When hazard lights are the hazard POLL YESTERDAY’S RESULTS

There is a very limited set of circumstances when it is allowed to have the hazard lights flashing while driving your vehicle in Illinois.

You are driving in a funeral procession. To indicate the “presence of a vehicular traffic hazard requiring unusual care.”

The fact that it is snowing out does not qualify. All of us sharing the road with you are keenly aware that it is snowing. If turning on your hazard lights is your way of telling us that you don’t know how to drive in the snow – well, perhaps you’ve accomplished your mission, but it’s also against the law.

For one, when your hazard lights are on, no one can tell when you actually intend to turn, which, incidentally, Illinois law requires you to signal at least 100 feet before doing so in a business or residential area. If you’re outside those areas, it’s 200 feet.

For another, driving with your flashers on distracts everyone else on the road. Hazard lights are on? What’s the matter?

Nothing. They’re just unclear on the rules.

I’m all for people using caution when driving in inclement weather. No one wants to wind up sending their minivan nose-first into a roadside ditch, then sit waiting who-

SURGE IN DRUG-AFFECTED NEWBORNS DRIVEN BY RURAL OPIOID USE

CHICAGO – A surge in U.S infants born with symptoms of withdrawal from heroin or strong prescription painkillers is driven largely by rising drug use among women in rural areas, a new study found.

The problem in urban and rural areas was about the same in 2004 – about 1 in 1,000 births were affected. But by 2013, the rural rate had climbed to almost 8 in 1,000. In urban areas, it reached 5 per 1,000 births.

The rates correspond with women’s use of opioid drugs during pregnancy. This includes use or misuse of oxycodone and other prescription opioid painkillers, and use of illegal narcotics.

But driving too slow, with a blinking advertisement that says “this makes me nervous” just increases the amount of time you’re on the road, and therefore the number of mishaps that can befall you. Or all those people stuck behind you become more inclined to do something risky in order to get out from behind you.

Maybe if the weather conditions are too extreme for you to feel comfortable traveling, you should not travel. If you absolutely have to, by all means, drive whatever speed feels safe. But please don’t turn on your hazard lights.

Newborns whose mothers use these drugs during pregnancy are at risk for seizures, excessive crying, problems with breathing, sleeping and feeding and other withdrawal symptoms. Treatment sometimes includes methadone and babies may need to be hospitalized for weeks or months.

The study, led by University of Michigan researchers, found that about 21 percent of U.S newborns with withdrawal symptoms in 2013 were from rural counties, up from 13 percent in 2004.

To come up with their estimate, the researchers analyzed a dataset of U.S. hospital discharges compiled by the government’s Agency for Healthcare Research and Quality. The results were published Monday in JAMA Pediatrics.

Filing period opens for city office candidates for April’s ballot

dzimmerman@shawmedia.com DeKALB – Michael Embrey wanted to make sure he was among the first to get his name on the ballot for the DeKalb mayor’s race in the 2017 consolidated election in April.

Name order on the ballot is determined by the order in which candidates file their nominating petitions, so Embrey, a 70-year old businessman and entrepreneur, stood Monday morning outside the DeKalb Municipal Building at 200 S. Fourth St. before the doors opened.

“Everyone in town is complaining about taxes, spending and crime, and those are things all candidates should be aware of,” Embrey said. “We can’t lower taxes without new revenue and there is a lot of quick revenue through special events that can be made, and it’s not as time-consuming as trying to bring a business to town.”

Election hopefuls around DeKalb County submitted paperwork to have their name on the ballot Monday, the first day people who want to run for office on local government boards could file. The filing period lasts through the close of business Monday.

Mayoral races in DeKalb and Sycamore are shaping up to have multiple contenders this year. In DeKalb, Mayor John Rey filed to run for re-election and will be challenged by at least two – and likely three – others.

In Sycamore, where Mayor Ken Mundy has said he will step down after three terms, three people filed petitions seeking to appear on the ballot: dentist Curtis E. Lang, City Clerk Candy Smith and tattoo shop owner Rick “Spider” Kramer. Four people filed for city clerk: Lisa Hepker, Shaney Herrmann, Mary Kalk and Cortney Cox. Additionally, Alan Bauer filed for 1st Ward alderman and Pete Paulsen filed for 2nd Ward alderman.

In DeKalb, three candidates filed petitions for mayor at the same time. Embrey, Rey and Jerry Smith.

“My commitment to DeKalb has been nothing but total, and I have been through a learning curve over the past few years and gaining an understanding of the complexity in city government,” Rey said. “I think the platform issues to take forward are good governance, economic development and government safety. I think jobs and housing are also a critical need and the need for aggres-

Smith, 73, a longtime community leader and former executive director of the DeKalb County Community Foundation, also was waiting at the city clerk’s office Monday morning.

“I know a lot of people in town who have told me to run before and the time wasn’t right, but it is now,” Smith said.

“I have no vested interest other than to give back to the community in which I have lived and raised my family in.”

Smith is a Northern Illinois University graduate and U.S. Army veteran who has served on the boards of the DeKalb Chamber of Commerce, Kishwaukee Community Hospital and DeKalb County Economic Development Corp.

Since Smith, Embrey and Rey were all at the clerk’s office at 8 a.m., their order on the ballot will be determined by a lottery.

DeKalb County Board member Misty Haji-Sheikh, D-District 7, has also announced her intentions to run for may-

Haji-Sheikh said in a news release that she believes in maintaining a balanced budget and isn’t afraid to make cuts when necessary.

“The city needs to have clear and transparent governance,” Haji-Sheikh said. “What I bring forward is what other candidates do not since I have a lot of experience in government and management and an excellent track record.”

She has served as chairwoman of the Health and Human Services Committee, DeKalb County Board Executive Committee and was one of the pioneers of the DeKalb County Business Incubator, a program that encourages the development of ideas from new entrepreneurs that can evolve into successful businesses in the community.

In addition to mayor, five other positions are up for election for the city of DeKalb, including city clerk and aldermanic seats in the 2nd, 4th, 6th and 7th wards. All positions are four-year terms except for the 7th Ward alderman seat,

which is a two-year unexpired term.

By 3 p.m., 2nd Ward Alderman Bill Finucane, 4th Ward Alderman Bob Snow and 7th Ward Alderman Tony Faivre all filed petitions to keep their seats.

DeKalb Financial Advisory Committee member Mike Verbic, 50, filed to run for 6th Ward alderman, which is represented by Dave Baker.

Verbic, a former DeKalb School District 428 Board president who ran for mayor in 2012, said he has specific plans for economic development and wants to make the improvement of the city’s credit rating a top priority.

“In speaking with local business, I’ve found that they can’t find high-quality applicants for employment, so I support things like workplace training, funded with TIF, to better prepare our workers and attract outside business and industry,” Verbic said. “As for improving the credit rating, I support maintaining our pension obligations and prioritizing our expenses to not impact the 25 percent reserve balance in the general fund.”

Jury selected in ex-NIU officer’s rape case

browland@shawmedia.com SYCAMORE – The trial of a former Northern Illinois University police officer will begin today, with the woman who first accused him of rape in October 2011 set to take the stand first for the prosecution.

Andrew Rifkin, 28, is charged with sexually assaulting the woman, who was a freshman at NIU when the incident occurred. On Oct. 28, 2011, the woman contacted NIU police to report the alleged rape, which she said took place Oct. 14, 2011, in Rifkin’s Cortland apartment.

Rifkin was fired a few days later; he had graduated from the police academy Sept.

23, 2011.

If convicted of criminal sexual assault, Rifkin could be sentenced to up to 15 years in prison; probation would not be an option.

The victim is expected to take the stand after opening statements. Although NIU police are forbidden from fraternizing with students, Rifkin and the woman had a consensual sexual relationship. However, prosecutors allege that Rifkin forced the victim to engage in a sex act to which she did not consent.

Jury selection took up most of the day Monday. A jury of five women and seven men was selected to hear the case. Two alternate jurors, a man and a woman, also were picked.

During the selection process, attorneys on both sides asked prospective jurors a number of questions.

The prosecution, led by DeKalb County First Assistant State’s Attorney Stephanie Klein, asked questions about what kind of TV shows they watched and whether they believed the criminal justice system worked.

The defense, led by attorney Bruce Brandwein, asked them whether they had any preconceived notions about a specific sex act likely to be discussed at trial. He also asked whether they thought people who engaged in such acts were deviants. Reactions to this question varied, although most of the jurors said they had no preconceived notions or strong moral objections to the act itself or people who engaged in it.

Judge William Brady is presiding over the trial, which could last through the week.

OBITUARIES GERTRUDE A. COCHRANE Born: April 1, 1936 Died: December 10, 2016

Gertrude A. “Trudy” Cochrane, 80, of DeKalb, Illinois, died Saturday, December 10, 2016, at DeKalb County Rehab and Nursing Center.

Born April 1, 1936 in Aurora, Illinois, the daughter of Joseph and Gertrude (Christoffel) Wirth, Trudy married Roger Cochrane on August 22, 1964 in DeKalb. Trudy was a graduate of Hiawatha High School Class of 1954. She worked at the phone company for several years and after marrying Roger, she stayed home to raise their family. Later she worked for Dr. P.R. Ramanathan until her retirement. Trudy was very creative and was always making things with her girls. She also liked to knit, draw and paint. She canned their garden’s harvest and was a wonderful cook. Trudy enjoyed collecting cocoa pots and traveling with her husband.

She is survived by her husband Roger; four daughters, Andrea (Paul) Sebby of Sycamore, Angela (Dick) Collin Jr., Julie Cochrane all of DeKalb, and Michele French (John Anderson) of Creston; eight grandchildren, Austin, Olivia and Hannah Sebby, Ryan, Alex and Audra Scott, Lauren Collin and Chelsea French (fiancé Cody Sommers); step great-grandson, Gavin Sommers; her sisters, Rose Fidder and Dolores Wolf; sister and brother-in-laws, Dorothy Wirth, Kathie Cochrane, Charles Cochrane, James (Judie) Cochrane, Wesley

Ray, James Carlson; and numerous nieces and nephews.

She was preceded in death by her parents; sisters, Audrey Wirth and Virginia Carlson; and brothers, Edward and Joseph Wirth.

The Funeral Mass will be held at 10:00 a.m.

Saturday, December 17, at St. Mary Catholic Church, 321 Pine Street, DeKalb, with Father Dean Russell celebrating. Burial will follow at Fairview Park Cemetery in DeKalb. Visitation will be from 4:00 p.m. to 8:00 p.m. Friday, December 16, at Anderson Funeral Home in DeKalb. The wake service will be at 7:30 p.m. at the funeral home.

Richard served his country as a first lieutenant in the United States Army in both World War II, receiving a Bronze Star, and the Korean conflict.

He retired from Amoco Oil, Whiting Refinery, after 35 years of service. He was a longtime member of the Amoco Annuitants Club, Plymouth Congregational Church of Whiting, Veterans of Foreign Wars Post 2697, and he was a railroad history buff and astronomy enthusiast. Richard was a friendly, intelligent, conversational man with a wonderful sense of humor. He was well-loved and will continue to be missed greatly.

SYCAMORE – Cold temperatures are expected to continue in DeKalb County through this week, and the challenges of keeping warm are already affecting local places such as the Voluntary Action Center in Sycamore.

The VAC will close its community kitchen at 1606 Bethany Road on Tuesday for an emergency replacement of a broken furnace. Meals on Wheels deliveries and lunches served at the Taylor Street Plaza in DeKalb will also be canceled for the day. All services are set to resume Wednesday.

He pleaded guilty to a charge of possession of a controlled substance in connection with an October 2013 incident in which he sold the prescription drug Xanax within 1,000 feet of a senior housing complex in DeKalb.

While on probation, he tested positive for marijuana use in May 2015, and failed to submit two other drug tests, according to court records. He also was

arrested for petty offenses including retail theft in March 2015 and charges of resisting a police officer and possession of marijuana in August 2015.

On Saturday morning, Sycamore police held a meeting with about 20 people whose children had the most contact with Hannon at Energym.

“We held the meeting to give the opportunity for those most impacted by this to ask questions, and we may hold future ones if we find other affected groups that want to discuss the situa-

Police are continuing to work on the investigation with Genoa police and the DeKalb County Sheriff’s Office, with help from the Children’s Advocacy Center, which has provided specialized interviewers to conduct child-sensitive interviews, Theriault said.

Rauner eliminates clemency backlog

CHICAGO – Gov. Bruce Rauner has eliminated a backlog of more than 2,000 clemency requests he inherited from previous governors, in what the Republican said is part of his effort to improve Illinois’ criminal justice system and help some people convicted of crimes go on to lead productive lives.

SPRINGFIELD – Former Illinois Congressman Aaron Schock, who just two years ago was the future face of the Republican Party, pleaded not guilty Monday in federal court to charges that he misused government and campaign money for personal use.

The 35-year-old Republican from Peoria pronounced his plea and gave short answers to questions by U.S. District Judge Sue Myerscough, who set a trial date of Feb. 7.

Out of the 2,333 applications Rauner has acted on since becoming governor in 2015, he granted about 80 pardons, or about 3 percent of the requests. He granted three commutations, his office said.

People can seek pardons after they’ve finished serving a sentence. If a pardon is granted, the offender may go to court to have the conviction removed from their criminal record.

With a commutation, a sentence is reduced or terminated while the person is serving it.

Rauner’s predecessor, Democratic Gov. Pat Quinn, acted on nearly 5,000 cases and granted more than one-third of them. They included a reduced sentence for a woman who killed her husband by dousing him with gasoline and setting him on fire while he slept. The woman, Tammy Englerth, said in her clemency petition that her husband abused her “in every way imaginable.”

Rauner acknowledged he granted requests at a far lower rate than Quinn, but noted that in some states, such as Alaska or Arizona, governors have gone years without issuing a single pardon.

Most of the pardons Rauner granted were for nonviolent crimes such as forgery, drugs or theft. He has been criticized for denying other cases, including a request for posthumous clemency for a man who was imprisoned for stabbing an elderly woman.

Rauner rejected it even though a serial killer confessed to the crime more than a decade after Grover Thompson died while serving a 40-year-sentence.

Rauner said that before making a decision, he reviews the Prisoner Review Board’s recommendation and consults with some senior staff and Lt. Gov. Evelyn Sanguinetti.

He said he considers whether a person has had an otherwise clean criminal record and whether the person has given back to the community through the military or other service. He also said the person must have “a need for clemency,” such as to get a job or a professional license.

Among those he pardoned was Elizabeth Helton, who was convicted at age 17 of attempted armed robbery. At the time, Helton said, she had already been in treatment for substance abuse, wasn’t going to school and was “a kid without a real understanding of the consequences.”

The Bloomington resident earned her GED in jail and later earned a master’s degree in social work from Illinois State University. She’s now 33 and a social worker at the same facility where she once was a client. But with the felony on her record, she couldn’t become a licensed clinical social worker. Now she’ll be able to make more money and have more career options, she said.

“It’s life-changing,” Helton said.

“I’ve spent my adult life with the weight of the decisions I made as an adolescent on my shoulders.”

Last month, Rauner pardoned a 79-year-old decorated Vietnam War veteran who pleaded guilty to reckless homicide after the car he was driving crashed more than 50 years ago, killing his best friend. Patrick McNamee said he wanted his record cleared so he could get a concealed-carry firearms permit.

Rauner created a commission on criminal justice and sentencing reform last year with a goal of reducing the prison population by 25 percent by 2025. He’s also signed legislation to help former prisoners get professional licenses and to make it easier for ex-offenders to have their records expunged.

CHICAGO – The city of Chicago is expected to pay $3.8 million to a group of African-American women who argued in a federal lawsuit that Chicago Fire Department exams were discriminatory.

The City Council Finance Committee was set to approve the payment on Monday.

The money covers three and a half years of back pension contributions for 12 firefighters who were bypassed for hiring in 2012 after they were required to take a controversial physical strength test. At the time, a group of women were challenging the test in court because they said it discriminated against women.

Great Lakes cleanup to continue under legislation

TRAVERSE CITY, Mich.– A wide-ranging Great Lakes cleanup program will continue an additional five years under newly enacted legislation that funds water projects around the nation.

Congress gave the bill final approval over the weekend. It authorizes spending $300 million on the Great Lakes Restoration Initiative through 2021, although separate yearly votes will be needed to secure the money.

The program already has pumped $2.2 billion into more than 3,000 projects.

They have cleaned up toxic pollution in harbors and river mouths, battled Asian carp and other invasive species, restored wildlife habitat and supported efforts to prevent harmful algal blooms.

Trump critical of CIA’s Russian hacking claim

The Associated Press WASHINGTON – Donald Trump held firm Monday to his skepticism of the huge intelligence apparatus he’s about to inherit, doubting anew the CIA conclusion that Russia tried to hack its way into tipping the U.S. election his way.

Trump emphasized that he does not accept the conclusion that the Kremlin tried to disrupt the election in his favor, an idea he dismissed as “ridiculous” over the weekend. He also demanded to know why the subject hadn’t been raised before Election Day – which it was, repeatedly.

The focus of reporting by leading news organizations, the issue has been in the headlines since at least June – after hackers broke into computers at the Democratic National Committee, after WikiLeaks began publishing Hillary Clinton’s campaign chairman’s hacked emails in October and after the Obama administration publicly blamed Russia’s government, also in October.

“Unless you catch ‘hackers’ in the act, it is very hard to determine who was doing the hacking,” Trump tweeted Monday. “Why wasn’t this brought up before election?”

Trump himself had raised questions during a presidential debate in September about whose hackers were responsible, after Clinton blamed Russia. “She keeps saying ‘Russia, Russia, Russia,’ and maybe it was. It could be Russia, but it could be China, could also be lots of other people,” Trump said then. “It could be someone sitting on their bed that weighs 400 pounds.”

Attempting to deflect blame from Russia, Trump has embraced one of the truisms about cybersecurity.

In the hacks against the Democrats, two U.S. cybersecurity firms found detailed evidence that the intrusions were linked to Russian hackers. The internet domains and registrants traced back to a hacking group, “Fancy Bear,” linked to Russia’s intelligence services. It’s unclear whether there is other, classified evidence uncovered by the administration. Openly questioning the U.S. intelligence assessment about what could be a historically important hacking will make it harder for him to persuade the public the next time the government looks to place blame for a cyberattack. Such official accusations effectively require the public to trust the government’s findings since the blamed nation invariably denies involvement and intelligence officials are loath to reveal much about how they reached their conclusion.

Such a high-level accusation “only works if the president has credibility,” said Rep. Adam Schiff of California, the ranking Democrat on the House Intelligence Committee. “That only works if the country is going to believe and our friends and allies are going to believe and indeed our adversaries are going to believe that the president means what he says.”

Local artisans will sell handmade gift items such as baked goods, soaps, candles, wreaths and more from 10 a.m. to 4 p.m. Saturday at 201 W. Main St. Anne Ostdick, event organizer and owner of Herb/o/logy skincare products, said she thought of having a pop-up market after the recent Genoa-Kingston Christmas Walk featuring more than 80 crafters selling items at 11 locations.

“I thought the artisans might have extra products left over that they didn’t get to sell, and this will be great for last-minute shopping,” she said.

Ostdick said the pop-up market also is intended to promote shopping in local downtown businesses, many of which will have special things to offer during the day.

Crumpet’s Luncheonette, Tea Room & Bakery, 221 W. Main St., will have homemade hot chocoloate, and Karlsbad Tavern, 413 W. Main St., will have macaroni and cheese and festive hot drinks. Prairie State Winery, 222 W. Main St., will have wine tasting and lunch.

Everything Floral, 113 W. Main St., will donate a floral centerpiece for a raffle prize.

Handmade wreaths by Kari’s Creations will be sold during the Pop-Up Christmas Market on Saturday in Genoa. artisans will range from soaps, candles, wreaths and hemp jewelry to gifts for dog lovers like collars and gourmet dog treats.

Edible gifts will include handmade marshmallows and truffles, chocolates, honey and salsa.

Ostdick said the pop-up market will be an opportunity for shoppers to interact with the people who made the gifts they are buying.

“In the time of big box stores and online shopping, it’s becoming impersonal,” Ostdick said. “I want to go talk to the people that made it.”

Cortney Strohacker, executive director of the Genoa Chamber of Commerce, said the pop-up market should help to promote local shops as well as artisans with leftover merchandise from the Christmas Walk.

“It will bring more people into town, and hopefully they will visit our other businesses while they’re here,” Strohacker said.

First National Bank has awarded a total of $1,105,000 in community development grants to 51 organizations in Illinois, Nebraska, Colorado, Kansas, South Dakota and Texas.

The grants, which support affordable housing, education and job training, and economic development programs, mark the bank’s final disbursement of grant funding for the year.

First National Bank awarded a total of $1,840,000 in community development grants in 2016 to organizations across its seven-state service area.

In Illinois, First National Bank awarded $48,000 in community development grants to six organizations.

Grants for affordable housing programs will allow recipients to build, rehabilitate or finance a projected 32 homes and provide homeownership education to 37 individuals.

These included $10,000 for Habitat for Humanity of DeKalb County

to provide home repairs to qualified families in DeKalb County.

A grant supporting economic development initiatives will contribute to a projected 932 new and retained full- and part-time jobs and assist a projected 771 new and existing small businesses. This includes $5,000 for Accion Chicago, which provides support, training and capital to expand businesses and create jobs in Boone, DeKalb, Kane, Kendall and McHenry counties.

Congressional malpractice Republican leaders are beginning to sketch the agenda they will pursue next year, and top on their list is repealing Obamacare, a move they have promised for years. It seems to be dawning on them, however, that reality is more complicated than sloganeering. The GOP’s emerging plan is to vote immediately to repeal much of the Affordable Care Act but not have the repeal take effect for a few years, giving Congress time to deal with the complexities of crafting and passing a replacement.

This “repeal and delay” strategy may appear to be a reasonable way to minimize the negative effects of transitioning off Obamacare. It is not.

The plan would represent a reckless act of congressional malpractice, threatening the well-being of millions of Americans. The threat of such a policy disaster down the road would have immediate and negative effects on the health insurance market.

Health-care experts and industry groups are sounding the alarm with increasing urgency. They worry, first, that Congress will schedule much of the law to expire in a few years and then fail to agree on a replacement. There is plenty of evidence that lawmakers would not be able to unite behind an alternative. Republicans already have spent years trying to agree on a preferred plan, without success. Meanwhile, strategies based on putting a metaphorical gun to Congress’s head generally fail to force action, as the “sequestration” gambit failed to produce bipartisan budget compromise.

The nonpartisan Urban Institute released a study Tuesday explaining that repeal without an eventual replacement would result in such a destructive unraveling of the individual insurance market that the health care system would end up far worse off than before Obamacare, with some 30 million people losing coverage, uninsured rates spiking and strapped state governments facing massive new uncompensated health-care liabilities.

Even the possibility of anything like this outcome would terrify insurers participating in the Obamacare system now, as would uncertainty about the nature of a replacement if Congress managed to pass something. The American Academy of Actuaries sent a letter to congressional leaders Wednesday explaining the uncertainty would cause insurers to “reconsider their participation in the market, and some may choose to exit in the near term.” That would cause “severe market disruption and loss of coverage.” Not in three years – now.

Obamacare opponents should commit to repeal only after passage of a credible replacement plan.

Anything else would prove the trust Americans just placed in Republicans undeserved.

Keep deal but crack down on Iran As a candidate, President-elect Donald Trump said his “No. 1 priority” was to dismantle the “disastrous” nuclear deal with Iran. Tempting as that may be, Trump should resist. Instead, the man who fancies himself the world’s greatest negotiator should use U.S. leverage to hold Iran to the letter of the agreement.

This is the hard work of diplomacy, which takes place mostly out of public view and off Twitter. At least Trump’s job will be made easier by Congress, which just extended the Iran Sanctions Act, allowing the U.S. to punish Iranian entities involved with terrorism, illegal weapons and human-rights violations. Trump can and should also end the de facto policy of looking the other way at Iran’s early infringements of the pact, such as the recent revelation it had exceeded the deal’s cap on how much heavy water it is allowed to stockpile.

Trump should make clear he will have no tolerance for even minor transgressions such as this one. The new administration should go to the five other nations that signed the deal to negotiate an across-the-board response, such as reinstituting sanctions on some Iranian companies. If those other nations demur, the U.S. then can level the sanctions unilaterally.

In the long term, the six nations should try to negotiate changes in both the nuclear pact itself and the related side agreements (all of which the U.S. should make public). Iran may be willing to come to the table. It complains it has seen very little of the estimated $100 billion of its assets that had been frozen in foreign banks.

In addition, the hoped-for rush of investment by European energy companies – and the banks that accompany them – has been slow to materialize.

All this gives the parties to the agreement plenty of leverage with Iran. What could they ask for in return? There are a few changes possible to the nuclear deal itself, such as a stricter limit on the number of centrifuges Iran is allowed to use for “civilian” nuclear research and a longer ban on its production of weapons-grade fuel.

More feasible is a renegotiation of the side deal on inspections of suspected nuclear sites.

Outside the context of the nuclear deal, Trump should use U.S. sanctions more forcefully to crack down on Iran’s illegal ballistic missiles. He also should expand on President Barack Obama’s effort to better arm Saudi Arabia and other Gulf allies, particularly their anti-missile defenses.

The president-elect can best serve U.S. interests – and the cause of regional stability – by playing a longer game.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Don’t blame the “racism” of an electorate that twice elected the first black president. Don’t blame the Electoral College when everyone knew beforehand that you need 270 electoral votes, not a popular vote plurality, to win.

Blame instead the Clinton campaign’s “ascendant America” strategy – to reassemble the 2012 Obama coalition of nonwhites and millennials, on the assumption that the attitudes of other voters, notably white noncollege graduates who cast critical Obama votes in the Midwest, would remain static.

Exit polls showed that Donald Trump, supposedly toxic to nonwhites, ran slightly better among them than Mitt Romney did in 2012. Their apparent regression to the mean, to voting more like the national average, undercuts the theory that nonwhites, tormented by oppression and seething

with grievance, will remain overwhelmingly Democratic forever.

To recover, Democrats need to take a look at the map. The relevant map in this election divides the nation between coastal America (the West Coast plus Hawaii, as well as the Northeast from Maine to Washington, D.C.) and heartland America (the South, the Midwest and the Mountain West, as well as energy states Alaska and Pennsylvania). Coastal America casts 31 percent of popular votes and 170 electoral votes.

Heartland America casts 69 percent of popular votes and 368 electoral votes.

Clinton earned all but one electoral vote (Maine’s 2nd Congressional District) in coastal America. But in heartland America – where Barack Obama lost the electoral vote narrowly, 206-162, in 2012 – Clinton got only 63 electoral votes, compared with Trump’s 305.

Yes, Trump won the 46 electoral votes of Pennsylvania, Michigan and Wisconsin by a combined popular vote margin of only (at latest count) 77,193. But the fact is he didn’t need a single popular vote in coastal America to win.

Democrats are even weaker in heartland down-ballot elections. In races for the House of Representatives, Republicans won more than 200 seats there, compared with only 90 for Democrats.

Democrats could win half of the Republicans’ 35 U.S. House seats in coastal America and still fall short of a House majority. In state legislatures, heartland Republicans outnumber Democrats by nearly a 2-1 ratio.

My advice to Democrats is the advice Justice Louis Brandeis gave to young New Dealers in the 1930s. “Get out of Washington,” he said. “Go home, back to the states.” Leave the latte-soaked coastal cocoons. Return to your hometown or set down new roots, and run for office in the heartland – and not in university towns but in real America.

That’s what many young liberals did in the 1970s, shoring up Democratic congressional and legislative majorities for two decades, learning from constituents rather than instructing them, participating in local civic culture rather than lamenting it. The Democratic Party and the nation would be well-served if smart, ambitious young Democrats started packing their bags and competing where their party has been falling fatally short.

No, none of these five facts takes away from Trump’s victory, and his unpopularity doesn’t justify any of the wild and impractical calls to defeat him

by encouraging members of the Electoral College to defy instructions.

But presidential popularity – or the lack thereof – still matters. Trump could become much more popular after he takes office. Or, starting his presidency with record low approval ratings, he could slip down more. If that happens, he will likely receive little deference from Congress, Republicans included, or from executive-branch departments and agencies.

We will find all this out soon enough.

But in the meantime, don’t believe that the next president is as popular as they say they are, or that they have any special electoral magic allowing them to get away with outrageous statements and actions that would hurt any other politician. There’s nothing Teflon about this president-elect.

Herewith some unsolicited free advice for the Democratic Party. Whether it’s worth more than the price I leave up to Democrats to decide.

The first thing to remember is that the Democratic Party is the oldest political party in the world. It’s had its ups and downs over many years. Under any fair reading of history, it has done many good things for this country and the world. It is not going away any time soon.

But it is in a bad way. Its chances of recapturing the presidency in 2020 depend largely on decisions by Republicans and on events outside anyone’s control.

Democrats currently hold fewer House seats, governorships and state legislatures than at any time since the 1920s. And the signature policies of the outgoing Democratic president – Obamacare and the Iranian nuclear deal – are not political assets.

The first thing Democrats need to do is to end the alibi game. Yes, it’s a shattering experience to lose a presidential election that, until the 9 o’clock hour on election night, you seemed sure to win.

But alibis don’t help you win next time. Don’t blame “fake news” when your candidate had lots more money to spend delivering her message. Don’t

Wilkins has fun in pool on way to POY

ecarifio@shawmedia.com DeKALB – Aleida Wilkins’ main goal this year wasn’t to hit a certain time or improve a certain amount.

The sophomore swimmer on the DeKalb-Sycamore girls’ co-op was just looking to have more fun.

The laid-back attitude paid off, as Wilkins was the only Barb to earn a trip to the IHSA State Swimming Championships, her first qualification of the season finale. She was named the 2016 Daily Chronicle Girls Swimmer of the Year.

“I just wanted to have fun more than last season,” Wilkins said. “Last season I took it really seriously and I didn’t achieve as much as I wanted to. This year I was more relaxed and had more fun with it.”

Wilkins took 39th in the 100-yard breaststroke in 1 minute, 7.54 seconds – a half second behind her seed time.

2016 Daily Chronicle Girls Swimmer of the Year She said she learned a lot from the experience, and expects it will help her in her last two years with the Barbs.

“It was pretty overwhelming when you first walked in ’cause there was so many people,” Wilkins said. “But once you got used to it, it was really fun.”

DeKalb-Sycamore coach Melanie Chambers said she noticed Wilkins was more relaxed throughout the year.

“I think she had a goal of getting to state and knew that’s what she wanted to do,” Chambers said. “She didn’t put too much pressure on herself, didn’t talk about it too much. She just took each meet, each race as it came and went from there.”

Chambers said that didn’t mean Wilkins wasn’t motivated – she saw improvement out of the sophomore from Day 1.

“She was constantly improving from the getgo,” Chambers said. “She started off right where she finished last year, then constantly improved throughout the entire season.”

Wilkins said it was all about just trying to enjoy the season and not worry about a goal, even if it did end in the ultimate goal of many swimmers – a trip to the state championships.

“In the past I would focus too hard on something and it would take away from the rest of the experience,” Wilkins said. “So I just had more fun with it.

I made friends, got to know people better, and got to enjoy swimming more than just trying to push for an ultimate goal.”

sports@daily-chronicle.com DeKALB – Despite coming into the meet with a shuffled lineup, the DeKalb-Sycamore co-op boys swim team was able to come out of its meet with the Jacobs co-op with an 85-85 tie.

“I think that we swam really well,” Barbs coach Melanie Chambers said. “A lot of them swam in different events. I pulled two people out of the lineup and filled their spots with JV swimmers today because of nagging injury and illness. To have this go on and come out how we did today, I was very happy.”

Senior Dylan Rasmussen was a bright spot for the Barbs (1-0-1), winning the 100-yard freestyle with a time of 54.23 seconds. Rasmussen also was on the winning 200-yard freestyle relay team with teammates Gavin Anderson, Riley Lohse and Paul Ruetten, posting a time of 1:40.90. Rasmussen said that their depth is vital.

“It is a tough turnaround to swim Saturday and come back for another meet on Monday,” Andresen said.

“They swam OK. I’m looking forward to 11 days of two-a-days over the holiday, with morning sessions on Christmas Eve and New Year’s Eve.” District 300 received a boost from junior Elijah Stuart, who won the 100-yard breaststroke (1:06.68) and the 200-yard freestyle (1:56.24). He was also the third leg of the winning 400-yard freestyle relay team.

The Barbs will travel to Elmhurst on Saturday for the York Invite. The meet starts at noon.

DeKalb-Sycamore swimming alums with big college debuts

A talent-rich trio of freshmen have already left their marks on their respective program’s record books.

With a first-place finish in the 200yard freestyle, Tyler Theis made the transition from prep swimming to the NCAA look easy. An alumnus of the DeKalb-Sycamore swimming co-op, the freshman swimmer made his debut for the Lincoln College men’s swim team in its season opener on Oct. 31.

• • • At the Transylvania Open on Dec. 4, Austin Bockman finished first in the 100-yard backstroke with a time of 54.18. It was a new personal record for the alumnus of the DeKalb-Sycamore swimming co-op and his first top-place finish of the season.

The Rose-Hulman freshman also had a 4.2 percent improvement in his previous 100-yard freestyle time with a 49.35 showing. On the season, Bockman has a second-, third-, two fourth-

• • • DeKalb product Andre Harris has helped the Metro State men’s basketball team get off to a 7-2 start. Also an alumnus of the Kishwaukee College basketball program, Harris has averaged 9.9 points and 7.3 rebounds per game for the Roadrunners in just over 25 minutes of action per game.

Metro State overcame a 41-29 half-

time deficit to beat Regis 72-20 on Friday. Harris shot 6 for 8, scored 13 points and pulled down seven rebounds.

• • • As a stand out prep basketball player at Genoa-Kingston, Tommy Lucca set 13 records for the Cogs. He’s the all-time leading scorer and holds both the G-K assist and steal marks.

In nine games at Michigan Tech, last year’s Daily Chronicle Boys Basketball Player of the Year has picked up right where he left of as a senior at G-K. Lucca has averaged 17.8 points, four assists and a steal per game. In a 77-56 win against Ohio Dominican on Saturday, Lucca had nine points, four assists, two rebounds and a steal.

Wright said that the new policy will likely force coaches to develop players, instead of relaying on two or three talented pitchers to carry the load.

The IHSA said it is developing a way for schools to submit their gameby-game pitch counts through the organization’s website and said that a violation of the policy could result in a forfeit and will be reviewed by the executive director, Craig Anderson.

The teams will compare pitch counts at the end of every even-numbered inning and at the conclusion of the game. If the two teams have different numbers for a pitch count, they will split the difference and that will be the official count.

Wright said the one area of concern about the policy is that, more or less,

the coaches are policing themselves when it comes to putting in honest pitch counts.

According to the new policy, if a pitcher throws between 76 and 105 pitches in a day – which could also include both ends of a doubleheader – then he is not eligible to pitch until he’s had four days of rest. If he pitches within a seven-day window of his last outing, he is limited to only 90 pitches.

There are similar mandatory rest periods for situations in which a pitcher throws up to 30, 31 to 45, 46 to 60 or 61 to 75 pitches.

“This was a collaborative effort that goes a long way toward making high school baseball in Illinois safer,” said IHSA Sports Medicine Advisory Committee member Dr. Preston Wolin.

Panik seeking scoring consistency

mlazerus@suntimes.com NEW YORK – At his best, he’s a menace around the net, a sturdy body who can throw his weight around on the forecheck, jar pucks loose and pounce on rebounds in the goalmouth.

When he scores, he scores in bunches, and looks like a guy capable of playing top-line minutes and producing at topline levels.

At his worst, he can disappear for long stretches – periods, games, weeks at a time. He hesitates to use his big shot, lays off on the forecheck, coasts in the defensive zone.

When he’s on, he’s on fire. When he’s off, he’s off the map.

He’s Richard Panik, and he’s starting to look like the new Bryan Bickell – a tantalizing, teasing player of great promise, but troubling inconsistency.

“He’s one of those players that, if he’s consistent for 82 games, he’s at a different level,” Blackhawks coach Joel Quenneville said. “We’ve seen him dominate puck areas. We’ve seen him with speed off the rush. We’ve seen him take the puck to the net. ...

So he’s capable of doing it, and I think bringing that for 82 games is tough for anybody. But we’d like to see more consistency in his game.”

That’s always been the knock on Panik. It’s why Toronto coach Mike Babcock apparently didn’t deem him worthy of the Maple Leafs’ rebuild, and why the Hawks got him for onlyca-

Six games into the season, Panik led the NHL with six goals, including a hat trick in the third game of the season against Nashville. He had nine points through eight games and appeared to be the answer to the Hawks’ long-standing question at left wing on Jonathan Toews’ line.

Then Panik went 17 games without a goal. He has only one goal in his past 24 games.

Even Panik knew the start was something of a fluke. But he believes the real Panik lies somewhere between that amazing start and the prolonged drought.

“I know it’s not going to be like that beginning all season long,” he said. “If you could do that it would be nice, but it’s not going to happen. You’re going

to have some ups and downs in certain games. But it can’t be 10 games bad, one game good. I have to eliminate that. I have to level it off more.”

Even without the production, Panik has been better of late. A few games playing with Dennis Rasmussen and Marcus Kruger seemed to spark him, and he’s been showing off his skill more often – a nifty move on a breakaway against Florida, a brilliant bit of forechecking to directly set up a Rasmussen goal against Arizona, a couple of slick dangles to create scoring chances against the Rangers, a deft skate-to-stick reception of an off-target pass to get a scoring chance against Dallas.

On top of that, he’s basically the only Hawks forward who throws body checks. It’s a squirrelly, inconsistently tabulated stat, but Panik leads the Hawks with 64 hits through 30 games.

No other Hawks forward has more than 44. And Panik isn’t hitting for the sake of hitting – his hits tend to come in the offensive zone, in an effort to regain control of the puck.

“We don’t have a lot of guys that are that type,” Quenneville said. “So we don’t mind him bringing that game in, game out.”

And that’s the trick – doing it every night. Panik has shown he has all the tools to be an above-average, perhaps even dominant player in the NHL. If he can start doing that on a regular basis, in the words of Toews, “Look out.”

“This is what we are about this year,” Sycamore coach Andy Hampton said. “There are a lot of good teams out there. Yorkville is certainly one that I would consider to be a very good team, but teams just can’t match our depth.

The days of eye-popping pitch counts are over for Illinois high school baseball players.

The IHSA board of directors approved a pitch count for baseball, effective immediately for the 2017 season, the state’s governing body for prep athletics announced on Monday.

The board made a slight tweak to the original proposal made by the IHSA’s Baseball Advisory Committee and the Sports Medicine Advisory Committee during the summer. Instead of limiting the maximum number of pitches in a game to 115, the board approved the measure to keep the pitch count at 105.

“I think it’s actually good because I usually get a little leery whenever

my pitcher starts getting close to 100 pitches,” said DeKalb first-year coach Dedric Wright, who has experience coaching travel baseball. “They’re 16, 17, 18 years old, so they shouldn’t be throwing that much.”

Wright said over the past few years coaching his travel team, Scorpions Baseball, he’s only allowed a player to go more than 100 pitches twice – both to finish out shutouts. He said with the new rule, a player may have to be pulled when they are near a shutout or a special achievement, but that rules are rules.

“That’s one of those walks that you don’t want to make, but you have to,” Wright said.

Bulls anticipate Thibs’ Chicago return

When Tom Thibodeau brings the struggling Minnesota Timberwolves to the United Center on Tuesday, Taj Gibson and Jimmy Butler are likely to feel a mixture of emotions and memories along with a dose of pride.

“He was a hard-nosed coach and he loved to have his players go lay it on the line,” Gibson said after practice Monday. “Every practice we played hard. Every game we went out there and played hard. Everybody knew what kind of team we were. We were a hard-nosed defensive kind of team and we were going to play hard to the last man on the bench.”

On Thibs’ watch, Butler took his first steps from being a little-used latefirst-round pick toward becoming one of the best two-way players in the NBA. “I would say it’s another game, but I think everybody knows how I feel about Thibs,” said Butler, who was thrust into a key playoff role when illness sidelined Luol Deng. “I respect the [stuffing] out of the guy and what he’s trying to do [in Minnesota]. He was here for the beginning stages of my career. I’ve gotten better since then and I want to show him what I’m capable of.”

It’s been a tough deal for Thibodeau in his first year as coach of the young Timberwolves, who are 6-18 under a man who was famous for coaching every possession.

Thibs’ Bulls teams knocked on the championship door in the NBA playoffs, but LeBron James always seemed to be standing in their way.

In his two games back after missing 11 straight games because of concussion protocol, McDermott has averaged eight points and 26 minutes. But the 3-point shooter’s role should grow, and that will help the offense, Hoiberg said.

“Doug means a lot to this team, there’s no doubt about it,” the coach said. “We missed him a lot when he was out with the two concussions. First and foremost, he’s a floor spacer. The other thing he brings us every night is energy. Teams have to have a great awareness of where he’s at all times.”

Western Michigan basketball player charged with murder

The Associated Press KALAMAZOO, Mich. – Prosecutors charged Western Michigan basketball player Jovieair Kennedy with murder and armed robbery Monday, accusing him of gunning down a fellow student during a robbery of a cellphone and money.

Kennedy, 20, was arraigned Monday in the shooting of 19-year-old Jacob Jones on Thursday at an off-campus Kalamazoo apartment. Kennedy, who is from Muskegon, was denied bond and did not yet have an attorney.

Kennedy is charged with murder, armed robbery and using a gun during

a felony. The charging document said others were present.

An uncle, Lucious Kennedy, told WWMT-TV at the courthouse: “I don’t know who did it but I feel bad for the family. This ain’t my nephew.”

On Friday, WMU athletic director Kathy Beauregard said an athlete had been suspended after being identified by police as a person of interest in the shooting. She didn’t identify the athlete or the sport the student participated in.

Kennedy, who has appeared in eight games for the Broncos this season, was not on the roster for Saturday’s home game against James Madison. The school would not confirm that Kenne-

dy was the athlete identified by police, but coach Steve Hawkins spoke a bit in general terms about the situation after the game.

“It’s a devastating loss for our university. It’s a devastating tragedy for everybody involved,” Hawkins said Saturday. “Lives were changed forever, and so, we’re very, very respectful of that. We’re very shook by the whole thing. Now, it’s up to us to try and – as you always do, trying to mentor young people – you just try and pick up the pieces and move forward.

There’s a lot not known. So that’s where we’re at.”

Kennedy signed a letter of intent in 2015 to play for WMU. After redshirt-

ing in 2015-16, he was averaging 7.4 minutes a game this season.

The Kalamazoo area has had to deal with several tragic events this year, including the random fatal shootings of six people and wounding of two others in February. In June, five bicyclists were killed in a road crash in Kalamazoo County’s Cooper Township.

P.J. Fleck, the coach of WMU’s undefeated football team, said this month he hoped his team had been able to provide some “energy and hope” for the area.

VIEWS Rick Morrissey ESPN’s Adam Schefter said Monday on ESPN 1000 that Polian was confused by the CBSSports.com report and that “he’s not coming to work for the Chicago Bears.’’

Well, the Bears should be pursuing Polian. They’re 3-10. Just because they’re playing a bunch of rookies doesn’t mean that general manager Ryan Pace is doing a good job. It means a bunch of rookies are playing because a bunch of starters are injured. Who knows, some might turn out to be good players. We don’t know yet.

The biggest issue, the only issue, the everlasting issue for the Bears has to do with one position. This franchise wouldn’t know a good quarterback from a Quarter Pounder. Pace didn’t deem it important enough to choose a quarterback in his first two Bears drafts, even with Cutler’s lengthy record of mediocrity. He either has been very misguided or is in a long-term concussion protocol.

So the first reaction to the thought

of Polian working at Halas Hall is, “Yes, please!’’ If there has been a more dramatic pick in NFL history than the Manning selection, one that went so right for one team and so wrong for another, I don’t know what it is.

Manning won two Super Bowls and five NFL Most Valuable Player awards in a 17-year career. Leaf was one of the biggest busts in league history.

Polian won a Super Bowl with the Colts (beating, ahem, the Bears), and he built the Bills teams that lost four straight Super Bowls in the early 1990s. After the Colts fired him in 2011, he joined ESPN as an analyst and has stayed close to the game. He knows talent, and he knows how to build a winner.

He’s 74, which means Bears owner Virginia McCaskey could have read to him as a child. If the team were to hire Polian, there surely would be blowback from critics who think he’s from the same senior center that delivered 75-year-old consultant Ernie Accorsi to Lake Forest. Accorsi helped in the hiring of Pace and coach John Fox. But Polian is sharp. You can see that in his TV work.

It’s his 2013 comments about Cutler that frighten the heck out of me.

“I think if he’s surrounded with

better receiving and protection talent, he’ll shine,’’ he told ESPN 1000. “He’s a very, very talented quarterback.”

And: “This is a guy who’s done a lot with a little throughout his career.

And his receiver corps – it’s no secret – his receiving corps in Chicago has not been stellar during his time there.

I don’t know why people would question the intangibles. He’s done a lot with a little throughout his career.”

Maybe it was a moment of insanity for Polian. If he were to come to Chicago, he’d need to understand that Cutler has no future here. It would have to be part of the understanding between him and ownership. The city can’t go through another season of Jay. Cannot. Our sentence has lasted eight years. Lots of people have tried to coach him, change him and introduce him to new teammates. It hasn’t resulted in anything that vaguely resembles a Super Bowl champion.

The franchise needs to move forward. It would be nice for it to move forward with Polian aboard. The veteran hand on the tiller, and all that.

Maybe the Polian-to-the-Bears report is a built on the flimsiest of foundations. But now that it’s out there, the Bears have the responsibility to at least ask: Hey, Bill, a little help?

Jeffery returns to team after 4-game suspension

LAKE FOREST – The Bears were certainly ready to welcome back top receiver Alshon Jeffery.

Jeffery rejoined the team on Monday after serving a four-game suspension for violating the NFL’s performance-enhancing drugs policy, giving the Bears and quarterback Matt Barkley a big weapon for this weekend’s game against the Green Bay Packers.

“It’s good to have him back,” coach John Fox said.

Jeffery hasn’t played since an embarrassing 36-10 loss at Tampa Bay on Nov. 13. The suspension came the following day, with the former Pro Bowl receiver saying he took a supplement for inflammation containing a substance banned by the NFL. Jeffery’s suspension was just another dose of bad news in a lost season for Chicago. The team leader with 630 yards receiving, he is coming back on the heels of a 20-17 loss at Detroit that officially knocked the Bears (3-10) out

of playoff contention.

The suspension was another hit to a receiver who was limited to nine games last year because of injuries.

Jeffery also has an uncertain future, playing for the $14.6 million franchise tag after he and the Bears were unable to agree to a long-term contract in the offseason, and he won’t be catching passes from injured starter Jay Cutler, either.

“Obviously we’re pretty tied into performance,” Fox said. “So I think obviously getting back and indoctrinated in what we are doing – you know, he’s got a new quarterback as well.

And we adjust and customize a little bit per guy. So just getting a feel for that. That’s kind of been our downfall a little bit all season has been execution and so we’ll just try to get all them on the same page. It will be good to have a guy we think is pretty good back in the lineup.”

Fox said he reintroduced Jeffery during Monday’s team meeting. Receiver Cameron Meredith said Jeffery was subdued at first but opened up as

the day wore on. He also said Jeffery appeared to be in good shape.

“He was happy to be back,” Meredith said. “It’s been awhile since he’s been in the building, talked to us. We were able to hang out after we got done with lift, catch up on stuff. Anytime you come back around friends and teammates, it’s always a good thing.”

Defensive end Akiem Hicks said he greeted Jeffery with a hug.

“You can see how happy he was just to be back in the building with his teammates, his friends, his brothers,” Hicks said.

Barkley might be the happiest player to have Jeffery back. After all, receivers have had trouble hanging onto the ball in recent weeks.

They had 10 drops in a loss to Tennessee on Nov. 27, including one by Josh Bellamy on a potential game-winner in the end zone in the final minute.

Against Detroit on Sunday, he also had a fourth-down pass that would have put the Bears in field-goal range bounce off his chest in the closing minute.

A more sure-handed receiver prob-

ably makes the catch, giving kicker Connor Barth a chance to send the game into overtime. But the Bears instead walked away with another loss.

Drops and deflections aside, Barkley is making the most of his opportunity starting the past three games with Cutler and Brian Hoyer injured. He is 59 of 104 for 720 yards with four touchdowns and two interceptions in that stretch. The Bears have dropped two of those three games, though they had a chance to win each one.

Now that Jeffery is back, Barkley will get to throw to an elite receiver.

They’ll have to get on the same page quickly, though.

“We’re playing a pretty good team here at our place,” Fox said. “Obviously we have to work on it. The passing game is timing and precision. Alshon knows our offense. It’s not like he’s new to it. This will be his third quarterback throwing to him and even that’s not different. When Jay got hurt and we put Brian in, there was an adjustment for everybody and it will be an adjustment for Alshon with Matt.

I can give you other reasons why the Bears should hire Polian as senior adviser, general manager or whatever he wants to be, up to and including honorary McCaskey, but the Manning decision makes everything else small talk.

I can also give you one reason why Polian scares the bejabbers out of me: As recently as three years ago, he was saying Jay Cutler has the potential to be great.

It’s why I’m having mixed emotions about even the slightest suggestion of Polian joining the Bears. CBSSports. com, quoting sources, reported that the Hall of Fame executive wants to work with an NFL team again and that the Bears would be interested in him in an advisory capacity.

“There is a possibility the Bears restructure their front office in a scenario where Polian would be a senior adviser who oversees coaching and football operations in 2017 and then makes determinations about how he believes the organization should move forward,’’ CBSSports.com’s Jason La Canfora wrote.

SOUTH BEND, Ind. – Notre Dame quarterback DeShone Kizer declared for the NFL draft Monday, giving up his senior season and opening up the Fighting Irish’s starting job next year for Brandon Wimbush.

Kizer put together a solid junior season for a disappointing Fighting Irish team that went 4-8 in 2016. He threw for 2,925 yards and 26 touchdowns, and rushed for 472 yards and eight touchdowns. He ranks among the most prolific players in Notre Dame history despite playing extensively in only 24 games over the past two seasons.

The 6-foot-4, 230-pound Kizer could end up being the first quarterback selected in the draft in April.

Earlier this month, Malik Zaire, who served as backup to Kizer this season after competing for the starting job in the offseason, announced that he was transferring from Notre Dame as a graduate student.

That leaves Wimbush as the most experienced quarterback on the roster.

He was a highly recruited player out of

Zaire returned this season, and he and Kizer had a tight competition in the spring and preseason. Coach Brian Kelly never did name a starter and both Kizer and Zaire were used in the team’s opening night loss against Texas. Kizer was far more effective, but still Kelly would not commit.

Kizer had some ups and downs, throwing eight interceptions, and was even benched for Zaire for some series during a 17-10 loss to Stanford in October.

“DeShone is an extremely gifted quarterback that was faced with a difficult decision,” Kelly said. “He could return as a senior captain at Notre Dame – a place that he loves, and with a program that respects him immensely.

Or, he could begin the next chapter in his life and accept the opportunity that likely awaits in the NFL. “While he chose the latter, the type of leadership DeShone displayed this past season will benefit our program moving forward. He’ll certainly be missed on and off the field, but we’re very happy for him and his family.”

Matthew Messina, D.D.S., a spokesman for the ADA, concedes the existing research on the benefits of flossing is less than rigorous. When flossing is done properly, however, Messina says it remains the most effective way to remove damaging plaque from those hard-toreach inner surfaces of your teeth.

If flossing is painful, then you’re probably doing it wrong. Rather than a sawing motion at the gum line, proper flossing is a gentle, vertical sweep along the inner edge of each tooth. Messina recommends you ask your dentist or dental hygienist to demonstrate proper flossing technique.

For optimal dental health, the ADA recommends brushing with a fluorinated toothpaste at least every morning and evening, and visiting a dentist for professional cleaning twice a year.

Considering how little time it takes and what’s at stake, dental professionals agree flossing should continue to be part of your daily personal hygiene.

Dear Doctors: If there’s no proof flossing is beneficial, do I really need to do it?

Dear Reader: You’re referring to an article published by The Associated Press last summer, which revealed the studies cited by the American Dental Association (ADA) and the American Academy of Periodontology to recommend daily flossing are scientifically inadequate. To say the story caused a ruckus is an understatement.

According to the AP investigation, the advice to floss daily is based on studies that are “very unreliable” and whose quality is “very low.” Many of the studies were funded by dental floss companies, which opened up “a moderate to large potential for bias.”

It’s important to note, though, while the AP story found fault with the research, it didn’t offer evidence flossing doesn’t work.

So while you could use the revelations as an excuse to ditch the dental floss, dentists and dental hygienists say manually cleaning the space between your teeth still is a good idea.

Their reasoning? Each tooth has five surfaces. Three of these – front, back and biting edge – can be cleaned with a toothbrush. However, the sides of your teeth, which sit adjacent to other teeth and can capture food particles and bacteria, require a different tool for removing both plaque and debris.

Dental plaque, a clear film, is actually a mass of hundreds of different acid-producing bacteria that naturally form in the mouth throughout the day. When left undisturbed, plaque can give rise to

My mother has a tight circle of friends she socializes with often. They all are retired with grown children and grandchildren and eager to share every bit of news of their lives. Mom talks nonstop about her friends’ children’s parenting challenges, marital squabbles and medical issues. The challenge for me is anything I tell her becomes fodder for their cocktail-hour discussion, which then gets around our community.

After hearing the daughter of one of my mom’s neighbors knew the results of my breast biopsy, I stopped sharing anything personal.

This has damaged our relationship. She doesn’t think mothers and daughters should keep secrets from each other, and I agree, but she also said she won’t keep secrets from her friends.

I miss being able to turn to her for support, but do not want the world to know my business.

Barbara Seagram and David Bird published “Planning the Play of a Bridge Hand” in 2009. Now Jonathan Shute has written two teacher’s manuals to go with that book, “Planning the Play of a Bridge Hand -- Teacher’s Manual for Part 1/Part 2” (all Master Point Press). The teacher uses Shute’s book, and the pupils buy the original. Each book contains six two-hour classes aimed at intermediate or slightly weaker players. The deals are excellent.

In this deal, how should South plan the play in three no-trump after West leads his fourth-highest spade, and declarer takes East’s jack with his king?

West has a textbook pre-emptive opening bid (although he would prefer a singleton somewhere).

South, assuming his partner has 6 or 7 points, gambles on three no-trump.

Of course, if you or I had been sitting West, we would have led the diamond 10 and defeated the contract by four tricks.

South starts with eight top tricks: one spade (the first trick), two hearts and five clubs. He does not have time to play a diamond, because the defenders will take that trick and run the spades. (There is no reason to assume that West has an eightcard suit.) Instead, declarer must take three heart tricks, which involves finding the queen.

It is not guaranteed, but South should use the “empty spaces” principle. West has seven spades and two clubs, so only four spaces for the heart queen. In contrast, East has only two spades and two clubs; therefore, he has nine spaces for the heart queen. It is more than 2-to-1 in favor of finessing through East.
