The Creston and Afton area holds several lakes that offer strong fishing holes for ice fishermen. But, there hasn’t been an ice fishing tournament in the area in recent years. That all changed when member Adam Randall approached High Lakes Outdoor Alliance about holding an ice fishing tournament on Twelve Mile Lake. The inaugural Snow
Down Ice Fishing Tournament is 7 a.m. Saturday, Jan. 21 at Twelve Mile Lake. Registration begins at 6 a.m., and weigh-in is at 1 p.m. “There’s tons of tournaments around. You’ve got one down in Diagonal, there’s a ton up north. The West Lake one brings a great draw each year,” Randall said. “There’s tons of great lakes around here, and they just don’t get promoted during the winter as much as they do during the summertime. I think if you can get one going, start it
and get the ball rolling, you could probably see them popping up on all the local lakes, especially once Three Mile gets back running.” Randall, an avid fisherman himself, took templates from several other tournaments he fishes in and used them to help set up the Snow Down Ice Fishing Tournament. Along the way, he’s tweaked a few things. Entry fee is $100 for a team of up to two people. Team members must fish within 10 feet of each other. There is an optional big

DES MOINES (AP) — Gov. Terry Branstad urged Iowa legislators on Tuesday to defund Planned Parenthood and prohibit public workers from bargaining for their health insurance, positions expected to create tension with Democrats unable to stop such efforts. Branstad made the remarks during his annual Condition of the State address at the Iowa Capitol. The Republican governor kept the remarks on abortion brief, but its inclusion in the roughly 30-minute speech also signified what he may push during his remaining time in office. Branstad is expected to resign soon to become the next ambassador to China, but the timing is dependent on the U.S. Senate confirmation process. “This budget ... redirects family planning money to organizations that focus on providing health care for women and eliminates taxpayer funding for organizations that perform a b o r tions,” he said before receiving a standing o v a t i o n Branstad from Republicans. Democrats remained seated. Lt. Gov. Kim Reynolds, the incoming governor,
supports all of Branstad’s Condition of the State remarks, a spokesman said. Reynolds Republicans have complete control of the Iowa Legislature and the governor’s office for the first time in nearly 20 years. No state taxpayer money is currently used on abortions, but their focus on eliminating funding for Planned Parenthood highlights a longstanding ideological effort that’s been stopped by Democrats over the years. Republicans with control in other statehouses around the country have passed legislation in recent years aimed at abortion restrictions, and similar action is expected in Iowa this session. Other states that pulled the plug on using state dollars toward Planned Parenthood ran into legal challenges over federal funding, but Iowa Republicans are seeking a somewhat different course. They plan to stop accepting federal Medicaid money that goes toward family planning services and instead replace it with state money for some of those services. It’s unclear how much a new state program IOWA | 2A
Ex-lottery official received severance amid jackpot scandal IOWA CITY (AP) — A prominent lottery official who was stripped of power after a subordinate allegedly carried out a prolonged jackpot-rigging scheme received a $284,000 severance payment, a recent tax filing shows. The Multi-State Lottery Association made the payment to its longtime executive director Chuck Strutt as part of a “voluntary termination agreement” signed March 31, according to its 2016 tax return. The filing, released by the group in response to a request by The
Associated Press, also reveals that its legal and security expenses have skyrocketed as a result of the case. The group’s board, which includes directors from the 37 state and territorial lotteries that are members, placed Strutt on leave Oct. 15, 2015, after the disclosure that the jackpot-fixing allegations against former employee Eddie Tipton had expanded to involve prizes claimed in other states. Investigators allege that Tipton, the association’s
