No sitter, big problem

Last weekend my husband and I had a dilemma: We were invited to go out with a group of our friends. It sounded like so much fun.

The only problem was we couldn ’t find a babysitter to watch our daughter. Our usually babysitter was on vacation. The backup babysitter had to work.

My sister had to take her sons to sports and all the grandparents live out of town. So we were out of options.

We were stuck at a conundrum. Should the husband stay home to watch the kids? Does the wife stay home to watch the kids? Or do we both stay home?

We hardly have any date nights. With my husband working out of town on business, it can be hard to find the time. Besides that, having an almost-3-year-old who exhausts you during the day can really be a date-night buzz-kill.

As a result, we don’t go out very much without our child.

That’s why when we were invited out to play with the grown-ups we started to get excited.

It was not a significant event. None of our friends were celebrating birthdays, engagements or promotions.

The fact that it was at Dave and Buster’s was all that we cared about. Sure, the one we were supposed to go to was about an hour and a half away from DeKalb, but this place is worth it. It’s like an adult playground. Tons of fun entertainment. Awesome interactive

SIOUX FALLS, S.D. – Rescue workers found the body of a construction worker Friday evening in the rubble of a building that had collapsed hours earlier in South Dakota’s largest city.

Recovery of the body came hours after authorities managed to pull a woman, injured but alive, from the debris of the brick building in downtown Sioux Falls. The woman, 22-year-old Emily Fodness, was rushed to the hospital, and her family said in a statement that she’s in good condition.

Sioux Falls Fire Rescue Chief Jim Sideras said officials found the body of the man in a void using a search dog. Officials don’t believe anyone

The no babysitter situation was pretty irritating. Here we have this fantastic night all planned out for us and we can ’t go – or could we?

What ended up happening was the best coincidence ever. Apparently, the sitter who had to work was wrong about her schedule. She got to work and they had doubled-booked the slot, so she was sent home. She texted me to see if we still were in need of a sitter.

I started jumping up and down and texted “YES” back like three times with an emoji face.

She could be at the house in 45 minutes.

So I sprang into action. I took the quickest shower on the planet, threw together a jazzy outfit and was ready to go with the biggest smile on my face.

My husband was thrilled that we finally had a grown-up date night.

“After we moved all that rubble, we did find him, and it just didn’t work out for us, unfortunately,” said Sideras, who didn’t identify the man. Rescue workers also pulled the woman’s dog alive from the rubble of the building where she lived.

Sioux Falls Mayor Mike Huether said in a statement that “the family of the young man who passed needs to know they are not alone tonight in their sadness.”

The city said cleanup would continue into the weekend.

AMATO ADJUSTS TO NEW OFFICE New state’s attorney says it will take time to get up to speed

browland@shawmedia.com SYCAMORE – When DeKalb County State’s Attorney Rick Amato moved into his office this week, he found a box of toys for children, a table-top billiards game, drug court files and boxes and binders filled with information about the county’s most controversial homicide.

How Amato handles the case of the 1957 kidnapping and slaying of 7-yearold Sycamore girl Maria Ridulph could set the tone for his four-year term. His predecessor’s handling of the case might have cost him a second term.

Amato, 42, campaigned doggedly in the race to unseat incumbent Richard Schmack. Schmack was responsible for undoing the conviction of Jack McCullough, the 76-year-old Seattle man

found guilty of the girl’s murder in 2012.

Schmack has said evidence in the case proves McCullough was in Rockford at the time of Ridulph’s disappearance Dec. 3, 1957, from the corner of Center Cross Street and Archie Place in Sycamore.

A judge vacated McCullough’s conviction in April and he was released from prison. McCullough is scheduled for a hearing Monday in his effort to get a certificate of innocence, but Amato said he plans to ask that the hearing be postponed until he can review the thousands of pages of material in the binders and boxes that came with his new office on the main floor of the DeKalb County Courthouse.

Amato said this week that he hasn’t made any decisions about the case. He said he couldn’t say if he would support or oppose McCullough’s bid for a certificate of innocence until he reviewed the

case files.

“There’s so much to get up to speed on,” he said. “It will take some time to review.”

To help with that process, Amato said he would bring in other prosecutors in his office to help with the work. Amato said his predecessor handled the case on his own.

Other cases will continue as scheduled, including the upcoming trial of a former Northern Illinois University police officer accused of sexually assaulting a student in 2011, Amato said.

Even before taking the oath of office, Amato had started the transition process. That has included meeting with law enforcement officials and court officials. It continued this week with a meeting with his 22 employees, including 12 assistant state’s attorneys. In the coming weeks, he plans to meet with court offi-

cials, prosecutors from other counties and others.

During the campaign, Amato said that his top priority would be to review the office’s policies and procedures, including implementing a felony review program to make sure violent offenders are charged correctly. He said it also would reduce “overcharging” so that the office could focus its efforts on prosecuting the most serious crimes.

However, change will take time. He said he plans to spend a lot of time figuring out how things work in the office before making any changes.

“I need to learn where each piece of paper goes,” he said.

After that, Amato said he will work to improve how the office functions.

Amato said he was humbled by the office he was elected to and was looking forward to working with his team.

Sycamore walks with Santa to kick off holidays

news@daily-chronicle.com SYCAMORE – The Christmas season kicked off Friday night in Sycamore, as hundreds of children and their parents welcomed Santa and Mrs. Claus to town with the “Walk with Santa.” The special guests arrived in front of the Sycamore Theatre in a fire truck, while awestruck children waited for a chance to greet them before escorting them to the courthouse lawn, where Santa lit the trees, then settled into his house.

Walk with Santa has been a Sycamore tradition for more than 20 years, said Darcy Eggleson, events and marketing coordinator for the Sycamore Chamber of Commerce. She said she was very happy with the turnout.

“You can feel the holiday magic, and it was great to see the kids’ faces beaming with joy when they saw Santa,” she said. “Seeing the holiday cheer come alive is really cool.”

“I am also going to ask him for his magic and to use his force because it’s true,” he said.

at OSF St. Anthony Medical Center in Rockford.

Masako was born December 1, 1935, in Tomikawa, Japan. She was employed by General Electric in DeKalb for over 25 years and was an avid antique dealer.

She is survived by her daughter, Cindy (Gary) Newquist Iverson of Phoenix, Arizona; son, John Newquist of DeKalb; three grandsons, Christopher, Alexander and Ryan Newquist; four sisters in Japan; and several nieces and nephews.

Masako’s cremated remains will be scattered in Japan.

Barbara J. Parisot, 77, of Kirkland died Thursday, December 1, 2016 at the Medina Manor Retirement Center in Durand.

She was born July 11, 1939 in New Albany, IN. The daughter of Robert and Thelma (Banet) Montgomery. She married Donald W. Parisot on Jan. 21, 1956. He preceded her in death in 2007. Barbara raised 5 children and loved spending time with her entire family.

She worked for the Kirkland School District as a school bus driver and then went to work at NIU, where she supervised the kitchen staff. She was a member of St. Catherine of Genoa Church and the Belvidere Moose. She enjoyed sewing, gardening, road trips and

Man sentenced to 45 years for murdering infant daughter

SYCAMORE – A 26-year-old DeKalb man could spend the rest of his life in prison for shaking his 71/2-week-old daughter to death in August 2013.

On Friday, Chief Judge Robbin Stuckert sentenced Keith L. Terrell, formerly of the 700 block of North Annie Glidden Road, DeKalb, to 45 years in prison after denying his motion for a new trial. Under state sentencing rules, Terrell must serve all of his sentence.

Terrell was convicted in October of first-degree murder and two counts of aggravated battery of a child in the death of his daughter, Kelis. After giving several other accounts, Terrell eventually told police that he squeezed the baby tightly around her chest and shook her when she would not stop crying about 3 a.m.

The infant died at a Rockford hospital after suffering numerous injuries, including brain swelling and bleeding, retinal hemorrhaging and multiple rib fractures.

The prosecution agreed not to pursue sentencing on the battery charges.

Prosecutor Stephanie Klein argued for a 50-year sentence from the state’s suggested range of 20 to 100 years.

She said Terrell was eligible for extended sentencing based on key factors, including prior violent offenses against

“Kelis was not 12 years old; she wasn’t even 12 weeks old,” Klein said. “She was 5-year-old daughter, Elina.

“This is always a fun time, and it’s very social,” she said. “My daughter loves to see the tree and is excited to ask Santa for dolls.”

Santa himself said Sycamore is his favorite place to visit, and was looking forward to visiting with all of the local children.

“The people here are wonderful, and just look at all the kids who came to see us,” he said. “I love giving them hugs and seeing the smiles on their faces.”

Santa will be at his house from 5 to 7 p.m. Fridays, 11 a.m. to 2 p.m. Saturdays and noon to 2 p.m. Sundays through Dec. 18.

Klein also cited a state statute that seeks to deter crimes through stricter sentencing.

“If even one child murderer is deterred, that is, of course, of value,” Klein said. “The state asks the court to consider this factor in accordance with the statute and send the message that if you murder a child in DeKalb County, that the conse-

quences will be significant.”

Terrell’s attorney, DeKalb County Public Defender Tom McCulloch, argued for the minimum sentence of 20 years.

“If I thought for a moment that deterrents had an effect, I probably would have been out of business years ago,” he said.

“It doesn’t have an effect.”

McCulloch said Terrell’s efforts to take classes while in custody proved his potential for rehabilitation.

He also said most of Terrell’s prior criminal activity involved Kelis’ mother Shanae Scott, a Northern Illinois University student.

“As the defendant provided in his statement and pre-sentence report, almost all of his troubles with the law are directly attributable to his relationship, bad though it was, with Ms. Scott.”

Stuckert said she concurred with the prosecution that several aggravating factors would contribute to a longer sentence, including the young age of the child.

“This was a helpless, small baby who was entrusted in the care of two individuals, and Mr. Terrell took that child, for whatever reason he may have in his mind or in his belief based on his statements he made to the police, he murdered that child,” Stuckert said.

McCulloch submitted an appeal of the sentence at the end of Friday’s hearing.

DeKALB – When the Market Square 10 movie theater reopens Friday, it will be outfitted with luxury recliner seating and offer an array of new food options, including White Castle sliders.

The 10-screen movie house at 2160 Sycamore Road, DeKalb, has been closed since Nov. 28 for the final phase of the remodeling.

All 10 theaters will be equipped with fully powered recliner seating and improved sound quality through 7.1 systems, said Phillip Ball, general manager for Carmike Cinemas.

Other additions include Coca-Cola Freestyle machines.

The self-serve drink stations offer more than 100 different options, including favorite Coke products in a variety of flavors and some beverages that are exclusive to the machine.

New hot food options will include hot dogs, pretzels, pizza, mozzarella sticks, chicken tenders, curly fries and White Castle burgers, Ball said.

The renovation work is scheduled to be completed by Friday, according to a post on the theater’s Facebook page and another on the front door of the building.

As of Sept. 30, Carmike Cinemas Inc., which owns Market Square 10, had 271 theaters and 2,917 screens in 41 states. Last month, Carmike shareholders approved a $1.2 billion merger deal with AMC Entertainment Holdings Inc. If approved by regulators, it would create the world’s largest chain of movie theaters, bumping Regal Entertainment Group to No. 2. The deal is expected to close early next year.

Reps. sue to get paid despite budget mess

SPRINGFIELD – Six state representatives filed a lawsuit Friday demanding paychecks the Illinois comptroller cut off last spring because there’s no budget agreement.

The Democrats sued Republican Leslie Munger claiming that she’s violating the state constitution through executive-branch interference with the Legislature. The lawmakers also took a shot at Munger’s political mentor, GOP Gov. Bruce Rauner, for their dilemma.

Munger, on her last day in office after losing a special election in November, called her adversaries “cowards.”

Democrat Susana Mendoza, who takes over Monday after campaigning on continuing Munger’s stinginess, said everyone needs to tough it out, but that she would relent if ordered by a judge.

Appointed by Rauner in 2014, Munger announced in April she would put legislative pay at the back of the line like other overdue vendor bills until members of the House and Senate and Rauner reached agreement on a fullyear state budget, which has been missing from Springfield for two years now.

“Enough is enough,” said lead plaintiff Emanuel “Chris” Welch, a Democratic House member from Hillside. “lt’s time to honor the Illinois Constitution, to recognize that we have separation of powers.”

News from across the state Rauner: Money for Chicago schools part of budget talks

SPRINGFIELD – Gov. Bruce Rauner said he’ll meet with legislative leaders to negotiate a budget deal, and he’s willing to include money he vetoed for Chicago Public Schools if it’s part of a “comprehensive package.”

Rauner said Friday meetings are scheduled Saturday and Sunday with the four legislative leaders and “I’m not taking anything off the table.”

The Republican vetoed a measure Thursday that provided $215 million to help CPS make its pension payment. He said Democrats reneged on a deal to approve an overhaul to Illinois’ hugely

But Munger, sitting on 126,000 unpaid bills worth more than $10.3 billion, shot back Friday afternoon in Chicago, saying, “How cowardly that they refused to challenge” her before she left office and now seek “preferential treatment.”

“There are just no words for my disgust and disappointment,” she said.

The base legislative salary – unchanged in eight years – is $67,836, but almost every legislator gets a stipend of $10,327 or more for extra duties.

“People have mortgages to pay, tuition to take care of. We’ve gone to work every day for six months. There are finan-

CHICAGO – Gov. Bruce Rauner said legislation that provides billions of dollars in subsidies to power giant Exelon Corp. is imperfect but that he’s “proud” of the deal lawmakers reached.

The measure approved Thursday provides $235 million a year to Exelon to keep unprofitable nuclear plants running in Clinton and the Quad Cities. More than 4 million customers of power-distributing subsidiaries ComEd and Ameren will pay more to finance the plan.

EFFINGHAM – Electronic message boards used to communicate with drivers in the Effingham area will remain dark because of Illinois’ budget stalemate.

“Everyone needs to share in the sacrifice,” Mendoza said in a statement.

“My policy will be to prioritize the most vulnerable people in our state and continue the delay in legislators’ pay, unless a court instructs me to do otherwise.”

3 dead after wrong-way crash on I-88 in suburbs

WARRENVILLE – Police said three people are dead after a wrong-way crash involving two cars along Interstate 88 in suburban Chicago.

Illinois State Police said the crash happened shortly before 1 a.m. Friday along the interstate in the Warrenville and Naperville area. Police said a Toyota Camry driven by 30-year-old Domenic Andreoni of Elgin was heading east in the westbound lanes when it collided head-on with a Chrysler 300.

Police said Andreoni was pronounced dead at the scene along with the Chrysler’s driver 32-year-old Ali Erhaima of Aurora and passenger 40-year-old Shiva Inampudi of Naperville.

NEW YORK – Donald Trump’s skeptics hope the presidency will reveal a serious side of the brash businessman. His supporters want him to keep the freewheeling style that rattled Washington.

In true Trump fashion, so far he’s doing both.

Trump has soothed some Republican establishment anxieties with many of his early Cabinet picks, including the respected retired Gen. James Mattis to lead the Pentagon and Georgia Rep. Tom Price, an orthopedic surgeon tapped to head the Department of Health and Human Services.

He’s hinted that he’s open to shifting some of his most controversial policies, including his rejection of climate change and support for torture. He’s been full of praise for President Barack Obama and largely respectful of Hillary Clinton, his vanquished campaign rival.

But Trump also is refusing to abandon the raucous, stream-of-consciousness rallies and Twitter tirades that defined his presidential campaign. He’s continued to level false statements, claiming without evidence that millions of people voted illegally in the election. And he’s infused the normally staid Cabinet selection process with reality TV drama, inviting cameras into his dinner with Mitt Romney, a leading candidate for secretary of state, and announcing the secretary of defense pick in an arena, seemingly off the cuff.

“He was a very unconventional candidate,” House Speaker Paul Ryan said. “He’s going to be an unconventional president.”

Despite his tell-it-like-it-is reputation, Trump is fueled by a deep need to be liked, according to longtime associates. He often modulates his tone to his setting and frequently tries to curry favor with his audience

And sometimes he seems to move in contradictions, as when he made simultaneous appointments of Reince Priebus – a nod to the Washington establishment – and Stephen Bannon – a shot across the establishment’s bow – to fill two key roles in his administration, giving opposing factions of his coalition something to cheer.

People who meet with the president-elect personally talk about there being “two Trumps” – the self-promoting celebrity that’s seen in public and the amiable and courteous grandfather who emerges in private.

“He’s charming in person,” said John Allison, the former CEO of BB&T, who recently met with Trump. “He absolutely has a lot of personal charisma.”

Indeed, Trump has appeared to win over some of his toughest Republican critics since defeating Clinton. GOP lawmakers have praised all of his Cabinet nominees, some of whom hold more traditionally conservative views than Trump himself. Romney, who

was one of Trump’s fiercest critics during the campaign, emerged from their dinner this week with warm words for a man he’d only recently called a “phony.”

“He continues with a message of inclusion and bringing people together and his vision is something which obviously connected with the American people in a very powerful way,” Romney said in a stunning turnabout for the 2012 GOP nominee.

But Trump appears acutely aware that the enthusiastic supporters who propelled him to the White House are watching carefully to see if he’ll back away from his pledges to shake up the political system. Supporters shouted their opposition to Romney being in the Cabinet on Thursday as Trump stood on stage in Cincinnati for the kickoff of a “thank you” tour for voters.

Trump gave them plenty else to cheer about, fully re-embracing his firebrand and raucous campaign persona.

He took the stage full of swagger and as focused on score-settling as he was during the campaign. He spent more than 10 minutes bashing the press, recounting how the media doubted his chances of winning.

Commission urges better cybersecurity to Trump The ASSOCIATED PRESS WASHINGTON – A presidential commission on Friday made 16 urgent recommendations to improve the nation’s cybersecurity, including creating a nutritional-type label to help consumers shop wisely and appointing a new international ambassador on the subject – weeks before President-elect Donald Trump takes office.

The release of the 100-page report follows the worst hacking of U.S. government systems in history and accusations by the Obama administration that Russia meddled in the U.S. presidential election by hacking Democrats.

The Presidential Commission on Enhancing National Cybersecurity urged immediate action within two to five years and suggested the Trump administration consider acting on some proposals within its first 100 days.

The commission recommended that Trump create an assistant to the president for cybersecurity, who would report through the national security adviser, and establish an ambassador for cybersecurity, who would lead efforts to create international rules. It urged steps, such as getting rid of traditional passwords, to end the threat of identity theft by 2021 and said Trump’s administration should train 100,000 new cybersecurity workers by 2020.

Other ideas included helping consumers to judge products using an independent nutritional-type label for technology products and services.

“What we’ve been doing over the last 15 to 20 years simply isn’t working,

and the problem isn’t going to be fixed simply by adding more money,” said Steven Chabinsky, a commission member and the global chair of the data, privacy and cybersecurity practice for White & Case LLP, an international law firm.

He said the group wanted the burden of cybersecurity “moved away from every computer user and handled at higher levels,” including internet providers and product developers who could ensure security by default and design “for everyone’s benefit.”

The White House requested the report in February and intended it to serve as a transition memo for the next president. The commission included 12 of what the White House described as the brightest minds in business, academia, technology and security. It was led by Tom Donilon, Obama’s former national security adviser.

The panel studied sharing information with private companies about cyber threats, the lack of talented American security engineers and distrust of the U.S. government by private businesses, especially in Silicon Valley. Classified documents stolen under Obama by Edward Snowden, a contractor for the National Security Agency, revealed government efforts to hack into the data pipelines used by U.S. companies to serve customers overseas.

One commissioner, Herbert Lin of Stanford University, said some senior information technology managers distrust the federal government as much as they distrust China, widely regarded as actively hacking in the U.S.

GATLINBURG, Tenn. – Residents and business owners in Gatlinburg got their first look at the wildfire destruction Friday, and many walked around the once-bustling tourist city in a daze, sobbing.

They hugged each other and promised that they would stay in touch.

“We love it up here so much,” said Gary Moore, his voice trembling. “We lost everything. But we’re alive, thank goodness. Our neighbors are alive, most of them. And we’re just so thankful for that.”

A county mayor raised the death toll to 13 and said the number of damaged buildings now approached 1,000.

After days of waiting to see their homes, some of the shock began to give way to anger, and local authorities bristled when asked why they waited so long to order the evacuation.

“The city sure could have done a better job of getting us out of here,” said Delbert Wallace, who lost his home.

“When they got up that morning, when they seen that fire, we should have been on alert right then.”

Sevier County Mayor Larry Waters and other officials noted the fire moved

The dead included a Memphis couple who was separated from their three sons during the wildfires. The sons – Jared, Wesley and Branson Summers – learned that their parents, Jon and Janet, had died as they were recovering in the hospital.

At a news conference, Jon Summers’ brother Jim talked about the three young men’s harrowing escape and their parents’ death.

He said the Summers family first received a call from their condo’s owner to evacuate. They jumped in Branson’s car and drove down the mountain until a tree blocked their path. They got out and ran and became separated from their parents. They were found unconscious at the bottom of the mountain.

Jim Summers said the sheriff estimated they ran several miles.

Protecting taxpayers For months, we’ve been expecting a sad repeat of the 2011 lame-duck session of the Illinois General Assembly.

That’s when then-Gov. Pat Quinn, Speaker Michael Madigan, Senate President John Cullerton and their Democratic colleagues in both the House and Senate – including many who had just been voted out of office – rammed through a whopping 67 percent income tax increase on wage earners and a job-killing 46 percent corporate tax increase on businesses.

Not a single Republican voted for the hikes, and four lame-duck lawmakers who did received cushy state jobs shortly after leaving the Legislature.

Because of a sunset provision built into the legislation approving the tax increases, the income and corporate taxes since have been scaled back to slightly more than 2010 levels.

But with Gov. Bruce Rauner in a standoff with Madigan and Cullerton over the state budget and Rauner’s Turnaround Agenda, we’ve been hearing talk of secret meetings between Republicans and Democrats who have been trying to reach a “grand compromise” that would include another massive tax increase.

A vote last week in the Illinois House gave us reason to be hopeful.

State Rep. David McSweeney, R-Barrington Hills, filed House Resolution 1494, which opposes any effort to raise taxes in the final days of the legislative session in early January. The resolution passed on a bipartisan, 87-12 vote, with nearly 75 percent of House members going on record opposing a lameduck tax increase.

This doesn’t guarantee Madigan and Cullerton won’t still try to push through a tax increase during the lame-duck session, but it makes it far less likely.

State Rep. Jack Franks, D-Marengo, himself a lame duck who is leaving his legislative seat in January to become McHenry County Board chairman, also was successful in securing a critical House vote last week. Franks proposed a constitutional amendment that would require a three-fifths majority to approve any tax or revenue increase during lame-duck sessions. It currently requires a simple majority. It passed the House overwhelmingly (84-17-2) and now moves to the Senate, where a three-fifths majority vote is needed to get it before voters.

Congratulations to McSweeney and Franks on successfully passing taxpayer-friendly measures in the House. Who knows what it will mean, though, once a new General Assembly is sworn in Jan. 11?

Tax increases still could be coming then.

One thing is for sure: Business as usual needs to change in Springfield if Illinois is going to overcome its significant fiscal problems. Protecting taxpayers from further tax increases is a good place to start.

Making infrastructure plan work

A central part of President-elect Donald Trump’s economic plan – extra spending on roads, bridges and other infrastructure – could give the U.S. a welcome economic boost. But the benefit won’t last unless the plan is well designed.

New forecasts from the Paris-based Organization for Economic Cooperation and Development – a respectable outfit, as these things go – say that a combination of tax cuts and higher public spending could add nearly a full percentage point to U.S. economic growth in 2018. The government’s debt burden, measured as a percentage of this larger gross domestic product, could decline.

This isn’t quite the ringing endorsement you might think.

Even bad investments, including the proverbial burying and digging up of banknotes, deliver a short-term boost to GDP so long as the economy has spare capacity.

The challenge is to spend money in ways that boost supply, making the economy more productive in the longer term. If the money goes

to a bunch of well-connected contractors without increasing the economy’s productive capacity, a great opportunity will be squandered. A mismanaged stimulus could be worse than none at all, adding to the country’s debts without improving its ability to pay them back.

So what should Trump do?

First, keep it simple. Trump’s advisers have suggested using some $137 billion in tax credits to encourage private investment in infrastructure. Problem is, this can obscure the true cost of projects, put too much emphasis on returns to private investors, and subsidize investments that would have happened anyway. Instead, the government should take advantage of its low borrowing costs by doing more of the spending itself, especially on unglamorous tasks (such as road repair and improvement) that can be started quickly.

Second, be prudent. Uncontrolled deficit spending can spook bond investors, pushing up the government’s borrowing costs

and eroding the advantages of infrastructure investment. To avoid that, Trump must set out and stick to a clear fiscal-stimulus plan – one that explains how the U.S. will control its budget deficits in the longer run. In effect, proposals to broaden the tax base and/or restrain spending on entitlement programs have to be part of any credible infrastructure plan.

Third, be accountable. The 2008 stimulus program included an oversight board and a website where citizens could report abuses and track how taxpayer money was being spent. Trump’s plan should meet at least the same standard of transparency. Otherwise, corruption and cronyism will make it less effective and undermine future support for smart fiscal policy.

Clarity, prudence and desire for accountability: These aren’t Trump’s signature virtues. It might be asking a lot – but this will have to change, or else his bold and potentially valuable ideas on infrastructure will come to nothing.

Some principled Republicans tried to eliminate this corporate welfare, but Ex-Im loans were voted back in during the final hours of budget negotiations.

Government programs almost never die.

Businesses in cozy relationships with government don’t die either. Jeff Deist, president of the free-market Mises Institute, said when the housing bubble burst, banks should have been allowed to fail and be put through “the bankruptcy and liquidation process.”

Investors would have lost big, but that’s OK, Deist said. “That’s the difference between free-market capitalism and state capitalism. With state capitalism, there are upsides for the parties involved – but no downsides.”

In the swamp, no one but taxpayers pays for their mistakes.

Politicians routinely promise to change this culture, but once they get to D.C., they lose interest, Trump said.

“They go to Washington, something happens – they become weak. ... I promise this is not going to happen to me.”

I want to believe him. But even if he were an utterly principled man – and I await evidence of that – it’s tough to constantly say “no” to people.

When you’re in Congress, people ask you for money all day. “I need a grant for my charity – we do so much good!”

“My business needs a subsidy/protective tariff – we employ so many people – in your state!”

So it goes, week after week.

Few people bother to go to Washington to ask for spending cuts. Although America is heading toward bankruptcy, 90 percent of congressional testimony comes from people who want more stuff.

Politicians’ cronies get more stuff.

Solyndra got $500 million from President Barack Obama. The company went bankrupt, which shouldn’t be a surprise. Government has no way of knowing which ideas will succeed.

But it’s well worth it for companies to invest in lobbyists and fixers who dive into the swamp to extract subsidies.

For taxpayers? Not so much. While the benefits to lobbyists are concentrated, taxpayer costs are diffuse. Solyndra cost each of us a couple of bucks. Will

you go to Washington to pester your congressman about that? Probably not.

I want to believe Trump when he said he’ll “drain the swamp.” But it’s easier to believe Thomas Jefferson who, with greater eloquence, said, “It’s the natural progress of things for government to gain ground, and liberty to yield.”

Draining the swamp would mean not just taking freebies away from corporations – or citizens in need – but eliminating complex handouts such as Obamacare.

Candidate Trump said he would repeal Obamacare. Will he? He’s already backed off of that promise, saying he likes two parts of the law – the most expensive parts.

Every word in the register of federal regulations and laws has a special friend, a lobbyist (or 20) who will defend it, fight hard to make sure everything stays the same.

Good luck draining that swamp, President Trump. I hope you’ll succeed, if that’s really your goal.

But I won’t count on it.

A response to pleas to shut up Trump

The holidays are right around the corner, so it’s the season to tell other people to shut up. That’s my takeaway from the various events of this week. Let’s look at three.

First, there were renewed cries for Donald Trump to be banned from Twitter.

An online petition has tens of thousands of signatures. The arguments vary, but they are from a common set. He makes things up. He’s vicious. He’s every “ist” and “ic” in the book. And here is the fun part: There is no free speech issue because Twitter, as a private company, has the right to suspend what accounts it likes.

To which I say: Wow. They’re right of course that Trump’s tweets are often offensive. They’re also right that the First Amendment has no application. Absent a specific legal prohibition, a private business may refuse

to serve whomever it likes, including the president of the United States. Still, the present moment feels as if we have passed through the looking glass, into a world where everything is just the opposite of what it ought to be. How else to explain the sudden affection on the left for corporate power as a check on government?

Which brings us to the week’s second bit of shut-up news, this coming from the Trump camp. The president-elect as usual made himself the center of controversy, this time with a ridiculous proposal to punish those who burn the American flag.

He was apparently responding to news accounts suggesting that flag burning (or tearing down, or stomping) has once more become a ritual of protest. As virtually the entire commentariat across the political spectrum has pointed out, such punishment, meted out officially, would be blatantly unconstitutional.

But what about punishment meted out unofficially? Let’s imagine a social

media company that is so offended by flag-burning (or simply wants to protect the sensibilities of families who are) that it decides not to do business with those who choose that means of protest. By the let’s-ban-Trump-because-he’s-so-offensive logic, presumably the company could ban the protesters, too.

Which leads us to the third bit of shutup news from the week. A conservative watchdog group is posting online the names of professors whom it believes promote a radical agenda in the classroom.

The left is furious, accusing the group of trying to shame them into silence. Such methods, critics argue, are reminiscent of the McCarthy era in their effort to enforce an orthodoxy upon the classroom.

Yes, indeed. Exactly right. Maintaining such lists is horrible. And I am delighted to welcome my liberal colleagues back into the company of those who think it wrong to use shaming and public pressure to get others to change their

minds – especially on campus, where the exchange of ideas should be a near-absolute value. I look forward eagerly to their earnest condemnations of publication of lists of climate change deniers. I anticipate with pleasure and relief their fury when professors whose positions are unpopular on the left are pressed to disclose emails and funding sources. Because all of that is McCarthyist, too.

Heady days. The post-Trump left has now come out for more corporate power and an end to shaming on campus. Any day now, I expect fear of Trump to move my liberal friends to decide that Citizens United was not such a bad decision after all: Perhaps they would like to use some corporate cash to fund efforts to defeat him in 2020.

President-elect Donald Trump said he’s uniquely qualified to “drain the swamp” in Washington, D.C. He can do it, he said at one debate, because as a businessman, he understands American cronyism.

“With Hillary Clinton, I said, ‘Be at my wedding,’ and she came to my wedding. You know why? She had no choice because I gave.”

He said that’s why he gives money to politicians from both parties. “When they call, I give. And when I need something from them two years later, three years later, I call them. They are there for me!”

That’s crony capitalism. Ideally, laws are applied equally; no one gets a special break because he gives money.

But today’s complex government allows the politically connected to corrupt ... most everything.

Even parts of the government swamp designed to protect consumers, such as Dodd-Frank banking rules, get corrupted. Banks watch little changes in rules far more closely than you ever will.

Then they exploit them. Bank lobbyists make money off complex laws such as Dodd-Frank. They fight tooth and nail to keep them, not abolish them.

Barbs dig out of 1st-half hole Use two big runs to win conference opener over rival

jseverson@shawmedia.com DeKALB – Midway through the second quarter, the Sycamore boys basketball team had a double-digit lead.

Then DeKalb responded.

The Barbs used a big run late in the quarter and another early in the fourth to erase a 14-point first-half deficit in a 56-50 victory over their rivals Friday night at DeKalb High School.

“We have such an inexperienced team. ... We just told them there’s a lot of basketball to be played,” DeKalb coach Al Biancalana said. “We really had to fix the defensive end. I think the pace [Sycamore] came out with – credit to them, they came out hard, they really executed their stuff. I think we were a step behind.”

The Barbs (3-2, 1-0 Northern Illinois Big 12 East) finished with three players in double figures. Senior point guard Cole Tucker had 13 points and five rebounds, senior big man Darvon Sisson had a double-double with 13 points and 13 rebounds – including five offensive – and senior guard Michael Mitchell made four 3-pointers to finish with 13.

The Spartans (3-2, 0-1) got most of their points from their two stars – senior guards Ty Sulaver (19 points on 7-for-13 shooting) and Jack Mizgalski (15 points on 5-for-9 shooting.) Mizgalski scored all of his points in the first half and only had three attempts in the second half.

“I’m sure that [Mizgalski] was their focus; he’s a very good offensive player,” Sycamore coach Ryan Picolotti said. “We got in a rush and tried to get some sets to get him some shots, and they took us out of it, whether it was traps or pressure to take us out of what we wanted to do.”

Sycamore senior forward Keyshawn Stallworth added eight points and eight rebounds in the loss.

It was a game between two teams with players catching up after their respective schools made playoffs runs that ended in the state semifinals.

“This being my first real game, it was tough – I was really winded out there,” said Tucker, who went 3 for 13 from the floor but made five free throws in the final two minutes. “It’s hard for both teams, not having a lot of practices and coming back.”

It was the Spartans who jumped out early – including a 3-pointer in the corner by Mizgalski on their first possession. They built a 25-11 lead after a 7-0 run, capped by a layup by Stallworth with 4:38 left in the second quarter.

However, the Barbs answered with a 12-0 run in a minute, started with back-to-back 3-pointers by Mitchell, to cut it to 25-23.

The Spartans held the lead through

the first half and the third quarter before the Barbs took their first lead on a pair of free throws by senior forward DeMonte Blalock that made it 39-37.

They went ahead for good on a layup

by Sisson that was a part of a 13-2 run that gave the Barbs a 46-39 lead – the largest of the game.

Sycamore cut it to 48-46 on a 3 by junior guard Ethan Heinrich with 1:42 remaining, but the Barbs made enough

free throws down the stretch to seal the win.

“We got a lot of work to do with our full-court pressure, but half-court pressure was really good in the last three quarters,” Biancalana said.

The Barbs are home until Jan. 6, but won’t play again until they play host to Rochelle at 6 p.m. Dec. 10. For the Spartans, they return home to play Ottawa at 6 p.m. Dec. 10.

Raquel Mills finished with eight for the Barbs, including a pair of 3-pointers, and grabbed a team-high five rebounds and had three steals. The Barbs won the turnover battle, 18-14. The Barbs also outscored the Spartans, 26-23, in the second half.

“We did not come out with the intensity tonight with the intensity required to compete against a team like Sycamore,” Whitefield said. “We let them get off to a fast start. They ran a couple sets we prepared for the night before, and we came out flat, were on our heels. They got some easy baskets and it just snowballed from there.”

DeKALB – After giving up only five points and building a 16-point first-quarter lead, the Sycamore girls basketball team outdid itself in the second quarter Friday night against rival DeKalb.

The Spartans held the Barbs scoreless in the second quarter, and went on to a 50-31 road win in the Northern Illinois Big 12 opener for both teams.

“It was an awesome first conference win,” said Sycamore junior Kate Majerus, who led all players with 18 points. “It was really fun to see the girls come together and have a team win. Everybody contributed to the team in a lot of different ways.”

The Spartans (5-1, 1-0 NI Big 12) scored the first 10 points of the game in less than 3 minutes, and led 21-5 after the first quarter.

“There were nerves coming into it, especially some of the girls who haven’t played at this level yet,” Majerus said. “I think the nerves were high, but once we got into it and started calming down, we figured out what we needed to do and accomplished that really well.”

The next time the teams meet will be Jan. 27 at the Convocation Center.

“If they were nervous for this one, I think they’ll be a little more nervous for the next one,” Majerus said. “But it comes with the game, and it comes with what we do. We just have to keep at it and do exactly what we did tonight.”

Whitefield said he expects his team will be vastly improved by the rematch.

“I thought the intensity level was there, and I challenged them at halftime, ‘We see this team again. What do you want them to think of you?’ ” Whitefield said. “I was proud of our effort in the second half.

I think we’ll be a lot better in a month than we are now.”

The Timberwolves were up, 12-10, at the end of the first quarter.

“Hinckley-Big Rock did a nice job of slowing us up in the first half and playing their game a little,” Timberwolves coach Joe Piekarz said. “They do a nice job of knowing who they are and slowing the pace down. We were able to put some pressure on them, and I thought our guys did a really nice job of responding in the third quarter. We were smarter with the basketball, and we were doing some things that weren’t a part of what we do.

The Associated Press DETROIT – Robert Spillane intercepted a pass with 51 seconds remaining, and No. 13 Western Michigan remained undefeated, holding off Ohio, 29-23, Friday night to win its first Mid-American Conference title since 1988.

The Broncos (13-0, No. 17 CFP) led 23-7 at halftime, but Ohio rallied and had the ball in WMU territory in the final minute when Spillane intercepted Greg Windham’s pass over the middle. Spillane immediately took a knee at his own 30, then was mobbed by his teammates as a Ford Field crowd full of Broncos fans roared.

Ohio (9-4) never led and didn’t do much on offense until the final quarter, but the Bobcats still came achingly close to their first MAC championship since 1968.

Instead, WMU became the first undefeated team to win the MAC title game since Marshall in 1999. The question is whether the Broncos have done enough to make it to the Cotton Bowl. WMU is trying to earn the Group of Five bid to a New Year’s Six bowl.

Teams jockeying for higher draft pick At 1-10 and 2-9, the 49ers and Bears, respectively, are two of the worst teams in the NFL, but there is a real difference between them.

With QB Jay Cutler, WR Alshon Jeffery, WR Kevin White, OG Kyle Long, TE Zach Miller, DL Ego Ferguson, NT Will Sutton, OLB Lamarr Houston, ILB Jerrell Freeman, ILB Danny Trevathan and CB Kyle Colin Fuller on the field, Kaepernick the Bears are a much better team than the one we will see Sunday against San Francisco.

The 49ers have lost 2015 first-rounder DL Arik Armstead, All-Pro LB NaVorro Bowman and S Eric Reid to injuries over the course of the season, but other than that, the lowly team you will see Sunday is the one coach Chip Kelly has been asked to win with this season.

Injuries never are an excuse, and these teams will be who they are when they hit the field Sunday, but here is why their current states are significant: The loser most likely will pick in front of the winner with the second or third pick in the draft.

For the Bears, that pick, if they get

For the 49ers, it will be one more building block for a team in need of reconstruction.

Equally important, many believe – if they haven’t been watching San Francisco closely the past four weeks – both teams might want to use those picks on a quarterback, meaning Sunday’s loser could get the QB the other club wants.

The problem with that assumption is, over the past four weeks, 49ers quarterback Colin Kaepernick has played well.

Kaepernick (86 for 145, with a 59.3 completion percentage, 1,110 yards, 7.7 yards a pass, 8 TDs, 2 INTs, and a 96.0 rating, in addition to rushing 22 times for 223 yards and 1 TD over those four games) might be convincing 49ers general manager Trent Baalke and

Kelly that he still can be the future at quarterback – and as the Bears try to defend him without Freeman or Trevathan, Kaepernick might be the difference in this game.

The Bears also have to worry about the 49ers’ traditional ground game, which ranks fourth in the NFL, behind Carlos Hyde (154 carries for 594 yards and 6 TDs), while the Bears’ defense even with Freeman and Trevathan was still only 18th in the league stopping the run.

That is pretty much it for the bad news for Bears fans, however.

San Francisco comes to Soldier Field 28th in total offense, 30th in passing, 26th in sacks allowed, 22nd in points allowed and 32nd in the league in time of possession.

Veteran journeyman Jeremy Kerley is San Francisco’s top receiving threat, followed by TE Vance McDonald and WR Quinton Patton.

WR Torrey Smith is supposed to be the 49ers’ game-breaker, but he has only 20 catches for 267 yards and three touchdowns.

There really is nobody Bears CB Tracy Porter has to worry about locking down.

And the 49ers are a lot worse on defense.

They’re 32nd in total defense, 32nd against the run and 32nd in average yards per carry allowed.

Can RBs Jordan Howard and Jeremy Langford spell “field day,” and is offensive coordinator Dowell Loggains wise enough to let them have one?

It’s not as if the 49ers are likely to take away the pass from QB Matt Barkley and company either, as they’re 26th in average yards per pass allowed, 27th in sacks and they’re dead last in the league in points allowed.

The Bears hope to have OG Josh Sitton back, and the wall in front of Barkley will have to hold off rookie DE DeForest Buckner, NT Glen Dorsey and LB Aaron Lynch (if he can return from an ankle injury). But other than that, there is no 49ers defender to focus on.

At the end of the day, this game should be pretty easy to figure.

Kaepernick can take the game over and carry the Niners over the Bears, but if the Bears don’t let Kaepernick beat them, this will be a hard one for the Bears to lose.

CHICAGO – The off-the-court humiliation came before the game.

There was LeBron James, walking into the United Center hours before Friday night’s tipoff, dressed in a full Cubs uniform.

Cameras and cellphones actively catching his every step, as he made the walk of shame from the bus drop-off area to the visiting locker room.

Just one of the punishments James received in his World Series bet with good friend, and former Miami teammate, Dwyane Wade.

“This ... is crazy,” James said during the stroll, while Wade captured the entire payoff on his own cellphone.

“Doesn’t he look good everybody?”

Wade yelled to the crowd.

Not the last laugh Wade got on his friend, either.

Thanks to Rajon Rondo’s first triple-double in a Bulls uniform, as well

as Jimmy Butler scoring a team-high 26 points, and Wade adding 24, the Bulls handed James and the Cavaliers their third straight loss, 111-105.

For once, not the best night to be James.

“Where I come from, if you make a bet and you lose, you gotta pay up,” James said. “It’s that simple.”

Wade didn’t expect any less from his friend.

“I actually thought he looked good,” Wade said of James in the Cubs uniform.

“He actually looked like he could play baseball. I would have looked terrible.”

But the way James saw it, he and his teammates had bigger problems than pregame attire, as the defending NBA champions are in a rut.

“We gotta get out of the honeymoon stage,” James said. “That’s our headline for tomorrow. I know you’re all going to use it. How do you do that? You gotta play the game the right way. You gotta battle every night like we ain’t won nothing.

Risk of Zika outbreak minimal Dear Doctor: We live on a lake in Minnesota where mosquitos are a way of life.

Now that Zika has come to the United States, are we at risk when the weather heats up this spring?

Dear Reader: The spread of the Zika virus to the U.S. is cause for concern but not alarm. It’s a complex issue, so the best way to answer your question is to lay out the basics.

You’re correct Zika has been locally transmitted in two areas in South Florida. However, health officials say a wide outbreak is unlikely. The virus, which is related to dengue, West Nile virus and yellow fever, is transmitted by the female mosquito of the Aedes genus.

Those who are at greatest risk are pregnant women. Zika can cause a range of birth defects, including microcephaly, a condition in which babies are born with abnormally small heads. Pregnant women are advised to stay away from areas where Zika is spreading Because Zika is known to be sexually transmitted, men need to take precautions as well. The Zika virus can remain active in semen for up to six months, so the Centers for Disease Control and Prevention (CDC) advise men who may have been infected to use condoms.

To best protect yourself from Zika: • Avoid traveling to areas where Zika is known to be active.

• Dress to prevent mosquito bites – wear long pants and long sleeves.

According to the latest map produced by the CDC, the range of Aedes aegypti, the main carrier, does not reach your area in the Great Lakes states at this time.

Although the majority of people who contract Zika recover fully in about a week, there are many unknowns regarding the virus and its effects. Vigilance remains your best strategy.

I am 14 and a freshman in high school. I’m not allowed to date (my mother’s rule), but I really like a boy. I think of him all the time. Thankfully, I’m his friend, but he already has a girlfriend.

It hurts me to keep my feelings secret, and that he’s happy with another girl. I don’t want to ruin his relationship, but it sometimes crosses my mind even though I know it’s wrong. Can you please tell me how to deal with this? I want to be his friend, but if I could, I would love to be more than friends. – Friend Zoned Dear Friend Zoned: I know it isn’t easy, but your best bet would be to stand pat and make no announcements for now. In a social game, West made the bad lead of the club ace. There was no reason to believe that partner was short in the suit. West continued with a second club. South won with dummy’s king and discarded a spade. He drew trumps ending on the board, ruffed a club, crossed to the spade ace and ruffed another club, but now he could not take 11 tricks. He still had to lose a spade and a heart.

Declarer would have survived if he had led a heart from his hand instead of a spade to the ace, but much better would have been a heart toward his king after drawing trumps (or even before touching trumps). Here, he would have cruised home.

If West had led a “boring” spade, the contract would have had no chance, the defenders taking one trick in each side suit.
