvania lawmaker whose son is a recovering heroin addict championed a state law that expanded availability of an antidote that can reverse an overdose.

“We’re all here because we have this empty void in our lives,” said Minnesota state Rep. Dave Baker, whose son started out taking prescription drugs for back pain and died of a heroin overdose in 2011.

The lawmakers’ personal stories have lent weight to the effort to combat what public health officials have deemed a full-blown epidemic that is fast approaching the severity of the AIDS outbreak of the 1980s and ’90s.

More than 52,000 people died of a drug overdose in 2015, and roughly

two-thirds of them had used prescription opioids such as OxyContin or Vicodin or illegal drugs such as heroin, according to the Centers for Disease Control and Prevention. Those overdoses have jumped 33 percent in the past five years alone, with some states reporting the death toll had doubled or more.

“It drives what I do,” state Sen. Chris Eaton, a Minnesota Democrat whose daughter, Ariel, died almost 10 years ago, said Tuesday. “It’s a crisis.

We’re losing a generation.”

In trying to combat what they see as the reckless overprescribing of opioids, lawmakers are up against powerful adversaries. A joint investigation

by The Associated Press and the Center for Public Integrity last fall found that pharmaceutical companies and allied groups spent more than $880 million nationwide on lobbying and campaign contributions from 2006 through 2015.

The industry group Pharmaceutical Research and Manufacturers of America said in a statement Tuesday that it is “committed to helping combat misuse and abuse” of prescription drugs.

Wisconsin Rep. John Nygren’s daughter, Cassie, suffered a heroin

overdose in 2009 and has been in and out prisons, jails and drug court.

“Drug addiction was never in my world,” said Nygren, a high-ranking Republican who has shepherded countless measures into law.

Among them were laws that require people to show identification when picking up opioid prescriptions, provide immunity for those who report overdoses, and allow police and paramedics to carry naloxone, the overdose antidote better known as Narcan. Similar laws were passed in Pennsylvania, written by Rep. Gene DiGiloramo, a Philadelphia-area Republican whose son is a recovering heroin addict.

Governors are telling their personal stories from the bully pulpit, too.

Maryland Gov. Larry Hogan launched his long-running effort to curb drug addiction and deaths by revealing that his cousin had died of a heroin overdose.

New Jersey Gov. Chris Christie has devoted his final year in office to curbing his state’s rapidly growing heroin and prescription drug epidemic, citing the case of a friend from law school who was found dead with a painkiller bottle at his side.

WASHINGTON – President Donald Trump’s choice of an outspoken but nonpolitical Army general as national security adviser is a nod to pragmatism, but Lt. Gen. H.R. McMaster will serve a commander in chief with unorthodox ideas about foreign policy and an inner circle of advisers determined to implement them.

McMaster, 54, is an independent-minded soldier widely admired for his leadership skills, but he is short on experience in Washington’s trenches.

His appointment reinforces the more mainstream approach to security that Trump is getting from Pentagon chief Jim Mattis, who seems to have steered the administration toward stronger support for NATO and allies in Asia, and away from the reauthorization of torture in interrogations.

Still, it’s an open question how McMaster, a decorated combat veteran, will fare in a White House that has set up what some call a parallel power structure led by Stephen Bannon and his strategic initiatives group, whose role and reach hasn’t been publicly explained.

promised McMaster “100 percent control” over the structure of the NSC. Peter R. Mansoor, a retired Army colonel who served with McMaster in Iraq during the 2007 surge of U.S. troops, said Bannon’s inclusion on the principals committee shows his group “has an outsized measure of importance within

the White House.” What that means for McMaster and fellow pragmatists Mattis and Tillerson, he said, is unclear. Mansoor said he expects McMaster to be a “voice of reason” and a natural ally to Mattis.

McMaster convened a meeting with senior NSC staff on Tuesday, his first day in the White House. He did not make any immediate changes to the NSC’s senior team and most top officials were expecting to stay on, according to an administration official who was not authorized to discuss the internal meeting publicly and insisted on anonymity.

As successor to Michael Flynn, ousted for his explanation of his communications with Russia’s ambassador before Trump took office, McMaster continues Trump’s reliance on career military officers.

Mattis and John Kelly, the homeland security secretary, are retired Marine generals. Flynn was an Army lieutenant general. McMaster becomes the first active-duty officer to serve as national security adviser since Colin Powell, then a three-star general, assumed the job in President Ronald Reagan’s final two years in office.

Powell went on to grab the military’s top job as chairman of the Joint Chiefs of Staff.

Ross should fix Census Bureau

In his confirmation hearing last month, Wilbur Ross noted he may be the first secretary of commerce nominee who once was a U.S. census-taker.

Those skills could come in handy right about now: A recent report indicates the 2020 census is in trouble.

Ross, who as a business-school student served the Census Bureau as an enumerator in Boston, is scheduled to see a confirmation vote next week.

If it is a yes, he should get to work immediately, looking to the report published this month by the Government Accountability Office that includes the decennial among its list of “high-risk” operations.

According to the GAO, the Census Bureau has announced a plan to replace its paper-and-pencil operation with smart technological innovations, but has yet to guarantee it can implement those changes successfully in 2020. The bureau scrapped some important 2017 field tests that could have helped answer that question because of uncertain funding. It also struggled with high nonresponse rates in 2016 tests, and cost estimates for the 2020 survey are shaky. All of that needs to change before it is too late for fixes.

There is a reason the Founding Fathers saw fit to make the census part of the Constitution: The national head count is critical to a functional democracy. Not only is it a vital research tool, but also the census determines how many seats each state gets in the House of Representatives and how district lines are drawn. Any doubt about the data’s validity could cause a crisis in the 2020 redistricting battle – which is why it is essential the bureau gets it right. That has become a tougher (and more expensive) task in a society where living situations are getting more complex and heads harder to count. A steadier funding stream would help the Census Bureau conduct the tests it needs to make sure its new strategies work in 2020, but the GAO said it will take more than that to get the census back to good. The bureau also will have to strengthen its internal controls and communication. That will take careful oversight from Ross and thoughtful decisions about those working closer to the ground – especially with the current census director’s term slated to end next year and other high-level officials set to retire before the 2020 operation is complete, all amid a federal hiring freeze.

The census may be the most important thing in government that no one talks about. That the 2020 report could lack integrity would be worrying on its own, and it would be even more so under an administration that repeatedly has displayed a disdain for data. Saving the census would give Ross an early opportunity to prove that he, at least, cares about accurate numbers.

What Kennedy did was not illegal, but he may have misled supporters Democratic gubernatorial candidate Chris Kennedy didn’t do his supporters at the University of Illinois any favors recently when he sent them a combined campaign announcement and solicitation for contributions.

The mass email he sent to employees on their university accounts was within the rules. After all, Kennedy may have been the chairman of the UI’s board of trustees from 2009 to 2015, but he’s a private citizen now.

But he set up his email recipients for a potential problem because it’s an ethics violation for state employees to make a political contribution through their taxpayer-provided email accounts. The seven-paragraph message included a method by which recipients could make a contribution.

It’s hard to imagine that the error by the Kennedy campaign was anything other than inadvertent.

He, obviously, got a mailing list, a valuable resource for any marketing or political organization,

and decided to make use of it.

An ethics official said it’s “up to the state employee to make sure the state employee does not become involved in any kind of prohibited political activity.”

Well, of course. But that doesn’t mean a state employee, perhaps not as familiar with the rules as he should be or tempted to violate rules he knows are in place, wouldn’t run afoul of ethics restrictions.

Although this kind of violation is minor on the scale of typical Illinois-style corruption, the email rules are in place for a good reason – to prevent public employees from engaging in political activities using public resources.

Kennedy’s action quickly raised questions.

The UI’s ethics office reported receiving multiple inquiries about it, showing how sensitive some people are on the issue and how easily employees could get themselves into trouble.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Hearing the echoes of internment Imagine this.

You are a boy, living in a child’s blissful unaware. You are not terribly different from other kids. Maybe you play stickball in the street and pretend to be Joe DiMaggio. Maybe you listen to “The Lone Ranger” on the Philco.

Maybe you’re crazy for Superman.

Maybe it’s a good life.

Then comes that sudden Sunday in December. All at once, everyone is angry about something bad that happened at a place called Pearl Harbor and people you know – people who know you – are staring at you as if you are no longer who you always were.

Two months later – 75 years ago this week – there is news about a new executive order signed by President Roosevelt. Soon, the poster starts appearing on lampposts. The headline reads: “Instructions to All Persons of Japanese Ancestry.” It is an evacuation order.

As a child, you know nothing about the column in the San Francisco Examiner where Henry McLemore wrote: “Let ’em be pinched, hurt, hungry and dead up against it. ... Personally, I hate

And you didn’t hear how Assistant War Secretary John McCloy said, “If it is a question of the safety of the country [and] the Constitution ... why, the Constitution is just a scrap of paper to me.”

All you know is that suddenly, with maybe a week’s notice, you are on a train, being taken away from your Philco and from stickball games, from Superman comic books, from, well ... everything.

Maybe your name is Noriyuki “Pat” Morita and you will someday be Mr. Miyagi in “The Karate Kid” movies.

Maybe your name is Hosato Takei, and as George Takei, you will become the original Mr. Sulu on “Star Trek.” Maybe your name is Norman Mineta and you will be a congressman.

But in the desolate camps to which

you are exiled, it doesn’t matter who you are or what you might someday be.

In the camps, as they say, “a Jap is a Jap.” So in the camps, you live behind barbed wire, under armed guard in tar paper barracks with toilets where you must do your business in public view.

You live with inferno heat, aching cold and gritty dust. Yet, you struggle to hold on to who you used to be.

You play baseball. You draw and sing.

And you go to school, where every morning you stand, hand over your heart, and recite, “I pledge allegiance to the flag of the United States of America ...”

Seventy-five years later, communal memory recoils from what the United States of America did to you. And as we tend to when memory indicts conscience, we choose to forget. So many of us no longer know what happened, how you lost your businesses, your homes, how your lives were never again the same. As many of us forget the story, they also forget its moral: How fear can interdict reason, make you lash out with hatred at harmless people.

Thus, some of us cheered recently when a new executive order was signed and our airports turned to chaos. Some of us echoed McCloy: “the Constitution is just a scrap of paper to me.”

But the rest of us were saddened by what America has done to itself – and to countless innocents – in the spasms of its fear. The rest of us were stunned by what Winston Churchill called “the confirmed unteachability” of humankind.

We never learn, do we?

Imagine you are a boy, living in a child’s blissful unaware, not terribly different from other kids. Maybe you play hoops at the park and pretend to be Michael Jordan. Maybe you watch Power Rangers. Maybe you’re crazy for Spider-Man. Maybe it’s a good life.

But then comes a sudden Tuesday in September.

I would like us to move away from tax increment financing dollars to enterprise zone incentives that the state gives to construction. The enterprise zone does less damage to school funding and is the primary mechanism for development that many other college towns are using. Now that we have it, let us use it.

Finally, I would like to create an incentive plan for the downtown businesses using the remaining TIF dollars to bring properties up to the latest codes.

Families can’t enjoy sitting on their porches during the day without shots ringing out, making victims of bystanders, many of whom are children who moments before were gleefully immersed in play.

Parents and neighbors in these urban jungles are despondent, not knowing where they can turn for help. Regular police enforcement brings along accusations and incidents of police brutality and profiling.

A National Guard intervention is a unbiased, specially trained armed force that may be a solution until order is restored (a situation that has to be defined, e.g. less percentage of gang violence, perhaps), contrary to one writer’s viewpoint that sending in troops heralds military occupation.

Residents have a right to seek government protection. That’s what taxes pay for – peace.

Weber pours in 32 points in win over Rock Falls

The Kaneland senior guard had a career night offensively and helped the No. 1 seed Knights knock out No. 3 Rock Falls, 63-53, in a Class 3A Kaneland Sectional semifinal.

Weber finished with 32 points on 10-for-14 shooting – including making all four of her 3-pointers – and grabbed six rebounds, all while providing strong defense against Rock Falls junior guard Abbee Sigel, who scored all 10 of her points in the fourth quarter and missed her first 11 shots.

“She stepped up, a senior coming up big down the stretch both ways,” Kaneland coach Ernie Colombe said.

“She had Sigel, who’s a big-time scorer, and did a good job on her all night.

Morgan was sensational tonight on both ends.”

Kaneland (22-6) advances to face No. 4 Stillman Valley in the sectional championship game at 7 p.m. Thursday.

The Knights also were able to avenge an earlier loss to Rock Falls, which won, 54-51, at Kaneland during the regular season.

“The last time we played – we talk about three things all the time, we want to get to the foul line. Last time, we got there five times, and they got there 24,” Colombe said. “They killed us on the boards last time, and we turned the ball over too much. We want to cut down on the turnovers.

We have to get better at that. We moved the ball around and went with the hot hand and took good shots.”

Kaneland struggled offensively early Tuesday, committing six of its 18 turnovers in the first quarter and trailed, 8-5, after a layup by Rock Falls senior guard Olivia Babcock with three minutes left in the period.

The Knights bounced back with a 6-0 run to close out the quarter and never trailed the rest of the way.

Kaneland was able to shake it off at halftime and came out in the third quarter with a 7-0 run – including a 3-point play by junior center Gracie Ringel and two layups by Weber – to push its lead to 35-19 with 5:45 left in the third, which was its largest lead of the game.

The Rockets never got the game closer than seven the rest of the way because of the Knights’ strong showing at the foul line. Kaneland ended the night shooting 26 for 32 (81.2 percent) from the free-throw line and was 21 for 26 in the fourth quarter.

Kaneland junior guard Jamie Martens, who finished with 13 points, went 9 for 10 from the foul line in the final quarter.

“We work a ton on it and we talk about it a lot,” Colombe said of the free throws. “We got some guards that can hit free throws. ... We feel like we’re shooting a good percentage as a team, so we feel like if we can get up, we can make two free throws, and if we make a stop, we just extended the lead by two.”

By the numbers: For Kaneland, junior Jenni Weber had nine points and eight rebounds, Ringel had four points and three blocks, Hannah Armin made a pair of free throws, junior Addie Ringel added a bucket, and Bryanna Kigyos split a pair of foul shots.

Down 20 after the first quarter, Bill Sambrookes said he wouldn’t have been surprised if his Hinckley-Big Rock boys basketball team just gave up.

But the Royals battled back, trailed by three in the fourth quarter, but fell, 62-50, to Mooseheart on Tuesday in the first round of the Class 1A Hinckley-Big Rock Regional.

“I was so proud of the way my guys didn’t let their big lead mess with our composure,” Sambrookes said. “That sort of thing could easily happen, especially to a team that’s won only five games all year.

But they battled back because they play really, really, really well together, which is something I’ve stressed all year.”

The Royals (5-23) committed 10 turnovers in the first quarter but finished the

game with 16.

The Royals cut the lead to three in the fourth, but then Mooseheart hit a 3-pointer to build the lead back out to six. A quick turnover and steal gave the Red Ramblers an eight-point lead, and they made their free throws down the stretch to secure the win.

Seth Misukanis had 11, and Tate Sanderson and Taylor Ruh each scored 10 for the Royals.

“We had a lot of missed shots in that first quarter, and everything was long, so I’d say adrenaline played a part,” Sambrookes said. “They were really, really up for the game. I think the length of their shots in the first quarter was just one example of having too much juice in them.”

NIU men roll to much-needed win at Central Michigan

The Huskies led wire to wire Tuesday in an 89-66 win over Central Michigan.

The Huskies (15-13, 7-8 Mid-American Conference) led by double digits throughout the second half. Central Michigan (16-12, 6-9) never got closer than 13 in the final 20 minutes.

Five Huskies scored in double figures. Levi Bradley scored 18, Eugene German and Marin Maric each poured in 16, Jaylen Key had 12 and Dontel Highsmith 10. Maric had a double-double by halftime and finished with 10 rebounds.

Does your dad dress in a Lowe’s fire suit, slide into the No. 48 Chevrolet and race on national TV every weekend?

Does your dad have more than 2.3 million Twitter followers, is he besieged by autograph seekers and asked to voice cartoons on the Disney Channel?

Yes, Genevieve, your father is famous.

But the more contemplative question is this: Is Johnson the greatest to ever drive a stock car? That answer is up for debate, although arguments for other contenders thin as Johnson continues to add to his championship collection.

What seemed cool in Aspen made him hot under the helmet at Daytona.

“I was really uncomfortable,” he said. “It just hits you the whole time.”

Beard aficionado Dale Earnhardt Jr., who shaved his own for a wedding, openly admired his teammate’s facial hair.

“That’s a bad-[expletive] beard,” Junior said. “If I’d known he was going to come so strong, I would have worked on mine a little more. I certainly do envy what Jimmie’s got going on.”

Most also drivers envy his record run at NASCAR history.

Johnson’s shot at history hit him in 2010 when he won his fifth straight Cup title and talk about chasing eight intensified. He won his sixth in 2013, and his surprising seventh last year now makes an eighth championship seem more inevitable than a longshot.

With 80 career wins and a pair of Daytona 500 victories, the 41-year-old Johnson won’t let the record define him.

“No,” he said, “but I’m going to try (and win it), though.”

Those hoping for a Butler deal are ignoring Bulls logic

jcowley@suntimes.com Logic, rather than reality, continued driving most of the Jimmy Butler trade rumors on Tuesday.

What remains overlooked by far too many, however, is Bulls logic works much differently from popular opinion, or in some cases common sense.

Yes, the Bulls should be in full rebuild mode, mostly dictated by the landscape in the Eastern Conference. LeBron James has a handful of years left, and a full rebuild starting now – if pulled off properly (a big if with this front office) – should be hitting its stride as James is waving goodbye to an historic career.

What piece jump-starts that rebuild the quickest for the Bulls?

Of course it’s a three-time All-Star in Butler.

But to understand why the Bulls continue only taking calls on Butler rather than making them is to first understand that Bulls logic.

A source said this season has been

as hands-off as board chairman Jerry Reinsdorf has ever been with the Bulls, as the transition to Michael Reinsdorf taking power continues. The source said that Jerry Reinsdorf is only being used as an adviser on major decisions, and even then wants his son to make the final calls on all things Bulls.

That’s why the likes of a Gar Forman isn’t Jimmy Butler going anywhere anytime soon.

Michael Reinsdorf is reportedly just fine with the direction on the court.

Off the court, the general manager’s wife, Leslie Forman, is the vice president of Bulls Charities, while Michael Reinsdorf’s wife, Nancy, is the president of Bulls Charities. The two are close, and as the Sun-Times reported last May, close enough where it rubbed some of the former Bulls players the wrong way.

The feeling was that Forman preached accountability, but had as

much job security as any figure in the organization not named Reinsdorf or John Paxson.

With Michael Reinsdorf continuing to emerge as the lone face atop Bulls basketball, there also comes a different set of priorities.

Both former and current Bulls personnel have felt that Michael Reinsdorf is a business-first type owner, and the fact that the Bulls remain one of the more profitable and marketable teams in the NBA is the true success.

Winning championships is on that priority list, but takes a back seat to the bottom line of dollars and cents. That’s why the decision-making has been so questionable the past three years.

First, there was firing winning coach Tom Thibodeau. Maybe the last major decision that Jerry Reinsdorf was involved in.

Then the blame shifted to the roster this past summer, as Derrick Rose was traded and Joakim Noah was allowed to walk into free agency.

The Sun-Times reported that multi-

ple sources indicated that the anger expressed by several corporate sponsors went a long way in the Bulls staying away from a full rebuild in the offseason, leading to the Rajon Rondo and Dwyane Wade big-name signings, despite neither being a fit for what coach Fred Hoiberg likes to do offensively.

Then again, the front office seldom seems to care about what their own coaches want or don’t want.

That has been evident in Hoiberg’s tenure, and was obvious under Thibodeau when they first dismantled the “Bench Mob,’’ traded Luol Deng without consulting with Thibodeau, and drafted offensive-minded players for a defensive-minded coach.

Logic be damned.

That’s why the Thursday trade deadline might be quiet, or have the likes of a Nikola Mirotic moved.

This is about staying playoff relevant, hoping more big names can be persuaded to join in the offseason, and keeping butts in the seats, big money in the suites.

Splashy Ferrari drives home point about humility

Once again, the star was Tim Buss, the team’s strength and conditioning coordinator. He has dressed as a cowboy and bedazzled in bling this spring, but Tuesday he made a grand entrance by driving a Ferrari onto the workout field.

“That was pretty good,” said manager Joe Maddon, without whose blessing none of this happens. “We tried to do that on the first day (Saturday, when it rained). We had it even more planned out where I was going to go out there and start talking about humility and moving forward, and then he was going to drive out like that. That was really solid.”

The sideshow aspect of camp comes with a purpose, Maddon said. One of the themes of the early camp for the world champions has been humility. Maddon

“It was just Bussy being Bussy and having a good time,” Rizzo said. “With all the crazy things that us players did this offseason, him going to buy a Ferrari is even crazier.”

“Can’t tell you,” he said. “It’s stuff, watching him pitch and some philosophical stuff and wanting to know if these guys were thinking the same things that I was thinking, and actually, they were.

So it was kind of reinforcement.”

MESA, Ariz. – There’s nothing quite like a nice Italian dinner and a bottle of red to make things right.

Cubs manager Joe Maddon and catcher Miguel Montero got the warm glow going again over dinner Monday night.

“We had a good time,” Maddon said Tuesday after the Cubs worked out on a sunny day. “Miggy picked out a place way up in Scottsdale, Andreoli’s Grocer Market. Reeked of Hazleton (Pennsylvania) back home. Loved it. Real Italian dude running the place. The ravioli was spectacular. Great conversation. We had a really good time. It was a perfect setting just to really have an opportunity to have a conversation.”

That conversation, both men said, centered on 2017, not 2016. Even though the Cubs won the World Series and Montero had some big postseason hits, he had expressed unhappiness with his reduced playing time.

But manager and player decided to leave the past in the past as they broke bread and uncorked vino in the company of Cubs quality assurance coach Henry Blanco. This season, the 33-year-old Montero knows he will be the backup to second-year man Willson Contreras.

“It was a good time,” Montero said.

“We both wanted to talk to each other.

At the end of the day, this is 2017. We

to be one of those guys. I’m telling you, whatever it takes me to help him, I was [true] with him. I said, ‘If you feel Willson needs a break and it’s (Clayton) Kershaw pitching for the other team, put me in. I’m fine.’ You know what? That’s my role. That’s my job. Just count on me and whatever.

Montero has been getting after it in workouts. He took part in the Cubs’ photo day activities early in the morning before hitting the fields.

“I actually felt when I came in this morning, I felt awesome,” he said. “It was a great feeling. That’s what I’m looking for. I want to have fun. I want to enjoy. And we’ve got a special team with a legitimate chance to win another championship.”

Maddon echoed those sentiments and had high praise for his veteran catcher.

“He started first and he was saying to me exactly what I wanted to say to him,” Maddon said. “So it’s kind of nice. When it comes down to understanding pitchers, we have so much in common. It was a good opportunity to talk.”

Spring trade of Quintana less likely

Talks for highly coveted left-hander cool down

More than a few White Sox fans, while on board with the Chris Sale and Adam Eaton trades that reeled in seven prospects and signaled the start of a rebuild, want to see more.

There is a “theory” going around that Sale and Eaton were traded because they either spoke out against vice president Ken Williams during the LaRoche catastrophe last spring or contributed to some other levels of tension in the clubhouse.

That no other trades have been made adds fuel to that fire. While Sale curried no favor by blasting Williams and cutting up throwback jerseys before a game he was scheduled to start in a rage against the organization, the fact of the matter is they were dealt because of the hauls of young talent brought in return.

The Sox’s other high-end trade chip, Jose Quintana, probably was close to being gone, too. General manager Rick Hahn has said a similar deal on two occasions, at

least one presumably around the holidays, fell through at the ownership level, and it’s reasonable to assume it involved Quintana.

Since then, the Sox haven’t backed down from their lofty demands, and talks have simmered.

More than a week into spring training, it’s beginning to look more and more like Quintana will be the Opening Day Rick Hahn starter when the Sox host the Tigers on April 3.

Trades do happen during spring training, but the nonwaiver Aug. 1 deadline will be a more active time, and Hahn is holding his cards, knowing he doesn’t have to deal the 28-year old left-hander who is under contract control until 2020. Quintana would have value a year from now with three years left on his reasonable deal that would top out at $11.5 million in the final club option.

“The reasons we pull the trigger [on a trade] is because we feel it’s going to put us in the best position for the long term,’’ Hahn said.

“On any given player, their length

of control and how you project their performance going forward will factor into whether the return serves us better for the long term or it’s better to sit and let this player continue to develop or be part of the plans for the long term.’’

With a respectable veteran starting rotation of Quintana, Carlos Rodon, Miguel Gonzalez, Derek Holland and James Shields and a lineup that includes Jose Abreu, Todd Frazier, Tim Anderson, Melky Cabrera and Brett Lawrie, the Sox don’t shape up today as a contender in the American League Central. They don’t look like the 100-loss team some envisioned when the first two rebuilding moves were made, either.

Not yet, anyway.

“We don’t view it as everyone in that locker room needs to be moved to serve the next championship White Sox club,’’ Hahn said. “A lot of those players are hopefully going to play key roles on that next club. If we get to the point where we feel like it’s in the long-term benefit of the club to perhaps take a little something AP photo away from today to serve the longer greater good, then that’s when Pitcher Jose Quintana, 28, is under contract control of the White Sox until 2020. you wind up making a deal.’’

Giolito welcomes ‘fresh start’ after trade from Nats

GLENDALE, Ariz. – Lucas Giolito hopes to find some stability with the White Sox, who acquired the highly touted pitching prospect in the offseason trade with the Nationals for Adam Eaton. When Giolito heard about the deal on Twitter, he did not “like” the tweet, but he did give the move a thumbs up.

“It was an immediate positive reaction,’’ Giolito said. “It was a fresh start for me. I’m excited to be with a new organization, a bunch of new young players coming up.’’

Giolito, ranked as the No. 3 prospect in all of baseball last season, encountered tough times when the Nats called him up. In 211/3 innings of work, he gave up 26 hits, walked 12, struck out 11 and posted a 6.75 ERA. Ugh. “I experienced a lot of hardship in the big leagues last year,’’ Giolito, now

ranked 11th on the MLBPipeline.com prospects list. “I didn’t pitch well at all.

I got hit pretty hard, so I learned a lot from that.’’

Giolito coped with the adversity by learning to make adjustments on the fly, “slowing things down when they’re speeding up.’’

“I’m trying to take everything I learned and apply that and be a little

bit better this year,’’ he said.

Having pitched at the Class A, AA and AAA levels and one in the majors last season alone, it will be good to have some stability with the Sox. Pitching coach Don Cooper’s talking points in camp, Giolito said, are throwing his big curve for a strike and commanding the fastball down and away to hitters.

Manager Rick Renteria said the Sox want him to do more than bury the curve in the dirt as a put-away pitch but spot it for a strike.

“He’s got a lot of talent,’’ Renteria said. “He has a couple of pitches he will bury that nobody will be able to hit.’’

Giolito said he simplified his mechanics in the offseason and is now letting the ball come out of his hand without forcing it.

“And it’s feeling very good,” he said Tuesday. “Much better than last year.

“I developed a few of my own [mechanical issues] last year trying to fix things. I made things worse, so this

year I did a lot of dry work in the offseason where I could just feel my mechanics off the mound. For me it’s about being able to repeat and stay in line.

I’m focusing on those two keys and everything falls in place after that.’’

The Sox say they are in no rush to move along their prospects, and Giolito figures to bring his 6-foot-6 frame, upper 90s fastball and plus curve to Triple-A Charlotte to begin the season.

A run of success there would give him another shot in the majors this season.

Right-handers Reynaldo Lopez and Dane Dunning also came from the Nationals with Giolito. Lopez is ranked 46th by MLBPipeline.com and 10th among right-handers. Dunning, a Nats first-round draft choice in 2016, is the Sox’ 10-ranked prospect.

“We all have the same goal in mind,’’ Giolito said of the Sox’s new well-regarded stable of young talent. “We want to develop together, put some really good players at the big league level and win games.’’

SPORTS BRIEFS PHOENIX – Major League Baseball intends to give the players’ association the required one-year advance notice that would allow management to unilaterally change the strike zone, install pitch clocks and limit trips to the pitcher’s mound starting in 2018.

Baseball Commissioner Rob Manfred made the announcement Tuesday after union head Tony Clark said last weekend he did not foresee players agreeing to the proposed changes for 2017. Under baseball’s labor contract, management can alter playing rules only with agreement from the union – unless it gives one year notice. With the one year of notice, management can make changes on its own.

Manfred said he will send a letter to the union in the coming days and plans to continue dialogue with Clark and others in hopes of reaching agreement.

“Unfortunately it now appears that there really won’t be any meaningful change for the 2017 season due to a lack of cooperation from the MLBPA,” Manfred said during a news conference.

Lakers shake-up: Magic is in charge after GM Kupchak fired

With the Los Angeles Lakers mired in the worst years in franchise history, owner Jeanie Buss has turned to Magic Johnson to lead them back to championship contention.

And she removed her own brother from his job to do it.

Jeanie Buss fired general manager Mitch Kupchak on Tuesday and put Johnson in charge of basketball operations. Jim Buss also was dismissed as the Lakers’ executive vice president of basketball operations in a major shake-up of the struggling team’s front office.

Jim Buss retains his ownership stake in the team, but Jeanie Buss has final say under the structure set up by their late father, Jerry Buss. She used it to chart a new course for the 16-time NBA champion franchise, which has the NBA’s third-worst record at 19-39.

The Lakers are almost certain to miss the playoffs for a team-record fourth straight season, and they posted the worst record in team history during each of the previous three years.

Hill leads Illinois with 18 to top Northwestern

CHAMPAIGN – Malcolm Hill scored 18 points to lead Illinois to a 66-50 win over Northwestern on Tuesday night.

The two teams played a tight contest where the deficit didn’t grow larger than four points for much of the game.

But Northwestern suffered an eight-minute scoring drought in the last 10 minutes, and Illinois built its lead to double digits for the first time.

Illinois (16-12, 6-9 Big Ten) controlled the pace for much of the game, including offensively, where the Illini shot 40 percent from the field and 6 of 18 from 3-point range.

Leron Black had a strong presence, scoring seven of the Illini’s first eight points. He finished with 11 points and eight rebounds.

Bryant McIntosh led the way for Northwestern (20-8, 9-6) with 16 points.

The Wildcats shot well from the

field, 32 percent, but failed to take advantage of the numerous open 3-point opportunities, shooting 4 for 18.

Northwestern: The Wildcats have now lost twice to a bad Illini team.

Northwestern has three more games before the Big Ten Tournament and what will likely be the program’s first NCAA Tournament berth.

Illinois: The Illini got another win against their rival, one that will help their NIT Tournament chances. With three games left in the season before the Big Ten Tournament, wins against Northwestern are the bright spot for a season that doesn’t look good for John Groce’s team or his future.

Shrimp etouffee a flavorful, vibrant, rustic dish by Paul Prudhomme

By THE CULINARY INSTITUTE OF AMERICA Even if you’re not familiar with the name Paul Prudhomme, it’s likely you’ve enjoyed the benefits of his long and celebrated career. Prudhomme was a Louisiana-born chef who gained celebrity for his culinary expertise and larger-than-life personality.

Prudhomme thrust Cajun and Creole cuisine into the national spotlight.

He introduced Americans to the bold flavors and rich roux-based dishes of his childhood, and with his commercial seasoning mixes, numerous cookbooks and television appearances, brought these dishes into homes across the country.

The cuisine of New Orleans is distinct, combining the rich culinary traditions of those who settled the area long ago. The city’s food is a reflection of the people who still live there today, with influences from France, Africa and Spain (just for starters) and the strongly rooted traditions of the Cajun and Creole cultures.

In this Shrimp Etouffee recipe, The Culinary Institute of America channels the spirit of Prudhomme. Flavorful and vibrant, this rustic dish is meant to be shared around a table of family and good friends. Meaning “smothered,” an etouffee coats the shrimp (or crawfish, as you’ll often find it in New Orleans) with a spice-packed gravy worthy of Chef Paul himself.

This recipe calls for homemade shrimp stock, but you can use storebought if you prefer. Making it from scratch is quite easy, though, and a great way to use leftover shells. You’ll need about 1 pound of shells, which comes from about 2 pounds of shrimp.

Remember shells freeze well, so anytime you have leftovers, freeze them until you have enough to make a stock.

Use the stock for shrimp bisque or as the base for a pasta sauce.

The fragrant and flavorful Creole Seasoning mix comes together in minutes, so make some extra to stock your pantry. Sprinkle it in soups, use it as a rub for chicken or fish, or keep it on hand for other New Orleans-inspired recipes.

Shrimp Etouffee

Start to finish: 4 hours (Active: 1 hour 10 minutes; inactive: 2 hours 50 minutes) Servings: 10 2 tablespoons unsalted butter

Bake until they begin to char on the edges, about 30 minutes.

Remove the shrimp from the oven and transfer to a stock pot. Add the onions, celery, carrots, garlic, bay leaf, peppercorns, and tomato paste, and stir to combine. Cook until the tomato paste has darkened slightly, about 6 minutes.

Add the brandy and simmer until the liquid has reduced, about 4 minutes.

Add two quarts of water and bring to a simmer. Skim to remove any foam that rises to the surface.

Reduce the heat to medium-low and simmer, uncovered, until reduced by about half, about 45 minutes, skimming occasionally. Season with salt.

Remove from the heat and strain through a fine-mesh sieve. Set aside until ready to use.

Spinach and Roasted Pepper Tian

Servings: 10

To serve, place a spinach and red pepper tian in a shallow serving bowl. Spoon the hot etouffee around the tian and garnish with scallions.

Creole Seasoning Servings: 10

5 red bell peppers 2 tablespoons unsalted butter 4 shallots, sliced 5 cloves garlic, sliced 2 pounds, 8 ounces baby spinach 1/2 teaspoon kosher salt

Roast the red peppers over a flame until charred all over. Alternately, cut around the core of the pepper to remove the seeds and stem. Lay the pepper flat, skin side up, on a baking sheet and broil until charred, about 20 minutes. Transfer to a sealed container or covered bowl until cooled, about 15 minutes.

Spicy Pork Chops in Creole Mustard Sauce

Start to finish: 50 minutes (20 active) Servings: 4 4 teaspoons Creole Spice Mix (recipe below) or store-bought creole spice mix, divided Four 1 ¼ to 1 ½-inch thick bone-in pork chops (about 10 to 12 ounces each) 1/4 cup vegetable oil, divided 1 cup thinly sliced onion 3/4 cup thinly sliced red bell pepper 3/4 cup thinly sliced green bell pepper 1/3 cup thinly sliced celery 1 cup medium chopped cherry or plum tomatoes 2 teaspoons minced garlic 1 tablespoon flour 1 cup chicken broth 2 tablespoons Creole (whole grain) mustard Kosher salt and black pepper

Sprinkle 1 teaspoon of the spice mix all over each chop, coating it well. Marinate the chops, covered, for at least 1 hour and preferably, 6 hours.

Preheat the oven to 350 degrees F. Pat the chops dry. In a large skillet heat half the oil over medium-high heat. Reduce the heat to medium, add 2 of the chops, cook them until nicely seared about 1½ minutes a side and transfer them to a rimmed sheet pan. (Reduce the heat if the spice mix starts to color too much in the pan.) Add the remaining chops and sear them, transferring them to the sheet pan. Bake the chops on the middle shelf of the oven until they reach an internal temperature of 140 degrees F., about 5 minutes. Transfer them to a plate and cover loosely with foil.

Add the remaining oil and the onions to the skillet and cook, stirring occasionally, until the onion is golden, about 5 minutes. Add the peppers and celery and cook, covered, stirring occasionally until they are tender, about 10 minutes. Add the tomatoes and garlic and cook, stirring occasionally until the tomato is softened, about 4 minutes.

Add the flour and cook, stirring 1 minute.

Add the chicken broth, bring it to a boil, reduce the heat and simmer it for 2 minutes.

Stir in the mustard and salt and pepper to taste.

Add the chops and any juices from the plate to the skillet and cook gently, turning the chops until they are warmed, about 1 minute. Transfer the chops to each of four plates and top each one with a mound of the pepper mixture.

Creole Spice Mix

Makes a scant 3 tablespoons 2 teaspoons hot paprika 1 ½ teaspoons garlic powder 1 teaspoon kosher salt 3/4 teaspoon onion powder 3/4 teaspoon cayenne 3/4 teaspoon oregano 3/4 teaspoon thyme 1/2 teaspoon freshly ground black pepper In a small bowl combine all the ingredients and stir well.

Creamy gratin best thing to happen to potatoes

I have a recipe for a potato gratin in my last cookbook, “Dinner Solved!” that I firmly stand by. Here is another I firmly stand by. And I plan to come up with more such recipes to firmly stand by because I am committed to reminding all of us why gratins are one of the best things that could ever happen to a potato, ever.

This is a rich gratin, made with all cream, no milk or even half and half.

I’m not apologizing, just explaining.

In general, I like my indulgent dishes flat-out indulgent, and my healthier food in the form of broiled fish or salads. And I don’t have a problem with

the two sharing a plate.

This gratin, for instance, would be lovely next to a piece of roasted salmon with a peppery green salad alongside them.

If you have a mandolin and the inclination to use it, please do, and you will get lovely, paper-thin slices for a sultry and elegantly stratified gratin.

If not, use the slicing blade in your food processor or a sharp knife.

Thyme and Yukon Gold Potato Gratin

Serves 10 to 12 Start to finish: 1 hour 30 minutes 2 ½ cups heavy whipping cream 2 tablespoons unsalted butter

1 teaspoon minced garlic 3 pounds medium Yukon Gold potatoes 1 ½ cups shredded Gruyere cheese 2 tablespoons minced fresh thyme 1 teaspoon coarse or kosher salt 1/2 teaspoon freshly ground black pepper Preheat the oven to 400 degrees F. Butter a 9-by-13-inch baking dish.

Combine the cream, butter and garlic in a medium saucepan and bring to barely a simmer over medium high heat. Remove from the heat.

While the mixture is heating, peel the potatoes and slice them very thinly.

Combine the cheese, thyme, salt and pepper in a small bowl. Spread out half of the potatoes in the prepared baking dish.

Sprinkle with half of the cheese mixture.

Repeat with the remaining potatoes, and then the remaining cheese mixture. Pour the cream mixture over the potatoes, and press down on the potatoes to make sure they are mostly submerged in the liquid.

Bake on a lower rack in the oven for about 60 to 65 minutes, until the top is golden brown, and the potatoes have absorbed most of the cream and are very tender; a knife should slide in easily. Let stand for 10 to 15 minutes before serving.

With Mardi Gras fast approaching, I thought it might be fun to salute New Orleans’ cuisine by finding a new use for the city’s unique and farfamed Creole spice mix.

Creole is the term used to describe something – or someone – of mixed European and African descent, like New Orleans itself. Creole spice mix typically includes several different types of ground pepper, as well as garlic, onion powder and dried herbs.

In New Orleans they sprinkle it on meat, fish, poultry and vegetables, and add it to soups, gumbos and sauces. Since 1889, the pre-eminent commercial brand has been Zatarain’s, which describes its spice mix as “the delicious alternative to salt and pepper.”

Given that one of the mix’s main ingredients is indeed salt, I’ve always wondered why cooks didn’t add it to recipes earlier in the process. Why not use it at the very beginning as a dry rub, giving the salt time to work its typical magic? Doing so would not only deeply flavor the food in question, but – in the case of drier proteins such as chicken, turkey and lean cuts of pork – it would help them to retain moisture, too.

Here, several hours before cooking, I rubbed my own Creole seasoning mix onto some pork chops. When the moment of truth arrived, I seared

the chops and topped them off with the holy trinity of Cajun cooking – onions, bell peppers and celery – along with some tomatoes for good luck.

Sure enough, the spice mix made a huge difference.

You’ll find commercial brands of the Creole spice mix at most supermarkets, but I invite you to use my recipe to whip up a batch at home.

The extra will keep nicely in the cupboard for at least six months ... allowing any day to taste like Mardi Gras.

WYSE is an international program headquartered at the University of Illinois in Champaign-Urbana that offers the annual Academic Challenge

competition, a summer camp and other programs. The goal is to attract a greater number of talented and diverse students to careers in engineering and the sciences.

The Academic Challenge is a competitive series of tests created and administered by WYSE and offered to high school students in Illinois and Missouri. The tests are now administered by more than 50 community colleges and universities and are designed to present a challenge to the brightest high school students.

Test material is drawn from senior high school and freshman level college curricula. It is written by teams of college and university faculty and subjects include biology, chemistry, computer science, engineering graph-

No link between vitamin D, disease Dear Doctor: I had my thyroid removed because of papillary cancer, and my surgeon has advised me to take high levels of vitamin D. He says there may be a correlation between low vitamin D levels and the development of cancer and Alzheimer’s disease. If I remember correctly, the normal blood range for vitamin D is between 30 and 60 nanograms per millileter. I take 8,000 units a day, which keeps my blood level near 60 ng/ ml. What’s the evidence for higher levels of vitamin D? Dear Reader: The normal blood level for vitamin D is between 20 and 50 ng/ml. This level – generally considered necessary for good bone health – is recommended by the Institute of Medicine, which conducted a review of studies on the topic. Some organizations, such as the National Osteoporosis Foundation, recommend 30 to 50 ng/ml as the normal range. But both of these recommendations are about good bone health, not the prevention of cancer and Alzheimer’s disease.

The World Health Organization looked at multiple retrospective studies evaluating a potential connection between vitamin D levels and colon cancer. They did find a link between low vitamin D levels and colon cancer, specifically that people with blood levels of 20 ng/ml or less had significantly higher colon cancer rates.

However, retrospective studies look at disease after the disease has happened, and it can be difficult to make a solid correlation that way. A prospective study assessing vitamin D concentrations prior to the diagnosis of colon cancer did not find any evidence that vitamin D levels had any relation to colon cancer.

Studies focused on prostate cancer have shown both benefit and increased risk among people with higher levels of vitamin D, so it would seem that supplementation does not appear to have an impact one way or another.

With regard to breast cancer after meno-

pause, an analysis of nine prospective studies showed a decrease in breast cancer rates among women with higher levels of vitamin D, but this decrease was not seen in women whose levels were above 35 ng/ml. Still another analysis of 18 studies assessing overall breast cancer risk in women did not find any benefit to vitamin D supplementation.

In summation, there may be slight benefit to minimal supplementation in women after menopause to get their levels to 35 ng/ml to decrease the incidence of breast cancer. But in men, the benefit of reduced cancer risk has not been shown.

In relation to cognitive decline, a study published in the journal Neurology in 2012 showed a slight increase in Alzheimer’s disease in people whose vitamin D levels were lower than 20 ng/ml. The authors concluded that more studies are needed to evaluate the potential connection.

Let’s say that there is a benefit to vitamin D supplementation in lowering the risk of cancer and Alzheimer’s disease. To reach a level of 20 ng/ml, you probably would not need to take more than 400 units of vitamin D per day. For a postmenopausal woman to reach the benefit needed for a possible reduction in the risk of breast cancer, she probably would not need to supplement with any more than 800 units per day.

In light of the evidence, 8,000 units of vitamin D daily seems too high. The blood serum level of 60 ng/ml also may be too high.

Although the topic needs to be studied more, higher amounts of vitamin D could potentially lead to greater bone turnover and possibly weaker bones.

Ask your doctor if you can reduce the amount of vitamin D that you are taking, as there currently is no evidence to support it.

It looks as though slam will depend on a winning finesse or two in the rounded suits, but given East’s opening bid, they rate to be losing. So, the sensible course is to pass and take the money. But let’s assume North jumps to six spades. How should partner play after a diamond lead?

South starts with only 10 top tricks: seven spades and three sidesuit aces. He needs two more winners from somewhere. Note that even if the club finesse is winning, it will provide only one more trick (assuming West covers the club jack with the king). But if the heart finesse is working, that will produce the necessary winners. So, South should bank everything on the heart finesse. After driving out the spade ace and drawing trumps, he runs the heart jack.
