October is Domestic Violence Awareness Month By BAILEY POOLMAN

CNA staff reporter bpoolman@crestonnews.com

Domestic violence comes in many forms, from sexual assault to mental abuse. October is a month to raise awareness of that. Across the nation, 1.3 million women are victims of physical abuse by an intimate partner each year, according to National Coalition Against Domestic

Abuse (NCADV). The coalition also states most cases of domestic abuse are never reported to the police.

Creston violence Rural Iowa Crisis Center, the domestic and sexual abuse center in Creston, lost federal funding, and was forced to close Aug. 1. Since then, Crisis Intervention and Advocacy Center (CIAC), located in Adel, added Adams, Ringgold, Taylor and

Union counties to its list of Adair, Clarke, Dallas, Decatur, Guthrie and Madison counties. C I A C serves domes- Ver Meer tic and sexual abuse victims from its Adel office, and shelter services are available in Council Bluffs. “Since the crisis center

closed, the (new) center is based now out of Adel. We still have the same services,” said Creston Police Chief Paul Ver Meer. “They still have access to a counselor or an advocate.” According to Creston Police reports, there were 161 reports of domestic violence in Creston in 2012. These reports included both verbal threats and physical Please see ABUSE, Page 2

GOVERNMENT REOPENS House, Senate vote to reopen government, avoid debt crisis ■

WASHINGTON (MCT) — The nation stepped back from the brink of default Wednesday as Congress approved a bill to reopen the federal government and raise the debt ceiling. President Barack Obama signed the bill early Thursday. The White House told federal employees to expect to return to work Thursday morning. The Senate approved the proposal crafted by Senate Majority Leader Harry Reid, D-Nev., and Senate Minority Leader Mitch McConnell, R-Ky., on an 81-18 vote Wednesday night. Twenty-seven Republicans joined Democrats in backing the bill. About two hours later, the measure moved to the House of Representatives, where it was approved 285-144. Eighty-seven Republicans joined 198 Democrats in voting yes. All 144 no votes were Republicans. “We fought the good fight. We just didn’t win,” House Speaker John Boehner, ROhio, said hours before the

vote. The partisan bickering and acrimony that enveloped the House during the 16-day shutdown was largely replaced by softer tones and talk of bipartisanship prior to Wednesday’s vote, perhaps to soothe and reassure the markets. Rep. Spencer Bachus, RAla., former chair of the House Financial Services Committee, asked colleagues, “For one

night let us talk about what is good for this country and not about the other party” before he voted for the measure. “I’m pleased that cooler heads have finally prevailed,” said Rep. Charlie Dent, R-Pa. “This legislation must be supported but it should not be celebrated. the president, for that matter.” President Barack Obama, who spoke after the Senate vote, thanked Democrats and Republicans for their work and said he would sign the measure “immediately,” to reopen the government and “begin to lift this cloud of uncertainty and unease from our businesses and from the American people.” Obama’s remarks came before the House vote. He said he would have more to say Thursday, declaring, “There’s a lot of work ahead of us, including our need to earn back the trust of the American people that’s been lost over the last few weeks.” Obama suggested his focus will return to a stalled immigration overhaul, passing a farm bill and the federal budget. “We could get all these things done even this year, if everybody comes together in a spirit of, how are we going to move this country forward and put the last three weeks behind us?” he said. Obama thanked congressional leaders for reaching a resolution, but he added, “Hopefully Please see SHUTDOWN, Page 2

Grassley, King vote against bill ending shutdown (MCT) — Members of Iowa’s congressional delegation welcomed a vote to re-open the federal government even though it means they’ll be back at the bulwarks again in January. Republican congressmen Rep. Steve King and Sen. Chuck Grassley were the only two in Iowa’s congressional delegation to vote against the bill. The “grand compromise that isn’t so grand,” Grassley said in describing a short-term funding agreement reached by Senate negotiators to keep the government open until Jan. 15 and raise the debt ceiling until Feb. 7. Grassley was one Grassley of 18 senators to vote against the deal that ended the federal government shutdown. And 1st District Rep. Bruce Braley, who hopes to succeed Harkin in the Senate, said Americans deserve to have the federal government re-opened and its bills paid. “I’m optimistic that proposal announced this morning is going to provide the vehicle to finally bring people together” by sending the budget issues to a House-Senate conference committee. The agreement, he said, should “provide certainty and stability.”
