“I think we ran somewhere between 25 and 30 bills through the House this week and sent them over to the Senate,” Moore said. “The one really important bill that passed this week was the coupling and consumables.” With less than two months remaining until Iowans must file their state taxes, there has been ongoing debate among lawmakers about fixing disparities between the state and federal tax code that has some of Iowa’s business owners, accountants and others concerned. The major issue is whether Iowa will adjust its tax code to mirror changes at the federal level. These changes include “extending a provision – Section 179 of the Internal Revenue Code – that would allow

Moore provided updates on the tax “coupling” legislation passed by Iowa Legislature recently and answered questions from Creston residents regarding the hearing protection bill and water quality.

But this year, signing off on tax coupling has been delayed. The bill has now been approved by both the House and Senate and is awaiting approval from Branstad. “All of us in the House wanted the coupling bill to go through, and most people in the state wanted the bill, which was $95 million tax levels returned to the people for a number of different things, (including) advanced depreciation on farm implements and business products,” Moore said. “Over the last three weeks we, the House,

have been encouraging constituents to ... talk to their Democratic senators about getting off their hands and getting something done as far as coupling is concerned because it was the Senate that was holding it up.” Moore said Branstad extended the filing period, which put more pressure on the Senate. “Finally, they came to us and said, ‘We don’t want just coupling; we want a concession from you somewhere.’ Their concession was to give us, the House of Republicans, our 2014 consumable bill that we had drafted that they had not passed in 2014,” Moore said.
