Obama presidential legacy beginning to take shape WASHINGTON (AP) — Piece by piece, President Barack Obama is trying to build the foundation for the legacy he wants to leave, putting in place decisions that will reverberate beyond his presidency. In quick order, Obama decided to locate his presidential library in his Chicago hometown and on Monday he will announce the launch of a foundation to continue the work of a program he

created to broaden educational and other opportunities for boys and young men of color. “I’ll be done being president in a couple of years, and I’ll still be a pretty young man, not compared to you guys, but I’ll still be pretty young,” Obama told a group of middle-school students recently. “And so I’ll go back to doing the kinds of work that I was doing before, just trying to find ways

to help people, help young people get educations, and help people get jobs, and try to bring businesses into neighborhoods that don’t have enough businesses. That’s the kind of work that I really love to do.” Obama has seemed more focused than ever on legacy-building achievements since last fall, when the outcome of significant Democratic losses in the Senate put Republicans in control

County supervisors declare state of emergency Union County is currently experiencing a significant risk of infection of its poultry by the highly pathogenic avian influenza (bird flu). County supervisors declared a state of emergency Friday in an effort to take a proactive approach to this widespread bird flu. Also in this declaration, the county supervisors chairman can issue road closures and/or embargo for any part of Union County to preserve and protect life or property or as necessary in disaster mitigation. Jo Duckworth, emergency management coordinator in Union County, estimates there are about 15 poultry producers in Union County. She had a conference call with these producers over the weekend. “They are being very proactive,” Duckworth said. “They have stepped up bio security on all farms and are in communication with one another regularly.”

Difference over surplus money delays legislative adjournment DES MOINES (AP) — At the center of the unresolved Iowa budget is a simple disagreement about how to count the money. On one side are Senate Democrats and Gov. Terry Branstad, who support using some surplus money to balance the budget. On the other side are House Republicans, who say the state should not spend more than the projected revenue for the fiscal year that starts July 1. The fiscal clash is part of the reason lawmakers are at odds over how much to spend on individual departments, differing on key areas like education. While Friday marked the final day for lawmakers to receive daily expense payments, they cannot adjourn until they craft a budget deal. “I’m confident as both sides get budgets in play that we will work to find new ground. I’m confident we can get through this,” said Senate Majority Leader Mike Gronstal, D-Council Bluffs. With the Senate and Branstad proposing overall general fund budgets of about $7.34 billion and House Republicans seeking to spend $7.17 billion, the numbers are not far apart.
