Council approves pilot parking program

Parking will be limited to only one side of select streets as Creston City Council unanimously aproved a parking pilot program during Tuesday’s regular meeting.

The proposed idea stems from a council meeting in April, when the first plans for the pilot parking program were brought forward.

The passed ordinance limits parking to the east sides of the 100 through 500 blocks of South Lincoln Street and Myrtle Street.

The ordinance also restricts

parking to the west side of the 200 block of South Peterson Street.

However, once the snow removal ordinance goes into effect, parking guidelines will follow the snow removal ordinance.

Council heard from residents at a meeting in May, where it listened to the public’s concerns.

The original plan was for parking on the east side of all three streets, but after hearing from residents the council decided to switch parking to the west side of South Peterson Street based on parking availability.

LEON — Josephine Moore, 22-month-old daughter of Michael Moore and Rebecca Drake, was pronounced dead Thursday after a possible drowning.

According to the Decatur County Attorney’s office, at approximately 9 p.m. Thursday, authorities responded to a 911 call at a residence on Highway 69, south of

Leon.

Responders transported Josephine Moore to the Decatur County Hospital by ambulance, at which point Moore was pronounced dead upon arrival. An autopsy is pending.

The possible drowning remains under investigation by the Iowa Division of Criminal Investigation.

WASHINGTON (AP) — The Supreme Court is letting a limited version of the Trump administration ban on travel from six mostly Muslim countries to take effect, a victory for President Donald Trump in the biggest legal controversy of his young presidency.

The court said Monday the ban on visitors from Iran, Libya, Somalia, Su-

dan, Syria and Yemen could be enforced as long as they lack a “credible claim of a bona fide relationship with a person or entity in the United States.” The justices will hear arguments in the case in October.

Glendon Melvern Kauffman, son of Melvin and Mabel (Kropf) Kauffman, was born Aug. 16, 1934, at Pigeon, Michigan. Around the age of 5, he moved with his parents from Michigan to Tampico, Illinois, and in 1949, the family moved to Oregon.

On Jan. 10, 1954, he married Beulah Hostetler, daughter of Elmer and Vinnie Hostetler, near Yoncalla,

He later attended National College of Business in Rapid City, South Dakota, where he graduated with an associate degree.

On May 19, 1957, Pete married Stella Florence Amende in Rushville, Nebraska. Pete worked for the Nebraska Public Power District in Gordon, Nebraska, where he started as a meter worker and retired as district manager in 1997. Pete and Stella moved to Prescott in 1997, so Pete could start farming, but due do his health, he was unable to. Pete and Stella made Prescott their home since that time.

Pete was a member of Lion’s Club in Gordon, Nebraska, and Car Club in both Gordon and York, Nebraska. He was a member of the Seventh-day Adventist Church in Creston.

Pete is survived by his wife Stella of Prescott; sons, Steven DeWitt of Prescott and Doug (Kathleen) DeWitt of Ft. Calhoun, Nebraska; grandchildren, Shannon, Shaun, Alexandrea and Michelle; great-grandchildren, Courtney, Callie and Corbyn; sister Kathleen (Dennis) Cushing of Torrington, Wyoming; and many other relatives and friends.

Pete was preceded in death by his parents.

After living in Wisconsin for 46 years, they moved to Lorimor in 2008, where they lived at the time of his death.

Glendon is survived by his wife Beulah; children, Ronald (Shirley) Kauffman of Creston, Gary (Sharon) Kauffman of Lorimor, Clifford (LaRita) Kauffman of Lorimor, Randall (Iva) Kauffman of Monroe, Wisconsin, LaVonne Kauffman of Lorimor and Joanne (Ben) Hostetler of Buffalo, Missouri; 33 grandchildren; 68 great-grandchildren, sisters, Loretta (wife of the late Alvin) Kempf of Sedalia, Missouri, Emma Jean Packnett of Creston, Miriam (Larry) Headings of Muscoda, Wisconsin, Eunice (Clifford) Hostetler of Berryville, Arkansas; and brother-inlaw Ken Headings of Summerville, Missouri.

Glendon was preceded in death by his parents; brothers, Curtis and Raymond; sisters, Elva Headings and Mary Lou Hostetler; one granddaughter and three great-grandchildren.

A subcommittee consisting of councilmen Steve Wintermute, Terry Freeman and Ron Higgins, Creston Fire Chief Todd Jackson, Creston Police Chief Paul Ver Meer and two members of the Greater Regional Medical Center ambulance crew was formed in April to examine parking on narrow streets and the potential hazards parked cars can cause.

According to Jackson, the biggest issue he has faced is driving down narrow streets, trying to avoid parked cars, in a fire truck. “I personally, years ago, drove our old ladder truck, which was narrower than our new one, down one of these streets at 3 in the

The Trump administration said the 90-day ban was needed to allow an internal review of the screening Trump procedures for visa applicants from those countries. That review should be complete before Oct. 2, the first day the justices could hear arguments in their new term.

Another potential issue observed by Jackson is cars blocking firefighters access to a potential house fire.

This would force firefighters to park farther away from the scene which, in turn, would cause delays. “If you look at our streets that are narrow, which are older parts of towns, not only are the streets narrow, but the houses sit in

close proximity to each other, too,� Jackson said. “A 10-minute delay on a house fire that’s well involved probably means there’s a good chance the next house is on fire. And, once the next house is on fire, there’s a chance the next house is on fire. It’s just a snowball effect.�

Part of the reason the pilot program was approved is to make it easier for Creston Police to enforce parking ordinance. “It will be a parking violation,� said Paul Ver Meer, Creston Police Chief. “Parking violations in Creston are $25.

Justice Clarence Thomas, joined by Justices Samuel Alito and Neil Gorsuch, said the government has shown it is likely to succeed on the merits of the case, and that it will suffer irreparable harm with any interference. Thomas said the government’s interest in preserving national security outweighs any hardship to people denied entry into the country.

Two federal appeals courts had blocked the travel policy, which Trump announced a week after he took office in January and revised in March after set-

backs in court.

The 4th U.S. Circuit Court of Appeals in Richmond, Virginia, said the ban was “rooted in religious animus� toward Muslims and pointed to Trump’s campaign promise to impose a ban on Muslims entering the country as well as tweets and remarks he has made since becoming president.

The San Francisco-based 9th U.S. Circuit Court of Appeals said the travel policy does not comply with federal immigration law, including a prohibition on nationality-based discrimination. That court also put a hold on separate aspects of the policy that would keep all refugees out of the United States for 120 days and cut by more than half, from

110,000 to 50,000, the cap on refugees in the current government spending year that ends September 30.

Trump’s first executive order on travel applied to travelers from the six countries as well as Iraq, and took effect immediately, causing chaos and panic at airports over the last weekend in January as the Homeland Security Department scrambled to figure out who the order covered and how it was to be implemented.

A federal judge blocked it eight days later, an order that was upheld by a 9th circuit panel. Rather than pursue an appeal, the administration said it would revise the policy.

In March, Trump issued the narrower order.

In other city council news: • Council approved base wage increases for non-bargaining unit, non-probationary full-time employees and part-time permanent employees by a vote of 6-0.

Ward 2 representative Rich Madison abstained from voting because his wife works at the library. • A unanimous decision by the council approved Alliant Energy’s installation of four new street lights at the north and south intersections of Cottonwood Road and Lake View Drive. • Council also voted unanimously to recommend The Franks Design Group for the Façade Project and to negotiate a Professional Services Contract.

Save the fireworks for the driveway, not the highway DES MOINES – With fireworks now legal in Iowa, there will be even more celebrating for the Fourth of July and the preceding weekend. Unfortunately, that celebrating too often includes misuse of alcohol which may lead to drunk driving. Because the high fatality rate over recent Fourth of July holidays, there will be additional law enforcement on Iowa’s roads as well as the entire nation.

The most recent infor-

mation from the National Highway Traffic Safety Administration indicates nationally over the 2015 Fourth of July holiday (from 6 p.m. July 2 to 6 a.m. July 6) 146 people were killed in crashes involving at least one driver or motorcycle operator with a blood alcohol concentration (BAC) of .08 or higher, and 92 people died in crashes involving at least one driver or motorcycle operator with a BAC of .15 or higher – almost

twice the legal limit.

In Iowa, there were five fatalities in 2015, of which were three alcohol related, and five in 2016, of which four were alcohol related.

Nationwide, the number of overall drunk-driving traffic fatalities increased by three percent from 9,943 in 2014 to 10,265 in 2015. That is one person killed every 51 minutes or the equivalent of 20 jumbo jets crashing with no survivors.

It is never okay to drink

and drive. With all of today’s options for getting home safely – designate a sober driver before the festivities begin or call a cab, Uber or local transportation alternatives – there is no excuse to drive after drinking. Don’t risk endangering yourself or your loved ones.

The Iowa Department of Public Safety and the Governor’s Traffic Safety Bureau remind you to “drive sober or get pulled over.�

Thelma’s has been proudly owned and operated in Des Moines since 2012.

Lewis started Thelma’s with the help of his mom, delivering warm cookies by the dozen in little oven boxes around Des Moines. They knew warm cookie fans would enjoy a cool treat in the summer, so they put Anderson Erickson soft serve between two Thelma’s cookies and sold them at the Downtown Des Moines Farmers’ Market. The original flavors, chocolate chip and snickerdoodle, quickly became

local favorites. The lineup now includes seven flavors offered through a select group of retailers, including the local Hy-Vee and Fareway.

Thelma’s is the namesake of Lewis’ great-grandmother Thelma who was born in 1904 and raised on the family farm near Monroe. She loved playing the piano and baking for her family. Thelma, who lived to be 108, was famous for her snickerdoodle cookies – the inspiration for the signature snickerdoodle ice cream sandwich.

Lewis was born and raised in Iowa, is a 2004 graduate of Hampton-Dumont High School and a 2008 graduate of Iowa State University, and looks forward to bringing delicious treats to Creston.

Do you have any magic formula to absorb it and get rid of the dark spot? I tried blotting repeatedly, gently sponging with a mild liquid detergent, more blotting, etc., but I am left with the oil stain. Any suggestions? – F.P.B. in Texas F.P.B., you’ve already tried blotting and soap and water. When an oil stain first appears on leather, immediately sprinkle baby powder

or cornstarch on the spot and let it sit overnight, then brush it off with a microfiber cloth in the direction of the grain. However, since you’ve had this oil stain awhile, you might try the following: Mix together the following ingredients to form a paste: 3/8 cup distilled water 1/8 cup sea salt 1/2 teaspoon white flour 1 tablespoon baking powder Do a patch test first on an area that doesn’t show, and if it doesn’t lift the dye in the leather, then proceed to apply it to the stain. Use a soft cloth to apply it in dabs (be gentle, and don’t scrub).

Let the area dry completely. Carefully wipe off with the grain of the leather. This may require more than one or two applications.

Another suggestion is equal parts lemon juice and cream of tartar. Dab on and gently wipe off after a couple of hours. Some of my readers have had success with this formula.

99 County Bible Reading Marathon to be held in Creston Gov. Kim Reynolds signed a proclamation encouraging all Iowans to join in the historic Iowa 99 County Bible Reading Marathon to take place simultaneously in front of all 100 courthouses. Union County churches will unite again this year to read the Bible from Genesis through Revelation beginning 8 a.m.

Thursday, June 29, and ending 1:30 p.m. Sunday, July 2. Furthermore, Reynolds encouraged all individuals and families in Iowa to read through the Bible on a daily basis each year until the Lord comes.

Community volunteers are needed to help read through the Bible at Union County Courthouse over the course of these four days in 15-minute increments. A canopy tent, podium and Bible will be on site for the readers, along with a team captain who will provide any needed assistance.

This is a countywide effort

bringing together all churches and interested persons of any age within Union County.

BLOODMOBILE REPORT Creston Area Bloodmobile was held June 19 at Trinity Lutheran Church.

The goal was 116 pints, and 107 people presented to give blood. There were 94 pints collected, 23 people were deferred, 82 pints of whole blood were collected and six people gave double red cells for 12 units.

Rehearsals are underway and excitement is growing for this fun and inspiring show.

MURRAY — Blake Sevier’s single past third base chased Dylan Nichols home with the winning run in the sixth inning as Orient-Macksburg topped host Murray Friday night, 3-2.

Senior Triston Davidson won the pitching duel with Murray freshman Keagan Johnson as both hurlers went the distance and combined for only one base on balls in the fast-paced Bluegrass Conference game.

“For both sides, I thought it was a very good game,” said Orient-Macksburg coach Drew Dornack. “I said to someone in the dugout, this game is really moving along! We’ve had some long ones.”

second base, stepped on the base and fired a throw to first baseman Blake Sevier for a double play.

Murray countered with a double play to end the inning in the top of the seventh to stay within one run.

After Treyg Webb hit his

second single of the game for the Bulldogs, Davidson was thrown out at first on a bunt attempt. First baseman Kenny Boles then threw across the diamond to shortstop Reece Held covering the bag as Webb tried to advance to third on the play.

“That was the best defensive game we’ve played all year,” Murray coach Tucker Guion said. “We’ve just been struggling to score runs this week. It was good pitching on both sides tonight.

have to earn everything you get. And, if you hit it on the left side of the infield, Nichols is going to eat everything up. I thought our freshman (Johnson) held his own out there tonight. I was proud of how he battled against a good lineup.”

Both teams scored in the second inning. Sevier reached base on an error and scored on another error as Murray was unable to execute a rundown play between third and home.

Mount Ayr 20, Bedford 4 MOUNT AYR — For the second time in a threeday span, the Mount Ayr offense crossed the 20-run threshold, defeating Bedford 20-4 at home Thursday in five innings.

Hunter Haveman, Zach Murphy and Isaac Grose batted a combined 11-for-13 with six runs and 10 RBIs. As of Thursday, Haveman was near the top of the Pride of Iowa in batting average with a .550 average.

Erik Masoner cracked three base hits. Tristan Holmes, Keelan Klommhaus and Lucas Wurster each had two hits.

As of Thursday, Klommhaus led the Pride of Iowa with 63 strikeouts of opposing hitters and is top 10 in the Klommhaus state of Iowa in strikeouts.

Ray was the winning pitcher in Orient-Macksburg’s fourth win of the year. It won its fifth Friday at Murray.

CEDAR RAPIDS — Creston softball was up against two ranked Class 5A schools at the team’s annual trip to Cedar Rapids Jefferson’s tournament.

The Panthers fell 14-1 to Jefferson, the state’s fourthranked team and 13-1 to West, the ninth-ranked squad on Saturday.

Creston lost in three innings against Jefferson, and put up four hits. One each

The Panthers did have trouble dealing with Jefferson, a speedy team that slapped the ball into play with a handful of girls throughout their lineup.

Jefferson complemented its speed with a home run from each Erica Oler and Hannah Markham.

Kylee LaMasters took the pitching loss in the first game.

Rutherford hit a double in the West game for Creston’s lone hit. “ C a m - Rutherford my had a nice weekend,” McCabe

said. “I was pleased with that. We need her bat in the middle of the lineup.”

Lexi Monty hit two long home runs and drove in six RBIs in Creston’s last game of the day.

Cali Foglesong took the loss in the second game.

Creston goes to Cedar Rapids every year, where they celebrate the season, do a team bonding activity and go out for dinner as a squad.

GRANGER — Senior Spencer Hanson was the pitching and hitting leader for undefeated Woodward-Granger’s victory over Creston (9-14) Saturday afternoon.

Hanson had three hits, including a two-run homer in the fifth inning to opening up a 3-0 lead, and

struck out seven Panthers during a 5-1 victory. Hanson lifted his season record to 7-0 as the Hawks, ranked No. 7 in Class 2A, improved to 24-0 for the season.

“Their pitchers threw well,” Phipps said. “Their starter worked quick and was pretty effective in hitting the corners all day.”

The Bulldog running game produced the winning run in the sixth. Nichols led off and stole both second and third before scoring on Sevier’s shot past the third-base bag.

Earlier in the game, Nichols had been picked off at third on a throw by Murray catcher Zane Black, who recently announced he is continuing the sport at Simpson College.

“I kind of got caught off guard there in the first inning,” Nichols said. “After that I made it my job to pay attention more and got a couple of stolen bases.”

It was the defensive plays

“I usually can’t hit like that,” Webb said. “I got some good pitches to hit, right down the middle and a little bit low. I like it there.”

Johnson struck out five batters, walked two and allowed Johnson five hits.

The win moved Orient-Macksburg to 5-11 overall and 4-5 in conference play going into today’s (Monday) home game against Melcher-Dallas.

The father-son duo of Terry Hannah of Redfield and Derek Hannah of Altoona shot 10-under par 134 on a pair of 67 rounds to win the 50th annual Crestmoor Invitational Best Ball Tournament last weekend.

Terry and Derek Hannah are the son-in-law and grandson, respectively, of Don and Helen Mosman of Creston.

The Hannah team held a one-shot lead over the Creston duo of Chad Dryden and T.J. Redding after Saturday’s 18 holes.

The Hannahs shot 35-32 on Sunday’s nine holes for another 5-under 67 while Dryden and Redding shot 70 on Sunday.

The Creston team of Rick Carter and Jared Knutstrom shot 140 for a one-stroke margin over Tom Sedlock and Pat Bay for third place. Steve Moeller and Larry Wagner of Creston along with Doug North of Creston and Creston native Jason Borrall of Des Moines tied for fifth at 142.

A total of 48 teams participated in this year’s event. Leonard Leinbach of St. Joseph, Missouri, is the only golfer to compete in all 50 tournaments. Leinbach, now 81, teamed with Hubie Bailey to shoot 164

CROMWELL, Conn. — Jordan Spieth needed an extra hole, a little bit of luck and an amazing final shot to finish off a wire-towire victory in the Travelers Championship.

The two-time major champion holed out from 60 feet for birdie from a greenside bunker on the first hole of a playoff with Daniel Berger on Sunday at TPC River Highlands.

Spieth, 23, joined Tiger Woods as the only PGA Tour players since World War II with 10 victories before age 24. Woods won 15 times before he turned 24. “That was one for the ages,� said Spieth, also the winner at Pebble Beach in February.

WHEREAS, SIRWA's Rules and Regulations authorize the Association to amend the same, specifically stating, "These Rules and Regulations may be amended, from time to time, by a majority vote of the Board of Directors, in the manner provided for in the Iowa Code and the ByLaws of the Association."

Section 2.
