3M expansion project still on schedule Completion set for August 2016 By BRITTANY KEEPERMAN bkeeperman@shawmedia.com DeKALB – Builders say 3M’s $40 million expansion project is on schedule to be complete in August 2016, and officials say they are confident the tax abatement program that made it possible was a good move. St. Paul, Minnesota-based 3M broke ground on its expansion project in September after DeKalb County taxing bodies agreed to tax incentives that will save the company about $4 million over 10 years. The DeKalb Public Library, School District 428, the DeKalb Park District and the DeKalb County Board approved the deal along with the city of DeKalb. “To host an expansion of a prime business in our community is a testament to the assets we offer in terms of infrastructure and workforce availability,” DeKalb Mayor John Rey John Rey said. The expansion project will create an interconnected campus in DeKalb’s Park 88 off Peace Road. The company plans to exit its two buildings at Barber Greene Road and Wirsing Parkway, and employees will move to the Park 88 facilities when construction is complete. Bunce added that the project was on schedule and will be complete in August 2016, which is when 3M is expected to move in. ”Concrete foundations are complete, and site utility work is nearing completion,” he said, “with concrete wall panel and structural steel work to start soon.” Although the project is certainly extensive, it’s nothing Clayco is unaccustomed to, he said. “This is the third and largest building we have built in DeKalb for 3M,” he said. The contractor also built the other two Park 88 buildings that 3M occupies. CBRE acts as the leasing agent for the privately owned buildings that 3M will exit. Under the rules of the city’s facade grant improvement program, the building’s owners must maintain improvements for at least five years, or they are required to repay the grant money, City Manager Brian Gregory said. A demolition permit for the 16,000-square-foot building was granted Nov. 19, city documents show. “We do have a protection-of-work clause in our facade grant program,” Gregory said. “We’re going to work with the applicants to try to recoup those funds.”

Madigan: Illinois income tax should be restored to 5 percent By JOHN O’CONNOR and IVAN MORENO The Associated Press SPRINGFIELD – House Speaker Michael Madigan said Wednesday that “a good place to begin” in mending a multibillion-dollar spending hole would be to return the state income tax to 5 percent, its level during a temporary hike that expired in January with then-Gov.-elect Bruce Rauner’s blessing. Although Madigan has made no secret of his support

for higher taxes during the months-long fiscal standoff, his response to an audience question after a luncheon speech to a packed City Club of Chicago gathering represented his first mention of a specific number. “Let me avoid creating a headline for tomorrow’s newspaper and say that a good place to begin ... would be the level we were at before the income tax expired,” the speaker said. “Starting there, you can go in whatever direction you want to go.”

He did not elaborate. Madigan and the Democrats who hold supermajorities in both the House and Senate have been in a standoff with the conservative businessman governor over the state budget, which should have taken effect July 1. Democrats want to catch up to the deficit with a tax increase and spending cuts. Rauner counters the problems are deeper and is demanding far-reaching changes to make operating business cheaper.

His plan would curb union power by crimping prevailing wage rates and collective bargaining and limit payouts in workers’ compensation and liability lawsuits. posed changes and has repeatedly called for the governor to operate “in moderation.” Three stopgap budget plans lawmakers have been able to put together with Rauner – including one Monday that released $3 billion, mostly in already-collected tax revenue – were possible, Madigan said, because of “one little difference: The governor was not demanding changes in workers’ compensation, collective bargaining, [or the] prevailing wage.”
