Congress ushers in new era of all-Republican rule

WASHINGTON – Congress ushers in a new era of all-Republican rule.

On Tuesday at noon, with plenty of pomp and pageantry, members of the 115th Congress will be sworn in, with an emboldened GOP intent on unraveling eight years of President Barack Obama’s Democratic agenda and targeting massive legacy programs from Franklin D. Roosevelt and Lyndon B. Johnson such as Social Security and Medicare.

In the election, Republicans kept their tight grip on the House and outmaneuvered the Democrats for a slim majority in the Senate. In less than three weeks, on the West Front of the Capitol, Chief Justice John Roberts will administer the presidential oath to Donald Trump, the GOP’s newfound ally.

First up for Republicans is repeal and delay of the health care law, expediting the process for scrapping Obama’s major overhaul but holding off on some changes for up to four years. The tax code is in the cross-hairs. Conservatives want to scuttle rules on the environment and undo financial regulations created in the aftermath of the 2008 economic meltdown, arguing they are too onerous for businesses to thrive.

The only obstacle to the far-reaching conservative agenda will be Senate Democrats who hold the power to filibuster legislation, but even that has its political limitations. Twenty-three Democrats are up for re-election in 2018, including 10 from states Trump won, and they could break ranks and side with the GOP. Here are a few things to know about Congress:

BY THE NUMBERS

Vice President Joe Biden, in one of his final official acts, will administer the oath to 27 returning senators and seven new ones. Republicans will have a 52-48 advantage in the Senate, which remains predominantly a bastion of white men.

There will be 21 women, of whom 16 are Democrats and five, Republicans; three African Americans, including California’s new Democratic senator Kamala Harris, and four Hispanics, including Nevada’s new Democratic senator Catherine Cortez Masto.

Across the Capitol, the House is expected to re-elect Rep. Paul Ryan as Speaker, with all the campaign-season recriminations involving the Wisconsin Republican and Trump largely erased by GOP wins. Once sworn in, Ryan will administer the oath to the House members.

The GOP will hold a hefty 241-194 majority in the House, including 52 freshmen – 27 Republicans, including Wyoming’s Liz Cheney, daughter of former Vice President Dick Cheney, and 25 Democrats.

CONFIRMING THE CABINET

The Senate will exercise its advice and consent role and consider nominations of 15 department secretaries and six people tapped by Trump to lead agencies or serve in roles with Cabinet-level status, such as the EPA and U.N. ambassador.

Democrats won’t make it easy.

Several in the party have been highly critical of several of Trump’s choices, from Rick Perry, who forgot during the 2012 presidential campaign that the Energy Department was the one he wanted to eliminate, to Treasury pick Steve Mnuchin, the former Goldman Sachs executive whom Democrats have dubbed the “foreclosure king” for his stake in OneWest Bank that profited from the foreclosure crisis.

Others nominees, such as retired Marine Corps Gen. James Mattis for defense secretary, should easily win confirmation. First, though, Congress must pass a law allowing the former military man to serve in a civilian post.

SUPREME COURT VACANCY

Adding to the drama of the new Congress will be high-profile confirmation hearings for Trump’s nominee for the Supreme Court.

Justice Antonin Scalia died last February and Republicans refused to consider Obama’s nominee, Merrick Garland, insisting that the next president should fill the high court vacancy that’s now lasted more than 10 months.

Trump released a list of potential choices during the campaign that included Utah Sen. Mike Lee, who clerked for Justice Samuel Alito. Since the election, the president-elect also has met with Texas Sen. Ted Cruz, who clerked for former Chief Justice William Rehnquist, prompting talk about a possible nomination for the onetime presidential rival.

Changes address gov’t waste, taxes, public safety, crime

No, none of them is an actual state budget or meaningful pension reform.

Illinoisans have come to know better than to expect that of state lawmakers.

On the bright side, Illinois does enter 2017 with an official state archaeological artifact.

Some of the new laws are meant to save you money at the checkout line, others seek to keep your local governments from wasting money, others have public safety in mind, and a handful give the appearance that some of our state lawmakers may have too much free time on their hands.

Government waste and ethics

Shenanigans at the College of DuPage and Northern Illinois University inspired several government spending reforms.

Senate Bill 1102 forbids governments from paying the legal fees of employees who plead guilty to crimes committed while they were employed by that government. The bill was inspired by Northern Illinois University, which did exactly that for several former employees who pleaded guilty to stealing university scrap metal and selling it to pay for parties and other gatherings.

The controversy surrounding the compensation and spending of the former president of the College of DuPage prompted several reforms. Senate Bill 2159 limits contracts for university and college presidents to four years, and severance packages to one year.

Another bill, Senate Bill 2158, prohibits community college boards from approving employee contracts from six weeks before an election or during the “lame duck” period between the election and the seating of new members.

Embarrassing expenses racked up at COD and elsewhere inspired House Bill 4379, which limits the amount that non-home rule governments can spend on travel, meals and lodging, and outright bans spending on entertainment expenses.

Senate Bill 210 makes it a Class 3 felony for retailers to sell “bath salts,” which mimic the effects of other dangerous drugs. Besides the felony, which carries a fine of up to $25,000 and five years in prison, the new law allows local governments to revoke a business’ license for selling them.

Twins share ‘Baby New Year’ title

DeKALB – One of the first things John and Shanna Sheaffer’s twin sons will have to share in life is a title – DeKalb County’s “Baby New Year” of 2017.

The first day of the new year passed with no babies born at Kishwaukee or Valley West hospitals.

Then, at 6:12 a.m. Monday, Walter Voldemars Sheaffer was born at Kishwaukee Hospital in DeKalb. His identical twin brother, Charles Baltazar Sheaffer, came into the world just four minutes later.

Walter may have been born first, but he’s slightly smaller than his brother, weighing in at 4 pounds, 4 ounces and measuring 17 inches long.

Charles was born with a weight of 5 pounds, 3 ounces and measures 19 inches long.

The DeKalb couple said they were “very surprised” that their sons were the first babies of the new year, especially because they were not born until Jan. 2.

“We’re very excited and happy,” John said. “We’re happy they’re healthy.”

Dana King, events and promotions coordinator for KishHealth System, said the twins being the first babies born in 2017 was a surprise for the hospital, as well.

“I don’t know that we’ve ever had twins for the first baby of the year,” she said. “We were the only hospital in the Northwestern system to have twins as the first babies.”

King said she expected a scheduled 7:30 a.m. birth at Valley West Hospital would have been the first.

However, that baby did not come until 8:20 a.m. Monday, a 7-pound, 2-ounce, 19-inch-long boy named Dalton Robert Hansel.

Once the twins are ready to come home, they will join their family in DeKalb, including two older brothers, 13-year-old John and 6-year-old Henry.

“The younger one was excited the whole [pregnancy]; the older one I don’t think was excited until they came out,” Shanna said.

Shanna said she and her husband were shocked when they first found

out they were having twins, but they also are happy to have babies in the family again.

“They get so old, then you want another one,” she said.

Shanna said the twins are both named after their great-great-grandfathers for their middle names, but their first names took a bit more time to figure out.

“The first names, we just kept going through names until we agreed,” she said.

Seeing the twins lie together for the first time since their birth, Shanna said it reminded her of their constant kicking and movement while she was pregnant.

“It makes me very happy to see them together,” she said. “There was a lot of fighting going on in that womb.”

Spartan TV seeks access to public cable channel

John Berger, pioneering art critic and author, dies at 90 The ASSOCIATED PRESS NEW YORK – John Berger, the British art critic, intellectual and prodigious author whose pioneering 1972 book and the BBC series it spawned, “Ways of Seeing,” redefined the way a generation saw art, died Monday. He was 90.

Simon McBurney, the British actor and a friend of Berger’s, told The Associated Press that Berger died at his home in the Paris suburb of Antony.

Berger had been ill for about a year, McBurney said.

The author of criticism, novels, poetry, screenplays and many less classifiable books, Berger had considerable influence as a late 20th-century thinker. He consistently, provocatively challenged traditional interpretations of art and society and the connections between the two.

He examined the role consumerism played in the rise of Picasso in 1965’s “The Success and Failure of Picasso.”

He claimed that cubism anticipated the Russian revolution in “The Moment of Cubism, and Other Essays.”

When he won the prestigious Booker Prize in 1972 for his novel “G,” Berger spoke against the prize’s roots in Caribbean slave labor and pledged to give half his reward to the Black Panthers, a group he said more accurately reflected his own politics.

Born to a middle-class London family on Nov. 5, 1926, Berger never attended university. He was drafted into the British Army in 1944 and was dispatched to Northern Ireland. “I lived among these raw recruits,” he told the Guardian in 2005, “and it was the first time I really met working-class contemporaries. I used to write letters for them, to their parents and occasionally their girlfriends.”

After the army, he joined the Chelsea School of Art. He began as a painter, later taught drawing and eventually began writing criticism for the New Statesman. But his studies later expanded significantly into other realms. He examined the lives of migrant workers in 1975’s “A Seventh Man: Migrant Workers in Europe.”

In 1980’s “About Looking,” he considered, among other subjects, how animals exist alongside human lives.

One bill puts limits on how police can collect cellphone data. Senate Bill 2343 requires police to obtain a warrant before deploying “stingray devices,” or cell-tower simulators that can locate and track a person’s cellphone without their knowledge. Any data collected that does not deal with the target suspect must be deleted within 24 hours.

Senate Bill 3163 makes it illegal for employers to force any employee making less than $13.50 an hour to sign a noncompete agreement. The bill was inspired by the Illinois Attorney General’s Office suing Jimmy John’s for requiring employees to sign agreements forbidding them from working for other sandwich shops two years after leaving the company.

Another bill, House Bill 1288, creates a “Domestic Workers’ Bill of Rights,” which extends Illinois’ employment protections to housekeepers, nannies and other domestic workers.

Illinois law now clarifies that bicyclists have the same rights applicable to drivers, including right of way, courtesy of House Bill 5912.

WASHINGTON – His last vacation behind him, President Barack Obama is entering the closing stretch of his presidency, an eleventh-hour push to tie up loose ends and put finishing touches on his legacy before handing the reins to President-elect Donald Trump.

Obama returned to Washington midday Monday from Hawaii with less than three weeks left. His final days will largely be consumed by a bid to protect his endangered health care law, a major farewell speech and the ongoing handover of power to Trump.

In an email to supporters on Monday, Obama said his valedictory speech on Jan. 10 follows a tradition set in 1796 when the first president, George Washington, spoke to the American people for the last time in office. The speech will take place at McCormick Place, a giant convention center in Obama’s hometown of Chicago.

“I’m thinking about them as a chance to say thank you for this amazing journey, to celebrate the ways you’ve changed this country for the better these past eight years, and to offer some thoughts on where we all go from here,” Obama said.

NEW YORK – President-elect Donald Trump says Rahm Emanuel, Chicago’s mayor and President Barack Obama’s former chief of staff, should ask for federal assistance if he can’t bring down the city’s rising homicide tally.

The nation’s third-largest city had 762 homicides in 2016 – the most in two decades and more than the largest cities, New York and Los Angeles, combined.

The Chicago Police Department says the city had 1,100 more shootings last year than in 2015.

Trump noted the spike in shooting deaths on Twitter, writing Monday: “If Mayor can’t do it he must ask for federal help!”

Report: State of Illinois had little oversight of lottery

CHICAGO –The Illinois Lottery did nothing to stop a private company from pulling scratch-off game tickets from stores before all had been sold and all the grand prizes awarded, according to a published report.

The Chicago Tribune reports that Michael Jones, the director of the lottery from 2011 to 2015, acknowledged that lottery officials relied on the Northstar Lottery Group to manage the lottery and depended on the company’s expertise.

The revelation comes just weeks after the Tribune reported that the lottery collected hundreds of millions of dollars in instant ticket sales during a roughly fiveyear period without handing out many of the cash grand prizes. Since the report, a

Chicago’s tab for open records lawsuits increases

CHICAGO –The $670,000 the city of Chicago paid out in 2016 to settle lawsuits alleging violations of the state’s open records law was nearly five times what it paid over the previous eight years.

The Chicago Tribune reports that 19 of the 27 cases in which there were payouts last year involved the police department.

The largest single payout was $97,500, stemming from the city’s legal fight over a dashboard camera video of the fatal shooting of teenager Laquan McDonald by Officer Jason Van Dyke. A judge ultimately ordered the city to release the video.

The newspaper reports that Mayor Rahm Emanuel’s administration still faces 54 open records lawsuits. The city’s law department says it is working to improve

Last tour of Illinois Executive Mansion given

SPRINGFIELD –The final tours of Illinois’ Executive Mansion have been given before the home closed for restoration work.

The (Springfield) State Journal-Register reports that about 20 people were on Saturday’s tour. Illinois first lady Diana Rauner is leading a private fundraising campaign to pay for the estimated $15 million in work that is expected to keep the mansion closed for 18 months. So far the mansion association has raised $4.5 million.

Planned work on the 161-year-old home includes mechanical system upgrades, landscape and grounds improvements, security enhancements and interior and exterior restoration work. The home also will be made accessible to the disabled.

No work has been done on the mansion except emergency repairs since the early 1970s.

JERUSALEM – Israeli Prime Minister Benjamin Netanyahu was grilled by police investigators for over three hours at his official residence Monday night, opening what could be a politically damaging criminal investigation into suspicions that he improperly accepted gifts from wealthy supporters.

Netanyahu has repeatedly denied wrongdoing, but the involvement of the national fraud squad indicated questions raised about him are considered serious enough to merit an investigation. Police said Netanyahu was questioned “under caution,” a term signaling that anything he said could be used as evidence against him.

Israel’s Justice Ministry later issued a statement saying Netanyahu was questioned “on suspicion of receiving benefits from business people.”

The ministry said investigators also had looked into suspicions of campaign finance irregularities and double billing for travel expenses, but determined there was not enough evidence to merit criminal charges.

BAGHDAD – A suicide bomber driving a pickup loaded with explosives struck a bustling market in Baghdad on Monday,

Judge: More parking for mosque unconstitutional

NEWARK, N.J. – An upscale New Jersey town violated anti-discrimination laws by insisting that a proposed mosque have more parking spaces than churches or synagogues because of its unique worship times and traditions, a federal judge has ruled.

The ruling issued Saturday by U.S. District Judge Michael Shipp stated that Bernards Township violated the Religious Land Use and Institutional Persons Act by applying a different standard to Muslims.

Shipp found the township’s planning board had “unbridled and unconstitutional discretion” because of its vague parking requirements.

IS makes unusual claim for attack in Istanbul

ISTANBUL – The Islamic State group on Monday made an unusual claim of responsibility for a major terrorist attack in Turkey, saying a “soldier of the caliphate” carried out the mass shooting at an Istanbul nightclub that killed 39 people as they welcomed the new year.

The group said Christian revelers were targeted in response to Turkish military operations against IS in northern Syria, but most of the dead were foreign tourists from Muslim countries.

The claim came after a recent IS propaganda video urged attacks on Turkey, which is home to an air base used in the U.S.-led effort against the group in Syria and Iraq.

Turkish authorities never confirmed the authenticity of the Dec. 22 video that purported to show Turkish soldiers who were burned alive, but access to social media was temporarily restricted in what appeared to be an effort to curb circulation of the footage.

The nightclub assailant, armed with a long-barreled weapon, killed a police officer and a civilian early Sunday outside the Reina club before entering and firing at some of the estimated 600 people inside. The establishment is frequented by famous locals, including singers, actors and athletes.

Authorities obtained the fingerprints and a basic description of the gunman and are close to identifying him, Deputy Prime Min-

ister Numan Kurtulmus said Monday after a weekly cabinet meeting. He confirmed that eight people have been detained in connection with the attack.

The Islamic State group boasts of having cells in Turkey, regularly issues propaganda in Turkish and is believed to have hundreds of Turks in its ranks.

But until now, the main act of aggression it had claimed in Turkey was the March 2016 killing of a Syrian journalist and an attack on riot police in the province of Diyarbakir, which Kurdish militants also claimed.

Other attacks in Turkey have been linked to IS, but without specific claims of responsibility.

For some analysts, the claim signaled a shift in IS strategy in Turkey, a predominantly Muslim nation and NATO member.

“It’s a new phase,” security analyst Michael Horowitz said. “What we saw before was an undeclared war, and now we’re entering an open war.”

The IS claim said only that the attacker struck to “let infidel Turkey know that the blood of Muslims that is being shed by its airstrikes and artillery shelling will turn into fire on its territories.”

Early Turkish media reports suggested the nightclub gunman was probably from either Uzbekistan or Kyrgyzstan and may have been part of the same cell that staged a June attack on Istanbul Ataturk Airport that killed 45 people.

Medicare launches revamp for heart attacks, hip fractures

WASHINGTON – Heart attacks and broken hips cause much suffering and worry as people grow older. This year, Medicare wants to start changing how it pays for treatment of these life-threatening conditions, to promote quality and contain costs. Beneficiaries and family members may notice a new approach.

Hospitals and doctors in dozens of communities selected for large-scale experiments on this front are already gearing up. The goal is to test the notion that better coordination among clinicians, hospitals and rehab centers can head off complications, prevent avoidable hospital readmissions and help patients achieve more stable and enduring recoveries. If results back that up, Medicare can adopt the changes nationwide.

The cardiac and hip fracture experiments are the latest development in a big push under the Obama administration to reinvent Medicare, steering the program away from paying piecemeal for services, regardless of quality and cost. It’s unclear whether Donald Trump will continue the pace of change, slow down or even hit pause

as president.

Trump’s Health and Human Services nominee, orthopedic-surgeon-turned-congressman Tom Price, has expressed general concern that the doctor-patient relationship could be harmed by Medicare payment changes seeking to contain costs. And the Medicare division that designed the experiments – the Center for Medicare & Medicaid Innovation – is itself under threat of being abolished because it was created by President Barack Obama’s 2010 health care law.

Some outside groups, including AARP, worry that Medicare may be moving too fast and that focusing on cost containment could lead to beneficiaries being shortchanged on rehab care.

Innovation center director Patrick Conway, who also serves as Medicare’s chief medical officer, is plowing ahead nonetheless. “Delivery system reform and paying for better care are bipartisan issues,” Conway said. And quality ranks ahead of cost savings in evaluating any results, he added.

The cardiac and hip fracture experiments focus on traditional Medicare, which remains the choice of nearly 7 in 10 out of Medicare’s 57 million beneficiaries. The cardiac experiment

involves both heart bypass and heart attack patients. The trials join similar ongoing tests involving surgery for hip and knee replacement, as well as care for cancer patients undergoing chemotherapy.

In the experiments, doctors, hospitals, and rehab centers get paid the regular Medicare rates. But hospitals are given responsibility for overall quality and cost, measured against benchmarks set by Medicare. If the hospital meets or exceeds the goals, it earns a financial bonus, which can be shared with other service providers. If the hospital falls short, it may have to pay the government money.

“Now your doctor and hospital are working together to make sure they are well coordinated,” Conway said.

Under the old system, if a patient was discharged from the hospital after a heart attack, “they might hand you a piece of paper that said please follow up with your primary care doctor,” Conway continued. “In this model, the hospital is going to have a strong incentive to make sure you follow up.”

Overall, about 168,000 Medicare beneficiaries are treated for heart attacks in a given year, while 48,000 undergo heart bypass surgery for clogged arteries and 109,000 have surgery for broken hips.

Around the country, hospitals in 98 metro areas will be involved in the cardiac experiment. The hip surgery experiment involves 67 areas that are also part of Medicare’s ongoing test with hip and knee replacements.

Areas in the cardiac test include Boston, as well as Akron, Ohio; Charleston, South Carolina; Fort Collins, Colorado; Utica, New York; and Yuma, Arizona. A smaller group of communities will be involved in a related experiment that pays hospitals for coordinating rehab care for heart patients. Although the benefits of cardiac rehab are widely recognized, only a small share of patients receives it.

The hip fracture test includes the Miami, New York, and Los Angeles metro areas, as well as Austin, Texas; Bismarck, North Dakota; Flint, Michigan, and New Orleans.

Hospitals are not happy with the changes, though doctors have generally been supportive. A big concern for hospitals is that Medicare requires mandatory participation by all the facilities in areas selected for these tests.

But Conway says that’s likely to lead to even better results. The idea is that hospitals will watch each other’s performance closely, and the ones that have room to improve will try to catch the high achievers.

Screening tests help find polyps so they can be removed before they turn into cancer.

Under Dean, the national party installed and paid several staff members in each state. But that program ended after Obama’s election. State parties began to receive monthly payments of anywhere from $5,000 to $10,000, an amount that varies depending on the year.

At some point, the parties have received no money at all. The DNC does provide some money to state parties for elections based on the state’s competitive races and other factors.

The change has left some states scrambling.

The Nebraska Democratic Party, for example, paid five full-time staff members during Dean’s tenure. But when Dean’s “50-state strategy” ended, it was hard to keep one and pay the rent, said Maureen Monahan, a vice president of the Association for State Democratic Chairs from Nebraska.

Some states, such Mississippi, do not pay their party chairmen. Even in Michigan, a staff that once stood at more than a dozen now is between five and seven employees, party chairmen said.

“The past eight years we have not had any focus on the state parties,” Monahan said. “There’s been a sense that the DNC is a building in Wash-

ington.”

The push-and-pull between state parties and the DNC is nothing new.

State parties, congressional Democratic groups and the president’s allies often spar over how best to spend party resources. The DNC defended its involvement with states.

“State parties are the lifeblood of the DNC, and we make investing in all of them a priority because they are an integral part of winning up and down the ballot. State parties were critical to picking up Senate seats, House seats, legislative chambers and governorships in 2016, and their importance will be a key focus for the party as we elect new officers in February,” DNC spokesman Adam Hodge said.

Marcel Groen, Pennsylvania Democrats’ chairman, said it’s unfair to blame Democrats’ troubles completely on the national party. But he said a focus on recruiting and running Democrats even in low-level races in Republicans areas can help the top of the ticket in the long term.

“We can’t expect people in rural areas, in red areas, to vote for our presidential candidates or our gubernatorial or Senate candidates if they’ve never seen a Democrat running for school board or county office,” he said.

CONCORD, N.H. – Democrats around the country are demanding change from a national committee they say has focused too heavily on the White House at the expense of governorships, legislatures and state party operations.

“It’s got to be helping us organize in our states to be able to build that power at the state legislative level,” Michigan Democratic Party Chairman Brandon Dillon said of the Democratic National Committee, currently searching for a new leader. “We’ve lost governorships and state legislatures at a rate that is pretty astounding.”

DNC members gather in February to elect a new chairman, with five candidates running so far, each pledging to rebuild from the ground up.

Money from the DNC to state parties has been inconsistent during President Barack Obama’s tenure and, in most states, less than it was under former chairman Howard Dean. Party chairmen say that’s resulted in fewer staff members and training programs, a change felt particularly in Republican-leaning states.

State leaders also say Obama’s grass-roots group Organizing for Action has functioned more like competition than a partner.

Beginning in 2017, Republicans will hold 33 governorships and fully control legislatures in 25 states, as well as the Congress and presidency.

During Obama’s two terms in office, the party lost more than 1,000 seats at the state and national level.

“I love President Obama, but he and his administration allowed for the deterioration, the terrible deterioration, of the state parties over the last eight years,” said Mark Brewer, who led the Michigan Democratic Party for 18 years.

Obama has announced plans, though, to improve Democrats’ down-ballot fortunes once he leaves office. He is launching an initiative with former Attorney General Eric Holder aimed at making Democratic gains when states redraw legislative district lines after the 2020 Census.

Democrats have blamed Republican gerrymandering for some of their losses in Congress and state legislatures.

State officials say it’s been hard to plan long term and recruit and train candidates in off-election years due to inconsistent funding from the DNC.

Ambitious humanoid robot is amusing, but is it practical?

SAN FRANCISCO – While merrily chirping, dancing and posing for selfies, a robot named Pepper looks like another expensive toy at a San Francisco mall. But don’t dismiss it as mere child’s play.

Pepper embodies the ambitions of SoftBank Robotics, an Asian joint venture formed by a trio of major technology companies that’s aiming to put its personable robots in businesses and homes across the U.S. over the next few years.

If the technology advances as SoftBank Robotics hopes, Pepper could become a playmate, companion and concierge. It could eventually respond to voice commands to retrieve vital information, make reservations and control home appliances that are connected to the internet.

That’s the theory, anyway. For now, Pepper is more amusing than practical, Forrester Research analyst J.P. Gownder says. For instance, Pepper has been directing shoppers to stores in the mall through text messages because it still isn’t advanced enough to say them out loud. And Pepper still has trouble understanding what people are asking, requiring shoppers to type in their requests for mall directions on a tablet mounted on the robot’s chest.

SoftBank is trying to improve Pepper’s capabilities by focusing first on the business market – retailers, hotels, auto dealerships and even hospitals. SoftBank hopes to use those environments to learn more about what consumers like and don’t like about Pepper and, from that, teach it more tasks, said Steve Carlin, the venture’s general development in North America.

GREETINGS IN THE MALL

The recently launched test runs in Westfield Corp.’s malls in San Francisco and Santa Clara, California, mark the first time that Pepper has made an extended appearance in the U.S. The robots began appearing just before Thanksgiving and will stick around through mid-February. Carlin says about 300 to 500 people per day engaged with Pepper during its first month in the San Francisco mall.

Carlin acknowledges the U.S. will be a tougher market to crack than Japan, where he says consumers tend to embrace new technology more quickly.

In addition, Pepper’s price is likely to be out of reach for most consumers.

The robot currently sells for about $2,000; a three-year subscription covering software upgrades, insurance and technology support increases the total to $18,000 to $20,000.

SoftBank Robotics is controlled by Japan’s SoftBank Group, a technology conglomerate that recently pledged to invest $50 billion in U.S. startups. A

remaining 40 percent stake is equally owned by China’s Alibaba Group, Asia’s e-commerce leader, and by Taiwan’s Foxconn, which assembles Apple’s iPhone and is considering a U.S. expansion.

PEPPER ISN’T ALONE

Despite its pedigree, Pepper already lags behind a cruder-looking robot that home improvement retailer Lowe’s has been testing as a way to help shoppers find merchandise in its sprawling stores, Gownder says.

The “LoweBot,” a box-like machine on wheels, began patrolling a San Jose, California, store last month and will begin showing up in 10 other stores in the San Francisco Bay area in early 2017. If all goes well, it could become a fixture in all of Lowe’s stores.

Gownder gives LoweBot the early edge over Pepper because Lowe’s machine has a detailed database of the store’s inventory, enabling it to quickly determine if something is in stock and then guide shoppers to the aisle where the requested item is located.

“While Pepper offers a lively, appealing interface, it remains to be seen whether it will fill the role that retailers want,” Gownder says. “Does it have enough intelligence to answer customers’ questions effectively?”

A recent visitor to the San Francisco mall, Sharif Ezzat, noticed some of Pepper’s shortcomings and concluded that the robot is still a long way from having mass appeal.

“I can’t see it right now, but I can see where it’s going,” Ezzat said of Pepper’s potential.

Chaz MacSwan, a puppeteer in San Francisco, was more impressed.

“Look at the joy it’s bringing to people, especially the kids,” MacSwan said. “I’d love to have one, especially if it could clean the carpets.”

Budget would help population No one is surprised Illinois lost more residents in 2016 than any other state. There’s been a lot of hand-wringing, shoulder-shrugging and general angst that Illinois lost 37,508 people, which puts its population at the lowest it’s been in at least a decade. That’s important information to have. So who’s going to do something about it?

The reasons people leave are no secret to Illinoisans: high taxes, the state budget stalemate, crime, the unemployment rate and the weather. Nothing can be done about the weather, but those four other items can be fixed – or at least our lawmakers could try.

The Illinois unemployment rate is 5.6 percent, while the national average is 4.9 percent. There are success stories on jobs. Amazon announced plans last week to open two distribution centers in Aurora, which will create employment for more than 1,000 people.

Amazon got help from the state in the form of an EDGE tax credit worth $12.9 million over 10 years. However, the EDGE program expired Dec. 31. The EDGE program, which started in 1999 under Gov. George Ryan, is credited with creating 34,000 jobs and retaining 46,000. How many potential jobs will Illinois lose if EDGE expires?

The state of Illinois plays a critical role in attracting and retaining jobs. If there were more jobs that paid well, fewer people would flee the state. If there were more jobs available, fewer people would turn to crime. And, if more people are working and paying taxes, the tax base increases, decreasing the burden on everyone.

To make matters worse, some of the state’s best and brightest young people are deciding to pursue their educations in other states. The Illinois Board of Higher Education reported enrollment is dropping in all centers of higher education in Illinois – public universities, community colleges and private colleges. Illinois State University and the three University of Illinois campuses showed slight increases; all other public schools declined by an average of almost 3 percent compared with last year.

Some lawmakers blame the state’s budget uncertainty for the decline. Public universities are operating under the stopgap budget that expired at the end of December. Funding for schools is uncertain after that.

Illinois’ population is expected to continue its decline. Illinois still is the fifth-most populous state in the U.S., but this was the third consecutive year in which Illinois was among the few states to lose residents. The Illinois population stands at 12,801,539. Illinois’ population first began to drop in 2014, and that number more than tripled in 2015. The 2016 numbers just continued that bad trend.

If Illinois had a budget, perhaps the thousands who fled would have decided to stay. One way to find out is for lawmakers to adopt a budget as soon as possible and see whether that helps reverse the population trend.

If not, please let us know where the switch is so we can turn out the lights when we’re the last to leave.

Attacks on press are concerning While some in America celebrate the alleged demise of the “lame-stream media,” it is crucial to remember that dictators and extremists benefit most when reporters are prevented from doing their jobs. Such a reminder comes from the year-end report by the group Reporters Without Borders, which has compiled a list showing that 74 professional and citizen journalists were killed in 2016.

It is no surprise that most of the deaths – as well as arrests and imprisonment – occur in countries riven by war and dominated by authoritarian factions and/or regimes. Places such as Syria, Iraq, Yemen and Afghanistan lead the list for murdered journalists. Sadly, Mexico also makes the list because the de facto war between police and cartels puts journalists in the line of fire from all sides.

No journalists were killed in America in 2016. But only a fool, or a friend of authoritarianism, would dismiss as unimportant the growing assaults on the free press in America, including those by the country’s soon-to-be president.

Donald Trump has vilified the press at campaign rallies and continued the practice during “Thank You” tours even as he claims he wants to unite the nation. He has suggested making it easier to squelch reporting by eliminating protections in libel laws.

And Trump isn’t just talking. He has restricted press coverage of his activities and revoked credentials of media outlets whose coverage he did not like.

Not that President Barack Obama championed the free press. He restricted coverage of his administration’s activities and, more than any modern president, sought criminal

charges against those involved in press leaks.

It is chilling to think Trump could do worse.

Official disdain for the free press is even more ominous in the current climate, when too many people seem incapable of distinguishing truth from falsehood or, to put it bluntly, willingly ignore the truth if their candidate is the source of the lies. There are serious allegations that Russian President Vladimir Putin attempted to swing our election to Trump.

Trump’s defensive reaction to those allegations has not instilled confidence that he is eager to uncover the truth.

The rise of citizen journalists is commendable – when they have the desire and ability to report the news and clearly label opinion as opinion.

Citizen journalists are filling the gaps in places such as Aleppo, where the violence and danger are so extreme that news agencies have withdrawn reporters – a necessity that explains the decline in journalists’ deaths from 2015, when 101 were killed.

Diminished reporting from such regions ought to concern Americans. Not only do we have troops and “advisers” deployed to hot spots, but they also tend to be the triggers for international confrontations.

This country still is blessed with a free press that citizens of places such as Iran, Russia, Iraq, Turkey, China and Mexico only can dream about. Tension between the press and government is inevitable in countries where the free press does its job.

What is the tipping point between tension and violence, freedom and authoritarianism?

Let’s not find out.

Outdoor misery continues Hawks lose for the 5th time in 6 games

LOUIS – Underneath all the pomp and circumstance of the Winter Classic, all the talk about rain delays and possible postponements, all the pyrotechnics and family skates and throwback uniforms and alumni events, there was a game to be played. Not just any hockey game – a division game, a rivalry game, a game, a regular, old hockey game.

And it was a game the Blackhawks really wanted. Not just because of the big stage or even the heated rivalry with the Blues. Having limped into 2017 with four losses in their past five games, the Hawks badly wanted – needed – to get a win.

Instead, their outdoor misery continued with a 4-1 loss at Busch Stadium. Vladimir Tarasenko broke open a tight game with two goals in less

The Hawks fell to 1-4-0 in outdoor games, including 0-3-0 in the Winter Classic.

“It’s frustrating because it’s on a national stage, there’s a lot of hype, and you want to put a good show on for your fans,” said Patrick Kane, echoing a familiar sentiment from the 2015 Winter Classic in Washington and last

season’s Stadium Series game in Minnesota. “Maybe sometimes we think too much about that.”

Corey Crawford was brilliant all game and did everything he could to steal another win for the Hawks. But Tarasenko banked a puck in off Niklas Hjalmarsson’s skate to make it 2-1 at 12:05 of the third, then fired a shot past Crawford 1:53 later. Alex Steen sealed the win with an empty-netter.

Far more concerning than the outdoor woes – a quirky issue that pops up only once a year – is the fact the Hawks scored only one goal for the third time in five games. They have only eight goals in those games. The Hawks were outshot, 34-23, Monday, and were 0 for 3 on the power play. And missing Marian Hossa doesn’t justify the sudden lack of offensive punch.

“We’re not getting the production we could use,” coach Joel Quenneville said. “Production’s been down a bit, whether we get it from our power play or top guys.”

It was misting and foggy all morning, with the Gateway Arch fading in and out of the St. Louis skyline above right-centerfield throughout the day. It morphed into a steady drizzle by gametime, but the show went on. The ice conditions are rarely perfect in such events, and this one was no different. The puck was skittering about and taking funny bounces – and that worked to the Hawks’ advantage 62 seconds into the game, as Michal Kempny’s one-timer knuckled forward and skipped off the ice, bounding over Jake

Allen’s left shoulder and into the net for a 1-0 Hawks lead.

Patrik Berglund scored at 7:45 of the second period to tie it, and then the intensity picked up from there, as it often does in both outdoor games and HawksBlues games. At one point, Crawford took a two-handed baseball swing at David Perron after Perron tripped him in the crease. And after Robby Fabbri boarded Vinnie Hinostroza, Joel Edmundson delivered a two-handed cross-check right to the recently injured back of Jonathan Toews during a post-whistle skirmish.

Crawford opened the third by stopping a Tarasenko breakaway and made several other stops as the Blues outshot the Hawks, 7-0, in the first 10 minutes of the third. But Tarasenko’s lucky game-winner deflated the Hawks, and things unraveled from there.

“We’ve been playing good hockey,” Crawford said. “We just need that extra. Have to find a way to win some games.

[We’re] taking games to the end, and then it just blows up on us. But we’ll be OK. We’ve got a ton of skill.”

“But again, he’s handled it great to this point,” Hoiberg said of Rondo. “I’m sure if it comes to that, he’d handle it well also.”

CHICAGO – Dwyane Wade didn’t play, and the question about using him in back-to-back games will only linger.

The Bulls held Wade (swollen left knee) out of Monday’s game against the Charlotte Hornets. Coach Fred Hoiberg said Wade began feeling soreness in the knee after SatDwyane Wade urday’s game. That game was the fifth in a week and the second of a back-to-back, but the Bulls chose to use Wade anyway Saturday.

“We decided to play him in the backto-back because of the early game the day before,” Hoiberg said.

The Bulls hope to have Wade back Wednesday in Cleveland, and Hoiberg said he didn’t believe the knee would require an MRI. But the flare-up could be another sign Wade needs some rest in the second of back-to-backs, of which there are four this month.

“We’ve got several back-to-backs this month, and we’ll continue to take it probably a game-by-game basis,” Hoiberg said. “It’s something that we have met about as a staff, and we’ll see how it plays out going forward.”

New Year’s Taj: The new year can mean a new start, and that’s how Taj

Gibson is approaching the dawn of 2017.

“I’m thinking that way. I’m always positive. I’m not thinking negative,” Gibson said. “I understand we’ve dropped a couple games, but it’s a new year. Just try to stay focused, stay positive. Stay in the right mindset, can’t be coming into the game with a negative aspect. There’s still time; we can still change.”

The year 2016 was an eventful one for the Bulls that saw plenty of change and plenty of news. Stalwarts Derrick Rose, Joakim Noah and Pau Gasol are elsewhere. And instead of rebuilding, the Bulls signed Wade and Rajon Rondo to mixed results, with the team entering Monday’s game 16-18.

But because they’re in the mediocre Eastern Conference, the Bulls still are in contention as 2017 begins.

“The East is kind of rough right now, but we’ve got to win games,” Gibson said. “If we win games, it changes the tide, changes the attitude. So we’ve got to win.”

As Gibson said, the East is kind of rough, but some teams are separating themselves. Entering Monday, Cleve-

land (25-7), Toronto (23-10), Boston (2014) and even the Hornets (19-15) were forming a hierarchy atop the conference.

The rest of the teams leave room for the Bulls, who have a challenging upcoming schedule with games against Cleveland, Toronto and Oklahoma City.

“Every game in the league is critical. But we’ve still got time. A lot of teams still haven’t gone out west. A lot of teams have a tough schedule just like us,” Gibson said. “We’ve just got to win games, learn to take care of home court. But like I said, we’ve got to have the right mindset knowing we still have more games, still can overcome.

The mood is optimistic. Still understanding what we have to do.”

Jersey retirement: When Benet Academy alum and White Sox fan Frank Kaminsky arrived at the United Center with Charlotte for an Oct. 17 preseason game, he did so wearing a Cubs jersey with “BARTMAN” on the back. Since then, the Cubs have become champions and silenced any smack talk.

Kaminsky quipped that he retired the jersey, but only until next year.

CHICAGO – There was no change with the Rajon Rondo situation. There also was no change with Jimmy Butler’s performance.

Butler scored a season-high 52 points with 12 rebounds to lead the Bulls to a 118-111 win Monday over the Charlotte Hornets. As for Rondo, he didn’t get a chance to put up those kind of numbers. Or any numbers.

Michael Carter-Williams started at point guard, and Rondo didn’t play for the second straight game. Jerian Grant got the backup point guard time, playing 27 minutes. That kept Rondo stapled to the bench after he didn’t play at all in Saturday’s loss to the Milwaukee Bucks and sat

Valentine took advantage, scoring a career-high nine points on three 3-pointers. He did roll his left ankle on a layup attempt with 1:53 left in the third and didn’t get back into the game but returned to the bench at the beginning of the fourth.

Even without Valentine, Rondo didn’t get in, although at one point during the third there was a brief “We want Rondo” chant coming from some of the fans.

Rondo met with general manager Gar Forman after Saturday’s game, and for the time being at least is approaching this situation professionally. On Monday, Rondo practiced and during the portion open to the media was seen shooting around, spending much of that time near coach Fred Hoiberg, Grant, Isaiah Canaan and assistant coach Randy Brown.

“I’m really thankful for the way he has handled the situation,” Hoiberg said. “We’ll

Kelly, McCoy, Baalke latest to feel the NFL ax

Bono and the guys in U2 are big football fans, as in soccer.

So when they sang about “Sunday Bloody Sunday” and “New Year’s Day,” they had no intention of describing the end of the 2016 NFL season.

Yet, the firings of Chip Kelly and Trent Baalke in San Francisco, Mike McCoy in San Diego, and the resignation of Gary Kubiak for health reasons in Denver certainly rang true to those rock classics.

Usually, the axings take place the day after the regular season concludes. Except, of course, for the teams in a rush to get into the personnel market extra early, which in ’16 were the Jaguars (Gus Bradley), Rams (Jeff Fisher) and Bills (Rex Ryan).

On Sunday, while other franchises were scrambling to make the playoffs or improve their postseason standing, the coaching carousel spun wildly in California. With Fisher already canned in Los Angeles, Kelly and McCoy became unemployed within an hour of each other.

Both moves were predictable, as was the release of Baalke, whose success as a GM with the 49ers now, it’s clear, was dependent on how Jim Harbaugh molded and improved the players Baalke gave him. Baalke won a power struggle with Harbaugh, who headed to Michigan. The Niners became historically bad without him, and Baalke’s choice of Kelly to work with such a weak roster looks worse than hiring caretaker Jim Tomsula after Harbaugh left. At least Tomsula went 5-11, three more victories than Kelly managed.

Alabama OC Kiffin leaving before national title game

TUSCALOOSA, Ala. – Lane Kiffin isn’t sticking around to run Alabama’s offense in the national championship game, bringing an end to a successful but sometimes tense three-year pairing with Crimson Tide coach Nick Saban.

Saban said Monday that Kiffin will leave to focus on his new job as Florida Atlantic’s head coach. Incoming offensive coordinator Steve Sarkisian will replace him for Monday night’s game against Clemson in Tampa, Florida.

Kiffin and Saban said they made the decision after meetings after the Peach Bowl win over Washington.

Krzyzewski takes leave to have back surgery

DURHAM, N.C. – Hall of Fame Duke coach Mike Krzyzewski is stepping away from the team to have lower back surgery.

The school announced Monday that the procedure is scheduled for Friday, with an anticipated recovery time of four weeks.

Krzyzewski will coach Wednesday night’s game against Georgia Tech before handing off to associate head coach Jeff Capel for Saturday’s home game against Boston College.

Krzyzewski, 69, will have a fragment of a herniated disk removed at Duke University Hospital. The school said Krzyzewski tried several treatment options during the past month before deciding on surgery.

Hoyer said it was his first broken bone. Long’s ankle surgery was his first time going under the knife, and he lost a lot of weight, but he added that the shoulder surgery “will be a

lot less invasive.” Floyd said he had headaches “every couple minutes” after suffering his second concussion in five weeks. White, too accustomed to the rehab process for a second-year player, said he’d rather have this injury than the one that knocked him out of his rookie campaign and that he’ll be back “just fine.”

On Wednesday, coach John Fox and general manager Ryan Pace will address reporters and likely answer questions about all the injuries and how the organization can avoid it in 2017 so there can be more stories about football and less about a M.A.S.H. unit.

“Honestly, it’s football. It’s a tortured existence from a physical standpoint. You’re never going to be healthy,” Long said. “Nobody’s healthy. Nobody’s 100 percent. You show up to camp 100 percent – you do the conditioning test, you’re at 98 percent and then you try to hover in the 80s to 90s the whole year. So when you get guys who are getting dinged, guys who are on scooters, casts, surgical procedures, it takes a toll.

“Unfortunately, I’m not able to be around as much as I’d like to. A lot of those guys aren’t able to be around as much as they’d like to. But there’s a plan in place to get healthy. And, hopefully, we’ll get better luck of the dice next year.”

LAKE FOREST – The Bears cleaned out their lockers Monday in a scene that resembled a sports rehabilitation facility.

The final glimpse of the Bears’ locker room was a fitting one considering the attrition for the 3-13 team.

“I don’t know the exact numbers, but it was in the mid- to high-teens of guys that were out,” said Long, who will have a cast on his ankle for the next few weeks before he undergoes surgery on his shoulder. “I think eight or nine guys were starters, and five or six of those guys were potential Pro Bowlers.”

Long joked that he might put himself in bubble wrap next year.

If you’ve experienced these situations, a hearing test is a good idea. It will reveal whether you have hearing loss in either ear, and pinpoint the type of hearing loss and to what degree it has progressed.

There are several types of hearing tests.

A physical exam with an instrument called an otoscope reveals any problems in your ear canal or eardrum. Additional tests include a pure tone test, which reveals how well you can hear – you guessed it – a variety of pure tones.

A speech test evaluates your ability to understand the spoken word. Tympanometry tests reveal any problems in the middle ear and evaluate the mobility of your eardrum.

These hearing tests are painless. Taken together, the results offer a detailed picture of your hearing, known as an audiogram.

And if a problem should be uncovered, your audiogram gives you and your doctor the information needed to move forward.

Dear Doctors: My parents, who are in their late 70s, both are now using hearing aids. This makes me wonder – when should a hearing test become part of an annual checkup?

Dear Reader: It’s a good idea to have a hearing test as a baseline when you’re a relatively young adult so if you develop a hearing issue later, you will have a useful comparison. You can talk to your family doctor about giving you a hearing test or seek out the help of a hearing professional, known as an audiologist.

Hearing loss usually happens so gradually you might not even be aware of it. It’s not until you run into problems, such as frequently asking people to repeat themselves or cranking up the volume on your TV, that you realize something has changed.

Hearing is a complex process. When you hear a sound, your brain is interpreting electrical signals it receives via the auditory nerve. These signals originate in the delicate structures within your inner ear, which receive sounds – that is, vibrations – and turn them into nerve impulses.

It’s important to identify hearing loss as soon as possible. Studies suggest a link between hearing loss and serious conditions such as depression or dementia. An early diagnosis and successful intervention can reduce symptoms of depression and help preserve cognitive function.

If you think you might have trouble with your hearing, you’re not alone. About 15 percent of American adults report some form of hearing problem. Signs you could be experiencing hearing loss may include: • Frequently asking people to repeat themselves; • Having trouble pinpointing the source or direction of a loud noise; • Trouble hearing phone conversations;

However, East produced his king and shifted to a diamond. Unable to reach the dummy, declarer was forced to duck this to West’s queen.

Brogeland then cashed the spade queen to defeat the contract and gain 90 percent of the matchpoints for his side.
