Clair agrees to child endangerment plea deal By BAILEY POOLMAN

BEDFORD — April Clair, 25, of Bedford agreed to a plea deal during her pretrial conference Tuesday in Bedford. Clair pleaded guilty to child endangerment resulting in bodily injury, a class D felony. This is a lesser charge than her original charge of child endangerment resulting in serious injury, a forcible C felony. The

agreement consists of Clair’s cooperation to help with the prosecution of Charles Hall. If Clair fails to cooperate, she could be charged with the original C felony. Clair’s sentencing is scheduled for 9:30 a.m. Feb. 16 at the Taylor County Courthouse. This D felony

The plea agreement came after Clair and her boyfriend Hall, 25, also of Bedford, were originally charged with child endangerment May 22. Since then, Hall was additionally charged with first-degree

murder. The charges stemmed from an Iowa Department of Criminal Investigation and Taylor County Sheriff investigation. Clair According to an Iowa DCI report, Taylor County sheriff’s deputies responded to a call for a child not breathing May 22 at 806 Washington St., Bedford.

USDA pledges funding for 187 blender pumps in Iowa JOHNSTON — The Iowa Renewable Fuels Association (IRFA) today applauded U.S. Department of Agriculture’s (USDA) announcement pledging matching support to fund the installation of an estimated 187 blender pumps in Iowa, providing greater consumer access to lower-cost, cleaner-burning ethanol blends, through its Biofuels Infrastructure Program (BIP). “We commend the USDA for providing matching funds to states like Iowa who want to increase the availability and use of American-made ethanol blends,” said Lucy Norton, IRFA Managing Director. “Iowa motorists will greatly benefit from the cost-savings and cleaner-burning properties that come along with expanded consumer access to higher ethanol blends. Furthermore, the impact of this program goes nationwide, opening up the option of low-cost E15 to millions of motorists, and putting pressure on other retailers to follow suit.” Iowa currently has about 200 stations offering E85, and about 90 of these stations have blender pumps offering E85 and mid-level ethanol blends. In addition, Iowa leads the nation with 37 registered E15 stations. According to USDA’s announcement, “Through BIP,

USDA will award competitive grants, matched by states, to expand the infrastructure for distribution of higher blends of ethanol. BIP funds from the Commodity Credit Corporation must be used to pay a portion of the costs related to the installation of fuel pumps and related infrastructure dedicated to the distribution of higher ethanol blends, for example E15 and E85, at

vehicle fueling locations. The matching contributions may be used for these items or for related costs such as additional infrastructure to support pumps, marketing, education, data collection, program evaluation and administrative costs. This partnership will expand markets for farmers, support rural economic growth and the jobs that come with it, and ultimately

give consumers more choices at the pump.” Iowa is the nation’s leader in renewable fuels production. Iowa has 42 ethanol refineries capable of producing more than 3.8 billion gallons annually, including 22 million gallons of annual cellulosic ethanol production capacity and one cellulosic ethanol facility currently under construction. In addition, Iowa has 12 biodiesel facilities with the capacity to produce nearly 315 million gallons annually. The Iowa Renewable Fuels Association was formed in 2002 to represent the state’s liquid renewable fuels industry. The trade group fosters the development and growth of the renewable fuels industry in Iowa through education, promotion, legislation and infrastructure development.

When deputies arrived, they located 3-year-old Janiya unresponsive. Janiya was pronounced deceased by the Taylor County medical examiner. According to a Taylor County Sheriff report, Hall said Janiya knocked a pot of boiling water off the stove onto herself and he did not seek medical attention. Clair, Hall’s live-in girlfriend, said Janiya had fallen at least three times down a staircase, from the second to first floor of the residence, and did not seek medical attention.

Wacha appointed new mayor of Lorimor By KYLE WILSON

LORIMOR — Lorimor residents have a new mayor this morning. Randy Wacha was unanimously appointed to the position by Lorimor City Council Monday evening. Wacha, a retired law enforcement officer, takes over for George Lange, who resigned from the post last month. “Somebody needed to step up to the plate,” Wacha said. “I can work with people. I’m easy to get along with, but I’m fair. So, I took the job.” Lange resigned last month after city clerk Doris Loy, who was on paid leave for two weeks in August because the city’s insur- Wacha ance company refused to fully insure her, was reinstated by the city council once she secured insurance through another carrier. “I will not work with her,” Lange told the CNA last month. This isn’t the first time Wacha has been mayor of Lorimor (pop. 358). He served from October 2014 to February of this year before “other priorities” forced his resignation at that time. The 53-year-old Wacha will hold the mayor position until the election this coming November. He did say this morning he has already filed paperwork with the Union County auditor’s office and will seek to hold the position in that election. Wacha is the third person to serve as mayor of Lorimor in the past 12 months.

Pretrial in firstdegree murder case moved to Sept. 28 CORNING — The pretrial conference for one of two men charged with first-degree murder in the June 20 homicide of Allen Pafford in Nodaway has been moved back two weeks. James Bost, 39, was scheduled for a pretrial conference Bost Monday. A motion filed Friday moved the pretrial conference to Sept. 28. A new jury trial date

will also be scheduled at that time. Bost’s formerly scheduled jury trial was scheduled Oct. 7. Bost, who submitted a written arraignment with a plea of not guilty in July, has also waived his right to speedy trial.
