Fear drives votes for Madigan in House POLL YESTERDAY’S RESULTS

A new General Assembly will be sworn in Wednesday, followed by an election of chamber leaders.

Barring some unforeseen, well, miracle, Michael Madigan will be voted in as speaker of the Illinois House for the 17th time in the past 18 elections for the office. And Illinois will continue to be the worse for it.

Yes, Michael Madigan has been House speaker for all but two years since 1983. He also controls the state Democratic Party as well as the party purse strings that go along with it.

Madigan is a classic machine politician.

He rules Springfield with an iron fist, and he rules it badly. Democrats who cross him risk becoming targets in the next primary, losing any leadership positions and never having any of their bills called for a House vote.

But then there’s this: During Madigan’s 30-plus-year reign, Illinois has accumulated a pension debt of $130 billion, the worst in the nation. The state has a backlog of unpaid bills of $11 billion to Illinois businesses, social service agencies, schools and others. It hasn’t had a full-year budget since July 2015, yet spending continues to outpace revenue, adding daily to the backlog and Illinois’ financial mess.

In new U.S. Census data released in December, Illinois led the nation in the number of residents fleeing the state, with 114,144 Illinoisans packing up for greener pastures between July 2015 and July 2016.

In the November election, more than 60 percent of legislative races went uncontested, meaning voters did not have a choice of candidates. That’s largely because Madigan controls the redistricting process every 10 years and creates districts favorable to Democrats and the candidates he prefers. Despite statewide bipartisan support for redistricting reform,

Is Madigan solely to blame for the state’s dire situation? No, but he’s been the one constant through decades of decline, and the power he’s accumulated over that time is unlike that of any other legislative leader in the country.

Are Illinois lawmakers, particularly House Democrats, proud of Illinois’ fiscal situation?

Are they proud of the Census data, of the uncontested legislative races? If not, then why do they continue to vote in Madigan as their leader?

Everyone’s heard the old cliche that the definition of insanity is doing the same thing over and over again and expecting different results.

Do House Democrats expect Illinois to begin turning around its financial fortunes if they elect Madigan as speaker for a 17th time?

The only logical answer to that rhetorical question is “no.”

What’s the reason to vote for him, then, other than fear?

Can that – cowardice – be it?

Are House Democrats so afraid of Madigan and his accumulated power that they’ll jeopardize Illinois’ financial solvency for two more years?

That’s the question everyone should be asking lawmakers who cast their vote for Madigan as speaker of the House.

TODAY’S TALKER BOOK SALES SUSPENDED FOR TRUMP AIDE NEW YORK – The publisher of Monica Crowley’s “What the (Bleep) Just Happened?” said Tuesday that it is halting sales of the book, pending the “opportunity” for the aide to President-elect Donald Trump to revise her text.

Crowley is a syndicated talk show host and Trump’s pick to serve as director of communications at the White House’s National Security Council. She is accused of plagiarizing numerous passages in the 2012 book, an anti-Obama work

that was praised by future Trump supporters Sarah Palin and Rudolph Giuliani, among others.

On Tuesday, HarperCollins announced the book and its 2013 edition, “What the (Bleep) Just Happened ... Again?” will “no longer be offered for purchase until such time as the author has the opportunity to source and revise the material.”

Both editions have the same basic material, but the 2013 book includes a new foreword, in which Crowley responds to Obama’s re-election.

Obama inspired by America’s ‘boundless capacity’ as he leaves office

CHICAGO – Conceding disappointments during his presidency yet offering vigorous encouragement for the nation’s future, Barack Obama issued an emotional defense Tuesday night of his vision to Americans facing a moment of anxiety and a dramatic change in leadership.

Obama’s valedictory speech in his hometown of Chicago was a public meditation on the trials and triumphs, promises kept and promises broken that made up his eight years in the White House. Arguing his faith in America had been confirmed, Obama said he ends his tenure inspired by America’s “boundless capacity” for reinvention, and he declared: “The future should be ours.”

His delivery was forceful for most of his speech, but by the end he was wiping away tears as the crowd embraced him one last time.

Reflecting on the corrosive recent political campaign, he said, “That potential will be realized only if our democracy works. Only if our politics reflects the decency of our people. Only if all of us, regardless of our party affiliation or particular interest, help restore the sense of common purpose that we so badly need right now.”

He made no mention of Republican Donald Trump, who will replace him in just 10 days. But when he noted the imminence of that change and the crowd began booing, he responded, “No, no, no, no, no.” One of the nation’s great strengths, he said, “is the peaceful transfer of power from one president to the next.”

Earlier, as the crowd of thousands chanted, “Four more years,” he simply smiled and said, “I can’t do that.”

Soon Obama and his family will exit the national stage, to be replaced

by Trump, a man Obama had stridently argued poses a dire threat to the nation’s future. His near-apocalyptic warnings throughout the campaign have cast a continuing shadow over his post-election efforts to reassure Americans anxious about the future.

– from health care overhaul and environmental regulations to his nuclear deal with Iran – potentially could be upended by Trump. So even as Obama seeks to define what his pres-

idency meant for America, his legacy remains in question.

Even as Obama said farewell to the nation – in a televised speech of just less than an hour – the anxiety

felt by many Americans about the future was palpable, and not only in the Chicago convention center where he stood in front of a giant presidential seal. The political world was reeling from new revelations about an unsubstantiated report that Russia had compromising personal and financial information about Trump.

Steeped in nostalgia, Obama’s return to Chicago was less a triumphant homecoming and more a bittersweet reunion bringing together Obama loyalists and loyal staffers, many of whom have long since left Obama’s service, moved on to new careers and started families. They came from across the country – some on Air Force One, others on their own – to be present for the last major moment of Obama’s presidency.

District 424 hires new superintendent

dzimmerman@shawmedia.com GENOA – Genoa-Kingston School District 424 will welcome a new superintendent for its 2017-18 school year.

The school board unanimously approved the contract of Virginia Community Unit School District 64 Superintendent Brent O’Daniell during its meeting Tuesday.

O’Daniell will replace Superintendent Joe Burgess, who is retiring at the end of the school year.

The three-year contract carries a $165,000 annual salary. O’Daniell will receive a $500 monthly car allowance, 15 sick days and 20 vacation days.

The district will pay pension contributions toward the Illinois Teachers Retirement System. The contract will not allow for cash-out options, except for unused vacation time, which is required by the state.

“It was the right move professionally to move to a larger school district and have the opportunity to impact more lives. I’m really excited and look forward to stepping in. Superintendent Burgess has done wonderful things, and I hope to continue that.”

Incoming Genoa-Kingston School District 424 superintendent O’Daniell said that part of his reason to change school districts was to be closer to his two children, who are attending Aurora University next year.

He added that he sent applications across Illinois, but Genoa-Kingston was the only district in the area that showed interest.

“It was also the right move professionally to move to a larger school dis-

trict and have the opportunity to impact more lives,” O’Daniell said. “I’m really excited and look forward to stepping in. Superintendent Burgess has done wonderful things, and I hope to continue that.”

District 64 is composed of about 320 students, while Burgess said the five schools of District 424 have about 1,200 students.

Board President Paul Kruse said that a total of six candidates were considered to fill Burgess’ spot, but O’Daniell’s experience and general personality made him stand out.

Kruse added that O’Daniell’s inexperience in managing such a large district was considered, but Kruse and the board are confident he can make the jump as a professional.

O’Daniell has been the superintendent of District 64 for five years. Before that, he spent three years as principal of Nashville Grade School District 49 and another three years as its superintendent.

He also was a principal in Odin School District 722 and was a junior high and high school math and physical education teacher for eight years.

Burgess spent seven years as District 424’s superintendent and said he is happy to retire leaving the district in O’Daniell’s hands.

OBITUARIES ARLENE ROSE AMERLAN Born: February 10, 1928 Died: January 7, 2017

Arlene Rose (Block) Amerlan, 88 years old, passed away peacefully surrounded by loved ones on Saturday, January 7, 2017 at Oak Crest Retirement Center in DeKalb, IL. Arlene was born February 10th, 1928. She was the youngest of 4 children, born to Otto and Rose (Janz) Block of Oak Park, IL. She lived and went to school in her home town of Oak Park, until she married Robert J. Amerlan in 1946. They were married for 70 years. With their 3 children, they moved to Addison, IL and most of their retired life was spent in Sublette, IL. Later in their years, they moved to DeKalb, IL to be closer to family.

Arlene loved music, learned to play the piano, organ and accordion. She taught herself to play the guitar, paint, sew, crochet, and much more. She loved to go camping, boating, photography and gardening.

Beside Arlene’s many talents, she opened her heart and home to many people of the years.

She is described as a fun loving friend, adoring aunt, affectionate mother and grandmother, and a devoted wife. The staff and nurses at Oak Crest describe her and her husband as the “Love Story” couple, always holding hands and always gave 3 kisses for good luck.

Arlene is survived by her husband, Robert J. Amerlan; their 3 children, James R. Amerlan, Joyce M. Amerlan-Schirmer, and Bonnie R. Amerlan-Nowinski (Ed Nowinski); 8 grandchildren, Jaime L. Amerlan, Steven J. Amerlan, Jacquelyn M. Schirmer – Franklin (Robert Franklin), Matthew P. Schirmer, Jeremiah Deaton (Rocio Martinez-Deaton), Shane S. Deaton (Kristen Marin-Deaton), Adam Nowinski, and Matthew Nowinski; 5 great-grandchildren, Samantha M. Franklin, Christina R. Franklin, Ethan J. Deaton, Ty E. Deaton, Ollie D. Deaton; as well as numerous nieces and nephews, relatives and friends.

Bob’s working career was a mason and bricklayer for 42 years, he also enjoyed sports throughout his entire life especially enjoying the game of golf. He was a lifetime Bears and GRACE MARIE REX White Sox fan, and really enjoyed watching his Grace Marie Rex, 86, died Tuesday, January grandchildren’s sporting events.

The concrete slab beneath the baby pool slide will be torn down because it is no longer permitted by the Illinois Department of Public Health. The slide will be replaced with a new one shaped like a seal.

This part of the project will cost $24,500, according to park district documents.

“Regular users had legitimate concerns about the baby pool. The board felt rightly so, and so it makes sense to get the work done while we have a contractor there,” Gibble said.

The ADA work itself will cost $163,000, while $20,900 will go toward repainting the baby pool, $11,250 will go toward repainting the hot tub and $6,100 will go toward repainting inside the bathhouse, according to the documents.

“Since we’re tearing down the walls and rebuilding, instead of just repainting over the parts that we’ve replaced, we’re repainting the entire interior of the bathhouse so it’s a consistent color,” Gibble said.

Park officials estimated that the pool renovations would cost about $100,000, but they had not factored in additional health department requirements that would come up, such as fixing the drains in the bathhouse.

Pool renovations are the final updates in the district’s five-year transition plan to bring all of its facilities into compliance with the ADA after the Department of Justice set new standards.

Updating the pool was last on the list because of previous considerations of a collaborative DeKalb-Sycamore pool, but almost half of residents surveyed said they would not support the project.

SYCAMORE – Construction to make Sycamore’s public pool accessible for people with disabilities is expected to begin next week, with the project scheduled for completion in April.

By the end of May when the pool opens, accessibility issues to the water basins and the bathhouse should be fixed, other improvements will be finished, and a lower maximum capacity for the pool will be enforced.

Reducing the pool’s maximum capacity from 433 to 300 people allows the district to save money on bathhouse renovations, Sycamore Park District Executive Director Dan Gibble said.

Gibble said that if the district planned Americans with Disabilities Act renovations for the pool’s current capacity of 433 people, it would have required an expansion of the bathhouse.

Daily pool attendance doesn’t frequently go above 300, he said.

“We had the option to reduce the bather-load capacity and still meet plumbing and ADA requirements,” he said. “The number is still well above what we average daily in the pool.”

Gibble said the final bid of $225,750 was awarded in October to Sjostrom Construction of Rockford.

He said this price includes completing ADA work, replacing the baby pool slide and repainting the hot tub basin, baby pool basin and inside the bathhouse.

The district also paid $24,000 in professional fees to Williams Architects and Aquatics for help with the bidding process.

Genoa man faces jury trial in child sex case this week

browland@shawmedia.com SYCAMORE – Jury selection began Tuesday in the trial of a Genoa man accused of predatory criminal sexual assault.

CA Barnett, 67, of the 300 block of North Sycamore Street in Genoa, was charged in 2012 with predatory criminal sexual assault of a child and criminal sexual abuse.

The crimes allegedly involved three different children, but prosecutors are going forward with charges involving only one of the alleged victims.

First Assistant State’s Attorney Stephanie Klein is prosecuting the case with Assistant State’s Attorney Alicia Caplan.

Barnett is represented by Stephen Richards, a Chicago attorney. Chief Judge Robbin Stuckert is presiding

LOCAL BRIEF DeKalb mayoral candidates to participate in public forum

DeKALB – The Kiwanis Club of DeKalb will be hosting a public forum for the four mayoral candidates for the city of DeKalb on Feb. 6.

The forum is designed to encourage the public to become acquainted with the candidates and discover their vision for DeKalb as well as their qualifications for office, a Kiwanis Club news release said.

The four candidates in April’s election are incumbent Mayor John Rey, community leader Jerry Smith, local businessman Michael Embrey and DeKalb County Board member Misty Haji-Sheikh.

Doors will open at 5:45 p.m.

Each candidate will give a five- to 10-minute presentation, followed by a public question-and-answer segment.

Forms will be available to submit questions, but participants must bring their own pens and pencils.

From 7 to 7:45 p.m., there will be an informal public roundtable discussion with the candidates.

Barnett has been out on bond since Dec. 1, 2012, when he posted a total of $55,000 bail in two cases.

According to court documents, the first case involved Barnett committing a sex act July 2, 2011, with a 5-year-old girl. At the time, Genoa Police Chief Ty Lynch said the girl told her mother about the incident. The mother then reported it to police.

In the second case, Barnett is accused of committing sex acts with a girl younger than 13 between January 1997 and December 2001, and with another girl younger than 13 from January 1999 to December 2003, according to court records.

Barnett’s case almost went to trial several times in 2015 and 2016, records show.

The trial is expected to conclude later this week.

SPRINGFIELD – Illinois’ financial crisis is being handed off from one set of lawmakers to another this week – a problem that, at 18 months, is the nation’s longest-running budget stalemate.

The key players: The conservative businessman-turned-governor Bruce Rauner and Michael Madigan, the oldschool Democratic House speaker whose decades at the helm has made him a Capitol institution.

The General Assembly being sworn in Wednesday is the 100th, a historic one marking the Prairie State’s 2018 bicentennial. It has a steep climb ahead, although the Senate broke away this week with its own proposed solution to pulling the state out of billions of dollars of debt, restoring for thousands of vendors the ability to make payroll and returning social service programs to more than a million people.

But Rauner and Madigan remain so entrenched in their positions and some think the matter will not be resolved before the 2018 election, when voters have another crack at naming the governor.

Here’s a look at the beginning of the debacle and what might happen next:

Illinois lawmakers OK tax incentive program extension

SPRINGFIELD – Illinois lawmakers have approved a four-month extension of a corporate tax incentive program amid an ongoing budget standoff.

The Economic Development for a Growing Economy program was set to expire at the end of last year. It offers businesses tax breaks in exchange for agreements on creating and maintaining jobs.

The House and Senate approved the measure Tuesday with wide support. A spokeswoman says Gov. Bruce Rauner will sign the extension, but he’s urging support of a Republican-backed plan to overhaul the program.

Rauner made changes to the program in 2015 after suspending it months earlier.

Some lawmakers argue the program

needs reform because it benefits larger companies over smaller ones. Others say a short-term extension is the way to go for now.

Illinois health insurance law sign-ups outpace last year

CHICAGO – More than 351,000 Illinois residents have signed up for health insurance under the health care law, despite Republican efforts to repeal “Obamacare.” That’s about 4,400 more people than at the same time last year.

Federal figures released Tuesday show that 13 percent of enrollees live in rural Illinois. About half are between 45 and 64 years old, and another quarter are 18 to 34 years old. Fifty-four percent are white.

Three out of four qualify for cost-reducing tax credits of $366 per month, on average.

Enrollment continues on HealthCare.gov through the end of January. Consumers have until Sunday to sign up for coverage starting Feb. 1.

Rauner believes the state’s businesses are overburdened by restrictive laws and union requirements, that voters have lost faith because of political scandal and that property taxes are choking homeowners. Since his inauguration in January 2015, he has insisted that a budget agreement – and the income-tax hike likely necessary to fund state services – be accompanied by restrictions on workers’ compensation, union power, term limits for politicians and a fairer way of drawing legislative districts.

Democrats say no. Madigan has called Rauner’s agenda “extreme,” arguing it would hurt middle-class families and shouldn’t be part of budget talks.

And that’s where it has stood, with little variation since the no-budget era

New names on the legislative roll call alone will mean little change.

Democrats lost four seats and their veto-proof supermajority in the House.

But that supermajority was fickle because of moderate party members who couldn’t always vote in lockstep.

Frustrated by the seemingly interminable stare-down, the Senate tried to step out of the shadows this week. Senate Majority Leader John Cullerton and the Republican leader, Sen. Christine Radogno, negotiated a package of legislation that would raise the income tax from 3.75 percent to 4.95 percent, but also provide property tax relief and meet other Rauner desires.

The vote planned for Monday would have been symbolic because of the session’s end on Tuesday, but it sputtered when Radogno couldn’t muster Republicans. The pair promised to reintroduce the measures in the new Legislature.

‘Hamilton’ interrupter banned from some theaters

CHICAGO – A man has pleaded guilty to disrupting a Chicago performance of the musical “Hamilton” and is temporarily banned from some theaters.

John Palmer entered the plea Monday to a charge of misdemeanor trespassing and was sentenced to six months of court supervision. As part of his plea agreement, the 56-year-old can’t attend Broadway in Chicago productions for six months.

Assistant Cook County State’s Attorney Lindsay Hicks told the judge that Palmer was “yelling,” ‘’cursing” and “making actresses fearful.”

Palmer’s attorney Jonathan Feldman had blamed the Nov. 19 incident on a “hostile” and “partisan” audience that was clearly against President-elect Donald Trump, whom Palmer supported.

The “Hamilton” cast in New York City had made comments to Vice President-elect Mike Pence at a previous performance.

Quincy University receives $1 million anonymous gift

QUINCY – Financially challenged Quincy University in western Illinois has received $1 million from an anonymous donor.

The Quincy Herald-Whig reported that the gift will go toward operations of the Catholic university of about 1,100 undergrads and graduate students.

The university’s interim chief operating officer, Phil Conover, called the donation a significant step forward. The school is undertaking a five-year recovery plan after the revelation in October of a $5 million budget deficit and a faculty no-confidence vote in university President Robert Gervasi.

A financial consultant hired in October is coordinating the recovery. The plan includes a $7 million fundraising campaign, and, in December, the university announced a cutback of 14 non-faculty positions.

Attorney general pick says he’d defy Trump if needed

WASHINGTON – Alabama Sen. Jeff Sessions fervently rejected “damnably false” accusations of past racist comments Tuesday as he challenged Democratic concerns about the civil rights commitment he would bring as Donald Trump’s attorney general. He vowed at his confirmation hearing to stay independent from the White House and stand up to Trump when necessary.

Sessions laid out a sharply conservative vision for the Justice Department he would oversee, pledging to crack down on illegal immigration, gun violence and the “scourge of radical Islamic terrorism” and to keep open the Guantanamo Bay prison in Cuba.

But he also distanced himself from some of Trump’s public pronouncements.

He said waterboarding, a now-banned harsh interrogation technique that Trump has at times expressed support for, was “absolutely improper and illegal.”

Though he said he would prosecute immigrants who repeatedly enter the country illegally and criticized as constitutionally “questionable” an executive action by President Barack Obama that shielded certain immigrants from deportation, he said he did “not support the idea that Muslims, as a religious group, should be denied admission to the United States.”

Trump earlier in his campaign called for a temporary total ban on Muslims entering

his country but has more recently proposed “extreme vetting.”

Sessions asserted that he could confront Trump if needed, saying an attorney general must be prepared to resign if asked to do something “unlawful or unconstitutional.”

Nothing new came out of the hearing that seemed likely to threaten Sessions’ confirmation by the Republican Senate.

Yet as he outlined his priorities, his past – including a 1986 judicial nomination that failed amid allegations that he’d made racially charged comments – hovered over the proceedings. Protesters calling Sessions a racist repeatedly interrupted and were hustled out

by Capitol police.

Sessions vigorously denied that he had ever called the NAACP “un-American.” He said he had never harbored racial animus, calling the allegations – which included that he had referred to a black attorney in his office as “boy” – part of a false caricature.

“It wasn’t accurate then,” Sessions said. “It isn’t accurate now.”

He said he “understands the history of civil rights and the horrendous impact that relentless and systemic discrimination and the denial of voting rights has had on our African-American brothers and sisters. I have witnessed it.”

Sentencing of Arison a shame The accusations against Andrew Arison in 2015 shocked parents across DeKalb County, yet when it came time for him to be sentenced, prosecutors from State’s Attorney Rick Amato’s office chose to do it in a virtually empty courtroom.

Arison, a substitute teacher who taught in schools around the area for years, was seen March 11, 2015, inappropriately touching two students in an early childhood education program at Huntley Middle School in DeKalb.

The next day, he was arrested at Sycamore’s Southeast Elementary School.

A day after that, police searched his home and said they found thousands of images of child pornography on a computer there. Police said that Arison had admitted to having inappropriate contact with the students.

By the time the investigation was finished, Arison would face charges of predatory criminal sexual assault, possession of child pornography and aggravated criminal sexual abuse. The most serious charge, predatory criminal sexual assault, carried a potential sentence of up to 60 years in prison.

In DeKalb and Sycamore, police held meetings with local parents to address their fears. There were tears and anger on the part of parents who wanted to know why they weren’t notified that Arison had been around their children. Eventually, 12 victims would be identified, all of them from the early childhood program in DeKalb.

Arison sat in the DeKalb County jail for almost two years. Then on Dec. 28, a scheduled court date for a closed-door conference with a judge in the case, Arison and prosecutors presented a plea agreement to a judge.

First Assistant State’s Attorney Stephanie Klein, who had handled the case for nearly a year, was out of the office at the time. Assistant State’s Attorney Alicia Caplan filled in for her.

Arison, who used to tell local schoolchildren to call him “Mr. Awesome,” apparently spoke for the first time. Arison’s parents attended the hearing. None of the victims’ families were present. The accusations against Arison had a profound impact, and many people in the public, including teachers, school officials and parents, deserved to see him held accountable.

After police and prosecutors told the public there were 12 victims and thousands of images of child porn, Arison only got 13 years in prison in the plea deal. He likely will serve less time than that with good behavior and in light of the time he already has spent behind bars.

Holly Peifer, director of the Children’s Advocacy Center, told the Daily Chronicle that the case was difficult to prosecute because the victims could not speak and therefore were incapable of testifying. But prosecutors still have to own it. Residents want to know that their justice system is working for them in a transparent way – not trying to get things done quietly.

Being “tough on crime” means, in part, making people who injure the community face us in open court.

That didn’t happen here, and it was a shame.

Courts a diorama of dysfunction

The U.S.’s immigration courts are a diorama of dysfunction, staggering under a crushing caseload. The backlog, which has doubled in the past six years, now exceeds half a million cases; thousands more are added each month. Immigration judges, who number just 300, schedule hearings two or three years in the future, or even more in some venues. Their workloads, on average more than 700 cases annually, are twice what federal district court judges face.

Under those circumstances, due process – the idea that each immigrant seeking asylum or charged with overstaying their visa or entering the country illegally will be granted a fair hearing with the law’s full protection – is a fading ideal.

It’s no more than a pipe dream when it comes to the tens of thousands of children whose cases come before immigration judges each year. Many of them have no lawyers, and little if any understanding of the procedures, questions and stakes they face.

Frightened and intimidated, they are compelled to represent themselves, facing government attorneys. Under those circumstances, the idea justice will be rendered impartially is a fantasy.

The nation’s 58 immigration courts, administered not by the judiciary but by the Justice Department, are places of Dickensian impenetrability, operating under comically antiquated conditions. Case files scarcely are digitized. Clerks are outmatched by mountains of paper files. Translators struggle to convey evidence and legal concepts across linguistic and cultural barriers.

Disgracefully, wild disparities in outcomes and legal standards characterize the various courts, meaning asylum seekers who appear before immigration judges in Atlanta face almost impossibly long odds and generally are ordered deported, while those in New York usually are granted relief and allowed to remain in the country.

In Atlanta, where she prac-

ticed, the handful of immigration judges granted asylum in just 2 percent of cases in the 2015 fiscal year, despite a surge in drug and gang violence in Central America, which drive thousands to flee to the United States. Nationally, the average grant rate in fiscal 2015 was 48 percent, according to government figures.

The Obama administration, which contributed to the logjam by ordering judges in 2014 to prioritize Central American families and unaccompanied children who flooded across the southern border, has hired new judges, a painstakingly slow process. To clear the backlog, however, at least 200 more are needed.

President-elect Donald Trump says he’ll freeze federal hiring.

Doing so also would impede his own plans to accelerate deportations, many of which must be ordered by a deportation judge.

In immigration courts, reality and rhetoric are on a collision course for the new administration.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Media required to take a moral stand “Five minutes for Hitler, five minutes for the Jews.”

That, according to legend – and a Facebook page for alumni of The Miami Herald – was the routine response of an ’80s-era editor whenever some hapless reporter was working overly hard to bring “balance” to a story where none should exist – where the moral high ground was clearly held by one side or the other. I don’t know who the editor was, but that riposte brims with a wisdom sorely lacking in modern news media, obsessed as they are with the fallacy of journalism without judgment.

Take as Exhibit A Gerard Baker, editor-in-chief of the Wall Street Journal. In a Sunday interview with Chuck Todd of “Meet the Press,” he explained why his paper declines to label Donald Trump’s manifold falsehoods as lies. “ ‘Lie,’ ” he said, “implies much more than just saying something that’s false. It implies a deliberate intent to mislead.” He argued it is better to report a given Trump claim, juxtapose it with the facts and let the audience make up its own mind.

VIEWS Leonard Pitts Otherwise, he said, “you run the risk that you look like you are ... not being objective.”

Besides, he added, Hillary Clinton also spoke some untruths, but media were not so quick to label her a liar.

Of course, the plain fact is that Trump is a liar – and a fantastically prodigious one at that. Baker’s preferred method of handling this would be like reporting on each individual drop of water that falls, but never mentioning the storm.

And likening Trump’s untruths to Clinton’s is like likening Kareem Abdul-Jabbar’s scoring to Zan Tabak’s.

Abdul-Jabbar is the all-time leading scorer in NBA history. You’ve probably never heard of Tabak, although he also played in the NBA and, once in a while scored a basket.

Baker’s is a mindset that has become all too common. With the

obvious exception of certain partisan news outlets, some reporters, fearful of being tagged for “bias” on contentious issues, seek to safeguard themselves by ritually quoting a source from Side A and another from Side B while avoiding even painfully obvious conclusions. They call this “fair and balanced.” It’s actually gutless and dumb.

Five minutes for Hitler, five minutes for the Jews.

And then what? Five minutes for ISIS, five minutes for Charlie Hebdo?

Yes, these are outlandish examples.

They are also logical extrapolations.

The plain fact is, journalism without judgment – moral judgment – cannot exist. If you doubt it, try a thought experiment. You’re a news manager on a day when the mayor is cutting the ribbon on a new hospital, and there’s been a mass shooting at the mall. What’s your top story? Is it the shooting? Why? Won’t the hospital directly impact more people? If you go with the shooting, what angle will you take? What resources will you commit? What answers will you demand?

Congratulations, you just committed multiple acts of moral judgment.

Yes, news media must strive to be fair, to hold all sides to rigorous account, to offer a balanced view.

But occasionally there comes a point – subjective, but no less real for that – when pretending to moral equivalence between those sides is a lie, an act of journalistic malpractice.

In these perilous times, with authoritarianism coming to the White House and bizarre untruths infesting our national discourse, that is a sin we can ill afford. No one ever had to remind Walter Cronkite or Edward R. Murrow of the need to speak the truth when the truth was plain and the moral imperative clear. No one should have to remind this generation of journalists either.

There are two sides to every story, goes the axiom. But you know what?

Sometimes there’s only the one.

Christian persecution a rising problem in America

Center for Urban Renewal and Education Actress Meryl Streep’s political diatribe at the Golden Globes awards isn’t the only surprise attention-getting provocation from the event. Nominee film “Hidden Figures,” a box-office hit about the true story of three black women mathematicians who played important roles at NASA in the early days of the space program, is also generating unexpected controversy.

The controversy surrounds Kim Burrell, the black gospel singer whose song “I See A Victory” appears on the soundtrack for the film.

Burrell, in addition to being a gospel singer, is a pastor, and with the release of “Hidden Figures,” a video emerged on the internet of her passionately preaching in her church against homosexuality.

Burrell was scheduled as part of the film’s promotion to appear and perform, along with the film’s soundtrack producer, Pharrell Williams, on “The Ellen DeGeneres Show.” But DeGeneres, an open lesbian, canceled Burrell’s appear-

ance as a result of the video.

Next, Burrell’s radio show, which is produced at Texas Southern University, was canceled. Then she was disinvited from the BMI Trailblazers of Gospel Music Awards, where she was a co-honoree.

Williams, appearing on DeGeneres’s show, said Burrell is a “fantastic singer,” but “there’s no room for any kind of prejudice in 2017.”

Wait a second. It’s prejudice when a pastor condemns, in her church, behavior that the Bible, as understood by hundreds of millions of Christians around the world, prohibits, yet it’s not prejudice when others make every effort to purge that person from the public space because of her faith?

As far as I know, Burrell just intended to sing on the DeGeneres show.

I don’t think she planned to preach a sermon about homosexuality.

DeGeneres, and the many sympathetic to her point of view, believe it is just fine to crush Burrell and destroy her career because of her Christian beliefs, but they are all for using the law to force a Christian baker to make a cake

for a same-sex wedding or to force a Christian photographer to work at one.

It should be clear that what motivates the pro-homosexual movement is not advancing a free and tolerant society. It is promoting a society that legitimizes their point of view and punishes, as severely as possible, those who reject it. This is fascism, not freedom.

It behooves us to point out that rejection of homosexual behavior does not come from some crank who woke up in the night and decided it’s not OK. We are talking about Biblical scripture that has been guiding Christians for a few thousand years.

Religion, of course, is about faith, not about science. It is about what is true and false, right and wrong, and how to behave and live our lives.

But if we want to bring science into the picture, data support, in a powerful way, the importance of these traditional values.

A 2015 study, for instance, published by the American Enterprise Institute and the Institute for Family Studies, showed that states with higher percentages of children living with their biolog-

ical parents in a traditional family have the highest median incomes, the fastest income growth, the lowest rates of child poverty and the greatest upward mobility.

We can bring to bear all of the beauty and power of the Christian faith, and the data and research showing that following these truths lead, in the long run, to healthier and wealthier lives.

But we can’t make anyone follow the faith. That’s what freedom is about – letting people choose.

But what we’re experiencing now is growing religious persecution in our country. Those with anti-Christian values have considerable power through the media and are using it to eradicate traditional Christian values and presence.

This cannot be tolerated. But how do we solve the problem? Do we have to go back to the bizarre state of “separate but equal” we experienced with race?

Duo delivers for Spartans

Feuerbach scores career-high 30 points; Majerus adds 16

jseverson@shawmedia.com SYCAMORE – The freshman carried the offensive load most of the game for the Sycamore girls basketball team.

Then the upperclassman helped the Spartans across the finish line.

Freshman Kylie Feuerbach had another huge game, and junior Kate Majerus sealed the win at the free-throw line for the Spartans in a 54-46 victory over Rochelle on Tuesday night in Sycamore.

Feuerbach scored a career-high 30 points on 13-for-26 shooting and had seven rebounds, while Majerus scored 16 points and went 6 for 6 from the free-throw line in the final 2:18 of the game for the Spartans, who improved to 12-5 overall and 4-2 in the Northern Illinois Big 12.

“Offensively, we didn’t execute the way we wanted to, but Kylie kind of took over in the second half,” Sycamore coach Adam Wickness said. “That led to (Rochelle) collapsing and that got Kate some open shots, which has kind of been our game plan all along.”

It’s the second consecutive game that Feuerbach and Majerus have combined to score the vast majority of points for Sycamore.

Before combining for 46 of the 54 points against the Hubs, the duo supplied 50 points in the Spartans’ 54-38 win over LaSalle-Peru on Saturday.

For Majerus, however, the end result – a win – is all that matters.

“All we care about is the W,” Majerus said. “We don’t care about who scores how many points, at all.”

Sophomore center Maria Wright had five points and had eight rebounds for the Spartans against Rochelle.

The Spartans led nearly the entire night – and as much as 29-19 after a pair of free throws by Wright with 6:06 left in the third quarter – before Rochelle (8-11, 1-5) took a 4039 advantage with 5:34 remaining in the fourth quarter after a putback basket by sophomore Abby

Lundquist, who finished with a team-high 22 in the loss.

The Spartans answered with a 7-0 run that consisted of two layups

by Feuerbach and a 3-pointer by Majerus to take the lead for good.

“That’s a testament to these girls,” Wickness said. “We’ve been in a lot of close games, which I think helps. There’s never really any panic when things are tight down to the wire. We’ve found a way to get it done so many times before. It’s something they’re accustomed to.”

The Hubs cut the lead to four on three separate occasions in the final two and a half minutes, but Majerus made a pair of free throws to push it to six each time.

“I shoot so many free throws in practice that I love to be in that situation – under pressure,” Majerus said. “I like to come up and knock those down.”

By the numbers: During one stretch, Feuerbach scored 13 consecutive points for the Spartans.

She scored all eight of Sycamore’s points in the second quarter, then opened the third period with a layup and a 3-pointer.

Beyond the stats: Feuerbach and Lundquist, who once played on the AAU Rockford Wildcats together along with Majerus, put on a show in the final minute of the third quarter. They traded baskets on six consecutive possessions in the remaining 1:10 of the period.

Lundquist made a 3-pointer at the top of the arc, and Feuerbach answered with a layup. Lundquist made another 3, then Feuerbach responded with one of her own.

When Lundquist followed with her third straight 3-pointer, Feuerbach scored on a layup at the buzzer to give Sycamore a 38-34 lead heading into the fourth.

sports@daily-chronicle.com Down by as much as 13 in the second half and eight with 5:55 left in the game, the Northern Illinois men’s basketball team picked up a road win at Kent State on Tuesday, 74-70, in overtime.

The Huskies never trailed in the overtime. Marin Maric made a free throw with 1:26 left to give NIU the lead for good. Laytwan Porter added a bucket with 46 seconds left, then after a putback by the Flashes (9-7, 1-2), Levi Bradley hit a pair of free throws with 25 seconds left to grow the lead to three. Jaylen Key hit a free throw with 11 seconds left for the Huskies to put the score at the eventual final, 74-70.

Trailing 60-52 late, the Huskies (106, 2-1 MAC) tied the game at 62 with 1:46 left on a layup by Porter. Maric had a chance to give the Huskies the lead with 21 seconds left, but missed a pair of free throws as the game went to overtime.

NIU trailed 44-31 with 15:46 left in the second half.

Maric had 19 points and 11 rebounds, while Aaric Armstead led the

Huskies with 12 rebounds – although he shot just 1 for 11 from the floor and had 3 points. Porter and Eugene German each had 12 points and Key had 11.

BOYS SWIMMING

DeKalb tops Byron: David Ruetten and Gavin Anderson each had two first-place finishes as the Barbs won 92-75 on the road.

Ruetten won the 200-yard individual medley (2 minutes, 8.93 seconds) and the 100 freestyle (53.94). Gavin Anderson won the 200 free (1:55.53) and the 500 free (5:10.63). Paul Ruetten also picked up a win in the 100 butterfly (1:10.81).

GIRLS BOWLING

Sycamore rolls past Ottawa: The Spartans stayed perfect in conference with a 3,467-2,699 win.

They ran their points record to 52-8 on the year as they gear up for the Northern Illinois Big 12 tournament.

“Our conference tournament is still two weeks away,” coach Andy Hampton said. “We still have some work to do, but I will tell you, these

girls get excited and fired up about bowling someone else other than their own teammates.”

Megan Kolberg led the Spartans with a 644 series, topping 200 each game. Heather Carlson closed with a 254 game as part of her 621 series, while Megan Meyer and Alexis Kolberg each shot 588.

PREP LACROSSE

IHSA hosting free officials education event: The IHSA announced on Tues-

day that it will host a free educational event for potential lacrosse officials at Glenbard West from 3 to 5 p.m. Sunday.

The free event will feature IHSA boys’ lacrosse clinicians and girls’ lacrosse clinicians providing an overview on the basics of officiating their respective sports. The event hopes to attract new officials, as well as current IHSA officials in other sports, to consider officiating lacrosse as the IHSA prepares for its inaugural state series tournament in the spring of 2018.

MARENGO – Genoa-Kingston knew it needed to find a way to slow down Marengo’s 25-points-a-game scorer Mike Volkening to beat the Indians.

Not only did the Cogs struggle to do that, Volkening’s buddies backed him up with one of their hottest shooting performances of the season.

The Indians knocked down 11 3-pointers to defeat G-K, 70-55, in their nonconference boys basketball game Tuesday night at Homer “Bill” Barry Gymnasium.

“Going into the game, we were saying, ‘Stop 11 [Volkening]. Stop 11,’ ” said forward Justin McNeal, who led the Cogs with 20 points. “He had a good first quarter and their other guys stepped up. They made a lot of shots tonight. Once [Volkening] started going, we started leaving kids and I don’t think they missed an open shot the whole night.”

G-K (9-7) fell behind by 10 points at halftime and pulled no closer than eight in the second half. Volkening finished with 27

points and 10 rebounds, leaving him one point shy of 1,000 points for his career.

Forward Aidan Kirchner came off the bench with 12 points on four 3s.

“Everybody for them was knocking down shots,” Cogs coach Corey Jenkins said. “When that many guys are knocking down shots, it’s kind of tough to guard.

They’re on their home floor, playing with a lot of energy. They made them tonight and we didn’t.”

McNeal hit three 3s and had a 3-point play to lead the Cogs. Bailey Foley added 13 points and Griffin Hansen had 12 points on three 3s and a 3-point play.

“They have three really good weapons there [Foley, McNeal and Zach Miller],” Marengo coach Nate Wright said. “Foley gets to the hole and finds a way to get it in against some pretty big guys. If you let Miller get open and he gets one in, he can hit three or four. They played Rochelle here and got second in our tournament (after Christmas). They beat Richmond-Burton twice. When it comes down to the end of the season, that’s a good game to have on your résumé.”

Toews almost embarrassed by All-Star selection Kane, Keith, Crawford also on Central roster

mlazerus@suntimes.com CHICAGO – Jonathan Toews is one of the best faceoff men in the NHL, one of the top defensive forwards around, and one of the most respected and admired captains in hockey.

He’s also tied for 152nd in the NHL in points this year.

So Toews seemed almost embarrassed to be named an All-Star on Tuesday, joining Patrick Kane, Duncan Keith and Corey Crawford on the 11-man Central Division roster for the 3-on-3 tournament Jan. 29 in Los Angeles. The fact that Artemi Panarin, Marian Hossa and Artem Anisimov were left off the roster only made Toews more sheepish about his selection.

“I definitely think [Panarin, Anisimov and Hossa] should be there,” Toews

said. “They’re at the top of the leaderboard in scoring, and they’ve been carrying this team offensively, too. They’ve been playing so well. I guess you can only pick so many guys. I happened to sneak in there somehow. Not sure how.”

Toews has come on as of late but has only seven goals and 13 assists in 34 games, far below his career averages. Panarin has 17 goals and 24 assists in 43 games, Anisimov leads the Hawks with 18 goals, and Hossa has 16 Jonathan Toews goals in 37 games.

With the league picking all the AllStars other than the division captains (Nashville’s P.K. Subban won the fan vote for the Central), Toews’ selection is a testament to his stature and his career accomplishments.

“That’s the only thing I can really think of,” Toews said. “I guess it’s related to how I’ve played in previous seasons, not necessarily this one. And not necessarily who’s doing the best

on our team this year. If it came down to that, we’d have a couple other guys representing us instead of myself. But regardless of who goes, it’s always an honor, and when you’re there, you want to do the best you can to represent your city and your team.”

It’s also likely that the league wants him in Los Angeles for the unveiling of the Top 100 players of all-time, which is part of the NHL’s centennial celebration.

“Some of the top guys, they get asked to do these things a little more, but they earn it based on how they consistently play and represent our team, the league, and the game,” Hawks coach Joel Quenneville said. “Jonny’s as outstanding a captain and representative to the Blackhawks as you could ever have. It’s not just a fluke he gets picked, because he earns it and does everything right.”

Of course, it’s the ultimate firstworld hockey problem that the Hawks have more All-Stars than any other team in the league, yet the focus was on the snubs. The Hawks have had their issues this season and aren’t as deep at

forward as they’ve been in recent seasons, but they still boast a handful of the league’s very best players.

Kane acknowledged Panarin’s absence, then said, “You could throw Anisimov in there. You could throw Hossa in there. [Niklas] Hjalmarsson, [Brent Seabrook] – we could have a bunch of guys going. I guess there are only so many spots given.”

Crawford will make his second AllStar appearance. He has a 15-8-3 record with a .925 save percentage, stealing a number of victories for the Hawks. And Keith is fourth in the NHL with 28 assists in 43 games.

Kane was the Hawks’ lone representative in Nashville last year (Toews backed out last year with an illness).

“It’s pretty special,” said Kane, the reigning MVP who’s tied with Sidney Crosby for second in the league in scoring with 44 points. “Even more so in the fact that you’ll be going with a few of your teammates, as well. We’ll be represented well there, and it should be a fun weekend.”

SPORTS BRIEFS NIU gymnast Dowdell named MAC Specialist of the Week

Northern Illinois senior gymnast Courtney Dowdell began the season on a high note and was named the Mid-American Conference Specialist of the Week.

Dowdell finished tied for third place in the floor exercise and fourth in the uneven bars – scoring 9.8235 on both – in the Huskies’ home opener against Lindenwood, Iowa and Western Michigan. As a team, NIU won the four-way meet with a score of 194.825.

“She’s trained since last season to be one of our better competitors, one of our most consistent, solid ladies,” NIU coach Sam Morreale said. “It was great to see her go out week one and basically hit her two events.

She basically started this year the way she ended last year, which bodes well for her.”

The Huskies will compete at noon Sunday at Ball State.

Edwards walking away from final year with Gibbs

CHARLOTTE, N.C. – In a stunning decision, NASCAR driver Carl Edwards is walking away from the final year of his contract with Joe Gibbs Racing less than two months after nearly winning his first Cup championship, two people with knowledge of the situation told The Associated Press on Tuesday.

Joe Gibbs Racing scheduled a pair of news conferences Wednesday in which Edwards is expected to announce he will not drive the No. 19 Toyota next season.

The second announcement is that reigning Xfinity Series champion Daniel Suarez will

replace Edwards in the Cup Series. The two people spoke to the AP on the condition of anonymity because the team and Edwards had not announced the move.

Autopsy: Northwestern basketball player took her own life EVANSTON – The Cook County medical examiner said Northwestern women’s basketball player Jordan Hankins killed herself in her dorm room earlier this week.

The office released the results of an autopsy Tuesday, a day after the body of the 19-year-old Hankins was found.

Hankins was recruited out of Lawrence North High School in Indianapolis. She averaged 3.6 points in 11 games this season.

Coach Joe McKeown called the 5-foot-8 sophomore a “remarkably dynamic young woman.” Because of the tragedy, Northwestern’s game against Minnesota on Wednesday has been canceled.

Cubs agree to 3-year extensions with TV broadcasters

CHICAGO – The World Series champion Cubs have agreed to three-year contract extensions through 2019 with TV play-bypay announcer Len Kasper and analyst Jim Deshaies. Kasper and Deshaies have been working together the past four seasons.

The 45-year-old Kasper was hired in 2005 and is entering his 13th season calling play-by-play on Cubs telecasts.

Deshaies joined the Cubs’ TV booth in 2013 after 16 seasons as an analyst with the Houston Astros. He pitched 12 seasons in the majors, including seven with the Astros.

Watson leaves Clemson on solid ground

The Associated Press TAMPA, Fla. – Standing on college football’s biggest stage and hoisting its top prize, Clemson coach Dabo Swinney and dynamic quarterback Deshaun Watson shared the ultimate hug and a few private words.

A formidable pairing. An improbable championship. An ideal ending.

Swinney and Watson’s finale together, a 35-31 upset victory against Alabama in the national title game Monday night, might just be a launching point for the Tigers (14-1).

“You think this is the best of Clemson? Just wait the next five years,” Watson said Tuesday. “It’s going to be even more exciting, more awesome.”

The Tigers claimed their first national championship since 1981, ending a 35-year drought thanks to huge plays from Watson, his receiving corps and a defense determined to avenge last year’s oh-so-close loss to the Crimson Tide in the title game.

Once the oil shimmers, stir in the onion and garlic; cook for 3 to 5 minutes or until softened, then add the kale. Cook for about 3 minutes or just until the leaves have wilted. Divide chicken and sauce among individual wide, shallow bowls. Top each portion with a dollop of the chipotle mayo, cilantro leaves and the remaining avocado chunks. Serve warm, with lime wedges.

Get help with your FAFSA at Jan. 18 event

Sycamore Middle School names Students of the Month

DAILY CHRONICLE The Kishwaukee College Financial Aid Office will host a free workshop to assist local students with filing the 2017-2018 Free Application for Federal Student Aid from 6 to 7:30 p.m. Jan. 18 in room A1345.

Participating students and their parents should plan on spending approximately 30 minutes to complete the FAFSA. Participants should park in Lot A/South Lot and enter through Doors 16 or 17. The FAFSA form is the first step in filing for financial aid to attend a college or university. The 2017-2018 FAFSA is for financial aid for the next academic year (typically beginning in fall 2017).

Cyndi Stonesifer, director of Financial Aid at Kishwaukee College, reminded area residents of a change in filing date for the FAFSA. “The FAFSA filing date has always been the January prior to a student enrolling in college, but that changed this year,” she said in a news release. “The filing date opened on Oct. 1, 2016, and is based on 2015 tax information. However, it is not too late to file a FAFSA for the 2017-18 academic year and I strongly encourage students and parents to file as soon as possible.”

Stonesifer also noted that the FAFSA is the basic building block of all financial aid packaging for college students across the U.S. Filing the FAFSA is the first step in determining what federal or state financial aid a student is eligible for, including Pell Grants, Supplemental Educational Opportunity Grants and Federal Direct Student Loans. Filing early may qualify a student for funding from a wider variety of financial aid sources.

The FAFSA Completion Nights allow students and their parents an opportunity to fill out the form with assistance from financial aid professionals from Kishwaukee College and high school guidance counselors from Kishwaukee Educational Consortium. Any student who would like assistance is welcome to attend the FAFSA Completion Night.

Students should bring their 2015 income verification, including their 2015 Federal Tax information or Federal 1040 tax forms (if filed) or W-2 forms. Students and parents should know their social security number(s) and driver’s license or alien registration numbers. Prior to attending the FAFSA Completion Night, students filing the FAFSA for the first time and parents should go to www.studentaid.ed.gov/sa/fafsa/filling-out/ fsaid to create their Federal Student Aid ID (FSA ID) which is required to submit the FAFSA electronically.

Students in the Future Educators Association at Kishwaukee College hosted a Book Drive in November and early December to collect books for children in the first-grade class at North Elementary School in Sycamore. The group collected 150 books of various reading levels. Alexa Johnson of Sycamore, FEA president; Olivia Frye of DeKalb, FEA secretary; and Jodi Lord, FEA faculty adviser, wrapped the books to give them as gifts to students in the classrooms.

Johnson has been in the classroom at North Elementary as part of her clinical experience for her Education Program at Kishwaukee College. She plans to transfer to Northern Illinois University in fall 2017 to continue her education and become a teacher for grades 1 through 6. That benefit might come from the creation of greater amounts of brain reserve, so when brain function decreases years in the future, the effect may not be as obvious.

My belief is any form of education is important. Although the study above showed an additional one year of education had benefit, there are other ways of getting an education, such as learning a language.

Numerous studies have shown people who are proficient in two languages have a significant decline in dementia. So if you have the time, learning another language would be a worthy investment.

Please note, however, I have had patients with high education levels get dementia, so education is not a total preventive.

But I would encourage you to continue to use your mind – challenging yourself with learning new material and continuing to educate yourself. You don’t need to sit in a class for this. A lifelong process of learning and understanding may itself decrease your chances of dementia.

Dear Doctor: I read dementia rates are going down due to rising education levels, but I don’t have a college degree. Should I be more worried than most?

Dear Reader: Dementia is a scary disease, causing not only loss of memory but also the inability to reason through problems and, for many, difficulty with even the daily tasks of living. One bright spot is dementia rates indeed are declining. This first was noted in the United Kingdom in 2013, where researchers in the medical journal Lancet reported a 24 percent decline in dementia rates compared with 20 years previous. The question is: Why the decrease?

A recent study published in the Journal of the American Medical Association attempts to answer that question, assessing differences in dementia rates in the United States between the years of 2000 and 2012.

The data were taken from the Health and Retirement Study, which is based on a questionnaire given to thousands of people older than 50. The study looked at 10,000 people in 2000 and another 10,000 people in 2012. In this study, researchers found a 24 percent decrease in the dementia rate between 2000 and 2012, and one difference noted by the authors of the study was overall respondents in 2012 had one more year of education than those in 2000.

A logical question is whether the population in 2012 simply was healthier. That does not appear to be the case. In fact, the 2012 population generally had greater rates of high blood pressure and diabetes, both of which are risk factors for dementia. To that point, it’s possible the more modern and stricter treatments for diabetes and high blood pressure played a role. After all, statins, as well as medications for high blood pressure and diabetes, can reduce the

Gahan had six top tricks: two spades, one heart, two diamonds and one club. Naturally, she led a club to dummy’s jack at trick three. If East had ducked, probably declarer would have played the ace and another club. East, though, took the trick and led his last diamond.

Now South had to avoid letting West win a trick and cash his diamond nine. She ran the heart nine, which East took with his king, hoping his partner had the queen-eight left as a guaranteed entry.

East exited with a low spade.

South misjudged by playing her jack, but she took West’s queen with dummy’s ace, cashed her clubs, then ran the heart 10 to East’s jack. When the suit split 3-3, the contract was home.

Department of Housing and Urban Development for the release of Community Development Block Grant (CDBG) funds under Title 1 of Housing and Community Development Act of 1974 (PL 93-383), as amended, to undertake the following project: Tier 1 Broad Review Project/Program Title: Private Property Housing Rehabilitation Purpose: The City of DeKalb Owner-Occupied Private Property Rehabilitation Program is designed to assist very-low and low income families in securing safe, sanitary and decent housing. The objective of the program is to provide families or individuals that have insufficient resources or who cannot obtain necessary credit at affordable costs an opportunity to repair their homes. Priority is given to emergency situations as funds are limited.

Location: Owner-occupied single family residences within the corporate limits of the City of DeKalbProject/ Program Description: The Owner-Occupied Private Property Rehabilitation Program provides for repairs necessary for the property to meet minimum code standards.
