Contemplating last few months of life POLL YESTERDAY’S I spotted a Wall Street Journal story Jan 26 that made me pause and think a bit. Quoting statistics from the U.S. Centers for Disease Control and Prevention, it reported that the average man’s life expectancy (based on 2013 stats) is 76.8 years.

Since I have passed my 76th birthday, a quick calculation would give me about eight more months, give or take a week or two, on this tired old globe. What should I do with those precious months? I posed that question to a half-dozen people I often see around town, and here’s what three of them had to say: Dan Kenney: “Well, this is an interesting moment out of my day. Let’s pause for a second to reflect on this thorny question, what would I do if I knew I had 8 months to live.

Let’s also assume I am of sound mind and body. I would hold those I love closer, spend more time being and less time doing. I would continue to work on the issues of hunger, health, poverty and justice that I presently work on. And I would make sure that I saw every sunset.”

Mil Misic: “If I found out I was going to die very soon, what would I do? Answer: Same thing I have been doing. It is probably chutzpah (a Yiddish expression meaning a lot of nerve), as in the case of a child murdering his parents and then throwing himself on the mercy of the court because he is an orphan. If I haven’t done well up to this point, how can I possibly make amends in the short time I have left for all the wrong things I may have done in a lifetime? A man hoeing his garden was once approached and asked this question.

His reply: ‘I’d jest keep on hoein.’ That is all any of us can do. If we are satisfied with our lives ... just keep on hoeing.”

WASHINGTON – After a two-plus-day walkabout in the leafy wilds of northwest Washington, an escaped bobcat returned to the National Zoo and walked right into a trap where some “goodies” had been left for her Wednesday, zookeepers said.

dzimmerman@shawmedia.com DeKALB – Business owners caught in the middle of a downtown redevelopment proposal along First Street and Lincoln Highway are confident that they would not have to close their doors if the project moved forward.

John Pappas of Pappas Development is the principal developer for a plan to demolish three buildings at 122, 124 and 112-118 E. Lincoln Highway, including one housing the Mediterraneo Grill, and another that is home to Barb City Bagels, to create a four-story structure with apartments above commercial space.

Mediterraneo owner Omar Musfi said he is working with Pappas on a deal to relocate his Middle Eastern restaurant closer to the Northern Illinois University campus, or in another of Pappas’ properties in town. He said Mediterraneo would remain open downtown until the end of May if the demolition plan was approved.

“It was good to be in downtown, and people made a lot of efforts to eat in my restaurant since there’s not much parking downtown,” Musfi said on changing locations. “We’ve made it for the past seven years, and people have liked our food.”

The tentative agreement is for Pappas to buy out Musfi’s lease and the Lincoln Highway property at the beginning of March and allow Mediterraneo Grill to remain open in the building for free until the demolition began, Musfi said.

DeKalb Community Development Director Jo Ellen Charlton said that Pappas had informed city staff that the Lincoln Highway properties would be demolished first, and the Barb City Bagels building would remain operational until it could move to its new location at the proposed building.

Barb City Bagels owner Tim Hays said he thought his bagel shop wouldn’t have to close for more than a week in order to move equipment to the new shop, which would be roughly the same size as the current one.

“We’re pretty excited about the opportunity,” Hays said. “This [project] would be good for downtown, and I’m glad we’re sticking around to be a part of it.”

Plans call for the old Barb City Bagels building to be torn down to create parking for apartment tenants, Charlton said.

The City Council will hear an overview of the project during its Feb. 13 meeting. The city’s Planning and Zoning Commission and then would hold a public hearing on the project Feb. 15, after that the council could rule on moving forward with the plan as early as Feb. 27.

Based on the scale of the project, Mayor John Rey said he would not be surprised if the developer requested tax increment financing funds to help pay for it. First Ward Alderman David Jacobson said that this seemed like one of the few projects he has seen that makes sense for investing TIF money.

One of the buildings being demolished, at 112-118 E. Lincoln Highway, last was home to Otto’s nightclub. It has been uninhabitable for more than three years because of damage caused by a burst pipe.

The city had sought a court order allowing it to be torn down.

Seventh Ward Alderman Tony Faivre said he thought the project would be worth an investment depending on how much is being requested.

“I think the potential for the city to end up with a building we would either condemn or remediate would be quite expensive,” Faivre said. “I think the project would be kind of a catalyst to start getting additional investments into downtown, and from what I’ve been told, other buildings are nearing the point of teardown.”

County jail overdose death sparks lawsuit

browland@shawmedia.com SYCAMORE – The mother of a Rochelle man who died from a heroin overdose while in custody last year at the DeKalb County Jail has filed a wrongful death lawsuit against the county and the sheriff’s office.

Sophia Thomas, the mother of Brandon A. Washington, 28, of Rochelle, filed the lawsuit this week. An autopsy showed a heroin overdose caused Washington’s death in February 2016.

Thomas’ lawsuit claims that jail officials allowed inmates to bring drugs into the jail, failed to properly search inmates, failed to seize the drugs and failed to respond fast enough after

Washington took the heroin. An Illinois State Police investigation earlier cleared jail officials of wrongdoing.

An inmate was somehow able to smuggle a “significant amount” of heroin into the jail, said Thomas’s lawyer, Marios Karayannis.

The DeKalb County Sheriff’s Office, which runs the jail, continues to investigate how the drugs got into the jail, Sheriff Roger Scott said Brandon A. Wednesday. Scott said Washington he hadn’t seen the lawsuit, but said his office would be represented by the DeKalb County State’s Attorney’s Office.

A previous investigation into the incident, which included a 598-page report, found jail employees weren’t to blame. State police found only a single instance where proper search procedures weren’t followed, but no evidence that the mistake was connected to the overdose death.

Then-DeKalb County State’s Attorney Richard Schmack did not deem it appropriate to charge employees in connection with Washington’s death, he wrote in a letter to a special agent with the state police.

“Based on all the evidence gathered by your staff, including the 598-page narrative report along with various videos and other material referred therein, it is my determination that

no criminal charges are warranted or appropriate against any employees of the DeKalb County Sheriff’s Office,” Schmack wrote. “Nothing in your investigation even points in the direction of there being probable cause supporting any criminal charge against Sheriff’s Department personnel.”

Washington was convicted in 2010 of attempted murder for shooting Jason Johnson of DeKalb in the face at point-blank range in May 2009.

He had been sentenced to 38 years in prison, but was sent back to the DeKalb County Jail by court order in November 2015 after filing a post-conviction petition.

The lawsuit seeks monetary damages of at least $50,000 plus costs.

Argentinian students begin exchange program in Sycamore

SYCAMORE – Three high school students from Argentina are devoting six weeks of their summer vacation to experiencing U.S. culture by taking part in a Rotary International exchange program that brought them to Sycamore.

Victoria Besi, Sebastian Swimmen and Manuela Jubete are students in the city of Santa Rosa in La Pampa, but for the next several weeks they will be among American students in the halls of Sycamore High School.

The Sycamore Rotary Club has facilitated one-to-one “sister city” student exchanges for the past five years.

When it is summer in the U.S. and winter in Argentina, it will be Sycamore students’ turn to travel to Santa Rosa.

Jeff Jacobson, a member of the youth exchange committee with the Sycamore Rotary Club, said the exchanges are done in conjunction with the Rotary International organization and sponsored through grants from the U.S. Department of State.

Jacobson is providing a home for a yearlong high school exchange student, Marcela Silva, from Brazil.

Silva, who will remain in Sycamore until June, said she wanted to study in another country because she thought it would be a life-changing

experience.

“It’s a life in a year,” she said. “You change completely and feel like a new person.”

The Argentinian students have been in town for about a week and already have noticed some cultural differences.

Besi said people in Argentinian culture tend to be more open and welcoming with people from other countries, but in America she finds she has to introduce herself more.

“I have to start all the conversations,” Besi said.

She also said that in Argentina, students are allowed to speak more in class and do more group projects.

Jubete said the biggest difference she has seen is that students leave the room to go to different classes in America, while the teachers come to the students in Argentina.

“I came here because I wanted to learn about your culture and the way you live,” Jubete said.

Swimmen said he went on the exchange program because he wanted to take time to be far away from home.

“When I was on the plane, I started to understand where I was going,” he said. “The entire planet is looking to [the U.S.], and it’s interesting to be in the middle of it and meet new people.”

RONALD LEE BOWGREN Ronald “Ronnie” Lee Bowgren, age 80, of La Fox, passed away unexpectedly at his home, Tuesday, January 31, 2017. Leaving without being able to say goodbye, we are left with memories and the sure and certain hope that he is looking down on us as our guardian angel.

He is survived by his three children, Steve (Gaye) Bowgren and their children, Cody and Jessica; Mike (Jackie) Bowgren and their children, Nick and Allyson, and Mark (Traci) Bowgren and their children, Hunter and Jase; one sister, Janet Callaghan; and special friend and companion, Nancy Wilkison; and several nieces and nephews and a community of close friends.

He is preceded in death by his parents; his wife, Beverly; one grandson, Travis Bowgren; and one daughter, Lori Bowgren.

Visitation will be from 3:00 to 8:00 p.m.

Friday, February 3, 2017, at Conley Funeral Home, 116 W. Pierce St., Elburn, IL 60119. A funeral service to celebrate his life will begin at 10:00 a.m. Saturday, February 4, 2017 also at the funeral home. Interment will follow the service at Garfield Cemetery.

Jeanette Domier Drexler, 88, former Malta resident, died on January 30, 2017 at Oregon Living & Rehab Center, Oregon.

She was born on April 25, 1928 to Melvin and Goldie (Duffey) Domier in Rockford. On February 5, 1949, she married Lyle Drexler in Rockford.

Jeanette was a homemaker and belonged to DeKalb County Home Extension Service for 60 years where she had a perfect attendance record. She was also a member of Creston United Methodist church and the DeKalb County Radio Watch.

She is survived by her children, Penny Downing, Crystal Rowe, Dale (Lila) Drexler and Scott (Jodi) Drexler; grandchildren, Carrie, Joshua, Shannon, Britani, Andrew, Jordan, Gwen and Rita; and 8 great-grandchildren.

She was preceded in death by her husband, Lyle.

A private family service will be held at a later date. Interment in Woodlawn Cemetery, Creston.

Amy Harris, 93, of New Lenox, Illinois, formerly of DeKalb, died Thursday, January 12, 2017, at Silver Cross Hospital in New Lenox.

She was born July 20, 1923 in England, the daughter of Arthur and Amy (Bancroft) Wood, she married Derrick Harris on September 22, 1945 in Manchester, England.

Amy was formerly the owner of Happy Hour Crafts in DeKalb and later was a sales clerk at several retail stores. She was a member of First Lutheran Church in DeKalb and was active in several church groups.

She is survived by her children, Diane (Kevin) Runnells of Richmond, Indiana, Simon (Phyllis) Harris of New Lenox; six grandchildren, Kerry Bonney, Amy Runnells, Matthew Runnells, Andrew Harris, Christopher Harris, Kenneth Harris; several nieces, nephews; and son-in-law, David Bonney of DeKalb.

She was preceded in death by her husband, Derrick; daughter, Lesley Bonney; grandson, Richard Bonney; two sisters; and one brother.

The memorial service will be held at 3:00 p.m. Wednesday, February 8, at Anderson Funeral Home in DeKalb the Rev. Dr. Janet Hunt of First Lutheran Church officiating. Burial of cremated remains will follow at Fairview Park Cemetery, in DeKalb. Visitation will be from 1:00 p.m. until the time of services at 3:00 p.m. at Anderson Funeral Home in DeKalb.

Police increasing patrols for Super Bowl Sunday

DeKALB – Police will be cracking down on drug- and alcohol-related driving offenses in anticipation of Super Bowl Sunday.

“Impaired driving crashes are completely preventable,” said Cmdr. Steve Lekkas. “All it takes is a game plan.

We want fans to remember that it’s a choice, and the choice is simple. Drink or drive, but never do both. If you do, you will be arrested.”

Lekkas added that motorists also should be wary of seat belt violations if they plan to attend a Super Bowl party this weekend.

The DeKalb Police Department recommends calling a taxi or sober friend to get home, reporting any drunken drivers to law enforcement, spending the night where any activity is being held and making sure everyone inside a vehicle is wearing a seat belt.

DeKALB – Participants are needed for a research study exploring how balance, coordination, language and quality of life measures are related to symptoms of autism.

Allison Gladfelter, assistant professor of speech-language pathology, and Christina Odeh, assistant professor of physical therapy, are conducting the research study at Northern Illinois University.

Speaking children between ages 3 and 12 with autism qualify for the study. Participants will be scheduled for four sessions, each lasting about an hour at NIU’s Speech Language Hearing Clinic, Huskies Lab and Huskies in Motion Lab, at 3100 Sycamore Road in DeKalb.

Families will be paid about $10 an hour, and children will get to pick out toys as prizes.

Families also receive a report of the child’s hearing, speech, motor, adaptive skill and language standardized testing scores.

Whoosh! Swish! Meet Bat Bot, the new flying batlike drone

By SETH BORENSTEIN The Associated Press

WASHINGTON – Holy drone, Batman! Mechanical masterminds have spawned the Bat Bot, a soaring, sweeping and diving robot that may eventually fly circles around other drones.

Because it mimics the unique and more flexible way bats fly, this 3-ounce prototype could do a better and safer job getting into disaster sites and scoping out construction zones than bulky drones with spinning rotors, said the three authors of a study released Wednesday in the journal Science Robotics. For example, it would have been ideal for going inside the damaged Fukushima nuclear plant in Japan, said study co-author Seth Hutchinson, an engineering professor at the University of Illinois.

The bat robot flaps its wings for better aerial maneuvers, glides to save energy and dive bombs when needed. Eventually, the researchers hope to have it perch upside down like the real thing, but that will have to wait for the robot’s sequel.

CHICAGO – A bipartisan group of lawmakers and other officials reached agreement Wednesday on a plan to bring more equity to the way Illinois funds its schools, although enacting the blueprint could be tricky amid the state’s budget stalemate.

Republican Gov. Bruce Rauner convened the 25-member commission six months ago to address the growing spending gap between low- and high-poverty districts, one of the widest such gaps in the nation.

The framework would create funding targets for districts based on the needs of a student population, rather than the current system in which every district receives the same base level of per-student funding. Under the new model, districts with high percentages of low-income or disabled students, for example, would get additional resources.

Democratic state Sen. Andy Manar, who has sponsored previous school funding legislation, had hoped the commission would be able to introduce legislation Wednesday. But short of that, he said the fact that the group agreed that more resources are needed for districts with high numbers of low-income students is “substantial.”

Metra fare increase took effect Wednesday

CHICAGO – Passengers are paying more to travel on Chicago’s suburban commuter rail service.

Metra’s fare increase took effect Wednesday.

One-way tickets increased by 25 cents, or between 2.4 percent and 7.1 percent depending how far a passenger is traveling. Monthly passes are increasing by $11.75, while 10-ride tickets will cost $2.75 more a ticket.

Metra’s board approved the increase last year. They said it will generate an additional $16 million, and all of that money will go toward a backlog of capital projects.

The fare increase is Metra’s third in three years.

Feds reimburse $4M for veterans home water system

QUINCY – The federal government is reimbursing Illinois more than $4 million for a new water treatment facility at a Quincy veterans home that was the site of a Legionnaires’ disease outbreak.

Illinois Gov. Bruce Rauner on Wednesday said the U.S. Department of Veterans Affairs was awarding the money to the Illinois Department of Veterans’ Affairs, which would reimburse the Illinois Environmental Protection Agency.

An outbreak of the disease killed 12 people and sickened at least 54 in 2015 and a federal report found the bacteria was likely spread by an aging water system.

The bacteria that cause Legionnaires’ disease grow in warm water and are often present in water supplies. The disease is spread when a person inhales water mist.

Democratic and Republican leaders in the state Senate included school funding reform in a recent attempt to negotiate a “grand bargain” solution to the larger crisis.

Illinois House Democratic Majority Leader Barbara Flynn Currie, a committee member, said new resources are critical to the success of an equitable funding formula. She added that questions remain over how to increase funding without overburdening local taxpayers who are already “taxing themselves to the hilt” to fund their schools.

Delayed payment ups costs in whistleblower case

CHICAGO – Chicago State University has been ordered by a Cook County judge to pay $4.3 million to a school official who was fired after accusing the school’s former president of misconduct.

That’s about $1 million more than a jury awarded in 2014 to attorney James Crowley because the university has delayed paying damages in a whistleblower lawsuit. The jury in 2014 found Crowley was fired for turning over former university president Wayne Watson’s employment records to a faculty member under the state’s open records law, and for exposing questionable university contracts.

Crowley said Tuesday he hopes a newly appointed university board of trustees brings the case to a close rather than spend more money contesting the case.

Trump: Scrap rules to confirm high court pick

WASHINGTON – President Donald Trump urged the Senate’s Republican leader Wednesday to resort to the “nuclear option” of scrapping longstanding chamber rules if needed to confirm Supreme Court nominee Neil Gorsuch, an aggressive opening to what’s shaping up as a ferocious clash over the future of the high court.

At the White House a day after nominating Gorsuch, Trump endorsed a scenario that would involve majority Republicans unilaterally changing Senate rules over the objections of the Democratic minority.

It could come into play if Democrats try to block Gorsuch’s confirmation with a filibuster, as the liberal base is demanding, and would allow the GOP to confirm Gorsuch with a simple majority instead of the 60 votes now needed.

Addressing GOP Senate leader Mitch McConnell from the White House, Trump said, “If we end up with that gridlock I would say, ‘If you can, Mitch, go nuclear.’ ” He said of Gorsuch that it “would be a absolute shame if a man of this quality was caught up in the web.”

Trump made his comments as Gorsuch traversed Capitol Hill, escorted by Vice President Mike Pence and winning extravagant praise from Republican senators.

Democratic divisions were on display. Minority Leader Chuck Schumer faced intense opposition from base voters to Trump’s nominee, while political risks confronted a half-dozen Democratic senators representing red states who are up for re-election next year and may feel pressure to support Gorsuch.

Democrats are still smarting over the treatment of Judge Merrick Garland, former President Barack Obama’s nominee to the court after the death of Justice Antonin Scalia a year ago. McConnell never allowed even a hearing on Garland over 10 months, asserting that the decision was up to the next president.

Now some on the left are demanding payback.

“This is a stolen seat being filled by an illegitimate and extreme nominee, and I will do everything in my power to stand up against this assault

on the court,” said Sen. Jeff Merkley of Oregon.

Schumer reiterated Wednesday that Democrats would insist on a 60-vote threshold for Gorsuch in the 100-member Senate, “not because they did it to us or we did it to them, but because 60 votes produces a mainstream candidate.” But as Schumer and other Democrats made clear, for many the fight was less about the mild-mannered 49-year-old appeals court judge than about Trump himself.

Schumer said that “this Supreme Court will be tried in ways that few courts have been tested since the earliest days of the Republic.” Schumer had been invited to meet with Gorsuch on Wednesday but declined so he could learn more about the nominee’s record first.

The rules change for Supreme Court nominees would be a momentous departure for the Senate, which traditionally operates day-to-day via deliberation and bipartisan consent.

There is concern by some that it could begin to unravel Senate traditions at a hyperpartisan moment in politics and perhaps end up in the complete elimination of the filibuster – resulting in an entirely different Senate from the one that’s existed for decades.

BISMARCK, N.D. – The Army’s review of a proposal to finish the Dakota Access pipeline could be the beginning of the end for opponents who have been fighting the project for nearly a year.

But the American Indian tribe at the center of the debate, the Standing Rock Sioux, vows to keep battling the pipeline in court out of fear that an oil leak could contaminate its drinking water.

Here’s a look at the legal steps that remain before the last section of pipe can be laid and the final options to stop it.

A government assessment last summer determined that the final segment would not have a significant effect on the environment. However, then-Assistant Army Secretary for Civil Works Jo-Ellen Darcy on Dec. 4 declined to give permission for construction to begin, saying a broader environmental study was needed.

The pipeline builder, Energy Transfer Partners, called Darcy’s decision politically motivated and accused then-President Barack Obama’s administration of delaying the matter until he left office. Two days before he left the White House, the Corps launched an environmental study that could take up to two years.

On Tuesday, the acting secretary of the Army ordered a review of an earlier decision to block the last section of pipeline from being laid under a Missouri River reservoir. The move came just days after President Donald Trump issued a memo calling for reconsideration of the December decision by the Army Corps of Engineers.

Based on a discussion with the Army secretary, Robert Speer, Republican Sen. John Hoeven said Wednesday that there is no doubt in his mind that permission to finish the project will be granted.

WASHINGTON – Republicans jammed two of President Donald Trump’s top Cabinet picks through the Senate Finance Committee with no Democrats in the room Wednesday after suspending a rule that would have otherwise barred them from taking the vote.

The tactic seemed a warning shot that they might deploy brute political muscle in the upcoming fight over the Supreme Court vacancy.

With a near-toxic vapor of divisiveness between the two parties across Capitol Hill, nasty showdowns broke out elsewhere as well. One Senate panel signed off on Trump’s choice for attorney general only after senators exchanged heated words, and another committee postponed a vote on the would-be chief of the Environmental Protection Agency after Democrats refused to show up.

Busting through a Democratic boycott of the Finance panel, all 14 Republicans took advantage of Democrats’ absence to temporarily disable a committee rule requiring at least one Democrat to be present for votes.

They then used two 14-0 roll calls to approve financier Steve Mnuchin for Treasury secretary and Rep. Tom Price, R-Ga., to be health secretary, ignoring

what they want at this point.”

Trump won one major victory, as the Senate confirmed Rex Tillerson to be secretary of state. The mostly party-line 56-43 vote came with Democrats critical of Tillerson’s close ties to Russia as former Exxon Mobil CEO. Tillerson was sworn in later Wednesday at the White House.

But the prospects that GOP donor Betsy DeVos would win approval as education secretary were jarred when two

GOP senators, Susan Collins of Maine and Alaska’s Lisa Murkowski, said they opposed her. Both challenged her support for public education, and their defections meant Vice President Mike Pence might need to break a tie in a Senate that Republicans control 52-48.

Congress’ day was dominated by confrontation, even as lawmakers braced for an even more ferocious battle over Trump’s nomination of conservative federal judge Neil Gorsuch to fill the Supreme Court vacancy.

Democrats already were furious over Republicans’ refusal to even consider last year President Barack Obama’s pick for the slot, Judge Merrick Garland.

Trump fueled the fire by urging Senate Majority Leader Mitch McConnell, R-Ky., to “go nuclear” – shorthand for a unilateral change in the chamber’s rules so Democrats can’t block Gorsuch with a filibuster.

Without a rules change, Republicans will need at least eight Democrats to reach the 60-votes necessary to halt filibusters, or endless procedural delays.

Democrats boycotted Wednesday’s abruptly called Finance Committee meeting, as they’d done for a session a day earlier. They say Price and Mnuchin have lied about their financial backgrounds and must answer more questions.

Settle claim of voter fraud

President Donald Trump, in back-to-back Tweets, said he will launch “a major investigation into VOTER FRAUD” - the capitalization is his - which he has blamed for rival Hillary Clinton besting him in the popular vote.

Islamic State is killing people. The economy is shaky. The national debt nears $20 trillion. But Trump plans to use the power of the presidency, in one of his first executive orders, to probe a widely disproven myth.

We say, have at it. Appoint an expert, bipartisan panel to investigate this allegation and settle it once and for all.

Past investigations have repeatedly failed to find proof of widespread voter fraud.

Any system will have cheaters. But ours is set up to catch them. Since becoming the Ohio’s chief elections officer in 2011, Secretary of State Jon Husted has investigated 667 cases of questionable voting, referring 149 to law enforcement. It found 22 cases of someone voting in Ohio and also in another state.

“We catch them and we prosecute them and we hold people accountable,” Husted said.

Voter fraud is hardly widespread, but Trump argues that some 3 million to 5 million illegally cast ballots explain how he could win the states to secure an Electoral College victory but lose to Clinton by more than 2.8 million in the popular vote.

In a letter to Trump, urging him to retract his baseless allegations, Sen. Sherrod Brown, D-Ohio, wrote: “Peddling this nonsense and stoking these fears undermine our system of government - and your own election, damaging the public’s faith in our democracy.”

If Trump wants to improve elections, Franklin County Board of Elections Director Ed Leonard has some suggestions: “Help the states upgrade voting equipment, buy or upgrade voter-registration software, and enhance their cyber-security efforts.”

[Other options include switching] to paper ballots and optical scanners, which can rapidly process ballots. This involves printing costs, but optical scanners are cheaper to buy and update.

And they’re portable.

Other states conduct voting by mail: No poll workers or equipment-hauling needed.

Trump’s review of election issues would be more productively focused on addressing changes in voter behavior, expectation, access and technology, because claims of voter fraud are fraudulent.

Pipelines create jobs, help economy President Donald Trump has resumed progress on the Keystone XL and Dakota Access oil pipelines.

Good.

The world economy needs petroleum.

The U.S. needs the jobs that will be created by the pipeline.

And, although the environmental extremists who got the Obama administration to dither over the issue for years will never admit it, pipelines are a safer way to move oil and natural gas than the alternatives.

Blocking the pipeline wasn’t going to stop the oil if there was a market for it. It just meant it would be transported in rail cars and trucks.

We have some sympathy for the Standing Rock Sioux tribe, which has objected to the pipeline; but it’s worth pointing out that the proposed path goes around the tribal reservation and all of the affected landowners have reportedly signed agreements to allow the project to go through.

We have less sympathy for the environmental lobbies fighting the pipeline under the assumption that the world has to be forced to stop using fossil fuels.

That conveniently ignores the fact that if energy-hungry China doesn’t get access to Canadian oil (through a pipeline built by American workers), it

would just use more Mongolian coal. The big difference there is the part involving the American workers.

Opponents have promised litigation to string out the process (and not coincidentally allow the lobbying groups involved to raise more money through frothy email blasts).

That’s a shame.

Anyone who recognizes the undeniable truth that the world economy is not going to soon be leaving petroleum behind should see that the pipeline proposal is safer for people and the environment and good for the U.S. economy.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Gorsuch faces issues that divide conservatives Now that President Donald Trump has nominated Judge Neil Gorsuch to the Supreme Court, Democrats and Republicans will fight over how his confirmation could affect such issues as abortion, religious liberty and immigration. Any conservative judge Trump picked would have set off those arguments.

But conservative judges have lower-profile disagreements among themselves. The selection of Gorsuch tells us a little about what direction conservative legal thinking is taking on three of those issues.

Deference to legislatures

Conservatives have traditionally stood for “judicial restraint.” They believe that judges should uphold legislation unless the Constitution clearly commands them to set it aside. In recent years, libertarians have challenged this view, arguing that restraint really means judicial “abdication” in the face of legislative infringements on liberty.

Restraint paved the way for the growth of government in the New Deal. These libertarians counsel judicial “engagement” instead of restraint.

Gorsuch, on the other hand, has not been won over. His opinions and other writings are replete with the rhetoric of restraint. He repeatedly warns of the dangers posed by judges who substitute their judgment for that of legislators. He has praised the liberals of the New Deal era for respecting judicial restraint. Libertarians who have noticed are unhappy.

Deference to states

The Constitution’s commerce clause gives Congress the power to regulate commerce among the states.

Since the early 1800s, the Supreme Court has inferred from that clause that courts should limit how much states can regulate interstate commerce. Even when Congress has failed to push states out of regulatory fields,

the courts have sometimes held that they were treading on federal turf.

The doctrine is called the “dormant” or “negative” commerce clause, and it divides conservatives.

Justice Clarence Thomas is a skeptic, and so was Scalia. But their opinions have not prevailed, and Justice Samuel Alito has defended the doctrine.

A Gorsuch opinion noted that his court was bound by the Supreme Court’s dormant-commerce-clause jurisprudence, but mentioned the Scalia/Thomas position, seemingly gratuitously. (“Detractors find dormant commerce clause doctrine absent from the Constitution’s text and incompatible with its structure.”)

On the Supreme Court, he would not be nearly as tightly bound by the court’s precedents, and he may use his new freedom to take up this cause of the justice he would replace.

Deference to administrative agencies

Conservatives in the Reagan era, including Scalia, championed doctrines that limited judicial second-guessing of the decisions of regulatory bodies. The priority of legal conservatives in those days was to tamp

down what they saw as free-wheeling judicial exercises of power.

Since that time, however, conservatives have begun to question whether agencies deserve so much leeway.

It is one thing for courts to allow elected legislators to legislate in the many areas the Constitution leaves open to legislative choice; it is another for them to allow unelected regulators, essentially, to legislate, too.

Gorsuch has been a leader in the conservative rethinking of deference to agencies, arguing that too often they exercise executive, legislative and judicial functions at once – and that the Constitution aims to prevent a dangerous concentration of power.

If Gorsuch is confirmed, he is likely to be a vote for deference to state governments and to Congress but not to government agencies. He also might influence a generation of conservatives to think the same way.

It’s time to cut Illinois property taxes by 10 percent Property taxes are hurting Illinois families and each day that goes by without tax relief, the worse this problem becomes. Everywhere that I go in my district, people tell me that high property taxes are forcing them to think about leaving the state.

We have to stop the exodus from Illinois.

We not only need to freeze property tax levies, we need to cut them.

Taxpayers simply cannot afford to pay ever-escalating property taxes.

My constituents are also worried about the massive tax increase being considered by the Illinois State Senate that liberal Democrats and some Republicans are promoting. The Senate tax increase bill would increase both the personal and corporate income tax rates by 33 percent and impose a massive new job-killing tax on small businesses. In Springfield and at the local level, we need to cut spending – not raise taxes.

Recently, I filed House Bill 1768,

VIEWS Rep. David McSweeney which would require most units of government to cut property tax levies by 10 percent over two years and then permanently freeze property tax levies at the reduced level. School districts and community colleges would be immediately required to permanently freeze their property tax levies. The only way that property taxes could be increased is by a local voter referendum.

I also strongly support efforts to reduce unfunded mandates on all local governments.

The relief Illinois residents need is an immediate reduction in property taxes. Only with reduced property taxes can we begin to stop people from leaving Illinois.

Talk is cheap. The time for action

is now. The solution has been in front of us for several years. I have fought for property tax relief since I’ve been in Springfield.

Earlier this year, the House approved a permanent property tax freeze bill (HB 6630).

I was a chief co-sponsor of the bill.

That legislation received 76 votes in the House.

In the House, I have voted more than 20 times in recent years to permanently freeze property tax levies.

The House has consistently supported property tax freeze legislation over the past two years.

We do not need to keep debating the issue and defining the problem.

Property tax rates are hurting working families and our senior citizens.

They need relief – it is really that simple.

We know from a CoreLogic report released last year that Illinois now has the highest property taxes in the country. We also know that Illinois

lost nearly 115,000 people from July 2015 to July 2016, in large part because of escalating property taxes here in Illinois.

The longer we delay action on solving the high property tax issue in Illinois, the more people are going to leave. I hear all of the time from my constituents that they simply cannot afford to keep paying their out-ofcontrol property taxes. The current course of action is not sustainable.

The Legislature cannot continue to ignore the negative impact of rising property taxes on our state. The time has come for both legislative chambers to send a property tax reduction bill to the governor and for him to sign it into law. We have debated the issues long enough. What taxpayers need is action, not more talk.

Illinois needs to lower property tax rates now.

Barbs receiver signs letter of intent with NIU

jseverson@shawmedia.com DeKALB – Cole Tucker grew up with the Northern Illinois football team.

The son of a former Huskies great, the DeKalb star receiver finally signed his letter of intent to play for his hometown Huskies on Wednesday – finishing a long process that began with Tucker being the first commit for NIU in this year’s recruiting class.

“It’s exciting, I’ve been waiting a year to finally become a Huskie,” Tucker said. “I’m happy it’s over. No more recruiting process. I’ve finally signed.”

Tucker, who doesn’t turn 18 until June, heard plenty growing up about the Huskies football program from his father, Brett, who was an All-American defensive back in the late 1980s and was drafted by the Houston Oilers in the eighth round in 1990. His mother, Cindy, was a member of the 1991 NIU gymnastics team, which was inducted into the school’s hall of fame in 2003.

“We’ve had season tickets and been going to the games since he was very young,” Brett Tucker said. “He’s been brought up around the football program.”

Brett Tucker said while it’s convenient for his son to go to NIU – especially so the parents and family could easily go to the games – he and Cole both made sure the decision to attend the university was because it was in the best interest of the DeKalb star.

The father and son combination are opposites in their routes to getting to NIU, however.

Brett was a 5-foot-11 defensive back for Sycamore who earned his spot at NIU as a walk-on – eventually getting significant playing time as a freshman as the nickel back in 1985.

Cole is lankier – 6-foot-2, 185-pounds – and a dynamic playmaker for DeKalb who earned a scholarship and announced his commitment early, giving NIU the nod in March.

In an alternative universe in which the two players’ high school teams could have faced off, who would get the upper hand in the receiver-defensive back matchup?

DeKalb receiver and NIU recruit “I’d like to think I’d beat him, but that’s what I’d tell him,” Cole Tucker said. “I don’t know if it’s true.”

Cole Tucker got the best of his opposition in his final two years with the Barbs. As a junior and a senior – he missed most of his sophomore year with an injury – he combined for 121 catches, 2,337 receiving yards and 36 touchdowns, all of which are school records. He was named the Daily Chronicle Offensive Player of the Year in 2015 and also added three kick return and two punt return touchdowns.

“We’ve known about Cole for quite a while, obviously having a relationship

with the parents and that he’s been at DeKalb with Coach (Matt) Weckler,” NIU coach Rod Carey said. “We’ve known about him for a long time. Probably really started to actively pursue it by the end of his junior season and then continued.”

For Carey and the Huskies coaching staff, it was a convenient recruiting process to stay in DeKalb – “The drive home was nice,” Carey quipped – and he showed what he could do in person, as well.

With coaches in the stands for the Barbs’ win over Sycamore, he had five catches for 86 yards, including a 59yard touchdown on the first drive of the game, at Huskie Stadium this fall.

Against Sycamore as a junior in 2015, Tucker had eight catches for 136 yards and three touchdowns and a kick return for a touchdown to help the Barbs beat their rival at DeKalb High School.

Tucker also is a star for the DeKalb basketball team, which Carey said showed off his athletic ability.

“You go watch him play basketball and you go watch him play football

and the same things stands out to you – he’s the best athlete on the field in both sports,” Carey said. “He may not always be the fastest guy or be the biggest guy or the quickest guy, but he’s the best at all of it put together and it stands out on the field.”

Tucker was the Daily Chronicle 2016 Athlete of the Year.

While Tucker said it was difficult to see the Huskies have a down year in 2016 – finishing 5-7 and missing a bowl for the first time since 2007 – he was optimistic about the state of the program.

If there is anybody who knows about a program turning around for the better, it’s his father.

With Brett Tucker sitting out the 1986 season after surgery, the Huskies started the year 0-8 en route to a disappointing 2-9 season. Three years later, as a senior, Tucker and the Huskies finished 9-2 under former coach Jerry Pettibone.

“That’s the message I tell Cole with these programs, if you keep working and grow and mature, you can turn things around really quick,” Brett Tucker said.

5 athletes from DeKalb also make commitments

Emma Stice signed a National Letter of Intent to play for an NCAA Division II school. By her sophomore year, she’ll be a D-I player without having to transfer.

The Sycamore senior signed with North Alabama on Wednesday, one of six local players honored with a ceremony at their school on National Signing Day – including four football players and a soccer player from DeKalb.

For the Barbs, Hanna Hickey signed with Truman State, while Jake Neidel made formal his commitment to Loras College, as did Eric Letterer with North Central. Cole Tucker signed with Northern Illinois, and Derek Kyler signed to play at Dartmouth.

Stice signed with the Lions, who will begin play at the D-I level in 2018.

“I knew it was an option; I knew they were trying to,” Stice said. “It didn’t really matter to me, but it was a bonus for sure.”

Stice is the second area player signed

by North Alabama coach Chris Walker in as many years. Last year, Kayla Baum from DeKalb signed with the Lions and played four games for them this past season, but Walker said she transferred to be closer to home, leaving on good terms.

“It wasn’t like that influenced my decision (knowing Baum), but it kind of helped to know someone,” Stice said. “I kind of knew she was there, but I was interested in going in there anyway.”

Walker said he expects Stice to have an immediate impact.

“We see Emma playing virtually straight away,” Walker said. “She’s been to a couple of our camps and knows our returning players.”

Hickey also signed with a D-II soccer program in Truman State. She said she liked the academics at the Kirksville, Missouri, school.

“They have a really strong accounting program, and that’s what I really want to do,” Hickey said. “Plus, their team has won conference the past few years, so I felt it was a good fit academically and athletically.”

Hickey was one of five Barbs at a signing ceremony in the cafeteria at the school, attended by more than 200 people.

The signings included a pair of D-I athletes in Tucker and Kyler. While Tucker will be playing close to home, his high school quarterback Kyler is heading to Dartmouth and the Ivy league.

Kyler said he was leaning toward Air Force, but once he visited Dartmouth, he was sold.

“Once I got there and I just realized what it was all about and what I was getting into, I thought it was the perfect fit for me,” Kyler said. “It was too much to pass up. Once I got there I felt like I fit in with the team and everyone treats you like family. It’s a small town, so it’s like the town is the whole campus. It’s nice the way the town revolves around the college and the college revolves around the town.”

DeKalb football also had a pair of players sign with D-III schools, including Letterer, a linebacker, signing with North Central in Naperville.

“It came down to the coaching staff and the players. They were great guys and made me feel at home,” Letterer said.

“Plus with it being in Naperville, you can’t really beat that.”

Neidel said he was excited that he’d get a chance to start at cornerback as a freshman at Loras College in Dubuque, Iowa.

• The only recruit in the 2017 class from Florida, Dennis Robinson (South Broward High School) was a two-star recruit but according to Scout, he received an offer from North Carolina State, which is headed by former NIU coach Dave Doeren.

• Jordan Rowell (Immaculate Conception) set an IHSA Class 3A state title game record with 272 rushing yards to crown a 14-0 record for the Knights. He’s also ranked as the third best safety recruit in Illinois and got an offer from Iowa, according to Scout.

DeKALB – Rod Carey isn’t ready to crown Rodney Hall the starting quarterback for the Northern Illinois football team anytime soon.

However, the Huskies coach has liked what he’s seen from Hall, who signed his letter of intent along with 21 other players who formally joined NIU on Wednesday.

“There’s no way to answer that today,” Carey said Wednesday on whether he anticipates Hall competing for the quarterback spot. “There’s no way to answer it, yes, I expect him to compete, or no. He’s a good football player. He’s trying to figure out where his meeting room is now, where his classrooms are. When we get there, then certainly does he have the ability to compete for that job? Absolutely.

Falcons defense led by youngsters

HOUSTON – It is written in the King James Bible, Isaiah 11:6, “The wolf also shall dwell with the lamb, and the leopard shall lie down with the kid; and the calf and the young lion and the fatling together; and a little child shall lead them.”

A bit dramatic when talking about an NFL defense but also an apt analogy to what happened to the Atlanta Falcons defense to transform the team from a playoff hopeful to NFC champs.

Atlanta allowed 28.3 points a game in its first 10 games, going 6-4 heading into the bye, but has since allowed only 20.5 points in eight games, and it was 7-1.

The transformation began in Week 6, when not a child but children began to lead the Falcons.

It was a 26-24 loss to Seattle that many believe was stolen from the Falcons when officials failed to call obvious pass interference against Julio Jones by Richard Sherman, but in hindsight, that was not the story of that game.

It was also the first time rookies Keanu Neal, Deion Jones and DeVondre Campbell were all put on the field together, and the Falcons first-, second- and fourth-round picks this year, respectively, never looked back.

As Neal recalls, “We’ve continued to grow throughout the year. Getting out there together – I mean there’s obviously growing pains but continuing to grow from those and learn from those – that was the biggest thing.”

It is Neal who pointed out to me that the bye week was when everything changed.

“I think after the bye week is when everything started to go uphill. We were continuing to learn throughout the year, but after the bye week is when everything just clicked out there,” he said.

Take a quick look, and you’ll see the difference the three youngsters made, with Jones leading the club with 108 tackles, three interceptions – two of which he returned for touchdowns – and tied for the team lead with five tackles for loss.

Neal was right behind Jones with 106 tackles and five forced fumbles, and Campbell tied Jones and undrafted rookie free agent nickel back Brian Poole with five tackles for loss.

While Neal was thought by most to be a huge reach in the first round, Jones was an even bigger reach in the

Melius Christiansen at St. Olaf College in Northfield, Minnesota, the St. Olaf Choir is internationally recognized as a creative force behind America’s a cappella choral tradition.

Now in his 27th year as conductor of the St. Olaf Choir, Armstrong is only the fourth conductor in the ensemble’s history, beginning his tenure in 1990. In addition to his role as a professor of music at St. Olaf College, he is in demand in the international choral scene as a guest conductor and lecturer.

Like his three predecessors, Armstrong strives to expand the St. Olaf Choir’s repertoire, particularly by performing more music of our time.

“I strive to present works that speak to the human spirit,” Armstrong said in the release, “including works like Ralph M. Johnson’s ‘This House of Peace,’ which uses text drawn from quotes by caregivers, patients and their families, and Jeffery L. Ames’ ‘For the Sake of Our Children,’ which is a prayer for peace and human rights that addresses challenges in Africa, the Americas and Middle East.”

Joining the choir on the tour is violinist and violist Charles Gray, professor of music at St. Olaf College. A former member of the Rochester Philharmonic in New York and the Grand Rapids Symphony in Michigan, Gray is a substitute member of the Minnesota Orchestra and the Saint Paul Chamber Orchestra.

Northern Illinois School of Theatre and Dance’s upcoming production of “The Trestle at Pope Lick Creek,” written by Naomi Wallace, is a bold, emotional piece that captures the human spirit of youth in a time where all seems lost. This Depression-era examination will open Thursday at the Huntley Middle School Auditorium, 1515 S. Fourth St. in DeKalb.

“It’s a period piece but it can fit anytime,” Maria Zoia, who is playing the part of Pace, said in a news release.

Originally written and performed in 1998, Wallace’s play tells the story of a 15-year-old boy named Dalton in 1936, who has recently been imprisoned for murder. It all leads back to just a few months prior when he is captivated by the slightly older Pace, a girl who will take whatever risks merely to “feel alive.” One of those risks is the dare-devilish act of out-running the thousand-ton locomotive down a 100-foot trestle. Searching for hope and something to live for in the era of the Great Depression, the pair of teenagers decide to do just that.

Through her writing, Naomi Wallace has explored issues with systems of justice. She is an accomplished professor who has taught playwriting and literature at Yale University and UCLA among other schools.

While the play explores the situation of imprisoned youth, Wallace

herself has worked with women in the judicial system and has been a member of the organization SURJ, Showing Up for Racial Justice. Much of her advocacy for justice and human rights can be found in her work.

Much of the story continues to reflect the human spirit and the need to survive.

“There’s every reason to give up, but nobody does,” actor Eli Hamilton, who portrays the tragic Dalton, said in the release.

While the story stresses the point of living life, it also makes one think through symbolism.

“The play is full of mirror images, lots of parallels,” Zoia said in the release.

Perhaps one of the strongest aspects of the play will be found in its relatability to the audience.

Hamilton reflects heavily on experience with the character of Dalton, and how many teens today can still relate with a youth of 1936.

Performances will be at Huntley Middle School’s main auditorium, 1515 S. Fourth St. in DeKalb. The show runs Feb. 2 through 5 and Feb. 9 through 11. Show times start at 7:30 p.m. Thursday through Saturday and 2 p.m. Sunday and the second Saturday.

Kish College Library to host WWI series in spring semester DAILY CHRONICLE The Kishwaukee College Library has received a grant from the Library of America to present programming on World War I and America during the spring 2017 semester.

This year marks the centennial of the U.S. entry into the World War I, the War to End All Wars. All events offered by the Kishwaukee College Library are free and open to the public.

The World War I and America series will kick off on Feb. 15 from 11 a.m. to 12:30 p.m. with area historian Jim Gibbons’ presentation, “World Gone Mad.” Gibbons will examine significant events that thrust the United States into the war, including the assassination of the Archduke Ferdinand, the sinking of the luxury liner Lusitania, and the eventual rise of Adolf Hitler to supreme power, which led to World War II. “World Gone Mad” will take place in Room A1225 in the Kishwaukee College Conference Center.

On Feb. 27 from 11 a.m. to noon and again on Feb. 28 from 12:30 to 1:30 p.m., join Pernevlon Ellis, Kishwaukee College sociology instructor, for an interactive discussion on Harlem Hellfighters: Prejudice, Discrimination and Heroism in World War I. Both presentations will be held in Room C1130 in the Student Center.

Join Kishwaukee College History faculty member and veteran Jennifer Jossendal and a panel of veterans in a discussion of the military experience. Reading diaries and memoirs of World War I reveals both terror and thrill, a sense of purpose and bafflement, and the comradeship that only

veterans understand.

Veterans of World War I also struggled to understand how war had impacted those who never saw the front lines. Are these themes unique to World War I, or are they present in veterans of recent wars? The veterans panel discussion, The Unknown Soldier: How Does Military Service Change You?, will take place from 12:30 to 1:30 p.m.

Thursday, March 30, in Room C1130 in the Student Center.

The series will finish with a presentation on What Does the Nation Owe Those Who Fight? by Ashley Becker, senior director for academic affairs at the Illinois Community College Board. Becker’s presentation will be on from 11 a.m. to noon April 25 in C1130, the Student Lounge in the Student Center.

Throughout the spring semester, community members are welcome to explore the displays and recommended readings on World War I that have been assembled by the reference librarian staff at Kishwaukee College.

This programming is part of World War I and America, a two-year national initiative of the Library of America presented in partnership with The Gilder Lehrman Institute of American History, the National World War I Museum and Memorial, and other organizations, with generous support from the National Endowment for the Humanities.

Kishwaukee Symphony Associates hosts annual membership event DAILY CHRONICLE The Kishwaukee Symphony Associates helped kick off the Kishwaukee Symphony Orchestra’s 40th season this fall by hosting “Coffee & Music with KSA” for KSA members.

The annual event was again held at the Ellwood-Nehring House but, for the first time, it was held in the morning.

“People seemed to like this year’s theme of ‘rise, shine and relax,’” KSA President Gretchen Moore said in a news release.

Following the coffee bar and KSA-prepared treats, KSO Music Director and Conductor Linc

Smelser provided an overview of the upcoming KSO concert season. Smelser and Benjamin Rodriguez, 16-year-old cellist, also entertained the audience with musical selections on cello and piano. Rodriguez is the son of Joshua and Laurie Rodriguez of DeKalb. He studies cello with Smelser.

The KSA is the major support organization for the Kishwaukee Symphony Orchestra and its membership is open to all those interested.

The Sycamore High School Jazz Ensemble was recently invited to perform at The House Cafe in DeKalb.

Under the direction of Scott Mertens, this group played their first gig of the season performing tunes

by George and Ira Gershwin, Duke Ellington, Benny Carter and others.

Band members include: Ryan Loitz, Morgyn Nelson, Gracia Watson, Ashley Montano and Jakob Kelly on saxophone; Elliott Marsh, Gabe Frielink, Bradley Harris and Kyle Schuman on trumpet; Will Biletzky, Madeline Kessler and Brett Harris on trombone; Elina Keswani on piano; Brett Brancato on upright bass; Michael Decker and Robert Carpenter on drums; Jeremy Peterson on guitar; and Cossette Breidenbach on vocals.

The jazz band will next perform at

the A Note To Remember fundraiser hosted by the Sycamore Music Boosters on Feb. 11.

This adult-only event will be held at Blumen Gardens from 7 to 11 p.m.

Polio-like illness causes concern Dear Doctors: I’ve been reading about a new illness that’s a lot like polio and is making children in parts of the country very sick.

What is it, and should I be worried?

Dear Reader: You’re referring to acute flaccid myelitis, also known as AFM, a rare neurological disease that affects the spinal cord.

The symptoms mimic those of polio, which has helped to push AFM into the headlines.

Before we get into specifics, we want to stress AFM is quite rare. Despite the sudden spate of alarming news reports that have, quite understandably, caused you concern, the rate of infection is extremely low – one person per million. As of last November, there were 120 confirmed cases of AFM in the United States in 2016.

So what exactly is AFM? It’s a syndrome that can cause the muscles and reflexes in the body to stop working normally. Symptoms often arise quickly.

What begins as a fever or respiratory illness gives way to weakness in the limbs, including a possible loss of muscle tone.

In several reported cases, the first symptom in a child diagnosed with AFM was a sudden limp. Some patients have slurred speech or facial drooping. In the most serious cases, acute weakness in the muscles that control breathing has led to respiratory difficulties.

At this time, the causes of AFM are not fully understood. Officials at the Centers for Disease Control and Prevention suspect a range of viruses might be involved. These include West Nile virus, enteroviruses that enter the body through the intestines and adenoviruses, which can cause coldlike symptoms, including sore throat, bronchitis, pneumonia, diarrhea and pink eye.

Research into the causes of AFM, which affects children in greater numbers than adults, is a national priority. At the CDC, scientists and public health specialists are

The symptoms of AFM are similar to several other conditions that are far more common. This has increased the challenge of arriving at an accurate diagnosis. However, awareness of the disease among health care providers is growing rapidly, which means diagnosis and reporting are becoming more accurate.

If you believe you or your child has symptoms that correspond with those of AFM, call your family doctor. The findings from a careful examination of the nervous system, with accurate mapping of the muscles and reflexes affected, and diagnostic tests such as an MRI and analysis of the cerebrospinal fluid, will allow a correct diagnosis.

Several germs are suspected in AFM, so the CDC recommends your family is up-todate on polio and all other recommended vaccinations, and you protect yourself and your family from mosquito-borne viruses by using insect repellents.

The good news is increased awareness of AFM is leading to an ever-larger volume of reliable data for researchers to work with.

That means more information about what causes the disease, and more avenues in which to seek and find a cure.

PRE-BID MEETING: All prospective bidders are REQUIRED to attend a MANDATORY pre-bid meeting at 9:30 a.m. on Tuesday, February 14, 2017, at the DeKalb Education Center located at 901 South Fourth Street, DeKalb, Illinois. No photographs or videotaping will be allowed during the pre-bid meeting. The purpose of the meeting will be to tour the facilities and for the School Food Authority ("SFA") to receive any questions, which will be answered in writing. Questions will be taken up until 4:00 p.m. on Friday, February 17, 2017. Qualified companies should completely inspect the facilities and equipment prior to the due date. Failure to do so will not relieve the successful bidder from the necessity of furnishing and installing without additional cost to the SFA any materials and equipment or performing any labor that may be required to carry out the intent of the resulting contract. Bidders not present at this conference will not be permitted to submit a bid.

Any addenda to the Invitation for Bid ("IFB") and answers to all questions received will be sent out to all prospective bidders via email.

If the SFA issues any changes to the IFB, acknowledgement of receipt of such changes must be made to the SFA in writing, signed by an individual authorized to legally bind the bidder and included in the bidders bid package. If changes to the IFB are not acknowledged, the SFA retains the right to reject the bids as non-responsive. No addenda will be issued within 8 working days of the time and date set for the bid opening. Should the SFA determine the clarification of the specifications/instruction is necessary within 8 working days of the time and date set for the bid opening, the time and date for the bid opening will be delayed to allow issuing an addendum.

The subject matter of the IFB is subject to legislative changes either by the federal or state government. If any such changes occur prior to contract award, then all bidders will have the opportunity to modify their bids to reflect such changes. If any such changes occur after a contract award has been made, then the SFA (i) reserves the right to negotiate modifications to the contract reflecting such legislative changes; and (ii) shall have no obligation to provide unsuccessful bidders with the opportunity to modify their bids to reflect such legislative changes.

The Board of Education reserves the right to reject any or all bids in whole or in part or to accept that bid which is the best interest of the DeKalb Community School District 428. Award of contract shall be based upon the bid criteria included in the IFB. A contract shall be awarded only after a formal notice is given to a bidder as determined by the Board of Education. The Board of Education reserves the right to waive any and all formalities and/or technical deficiencies in any bid.

“For sale, typical English cricket table,” said the auction ad. But what is a cricket table? Is it used for sports like the English game of cricket? Does it have anything to do with the insect?

No. The cricket table was first named and used during the 16th century.

The French word “criquet” refers to its stick legs. And the table has three legs so it can be used where the floor is uneven. Remember your geometry - three points determine a plane, so all three legs of any length will touch the floor at the same time, while a four-legged table might wobble. Most antique cricket tables have triangular or round tops. Some have shelves halfway down the legs. It was a country furniture idea, and tables can be found that are made of sycamore, ash, oak, elm, cherry or walnut woods. A few have three drop leaves. In 2016, Thomaston Auctions sold an elaborate oak cricket table with sausage-turned legs and a T-stretcher for $1,170. *** Q: I have a pitcher decorated with flowers on both sides and marked on the bottom with a castle and the words “Leuchtenburg, Germany.” It’s 7 inches tall. I can’t find this city on the map. Can you identify this pitcher?

Q: I have a Hummel boy doll but can’t find one that looks like it online.

It’s 11 1/2 inches high and made of rubber with painted eyes and molded hair. His head, arms and legs are in very good condition. There is a mark on the back with a bee inside a V. Can you tell me anything about its age and value?

A: Hummel porcelain figurines are based on the drawings of the German nun Sister Maria Innocentia, born Berta Hummel. They were first made in 1935 by the W. Goebel Porcelain Co. of Oeslau (now Rodental), Germany. The figurines were very popular and in the early 1950s, Goebel decided to transform the work of Sister Maria Innocentia into dolls. The earliest dolls had composition heads, arms and legs. In 1953, Goebel began to make these parts with a rubber material, like your boy doll. Vinyl dolls were made in 1960, and dolls with porcelain heads and cloth bodies were made in the 1980s. Your doll is from the 1700 Series, which was made from 1953 until about 1959. He is called Peterle and is marked with the “full bee” trademark used by Goebel from 1950 until 1959.

The dolls were sold dressed in cloth outfits, some with small accessories like a goose, stein or travel pack. It appears your doll’s clothing is a combination of pieces from other Hummel dolls and doesn’t have any accessories. Dolls like yours sell for $25 to A: This mark was used by C.A. $50.

He was granted his first patent for his method of recording on a flat disc in 1887, a time when cylinder recordings were popular. His first gramophone records were made in Germany for use on a toy gramophone. Berliner founded the United States Gramophone Company in Washington, D.C. and made gramophone machines as well as gramophone records beginning in 1894. The first discs were hard rubber. A few were celluloid. Shellac was used beginning in 1895. Sound was recorded on a single side of a 7-inch disc, which held about two minutes of recording. Early gramophones were hand-cranked. Eldridge Johnson, who made gramophones for Berliner, acquired the patents and changed the name of the company to Victor Talking Machine Company in 1901.

The largest collection of Berliner records is owned by the EMI (Electric and Musical Industries) Archive Trust in England. Early Berliner recordings are rare and few past public sales are listed online. A few years ago, 46 records sold for $6,655, or $144 each.
