Folk art sculpture found, must not be lost again DeKALB COUNTY LIFE Barry Schrader

Nine years ago, I was browsing the Country Store on Lincoln Highway near Seventh Street in DeKalb when I spotted a fence post sculpted into a Santa figure with added features and a toy sack.

Always on the lookout for the unique, I asked about its origin and who made it. All they knew was that it came in with a donation left from an estate sale – they never got a name of the artist.

So I bought it and used it as a front-yard decoration for four Christmas seasons.

My wife, Kay, grew tired of it, and I found out Mayor John Rey collected Santas. So I gifted it to him for his front porch, where it appeared each December until his house was sold.

I never inquired what happened, just assumed it ended up in a dumpster. That was until I wandered through the cluttered 35,000-square-foot warehouse that only American Pickers could appreciate and SURPRISE! There in a side room was that familiar wooden post.

So I explained to the building owner, DeKalb 1st Ward Alderman David Jacobson, my history with it, and he immediately said I could have it for free.

He had cleaned out the Rey house after it was sold and it was among the leftovers.

Jacobson said that after four years of owning the old DeKalb Clinic building on Franklin Street he has had enough of the rummage sale business, so he plans to clear it out by the end of February and auction the building off.

Until then, he is opening it each weekend to bargain-hunters who are willing to wade through dozens of rooms holding maybe 100,000 items that most of us give to The Salvation Army after our garage sales.

This would qualify as the granddaddy of all rummage and garage sales combined and should be considered for a listing in

Getting back to my lucky find last week, the wooden Santa once again stands in our yard, but not for long.

Kay still insists it must go, so I have decided to hold a drawing to find it a good home with someone who appreciates fine art, or at least decorated fence posts.

To make it fair for everyone, I will display the 5-foot Santa outside the Door 4 entryway on the west side of the Oak Crest DeKalb Area Retirement Center during the Christmas Tree Walk from 1 to 4:30 p.m.

Sunday.

Beside it will be a small box with a slot in the top so interested people can fill out a note card with phone number or email, then deposit it in the box.

Then next week there will be a drawing conducted at the Daily Chronicle and the winner will be notified.

He or she must agree to two conditions: 1. I must be able to interview and photograph the person 2. the recipient must promise never to abandon it in a dumpster.

Waterman houses all decked out for annual event

WATERMAN – Becky and Tom May began decorating their home at 430 N. Elm St. in Waterman for Christmas since before Thanksgiving.

Every room is trimmed with garlands of holly berries strung around mirrors. Wrapped presents sit in tidy piles and candles and decorations are placed here and there.

Not only do the Mays decorate for visiting relatives, they also decorate so the whole town can enjoy their house as part of the Waterman Christmas House Walk.

“I love Christmas, and I decorate every room in the whole house,” Becky May said. “I add new things every year. I love having people over, it’s like a party. It’s a very festive atmosphere.”

Dave Barnes’ apartment, 310 N. Elm St., is another stop on the walk.

His home has seven themed Christmas trees, one in each room. His toy room features vintage toys and a tree with bells, birds and pixie ornaments. The tree in the living room rotates and has hundreds of ornaments, bubble lights and vintage glass beads.

The fourth annual house walk, presented by the Waterman Enhancement Group, will be from noon to 4 p.m. Saturday. Five houses will be decorated in a variety of styles for the holidays. Snacks, appetizers and desserts will be served at each location. The house walk’s proceeds benefit the enhancement of Muingan Park.

Tickets cost $12 in advance and $15 the day of the event. Waterman Winery, 11582 Waterman Road, is offering a free wine tasting to all ticket holders older than 21. Tickets also will be sold at each of the five houses the day of the event.

Although Becky May loves decorating for Christmas, she said she also loves opening her home to others for the holidays.

Rogers said the Waterman Christmas House Walk attracts more than 100 people each year. Additional holiday events will be held in Waterman throughout the day.

From 7 to 11 a.m., there will be a Boy Scout pancake breakfast and Lions Club fruit sales at Indian Creek Middle School and cookie and candy sales by Waterman Methodist Church. Simply IRZSTBL and 1803 Candles will hold a holiday open house from 9 a.m. to 4 p.m.

The Waterman Presbyterian Church’s fireside lunch from 11 a.m. to 1:30 p.m. will include chili, wild rice soup, peanut butter and jelly sandwiches and beverages. All proceeds will benefit the N.I.C.E. Center, the local food pantry.

Phil Nielsen’s Belgian draft horses will give horse-drawn wagon rides to four of the five houses on the walk for a $1 donation a person from 12:30 to 3 p.m.

From noon until 4 p.m. at the Waterman Community Building there will be a vendor and craft expo, gift basket raffle, complimentary hot beverage and cookies. From 1 to 3 p.m., children can create crafts and participate in activities.

From 4 to 9 p.m., families can ride Pete’s Holiday Lights Train at Waterman Lions Community Park.

Complimentary hot chocolate and popcorn will be served.

“What I love about the day’s events is that it brings our small town together,” Rogers said. “With the houses decorated for Christmas, the horse-drawn wagon rides, cookies and hot chocolate, it’s like something from Currier and Ives.

It puts smiles on people’s faces and gets everyone in the mood for Christmas.”

County Board plans for future

SYCAMORE – The recently elected DeKalb County Board is preparing for the year with its two main leaders retaining their spots and an evening without party control.

The board re-elected Mark Pietrowski Jr., D-District 3, as chairman and Tracy Jones, R-District 1, as vice chairman. Both will hold those positions for another two-year term.

New board members took office this month after the Nov. 8 general election, which saw Democrats lose the slight majority they’ve held since 2014. The parties now share control of the board with a 12-12 split. The board also selected members for its standing committees, including economic development, finance, forest preserve, health and human services, highway, law and justice, and planning and zoning.

Pietrowski said Democrats will lead three committees while Republicans will lead four, a reversal from last term’s division. He said he expects the board will continue its path toward fiscal responsibility.

“In terms of memberships, the economic development committee has a Republican chairman [Tim Bagby, R-District 3], but the committee itself is tied,” he said.

Pietrowski said he and Jones were unanimously re-elected by board members, and they will carry over their same goal of keeping a balanced budget.

“We just passed a balanced budget, and we want to continue to have balanced budgets without dipping into our reserves,” he said.

Jones said the biggest accomplishments of last term were passing the first balanced budget since 2008 and beginning the DeKalb County Jail expansion.

He said going forward he would like to see the county’s reserves built back up.

“This board is new; we have a few new members, but the board in the past agreed that reserves are down to a level where they can’t go down any further,” Jones said.

Jones said he and Pietrowski should be able to work well together.

“We know how to disagree without walking out of meetings or yelling,” he said. “If there is a disagreement, the votes are what the votes are.”

Police find handgun stolen from Tennessee, arrest 2 DeKalb teens

OBITUARIES DOLORES M. DAVIS Born: January 7, 1930 Died: December 6, 2016

Dolores M. Davis, 86, of Sycamore died Tuesday, December 6, 2016 at her home surrounded by her loving family.

She was born January 7, 1930 in Chicago to Alvin and Loretta (Morrison) Seefeldt. She married Delbert C. Davis on Dec. 2, 1946 in Chicago.

Dolores liked to go bowling and continued to bowl up to the past spring. She was a secretary for various leagues throughout her career. She also enjoyed working in her garden, growing beautiful flowers, feeding many species of birds, sewing, knitting, doing puzzles, reading and was very computer and internet savvy.

Dolores was a member of the Church of St. Mary in Sycamore and active in the Churches she attended over the years. She was a devoted wife and mother.

Survivors include her 5 children, Michael G. (Nancy) Davis, Thomas A. Davis, Kathleen (Paresh) Dixit, Laura (Richard) Dluski and Scott (Patricia) Davis; 10 grandchildren, Richard, Jeffrey, Adam Davis, Anjoli Dixit Laurent, Jonathan Dixit, Kelly Glavin, Jaclyn and Jason Dluski, Sarah and Seth Davis; and 10 great grandchildren.

She was preceded in death by her parents; her husband; one son, Richard Davis; and one sister, Jean Rozek.

Her Visitation will be on Saturday, Dec. 10th from 8:30 to 9:30 AM at the Church of St. Mary, 244 Waterman St., Sycamore, IL. 60178. A Funeral Mass will begin at 9:30 AM, with Fr. Paul Lipinski officiating. Burial will be at Holy Sepulchre Cemetery in Alsip.

Sandra E. Yunek, 74, of Sycamore died peacefully on Monday, December 5, 2016 at the Central DuPage Hospital, surrounded by her loving family.

She was born February 17, 1942 in Sycamore to Arvel “Ozzie” and Carolyn “Tudie” (Clarner) Davis. She married Kenneth H. Yunek on Dec. 23, 1960 in Sycamore.

browland@shawmedia.com DeKALB – Two DeKalb men face gun charges accused of having a handgun that was stolen from Tennessee.

Cameron L. Young, 18, of the 2200 block of Ruby Lane, DeKalb, and Mustafa A. Ramzon, 19, of the 800 block of Kimberly Drive, DeKalb were charged with aggravated unlawful use of a firearm. If convicted, they could face Cameron L. one to three years in Young prison.

DeKalb police stopped the vehicle the two men were riding in about 3:50 p.m. Tuesday in the 300 block of Augusta Avenue, DeKalb, for a crosswalk violation, according to a police synopsis contained in court records.

Ramzon was driving the vehicle and Young was in the passenger seat. Officers smelled marijuana smoke in the car and searched it

as an Inspector for many years. She enjoyed watching her TV shows, playing games on the computer, playing slot machines at the casino and working on Suduko and other various puzzles. She was a devoted mother , grandmother and great grandmother.

Paul Judd, Pastor of the First United Methodist Church in DeKalb officiating. Burial will be at Elmwood Cemetery.

The gun was reported stolen from Tennessee, according to the report.

Both men told police a third man brought the gun to Ramzon’s apartment.

Young told police that the third man, who wasn’t identified in the report, asked Young to hold on to the gun for him.

Mustafa A. Young said Ramzon Ramzon asked him to bring the gun in the vehicle, according to the police report. Neither man had a FOID card.

It is at least the second time this week that DeKalb police have taken a firearm off the streets.

Judge Philip Montgomery released both men Wednesday on $3,000 recognizance bonds.

They are due back in court Jan. 27 for preliminary hearings.

This year’s charity game will be at 6 p.m. Friday at Huntley Middle School, 1515 S. Fourth St., DeKalb.

Admission to the game is a new, unwrapped toy that can be given to a local child through the Marine Corps Reserve’s Toys for Tots program.

Toys for Tots, in conjunction with The Salvation Army, helped to provide gifts for more than 2,300 children from almost 1,000 local families. The success of the campaign depends on local people who donate toys and money. There are donation boxes at businesses around the community, and any local donations received are given to local children.

DeKALB – A planned repair to eliminate corrupted software in the 911 system last month failed, a Frontier Communications representative said Wednesday.

Paul Soffels, 911 administrator for Frontier, said during the DeKalb County E911 board meeting that the corrupted software will be run through Genband, an outside software solutions company, and that there many not be a solution to the problem until the end of the year.

Frontier, in conjunction with Genband, had anticipated solving the problem by conducting a system reload in November. However, the updated software programming recognized that reloading the switch entity that processes 911 calls wouldn’t fix the corrupted software.

“It’s a freak thing, and I’ve only seen it once in a lifetime, but now we can recognize the problem in the future and respond to it quicker,” Stoffels said.

The corrupted software contributed to the temporary 911 outage in DeKalb

County last September that affected as many as 105,000 residents.

Frontier Communications General Manager Thomas Kuschman has said that the DeKalb central office serves as a critical element of the Frontier network, handling tens of thousands of calls a day.

Board members voiced concerns over what kind of fail safes would be in place until Genband fixed the software.

Stoffels said that Frontier has patched around the corrupted software to ensure that the system’s core memory won’t be affected. If the patch were to fail, calls would be rerouted to the seven-digit department numbers.

The board recommended giving a copy of any back up plans if the patch were to fail to DeKalb County E-911 coordinator Glenna Johnson and suggested it would be possible to have a downed server’s data be saved and replicated to another server as a countermeasure.

Once Genband is able to fix the problem that caused the system update in November to fail, the new software will eliminate the need for patches, Stoffels said.

Homeowners file lawsuit after annexation denied

SYCAMORE – A group of DeKalb County homeowners who want to be annexed into Sycamore School District 427 from DeKalb School District 428 has filed a lawsuit after the DeKalb County Regional Board of School Trustees denied its petition.

During an October hearing, both sides testified that the districts did not differ in educational quality, and board President Marshall Hayes said state laws indicate the board is not to move on to other considerations if that is the case.

The 12 homes – on Coltonville Road between First Street and the South Branch of the Kishwaukee River – have Sycamore mailing addresses but are within District 428’s boundaries.

According to the lawsuit, the homeowners are arguing that the board’s decision was “clearly erroneous,” and

they seek for the court to reverse the decision.

Regional Superintendent Amanda Christensen said while cases of people petitioning to change school districts does not occur often in DeKalb County, it is not unheard of in Illinois.

“They’re completely acting within their legal rights to request judicial review,” she said.

She said the regional board would not incur additional legal fees because it is represented by the DeKalb County state’s attorney, but the District 428 board does have its own attorney, Yashieka Simpkins. Simpkins could not be reached for comment.

Charles Cronauer, representing the homeowners, also could not be reached for comment. Charles Cronauer works with the Burns, Cronauer & Brown LLP law firm in Sycamore and is the father of one of the homeowners, C. Nicholas Cronauer, who is also an attorney at the firm.

Energym worker accused of inappropriately touching child DAILY CHRONICLE

news@daily-chronicle.com SYCAMORE – A 21-year-old man was arrested Wednesday on allegations he inappropriately touched a 9-year-old girl at the gymnasium where he worked, Sycamore Police said.

Joseph R. Hannon, of the 1700 block of DeKalb Avenue in Sycamore, is charged with aggravated criminal sexual abuse in connection with an incident that occurred Nov. 25 at Energym, 1715 Joseph R. DeKalb Ave., according Hannon to a police news release.

He could face three to seven years in prison if convicted.

He would also be required to register as a sex offender.

Sycamore Police Chief Glenn Theriault said detectives interviewed witnesses and obtained video taken inside Energym. He said their investigation

found Hannon was behind the girl, who was bending over to drink from a water fountain. Hannon then placed his hands on her hips and pressed his lower body against her, he said.

The incident occurred during an open gym session that day, which was the day after Thanksgiving, Theriault said.

Hannon was arrested Wednesday evening, and Sycamore police were working to contact families of children who might have been around Hannon, Theriault said. He said Hannon appeared to have worked at the gym for multiple years.

Anyone concerned that their child might have been victimized should call the Sycamore Police Investigations Division at 815-895-5435, the release said.

Hannon was being held Wednesday at the DeKalb County Jail. He will have a bond hearing Thursday afternoon, when a judge will determine how much money he must post with the court to be released.

A: The Coalport Porcelain Works was founded as John Rose & Co. in 1795 in Coalport, Shropshire, England. The Coalport name did not appear until about 1815. While 1750 is part of the mark, it is not the year of the company’s founding; it is thought to be the date pottery was first made in Shropshire. The Coal-

A: Frederick Buehner was born in Lindach, Germany, and immigrated to the United States in 1929. He began making hammered aluminum and marked it “Buenilum,” a combination of his last name and “aluminum,” in 1933.

The company became Buehner & Wanner, Inc., after Franz Wanner joined the firm. The company was in New York until 1944, when it moved to Connecticut.

Your “castle” mark, representing a castle in Buehner’s home town of Lindach, was adopted about 1945. Hammered aluminum kitchenware and serving pieces were made, as well as other lines.

Pfaltzgraff bought Buehner & Wanner in 1969 and made Buenilum until 1979.

Aluminumware has lost popularity during the past 10 years, and an 11 1/2-inch tray in good condition is worth about $10-$20. *** Q: I have several old one-cent prepaid postcards that are unused. The “stamp” on the postcard is green and pictures

It took only a little over $160 to buy this “Kilroy was here” bank. The 5-inch- high plaster bank was painted red. The bottom had the words “To open, cut hole in bottom.” It is a very rare souvenir of the Second World War. Thomas Jefferson. Do these postcards have any value?

A: The postcards still can be used if you add enough stamps to equal the current postcard rate, which is 34 cents.

However, they are worth more than face value to a collector. One-cent postcards were made from 1916 to 1952, except for two years during World War I when the rate was raised to two cents and for the years 1925 to 1928. The one-cent postcard was made on different cardstocks.

Some are more valuable than others, and there are other differences that affect price. Prices range from about 25 cents to several thousand dollars. Most sell for under $1. Some of the rarest and most valuable postcards were printed on gray, rough-surfaced stock during a paper shortage in 1916. They were sold to printers for commercial use and weren’t available at the post office. Rough-surfaced postcards sold recently for over $1,700 to $2,400. The die was recut because the stamp didn’t make a good impression on the rough surface. Postcards stamped with Die II have sold for $18,500. A stamp dealer might be able to tell you what your postcards are worth. *** Tip: Antique-cut diamonds (old minecut) are being made today. They are very

Remember hearing “Kilroy was here”?

Kilroy is a famous “doodle” seen during World War II. No one is sure exactly where it began, but in about 1939, the comic man looking over a fence while poking his nose and hands over it with the words “Kilroy was here” started to appear. The doodles were found in strange places where soldiers were stationed. The character may have been inspired by an earlier bit of graffiti used by Australians during World War I with the words “Foo was here.” He reappeared in the next war from 1941 to 1945. Kilroy graffiti was found in barracks, inside submarines, and, it is claimed, on the beaches at Normandy when the troops landed for the famous battle. “Kilroy was here,” with or without the doodle, still is part of American slang and has appeared in TV shows, movies and even songs in this century. The face over the fence has been made into inexpensive three-dimensional, carnival chalkware figures and even banks. A red plaster bank was one of several Kilroy pop-art items featured in a Hakes auction in 2016. It sold for $168.37, probably to someone who remembers seeing a Kilroy message years ago. *** Q: My mother gave me a Coalport bowl that was given to her by an aunt. It’s 10 inches wide and in excellent condition.

There is a mark on the bottom that has a crown with “England” above it and “Coalport, A.D. 1750” below it, and the words “Jade,” “Japan” and “Old Coalport.” What can you tell me about its history and value?

A similar 19th-century Japan pattern bowl is worth about $200. *** Q: I have a round metal serving tray with two handles, with a mark on the bottom that is an etched castle and the letters “B.W.” Under the building it looks like it reads “Buenilum.” It’s scratched and hard to see. The tray is 11 1/2 inches in diameter. What is it worth?

SPRINGFIELD – Illinois Gov. Bruce Rauner approved a plan Wednesday that will provide billions of dollars in subsidies to Exelon Corp. to keep two unprofitable nuclear plants from closing prematurely.

The Republican appeared at Riverdale High School in Port Byron to sign legislation he said will save thousands of jobs by rewarding Exelon for producing carbon-free energy.

In addition to $235 million a year for Exelon to prop up nuclear plants in the Quad Cities and Clinton, the plan provides hundreds of millions of dollars in energy-efficiency programs and assistance to low-income energy users.

“I was unwilling to gamble with these communities, gamble with thousands of good-paying jobs and gamble with our energy future,” Rauner said in a statement. “While this legislation isn’t perfect, it allows us to protect jobs, ratepayers and taxpayers.”

The law ensures the plants in Cordova and Clinton stay open for 10 years and allows for expansion of alternative power generators, such as wind and solar.

It caps the increase in ratepayer bills at an average of 25 cents a month for the 13-year life of the deal for ComEd cus-

Judge blocks Rauner from imposing contract terms

SPRINGFIELD – A judge in southern Illinois issued a temporary restraining order to keep Gov. Bruce Rauner’s administration from imposing contract terms onto state workers.

The order this week from Judge Robert LeChien comes after the Illinois Labor Relations Board last month issued an opinion saying contract talks between the state and the American Federation of State, County and Municipal Employees union were at an impasse. That ruling let the state impose final contract terms, which included $1,000 merit bonus payments, overtime after 40 hours, bereavement leave, and drug testing of employees suspected of working impaired.

Rauner previously criticized “special deals” for corporations, but last week said closing the plants would have “devastated the two communities.”

Critics including BEST Coalition, a nonprofit that opposes the deal, said the nuclear plants aren’t needed because Illinois produces 41 percent more energy than it needs and exports the excess. BEST Coalition said subsidizing the plants will mean a steep increase in rates.

The Illinois Manufacturers’ Association complained that Rauner had weakened the state’s chances at recruiting middle-class jobs because of power costs to manufacturers. The group said in a statement that Illinois lost nearly 10,000 “high-paying jobs” in the past year while neighboring states have grown.

“Building a guaranteed electric rate hike into state law and reversing 20 years of deregulation (are) not the answer to get our economy booming again,” the group said.

But state Rep. Elaine Nekritz, a Northbrook Democrat who sponsored a “clean energy” bill that later was folded into the Exelon subsidy matter, said the “new law is a tremendous victory for Illinois” with “more jobs, more savings for consumers, cleaner air and smarter energy choices.”

DETROIT – Prosecutors dropped murder charges Wednesday against a man in the killing of a Detroit college police officer who was shot in the head while on duty, but did not elaborate on why they no longer consider him a suspect.

DeAngelo Davis’ defense attorney said authorities lacked evidence and “dropped the ball” in their handling of the case.

Police and prosecutors said they’re committed to finding the person who shot Wayne State University officer Collin Rose on Nov. 22.

Davis, 31, of Detroit, had been jailed without bond since his arrest the night of the shooting.

He faced charges of first-degree murder and murder of a police officer. Wayne County Prosecutor Kym Worthy did not say why the charges were dropped and did not take any questions from reporters.

Trump chooses hardliners but softens immigration talk

NEW YORK – Donald Trump embraced new Cabinet officers Wednesday whose backgrounds suggest he’s primed to put tough actions behind his campaign rhetoric on immigration and the environment, even as he seemed to soften his yearlong stance on immigrants brought to the U.S. illegally as children.

It’s clearer by the day, underscored by Trump’s at-times contradictory words, that his actual policies as president won’t be settled until after he takes his seat in the Oval Office.

Retired Marine Gen. John Kelly has been selected to head the Department of Homeland Security, and Oklahoma Attorney General Scott Pruitt, a climate-change denier whose policies have helped fossil fuel companies, is to be announced as head of the Environmental Protection Agency.

Separately, Trump named the former chief executive of World Wrestling Entertainment, Linda McMahon, to head the Small Business Administration – and may have breathed new life into the candidacy of a secretary of state contender.

Trump said he planned to name his choice for the key Cabinet post next week and insisted that former rival Mitt Romney still had a chance. Trump, who has met twice with the 2012 GOP presidential nominee, denied he was stringing Romney along to make him pay for earlier remarks that Trump was unfit to be president.

“No, it’s not about revenge. It’s about what’s good for the country, and I’m able to put this stuff behind us – and I hit him very hard also,” Trump said in a telephone interview on NBC. Three sources close to the selection process said late Wednesday that Romney’s stock is on the rise again within Trump’s circle after a period in which the celebrity businessman had cooled on the candidacy of the former Massachusetts governor. But Trump has changed his

mind repeatedly throughout the process and has expanded the pool of contenders beyond the previously identified final four of Romney, former New York City Mayor Rudy Giuliani, Senate Foreign Relations Chairman Bob Corker and former CIA Director David Petraeus.

Trump’s long presidential campaign was in large part defined by searing rhetoric and his steadfast promises to build an impenetrable wall on the border with Mexico and crack down on immigrants living in the U.S. illegally. But he struck a softer tone in an interview published Wednesday after he was named Time Magazine’s “Person of the Year.”

“We’re going to work something out that’s going to make people happy and proud,” Trump said. “They got brought here at a very young age; they’ve worked here, they’ve gone to school here. Some were good students. Some have wonderful jobs. And they’re in never-never land because they don’t know what’s going to happen.”

He offered no details about a policy that would make that clear.

During the campaign, Trump’s tough comments – including a vow to overturn President Barack Obama’s executive orders on immigration – have led to fears among immigrant advocates that he will end Obama’s Deferred Action for Childhood Arrivals (DACA) program. Hundreds of thousands of young immigrants have gained work permits and temporary protection from deportation under the 2012 program, which aides to Trump have said would be revisited.

Others continue to press the immigrants’ case. Chicago Mayor Rahm Emmanuel presented Trump a letter Wednesday from 14 bigcity mayors urging him to keep the program intact.

“They were working hard toward the American dream,” Emmanuel told reporters in lobby of Trump’s skyscraper. “It’s no fault of their own their parents came here. They are something we should hold up and embrace.”

Let reason prevail in OT rule updates Business owners across the county, state and nation breathed a sigh of relief – and thanks – a few days before Thanksgiving.

Why? That’s when a federal judge in Texas blocked the U.S. Department of Labor’s edict that would have expanded overtime pay protections to 4 million more Americans.

The Labor Department’s new rule, which was announced in May and was scheduled to take effect Dec. 1, would have doubled the salary threshold for overtime pay from $23,660 (established in 2004) to $47,476.

The administration of outgoing President Barack Obama strongly supported the move as a way to increase incomes for salaried workers who put in more than 40 hours a week, but because they were on salary, did not qualify for overtime.

However, critics maintained that many problems for small- and medium-sized companies would result, such as reverting some salaried workers to hourly status, converting some workers to part time, reducing available hours for workers, and eliminating some jobs.

And the Obama administration apparently ignored the abilities of employers to afford to pay higher salaries.

In halting the new federal overtime rule, the U.S. District Court judge said the Labor Department acted beyond its authority. Only Congress can set the overall policies regarding salaried workers and overtime, which the Labor Department is then required to carry out.

The concern of many in the business community was the one-size-fits-all approach taken by the Obama administration. Doubling the salary threshold might have sounded good to federal bureaucrats and their political allies, but it made little sense to business owners and governmental department heads who would have been forced to abide by it.

This is not to say that the salary threshold, established a dozen years ago, should not be revisited. Much has changed since 2004, and it’s only common sense that the threshold should be reviewed.

Our concern is that the doubling of the salary threshold to more than $47,000 would cripple small businesses, reduce hours for some workers while leaving others to pick up additional work, and result in some job eliminations.

What’s needed is a manageable approach to the issue and a gradual increase in the overtime threshold.

The new Trump administration, in cooperation with Congress, should take on this issue and strive for a reasonable solution.

The effort to constrain cost growth and improve the value of health care is less like a test at school that is taken once and done, and more like a diet – something that requires constant attention and effort. To continue its progress, Chicago will have to keep making changes. But the city is headed in the right direction.

Continued low growth in health-care costs stands to provide the country as a whole with multiple benefits, from a smaller long-term fiscal gap to higher takehome pay. Success over the next few years will depend not only on what happens at the federal level, but also on whether businesses continue to push for higher-value health care for their employees.

And it will require that other cities and states follow Chicago’s promising path.

Politics of the marriage gap shifts with Trump For all the attention to the gender gap in politics, the lesser-noticed marriage gap is bigger.

While Donald Trump did better among male voters than female ones by 11 points, his support among married voters was 15 points higher than it was with unmarried voters. Married America voted for Trump by a solid margin (52 to 44 percent), while single America voted for Hillary Clinton in a landslide (55 to 37 percent).

These patterns have held for every presidential election since 1984, when exit pollsters started differentiating between married and unmarried voters. In 2008, for example, John McCain scored five points better among men than among women, and 19 points higher among the married than among the unmarried.

The causes of this marriage gap are probably both economic and social.

Married couples are both more affluent and more religious than singles are. And those associations themselves have complex causes. Economic success makes people more marriageable, marriage seems to make men more economically successful, and older people are more likely to be both married and financially comfortable.

New research from family scholars

VIEWS Ramesh Ponnuru W. Bradford Wilcox and Jon McEwan sheds more light on the relationship between marriage and voting – and on how Trump seems to have changed that relationship.

Wilcox and McEwan note, first, that the Republican advantage among married people extended to the county level: The higher a county’s ratio of two-parent to single-parent families, the more heavily it voted for Trump.

But the researchers also point out that the married and the unmarried voted more similarly in 2016 than they did in 2012.

The marriage gap fell by six points.

That’s the largest shift we have seen and the only decline. The marriage gap had steadily widened from 1984 (when married people favored Ronald Reagan by 10 points more than unmarried people) until 2012 (when Mitt Romney did 21 points better among the married).

The county data they examine tells the same story. Swing counties, the

ones that flipped from supporting Barack Obama in 2012 to supporting Trump in 2016, had a higher proportion of single-parent families than the solidly Republican counties that supported Romney in 2012.

Wilcox and McEwan suggest that the decline of the married two-parent family in those counties may have made voters who live there more attracted to Trump. It may have reduced their sense of both economic and social security, and made them feel that what they value about America is slipping away.

The data suggest another possibility to this untrained eye. The marriage gap expanded as the parties became more ideologically polarized: as Republicans became more identified with economic and social conservatism, and Democrats with economic and social progressivism.

That probably wasn’t a coincidence. In the 2016 election, Trump dimmed those associations. His biography ran counter to the Republican Party’s social conservatism, and his platform to its economic conservatism. Voters, both married and single, may have responded to these cues. If you were a single, irreligious and economically downscale voter, you might

have seen him as a fighter for you, in part because you didn’t think of him as a fighter for the religious right.

For several years before last month’s election, there was a lot of talk about the Republican Party’s demographic decline: It was doing better and better among whites, especially whites without college degrees, but they were a shrinking share of the population. Much the same could have been said about marriage: The percentage of Americans who are married is also declining. The preference of single Americans for the Democrats thus appeared to be a long-term threat to the Republican Party.

Since Trump won, fewer people have been talking about the inevitable extinction of the Republican Party on racial grounds. Or, at the very least, the date of that extinction has been pushed into the future. Trump’s modest gains among unmarried voters may provide an additional reason for Republican optimism.

A closer look at Trump’s odd approach with China Aides to President-elect Donald Trump said that his precedent-shattering phone call with Taiwanese leader Tsai Ing-wen was not a diplomatic blunder but a deliberate move to signal resolve against China. If so, he needs to rethink his strategy.

There are valid arguments for the U.S. to be more assertive toward China, and Trump has even articulated some of them. China’s island-building efforts in the South China Sea, and its harassment of Japan in the East China Sea, are destabilizing. In many ways, the Chinese economy remains unfriendly to foreign competition, with certain areas closed off entirely.

On North Korea, China has not done nearly enough to temper the regime’s bellicose instincts.

Any successful strategy to change China’s calculations and behavior, however, requires several elements –chief among them clarity and consis-

tency. This Trump has not provided.

After news broke of the call, the first between a U.S. president or president-elect and Taiwan’s leader since the U.S. established diplomatic relations with Communist China in 1979, Trump initially seemed to suggest it hadn’t been his idea.

Then he protested that critics were overreacting.

Then he lashed out at China for its supposed hypocrisy. Claims that he was challenging conventional State Department thinking won’t impress leaders in Beijing.

The incoming administration now stands to lose credibility if it fails to follow through.

Moreover, any attempt to reorder the chessboard in Asia requires buy-in from allies. Chinese leaders weren’t the only ones left wondering what exactly Trump intends or how he plans to pursue his goals. Ameri-

ca’s friends in the region are already worried about the president-elect’s isolationist impulses and frustrated with his sinking of the Trans-Pacific Partnership trade agreement. Several were hedging toward China even before Trump’s victory, and now more will be reluctant to participate in any attempt to pressure the Chinese regime. That knowledge is sure to stiffen rather than weaken Chinese resolve.

The new U.S. administration will have more luck if it calibrates the pressure it places on China rather than engages in showy gambits. The Barack Obama administration did actually manage to alter Chinese behavior with specific threats on some issues – cyberspying and on land reclamation at Scarborough Shoal in the South China Sea, for example. By contrast, Taiwan’s status remains the foremost of China’s core interests, and pressing further there will make

compromise in other areas virtually impossible.

And advancing U.S. interests does require cooperation with China. It might seem silly, as Trump tweeted, for the U.S. to sell billions of dollars’ worth of weaponry to Taiwan but not accept a phone call from its legitimately elected leader. Yet the U.S. position on the island has enabled decades of peace and relative stability across the Taiwan Strait – not to mention trade and economic development that’s benefited Taiwan as well as the U.S. and China. It’s also allowed for cooperation between Washington and Beijing – not as much as one might like, but crucial nonetheless – on fighting global warming, limiting Iran’s nuclear ambitions and sanctioning North Korea. Such deals make the U.S. stronger –and a President Trump may find he needs to strike more of them.

Oehlberg helps Barbs to record season

It was the one main individual goal Hannah Oehlberg had heading into this season and when her DeKalb volleyball team made the Class 4A Larkin Regional championship game, the season-long work hit its culmination.

Oehlberg had 26 kills in the Barbs three-set win against Cary-Grove, but she and the Barbs weren’t done as they reached the Supersectional round for the first time in school history.

The junior averaged 11 kills and seven digs a match and was named the 2016 Daily Chronicle Volleyball Player of the Year.

“I knew I had to get better this year because it’s junior year,” Oehlberg said. “I was just focusing on working on swinging aggressive this year and being aggressive. I was able to take those big swings.”

Jamie DiMaggio took over coaching the Barbs late in the offseason, coming from Club Fusion. While that’s also Oehlberg’s offseason team, DiMaggio said she didn’t coach her directly, but knew what she was capable of.

DiMaggio said she was able to get closer and closer to reaching the potential she’s seen in her.

“I wanted to get her to be confident and take big swings,” DiMaggio said. “I wanted her to realize she is a talented player, and that developed throughout the year.”

DiMaggio added that Oehlberg thrived in the postseason because she does well when the stakes are high.

“I think she is really, really good under pressure,” DiMaggio said. “She feeds off that pressure and her teammates chucking her the ball and her thinking, ‘I need this kill not just for me, but for my teammates.’ That’s what she did. ... She took big swings all the time, and that’s what we needed.”

After beating No. 4 Cary-Grove, the Barbs – who entered the postseason as the fifth seed in the Huntley Sectional – knocked off the No. 1 Red Raiders in the regional, coming back after losing the first game and cruising in the third. They were down 17-13 in the second set when Oehlberg led the Barbs on a comeback, finishing with 21 kills.

In the sectional final, the Barbs swept second seeded Crystal Lake Central, but had their run end with a straight-set loss to Stevenson.

“I didn’t know what to expect because we had new coaches coming in,” Oehlberg said. “I think they did a really good job training us. It was a different feel to the gym this year and a lot

sports@daily-chronicle.com DEKALB – The DeKalb-Sycamore co-op boys swim team was able to start on the right foot in their season opener by defeating the Ottawa/LaSalle-Peru co-op, 94-75.

Barbs coach Melanie Chambers said this win was huge for her young team.

“We graduated 14 seniors last year,” Chambers said. “To be able to come out and start our season with a win was incredibly important to us. It’s a confidence builder for us going forward this

season. I try to set the expectations for these boys from the get-go. Every point and every swim counts.”

Junior Riley Lohse was a standout for DeKalb-Sycamore (1-0) despite fighting through a nagging shoulder injury. Lohse won the 50-yard freestyle and the 100 backstroke, with times of 23.36 seconds and 58.23 seconds respectively.

Lohse said he is excited to be able to be a leader on this team.

“I think it is great that my teammates can look up to me,” Lohse said.

“It reminds me of when Jake Bjork was

on the team and he was dealing with shoulder problems. He swam through the pain, and I thought he was amazing for it. I want my teammates to look up to me the same way I looked up to him.”

The Cavaliers (0-1) are also a very young squad. Coach Robert McNally said he had to explain to his young swimmers the difference between swimming for one’s high school and swimming for a club team.

“I coached a club team for 20 years, so I have a pretty good idea of what goes on there,” McNally said. “On a

club team, you spend a lot of time with your parents because there is a lot of down time.

“High school meets happen very quickly so I wanted to tell my freshman swimmers to stay close, cheer their teammates on and watch them swim, rather than going over to their parents after they swim. I kind of expected this and tried to prepare them for this, but you can’t prepare them for everything.”

The Barbs will swim again Saturday when they compete at the Freeport invite. The meet starts at 11:30 a.m.

OXON HILL, Md. – Aroldis Chapman found a spot in a most familiar bullpen – a very rich spot, too.

The hard-throwing closer reached agreement to return to the New York Yankees on Wednesday night with the highest-priced contract ever for a relief pitcher, an $86 million deal for five years.

A person familiar with the negotiations told The Associated Press that the contract was pending a physical. The person spoke on condition of anonymity because the deal was not yet complete.

Once it’s done, the 28-year-old lefty whose fastballs routinely top 100 mph would shatter the previous richest contract for a reliever – that was the $62 million, four-year deal Mark Melancon signed with San Francisco just a couple days ago during the winter meetings.

The 34-year-old Scott made headlines last season when he was voted into the All-Star tournament. He played for the Arizona Coyotes for part of the season and still served as Pacific Division captain after being traded to the Montreal Canadiens and demoted to the AHL. Scott had two goals during the mid-season showcase in Nashville, Tennessee, and was selected the MVP of the threeon-three tournament. The NHL has since taken steps to avoid a similar situation with new fan voting rules.

The 6-foot-8 Edmonton native had five goals, 11 assists and 544 penalty minutes in 285 regular-season games in eight seasons with Minnesota, Chicago, the New York Rangers, Buffalo, San Jose, Arizona and Montreal.

NATIONAL HARBOR, Md. – In a deal as much about Jorge Soler’s future and the Kansas City Royals’ past, the Cubs on Wednesday completed a trade that sent the young outfielder to the Royals for closer Wade Davis.

Davis, a dominating member of the Royals’ shut-down bullpen for their 2014-15 World Series teams, helps fill the void left by departing free agent Aroldis Chapman as the Cubs try to repeat their historic 2016 championship.

But the deal that percolated for two weeks before reaching the agreement stage Tuesday was delayed another day as the Cubs explored the right-hander’s

medical history and conducted their own physical Wednesday morning.

“We felt really good about it,” Cubs general manager said of the risk involving the forearm injury that put Davis on the disabled list twice last season. “He looks fantastic and ready to go.”

Assuming health, Davis is one of the top two closers to switch teams so far this winter, joining free agent Mark Melancon (to the Giants for four years, $62.5 million).

And Davis’ one-year, $10 million club commitment makes him a more attractive investment that the likes of Melancon – or premier free agent closers Kenley Jansen and Aroldis Chapman, who expect to command bigger,

longer term deals.

“Obviously, getting a guy the caliber of Wade, that is certainly a central move of the offseason for us,” said Hoyer, who may have stated the obvious when he declared Davis the Cubs’ 2017 closer. “I can never predict the size of the splashes or whatever you want to say, but I can say this was a big move for us in an offseason where we don’t feel we have to make a ton of big moves.”

Davis, 31, who has allowed one run in 22 career postseason relief appearances, spent a total of six weeks on the disabled list last season because of the forearm, including all of August.

He returned in September and finished the season with seven consecu-

tive scoreless appearances for a final line of 27 saves in 30 chances and a 1.87 ERA. He had ERAs of 1.00 and 0.94 in 2014 and ’15, primarily as a setup man.

“He’s definitely a difference maker,” said Cubs manager Joe Maddon, who had Davis early in his career as a starter in Tampa Bay and who talked to him Wednesday afternoon. “He feels great. Listen, if he goes out there and pitches like he can next year, which I fully anticipate, his stuff is that good – high velocity, great cutter, very good curve ball. And he knows how to pitch, too.”

Soler, 24, was one of Theo Epstein’s first signature moves when he took over the Cubs’ baseball operation five years ago.

Barkley adjusting to receiver situation

ajahns@suntimes.com Matt Barkley’s best test yet as the Bears’ starting quarterback comes Sunday against the Lions at Ford Field. And he might be down a receiver or two.

Receivers Eddie Royal (toe) and Marquess Wilson (groin) did not participate in practice Wednesday. Josh Bellamy (shoulder) also was limited.

Royal’s toe injury, in particular, has become more problematic over the past two weeks.

The 30-year-old veteran was limited to 12 snaps on offense in Week 12 against the Titans and was inactive last Sunday against the 49ers. Royal was wearing a walking boot on his left foot in the locker room Wednesday.

The Bears’ top three receivers at practice were Cameron Meredith, rookie Daniel Braverman and kick returner Deonte Thompson.

Barkley, however, expressed some confidence in his situation at receiver.

“I’m confident in what we have prepared for [the Lions],” Barkley said.

“It will be a challenge, no doubt about

the Year Award, which recognizes a player’s efforts in the community. The award winner is announced during Super Bowl week.

Acho, a six-year veteran, has a unique story. He’s participated in mission trips to Nigeria since he was a teenager. He is currently raising funds to build hospitals in Nigeria through Living Hope Christian Ministries. It’s an organization founded by his parents, who are from Nigeria.

Tyler Joseph, the lead vocalist of twenty one pilots and the duo’s main songwriter, scored five nominations for “Stressed Out” (record of the year, pop duo/ group performance) and “Heathens” (best rock song, rock performance and song written for visual media); twenty one pilots, which includes drummer Josh Dun, earned three nods.

Some well-known acts scored their first Grammy nominations Tuesday, including Solange, Blink-182 and Demi Lovato, who will compete against Adele, Bieber, Sia and Ariana Grande for best pop vocal album.

Amy Schumer earned two nominations, including best spoken word album and comedy album. Deceased nominees include Joey Feek of the duo Joey + Rory (best gospel roots album for “Hymns”).

Music classes for young children

Prelude is a group music class for toddlers ages 1 to 3 with singing, dancing, and rhythm and music games. Prelude meets Saturdays from 10 to 10:30 a.m.

Development group music classes are for children ages 3 to 5 and build upon the activities of the Prelude class, adding some demonstrations of musical instruments. Development meets Saturdays from 10:35 to 11:05 a.m.

Early registration is recommended for these popular classes that begin on Jan. 14 and meet for 12 weeks. CSA teacher Laurie Rodriguez adds new material to these classes each semester, introducing skills that will help children succeed in private music lessons.

Art Express for Kids

Art Express class for ages 4 to 12 meets on six Saturdays from 1 to 3 p.m. beginning Feb. 4. Students learn about art and the world as they create original arts and crafts. Taught by NIU art education students supervised by an NIU School of Art instructor, Art Express has a new theme every semester. Classes are organized by age and limited in size.

Toddlers ages 1 through 5 enjoy Prelude and Development Early Music Education classes at the Northern Illinois University Community School of the Arts. students learn 24 postures. These exercises can be done at one time during the day or interspersed amid practice sessions or rehearsals to renew energy and release tension. Qi Gong enables greater relaxation and concentration when practiced immediately before a performance. Eric Schroeder leads this class for ages 12 to adult, meeting on six Mondays from 5 to 6 p.m. starting Jan. 23.

Music performing ensembles

Musicians enjoy an ensemble experience as a way to share their love of music with others. The community school offers several ensembles, some for young musicians and some for older students and adults.

Every ensemble performs in concert in the NIU MuMusic classes for older children and adults sic Building at the end of each semester.

Group Guitar for Kids teacher Aerie Bernard CSA Symphonette invites string players ages 8 introduces children ages 8 to 12 to guitar playing to 16 to rehearse together on Tuesdays from 4:30 to 6 through a fun, song-oriented approach to learning. p.m. under the direction of cellist and Kishwaukee Exposure to music fundamentals – scales, chords, Symphony Orchestra conductor Linc Smelser. Joining CSA Steelband is a great way to become familiar with the unique sound of the steelpan.

Directed by Yuko Asada, CSA Steelband welcomes members ages 12 to adult. No previous experience on the instrument is needed, but it is recommended that students be able to read music. The steelpan family ranges from soprano to bass, and each student chooses an instrument. The group rehearses on Mondays from 6:30 to 7:25 p.m. beginning Jan. 23 and plays many types of music including calypso, classical, rock and rhythm and blues.

CSA Guitar Ensemble meets Thursdays from 8 to 8:55 p.m. Directed by Quentin Dover and designed for beginning and intermediate guitar players ages 14 to adult, members work on ensemble skills and building confidence and skill on the instrument. The first rehearsal is Feb. 9.

Music lessons

Traditional private music lessons are taught on a weekly basis and are available on all instruments.

Music lessons using the Suzuki approach (combining private and group lessons) for young children are taught on violin, cello, piano and guitar.

Students attend private lessons weekly in the NIU Music Building. Participating students are invited to perform in recitals at the end of each semester.

Lessons begin the week of Jan. 16.

The school is sponsored by the College of Visual and Performing Arts at Northern Illinois University. The CSA offers year-round art and music programming, with more than 50 teachers serving more than 400 participating students from DeKalb, Sycamore and 40 other surrounding towns. The mission of the NIU Community School of the Arts is to promote artistic growth among all people in the community. Spring activities begin in mid-January.

Financial aid is available for students age 18 or younger who want to pursue their study of the arts and who demonstrate financial need. 28 Heart disease risk tied to sugar consumption Dear Doctors: I read sugar might be worse for your heart than fat. Should I give up sweets?

Dear Reader: If you’re one of the millions of Americans with a sweet tooth, there’s some good news. According to current guidelines from the American Heart Association, eating a modest amount of added sugar each day – six teaspoons for women, nine teaspoons for men – is safe for your heart.

But before you pop open the cookie jar (or that pint of Ben and Jerry’s), let’s review some hard facts. Research shows eating too much sugar can significantly increase your risk of heart disease. Individuals who received between 17 and 21 percent of their total daily calories from added sugar had a 38 percent greater chance of dying from heart disease compared with people who limited added sugar to 8 percent of their total daily calories.

That study, published in the Journal of the American Medical Association in 2014, had even more sobering news. People who got more than 21 percent of their daily calories from added sugar doubled their risk of heart disease. Considering the average American now eats up to 20 teaspoons of sugar a day, we’ve got a problem.

Although saturated fat has received the lion’s share of blame for heart disease in the United States for many years, sugar now is taking center stage. Studies show sugar leads to potentially harmful changes in levels of blood cholesterol and triglycerides, both markers of heart disease.

While the occasional sugar splurge is probably not a problem, keeping daily consumption to a minimum is vital to heart health. Which brings us back to that recommended maximum of six (or nine, if you’re a man) added teaspoons of sugar a day.

It might sound like a lot, but consider this – the average 12-ounce can of soda has about 10 teaspoons of sugar. And with the stealthy addition of sugar to products such as breads, canned vegetables, pasta and barbecue sauces, staying within guidelines takes vigilance.

Still, it’s worth it. A recent study showed when a group of obese children reduced added sugar from their diets, it took just nine days for their triglyceride levels – a marker of heart disease – to drop by one-third.

So, an apple or an Oreo for your afternoon snack? Not really a difficult choice.

If you have not received treatment, tell your doctor what has been going on and ask for a referral to a licensed therapist who works with a psychiatrist who can prescribe something appropriate.

And remember while selling the house/ office is closing a chapter in your life, it also signals the beginning of a new one. It may give you the renewed energy – as well as the financial means – to salvage your business.
