Rise in prices Creston City Council votes 4-3 to accept tipping fee and per capita increases from Prairie Solid Waste Agency. And, those increases could be passed on to you. By KYLE WILSON

You may soon pay slightly more for garbage/recycling removal in Creston. Why? Prairie Solid Waste Agency — who accepts all of Union County’s trash/recyclables — is increasing their tipping fees, single stream recycling and per capita costs for current and future customers effective Jan. 1, 2015. Amy Schultes with Prairie Solid Waste explained during a Nov. 4 Creston City Council meeting the increases are necessary because the agency is currently losing an average $20,000 per month. “The market for recyclables is volatile,” Schul- Schultes tes said. “Recycling is the main area we are losing money, but fuel costs and labor costs have also increased. We have not had any increases for a number of years. It has got the point we have to.” The increases include: Tipping fees from $60 to $65 per ton, single-stream recycling will be $25 per ton and an extra $1.20 per capita for each entity. The council accepted these increases Tuesday evening after nearly 30 minutes of discussion and a 4-3 roll call vote.

This green bin located at Fareway in uptown Creston is only one of two recycling bins in the city of Creston. Mike Taylor, city administrator, said with the city’s contract expiring with Waste Management in about 18 months, curbside recycling may be a possibility in the future.
Recycling problems The city of Creston currently has a per capita rate of $5, which — as mentioned by Schultes — has not been raised by Prairie Solid Waste Agency since 2006. The agency uses this per capita funding to provide both handling of household hazardous waste and recycling. However, many of the council members felt the per capita increase of $1.20 was directly related to the large losses the agency is seeing in recycling handling — a service not significantly used by Creston patrons because there are only two recycling bins in city limits. Those two green recycling bins are locat-
ed at Fareway and the former City Carton building on Highway 34. “They are dumped about twice per week,” said Mike Taylor, Creston’s city administrator. However, city council members had few options other than to accept the increases because Iowa Taylor Code requires all cities to provide recycling in some capacity. The only other options were to refuse to Please see RECYCLING, Page 2
Thanksgiving getaway: 46.3 million to hit the road While promising, the figure is still 8.5 percent short of the 50.6 million high point in 2007 ■
NEW YORK (AP) — The good news for Thanksgiving travelers: the price of gas is at five-year lows. The bad news: a lot more people will be on the road. During the long holiday weekend, 46.3 million Americans are expected to go 50 miles or more from home, the highest number since 2007, according to travel agency and car lobbying group AAA.
That would be a 4.2 percent increase over last year. While promising for the travel industry, the figure is still 8.5 percent short of the 50.6 million high point reached in 2007, just before the recession. Like on every other holiday, the overwhelming majority of travelers — almost 90 percent — will be driving. The numbers on the gas station signs will be much kinder this year. AAA says the average retail price for gasoline is $2.85 per gallon, 43 cents cheaper than Thanksgiving Day last year. With the average car getting 18.5 miles per gallon, that means a fam-

WASHINGTON (AP) — President Barack Obama’s sweeping immigration executive orders cap a turbulent, six-year quest to make headway on a thorny issue that has at times put the White House at odds with some of its fiercest supporters. To those who argue the actions are long overdue or don’t go far enough, Obama pins the blame solely on Republicans who oppose broader legislation. But Obama Obama himself has contributed to the delays, making political calculations that left legislative efforts languishing throughout his first term and paused the promise of executive action in his second. In recent months, the protracted process has been aimed in part at finding more favorable political terrain to unveil measures Please see IMMIGRATION, Page 2
