By DREW ZIMMERMAN dzimmerman@shawmedia.com DeKALB – Two members of Northern Illinois University President Doug Baker’s Cabinet have announced their departures from the school, school officials said Tuesday.

Alan Phillips, vice president for administration and finance, announced his retirement after a 40-year career in higher education leadership and government in order to spend more time with his family.

Phillips has been with NIU since March 2015. He and his staff were instrumental in developing an extensive budget management plan that allowed the university to endure an over 70 percent loss in state funding for 2016 because of the state’s ongoing budget impasse. His annual salary is $245,000.

“Al’s expertise and strategic work has had an extraordinary impact on the university,” Baker said in a news release. “He and his team have put in place policies and procedures for cost controls and long-term budgeting that will serve us very well going forward. Al will be missed, and we wish him all the best in his well-earned retirement.”

Phillips is set to retire March 1. NIU spokesman Joe King said that the board of trustees will be voting Thursday on hiring a professional search firm to help find his replacement.

“If the board approves of that, and once a

firm is in place, we will have a better handle on a timeline,” King said.

Eric Weldy, vice president of student affairs, announced that he would also be leaving NIU to accept a position as vice chancellor for student affairs at Indiana University-Purdue University Indianapolis starting Jan. 1.

Weldy started at NIU in July 2013. Since that time, the university’s retention rate among freshmen and sophomores increased from 66 percent to 73 percent, which Weldy said was one of his proudest accomplishments.

He also helped to streamline the application process for students and expand orientation to allow students to adapt to the university easier. Weldy’s annual salary is $205,000.

“One of the risks you take when you hire excellent people is that they are always in demand elsewhere,” Baker said. “For the last 31/2 years, Eric has worked selflessly to restructure the functions of his office for the greater good of the university. His efforts have positioned us to succeed and we will miss his leadership.”

Decisions regarding future leadership are expected to be announced at the end of the year. King said that no candidates are being considered for Weldy’s position at this point, but if one can’t be found by Jan. 1, then the university would appoint someone internally to carry the responsibilities of the vice president of student affairs in the interim.

WASHINGTON – Is hydraulic fracturing – better known as fracking – safe, as the oil and gas industry claims? Or does the controversial drilling technique that has spurred a domestic energy boom contaminate drinking water, as environmental groups and other critics charge?

After six years and more than $29 million, the Environmental Protection Agency said it doesn’t know.

A new report issued Tuesday said fracking poses a risk to drinking water in some circumstances, but a lack of information precludes a definitive statement on how severe the risk is.

“Because of the significant data gaps and uncer-

tainties in the available data, it was not possible to fully characterize the severity of impacts, nor was it possible to calculate or estimate the national frequency of impacts on drinking water resources” from fracking activities, the EPA said in a report that raises more questions than answers.

The report removes a finding from a draft issued last year indicating that fracking has not caused “widespread, systemic” harm to drinking water in the United States. Industry groups had hailed the draft EPA study as proof that fracking is safe, while environmentalists seized on the report’s identification of cases where fracking-related activities polluted drinking water.

Former NIU student takes stand in ex-police officer’s rape case

By BRETT ROWLAND browland@shawmedia.com SYCAMORE – A 24-year-old woman told a jury Tuesday that when she was sexually assaulted by a Northern Illinois University police officer in 2011, the pain was unbearable.

“I kept saying stop, it hurts, it hurts,” the woman said between sobs from the witness stand. “... It was horrible. I’ve never felt that kind of pain before.”

The former Northern Illinois University student testified that she had never lived on her own before she moved into Grant Towers, a residence hall on the university’s DeKalb campus, in August 2011. Under oath, she recounted details about how she met former NIU police officer Andrew Rifkin, two sexual encounters they had and why it took her 14 days to report that Rifkin forced her to engage in a sex act to which she did not consent.

Rifkin, 28, is charged with sexually assaulting the woman, who was an 18-year-old freshman at NIU when the incident occurred. On Oct. 28, 2011, the woman contacted NIU police to report the alleged rape, which she said took place Oct. 14, 2011, in Rifkin’s Cortland apartment. Rifkin was fired a few days later; he had graduated from the police academy Sept. 23, 2011.

If convicted of criminal sexual assault, Rifkin could be sentenced to up to 15 years in prison; probation would not be an option.

The woman’s testimony was central to the prosecution’s case. Prosecutors called two other witnesses, including a man the victim started dating six days after the incident with Rifkin. He said he saw what appeared to be a bite mark on the woman and other bruises. The state’s final witness in the case was a NIU police officer.

The woman said that she had consensual sex with Rifkin two days before the incident. On Oct. 14, 2011, she said Rifkin picked her up at a fraternity party and then drove her to his place in Cortland. She said they engaged in consensual sex again, but that later Rifkin forced her into another type of sex that she didn’t want.

First Assistant State’s Attorney Stephanie Klein asked the woman how long Rifkin continued to engage in the act after she had told him to stop.

The woman told her story for the first time in a courtroom Tuesday, more than five years after the alleged sexual assault. The case was delayed in large part by a botched investigation by the NIU Police Department.

During her opening argument, Klein said that the university’s police department, then led by Chief Don Grady, exercised “tremendously poor judgment” in deciding to investigate one of its own officers. In most cases, such an investigation would be conducted by an outside agency, such as the DeKalb County Sheriff’s Office or the Illinois State Police.

“One of the things you’re going to hear a lot about during this case is that investigation,” Klein said. “And there’s going to be a lot of problems you’re going to hear about. And, quite frankly, to put it extremely mildly, the

Rural fire departments not eager to pay new dispatch service fees

By ERIC R. OLSON eolson@shawmedia.com SYCAMORE – DeKalb County’s 10 rural fire departments have received free dispatching service from the DeKalb County Sheriff’s Office’s Communications Division since the 911 system was established.

However, that long-standing practice is set to come to an end. For months, Sheriff Roger Scott and other county officials have been negotiating a new fee system for the small departments.

Only Cortland and Kirkland have yet to pay or agree to pay the new fees, although it is not sitting well with some, including longtime Shabbona Fire Chief Frank Ottengheime.

“We pay taxes, we pay county taxes, we pay on our phone bills, we pay on our cellular phone bills, in other instances they pay into the city taxes,” said Ottengheime, who has been with Shabbona’s all-volunteer department for 40 years. “I don’t know how many times we can be taxed for the same service. “... Our feeling is that it’s an essential service, it should be supplied.”

Although the proposed fees come at a time when the county is curbing spending to balance its budget, Scott said that was not what spurred the change. Rather, it was officials from rural police departments who suggested the fire departments chip in.

“Rural police departments have been paying for a number of years, and it was a consensus of the rural police departments that the rural fire departments should help reduce the costs for the rural police departments,” Scott said.

“They took that proposal to the [County Board’s Law and Justice Committee] back in 2015, and they lobbied to redevelop a plan that included the rural fire departments.”

County documents show the rural fire agencies will pay about $26,000 for service in the fiscal year that ends June 30. That figure will grow to about $30,000 by 2021.

The county’s eight rural police departments – Cortland, Hinckley, Kingston, Kirkland, Malta, Shabbona, Somonauk and Waterman – will pay $162,000 this fiscal year, records show.

vices – a fee that will increase each year by 3 percent to 4 percent through 2021.

The dispatch fee, when spread among the homeowners in a district, will cost a homeowner anywhere from 14 cents to $2 per $100,000 in assessed value, according to county documents. Shabbona’s fire district includes about 400 homes, Ottengheime said.

But the dispatch fee is just one more financial demand on volunteer fire departments that are already facing trying changes. Volunteer firefighters in Shabbona are paid $8.50 an hour, Ottengheime said, while paramedics earn $12.50 an hour. As the part-time chief, Ottengheime earns $3,000 a year.

“No one’s getting rich fighting these fires,” Ottengheime said. “A guy gets $10 to get up at 3 a.m., they’re not in it to make money.”

Training and other requirements for running an ambulance are making a volunteer ambulance service a less workable proposition. With the tax cap limiting what rural fire districts can collect in tax dollars, adding a new fee can have an effect on what equipment and training a fire agency can afford, Ottengheime said.

Scott noted that he had been through several different proposed formulas as the sheriff’s office sought to convince everyone it was being fair. He said that increases in what the agencies were asked to pay were tied to increased labor costs, which are dictated by a union contract.

Candidates file for board races in D-427, D-428

By DREW ZIMMERMAN dzimmerman@shawmedia.com A contested race for school board in DeKalb School District 428 could be in the offing, while in Sycamore, more candidates still are needed.

As of Tuesday morning, five people had filed petitions to run for three open seats on the District 428 board, district officials reported.

In order of their ballot placement, Shatoya Black, C. Scott (Clyde) Campbell, Twangie Smith, Sean Johnson and current board President Victoria

Newport have all filed paperwork to appear on the April 2017 ballot. Campbell and Smith filed at the same time, so their order on the ballot will be determined by a lottery.

“I truly think we need a classroom teacher on the board to help shift money back into the classroom, work to reduce class sizes and build a culture of respect for teachers at the board level,” Campbell said in a news release last month.

The list of current candidates will be unofficial until the filing period ends Monday, as filers can still drop

out.

The number of candidates submitting paperwork is a reversal from two years ago for District 428. In 2015, only two candidates appeared on the ballot for four positions. Five people later filed to run as write-ins.

In Sycamore School District 427, there are four seats up for election. As of Tuesday morning, board President Jim Dombek of Mayfield Township and incumbent board member Eric Jones of Sycamore Township were the only ones to file petitions, officials said.

Gregory presented potential redevelopment plans to the Joint Review Board, which oversees tax-increment financing program in the city.

Sycamore’s TIF district was established in 2000 and will expire in 2023.

It includes a little more than a square-block area north of DeKalb Avenue, which includes the theater and Midwest Museum of Natural History. It also includes an industrial area south of DeKalb Avenue and west of Park Avenue, extending down to Blu-

As the value of property in the area increases with time, the property owners’ increased tax payments are diverted to a special account and can be used for improvements.

Gary Hanson, DeKalb County administrator, said Sycamore parking lots should be improved in appearance as well as functionality.

“To me, you should include benches and trees and bricks,” Hanson said. “I think it’s an opportunity, and I’d hate to just put blacktop down.”

Gregory said the city’s municipal parking lots would likely be maintained through its street program, so most of the TIF funding would go toward paving the gravel area of the theater lot and adding aesthetic improvements and landscaping.

He said the details and cost of the parking lot improvement still have to

be worked out, but the city would likely contribute a portion of the cost in fiscal 2017. The city has this expense tentatively budgeted at $40,000.

“I don’t have a hard and fast estimate on this project yet,” Gregory said.

“My guess is that it could be in excess of a year’s increment, somewhere in the $100,000 range.”

In the past, TIF funds have helped pay for water main improvements on Park Avenue, tearing down the Fargo Motors building and renovating the DeKalb County Community Foundation depot building northeast of the intersection of DeKalb Avenue and Sacramento Street.

The city spent $371,617 in TIF funds for the water main improvements in fiscal 2016, after a total of $650 was spent on TIF improvements in fiscal 2015.

The money the TIF district will generate for fiscal 2017, which ends April 30, is about $57,500, Gregory said, an increase of about 5 percent over the $54,726 generated in fiscal 2016.

He said $25,000 is put into the TIF fund each year for combined public/ private redevelopment opportunities if they should occur, and some funds carry over from year to year.

Gregory said that although the theater lot is private, improving it could be a public/private partnership so that public access would be allowed on evenings and weekends.

Tax-increment financing creates money for redevelopment by freezing the amount of property taxes that local governments receive from property owners within a defined area for a set period of time.

However, Klein said, the evidence would prove that Rifkin is guilty.

Rifkin’s attorney, Bruce Brandwein, told the jury of seven men and five women a different story during his opening statement.

Brandwein said his client was a rookie cop “wet behind the ears” who violated a university policy that prohibits officers from fraternizing with students and was rightly fired for doing so. Brandwein said two of the woman’s friends at the time would testify that she was upset because Rifkin wouldn’t return her text messages after the incident and decided she was going to get him fired.

Brandwein said the alleged victim only went to the police after seeing Rifkin with other girls. He added that even when she went to the police, she initially didn’t mention the use of force or the specific sex act. That, he said, only came later.

“There was no force, there was no threat of force, no force whatsoever,” Brandwein said.

On cross-examination, Brandwein asked her why she didn’t use her cellphone to call police or call a friend for a ride home. The woman said her phone wasn’t working. He asked her why she texted Rifkin after the incident, why it took her two weeks to report the incident to police, why she didn’t initially mention the use of force and other questions.

At one point, while the victim was crying, the judge interrupted the testimony to tell Brandwein to “tone it down.” After a break, the cross-examination continued.

The trial is expected to resume today with testimony from two other former NIU students who went to campus police after Rifkin was fired.

Chief Judge Robbin Stuckert ruled in 2013 that NIU police had intentionally concealed those witness statements, which could have helped Rifkin’s defense, and that jurors would learn of the police misconduct if the case went to trial.

Presiding Judge William Brady told the jury about the misconduct Tuesday before NIU police Cmdr. Jason John testified. John told the jury about statements Rifkin made to police, and the prosecutors played a video of the police interview for the jury.

The defense is expected to begin its case today. Brandwein could call up to 10 witnesses in Rifkin’s defense, including several current and former NIU police officers, a private investigator, the two witnesses who came forward with information that was later the subject of Stuckert’s ruling, former DeKalb County State’s Attorney Clay Campbell, who dropped the charges against Rifkin in 2012, a digital forensics expert and Rifkin himself.

The trial is expected to conclude sometime this week.

Trump fears linger at Guadalupe feast

By SOPHIA TAREEN The Associated Press CHICAGO – Heckel Villa noticed something different as tens of thousands of Catholics made their annual pilgrimage to a suburban Chicago shrine to Mexico’s revered patron saint.

As always, they brought daily concerns about family and health, but the daughter of Mexican immigrants who’s worked and worshipped for years at one of the largest shrines to Our Lady of Guadalupe in the U.S. said it was fear and anxiety about President-elect Donald Trump’s approach to immigration that permeated their prayers.

“The spirit was there, but people were actually afraid,” she said Monday during the Feast of Our Lady of Guadalupe. “Their main goal was to pray to make sure that they get some type of answer and trying to make sure our (incoming) president thinks differently, changes his way of thinking, especially with Hispanic people.”

The sentiment was echoed in small parishes and big city cathedrals across the country as Trump’s win and aggressive pledges on immigration changed the dynamic of one of the biggest Catholic holidays, particularly in Latin America.

Judge orders group home to move disabled residents

CHICAGO – A Cook County judge has ordered a group home owner Tuesday to turn over 18 residents with developmental and intellectual disabilities because they were in danger of “irreparable injury.”

The Chicago Tribune reported that Judge Kathleen Pantle ordered Disability Services of Illinois to turn the residents over to the Illinois Department of Human Services.

Son sues for Topinka’s retirement funds

CHICAGO – The son of late Comptroller Judy Baar Topinka is suing for more than $60,000 in contributions she made to the state retirement system.

The (Springfield) State Journal-Register reported Joe Topinka filed the lawsuit last week in Sangamon County Circuit Court. He’s seeking to overturn a General Assembly Retirement System ruling that found he shouldn’t get the money. The ruling said that’s because Topinka was paid more in retirement benefits than she contributed over her life.

Medical marijuana sales reach $4.4M in November

SPRINGFIELD – Medical marijuana sales reached more than $4.4 million in November at licensed dispensaries throughout Illinois, marking another month of steady growth for the year-old industry.

The state released new sales figures for November along with a new tally for how many patients qualify to buy marijuana legally. The Illinois Department of Public Health now has approved about 13,200 patients for medical marijuana, including 100 children and teenagers.

The number of Illinois dispensaries continues to grow with 47 now licensed to sell medical marijuana.

Dubbed by several including Pope Francis as “the mother of the Americas,” she’s viewed as a protector, among other things. Her iconic image with hands held in prayer is found everywhere.

Last month’s figures bring the total retail sales in Illinois to $32.5 million since purchasing began Nov. 9, 2015.

CHICAGO – A Chicago-area Democratic congressman said Illinois could miss out on federal infrastructure money under President-election Donald Trump if the state doesn’t sort out its budget problems.

U.S. Rep. Mike Quigley told the Chicago Tribune that if Illinois can’t come up with matching funds from a capital plan, then it will miss out on new federal money from a big federal infrastructure program. Trump has talked about $1 trillion in infrastructure spending.

Quigley said that if the state match money “isn’t there, that (federal) money goes to another state.”

Trump taps ExxonMobil CEO for secretary of state Rex Tillerson has close ties to Russia

By DAVID KOENIG The Associated Press DALLAS – ExxonMobil CEO Rex Tillerson, President-elect Donald Trump’s choice to lead the State Department, has close ties to Russia through years of deal-making that will serve as valuable experience – but also raise concerns.

Tillerson has claimed to have a “very close relationship” with Russian President Vladimir Putin and will have deep knowledge of the country’s power structure, having led ExxonMobil into a rare oil exploration deal with Russia’s state-owned energy company.

His ties, however, could cast a shadow over important decisions on relations with Russia, from whether to extend sanctions to the handling of intelligence reports that Russia interfered with the U.S. presidential election to help Trump.

As an oil executive, Tillerson has argued against sanctions that the U.S. and European allies imposed on Russia after it annexed the Crimean Peninsula from Ukraine in 2014.

The sanctions are aimed against key sectors of the Russian economy, including financial services, energy, mining and defense, but also individuals in Putin’s inner circle. Experts say that if they remain in the long term, the sanctions could affect Exxon’s joint venture with Russia’s state oil company.

A native of Wichita Falls, Texas, 64-year-old Tillerson is a career Exxon employee, having joined the company after graduating from the University of Texas in 1975 with an engineering degree. Groomed for an executive position, he spent years in the rough-and-tumble world of oil production, work-

By the 1990s, Tillerson was overseeing many of Exxon’s foreign operations. He played a key role in Exxon’s involvement in the huge Sakhalin oil and natural gas project on Russia’s eastern coast. That was a warm-up for a $3.2 billion deal in which Exxon and Russian state-controlled Rosneft announced they would work together to explore for oil in Russia’s Arctic region.

In 2011, Tillerson flew to the Russian resort town of Sochi to meet Russian President Vladimir Putin for the announcement. As news photographers recorded the scene, the men shook hands and smiled broadly at each other.

“This project promises to be highly interesting and ambitious,” Putin said at the time.

Success in Russia required aligning the company’s interests with those of the Russian government, mettle, and good relations with Putin. Exxon steadily expanded its Russian business while its rivals faced expropriation and regulatory obstacles. In 2013, Putin awarded Tillerson the Order of Friendship, an honor given to foreigners who improve relations with Russia.

“My relationship with Vladimir Putin, which dates back almost 15 years now, I’ve known him since 1999 and have a very close relationship with him,” Tillerson said in a speech a few years ago.

Like other oil companies, Exxon has had to develop its own diplomacy and foreign relations, so many skills Tillerson honed at Exxon could help in his new role, said Antoine Halff, head of the global oil markets program at Columbia University’s Center on Global Energy Policy.

Exxon also has operations in Indonesia, Azerbaijan, Chad, Equatorial Guinea, and many other countries, from the Arctic Circle to the southern tip of Australia. Africa and Asia were its leading sources of oil production in 2015.

Tillerson became Exxon’s CEO on Jan. 1, 2006, and is expected to retire next year. His heir apparent, Darren Woods, has been in place for a year, so there would be virtually no disruption to Exxon’s succession plans.

In 2015, Exxon valued Tillerson’s compensation at $27.3 million, most of it in stock. At the end of 2015, he held awards that had not yet vested that were worth $149.2 million.

Hannon’s court record a red flag Parents are owed an explanation in the wake of the child-sex charges filed last week against a 21-year-old gymnastics coach at Energym in Sycamore.

So far, no one from Energym has provided any justification for why someone with Joseph R. Hannon’s criminal record was allowed to supervise children.

Court records show that Hannon was on felony probation for a 2013 drug charge and had been arrested five times from August 2013 to August 2015.

Energym is one of the few places in DeKalb County where children can learn gymnastics.

They offer tumbling, gymnastics and “ninja” classes. Girl Scouts have sleepovers there. Open gym days often attract crowds of children.

It was at one those open gym sessions, on the Friday after Thanksgiving, that police said 21-year-old Joseph Hannon was caught on video having inappropriate contact with a 9-year-old girl as she bent over at a drinking fountain.

Hannon was arrested Dec. 7; Sycamore police said they have identified two victims so far and expect to find more. A DeKalb County prosecutor has said Hannon may have had inappropriate contact with 25 to 30 children. Police said Hannon had coached gymnastics at Energym for a year and a half, at facilities in Sycamore and Genoa, and rented an apartment from the business’ owner, Andy Morreale.

Hannon now faces charges of predatory criminal sexual assault of a child and criminal sexual abuse. If convicted of the most serious charge, he could qualify for an extended sentence of up to 60 years in prison, a judge has said.

He has other criminal convictions on his record as well, starting with an August 2013 arrest for trespassing on railroad property, for which he was sentenced to court supervision.

In June 2015, Hannon pleaded guilty to retail theft from WalMart in DeKalb, court records show. In July 2015, he pleaded guilty to possession of drug paraphernalia. In March 2016, he pleaded guilty to resisting a police officer in connection with an August 2015 incident.

Hannon’s record was not secret. His name appeared several times in the police reports and a story published in this newspaper.

Certainly, people can make mistakes, particularly when they are young. But a second chance does not need to involve supervising young children.

Morreale told Sports Editor Eddie Carifio last week that he was working with police and would not comment further. An email to some parents sent Dec. 8 signed “Energym Gymnastics” said in part, “Presently, we can’t be certain what went wrong in the process and if anything went wrong at all.”

Something went wrong. If Energym officials did a background check before they hired Hannon, or read a newspaper, or performed a simple internet search, they could have learned about his criminal history. It should have been enough to disqualify him from the job.

Instead, Energym made the misguided decision to trust Hannon, and later suggested that perhaps they weren’t even wrong to do so.

Without a better response than that, it’s hard to ask parents to continue to trust them.

ANOTHER VIEW

‘Lessons learned’ about Russia The strongest indication that President Barack Obama’s administration has not adequately disclosed or responded to Russian interference in the presidential election may be that President-elect Donald Trump still denies it happened.

“I don’t believe they interfered,” Trump told Time magazine last week, adding that computer hacking of state election authorities and the theft and release of emails from the Democratic National Committee “could be some guy in his home in New Jersey.”

Trump surely has been briefed by U.S. intelligence agencies on the evidence that caused them to publicly accuse Russia of interference, and that prompted Obama to use the nuclear hotline to warn the regime of Vladimir Putin against further “malicious cyberactivity.” But Trump probably calculates he can get away with flouting the facts – and continue his bromance with Putin – because the White House has neither made public what it knows about the Russian hacking nor adopted any punitive measures.

That must change before Obama leaves office. On Friday, under pressure from both Democratic and Republican members of Congress, the president’s homeland security adviser disclosed a “full review” of Russian actions during the election campaign had

been ordered.

A full review is appropriate. The intelligence agencies and those they have briefed in Congress appear to have a high degree of confidence about Russia’s responsibility.

What occurred was not merely espionage, which the United States as well as Russia routinely engage in, but a deliberate attempt to sabotage the U.S. election: The Post reported the CIA had concluded Moscow’s aim was to help Trump defeat Hillary Clinton.

Consequently, it is crucial the “lessons learned” in the administration’s review be imparted not just in classified briefings but also to the world – and that the Kremlin suffer some consequences for its actions. Those in Russia who conducted the election hacks should be named, banned from travel and targeted for asset freezes. If possible, they should be prosecuted.

It’s encouraging that congressional leaders from both parties are seeking to hold Russia accountable. It is Obama, however, who has the means and the obligation to act before he leaves office.

If Trump is inaugurated without disclosure of the role Moscow played in his election, the meddling is likely to remain undisclosed and unpunished. Obama should ensure it is, at least, undeniable.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Take his Cabinet nominees. Please.

They aren’t all bad. Retired Marine Corps Gen. James Mattis, the president-elect’s choice for secretary of defense, comes well-recommended by old guard defense experts such as Sen. John McCain, R-Arizona, and turns out to be nowhere near as nutty as his nickname implies.

And it’s hard to dislike the bipartisan appeal of Gov. Nikki Haley, R-South Carolina, although Trump’s choice to name her U.N. ambassador is a puzzlement. She has little experience in foreign relations, but she opposes President Obama’s Iran nuclear deal, so maybe that’s good enough for Trump.

But some of Trump’s other choices illustrate how dramatically an election can swing our government’s executive branch into a Bizarro World version of its former self – like the fictional planet

in DC comics where everything is the reverse of life on Earth.

This is particularly true when government appointees don’t seem to care very much for government.

For secretary of labor, Trump wants Andrew Puzder, a fast-food executive with a negative attitude toward additional overtime pay for workers and raising the minimum wage.

To head the Environmental Protection Agency, Trump proposes Scott Pruitt, Oklahoma’s attorney general, a climate-change skeptic who is currently engaged in the latest in a series of lawsuits he’s filed against the agency Trump would now like him to head.

And I can’t leave out Sen. Jeff Sessions, R-Alabama. A tough critic of the Voting Rights Act, Trump has tapped him to be attorney general, a move that, aided by a Republican Congress, puts him in an excellent position to launch a Reconstruction-style collapse of civil-rights enforcement with the enthusiasm of a fox guarding a henhouse.

Still, the prizewinner for puzzling choices may well be Trump’s naming of Dr. Ben Carson, his former rival for the

Grand Old Party’s presidential nomination, to be secretary of Housing and Urban Development.

Sure, Ben Carson is a nice guy with a great ghetto-to-Gold-Coast, pull-upyour-bootstraps narrative. The retired neurosurgeon has been the subject of best-selling books and a made-for-TV movie, “Gifted Hands,” starring Cuba Gooding Jr. as Dr. Ben. But what does he know about housing and urban development policy?

Well, he owns a house and grew up in Detroit. Fine. But driving a car does not make you an auto mechanic.

HUD doesn’t need a brain surgeon. It needs people with good brains for housing and urban development. Carson’s views on fighting poverty, expressed in his speeches and writings, leans heavily on quaint, old-fashioned, self-help values. Poverty, he once told a TV interview in a much-replayed clip, “is really more of a choice than anything else.”

That might be true for those of us who were born poor but fortunate enough to have resources at hand, such as a fully functional family and good schools. But what do you do for those

who were not born so lucky?

Trump’s urban “disaster” views sound frozen in the riot years of the 1960s. Poverty fighters in both parties whom I have covered in recent decades have learned a lot of valuable lessons about what works and what doesn’t in urban policy.

Sometimes the lessons have come with unintended consequences. For example, the demolition of Chicago’s public housing high-rises restored peace to some violently troubled real estate. But it led to a dispersal of street gangs into some of the city’s poorest neighborhoods – and one of the highest gun violence rates in the nation.

But there’s enough good news in public-private partnerships, housing vouchers and other innovations to make many “inner-city” neighborhoods into oases of gentrification. To help those who have been left behind by these signs of urban hope, our nation needs wise leadership that doesn’t require on-the-job training.

That may not happen, but the complete lack of trust among Statehouse leaders exacerbated by the governor’s year-round campaign style pretty much makes that expectation a reality.

After all, I already get more than a dozen emails almost every day from the Illinois Republican Party slamming individual House and Senate Democrats for being Madigan’s minions. A “tax hike proposal” from Madigan exponentially could increase those attacks.

In the past, the leaders and the governor all figuratively would hold hands and jump off the tax-hike cliff together.

But, in the past, nobody was blasting out campaign press releases just days after the campaign ended and hounding legislators with video trackers. So, nobody trusts anyone enough to do that now.

Even so, they actually appear to be making some slow progress behind the scenes.

Despite public comments by Republican leaders that reconstituting the rank-

and-file legislative working groups was a waste of time, a small group planned to meet Friday with the governor’s people to engage on a workers’ compensation reform plan. Senate President John Cullerton said earlier in the week he was confident a deal could be struck, particularly if it focused on weeding out fraud and abuse. Madigan said after Dec. 6’s meeting he was willing to negotiate on that topic.

Another small working group also was scheduled to talk about local government consolidation and state mandate relief. Madigan said he was willing to engage on that topic as well. Madigan also said last week he was willing to talk about pension reform, which is another major Rauner demand and for which Cullerton already has a proposal.

They just need to find a way to trust each other enough to make it all happen. Don’t bet on it yet.

Richtman’s big frosh season lands honor DAILY CHRONICLE 2016 GIRLS CROSS COUNTRY ALL-REGION TEAM

By JESSE SEVERSON jseverson@shawmedia.com MAPLE PARK – By the end of the Class 2A Burlington Central Regional, Rachel Richtman was on empty.

Like she had done all season, the Kaneland freshman girls cross country runner pushed herself to the limit and, with a combination of the race and not eating beforehand, the normally talkative Richtman was suddenly silent in the moments after the race.

“After the race, I didn’t want to talk to anyone,” she said.

The full-tilt style of racing paid off, as the young Knights runner finished third before making her way to the state meet and being named the 2016 Daily Chronicle Girls Cross Country Runner of the Year.

After the third-place finish (in 17 minutes, 46 seconds) at the regional race, she took seventh in the Class 2A Belvidere Sectional (18:07) and was 18th at the IHSA Girls Cross Country State Championships – her time of 17:39 being just 10 seconds away from a top-10 finish.

“I think she maxed herself out,” Kaneland coach Doug Ecker said. “A lot of kids can’t push themselves that hard and aren’t that competitive, but she’s that way. She likes to go out and race.”

She wasn’t just breathlessly quiet after a hard race, either. The young runner said that her way of dealing with the nerves that came before a race was to become introspective.

“I really like to talk, all my friends know I like to talk a lot, but before a race I’m really quiet and I’ll observe things around me,” Richtman said.

“That kind of stresses me out even more, but I feel like I’m more prepared for the race if I see the runners and see everyone coming to support the runners and the course itself. It gets me in the mood to run. This is a race. This matters.”

Coming into the season, Ecker knew that he had a potential star in Richtman despite her only being a freshman.

As an eighth-grader at Kaneland Harter, she won the IESA Girls Cross Country State Championship with a time of 11:17.5 in the two-mile race, a year after finishing 32nd as a seventh-grader.

“She was a state champion in eighth grade, so we knew she was talented, but it’s a lot different in high school,” Ecker said. “She’s very consistent through the year and very competitive and I knew if, as a freshman, we took it easy and didn’t train

Richtman said it wasn’t until she had three high school races under her belt that she started to feel comfortable that she could run with the best.

It didn’t take much to get used to the extra third mile that comes with high school running, thanks in part to the mileage she put into the summer.

Ecker said that he felt by the end of the year, she had a chance to break the 18-minute mark – which she did at both the Burlington Regional and at state. He praised her keen internal clock and ability to keep a pace with-

out slowing down too much.

However, it can be a tricky situation for a freshman to come into a team and be the top finisher. Richtman said instead of resentment from the older runners, she was welcomed with open arms.

“The girls are the team are like a family,” she said. “We just go off what the other person’s personal time is. If a girl on the team got a 30-second time better than her PR, we would all be super excited for her. It just happens that way. They were happy for me if I got a better time.”

Audrey Harrod, sr., Hinckley-Big Rock Harrod saved her best for last, finishing the state meet in 18:33. For most of her four years, she’s been the only girls runner H-BR had and remained focused and positive throughout each season without teammates. She was also a regional champion this year.

Christina Ryzhov soph., DeKalb She finished with a best time of 18:44 this year. Despite being plagued by injuries, she was fourth at regionals and finished 28th at the sectional meet.

Andrea Wells jr., Kaneland Wells had a best time of 18:51, and was ninth at the Northern Illinois BIg 12 meet.

She was 40th in the sectional and was 77th at state.

Sarai Orozco jr., Genoa-Kingston Orozco spent most of the year as the No. 1 runner for the Cogs, and posted a season-best 18:56 at the regional. She took 29th in the secional – more than 80 spots higher than she did the year before.

Anna Drendel sr., Genoa-Kingston Drendel has helped rebuild the Cogs over the past three years, which was facing declining numbers. Her best time was her 19:00 at regional and she helped the Cogs reach the sectional as a team.

Katherine Olsen soph., DeKalb Olsen had a top time of 19:03 this year.

She took sixth at the regional tournament and not only won a pair of freshman/sophomore races, she was the varsity champ at Byron.

Grace Purcell jr., Kaneland Her best was a 19:05 this year and was part of the Knights team that made it to state. She was all-conference and was just outside of a top-30 finish at the 2A Belvidere Sectional.

Stallworth’s rebounding helps Sycamore in win

By JESSE SEVERSON jseverson@shawmedia.com GENOA – With an 11-day break between games, the Sycamore boys basketball team talked about what roles the players would fill.

For senior forward Keyshawn Stallworth, it’s hitting the glass.

Stallworth filled the role perfectly, grabbing seven offensive rebounds en route to a double-double to help the Spartans to a 63-53 victory over Genoa-Kingston on Tuesday night in Genoa.

“A few days ago we had a meeting and coach told all the seniors what their roles were and he told me my role was to crash the boards, offensively and defensively,” said Stallworth, who had 12 points and 13 rebounds in the win. “I just did my part tonight. I love it.”

Stallworth also went 5 for 7 from the floor in the first half.

The Spartans (4-2) got 11 points on baskets resulting after an offensive rebound on a Sycamore free throw. In the

third quarter alone, Stallworth had two rebounds off missed free throws that turned into a pair of 3-pointers by Ty Sulaver – the latter of which gave the Spartans a 44-40 lead with two minutes left in the third quarter.

“He did a great job on the boards,” Sycamore coach Ryan Picolotti said of Stallworth. “That really started some momentum for us and gave us extra possessions.”

Sycamore senior guard Ethan Heinrich scored all of his game-high 14 points in the second half and shot 6 for 7 from the floor – including a pair of 3-pointers in the third quarter. Senior guard Jack Mizgalski had a tough shooting night – 2 for 8 – but scored 13 points and went 7 for 8 from the freethrow line for the Spartans and Sulaver scored seven of his 11 points in the third quarter and had seven rebounds.

The Cogs (4-5) had three players in double figures for the night, led by senior guard Zach Miller’s 12 points.

Senior wing Justin McNeal went 9 for 10 from the free-throw line but 1 for 13 from the field to finish with 11 and

sophomore forward Michael Trzynka added 11 points for the Cogs.

However, Genoa-Kingston had a tough day from beyond the arc, finishing 2 for 16 on the night.

“We didn’t take too many high-quality shots,” Genoa-Kingston coach Corey Jenkins said. “We were not patient at all.”

The Spartans hadn’t played since their loss at DeKalb on Dec. 2 – they were scheduled to host Ottawa on Saturday but the game was moved because of the weekend snowstorm – and Picolotti said the break helped them, particularly on the defensive end.

“Some of the things we wanted to fix, we did – defense in transition was a major discussion we had,” Picolotti said.

Despite the double-digit margin of victory, the game was back-and-forth with nine ties through the first three quarters.

The Spartans took a 27-20 lead after a pair of free throws by Mizgalski late in the second quarter, but the Cogs went on a 10-0 run across the end of the

first half and the opening of the second.

A layup by senior post Klint Wewetzer gave the Cogs a 30-27 lead just more than a minute into the third quarter, but the Spartans answered with backto-back 3-pointers by Heinrich and senior guard Jordan Tolzin.

The Cogs never led the rest of the way, but tied it on three separate occasions – a 3-pointer by Miller made it 3333, a three by sophomore guard Griffin Hansen made it 38-38 and a layup by Miller made it 40-40.

However, Sulaver made the first of two free throws and then Stallworth grabbed an offensive rebound on the missed second attempt and found Sulaver for a 3-pointer to put them up 4440 and the Spartans never relinquished the lead the rest of the way.

“Killers, big back-breakers,” Jenkins said. “We just aren’t playing smart out there.”

The Spartans will host Kaneland at 7 p.m. Friday, while the Cogs have a break before playing in the Marengo Nichols Tournament starting on Dec. 22.

Spartans’ zone isn’t enough in loss to Yorkville DAILY CHRONICLE SYCAMORE – Sycamore girls basketball coach Adam Wickness wanted to throw something different at Yorkville, and for almost three quarters it worked.

Eventually, the Foxes figured out the 2-3 zone of the Spartans and went on an 18-5 run in a 54-47 win Tuesday.

“I thought we came out in the first half and executed our game plan exactly the way we drew it up,” Wickness said. “We knew this was a talented Yorkville team and we wanted to limit what they could do inside.”

That meant a 2-3 zone to try to limit the inside presence of the 6-foot, 1-inch Katie Nolan and the 6-foot Lindsay Harrison. For most of the first three quarters, the Spartans (6-3 overall, 1-2 Northern Illinois Big 12 East) kept the

Foxes (8-1, 3-0) at bay.

Sycamore led by as much as six in the third quarter, but after Darely Duarte hit a jumper with 2:08 left in the frame, Yorkville responded by scoring eight straight to close the quarter. The Foxes never trailed again.

The Spartans trailed 46-41 in the final three minutes when Kate Majerus came up with a steal as they looked to make it a one-possession game. But after Taryn Mathey missed a 3-pointer – the Spartans were 0 for 18 from beyond the arc – Hayley Farren connected on a 3-pointer for Yorkville to expand the lead back to eight. Sycamore didn’t get within five the rest of the way.

“You could hear us just take a big breath and relax after that,” Yorkville coach Kim Wensits said. “It was getting tense, but that kind of changed a

lot. And it was good to see Hayley make that shot. She’s missed a long stretch – this was her first game of the year.

So for her to come back and contribute five big points is great to see.”

Wensits said this was the first zone the Foxes have seen for the length of a game, adding that she expected the Spartans to switch to man-to-man toward the end of the game. Wickness said he somewhat second-guessed himself about staying in the zone for too long. ​It was effective early. After Yorkville built a 13-7 lead in the first, Sycamore scored nine straight to take the lead. It held the lead until the run by the Foxes to close the third quarter.

One of the players to take advantage of the zone, Wensits said, was 5-foot-1 Audrey Macciomei. She hit the bucket that drew the Foxes to within 36-34

late in the third, assisted on the tying basket and hit the 3-pointer on the next possession that put Yorkville ahead for good.

Kylie Feuerbach led all scorers with 21 points. The 5-foot-11 freshman was effective driving into the lane for layups even against the large Yorkville defense. Mathey led the Spartans with six rebounds.

Lauren Daffenberg led the Foxes with 15 points, Harrison scored 12 and Nolan 11 to go with a game-high eight rebounds.

The Spartans are off until after Christmas, when they compete in the Oswego East tournament.

“We still have a lot of work today,” Wickness said. “We’re always improving, always getting better. We’ll spend time practicing, watching film, and we’ll be ready to go.”

Late FTs, missed 3 give Kaneland win over Morris

By JOHN GALLIONE sports@daily-chronicle.com MAPLE PARK – In an offensively dominated seesaw affair, it was a pair of free throws from junior guard Jamie Martens with 3.7 seconds left that proved to be the pivotal scores for the Kaneland girls basketball team in a 5755 win.

While Martens’ poise from the line may have won the game, the turning point came with 3:28 left in the fourth, with Morris leading by three. Kaneland guard Jenni Weber intercepted a Mor-

ris inbound pass off a double team and completed a three-point play to tie the game at 50.

“Coach (Ernie Colombe) called for the double team,” said Weber, who finished with 15 points and three steals.

“Bryanna [Kiagos] tipped it, and it wound up in my hands. I just happened to grab the ball and go up. It was definitely a momentum changer. It got us going on defense.”

Kaneland (7-1, 3-1 Northern Illinois Big 12) was able to get its offense back on track by running the ball through junior center Grace Ringel. Ringel finished a

rebound short of a double-double, totaling 21 points and nine rebounds.

“When we fell behind, I felt like we were settling for quick jump shots,” Colombe said. “When we were able to work the ball inside out, we stopped playing rushed. We stopped throwing passes just to get the ball out of our hands.”

Ringel said that although she started cold and got frustrated early, she didn’t shut down.

“Sometimes when I get frustrated, it drives me,” Ringel said. “I end up finishing better near the basket. My teammates really helped today.”

Morris (7-4, 2-1 Northern Illinois Big 12) coach Kate Carey said that fouls late hurt her team.

“Putting them on the line late lost us the game,” Carey said. “[Weber’s] play turned the momentum of the game.

We’ve had a lot of close game situations like this so far this year. I felt like we went into panic mode on offense tonight.”

Mya Shannon finished with 19 points, two rebounds and two steals for Morris.

Meghan Smith also added 14 points and three rebounds before fouling out late in the fourth quarter.

NEW YORK – Artem Anisimov scored the tiebreaking goal late in the second period to lead the Blackhawks over the New York Rangers 2-1 on Tuesday night.

Trevor van Riemsdyk also scored as the Central Division leaders improved to 3-0-1 in their last four games. Scott Darling stopped 33 shots, upping his record to 7-2-2.

Artemi Panarin had two assists and Anisimov had one as the Hawks got even with New York following a 1-0 overtime loss at home to the Rangers last Friday.

Jesper Fast scored for the Rangers and Antti Raanta, starting for the fourth straight game, made 24 saves.

Raanta had won three consecutive starts, including shutouts in the last two. New York had won four of its last five.

Hawks captain Jonathan Toews was activated from injured reserve earlier in the day after missing nine games with an upper-body injury.

The Rangers had some chances in the final minutes, but Darling stopped Mats Zuccarello’s slap shot with about 3 minutes to go, and then a tip-in attempt by Jimmy Vesey less than a minute later.

Anisimov put the Hawks ahead for good with 1:09 left in the middle period.

As Brian Campbell skated past the left side of the net, he sent a centering pass in front to Anisimov, who fired it past Raanta for his 13th goal.

After a scoreless first period, the Hawks got on the scoreboard at 5:18 of the second as Panarin skated toward the net on the left side and sent a pass across to van Riemsdyk, who wristed it past Raanta for his first of the season. It ended Raanta’s shutout streak of 176:22.

The Rangers tied it less than 3 minutes later as Fast, standing at the left side of the net, had the puck coming from behind the cage deflect up off his body and he then batted it in out of the air for his third at 8:15.

Vesey had a chance for the Rangers on a rush minutes before the Hawks’ goal, but Darling made a nice pad save on his attempt.

Raanta then denied Patrick Kane’s wraparound attempt with about 9 minutes left in the second.

The Hawks outshot the Rangers 11-7 in a tight first period.

Johansson trying to make the most of his brief NHL stint

NEW YORK – Lars Johansson spent a full decade playing professional hockey in Sweden, so his current stint in the NHL – no matter how brief it may end up being – has been something to savor. As a 29-year-old Blackhawks rookie, perhaps he even appreciates it more than the guys who come into the NHL as teens, or in their early 20s.

“It’s hard to tell, I think they appreciate it, to,” Johansson said. “But of course, I’m very happy to be here.

It’s been a dream since I was a kid, and it took me a while to get here.

Now that I’m finally here, I’m enjoying it. It’s a good experience.”

Johansson, signed as a free

agent in May after being named the Swedish Hockey League’s Goalie of the Year after posting a 1.74 goalsagainst average and a .927 save percentage, was called up after Corey Crawford’s appendectomy.

Crawford hasn’t been back on the ice yet, but is still expected to be back within the next two weeks. The Hawks have just one back-to-back set during that time, this weekend at St. Louis and home against San Jose. Quenneville has indicated it’s unlikely that Johansson gets a start while he’s here, but the goalie is trying to maximize his time in the NHL, anyway.

With Scott Darling a free agent after this season, Johansson could conceivably be battling to be the backup next season.

The Bulls could confidently flip the card on “Days since a towel was thrown in a coach’s face in the work place’’ to 10 on Tuesday.

Then again, having point guard Rajon Rondo sidelined for the game with the Minnesota Timberwolves with a sprained right ankle helped that process along.

It was the fourth game the 30-yearold veteran has missed this season.

Three have been because of injury, while the one was a suspension due to the towel he tossed into the face of assistant coach Jim Boylen on Dec. 3 in Dallas.

The hope was the ankle would be a quick recovery.

“Rondo was having one of his best practices of the year [Monday],’’ coach Fred Hoiberg said. “He was all over the place. He was talking, he was cutting, he was moving. And it was kind of a freak play right at the end of practice. He didn’t really land on anybody. Just kind of landed on it wrong and tweaked it.

“It’s point tender right now. He’s limping pretty good. Hopefully with a couple more treatments the next few days we’ll get him back for the Milwaukee games {Thursday and Friday].’’

While the Bulls have all but moved past the Rondo-Boylen incident, former Bulls coach Tom Thibodeau knows a little bit about the Rondo experience, especially since Thibodeau was an assistant coach in Boston when Rondo was part of that championship run.

Now with the Timberwolves, Thibodeau had nothing but praise for Rondo, both on and off the court.

“Rondo is really unique,’’ Thibodeau said. “He’s a very, very smart player. He’s an offense unto himself.

Very, very creative.

“Over the course of a season there’s going to be some things that pop up, and that’s with every team.

So you handle that, you move on.

I’ll say this about Rondo: The good far outweighs the bad. I saw firsthand what he did in Boston, and the guy, the plays he can make, the vision and decision-making are really special. You have to take all of it with every player. No one’s perfect. I saw he apologized and that happens in the course of a season.’’

Since returning from the “Circus Trip’’ a few weeks back, the practice schedule has drastically changed for Dwyane Wade. To the point where it’s almost non-existent.

Hoiberg confirmed that, as the team is basically doing all it can to keep Wade and his 34-year-old knees upright and healthy come gametime.

“If he feels like he needs to prac-

tice he’ll get out there and get some reps with the guys, but it’s pretty limited as far as what he’s doing out there,’’ Hoiberg said. “But when you’ve been around as long as he has, when you’ve had the type of career he has, he knows his body.

We’re confident that he’s going to keep himself ready, and he’s had a heck of a year so far, so we’ll keep with the plan.’’

CARTER-WILLIAMS UPDATE

Michael Carter-Williams will see a doctor once again on Friday, and if the left wrist has shown progress in the soft cast he’s been wearing, he could be cleared to start practicing by next week, according to Hoiberg.

Carter-Williams hasn’t played in a game since getting hurt in Brooklyn on Oct. 31.

The WASHINGTON POST These are the cookies that kids will love to help decorate; they begin with a store-bought gingerbread mix, but you certainly can use your own favorite firm gingerbread recipe.

Reindeer Gingersnaps 12 cookies

One 14.5-ounce package gingerbread mix, such as Pillsbury Gingerbread Cake & Cookie Mix 6 tablespoons (3/4 stick) unsalted butter, melted 1 large egg Flour, for the work surface For assembly: 1 teaspoon meringue powder 1/2 teaspoon hot water One 12-ounce container ready-to-spread fluffy white frosting 24 miniature candy canes

24 round black licorice candies 12 sour red cherry candies For the cookies: Preheat the oven to 375 degrees F. Line two baking sheets with parchment paper or silicone liners.

Prepare the gingerbread dough according to the package directions for gingersnap cookies, using the butter and egg. The dough will be soft.

Generously flour a work surface and rolling pin. Place the dough on the prepared surface and roll it out to a thickness of 1/4 inch. Use the cookie cutter to cut out a total of 12 ovals, rerolling the scraps as needed. Space the ovals at least 2 inches apart on the baking sheets. Bake one sheet at a time (middle rack) for 8 to 10 minutes or until the cookies are set.

Transfer to a wire rack (on the sheet) to cool completely.

For assembly: Stir together the meringue powder and hot water in a medium bowl until well combined, then stir in the frosting until well blended. Spoon this mixture into a heavy-duty zip-top bag and seal, pressing out

Buttercream makes sandwiches the star The WASHINGTON POST The buttercream filling is so well balanced in these sandwich cookies, you may want to take it apart, a la Oreo-eating style, to get to it. You could cut this recipe’s amount of salted caramel buttercream in half, but we think you’ll find lots of uses for it during the holidays.

Salted Caramel Sandwich Cookies 20 to 25 filled cookies

For the cookies: 2 cups flour, plus more for rolling and cutting 1/2 teaspoon salt 16 tablespoons (2 sticks) unsalted butter, room temperature 1/2 cup confectioners’ sugar, plus more for optional dusting 3/4 teaspoon pure vanilla extract For the filling: 1/2 cup packed light brown sugar 8 tablespoons (1 stick), plus 12 table-

spoons (1½ sticks) unsalted butter, at room temperature 2 tablespoons light corn syrup 1/2 cup heavy cream 1 tablespoon pure vanilla extract 1/2 teaspoon sea salt 3 to 3½ cups confectioners’ sugar For the cookies: Whisk together the flour and salt in a bowl. Beat the butter in the bowl of a stand mixer or handheld electric mixer on medium speed for 3 to 5 minutes, until fluffy.

Stop to scrape down the bowl.

Add the confectioners’ sugar; beat on medium speed for about 2 minutes, until pale and fluffy. Stop to scrape down the bowl, then add the vanilla extract and beat just until incorporated.

Add the flour mixture; beat on low speed, stopping to scrape down the bowl as needed until the dry ingredients are just incorporated and dough stays together when pinched between your fingers. Divide the dough in half, forming into two disks; wrap each in plastic wrap and refrigerate for at least 1 hour or until firm.

Meanwhile, make the filling: Combine the brown sugar, 8 tablespoons of the butter and

as much air as possible.

Use scissors to snip off one corner of the bag; this will be your decorating “tip.” Pipe one large dot of frosting mixture at the (wide) top of one cookie; then press the straight ends of two candy canes into the frosting to form antlers. Pipe another large dot of frosting on top to help hold them in place. (Prop up the candy canes until the frosting sets by placing a piece of candy beneath them.)

Pipe two large frosting ovals in the center of the cookie; press one licorice candy into each oval to form eyes. Pipe one dot of frosting at the bottom of the cookie; press one cherry candy in the dot to form a nose. Repeat with the remaining cookies, some of the frosting mixture and all the candies. Let them set completely before storing (this may take as long as overnight).

Nutrition information per cookie (using 8 ounces frosting): 360 calories, 2 g protein, 58 g carbohydrates, 13 g fat, 5 g saturated fat, 30 mg cholesterol, 270 mg sodium, 0 g dietary fiber, 38 g sugar.

Salted Caramel Sandwich Cookies

the corn syrup in a heavy saucepan over medium heat. Once the mixture starts to bubble, reduce the heat to medium-low and cook for 3 to 4 minutes or until it starts to thicken (no need to stir). Carefully whisk in the cream, vanilla extract and salt. Increase the heat to medium so the mixture returns to a bubbling state; cook for 3 to 4 minutes, stirring as needed, to form a smooth caramel. Remove from the heat and cool completely.

Combine the remaining 12 tablespoons of butter and 3 cups of the confectioners’ sugar in the bowl of a stand mixer fitted with a balloon-whisk attachment (or use a handheld electric mixer). Beat on low speed, then medium, until smooth. Stop to scrape down the bowl.

Add the cooled salted caramel and beat on medium speed until creamy and thick. If the filling seems a bit loose, add some or all of the remaining 1/2 cup of confectioners’ sugar, a little at a time, beating on low speed. The yield is about 4 cups; you’ll need 1/2 to 3/4 cup for

these cookies, and the rest can be refrigerated in an airtight container for up to 2 weeks.

When you’re ready to bake, preheat the oven to 325 degrees. Line two baking sheets with parchment paper or silicone liners.

Lightly flour a work surface and your cookie cutter. Working with one disk of dough at a time, roll it out to a thickness of 1/4 inch.

Cut out 20 to 25 shapes with the cookie cutter and place them on the baking sheets, re-rolling the scraps as needed and spacing the cutouts at least 1½ inches apart on the baking sheets. Refrigerate until firm, at least 30 minutes.

Bake one sheet at a time (middle rack) until firm and golden, 13 to 15 minutes. Transfer the cookies to a wire rack to cool completely.

Repeat with the remaining dough.

To assemble the sandwich cookies, turn half of them upside down. Spread or pipe the filling onto the upturned sides of those cookies.

Top with the remaining cookies, then dust the tops with confectioners’ sugar, if desired.

Chewy Molasses Cookies

Makes 24 cookies Start to finish: 2½ hours, including 2 hours refrigeration time) 2 cups all-purpose flour 1½ teaspoons ground cinnamon 1 teaspoon ground ginger 1 teaspoon baking soda 1/4 teaspoon ground cloves 1/2 teaspoon kosher salt 1/2 cup (1 stick) unsalted butter, melted 1/4 cup granulated sugar, plus another 1/2 cup for rolling

1/4 cup brown sugar 1/3 cup molasses 1 large egg In a medium-size bowl, combine the flour, cinnamon, ginger, baking soda, cloves and salt.

In another large bowl, combine the butter, 1/4 cup granulated sugar, brown sugar and molasses.

Beat in the egg.

Beat in the dry ingredients; the dough should be fairly stiff. Refrigerate the dough for about 2 hours.

Preheat the oven to 375 degrees F. Scoop the dough up by heaping tablespoons and roll them into balls.

Roll the balls in the remaining 1/2

cup granulated sugar and place them 2 inches apart on a baking sheet (about 12 cookies per baking sheet).

Using the bottom of a glass, flatten the cookies to about 1/4-inch thick, 2½ inches in diameter.

Bake for 7 or 8 minutes just until set. Remove the cookies from the baking sheet and cool on a wire rack. Repeat with the rest of the dough.

Nutella devotees will find a lot to love about smoky hazelnut cookies The WASHINGTON POST Nutella lovers will appreciate the addition here of Spanish smoked paprika, which makes these cookies just different enough from the now-ubiquitous versions of salted Nutella cookies.

The original recipe makes a batch of 10 rather large cookies; in testing, we liked smaller cookies, and we added salt to the dough and flaky salt for sprinkling on top.

Smoky Hazelnut Chocolate Cookies 25 cookies

1 cup flour 1/2 cup granulated sugar 2 teaspoons sweet Spanish smoked paprika 1/8 teaspoon sea salt 2 large eggs 1 cup Nutella, at room temperature Scant 1/2 cup (2 ounces) hazelnuts,

skinned, toasted and coarsely chopped 1 tablespoon confectioners’ sugar, for dusting Flaky sea salt, such as Maldon, for sprinkling Preheat the oven to 350 degrees F. Line two baking sheets with parchment paper or silicone liners.

Combine the flour, granulated sugar, 1½ teaspoons of the smoked paprika and the 1/8 teaspoon of sea salt in a mixing bowl.

Add the eggs, mixing with a wooden spoon to form a dough. Add the Nutella and hazelnuts, working to form a smooth dough and mixing for no more than 2 minutes.

Divide the dough into 25 equal portions, then use your palms to roll them into balls.

Position the balls on the baking sheets at least 2 inches apart.

Bake one sheet at a time (middle rack) for 8 to 10 minutes, until the cookies have spread and are crisp around the edges, with a few cracks on top.

While the cookies are still warm, sprinkle them with the remaining 1/2 teaspoon of

smoked paprika, the confectioners’ sugar and the flaked salt.

NOTE: To skin hazelnuts, bring a few inches of water to a boil in a small saucepan over medium-high heat.

Add about 1 teaspoon of baking soda and then the hazelnuts.

Boil for several minutes, until the water turns dark brown and the skins begin to easily peel off the nuts.

(You can test one by removing it from the pot, running it under cool water and seeing how well the skin slips off.) Drain the water from the nuts and let them cool until you can handle them, then use your fingers to remove the skins.

Toast the nuts on a baking sheet in a 350-degree oven for 8 to 10 minutes, until golden and fragrant, shaking the pan about halfway through. Cool completely before using.

Jefferson students honored DAILY CHRONICLE Students at Jefferson Elementary School in DeKalb were recently honored

by Jefferson PTA for achievement in the 2016 National PTA Reflections Arts in Education program. The award honors imagination, creativity and interpretation of the theme “What Is Your Story?”

The following students received awards: • William Smrz, “My Story of William,” first place, Primary Literature division • Cameron Moore, “Me Land,” first place, Primary Visual Arts division • Gianna Gooden, “Volleyball, Dance, Crazy Siblings, Oh My!,” first place, Intermediate Literature division • Naif Amern Al Harby, “Hands Together,” first place, Intermediate Visual Arts division “The Reflections program is a won-

derful way for Jefferson students to express their artistic abilities,” Stephanie Gooden, program chairwoman, said in a news release. “Reflections brings in members of the community to judge students’ entries. The winners of our contest will move on to the regional competition. Jefferson PTA is proud of the students’ hard work and honored to offer the program.”

The National PTA Reflections program encourages students of all ages and abilities to explore and be involved in the arts. Through the program, PTAs across the country urge students in preschool through grade 12 to create and submit original works of art in the medium of their choice – dance choreography, film production, literature, music composition, photography and visual arts – reflecting on a specific theme.

St. Mary’s students take part in clothing drive The Builder’s Club at St. Mary’s Catholic School in Sycamore is a student-led service club that wants to make a difference in the community.

Recently, the students participated in the “Snug Hugs for Kids” clothing drive collecting hats, gloves, mittens and scarves for the Children’s Home and Aid Society Centers.

Kishwaukee College will now offer students the opportunity to seamlessly transition into a four-year bachelor’s degree program through a new partnership with Olivet Nazarene University in Bourbonnais.

The admissions initiative, Pursue ONU, will provide a path to a bachelor’s degree in nursing or criminal justice for Kishwaukee students currently enrolled in an associate degree program.

Kishwaukee is one of many community colleges participating in Pursue ONU, to help students transfer to Olivet to complete their baccalaureate degree. Kishwaukee students receive support from Olivet’s Financial Solutions, Admissions, and Academic Advising departments.

“As a two-year college offering occupation degrees and certifications, Kishwaukee has a wonderful chance to provide further educational opportunities for students, and Olivet is glad to partner with them,” Jonathan Bartling, Olivet’s dean of the School of Graduate and Continuing Studies, said in a news release.

“We are excited to begin this Oliv-

et partnership with our nursing program,” Bette Chilton, dean of Health & Education at Kishwaukee College, said in the release. “It’s a collaborative model that is designed for the student to succeed.”

The Pursue ONU initiative allows students to be simultaneously admitted to Kishwaukee College and Olivet Nazarene University’s School of Graduate and Continuing Studies.

Through SGCS, adults and other nontraditional students can study nursing, business, education, criminal justice, engineering and ministry at the bachelor’s, master’s and doctoral levels. Classes can be taken online or at numerous locations throughout the Midwest.

Dually admitted Kishwaukee students can transfer more quickly by taking general education and prerequisite classes before beginning as full-time Olivet students. Academic advisers will ensure that students are enrolled in only the courses needed to pursue their bachelor degree.

Personal trainer program information session offered DAILY CHRONICLE Kishwaukee College Continuing Education is offering a free information session for community residents to learn more about the Personal Fitness Trainer program.

The free information session will be held from 6:30 to 7:30 p.m. Tuesday, Jan. 10, in Room B2301 at the college.

Space is limited and registration is required.

There will be an additional opportunity to learn more about the program online through World Instructor Training School, the college’s partner in offering the program.

designed to prepare students to work successfully in the fitness field. If further risk factors besides age are added, then the benefits of aspirin increase.

So a 55-year-old with diabetes who smokes cigarettes clearly would benefit by taking a daily baby aspirin. This benefit outweighs the risk of a stomach bleed and the risk of bleeding in the brain.

More interesting – for some people, anyway – is much of the mortality benefit seen with long-term aspirin use may be in decreasing colon cancer, not in its reduction of heart attack. People who take low-dose aspirin for more than 10 years can reduce the risk of colon cancer by 20 to 40 percent, studies have shown. In fact, the mortality benefits associated with aspirin – in the general population – may be more strongly linked to a decrease in colon cancer than to a decrease in heart attacks.

The bottom line: If you have low risk for a heart attack or have no family history of colon cancer, aspirin offers little benefit.

Dear Doctor: If you don’t have risk factors for having a heart attack, should you be taking aspirin every day?

Dear Reader: Let’s consider the risk factors, how aspirin works and the numbers.

The risk factors for having a heart attack include diabetes, high blood pressure, smoking, high LDL cholesterol (the socalled “bad” cholesterol) and age.

Aspirin decreases blood clotting within the vascular system by not allowing platelets to adhere to each other. This effect can be shown even with low-dose, or 81-milligram, aspirin, also known as baby aspirin.

Daily use of standard aspirin has been shown to significantly benefit those who are having a heart attack and those who have had a heart attack in the past. For people who have a history of heart attacks, taking a low-dose aspirin will decrease the chance of having another heart attack by 20 percent.

However, if you’re a 40-year-old who has never had a heart attack and has none of the above risk factors, your chance of having a heart attack is low. For you, aspirin will have little benefit, and may cause more harm due to increased chances of bleeding in the stomach and a small increased risk of bleeding in the brain.

If you’re a 55-year-old who has good blood pressure, low cholesterol and does not have a significant smoking history, your risk also is low, so again there is little benefit to aspirin compared with its risk.

If you’re 65 without risk factors, aspirin might reduce the risk of a heart attack, but that risk reduction is offset by the increased risk of bleeding in the stomach.

The same is true for a 75-year-old. These
