pipeline under Missouri River

Paint peels from these animal barns in May located at Union County Fairgrounds in Afton. The Union County Fair Board plans to update the fairgrounds buildings with two large buildings: one to hold swine, sheep and a show arena, and the other to hold cattle. Poultry, rabbits and other small animals will be housed in the two southern barns.

By BAILEY POOLMAN are,

we are planning on replacing all of them with one building,” said A d a m - Adamson son, who is also the building committee chair. Originally, board members looked into providing one building for the upgrade, which was decided after the past Union County Fair over the summer, when it became apparent they had a problem: the current buildings couldn’t hold any more show animals. “We were extremely happy,” Adamson said when he and the other board members found out they received the pledge. “We knew from the word ‘go’ on these buildings, we had said the only way we could do it

AFTON — After months of planning, Ben Adamson and his fellow Union County Fair Board members received word Nov. 15 they were approved for a significant pledge from Dekko Foundation. Adamson, Union County Fair Board vice president, said the board will receive a total of about $500,000 from the foundation as a pledge to accompany the rest of the cost to upgrade the fairgrounds. Dekko Foundation provides money for various projects aimed at promoting education. “What we’re going to do, or what the plan is, where the existing cattle barns, hog barns, sheep barns, small animal barns

was if we had large support from the Dekko Foundation, and Dekko really liked our proposal.”

Pledge Dekko Foundation offered support in the form of a pledge beginning as a match. For every $1 the board receives for the building project, the foundation will pledge $1, with a maximum of $100,000. When the board has successfully raised $100,000, Dekko Foundation offered a second pledge of $400,000 to be payable once the complete amount has been accomplished. The total amount of the project is estimated at $1,545,000, and the board now has 501(c)3 status, allowing the members to accept large donations from private organizations or people. “4-H’s formula of encouraging young people to

pursue projects that interest them is so effective,” said Sharon Smith, Dekko Foundation program director. “It helps youth build persistence, responsibility, respect and confidence. For that reason, we are pleased to come alongside Union County to support this opportunity to improve the community’s 4-H facilities.”

Building In the past, the board wanted to build one large building similar to other Iowa fairgrounds designs. However, that plan did not work because of elevation issues. The next idea was to build two separate animal barns. The plan is proposed at 110 feet wide by 240 feet long and will house swine, sheep and a new show arena. DEKKO | 2A

BISMARCK, N.D. (AP) — The U.S. Army Corps of Engineers has refused to grant permission for the Dakota Access oil pipeline to cross under a Missouri River reservoir in North Dakota. American Indians say it’s a major victory in their push to reroute construction of the pipeline that they say could harm Standing Rock Sioux cultural sites and drinking water supply. Pipeline developer Energy Transfer Partners says the 1,200-mile pipeline through the Dakotas, Iowa and Illinois will be safe and that the Corps’ decision is politically motivated. Here’s a guide to the latest developments and key back-

ground about the protest:

Easement denial The Corps on Sunday denied an easement for a pipeline crossing beneath Lake Oahe, a Missouri River reservoir and the source of drinking water for the nearby Standing Rock Reservation. Assistant Secretary for Civil Works Jo-Ellen Darcy said her decision was based on the need to consider alternative routes. Protesters who have been camped near the pipeline route for months have praised the decision. North Dakota leaders including Gov. Jack Dalrymple criticized it. PIPELINE | 2A

Trump taps former campaign rival Carson as housing secretary WASHINGTON (AP) — President-elect Donald Trump, moving to complete formation of his Cabinet and decide other key posts, chose former campaign rival Ben Carson on Monday to be secretary of the Department of Housing and Urban Development. Trump’s decision, announced by his transition office, comes as the real estate mogul continues a series of interviews, meetings with aides and other deliberations aimed at forming his administration. He announced several Cabinet ap-

pointees last week. In a statement, Trump said he was “thrilled to nominate” Carson, describing the retired neurosurgeon as Trump having “a brilliant mind” and saying he “is passionate about strengthening communities and families within those communities.” TRUMP | 2A
