There should be some appointments coming soon for the Northern Illinois University board of trustees, a board whose members are certain to face some big decisions in the months and years ahead.

On Monday, the terms of four members of the eight-member board expired. Seven of the board members serve six-year terms and are appointed by the governor. Students elect a student trustee each year.

Under state law, board members whose terms expire can remain in their positions for up to 60 days after their terms end, until their appointed successor takes over, NIU spokeswoman Lisa Miner said. So the board can continue to take care of business until new appointees are named and confirmed.

Gov. Bruce Rauner’s office has not yet announced new appointments to the NIU board. However, Rauner has been vetting people for the job and is expected to make some announcements on appointees later this week or early next week, said Rep. Bob Pritchard, R-Hinckley.

Appointments are made “by and with the advice and consent of the Senate,” which is not in session again until early next week.

If Rauner’s appointees get the thumbs-up in the Senate, they will be able to join the board, which is next scheduled to meet Feb. 2.

According to the school’s website, the terms of Trustees Robert T. Marshall Jr., Cherilyn G. Murer, Timothy A. Struthers and Marc J. Strauss expired Monday.

The eight-member board’s duties are to “operate, manage, control and maintain Northern Illinois University,” a public institution with a budget of more than $300 million that also is DeKalb County’s No. 1 employer.

Enrollment has continued to slide. University President Doug Baker has admitted that investigations of his administration have found “limited violations” in employment, consulting and capital works agreements.

Baker’s future with the university is one question likely to arise in the months ahead – next school year will be the last under Baker’s five-year contract, and he and the board will have to decide what to do beyond that time.

Some board members are local people, including Struthers, a DeKalb native who is an executive with First National Bank of Omaha, who told me shortly after he was appointed in 2015 that his focus would be on increasing enrollment at the school because the school’s success would benefit the area overall. Board Chairman Marc J. Strauss is of counsel at Sycamore-based Foster & Buick Law Group.

Board member Bob Boey is a Sycamore resident who has been a partner in the Sycamore Industrial Park Corp.

The new board members will be important appointments for the overall direction of the university. We’ll keep an eye out to see who the governor proposes to add to the board.

COLUMBUS, Ohio – The world’s first gorilla born in a zoo, a female named Colo who became the oldest known living gorilla in the U.S., has died at age 60, the Columbus Zoo and Aquarium said Tuesday.

Colo died in her sleep overnight, less than a month after her birthday, the zoo announced. She surpassed the usual life expectancy of captive gorillas by two decades.

“Colo touched the hearts of generations of people who came to see her and those that cared for her over her long lifetime,” zoo president Tom Stalf said in a statement. “She was an ambassador for gorillas and inspired people to learn more about the critically endangered species and motivated them to protect gorillas in their native habitat.”

dzimmerman@shawmedia.com A California-based energy company wants to install a pair of wind-testing towers on land south of Kirkland as it investigates the feasibility of building new wind turbines in the area.

EDF Renewable Energy is seeking permits to install 200-foot towers at two sites that are surrounded by farmland, records show.

Derek Hiland, DeKalb County planning, zoning and building director, said that these meteorological towers could be a preface to the construction of more wind towers in the county.

“These towers test wind patterns and velocity for a temporary period to see if constructing wind turbines is worth exploring further,” Hiland said.

One proposed location is farmland along McQueen Road south of Kirkland. The second site is nearby, at the southeast corner of Glawe and Byers roads. Both are in South Grove Township.

The towers would be made up of several tubes 8 inches in diameter.

They will be held in place by guy wires anchored about 160 feet away.

Hiland said he was unsure of the cost of these testing towers.

Since both towers would be within agricultural districts, the DeKalb County Board must approve a special-use permit, which cannot be granted without a public hearing.

Special-use permits are required for any project that has the potential for creating a public nuisance; a detrimental effect upon the value or potential development of the surrounding properties; a potential for attracting a large number of people to the area, which could generate noise and other pollutants; and a tendency to generate excessive traffic, according to county zoning ordinances.

The public hearing will be at 1 p.m.

Jan. 26 in Conference Room East of the DeKalb County Administration Building in Sycamore. Members of the public are encouraged to attend.

The hearing will be overseen by a county zoning hearing officer, who is an independent authority who will review the applicants’ materials and public comments to make recommendations on the construction of the test-

The County Board’s approval of such special permits has been questioned in the past.

In 2011, a lawsuit was settled that claimed the County Board overstepped its authority when approving zoning permits for wind farms on agricultural land.

Wind farms have been the target of criticism in the area since the County Board approved the construction of 119 wind turbines in Afton, Clinton, Milan and Shabbona townships in 2009.

Another failed effort was made in 2012 by the Spanish company Aries Power and Industrial to erect wind turbines in the same area of DeKalb County.

Hiland said that assuming the hearing goes on as scheduled, the Planning

and Zoning Committee would hear the applicant’s request in February, and the County Board would rule on the permit application during one of its meetings in March.

EDF Renewable Energy could not be reached for comment. Its permit application is available for inspection at the DeKalb County Administrative Building in Sycamore.

Police: Sycamore couple tied up, repeatedly raped 19-year-old

browland@shawmedia.com SYCAMORE – A Sycamore man out on bond for failing to register as a sex offender and his girlfriend remained in jail Tuesday after police said they tied a 19-year-old acquaintance to a bed and repeatedly raped her.

Thomas A. Broughton, 24, and Ashley N. Zick, 21, who share an apartment in the 400 block of East State Street, Sycamore, were arrested Monday on felony sexual assault and unlawful restraint charges. If convicted, Broughton, who already has been to prison for a previous sex crime, faces a mandatory sentence of natural life in prison. Zick could face four to 15 years in prison.

Sycamore police began investigating the incident after receiving a complaint that Broughton and Zick attacked the woman, who police described as an acquaintance of theirs, Sunday at the couple’s apartment.

Prosecutors said Broughton drove

the 19-year-old woman to the couple’s Sycamore apartment and gave her alcohol. He and Zick then carried the woman to the bedroom and tied her hands and feet to the bed with straps.

Both raped the woman multiple times despite her saying “stop” and Thomas “no,” according to court Broughton documents.

Zick admitted to the crimes and told police the victim didn’t consent to the sexual activity, court records show.

Sycamore police collected evidence after Ashley Zick obtaining a warrant to search the apartment, Cmdr. Michael Anderson said in a news release Tuesday. Broughton and Zick gave the woman a ride home afterward, Anderson said. He declined to comment on the duration of the assault.

Prosecutors want Broughton to be held without bond.

In a motion to deny bond filed Tuesday, Assistant State’s Attorney Alesandra Friend said, “There is no condition or combination of conditions that can reasonably assure that [Broughton] will not continue to commit acts of criminal sexual assault.”

Chief Judge Robbin Stuckert ordered Broughton held without bond until Thursday, when a hearing is scheduled on the motion to deny bond.

Broughton said he had a lawyer on a pending case that he wanted to represent him on the new charges. He didn’t name the lawyer.

The judge set Zick’s bond at $75,000.

Friend had asked for bond of $250,000 in light of the allegations in the case.

DeKalb County Public Defender Tom McCulloch, who was appointed to represent Zick, asked that his client be released on her signature without having to post bond.

Broughton and Zick became en-

gaged in December, according their respective Facebook pages.

In 2011, Broughton was charged with predatory criminal sexual assault of a child for touching a 5-yearold girl. In 2012, he pleaded guilty to a reduced charge of aggravated criminal sexual abuse and was sentenced to seven years in prison, according to court records. At that time, he was represented by Rick Amato.

In September 2016, Broughton was charged with failing to register as a sex offender in Sycamore. He pleaded not guilty to that charge Nov. 28. Amato, who was elected DeKalb County state’s attorney in November, asked that a special prosecutor take over the case because he previously represented Broughton. The case remained pending as of Tuesday.

Zick is next due in court Feb. 7. A preliminary hearing has been set for Feb. 17.

A hearing on Broughton’s bond is set for Thursday.

Police arrest 2nd suspect in summer robbery spree

Police believe Harrison and Johnson stole a car and cellphone from a person Aug. 19 in the 1000 block of Regent Drive in DeKalb. The vehicle was later found in Chicago. DeKalb police Cmdr. Bob Redel said prosecutors are expected to file additional charges against the pair for that crime.

viously charged with armed robbery for using a gun to steal cellphones and marijuana Sept. 7 in the 700 block of Regent Drive.

On Sept. 20, police said the two men used a gun during a home invasion in the 900 block of Fotis Drive during which they tied up two people and stole their money, cellphones, TV, laptop and a car.

Johnson was arrested Oct. 4.

Eleanor J. Bell, 91 of Elgin, IL passed away early Sunday, January 15.

She was born March 10, 1925 in Aurora, IL to Edward and Mary (O’Malley) McCabe.

Eleanor graduated from Maple Park High School and continued her education receiving a bachelor’s degree from the University of Illinois. On December 30, 1950 Eleanor married the love of her life, Robert W. Bell, in Maple Park, IL. After graduation from U of I, Eleanor went on to teach in Ohio, IL, Wauconda, the Kaneland school district and St. Laurence School.

In 1990 she was recognized by the Rockford Diocese for her dedication and 27 years of service to St. Laurence students. After retiring she continued her love of education and inspiring children by substitute teaching in the U46 school district and area private schools. She was also a longtime member of St. Laurence parish, the Lady Elks and a volunteer at Provena St. Joseph Hospital and Shop and Share. Eleanor had a great love of life and people.

She valued time spent with family and treasured memories from many trips taken with them. She enjoyed sewing and catching up with the many friends she had. She also enjoyed baking with her grandchildren, passing on her famous cherry pie and cinnamon roll recipes.

Surviving are her children, Sharon (Ed) Slezak of Mundelein, David (Terri) Bellof Aurora and Patricia (Steve) Janik of Wheaton; grandchildren, Melissa (Patrick) Van Camp, Kerri Slezak and Mary, Jeff and Christina Bell; great grandchild, Kayla Van Camp; sisters, Katy Hiatt and Ginny Krull; a niece and several nephews; along with special caregiver, Carmen Anderson.

Eleanor was preceded in death by her husband, Robert; her parents, Mary and Edward; brother, Thomas; and several sisters and brothers-in-law.

A funeral Mass will be held at 10:00 am on Saturday, January 21st at St. Laurence

Michelle R. Forsberg, 39, of Cortland died Sunday, January 15, 2017 at Kishwaukee Hospital in DeKalb.

She was born June 2, 1977 in Elgin to Micheal and Renee (Trapino) Schneekloth. She married Scott Forsberg on Sept. 26, 2009.

She was continuing her education full time at NIU the past 2 years working toward a master’s degree with a 4.0 GPA. She loved crafts and sewing and was exceptional at both.

As she was on the donor list for in hopes one day receiving a kidney in turn helped out a person in need for their sight through the program Gift of Hope.

Survivors include her husband, Scott; her mother, Renee (Thomas Coffey) Bee; her father, Micheal (Joann) Schneekloth; father and mother-in-law, Larry (Stephanie) Forsberg; her step brother, Nathan Bee and his son, Brody; brother-in-law, Jeremy (Kammy) Forsberg and his children, Gavin, Noah and Justin; sisters-in-law, Carin (Dustin) Davenport and her children, Cole and Charlotte and Katie (Jamie) Connelly and their son, Dylan.

She was preceded in death by her maternal and paternal grandparents and her uncle, Peter Trapino.

The city currently is in a two-year contract at 5.2 cents a kilowatt hour for water and sewer pumping that is set to expire in May. At the time the city entered the agreement, ComEd’s standard rate was more than 7 cents a kilowatt hour, and it now sits at 6.31 cents a kilowatt hour, according to the resolution.

“We’ve been able to save a significant amount of money and lock in some budget certainty,” Gregory said.

An agreement will be made after NIMEC goes to bid some time within the next three months, according to the resolution.

Study recommended new ventilation system at middle school

dzimmerman@shawmedia.com DeKALB – The DeKalb School District 428 board approved accepting bids on a projected $297,500 ventilation project to address humidity levels within underground classrooms at Clinton Rosette Middle School that could lead to mold and other problems.

All present board members voted in favor of the bidding request.

Board member Fred Davis was absent.

Results of a study performed last year by Batavia-based Aires Consulting that showed that seven classrooms experienced humidity issues.

A new air system was recommended to bring the ventilation system up to code in the affected classrooms.

Board member Kerry Mellott said that he was concerned that that there could be similar ventilation problems in other district schools that could spiral a $300,000 project into millions of dollars in costs for other buildings.

“As an engineer, I can see all kinds of ventilation problems,” Mellott said.

He added that one of the problems with older buildings such as the middle school is that it is designed to have windows opened some of the time, which is not always the case for facilities with air conditioning.

Mellott also questioned the decision to discuss funding sources for this project after the bidding process began.

“With the issue that has been identified, I don’t know how much of a choice we have,” said Andrea Gorla, District 428 assistant superintendent of business and finance.

“This is an issue where there’s not a lot of options not to do something about it.”

She added that project will be prioritized based on need for the 2017-18 budget.

SYCAMORE – Sycamore officials are preparing to enter a new contract for the city’s water and sewer pumping as bids for energy rates become available.

The City Council approved a resolution Tuesday allowing City Manager Brian Gregory to enter the city into a contract with the lowest-bidding electricity provider for a period of up to three years.

The council also voted for the city to continue participating in the Northern Illinois Municipal Electric Collaborative for the bidding process.

“This isn’t anything that’s new,” Gregory said. “For the past 10 years, the city has participated in NIMEC, the

collaborative, in going out to bid for our larger accounts.”

NIMEC is a collaborative of 140 municipalities that work together to drive down pricing for residential and municipal electricity, according to its website.

It watches energy trends to find the best time to go to the market for pricing and recommends the length of time that would be best to enter the contract, according to the resolution.

Gregory said participating in NIMEC allows the city to get a fixed rate for its larger accounts such as sewer and water pumping.

He said he needed prior approval to enter the agreement because rates are only valid for 24 hours after the bid.

Born October 16, 1924, in Chicago, Illinois, the son of Leo and Ruth (Kerr) Gallagher, Thomas married Matilda M. Pacelli on May 12, 1974, in Las Vegas, Nevada.

Thomas was a veteran of the United States Navy, having served during World War II. He was the owner of an auto dealership in the Chicago area.

He is survived by his son, Greg (Kathleen) Gallagher of Huntley, Illinois; step-daughter, Barbara Koca of Cortland; stepson, Paul (Ellie) Smelter of Texas; grandchildren, Kasey, Ashley, and Joseph; step-grandchildren, Rick (Patti), Rob (Ashley), and Lisa.

He was preceded in death by his wife, Matilda.

The funeral service will be held at 3:00 p.m.

CHICAGO – Gov. Bruce Rauner said Tuesday that he wants former political rival and veteran school administrator Paul Vallas to be chairman of Chicago State University’s Board of Trustees as part of efforts to help the struggling school overcome academic and financial problems tied to the state budget crisis.

Rauner on Tuesday formally introduced four new appointees to the school’s board, including the former Chicago Public Schools CEO, who he called a “seasoned veteran.” Rauner also said the state should give more money to Chicago State and Illinois’ other public universities, despite the state’s budget impasse.

“I am an advocate for that,” Rauner said at a news conference announcing the creation of an advisory board for the university. “We will get that done.

We will find a way to do it.”

In the last year Chicago State has declared a state of financial emergency and laid off about 40 percent of its employees.

Illinois short 600 substitute teachers a day, study finds

SPRINGFIELD – Public school administrators are scrambling to find substitute teachers for as many as 600 Illinois classrooms a day, a survey finds.

The review released Tuesday by the Illinois Association of Regional Superintendents of Schools revealed that teachers call in more than 16,500 absences each week. School officials have trouble finding replacements for nearly 20 percent of them.

Association president Jeff Vose, who is regional school superintendent for Sangamon and Menard counties, said that a 2012 increase in substitute teacher certification requirements may have discouraged some educators from applying to be fill-in teachers. The law increasing certification requirements raised the application fee to $100, bringing applicants’

“Districts are desperate to get quality individuals,” Vose told The Associated Press in a phone interview Tuesday. “However, at some point, they’re just searching for a body to be in front of the classroom.”

He said that when schools cannot find a teacher, principals and administrators often step in and that takes time away from them working on administrative duties.

The review of nearly 400 school districts found that teacher absences are especially common in the more populated Chicago suburbs. But substitute shortages are most prevalent in southern and western Illinois.

Illinois to get $3.6M in fed funds to develop parks

CHICAGO – Illinois will get roughly $3.6 million in federal grants for local governments to increase public access to outdoor parks and recreation.

The six recipients include the Chicago Park District, which will get $375,000 to buy property along the Little Calumet River to be developed into a park. A $750,000 grant will go to the Kendall County Forest Preserve District to buy

support in Springfield for this institution. This is not a time to shrink. It’s a time to expand.”

Chicago State’s trustees will choose their own chairman, but Rauner recommends Vallas, who in 2014 was Democratic Gov. Pat Quinn’s running mate when Quinn lost to Rauner.

Vallas on Tuesday said he is optimistic about Chicago State’s future despite its past troubles.

“In short order this university can move forward dramatically,” Vallas said. “I wouldn’t have taken the job otherwise.”

Rauner also said he thinks a turnaround at Chicago State “can be done pretty expeditiously.”

State Sen. Donne Trotter, a Chicago Democrat whose district includes Chicago State and who is a graduate, said he is supportive of the new advisory board and Vallas.

Trotter previously has described the school as being “at war” and said Tuesday that it still faces challenges.

“One of the challenges is building up the confidence of the future and present attendees of the university to let them know the school remains viable,” Trotter said. “But also the certainty that the dollars will be there.”

2 charged after exchanging gunfire with off-duty officer

CHICAGO – Two men face attempted murder charges after gunfire was exchanged with an off-duty Chicago police sergeant.

Police said 22-year-old Fernando Brieto-Solano and 26-year-old Juan Ramirez were due in bond court on Tuesday.

Authorities said the sergeant shot and wounded Brieto-Solano after Brieto-Solano opened fire on the sergeant and his companions on the city’s northwest side. The sergeant and his companions were not wounded.

DeVos defends options when public schools fail

WASHINGTON – Education secretary pick Betsy DeVos said Tuesday that American parents must be able to send their children to high-quality schools, including charter, magnet and religious schools, if public schools are failing.

Responding to fierce criticism from teachers unions that the Republican donor and school choice activist is working against public education, DeVos told the Senate Health, Education, Labor and Pensions Committee that she will be “a strong advocate for great public schools.”

“But,” she added, “if a school is troubled, or unsafe, or not a good fit for a child – perhaps they have a special need that is going unmet – we should support a parent’s right to enroll their child in a high-quality alternative.”

Committee Chairman Lamar Alexander, R-Tenn., a former education secretary, expressed confidence that DeVos is an “excellent” choice for the job. “She is on the side of our children,” he said.

But Sen. Patty Murray of Washington state, the top Democrat on the committee, said she was “extremely disappointed” that DeVos has not yet finalized her financial and ethics disclosures ahead of the hearing.

DeVos, 59, also said she will seek to address rising higher education costs and massive student debt, but also advance trade and vocational schools as well as community colleges because “craftsmanship is not a fallback – but a noble pursuit.”

Another priority for DeVos will be weakening “burdensome” federal regulations and giving local communities greater control over education policies.

“The answer is local control and listening to parents, students and teachers.”

DeVos, the wife of Dick DeVos, the heir to the Amway marketing fortune, has spent more than two decades advocating for charter schools in her home state of Michigan, as well as promoting conservative religious values.

Labor unions, Democrats and civil-rights groups have opposed her appointment. She and her family have donated millions of dollars to Republican politicians and groups over the years, including campaign contributions to several committee members.

Murray, in a statement, said she wants DeVos to answer questions about her “extensive financial entanglements and potential conflicts of interest” and also to provide additional information about her finances, calling her disclosures incomplete. The senator lamented that DeVos has spent her career and wealth “fighting to privatize public education and gut investments in public schools.”

In a letter addressed to the committee, 38 prominent education groups and teachers’ organizations expressed concern that DeVos’ track record bodes

ill for public education.

“Over the course of her career as a major campaign contributor, soft-money donor and lobbyist, DeVos has used her considerable wealth to influence legislation and the outcomes of elections to advance policies that have undermined public education and proved harmful to many of our most vulnerable students,” the letter said.

LGBT groups also have protested Trump’s choice of DeVos, saying she has funded conservative religious groups that promote what they consider to be traditional family values, including one organization that supports conversion therapy – counseling of gay, lesbian, bisexual or transgender people with the aim of changing their sexual orientation.

In an apparent response to that criticism, DeVos said in her statement, “Every child in America deserves to be in a safe environment that is free from discrimination.”

DeVos supporters, meanwhile, applauded her nomination. Eva Moskowitz, CEO of Success Academy Charter Schools, said that American public education “is in deep crisis,” with 35 countries outranking American schools in math and 20 in reading.

MOSCOW – President Vladimir Putin took a parting shot at the Obama administration Tuesday, accusing it of trying to undermine Donald Trump’s legitimacy with fake allegations and “binding the president-elect hand and foot to prevent him from fulfilling his election promises.”

In his first public remarks about an unsubstantiated dossier outlining unverified claims that Trump engaged in sexual activities with prostitutes at a Moscow hotel, Putin dismissed the material as “nonsense.”

“People who order such fakes against the U.S. president-elect, fabricate them and use them in political struggle are worse than prostitutes,” Putin said. “They have no moral restrictions whatsoever, and it highlights a significant degree of degradation of political elites in the West, including in the United States.”

Separately, Foreign Minister Sergey Lavrov said the dossier, compiled by former British spy Christopher Steele, was a “rude provocation.” The diplomat contemptuously called its author a “runaway swindler from MI6,” Britain’s foreign intelligence agency.

Asked about Putin’s remarks, White House press secretary Josh Earnest said it “was not the first time the intelligence community has had some uncomfortable things to say about Russia.”

“These are the kind of things I’m sure the Russians would rather not to hear, but ultimately, and this is something that the next administration is going to have to decide, there’s a pretty stark divide here,” he added.

Putin voiced hope that “common sense will prevail” and Russia and the United States will be able to normalize relations once Trump takes office Friday.

“I don’t know Mr. Trump,” Putin said. “I have never met him and I don’t know what he will do on the international arena. I have no reason whatsoever to assail him, criticize him for something, or defend him.”

Putin ridiculed those behind the dossier for alleging Russian spy agencies collected compromising material on Trump when he visited Moscow in 2013 for the Miss Universe pageant.

“He wasn’t a politician. We didn’t even know about his political ambitions,” Putin said at a news conference.

“Do they think that our special services are hunting for every U.S. billionaire?”

Carson has a good idea Washington is in dire need of blunt debate about the future of housing finance, and there was a flash of it during – of all things – Ben Carson’s confirmation hearing before the Senate Banking, Housing and Urban Affairs Committee, which is considering his nomination as housing secretary.

Sen. Jon Tester, D-Mont., asked Carson if the mainstay product of the American mortgage market – the 30-year, fixed-rate loan – still would be widely available without some form of government backing. “Yes, I think it is possible,” Carson said, thus questioning the entire raison d’etre of the government-sponsored mortgage-guarantee duopoly known as Fannie Mae and Freddie Mac. “Truthfully, I don’t see how it can happen,” Tester countered. Decades of conventional wisdom and, to be sure, a fair interpretation of economic and political reality favor Tester’s view. The relevant economic theory is lenders are loath to extend families’ credit at fixed, moderate interest rates for 30 years, for the simple reason financial institutions don’t want to tie up money that long in low-rate loans, lest they lose out when interest rates rise. The relevant political theory is households, which contain voters, also don’t want to shoulder this “interest rate risk,” in the form of higher rates and shorter loan terms.

Washington’s response was to have Fannie Mae and Freddie Mac assume the interest rate risk, by buying loans from originators and bundling them into what were understood to be government-guaranteed securities for sale to investors. This went on for so long, and at so little visible cost to taxpayers – until the 2008 financial crisis – that people came to accept the 30-year mortgage as practically a Godgiven right, despite the fact it hardly exists in the industrialized world outside the United States. On the other hand, experience since the crisis supports Carson’s hypothesis “the private sector” could provide 30-year loans – or at least doesn’t refute it.

First, there’s the question of whether guaranteeing mass access to 30-year, fixed-rate mortgages is still a worthy federal priority, given competing needs. Second, there is the fact the spread between interest rates on government-guaranteed 30-year loans and purely private “jumbo” loans for expensive houses has not always been very large.

We were, and are, skeptical of Carson’s credentials to run the Department of Housing and Urban Development. However, to the extent the nominee is willing to rethink programs such as Fannie Mae and Freddie Mac, we’ll give him credit for being a fast learner.

Trade promises are dangerous Even by his standards, President-elect Donald Trump’s statements on trade have been stunning in their recklessness.

His proposals essentially amount to the repudiation of a system that has fostered global stability and lifted hundreds of millions of people out of poverty over the past several decades – and if he actually intends to execute his radical agenda, there’s little to stop him.

In other areas of economic policy, such as budget matters, Congress will make the crucial choices. On trade, the White House has wide discretion. The stakes could hardly be higher.

During the campaign, Trump threatened to rip up existing trade pacts, withdraw from the North American Free Trade Agreement and put punitive tariffs on imports from Mexico and China.

He’s called the World Trade Organization, which promotes liberal trade and adjudicates disputes, “a disaster,” and he has said the U.S. might “pull out.” Congratu-

lating Britain on its decision to quit the European Union, he says the U.K. and the U.S. can design a new trade deal – but that it makes no difference to the U.S. whether the EU, “a vehicle for Germany,” stays together or falls apart.

Trump’s nominee for commerce secretary, meanwhile, appears to believe in the topdown management of trade: “We should treat ourselves as the world’s biggest customer and treat nations that are selling to us as suppliers to us,” Wilbur Ross told the Financial Times.

The global economy, according to this thinking, is not about myriad firms competing across borders to give consumers everywhere the best products at the lowest cost; it’s a zero-sum battle between two monolithic collectives: us and them.

Trump’s other trade appointments aren’t reassuring. Peter Navarro, named as head of the new National Trade Council, seems opposed to imports on

principle. He says they subtract from economic growth, which is nonsense. The nominee for U.S. trade representative, Robert Lighthizer, brings his experience as an advocate for restrictions on imports of cars and steel – restrictions that made U.S. consumers worse off and impeded the ability of U.S. manufacturers to compete.

Congress wouldn’t be able to do much to restrain the new team’s trade measures, especially in the short term. Trump’s moves surely would face a legal challenge, but before the cases were resolved, he very well could kill or cripple NAFTA, the WTO and any prospect of orderly market-driven trade arrangements.

If Trump follows through on trade, it won’t be long before he and his supporters regret it.

Declaring a trade war on the world only can lead to collapsing confidence and recession.

Mr. President-elect: Just don’t do it.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

The most flagrantly unfit man in history is about to be sworn in as president.

And for the first time in my life, I am not optimistic about America’s future – at least not its next four years. There is no disaster, up to and including a nuclear exchange, that would surprise me under the incoming administration.

If you need a silver lining, I can offer only this: Assuming America survives the next four years in any recognizable form – by no means a foregone conclusion – I suspect Donald Trump’s debacles and the sheer tiresomeness of the man himself, will so thoroughly discredit this strain of Republicanism as to destroy it completely.

Maybe then the country will be in a mood for serious people – Democratic and Republican – with serious ideas again. That’s what passes for hope these days. Meantime, I have made a resolution: I will, at all costs, retain my capacity for outrage.

Yes, that will be easier said than done.

The capacity for outrage is like a physical muscle in the sense that it tires from being overworked. And certainly, Trump has worked our capacity for outrage like a drill sergeant.

Shock upon shock, insult upon insult, falsehood upon falsehood, he has been a daily deluge of the unbelievable and the unthinkable until you don’t even know what to respond to first. Shall we answer the misogyny?

But then, what about the bigotry? Shall we decry the incompetence? Will that leave us time to deal with the ignorance? The man is a white noise of badness.

The danger is that it comes to seem normal, that you stop seeing how truly bizarre it is. One of the things that makes us human, after all, is our re-

silient adaptability. Whether sickened by cancer, swamped by flood, broken by bankruptcy or savaged by war, we always find a way to accommodate ourselves to the new circumstance.

With good humor and quiet courage, we accept the new normal.

But I refuse to do that now.

Doing it now would feel less like an act of courage and good humor than one of surrender, of forgetting that there was once a time dignity, intelligence, honesty and statesmanship were traits we desired and demanded in our leaders. But if we forget that, we forget us, and then we are well and truly lost.

Love of country demands better.

Martin Luther King Jr. once said he was “proud to be maladjusted” to the inequities and inequalities of his time.

That works for me.

So I am proud to be maladjusted to Donald Trump.

Illinois residents deserve better budget ideas SPRINGFIELD – For a few minutes earlier this month, I received a dollop of hope when word trickled out of the statehouse that the Republican and Democrat leaders in the state Senate had been negotiating a compromise behind the backs of Gov. Bruce Rauner and House Speaker Michael Madigan.

Maybe just maybe, the two could reach an agreement that not only would be palatable to head honchos Madigan and Rauner, but also be good for the people of Illinois.

And then the details of the plan leaked out.

It’s a stinker.

It is no compromise. It’s an acquiesce that would leave fiscal conservatives groveling at the feet of the big spenders who got us in this mess in the first place.

I’m sorry, but there is little in this agreement worthy of praise.

It permanently would raise our income tax to 4.95 percent of our income.

Oh, gee, 4.95 percent?

It reminds me of a car salesman pricing a used Pontiac at $2,999.95 so

Give me a break.

Make no mistake, this plan calls for the state of Illinois taking a nickel of every dollar you earn. That’s about a 33 percent tax hike.

I might feel better about the taxes if there was some assurance new revenue would be used to pay down the state’s debt. But I’m not seeing much in the way of guarantees.

Back when Pat Quinn was governor, the Legislature temporarily jacked up the income tax to 5 percent, and the General Assembly spent the next four years increasing spending and did little to pay down bills. In fact, unpaid bills were almost at the same level when the income tax dropped as when it began four years earlier.

And our state’s pension debt rocketed upward. The General Assembly

failed to pass a constitutional pension reform plan.

In fact, it seems the Legislature is incapable of making tough calls when it comes to cutting spending.

There are some half measures included in the “compromise.” For example, in exchange for permanently hiking our income taxes by one-third, the fiscal conservatives were thrown a bone – property taxes won’t go up for two years.

That’s hardly much of a trade.

I’m told the plan also calls for a special tax on soda pop.

But according to The Associated Press, the plan calls for the state taking on some of the Chicago Public Schools pension obligations to the tune of more than $200 million a year.

The AP also reports a new pension reform plan will be pushed through that would save Illinois taxpayers $1 billion a year.

I’m skeptical, very skeptical of this.

It looks to me as if a spoonful of sugar to make the tax hike easier to swallow.

I’ve seen past pension plans get

shot down by the Illinois Supreme Court.

And I’m not holding my breath that this will pass constitutional muster.

Instead of banking on the pension reforms being constitutional, pass them now and wait for the Illinois Supreme Court to rule. If the reforms are upheld as constitutional, then we can look at other elements of the package to consider.

In other words, don’t even consider raising my taxes until you’re certain of cost savings.

Other aspects of the plan, such as expanding gambling, may help the state gain more revenue. But the state will never get its financial house in order until it brings its spending under control.

And this plan does little in that regard.

The people of Illinois deserve better.

Sometimes, you’ve got to go through it to get to it.

That’s a personal motto with which I have occasionally consoled myself since I was a teenager. It means that for as much as we naturally seek to avoid the unpleasant situation, to find a way over or around it, there are times in this life when the only option is to go through it, to endure the unendurable thing and pick up the pieces on the other side.

That philosophy has succored me through breakups, deaths and career reversals. I find myself turning to it again to gird for the inauguration of the 45th president.

For years, many of us have sought to avoid, to go over or around, the consequences of the Republican Party’s retreat from seriousness. Meaning its studied outrage, its practiced hysteria, its obstructionism, its bigotry, its withdrawal into a facts-free alternate universe, its embrace of human cartoons such as Sarah Palin, Ben Carson and Herman Cain. But avoidance is no longer an option, and the impossible is upon us.

DeKALB – The Northern Illinois men’s basketball team is making a habit of fourpoint wins.

The Huskies led the entire second half and managed to hold on for a 62-58 victory over Miami (Ohio) on Tuesday night at the NIU Convocation Center.

It’s the third time in conference play the Huskies (12-6, 4-1 in Mid-American Conference West) have eked out a fourpoint win – along with an 87-83 win over Central Michigan and an 77-73 overtime victory at Kent State.

“They try to take what we do well away and you just have to find a way,” NIU coach Mark Montgomery said.

Against the RedHawks (8-10, 1-4 MAC East) on Tuesday, freshman guard Eugene German was the leading scorer with 12 points on 5-of-6 shooting in 18 minutes off the bench. He was one of four players in double figures for the Huskies, along with senior big man Marin Maric (11 points, 12 rebounds), sophomore Jaylen Key (10 points) and senior guard Dontel Highsmith (10 points).

NIU outscored Miami, 28-6, in bench points.

Maric split a pair of free throws twice in the final 20 seconds of the game, but sank the second of two to give the Huskies the 62-58 cushion with seven seconds remaining.

“We executed down the stretch and made some free throws,” Montgomery said. “It wasn’t a pretty game, but sometimes it isn’t.”

The Huskies finished with a season-high 22 turnovers, but forced the RedHawks into 17.

Miami has been the only team to beat the Huskies five games into conference play, surviving for a 69-67 victory Jan. 3 in Oxford, Ohio, to start MAC play.

It marks the first time the Huskies have started 4-1 in conference play in back-toback seasons since 1979-80, when they were in their first stint with the MAC. Last season, NIU started 5-1 before finishing 9-9 in conference – good for seventh place – and 21-13 overall in its best campaign in two decades. After winning five of their first six conference games, the Huskies went on a six-game losing skid.

MAPLE PARK – Katie Nolan did to the Kaneland girls basketball team what she figuratively has done 1,000 times – clog up the lane and provide a dominating rebounding presence in the middle for her Yorkville squad.

On a fourth-quarter free-throw attempt, Nolan did something she’s done literally 1,000 times – score a point.

Nolan crossed the historic plateau as the Kaneland girls jumped out to an early lead that Knights couldn’t maintain in a 67-49 loss to the Foxes on Tuesday.

The Knights (16-4, 10-2 Northern Illinois Big 12 East) jumped out to a 13-8 lead and led throughout the first quarter, but Yorkville took a 19-17 lead with 6:09 left in the first half as part of a 17-4 run.

Kaneland coach Ernie Colombe said the Knights came out in a novelty defense, and that had an effect on slowing down the Foxes (18-1, 10-0), although it was unsustainable.

“You’re not going to hold them down for too long,” Colombe said. “We came out in a junk defense and gave them some trouble early, trying to get a lead. But we turned the ball over too many times. We could have built a bigger lead there. You can’t play a junk defense against a team all day, it’s not going to work.”

Yorkville coach Kim Wensits said the Foxes had a hard time, at first, figuring out the defensive look.

“They came out in a very unique – it looked like a zone with isolation on Lauren (Daffenberg),” Wensits said.

“I think it took us awhile to adjust to that.”

Daffenberg finished with 14 points for the Foxes, while Nolan had 12

points and 12 rebounds to help the Foxes finish with a 29-18 edge on the glass.

Jenni Weber led the Knights with 16 points and five rebounds.

“We started out well, but we struggled on the glass, so that hurt us,” Colombe said. “They were hot, and so we tried mixing it up. They were hitting their shots and we were struggling – they had us locked down pretty good.

We’re a good team, but we’re capable of playing better.”

Colombe said it was only a matter of time before Nolan and the Foxes got going.

“She’s stronger than anybody we have, she jumps higher than anybody we have,” Colombe said. “You’re going to see that. You have to make some contact. Early on she kept a lot of balls alive for them. Then Daffenberg got going.”

Nolan said she did not expect to hit the 1,000-point mark and it caught her by surprise. But with the first free throw with 3:37 left in the game, she hit the mark. Wensits called a timeout and the Knights announced the feat over the public address system.

“I had no idea I was that close,” Nolan said. “I thought I was 20, 25 points away. I had no idea. It felt really good I guess. Very surreal.”

By the numbers: Grace Ringel scored nine points for the Knights. Natalie Malinowski had 11 for the Foxes.

Beyond the stats: Kaneland committed eight turnovers in the second quarter. Yorkville hit 3-pointers on three of those ensuing possessions.

They said it: “I feel like we really started to play as a team,” Nolan said.

“I feel like we’re at our peak right now.

We had a lot of players reach double digits – it was a team effort. We had inside game, outside game. And we had good lockdown defense.”

Spartans allow too many extra chances in loss

treynolds@saukvalley.com ROCK FALLS – Sycamore stuck with host Rock Falls for most of the first half of Tuesday night’s boys basketball game at Tabor Gym, but then the Rockets started knocking down shots and hitting the boards, and the Spartans had no answer.

Rock Falls took the lead with a run to end the first half, then had surges in the third and fourth quarters to pull away for a 73-48 nonconference victory.

“We weren’t good enough defensively tonight,” Sycamore coach Ryan Picolotti said. “We were a little slow in our rotations, and we gave them way too many second and third chances.

That’s too good of a team to give them extra chances to score.”

Sycamore (7-9) trailed, 27-26, after Keyshawn Stallworth’s three-point play with 2:28 left in the second quarter, but Rock Falls (15-4) scored the next six points to close the first half, then had 10 of the first 15 points of the second half to open up a 43-31 lead with

3:41 left in the third.

Ty Sulaver and Jack Mizgalski kept the Spartans in it. Sulaver had the last four points and an assist in a 10-2 run late in the third, then Mizgalski’s drive down the lane cut the deficit to 53-48 with 6:320 left in the game.

But Rock Falls responded with a 16-6 run to put the game away. Logan Pillars scored seven of those points and also dished an assist, and eight straight points in a 1-minute, 24-second span to close the spurt was capped by Dylan Leaf’s coast-to-coast

layup off a steal to put things out of reach.

“We fought back, but they just got in too good of a rhythm at the end thanks to their offensive rebounding,” Picolotti said. “They made the most of their extra chances, and that was the difference.”

Sulaver had 12 pooints and four rebounds, and Mizgalski and Payton Picolotti each scored 10 for the Spartans.

Stallworth finished with nine points, seven rebounds, three assists and two steals.

Indian Creek trailed 15-8 after a quarter, but rallied to take a 29-28 halftime lead on Guerra’s two free throws to end the half.

When Louis Faivre scored for the Timberwolves in transition, it was 35-30. Govig and fellow center Tanner Lutz combined for 14 points for Indian Creek in the first half.

“They were a little stronger on the interior in the second half,” Piekarz said. “They have really good length, and they used that length to their advantage.”

Guerra scored all nine of his points in the first half. He buried a 3-pointer as time expired in the first quarter, and hit his two free throws just before halftime. But Guerra, like his team, went cold after that, missing all five shot attempts in the second half.

“You have to give (Newark) credit, they played good defense the entire game,” Guerra said. “But nothing changed. We just missed shots.”

Suicides lead to tough set of questions for coaches

NEW YORK – A suicide at Northwestern brought back painful memories for Penn track coach Steve Dolan.

It was three years ago that one of his athletes, Madison Holleran, killed herself. He could empathize with what Northwestern coach Joe McKeown and his team were going through when Wildcats guard Jordan Hankins took her own life last week.

“My heart goes out to the students of the team on Northwestern and her family and friends,” Dolan said in a phone interview with The Associated Press. “In our society at large, and on college campuses, it’s a real problem and we’re concerned. It’s hard to fathom and deal with it.”

A study released last year found that of 477 deaths of NCAA athletes from 2003-12, 35 had killed themselves, including 13 football players. The overall suicide rate for NCAA athletes was 0.93 per 100,000, lower than the incidence rate of 7.5 per 100,000 that the Centers for Disease Control and Prevention reported for all college students.

When do they start to play or practice again? Is it a chance to teach or better to give players space and time to grieve?

After the body of 19-yearold Hankins was found in her dorm room, Northwestern postponed its game at Minnesota, scheduled for Jan. 11. The Wildcats played at home Saturday against Indiana, beating the Hoosiers in an emotional game that included a tribute to their teammate.

The 60-year-old McKeown has coached for almost 1,000

games, but nothing he had faced prepared him for this.

“Everything I’m telling you is off the top of my head,” he said after the game. “We’re going to lean on each other.”

Dolan leaned on former Penn football coach Al Bagnoli, who had two players who killed themselves during his long tenure at the school.

“I dealt with it a lot more than I ever dreamt of dealing with it,” said Bagnoli, now the coach at Columbia. “It’s a very difficult scenario. The kids are trying to identify what has happened and there are no answers.

There are no answers that can justify the action. It’s always tragic when you lose a young person.”

The coaches and players are left figuring out how and when is the right time to move forward.

Although Northwestern postponed its game, Dolan had a tough choice when Holleran died. His team had a meet the next morning. With a co-ed team of nearly 100 members, including some who didn’t know the freshman that well, he let his players choose whether they wanted to compete.

“The healing process is different for different people,” Dolan said. “We had part of the team compete because they wanted to and they thought that was the best way to honor Madison. We had others who didn’t and stayed back.”

Dolan sent a few assistants to the meet and stayed on campus to be there for his athletes.

“That’s how we did it,” Dolan recalled. “I’m not sure there’s a right or wrong answer. You try and do things you love to do.

Our team likes to do track and field and they chose to do it. It’s a physical outlet. It’s difficult as a coach, the hardest thing I’ve had to deal with by far. The challenge of the sadness and the challenge I felt personally, yet

trying to still be a strong leader for others.”

One of Bagnoli’s players, lineman Owen Thomas, killed himself in April 2010. Thomas’ death came five years after Penn running back Kyle Ambrogi killed himself during the season, two days after scoring two touchdowns in a game.

“Our first one happened right in the middle of the season, and the second one happened during the spring,” Bagnoli recalled. “Each were devastating, each was arguably the most popular kid on the team. Each one had a different set of circumstances. No one saw it coming. ... You question yourself, why didn’t I see this.

You’re dealing with the kids on a very extended basis. That’s the first thing you have to come to grips with.”

When Ambrogi died, the team, which included the player’s brother, decided the best way to honor his memory was to keep playing, Bagnoli said.

Both Dolan and Bagnoli said the deaths helped bring their teams together.

“I felt that, over time, in a way, it made our team come closer,” Dolan said. “We really valued each other, going through this together, we needed to support each other. We needed to pull together.”

Trevor Guerra wasn’t in the mood for moral victories.

Indian Creek did as splendid a job shutting down Newark’s high-powered offense Tuesday as could be asked. The Timberwolves’ senior guard, however, wasn’t accepting platitudes.

“Obviously, I don’t feel that good.

We took a loss,” Guerra said. “We did what we had to do defensively I guess.”

So did Newark.

The Norseman turned the defensive screws on Indian Creek in the fourth quarter. The Timberwolves were held scoreless for the first 6:43, and Newark came away with a 51-43

win in the matchup of Little Ten leaders in Shabbona.

Steve McGrath scored 15 points, Dylan Patrick added 12 and Will Clausel eight for Newark (14-3, 5-0), which suffered through 1-for-17 shooting in the third quarter.

The Norseman flipped the script in the fourth, and Indian Creek missed its first nine shots. Newark’s 16-0 run turned a 35-30 deficit into a 46-35 lead.

“That was a rough one for us,” said Clausel, Newark’s four-year varsity player. “We didn’t have anything going so we had to get stops.”

Guerra scored 9 points and Nolan Govig had 8 points and 14 rebounds for Indian Creek (15-3, 4-1).

CHICAGO – The Bulls finally had a healthy roster Tuesday.

Well, for about five hours.

After the morning shootaround, coach Fred Hoiberg gladly announced that Nikola Mirotic finally was over a flu-like illness that cost the stretch-four eight pounds and four games. By the time the team reconvened for the pregame workout, however, Taj Gibson’s left ankle went from Nikola Mirotic just sore to unplayable.

“It’s something that kind of popped up,” Hoiberg said of the injury to his starting power forward. “He did have a little bit of soreness in the [Memphis] game. Again, it’s not to the point where you’re going to say that this is something that’s going to hold him out awhile. We hope to sit him, have a couple days off for rest and then get him back in the lineup in the next one (against Atlanta on Friday).”

Coincidentally, the sore ankle was the same one that Gibson had offseason surgery on before the 2015-16 season.

So while Hoiberg tried to pass it off as a separate issue, Gibson’s ankle problems have never seemingly been separate. The hope is this was just a bump in the road and not a bigger

problem to come. Gibson, who will be a free agent this summer, had played in all 42 regular-season games until Tuesday, and was the third-leading scorer on the team with 12 points a game.

In his absence, the Bulls started rookie Paul Zipser.

They did play with the idea of starting Mirotic, but the concern was that he would have to be eased into the next few games, as they try to get his wind back.

“The biggest thing is building the strength back up,” Hoiberg said. “I think he lost eight pounds with the virus he had. Now it’s about getting him back in game shape and getting his timing back.”

Hoiberg reiterated that Mirotic was dealing with a different strain of illness than Butler, because Butler came back from missing a few games, as well as 10 pounds, and picked up right where he left off before the illness caught up with him – heavy minutes and heroic late-game scoring.

“Obviously, Jimmy was unbelievable,” Hoiberg said of Butler’s return.

“The one luxury Jimmy had was he had a full practice where we scrimmaged, went up and down. He was able to blow out his lungs a little bit.

We haven’t had that opportunity yet with Niko. He did some conditioning and running on his own. We have to gradually get him back as we continue to move forward.”

After (relatively) slow start, Kane picking up pace

mlazerus@suntimes.com DENVER – When discussing Patrick Kane’s season so far, it’s important to note that a humdrum season for the Blackhawks star would be a career season for all but a handful of players in the NHL. So a little more than a week ago, when Kane sheepishly was lamenting the fact that his goal-scoring was way down and that the points were a little harder to come by, and that he wasn’t entirely happy with his game, it was worth nothing that he was second in the league in scoring at the time.

That’s how high Kane raised the bar last year with his 46-goal, 106-point season, which earned him the scoring title and the Hart Trophy as league MVP. “It’s easy to judge your game on numbers, and I think we all do that, whether we want to or not,” Kane said at the

time. “At the same time, I think it’s better for me to judge [my play] on the scoring chances I’m creating, and how much I have the puck, and if I’m creating on more shifts than not. There’s definitely room for improvement, and hopefully we’ll see that as the season goes along here.”

Sure enough, Kane has shifted back up from very good to really good again, and is starting to Patrick Kane look like the guy who spent 82 games toying with nearly every team in the league last season. Entering Tuesday night’s game against the Colorado Avalanche, Kane had three goals and seven assists in his previous six games.

And he was coming off his best performance of the season, a two-goal effort in a 3-2 loss to the Minnesota Wild in which he played an eye-popping 27 minutes and fired a career-high 12 shots on goal.

Lately, Kane has been more daring offensively, deferring a little less to Artemi Panarin and bringing back the bold dangles and creative moves that have marked much of his career. He still has only 14 goals through 46 games, but he’s back over a point a game with 47 points.

And the dip in goal production isn’t for a lack of trying – Kane, once the consummate playmaker and passer, is fourth in the league with 160 shots on goal.

“You see the way he played [against Minnesota], the puck was just following him,” Jonathan Toews said. “Once he got it, he just didn’t give it up.

Twelve shots on net. I don’t know how many legitimate scoring chances he had, but it had to be quite a few. I think he was back to his old form, for sure.”

Good thing, too, because with Toews still struggling and Marian Hossa cooling off, the Hawks once again have been a one-line team. Panarin, Artem Anisimov and Kane are the only trio giving

the Hawks a chance in some games.

But Kane always says he never is satisfied with his game, and that especially is true after last season. Now that he knows he can be a 40-goal and 100-point guy, he expects to be. And so far this season, despite trailing only Edmonton’s Connor McDavid, Pittsburgh’s Sidney Crosby (who has a 2015-16 Kane-like 50 points in 37 games) and Evgeni Malkin, Kane hasn’t been producing at that rate.

But if he can keep scoring the way he has over the past six games, he once again could threaten 100 points, if not 40 goals. And although Kane doesn’t want to be defined solely by his numbers, they’re nice to have, all the same.

“I don’t know (if I’m at that level yet),” Kane said. “You still want to produce more and create more every night you’re out there. So sometimes you look at the season as a whole, and that’s not the way to go about it. You just try to take it a game at a time and keep improving.”

CHICAGO – Wesley Matthews made a go-ahead 3-pointer from the wing with 12 seconds left, and the Dallas Mavericks beat the Bulls, 99-98, on Tuesday night for their first three-game winning streak of the season.

Six players scored in double figures for the Mavericks, including all five starters. Harrison Barnes had 20 points, Seth Curry added 18 and Dirk Nowitzki finished with 10 points and 10 rebounds.

Dallas trailed 98-96 after Jimmy Butler made a long jumper over Matthews with 23 seconds left, but Mavericks coach Rick Carlisle decided against a timeout and Deron Williams drove into the lane before kicking out to Matthews for the 3.

The Bulls had one last chance, but Dwyane Wade missed a potential game-winning jumper from the corner on his 35th birthday as time expired.

The secret to a better pasta: Soak it before putting it in the oven

f there’s anything more comforting than boiled pasta in a sauce, it’s got to be baked pasta in a sauce. The baking adds a crispy crust that is such a delicious contrast to the tender goodness of the dish.

The challenge is how to get the pasta to turn out just right.

Most baked pasta recipes instruct you to boil the noodles until cooked halfway before baking them. This allows the pasta to finish cooking in the oven as it bathes in the sauce. But this method has challenges. If you boil the noodles more than halfway, they’ll be overcooked by the time you pull the finished dish out of the oven. I find it hard to get the precooking time right.

And precooking the pasta, even halfway, takes work and dirties a large pot and colander. Then again, if you don’t precook the pasta and instead add it dry to the sauce for baking, it will take much longer to become tender in the oven, even as it absorbs all the liquid in the sauce. Dry pasta needs to hydrate.

So what’s a home cook to do? Use my simple no-cook method of precooking the pasta. Just soak the pasta in warm salted water before adding it to the other ingredients and sliding the mixture into the oven. Presoaking is a way to begin hydrating the pasta and washing away some of its starch, even as the salt in the water pre-seasons the pasta.

Yes, you’ll dirty a bowl, but given that that’s the same vessel in which you’ll combine all the dish’s ingredients, it’s the only bowl you’ll need. The soak requires 45 minutes, but it’s hands-off time, freeing you to prep the rest of the ingredients. Then it takes no time at all to assemble the dish and pop it into the oven.

Just 20 or so minutes later you can collect your reward: deeply flavored baked pasta, creamy on the bottom and crispy on top. Add a salad and some crusty bread and be happy.

Baked Penne with Prosciutto and Fontina Start to finish: 1 hour 15 minutes (20 minutes active) Servings: 6

1 pound penne pasta Kosher salt Butter, for coating the baking pan 2 teaspoons minced garlic 1 cup heavy cream 2 cups low-sodium chicken broth 1 cup crushed tomatoes 1 to 2 teaspoons red pepper flakes, to taste (optional) 1½ ounces finely grated Parmesan cheese 4 ounces coarsely grated fontina cheese 4 ounces thinly sliced prosciutto, chopped

In a large bowl, combine the pasta with enough lukewarm, well-salted water to cover. Let stand for 45 minutes.

Heat the oven to 450 degrees F. Lightly butter a shallow baking dish (12-cup capacity with 2 to 2½-inch sides).

Drain the pasta and set aside. In the same bowl, combine all remaining ingredients, stirring well. Add the pasta, toss to combine, then season with a pinch of salt. Transfer the mixture to the prepared baking dish, pressing it down evenly. Bake on the oven’s middle shelf until bubbly and browned, 20 to 22 minutes.

Nutrition information per serving: 590 calories; 240 calories from fat (41 percent of total calories); 27 g fat (15 g saturated; 0.5 g trans fats); 100 mg cholesterol; 1060 mg sodium; 63 g carbohydrate; 3 g fiber; 5 g sugar; 24 g protein.

A friend recently became a firsttime grandmother, and when we went out to lunch, she was exhausted. She had been cooking meals for the new parents, and collapsed into her chair saying she hadn’t finished making a moussaka before she had to leave.

“You,” she said, “could do the world a big service by coming up with a quick and easy moussaka.”

Moussaka is, in short, an eggplant and meat casserole, one of Greece’s national dishes. I did ask why she picked such a labor-intensive dish to make the young couple, who probably would have been grateful with a baked ziti.

But the notion of a simple moussaka stuck in my mind.

I started looking at moussaka recipes, and remembered why I never make it. The bechamel sauce; the slow-simmered tomato sauce; the thinly sliced, salted and fried eggplant (in some cases lining the casserole pan!); the sliced, sautéed or mashed potatoes; the finely chopped lamb shoulder. I started to feel tired just thinking about it.

But I owed my friend a recipe.

Traditional Greek cooks probably will flinch and shake their heads when they see some of the shortcuts I’ve taken. The potatoes are diced and baked, and then get a casual mush in the casserole pan. I used Japanese eggplants, which have few seeds and less bitterness, thus eliminating the need to salt them, and they are diced and baked alongside the potatoes (less oil, less hands on time). The tomato sauce is created right into the sautéed lamb, which is bought pre-ground. And the bechamel is replaced with a quickly stirred-together sauce made from eggs, creme fraiche and yogurt. A sprinkle of kashkaval cheese (a Greek sheep’s milk cheese) finishes it off, but if you can’t find that, grated Parmesan will do just fine.

You can make all the components a day ahead and then assemble and bake.

This dish is comforting and indulgent at the same time, and you can assemble the casserole early in the day and bake it just before dinner. Serve with a big, leafy, green salad.

I can’t yet picture the day I am cooking as a grandmother. But for the first time, I can envision making moussaka without needing a vacation afterward.

EMSA is a program designed for students who will be entering their senior year in high school in the fall of 2017. Originally designed for students interested in pursuing a degree in engineering or physics, the program has expanded in recent years to accommo-

date students interested in pursuing a “pre-professional” major in college in addition to the engineering, physics and computer science majors.

Taking classes through EMSA allows area seniors to get a jump-start on their college career by fulfilling science and math course requirements for a fraction of the cost of university tuition. The courses are compatible with the equivalent courses offered by the University of Illinois and Northern Illinois University, to maximize transferability of 23 to 26 credit hours, which is nearly one full year of college course credits. Students who have attended EMSA have transferred to Uni-

versity of Illinois, NIU, Embry-Riddle Aeronautical University, Case Western Reserve University, Cornell University and Harvard, and many other four-year institutions.

Track One of EMSA is the engineering-physics track with the students taking Calculus and Analytic Geometry I in the summer prior to their senior year in high school. That fall, they will take Calculus II and Physics for Science and Engineering I. In spring 2018, they will complete the academy with Calculus III and Physics II. Track Two is the pre-professional track. Students will begin with the same Calculus and Analytic Geome-

try I class in summer but in fall will take General Chemistry I and General Physics I, followed by General Chemistry II and General Physics II in spring 2018.

26 Video games can negatively impact health Dear Doctor: My son is obsessed with electronic gaming. He spends hours a day doing this. Is this unhealthy?

Dear Reader: When I was younger, in the infancy of computer games, the games were of low resolution and the goal was simply to develop enough skill to master them. To me, this was a fun activity, often separating me from the mundane and stressful activities of everyday life.

Today’s games are more complex, requiring a variety of skills in complex reasoning and hand-eye coordination. Proficient players record their techniques on YouTube, and the truly elite compete in auditoriums, watched online by hundreds of thousands of people. Is there a downside to this? Definitely – if parents don’t manage it properly.

The first potential problem with these games is the prolonged sitting required.

This type of sedentary behavior can lead to obesity.

A 2004 study performed in Switzerland compared obesity rates and the hours people spent either playing electronic games or watching television. Researchers found a significant correlation between playing electronic games and obesity, with a connection especially likely among people who spent more than two hours a day playing games.

On the plus side, the obesity rates were not as high among game-players as among people who watched television, supposedly because of the passive nature of watching television and the greater amounts of unhealthy food consumed while watching it.

In a study by the American Academy of Pediatrics in 2009, children and teens who said they played more than 45 minutes of video games a day were more likely to report poorer health and increased psychological distress than those who played less than that amount. Those gamers also were found to have more behavior problems.

ASK THE DOCTORS Robert Ashley And consider this: In an Australian survey study of 3,000 adolescents ages 11 through 17, those who had the highest levels of psychological distress were those who spent the most time playing electronic games or roaming the internet. It might be gaming itself is not the full problem. Rather, the gaming might be an outlet for children with emotional issues.

However, the biggest problem with gaming is it can be addictive. The Diagnostic and Statistical Manual of Mental Disorders identifies Internet Gaming Disorder as a condition that warrants further studies.

My feeling is electronic games can have benefits for children and adolescents, but exposure to them must be limited.

I recommend you watch for addictive behavior from your son in connection to these games and you limit the amount of time he spends with them each day. The American Academy of Pediatrics recommends no more than two hours of screen time a day.

If your son is playing these games and in addition watches television, he may have an increased risk of obesity, poorer health and behavior problems.

When it comes to activity, keep two other pieces of advice in mind. One, encourage your son to substitute more active video games over the more passive variety and, even better, encourage him to pursue sports and other forms of exercise.

Typically, this would have said that he was raising spades and really liked his hand, but he had denied four spades by failing to make a negative double on the first round. So, this bid said that he had the club ace, diamond support, probably a high spade and a suitable hand for a diamond contract.

After South control-bid in hearts, North bid what he thought his partner could make.

West led the heart king (king from ace-king at the five-level and higher, asking for a count signal from partner) and shifted to a trump.

Simpson won on the board, cashed the spade king, played a spade to his ace, ruffed a spade, led a club to his king, trumped another spade, ruffed a club, drew trumps and claimed.

None of the other 11 pairs found six diamonds.
