As Creston City Council continues to examine the city’s streets, council members were given more information about North Elm Street during Tuesday’s regular meeting. Austin Smith of Garden and Associates briefed the council on several different options pertaining to North Elm Street. Those options included doing an overlay on North Elm Street, a 40-year full reconstruction at the existing width and a 40-year full reconstruction at 31-feet wide. For comparison’s sake, Smith looked at the cost of a 12-year overlay done three times for a total life of 36 years compared to the cost of the 40-year full reconstructions. The 40-year full reconstructions also include new base, sub-drain and some storm-sewer work. “An overlay at a 12-year rate is $109,000 a year for 36 years,” S m i t h said. “If you come back in with an e x i s t i n g Smith width (full reconstruction), you still might have some narrow sections, 26-feet-wide sections,

Smith noted in some cases, Creston streets have gone 20 or more years before being overlayed. That, he said, can inflate the price of the overlay. “If it’s in pretty good condition when you overlay, you’ll get additional life out of it, but that section of Elm Street is in pretty rough shape,” Smith said. City council members agreed it would make sense to go with a full reconstruction based on those prices. “Does it make sense to go with the full reconstruction regardless?” asked Gabe Carroll, Ward 3 councilman.
