David Oppedahl is a business economist in the economic research department at the Federal Reserve Bank of Chicago. Oppedahl conducts research on the agricultural sector and rural development as well as conducting microeconomic research. He directs the Chicago Federal Reserve District’s survey of agricultural banks on agricultural land values and credit conditions and publishes the results in AgLetter—the Chicago Fed’s quarterly agricultural publication. In addition to his research, he regularly briefs the Chicago Fed’s president on the agricultural economy.

Before starting his career at the Chicago Fed as an associate economist in 1998, Oppedahl was a consultant in the economic research department at the Federal Reserve Bank of Dallas. While at the Dallas Fed, he provided research support in the area of econometrics.
Allen is a professional operational and global synoptic meteorologist. He grew up in Northern Illinois and has been producing forecasts since the 1970’s for agribusiness, media, the farm community, governments and airlines. He currently is Director of QT Weather, QT Information Systems, Inc. at the Chicago Board Of Trade in downtown Chicago. Allen broadcasts hourly squawkbox forecasts and presents global weather information on the new QT Market Center Platform and LSN News.
Oppedahl received a B.S. in mathematics from Wheaton College, Wheaton, Illinois, and an M.S. in statistics from the University of Wisconsin-Madison. He also completed graduate-level course work in economics while attending Southern Methodist University.

Farm Bill Boosts Rural Development There’s more to the farm bill than subsidies to farmers Source: AFBF Executive Newswatch
Most people have no idea that the farm bill plays an important role in rural development. In Thursday’s Newsline (http://www.fb.org/index. php?action=newsroom.newsclip&id=69863), Sabrina Matteson, the American Farm Bureau Federation’s director of rural affairs, explained that rural development may be a small part of the whole bill, but it’s still significant. “Rural development is really important because it makes our country a more secure nation,” said Matteson. Further, she noted, “We are very productive agriculturally. We can feed ourselves and there aren’t very many countries that can make that claim. Most of the food for our country comes from rural places. But where farmers live has to have a high enough quality of life in those rural communities so that the next generation will be willing to live and work there.” In the Newsline interview, Matheson was asked: (If) you live in an urban or suburban area, why should you care about rural development? “Because people need to grow the food and create fuel and fiber for the people who live in those urban areas. And the farm bill rural development funding pays for the critical infrastructure that supports quality of life so that people can live in rural areas and are willing to do that. They pay for community facilities, projects such as schools, libraries, fire stations and health facilities. USDA has invested billions of dollars to bring new and improved broadband service to residents across the country and this broadband build out encourages expansion of new businesses, which of course makes jobs. It improves education, commerce, telehealth and even entertainment to rural areas that have never had the benefit of high-speed internet before.”

Too much government Illinois’ thousands of local governments considered duplicative by study’s author, who builds case for consolidation Kevin Rund, Illinois Farm Bureau We have too much government in Illinois. That’s the fundamental conclusion of a new study (http://illinoispolicy.org/ wp-content/files_mf/1384372675Too_much_gov.pdf) released in early November by the Illinois Policy Institute (IPI). It was authored by Brian Costin, the IPI’s Director of Government Reform. For decades, it’s been the case that Illinois has the most units of local government of any state in the nation. And that number is growing despite continuing consolidation among schools. The growth is largely due to the creation of new special purpose districts. Costin attempts to build a case showing the need for local government “to be consolidated and simplified.” He uses the overwhelming number of units in Illinois and compares them with other, similar states to show that—by comparison—Illinois is out of step with the rest of the nation. His arguments lose credibility in a few cases where he sometimes shows an apparent lack of understanding of some downstate government systems and fails to detail his generalized claims of overall cost savings through consolidation. He clearly is more comfortable talking about the Chicago metropolitan area counties than he is the rural downstate counties. Also, in a couple of cases, he unrealistically uses Cook

County examples as the basis of arguments he applies broadly to other local units statewide. Elsewhere in the report, however, Costin’s arguments ring true, such as when he points out some rather flagrant imbalances in how local governmental units are sheltered from consolidation attempts. For example, in the case of township consolidation, he sites the fact that: “Voters must get petitions signed by 10 percent of the registered voters in each township of their county for a referendum question to be put on the ballot, and they must do so in less than 90 days.” He brings that into context when he adds, “By comparison, for citizens to initiate a constitutional referendum in Illinois, they only need to gather signatures from 8 percent of the total votes cast for governor in the last election (approximately 4 percent of registered voters) and have an 18-month timeframe in which they can collect signatures.” He concludes that argument by stating, “The citizen-initiated process to consolidate or eliminate township government should be no more difficult than the process to amend the state constitution.” Another concept presented by Costin is the notion that almost all consolidation efforts—and laws—are focused on merging like units of government—lateral consolidation. He contends that there should also be focus on vertical

consolidation—having general purpose units of government absorb special purpose units. The study questions the advisability of having so many taxing districts providing services to any single parcel of property and its residents. Corbin cites the Kane County portion of the city of Elgin where he claims there are 16 units of local government collecting taxes on each parcel. All-in-all it’s thought-provoking, and—at only seven pages long—worth a read to get a better grasp on at least one side of the debate about consolidation.

Off-Highway Vehicle Stamps Still gearing up for an April 1, 2014 start date, stamps should be available in January Kevin Rund, Illinois Farm Bureau
New Law There’s been lots of chatter in recent weeks about new restrictions and fees for ATVs. That’s because of a new law requiring that most off-highway vehicles (OHVs) purchase and display a special $15 stamp issued by the Illinois Department of Natural Resources (IDNR.) Public Act 097-1136 was passed in 2012 by the Illinois General Assembly with a proposed effective date of July 1, 2013. Generally it makes it illegal to operate an OHV in Illinois without an “Off-Highway Vehicle Usage Stamp.” Applicability The OHV is an umbrella grouping of a number of different vehicle types. Illinois’ definition of an OHV includes motor-driven recreational vehicles capable of cross-country travel without a road or trail, such as ATVs and cross-country motorcycles. It does not include snowmobiles, motorcycles, watercraft, or farm equipment being used for farming. The law generally applies to OHVs whenever they are operated anywhere except on property where the vehicle owner permanently resides. According to IDNR officials, that exemption can be extended to
anyone the resident authorizes to ride on that property. Even that exemption is lost if the owner is a club or association, leases the land for hunting or recreation, or the OHV is used as part of an outfitting business. Farm operation of OHVs is granted an exception from the fee and stamp, but only so long as the OHV is being “used for activities associated with farming or livestock production operations.” Included among the vehicle types subject to the fee are: ATVs, UTVs (Utility Vehicles), Off-Highway Motorcycles, and Golf Carts. Yes, golf carts— whether used on the road as a “neighborhood vehicle” (where allowed by local ordinance), or used on a golf course. However, it is not anticipated that there will be significant enforcement on golf carts at golf courses. Other OHVs will also be impacted, including the John Deere Gator-type vehicles used on many farms and officially known in Illinois as Recreational OffHighway Vehicles (ROHVs.) The law generally exempts a limited set of vehicles that are not typically used for recreation, including: vehicles owned and operated by a government entity, and vehicles used in national or international officially sanctioned competitions.
Delay There are two reasons farmers likely haven’t yet been directly impacted. First, OHVs used for farming are exempt. Secondly, the IDNR is delayed in launching the program. It’s still gearing up to shift from a paper-based to an electronic-based system. IDNR reports that the new system for issuing stamps will not be available until January, 2014. Even then, the stamps will not be required to be displayed until the new program year begins on April 1, 2014. In the meantime, the registration system for OHVs that has been in place for years remains active. Generally, it requires anyone riding an OHV in an IDNR grant-assisted public riding area to have first purchased a decal. That older program will be replaced when the newer program is finally underway. The Stamp The $15 annual fee for that stamp is, for all intents and purposes, simply a means of generating revenue for the IDNR, the agency that will administer the program. Of the fee, $5 will go to the Conservation Police Operations Assistance Fund and the other $10 to the Park and Conservation Fund.

Every stamp will expire on March 31 of the year following the year in which it was purchased. Stamps issued early in a calendar year (i.e. January through March) will be good for more than a year, expiring March 31 of the following calendar year. Stamps purchased late in a calendar year (April through December) will be good for less than a year, expiring the following March 31. The $15 fee will not be prorated for less-than-full-year purchases. United Way of Whiteside County is reaching out to the farming community to participate in the annual fund raising campaign. By working with local elevators all across the county, United Way is providing an easy way for farmers to support the campaign by simply designating a small amount of grain as a donation whenever they deliver it to local elevators.
