Texas to launch youth athlete concussion study

The Associated Press AUSTIN, Texas – This week, Texas will launch what state officials say is the nation’s largest effort to track brain injuries among young athletes.

The University Interscholastic League, Texas’ governing body for public high school sports, is partnering with the O’Donnell Brain Institute at UT Southwestern Medical Center for the project, from which they hope to gauge whether rules or equipment changes are improving player safety and what more can be done to protect athletes.

A state as large as Texas, which has more than 800,000 public high school athletes, would be a key step in developing a national database of brain injuries in youths, officials say. Already, the federal Centers of Disease Control and Prevention is seeking federal funding for such a database.

“Until we understand what the frequency of concussions is across the state, or a region of the state, we can’t determine when rule changes, equipment changes or things like recovery

programs are really being effective,” said Dr. Munro Cullum, a professor of psychiatry, neurology and neurotherapeutics who will lead the study.

All 50 states in recent years have passed rules or laws to address concussions in youth athletics from research to protocols for identifying concussions and setting rules for return to play. The CDC has estimated that up to 3.8 million concussions occur in sports and recreational activities each year, but some experts wonder if those numbers underestimate total brain injuries, as some individuals may not seek treatment for mild or moderate symptoms.

The Texas program will track about two-dozen sports, from football to girls’ soccer, recording what caused an injury, recovery time and other data.

Other states have researched head injuries, too. In Michigan, which requires schools to report concussions, a recent concussion study showed 755 schools reported 4,452 head injuries in the 2015-2016 school year. Football had the most – 1,907 – and girls’ basketball ranked No. 2 with 454.

Heroes and Helpers program aids DeKalb kids, parents with holiday gifts

dzimmerman@shawmedia.com DeKALB – The DeKalb Police Department and the Target department store on Sycamore Road showed their giving spirit Sunday by organizing the 2016 Heroes and Helpers program.

The all-volunteer event acknowledges the hard times some families might experience during the Christmas season, so DeKalb police work in conjunction with DeKalb School District 428 to select children to go on a $100 shopping spree with a police officer.

Michelle Latsis, a single mother of four from DeKalb currently on disability, said she was grateful to receive a call from DeKalb police that she was selected for the program for the sake of her 10-year-old son, Alex.

“I didn’t know anything about the program, but it was great to be selected because [Alex] was very happy, and that made me feel very appreciated,” Latsis said. “I’m not sure how many single parents are involved, but this is a big help, and I hope it helps all of those parents in need.”

This year, the program was able to provide for 46 children. Donations came from Target, which provided $1,000 in grant money and another $1,000 in gift cards, from the DeKalb Police Benevolent and Protective Association, which provided about $500, as well as from individual contributors.

Community Relations Officer Kelly Sullivan said that some of the donated funds also go toward National Night Out, a safety awareness program, to buy items such as bicycle safety equipment for children.

By 11 a.m., a total of $145 in donations also were collected in the store, which will be used to buy gift cards for next year’s event.

About 10 to 12 families were scheduled to shop with a police officer each hour from 9 a.m. to 1 p.m.

Children were given cookies, punch and coloring activities while they waited to shop.

The presents would be wrapped by volunteers, including staff members at the Target Distribution Center in DeKalb and relatives of police officers involved with the project.

“This is a nationwide event Target does to provide outreach for the community,” Target Operations Manager Rebecca Nelson said. “It’s one of our favorite volunteer activities just so we can show kids how important it is to give back.”

The gifts are then delivered to the DeKalb Police Department, where families can pick them up at any time from Tuesday to Thursday.

“Sometimes, families won’t have access to vehicles to pick up the presents, which is why we don’t like to cut the event that close to Christmas,” Sullivan said.

Last year, the Heroes and Helpers program helped more than 70 children in DeKalb.

Sullivan said that strong turnout largely was because of the number of individual donors in 2015.

Nelson said the store also will be aiding Sycamore families Dec. 20.

“To me, this is what the holidays are all about,” said Madeline Natal, a volunteer from the Target Distribution Center. “It’s to help families get their kids what they want, even if they can’t.”

Northern Illinois University holds winter commencement ceremony

news@daily-chronicle.com Adam Pope of DeKalb went to college for almost six years, so graduating from Northern Illinois University this weekend with a bachelor’s degree in anthropology was the culmination of a long journey. The 2011 DeKalb High School graduate transferred to NIU two years ago after spending his first years at the University of Missouri.

“I got my college experience away from home, but I came to NIU to be closer to family, and NIU has a good anthropology program,” said Pope, who is planning to go to graduate school in the fall. “I feel like I’m finally done. I got a good education at NIU and it was nice to have a support system close by.”

More than 2,700 students walked across the stage to receive their diplomas at the NIU Convocation Center this weekend. The December ceremony is smaller than the ceremony in May when more than 3,500 graduates participate.

Todd Gilson, director of the university honors program, said that although fewer students graduate in the winter, the time of year doesn’t matter to the graduates or their families.

“The time of year is the last thing they’re thinking about. They’ve been working for years and now they’re finished,” he said. “It’s a time to look back on their accomplishments and look forward to their future opportunities. This is their day, but the faculty takes a lot of pride in helping them get here.”

Laura Vazquez, a professor of communications, agreed that the December graduates deserve their own ceremony.

“For many, graduating in the winter feels different and less celebratory,” she said. “But it’s important for faculty to support them so they know they’re every bit as important as those who finish in May. This is a special and exciting event for them, and I’m thrilled to watch our students walk across that stage.”

at Belvidere High School next month.

She said the 3½ years spent at NIU were the best of her life.

“I can’t believe it is happening. It took a while, but it also went by fast,” she said. “My professors were amazing.

They helped me whenever I needed it.

NIU is the school to go to. I got a job two months before graduation because of NIU and my professors.”

Ann Griffin, 22, one of the ceremony’s student marshals, said she chose NIU because it has one of the best art education programs in the area.

“My parents went here, and I’m fortunate to have such a good art program so close by,” said the Streamwood native. “I know when I go into the field, I’ll be well-respected. We’re already leaders coming out of school, which is great.”

Sohail Ismaili of St. Charles said graduating was “exhilarating,” and being at NIU reignited his passion for learning after transferring from Elgin

Community College.

“I’ve been waiting for this moment for a long time and it’s awesome that it’s finally here,” he said. “I loved the environment and the surroundings at NIU, and I made big steps in my education here. The professors gave us an opportunity to be hands-on and learn from experience.”

Randall Harrington, 22, said that although graduating felt great, he also was feeling anxious about leaving college.

“A lot of good stuff has happened to me at NIU. I’ve made some good friends and had really interesting classes,” said the political science major. “I got a great education. The professors made sure I actually learned something rather than just passed the tests.”

Linda Doden, an alum of NIU, teared up when talking about her daughter, Bethany, who was graduating with a bachelor of arts degree.

“She worked so hard. She commuted

for two years and held a full-time job while going to school,” said the Bartlett resident. “I am just thrilled. The faculty supported her and I know she got a great education here. I know I wouldn’t be where I am today without NIU.” Her daughter, Bethany Doden, 24, agreed with the quality of education she received at NIU. The Rockford resident is considering coming back to NIU for graduate school.

“This wasn’t easy, so it’s definitely rewarding. I’ve already had job opportunities in social work, so I’m going to look into those,” she said.

During his remarks, NIU president Dr. Doug Baker said he was “continually in awe” of the graduates, and urged them to “give generously” of their talents.

“We have amazing students who’ve taken life-altering journeys while at NIU,” he said. “They’re smart, hard-working and talented students who’ve transformed themselves.”

Leroy T. Schneider, 92, of Cortland died Friday, December 9, 2016 at St. Anthony Medical Center in Rockford.

He was born October 25, 1924 in Sycamore to John and Helen (Srill) Schneider.

He married Maxine Overton on June 25, 1949 at St. Mary Church in Sycamore.

Leroy was a graduate of the Sycamore High School,Class of 1942 and a veteran of World War II, serving in the U.S. Navy.

He was a member of the Church of St. Mary in Sycamore, the Sycamore VFW, and the Sycamore Moose Club. Leroy was a dedicated Bear fan.

He was known by many as the “Ice Cream Man” after working for Schwan’s for 27 years. Leroy had many friends that would see him at Ellison’s Bakery every morning enjoying his morning coffee and a donut. He also enjoyed hunting with his sons and keeping busy at home with yard work.

Leroy and his wife enjoyed sitting outside on their swing watching the birds and squirrels and drinking an afternoon coffee.

Leroy was a kind-hearted man and would go out of his way to help anyone.

Survivors include his wife of 67 years, Maxine; 2 sons, Jim (Cyndi) Schneider of Lee and Gary (Kim) Schneider of Rochelle; 2 daughters, Janette Owen of Albuquerque, NM and Sandi (Jim) Benisch of Edgerton, WI; 9 grandchildren, Mandy (Chris) Calder-

dzimmerman@shawmedia.com DeKALB – The proposed fiscal 2017 budget for the city of DeKalb will undergo its second reading during the City Council meeting today.

Based on the discussions from the first reading of fiscal 2017 budget on Nov. 28, the proposed budget for second reading will reflect revenues of $86,863,990 and $87,776,175 in spending.

The areas where expenditures surpass revenues for fiscal 2017 are the Water

Fund and the Central Area TIF Fund, both of which contain several capital projects for the upcoming fiscal year.

With the plan, the General Fund reserve would stay higher than 25 percent, totaling $9,164,667. Council members can approve this budget or three other alternatives.

STATE Democrat to try solving gun violence with sentencing

The Associated Press SPRINGFIELD – The refrain is heard almost as often as the fatal gunshots: The way to reduce Chicago’s gun violence is tougher prison sentences for repeat gun offenders, keeping them off the streets and decreasing the city’s mounting death toll.

That idea, pushed by the mayor, police superintendent and others, shifts pressure from patrol officers of the city’s West and South sides to the Capitol, where legislators will consider how to balance law and order with finding alternatives to imprisoning young blacks and other minorities.

In that building, in the same Senate seat where Barack Obama launched his political career and focused on racial profiling issues, Democrat Kwame Raoul plans to propose legislation next month to impose longer sentences for defendants who previously committed a gun-related crime.

It’s a measure that has Chicago Police Superintendent Eddie Johnson’s backing, especially with the city topping 700 homicides a year after seeing 468.

Chicago man charged in attack, robbery of 94-year-old female World War II veteran

CHICAGO – A Chicago man has been ordered held without bail in the beating and robbery of a 94-year-old woman who served in World War II. Chicago police said Sunday that 26-yearold Olajuwon Claiborne was charged with felony robbery, home invasion and aggravated battery for Wednesday’s attack.

WLS-TV reported that the woman was waiting outside her home on Chicago’s Southwest Side for one of her daughters to take her to the dentist when she was attacked around 11:50 a.m. and her purse stolen.

The victim’s daughter, Judy Dusk, said her mother suffered broken ribs and a concussion. She was released from the hospital Saturday.

Dusk said her mother is a Navy veteran.

It was unclear whether Claiborne had a lawyer who could comment on his behalf.

2 South Shore Line rail projects poised for federal funding next year

MUNSTER, Ind. – Two projects aimed at improving the commute between northwest Indiana and Chicago are poised to make strides in the new year.

The South Shore Line is hoping for more than $400 million in federal funding to pay for about half the costs of both projects, The Northwest Indiana Times reported.

One project is the $615 million West Lake Corridor project, which would extend the South Shore Line south from Hammond to Dyer. The other is Double Track NWI, where an estimated $250 million project would add a second track between Gary and Michigan City.

“We know that when we make this investment, ridership will follow,” South Shore President Michael Noland said.

The West Lake Corridor project would include four new South Shore Line stations – two in Hammond, one in Munster and one on the border of Munster and Dyer.

The Northern Indiana Commuter Transportation District, which operates the South Shore Line, hopes to start service on the new line in 2022.

Iran seals deal with Boeing to buy 80 planes worth $16.6B

TEHRAN, Iran – Iran’s flag carrier finalized a major deal with U.S. plane maker Boeing Co. to buy $16.6 billion worth of passenger planes Sunday in one of the Islamic Republic’s most tangible benefits yet from last year’s landmark nuclear agreement.

Iran Air’s deal for 80 jetliners is the biggest agreement Iran has struck with an American company since the 1979 revolution and U.S. Embassy takeover. It has the potential to transform Iran’s creaking and accident-prone aviation industry, which has been hobbled by years of sanctions.

Those curbs have prevented the country from buying new planes from Chicago-based Boeing and European rival Airbus, and in many cases made it difficult for Iranian airlines to secure much-needed spare parts.

Raoul and the legislative black caucus have said they don’t want to increase mandatory minimums, which have drawn criticism for putting nonviolent drug offenders behind bars for decades – something even Obama is trying to undo in his final days through commutations and other actions.

Judges would keep their discretion in sentencing, but Raoul’s bill may require them to explain their rationale.

As is, someone with a previous felony weapons conviction faces three to 14 years; Raoul’s measure might have judges consider more than 10 years.

Currently, someone with a three-year sentence can be freed after serving half their term with good behavior.

“The question is ... whether [repeat offenders] are incapacitated long enough to create a breather for some neighborhoods that are just ravaged by gun violence, and long enough to create a deterrence,” Raoul said.

The deal covers 50 single-aisle 737 Max 8s, a soon-to-be-introduced version of Boeing’s existing narrow-body 737 line.

It also includes 30 777s, a wide-body, twin-engine plane typically used on long-haul routes that is popular with other Persian Gulf carriers such as Dubai-based Emirates. Half of the order will cover the 777-300ER version, while the rest will be of the 777-9 model still under development.

Iran’s state-run IRNA news agency said the planes would be delivered over the next decade. The first will start to arrive in 2018, Boeing said.

Priest who served Chicago, Quincy moves closer to sainthood

QUINCY – A priest who served in Chicago and western Illinois in the late 1800s is a step closer to becoming a saint.

Father Augustus Tolton was the first African-American priest in the U.S. WGEM-TV reported that his remains were exhumed Saturday from St. Peter’s Cemetery in Quincy. They will be examined for historical verification purposes.

Tolton was born a slave in 1854. His family escaped to Illinois, where he was a priest in Quincy and Chicago. He died in 1897.

Turkey blasts claimed

by Kurdish militants

ISTANBUL – Turkey declared a national day of mourning and paid tribute to the dead Sunday after two bombings in Istanbul killed 38 people and wounded 155 others near a soccer stadium.

The carnage was claimed by a Turkey-based Kurdish militant group.

The Kurdistan Freedom Falcons, or TAK, said two of its members had sacrificed their lives in the Saturday night attack that targeted security forces outside the Besiktas stadium shortly after the conclusion of a match.

“Two of our comrades were heroically martyred in the attack,” according to a statement posted on TAK’s website.

It described the blasts as reprisal for state violence in the southeast and the ongoing imprisonment of Abdullah Ocalan, the leader of the Kurdistan Workers’ Party, or PKK. TAK is considered by authorities as a PKK offshoot.

Nigerian church collapses, 160 dead

WARRI, Nigeria – Mortuaries overflowed with bodies Sunday from a church collapse in southern Nigeria that killed at least 160 people, and worshippers said construction of the building had been rushed.

Hundreds had been inside the Reigners Bible Church International in the city of Uyo on

Saturday for the consecration of founder Akan Weeks as its bishop when the metal girders fell and the corrugated iron roof caved in.

Screaming survivors streamed out amid cries from the injured inside.

“There were trapped bodies, parts of bodies, blood all over the place and people’s handbags and shoes scattered,” computer analyst Ukeme Eyibio said.

Officials feared the death toll could rise.

Trump calls Russian hacking ‘ridiculous;’ lawmakers vow probe

WASHINGTON – Donald Trump on Sunday called a recent CIA assessment of Russian hacking “ridiculous” and said he’s not interested in getting daily intelligence briefings – an unprecedented public dismissal by a president-elect of the nation’s massive and sophisticated intelligence apparatus.

Trump’s remarks come as key congressional Republicans joined Democrats in demanding a bipartisan investigation into the Kremlin’s activities and questioned consideration of Exxon Mobil CEO Rex Tillerson – who has close business ties with Moscow – as head of the State Department.

Asked whether he’s rejecting valuable intelligence on “Fox News Sunday,” Trump was de- Rex Tillerson fiant.

“I get it when I need it,” he said of the top-secret briefings sessions, adding that he’s leaving it up to the briefers to decide when a development represents a “change” big enough to notify him.

“I’m, like, a smart person. I don’t have to be told the same thing in the same words every single day for the next eight years,” Trump said.

The CIA has concluded with “high confidence” that Russia sought to influence the U.S. election on behalf of Trump. The finding alarmed lawmakers, including Senate Armed Services Committee Chairman John McCain who said Sunday he planned to put Sen. Lindsay Graham, a staunch Trump critic, in charge of investigating the claim.

McCain also has questions about Tillerson’s business relationship with Russian President Vladimir Putin, although it’s not clear whether Tillerson will be nominated. On Sunday afternoon, Tillerson still had not been formal-

ly offered the job, according to a person with knowledge of the process who spoke on the condition of anonymity. Exxon steadily expanded its Russian business on Tillerson’s watch even as its rivals faced expropriation and regulatory obstacles. In 2013, Putin bestowed the Order of Friendship on Tillerson.

“Maybe those ties are strictly commercial and got to do with his business in the oil business. Fine,” McCain told CBS “Face the Nation.” And “we’ll give him a fair hearing. But is it a matter of concern? Certainly it should be a matter of concern.”

McCain wasn’t alone in raising questions about whether there would be enough blowback to sink a Tillerson nomination.

“Being a ‘friend of Vladimir’ is not an attribute I am hoping for from a #SecretaryOfState,” tweeted Florida Republican Sen. Marco Rubio, Trump’s former campaign rival and a member of the Senate Foreign Relations Committee.

Pennsylvania Democratic Sen. Bob Casey said the developments “raise serious questions about whether the incoming administration will adequately stand up to Russia’s aggression.”

Trump said Tillerson’s relationship with Moscow was a selling point.

“A great advantage is he knows many of the players, and he knows them well. He does massive deals in Russia. He does massive deals for the company,” Trump told “Fox News” in an interview broadcast Sunday. He called Senate Foreign Relations Committee Chairman Bob Corker impressive, and said former bitter rival Mitt Romney still is in the mix.

Separately, Trump also rejected the CIA’s conclusion that Russia tried to interfere with the presidential election and blamed “very embarrassed” Democrats for the public release of the assessment. The Washington Post first reported the CIA finding on Friday.

“It’s ridiculous,” Trump said of the CIA’s assessment.

Sick of the news? This is no time to tune out In another strange time in American history, the counterculture guru Timothy Leary urged people to “turn on, tune in, drop out.”

Five decades later, it’s time for quite a different formula. In the era of fake news causing real trouble, and of the news media under fire for sins both justified and exaggerated, the better advice is this: Tune in and stay that way.

Since the election of Donald Trump one month ago, and the rush of news that has followed, I’ve heard many people say they need to take a break from what’s happening day-to-day.

Call it news fatigue. They don’t want to hear the latest upsetting developments: For example, the president-elect has nominated for national security adviser a general who pushes conspiracy theories, and a climate change denier to head the EPA. And, separate from the news itself, many people don’t trust the media to be an impartial messenger.

As if more proof were necessary of the pollution in the media ecosystem, Facebook’s Sheryl Sandberg agreed, in a TV appearance Thursday, that fake news and willful propaganda are a serious issue, and that social media platforms need to take action. (She added she does not believe it swayed the election results, a hard-to-prove matter of opinion.)

One political journalist I know described what it’s like to report news at this moment: It’s like covering a “live shooter” situation, she said, but it continues day after day, with no end in sight.

What’s a responsible citizen to do?

Evan McMullin, the former CIA operative who ran for president this year as an independent, has some good advice. He sees the president-elect as dangerous – with some of the same authoritarian behaviors as the dictatorial strongmen whose reigns McMullin saw in his posts around the world.

As he tries to begin building a new conservative movement, McMullin this week wrote a New York Times opinion piece and a 10-part Twitter series. Here’s No. 2: “Identify and follow many credible sources of news.

There are positive signs some Americans are tuning in. The New York Times and The Washington Post say subscriptions have soared since the election. ProPublica, the investigative-journalism nonprofit, reports a spate of donations.

One Post reader wrote to me recently asking how her family’s foundation could help defend reporters against potential legal challenges. After conferring with Post Executive Editor Marty Baron, I suggested she consider a donation to the Reporters Committee for Freedom of the Press. She got back to me to say that they had done just that – to the tune of $10,000.

None of this is to suggest the mainstream media, the “legacy press,” is faultless. It certainly isn’t, as is made abundantly clear in a new report from Harvard’s Shorenstein Center, “How the Press Failed the Voters.”

Examining campaign coverage by major newspapers and television networks, it makes a powerful case that the media often trafficked in false equivalences between the two major candidates and focused too little on substance.

In short, there’s plenty of blame to go around in this unsettled and unsettling moment. But the answer, surely, isn’t to play the ostrich card.

Which brings us back around to Timothy Leary, who offered another piece of advice that holds up better than the one mentioned earlier: Think for yourself and question authority.

Keen awareness – and critical thinking – will matter more than ever in the days ahead. It might be tempting, but whatever you do, don’t drop out.

It seems we are in the throes of another of those periods when the “paranoid style in American politics,” as the historian Richard Hofstadter put it in a groundbreaking essay, is ascendant. No nefarious act, no multilayered conspiracy, is too bizarre, too complex or too ridiculous for some to believe.

Comet Ping Pong, a neighborhood pizza joint in northwest Washington where I’ve eaten once or twice, has become the target of determined propagandists spreading the laughably preposterous (and utterly false) claim that Clinton and John Podesta, her campaign manager, are operating a child sex ring out of its basement.

For months now, the eatery’s owner and its employees have been subjected to death threats launched on social media as the kooky theory has ricocheted across the internet.

The lunacy reached its zenith a few days ago, when a heavily armed Edgar Welch allegedly traveled from his North Carolina home to “self-investigate” the claims and rescue any enslaved children.

During the same week, Lucy Richards, a Tampa, Florida, woman, was charged with making death threats to the father of one of the children slain in the December 2012 Sandy Hook massacre. Richards is among those who insist that the massacre was a hoax staged by liberals to further the cause of gun control.

Her target was Lenny Pozner, whose son, 6-year-old Noah, was killed on that horrific day.

Pozner has dedicated himself to exposing the liars who claim he never had a son to be murdered by a psychopath, so he has earned their ire.

(Try to imagine the agony of a father who still grieves for his young son but who must now also put up with these maniacs.)

Hofstadter’s essay was published in 1964, the same year that “Strangelove” was released, but it reads like an analysis of our current hysterical age. “I call it the paranoid style simply because no other word adequately evokes the sense of heated exaggera-

tion, suspiciousness and conspiratorial fantasy that I have in mind. ... This term is pejorative, and it is meant to be: The paranoid style has a greater affinity for bad causes than good,” he wrote.

Donald Trump, who introduced himself on the national political stage by insisting that President Barack Obama was a foreign-born usurper, is a master of the art of the paranoid style.

Indeed, even in victory, he and his minions continue to fan the flames of hysteria, using social media to spread distortions and outright lies. Perhaps it shouldn’t be any surprise that there are some who run about as if their hair were on fire, seeing networks of secret schemers out to destroy the country.

But if anybody is apt to destroy democracy, it’s the lunatics who cast aside obvious facts, preferring to indulge the most far-fetched scenarios as hidden truths. Their resistance to reality could render the country ungovernable.

Tom Price can be seen as a good HHS nominee The belief among Democrats that a Republican could never win another presidential election was apparently so firm that they’re still in a state of shock. They’re even more stunned that Donald Trump has dared to name an Obamacare critic as his health care point man.

Tom Price, a six-term Georgia congressman and mild-mannered orthopedic surgeon, is an unlikely villain.

But liberals are already saying the Health and Human Services nominee will shred the social contract, leave poor people and cancer patients panhandling for care, and jail women for their reproductive decisions. Cecile Richards of Planned Parenthood claims that Price “poses a grave threat to women’s health in this country.”

Earth to the abortion lobby: Declining to mandate and federally subsidize birth control coverage is not the same

as “banning” it.

Meanwhile, the American Medical Association is facing an internal and social media revolt over an anodyne statement that called Price “a leader in the development of health policies to advance patient choice and market-based solutions as well as reduce excessive regulatory burdens.”

Supposedly this was a betrayal of doctors and patients, or something, but the big health care societies always cater to power. They do so because so much of medicine is decided by government.

Price’s nomination is a refreshing signal that such state control isn’t an inevitability or necessity, starting with replacing Obamacare. Most liberals are getting the bends coming up from their false triumphalism.

They’ve spent years claiming the center-right vision for health care isn’t

worth serious study while mocking Republicans for supposedly futile repeal votes. Maybe Republicans meant what they said.

You’d think that the people who designed and enforced a failed program might show more humility, or at least stop lecturing others. Even Hillary Clinton’s staff recognized the law is imploding. In a private Nov. 23, 2015, memo published by WikiLeaks, Chris Jennings, a former Obama aide who joined the campaign, wrote that the law’s performance is “at best, disconcerting” and identified other “troubling” signs.

One of them is that only about eight million people have paid the tax penalty for violating the individual mandate to buy insurance, and another 12 million have received regulatory exemptions. In other words, more people who were supposed to benefit

from ObamaCare have opted out than have enrolled.

Now Democrats are assailing Price for proposing alternatives to the mess they created.

The Republican, who took over the House Budget Committee from Paul Ryan, is a thoughtful and well-informed problem solver. Unlike many of his colleagues, Price hasn’t dodged details and specifics. He proposed an alternative to Obamacare during the 2009-10 debate and in the years since he’s put flesh on the bones, including with legislative language.

Republicans will have challenges as they attempt to transcend their own divisions and take responsibility for health care policy for the first time in a decade. But sending Price over to HHS is one of Mr. Trump’s better personnel decisions.

The cult classic “Dr. Strangelove or: How I Learned to Stop Worrying and Love the Bomb,” is among my favorite films. Released in 1964, it’s a brilliant satire of a certain paranoid period in recent American history.

It was a time when fears of a nuclear-armed Soviet Union infused politics with a sense of doom; when the Joseph McCarthys of the country ruined the lives of civil servants and Hollywood entertainers with baseless charges of treason; and when the ultra-rightwing John Birch Society unleashed a campaign decrying the fluoridation of water as a communist plot.

As “Strangelove’s” Brig. Gen. Jack D. Ripper put it, “Do you realize that fluoridation is the most monstrously conceived and dangerous communist plot we have ever had to face?” Played

by Sterling Hayden, Ripper was unforgettable.

Yet, I may not have fallen in love with the movie if I had understood it less as history and more as a foreshadowing of our current crazy times.

If I had first seen “Strangelove” just after an armed madman entered a Washington, D.C., pizzeria to rescue children supposedly held in a child porn ring run by Hillary Clinton – “news” gleaned from disinformation,

DeKalb library adds December classes DAILY CHRONICLE The DeKalb Public Library will offer “Advanced 3-D Design with TinkerCad” from 7 to 8:30 p.m.

Tuesday and Dec. 27.

Building on the basics taught in “3-D Design,” this class will cover converting basic graphic files to an SVG, importing both STL and SVG files, and using “Community Shape Generators.”

Participants will design a basic key chain that will be printed and available to be picked up in three to five business days. Registration is required. Completion of the “3-D Design” class is required before registering for this advanced class.

The class is open to those older than age 6.

The library will offer “Introduction to Microcontrollers with Arduino” from 7 to 8:30 p.m. Thursday and Dec. 29. Class participants will use a basic microcontroller (an Arduino board) and a couple of simple experiments to get started on the path to becoming a microcontroller expert. Registration and basic computer skills are required to attend this class. Attendees must be age 10 or older to register. Laptops and software will be provided for in-class use.

Guerra ends career having rewritten T’wolves scoring book

ecarifio@shawmedia.com WATERMAN – When Trevor Guerra joined the Indian Creek boys soccer program four years ago, he and the other seniors had one simple goal – to make sure the Timberwolves were no longer viewed as an easy win for their opponents.

Guerra was a big part of a program that went from, at best, a handful of wins a season to a .500 club this past year. The senior forward has every scoring record for the Timberwolves – and is high on the assists chart, as well.

After his 29-goal season this year, which tied his own school record, Guerra was named the 2016 Daily Chronicle Boys Soccer Player of the Year.

“We were able to get that .500 record, and that was the goal of me and the other seniors,” Guerra said. “Coming in freshman year, we didn’t win many games, and sophomore year we didn’t.

We just wanted to get that culture, take that step to get rid of ‘Oh, that’s Indian

Creek, that’s a blow-off game.’ We want people to look at us and say, ‘That’s a team we have to beat.’ That’s what we were able to accomplish throughout the years.”

Indian Creek coach Eric Schrader said he believes that Guerra and the other seniors have elevated the program enough that it won’t revert after they leave, even though Guerra takes his program-record 69 career goals with him.

“We needed to change the culture of Indian Creek soccer, because for years this program hadn’t been the greatest,” Schrader said. “I think a lot of kids look up to these guys. We had a lot of

middle schoolers come to games and see these guys. I think that in itself, watching him, seeing how competitive he is, seeing that he’s there every game ... it’s a good thing for the younger kids to see and a good role model for them to model their careers off of.”

Guerra scored 29 goals in each of his junior and senior seasons. He also had a 10-game goal-scoring streak this season and scored in 17 of the Timberwolves’ 19 games.

“You know every game going into it, you know you’re probably going to get at least one goal,” Schrader said.

After a bucket by Dwayne Lacey, Mitchell got a steal and a layup to push the lead to three, then Vilet got a layup after Lacey had a block down the defensive end to push the lead to 57-52. It was never closer than three the rest of the way and not within five the final two minutes.

“We weren’t in our rhythm. We weren’t playing that well defensively, and it translated to our offense,” Mitchell said. “At halftime, coach talked to us – he yelled at us a little bit – but we got focused, played with each other and closed it out.”

Mitchell said the team has been playing poorly early in games this

year.

“We have to focus a lot more,” Mitchell said. “We really need to work on coming out in the first half. That’s our biggest weakness right now.”

Vilet led all players with 20 points, while Cole Tucker added 15 for the Barbs. Darvon Sisson had seven points and 11 rebounds for DeKalb. Wesley Kunz led the Hubs with 19 points, including five 3-pointers.

Biancalana said both Mitchell and Vilet upped their games in the second half and helped lead the charge.

“I thought (Mitchell) and Vilet, even though Vilet scored, were not really into the game in the first half,” Biancalana said. “They lost a bit of mojo there. But (Mitchell) hit a 3, and that really got him going. Then we ran a couple set plays for him, and he knocked down shots. That was good to see.”

“Just looking at the stats this year, he scored in 17 of our 19 games this year. Knowing that, it really helps you out considering you can put some more help back on ‘D’ and leave Trevor up by himself sometimes.”

Before that, he was more of a distributing playmaker, scoring 11 goals but handing out 23 assists in his first two seasons. He leaves the school as its all-time leader in goals in a career (69), goals in a season (29) and career points (170). He is second all time in school history for assists in a season (13) and third in career assists (32).

It likely marks the end of Guerra’s soccer career, as well. He’s the leading scorer on the boys basketball team and is closing in on 1,000 career points. He’s focused on continuing his basketball career in college, having talked with some NAIA schools and junior colleges.

“I’m going to miss it, but I’m not going to miss the scoring goals or playing games,” Guerra said. “I’m going to miss going to practice and having fun with everybody. I’ll still go to the field and mess around if some friends are there, maybe play some (FIFA) World Cup (video game), but I’ll miss it.”

DeKALB – For the second straight conference game, the DeKalb boys basketball team trailed its opponent by double digits in the first half.

For the second straight conference game, the Barbs stormed back in the second half for a win.

Eight days after beating Sycamore despite trailing by 14, the Barbs came back from 11 down in the first half to beat Rochelle, 67-61, on Saturday night.

DeKalb coach Al Biancalana said the Barbs (4-2 overall, 2-0 Northern Illinois Big 12) can’t keep expecting to erase big deficits.

“You can’t accept streakiness,” Biancalana said. “We can’t be an up-anddown team. We have to really work on sustained efforts throughout for 32

minutes. When we get to that point, I think this team can be something special. We do have those lulls, and we’re not talented enough to overcome those lulls. We don’t have one guy we can throw the ball to and he can make up for everything else we’re doing wrong.

We have to play as a team and the energy is a big part of it, and we had much better energy in the third and fourth quarters.”

Against the Hubs (4-3, 1-1), the Barbs led most of the first quarter, but Rochelle went on a 7-0 run to take command early in the second. The Barbs trailed as much as 29-18 in the second quarter and went into halftime down 35-28.

Self-inflicted wounds, not officiating, main culprit in defeat Loggains again refuses to maximize Bears’ best weapon, Howard BEARS INSIDER Hub Arkush There was a school of thought being advanced by fans and some media after the Bears’ 20-17 loss to the Detroit Lions on Sunday at Ford Field that the defeat was brought on by officials flagging the visitors for 11 penalties for 139 yards while Detroit was only penalized seven times for 55 yards, and that the Lions were treated better by the stripes than the Bears.

It isn’t true.

The Lions are 9-4 because they make fewer mistakes than the Bears, while the Bears are 3-10 in part because the Bears continually shoot themselves in the foot.

Some of it is coaching, but much of it is because the Bears are young and foolish, while Detroit is fielding a veteran squad that has learned how to win.

Penalties had a huge effect on the outcome of the game, but it was the Bears’ faults, not the officials.

Another factor in the Bears’ loss was offensive play-calling. Lions offensive coordinator Jim Bob Cooter is the flavor of the day in the NFL; the Bears’ Dowell Loggains is not.

MVP candidate, but he has played easily his two worst games of the season against the Bears. He has seven picks on the season and has thrown four of them – two in each game – against the Bears.

Stafford’s problems Sunday might have been affected by a dislocated right middle finger he suffered early in the game, or it might have just been the Bears’ defense, which appears to have his number.

Regardless, Cooter responded by having his 29th-ranked ground game run the ball 28 times for 114 yards and dominate the time-of-possession battle by more than 8½ minutes.

The Bears came into the game with the league’s 19th-ranked ground

game, eighth in average yards a carry, and Loggains elected to run the ball only 17 times, including Jordan Howard, his rookie of the year candidate and easily his offense’s MVP, carrying it only 13 times.

The Bears averaged 6.6 yards on Howard’s 13 carries; 5.8 yards on their other 36 plays.

The Bears’ three longest plays of the game were a 31-yard touchdown pass to Cameron Meredith, a 31-yard run by Howard and a 28-yard run by Howard, yet somehow it makes sense to Loggains to keep the ball out of Howard’s hands.

Loggains also has become quite fond of running a great deal of his passing game off play action. It’s an

effective strategy when you run the ball 40 times as he did last week, not so much when you only give the ball to Howard 13 times.

By the second half, the Bears’ play action was aiding the Lions’ pass rush more than it was confusing the Lions’ secondary.

Although there is no such thing as a moral victory, there was some good that came out of the loss to the Lions.

Howard and fellow rookie center Cody Whitehair continue to be studs, Matt Barkley again was impressive under center, receivers Cameron Meredith and Josh Bellamy both contributed some nice moments, and tight end Daniel Brown became a prospect to keep an eye on.

On defense, youngsters Leonard Floyd, Nick Kwiatkoski, Cre’von LeBlanc and Bryce Callahan all made multiple contributions, and Akiem Hicks had another solid outing.

One could even argue that the Bears got the best of both worlds Sunday, seeing youngsters on both sides of the ball continue to grow and offer hope for the future while still losing their 10th game as the Jets came back to beat the 49ers, strengthening the Bears’ grip on the fourth overall pick in the draft.

But it does get a bit more difficult each week watching the offense get set up to fail by its own game plan, and knowing the Bears did more to beat themselves than the Lions did.

Hossa, Anisimov and Panarin lead Blackhawks over Stars

CHICAGO – Marian Hossa, Artem Anisimov and Artemi Panarin scored to lead the Central Division-leading Blackhawks over the Dallas Stars, 3-1, on Sunday night.

The Hawks’ Scott Darling made 23 saves in his fifth-straight start while No. 1 goalie Corey Crawford recovers from an appendectomy. Darling has permitted just seven goals during the stretch, but the Hawks have scored only nine while going 2-2-1.

Devin Shore scored for Dallas, which lost its second straight and third in four.

Dallas’ Kari Lehtonen blocked 24 shots while making his fifth straight start.

The 37-year-old Hossa scored his team-leading 15th goal and has three in three games.

Hawks’ captain Jonathan Toews missed his ninth game and defenseman Brent Seabrook his second with upper-body injuries.

Both took part in the team’s morning skate on Sunday, with Toews getting back on the ice for the first time in a week. The center, reportedly dealing with a back injury, said he never has experienced his current condition before.

Defenseman Johnny Oduya returned to the Stars’ lineup after miss-

ing 10 games with a lower-body injury and took Oleksiak’s place.

The teams played a scoreless first with only a handful of chances. Darling made a quick right pad save on Curtis McKenzie’s point-blank deflection with 6:30 left in the period.

Shore opened the scoring at 1:25 of the second, batting in a loose puck to cap an odd-man break and flurry around the Hawks’ net. After McKenzie deflected Shore’s feed wide, John Klingberg shoveled the puck in front to Shore, who connected from the doorstep.

Hossa tied it at 1 just 52 seconds later on a drive from left wing that trickled under Lehtonen’s blocker.

Anisimov knocked in a rebound of Ryan Hartman’s point-blank attempt with 7:30 left in the second for his 12th goal to put Chicago ahead 2-1. After leaving the penalty box and taking a long feed from Trevor van Riemsdyk, Hartman beat defenseman Stephen Johns and cut in alone. Lehtonen stopped Hartman’s low shot, but Anisimov swept in and scored before Johns could recover.

Panarin’s power-play goal midway through the third made it 3-1. Positioned low in the left circle, Panarin ripped in his 11th goal from a sharp angle – and just inside the left post – after taking a perfect feed from Duncan Keith.

Bulls roster shows it’s unreliable It was a simple question that resulted in a long answer.

Bulls coach Fred Hoiberg was recently asked if he agreed with the front office’s assessment from last season that Nikola Mirotic was a core player moving forward?

He eventually got to a “yes.’’

Eventually.

“I think the big thing that you continue to talk about it trying to go out and do the little things,’’ Hoiberg said of the third-year player. “There are things you have to go out and think about as making an impact when the ball is not going in the hoop. It’s confidence but you have to continue to make the little plays on the other end and try to make an impact on winning.

“You want to see the continued growth on the other end of the floor.

Again, more than anything it’s the team defensive concepts. For the most part we’ve been solid in that area all year when you look at our numbers.

Niko, that’s what he has to do is continue to work on the other end and eventually that offense is going to come.’’

Maybe, but will it come in a Bulls uniform?

Saturday’s 105-100 win over the Miami Heat put the Bulls at 13-10 through the first 23 games, but also continued to show how fragile the make-up of this roster is. Jimmy Butler scored 31, while Dwyane Wade had 28.

That kept Butler’s scoring average at 25.6 a game, while Wade was 20.2.

The next highest scorer is Taj Gibson at 12.1 and then Doug McDermott at 10.1.

Butler and Wade are scoring at a high rate because they have to.

There’s a reason why Wade’s practice schedule has been so limited lately. If the 34-year-old doesn’t stay healthy there’s a date with the NBA lottery awaiting this team once again.

Is Mirotic important to the rotation? Absolutely. But is the potential free agent a core player moving forward? The Bulls have very few of those right now.

Butler – The new face of the franchise is signed through the 2019-20 season with his player option, and is a top two-way player in the league. The organization opted to build around him, and that was one of the few smart decisions they made in the last three years.

Wade – A player option at $23.8 million next season will be interesting to watch, but Wade’s value to Butler, the locker room, ticket sales, the front office, and the coaching staff were worth the price tag, as Wade has been one of the best free-agent signings of the offseason.

Gibson – The big man is a free agent after this season, and will get a lot of attention elsewhere. The Bulls planned for that, drafting Bobby Portis as Gibson’s eventual replacement, but Portis’ struggles are crushing that plan, leaving a potential huge hole to try and fill.

Rajon Rondo – The only consistent point guard on the roster, and best towel thrower they have.

Robin Lopez – He’s not flashy, but his fiscally beneficial, signed through the 2018-19 season.

Doug McDermott – Has he lived up to the 11th overall pick in the 2014 draft?

No, but he is a key player moving forward, especially because of his outside shooting.

Cristiano Felicio – If his hands ever catch up to his footwork and strength?

Look out.

Denzel Valentine – The rookie hasn’t been able to show much yet, but Summer League and team scrimmages have opened some eyes.

Michael Carter-Williams – The sample size is small because of his injuries, but from a defensive standpoint he might be a must-keep. All eyes will be on this one.

Then things went downhill.

Minnesota blew the game open in the second half and the Gophers defeated the Huskies 77-56 on Sunday afternoon in Minneapolis.

Thomas’s layup cut the Minnesota lead to 29-27 with 18:10 remaining in the game before the Gophers pulled away.

The Huskies (4-5 overall) got their best game of the season from sophomore guard Marshawn Wilson, who finished with 18 points on 7 for 13 shooting. Senior guard Dontel Highsmith was the only other player in double figures for Northern Illinois, finishing with 10. Senior big man Marin Maric had nine points and five rebounds but fouled out.

The Gophers (10-1) improved to 9-0 at home this season and 22-2 against Mid-American Conference opponents.

They got double-doubles from two players, with Reggie Lynch finishing with 18 points and 11 rebounds and Jordan Murphy added 12 points and 10 rebounds.

Northern Illinois, which was not under .500 at any point last season, struggled on the glass against the Gophers, who had a 48-28 rebounding advantage – including grabbing 16 offensive boards.

The Huskies return home to face Olivet Nazarene at 7 p.m. Wednesday at the NIU Convocation Center.

WOMEN’S BASKETBALL

Huskies fall in Iowa: Northern Illinois led in the second quarter but eventually fell 97-89 at Iowa State on Sunday afternoon.

The Huskies (5-3) took a 33-27 lead on a 3-pointer by sophomore shooter Courtney Woods with 7:47 left in the second quarter. They only trailed 45-43 at halftime, but the Cyclones (7-2) cushioned their lead by outscoring Northern Illinois 27-17 in the third quarter.

Woods was one of five Huskies in double figures, scoring 16 points on 7 for 11 shooting. Cassidy Glenn led the way with a team-high 18 points and had seven rebounds for the Huskies, while senior Ally Lehman had a double-double with 16 points, 15 rebounds and four assists, Mikayla Voigt had 16 points and four assists and Janae Poisson added 12 in the loss.

The Cyclones got monster performances from Seanna Johnson and Bridget Carleton. Johnson finished with a game-high 33 points on 12 for 22 shooting and Carleton scored 31 points and had seven rebounds in the win.

The Huskies finished 16 for 18 from the free throw line – including 13 for 13 in the second half – and outscored the Cyclones 29-25 in the fourth quarter.

After trailing by as many as 14 points in the fourth quarter, the Huskies cut it to three on two occasions, the last being a pair free throws by Voigt making it 92-89 with 32 second remaining. However, the Huskies went 0 for 3 with a turnover the rest of the way and the Cyclones sealed the win with free throws.

The Huskies will host Southern Illinois-Edwardsville at 7 p.m. Friday at the NIU Convocation Center.

Short-handed DeKalb-Sycamore takes third at Freeport Invite DAILY CHRONICLE

sports@daily-chronicle.com Even with about half the team missing, the DeKalb-Sycamore co-op boys swimming team took third on Saturday at the 10-team Freeport Invite at Boylan Catholic High School.

Riley Lohse won both the 50-yard freestyle (22.54 seconds) and the 100

backstroke (54.75). Nathan Braun also took a win in the 100 butterfly (56.20), while Gavin Anderson was second in the 200 free (1:57.23).

The Barbs finished with 208 points, behind champion Boylan Catholic’s 286 and just ahead of Freeport (203) and Auburn (202).

Do adults need to get a chickenpox booster?

Dear Doctor: My daughter had the chickenpox vaccine as a child, so she never had chickenpox. She’s now an adult.

Should she get a booster?

Dear Reader: That’s an excellent question.

The chickenpox (Varicella) vaccination has been widely used in the United States since 1996. Given in a two-dose schedule at 12 to 15 months and at 4 to 6 years, the vaccine significantly has reduced the incidence of chickenpox among the population.

If your child had the vaccine 20 years ago, she indeed still is protected from getting chickenpox.

But – and this is concerning – she’s less protected than when she got the vaccination.

That’s especially important because contracting chickenpox as an adult can lead to an increased risk of pneumonia and even death.

Children in some pockets of the United States are less likely to have been vaccinated, and thus outbreaks of chickenpox occur.

This also is true for other countries with more spotty vaccination rates than the U.S. A 21-year-old may be more susceptible to getting the virus if he or she visits those areas.

The good news is that, in most areas of this country and the developed world, the vaccine significantly has reduced the circulation of the chickenpox virus in the population, so your daughter will be less

And you can take solace in the fact that, if your daughter does develop chickenpox, it probably won’t be as severe as someone who was never vaccinated.

That’s because she does have some immunity from her previous vaccination, so she will be less likely to get the severe complications that can occur in adults.

That said, there are many unknowns regarding what will occur later in life when your daughter is in, say, her 50s and her immunity to the virus has waned further.

Currently, neither the federal Centers for Disease Control and Prevention nor the American Academy of Pediatrics recommends a chickenpox booster. That could change over time – especially for those people traveling to areas where chickenpox is prevalent.

We will understand more about the vaccine and its protective powers as this first generation of people who received the vaccine gets older – and as doctors and patients ask these important questions.

Dear Abby: I beDEAR ABBY came estranged from my family Jeanne after I came out Phillips as gay. I am OK with it and don’t really care anymore. The problem is, besides having no family, I have no friends either. I always had difficulty making friends. I’m an introvert and was bullied at school, so I found it more comfortable just hanging out at home by myself. I have come to accept the absence of friends as my reality. I try to do fun things by myself, like seeing movies and eating out at restaurants, but the holiday season is hard to bear. Most people look forward to it, but I dread this time of year. It only makes me more aware of how alone and lonely I am.

Neil Kimelman from Canada has just completed his trilogy about bidding with “The Right Bid at the Right Time” (Master Point Press). The book contains more than 80 tough bidding problems, both constructive and competitive. After the reader decides what he would do, Kimelman analyzes the pros and cons of each possible call, sometimes gives the original full deal and has “lessons to learn.” In general, the advice is sound, but a few times he makes debatable recommendations.

I found one deal where he said that a penalty double of three spades led to minus 730. He did not describe the play, though, because declarer had a two-way guess for the club jack that he must have gotten right. If either defender had held the club 10, they would have been plus 200 for a nice score. (To be honest, the setting was a team game, not a pair event, when a close double into game should be avoided.)

In today’s deal, taken from a team event, what should North rebid over one no-trump?
