The long way home for PES Board discusses financial matters and ways to save money By Eric Engel eengel@bcrnews.com
PRINCETON — The Princeton Elementary School Board met Monday, July 27, and the financial state of PES District No. 115 heading into the new fiscal year was the topic that stole the podium. PES Superintendent Tim Smith spent a substantial amount of time dissecting the financial status of the operation funds for the district, which include the education fund, the building fund, the transportation fund and the working cash fund. Now that the calendar has switched over to Fiscal
Year 2016, Smith had an opportunity to ease concerns over FY ‘15 revenue totals and discuss committee utilization to bring greater efficiency to the board of education and the public. Revenue generated by the PES education fund in FY ‘14 was nearly $8,727,000, compared to a shade over $8,420,000 in FY ‘15. Smith said Illinois was all caught up on funds owed to the district at the end of FY ‘14 because it was an election year, but the state still owed the district nearly $221,000 at the end of FY ‘15. Additionally, FY ‘14 revenue was enhanced by just more than $241,000 due to the state catching up on prior year current fiscal year mandated cate-
gorical funds, as Smith explained, so the $462,000 difference in revenue skewed the numbers in terms of comparative analysis. On the expense side of the education fund, FY ‘14 came in just under $8,751,000, while around $8,364,000 was expended for FY ‘15, due in part to the fact that 10 teachers retired two years back and only six were hired for FY ‘15, Smith relayed. Smith said he is pleased with the direction the PES building fund is heading, as the associated revenue was roughly $700,000 for FY ‘15 compared to around $680,000 for FY ‘14, primarily due to the rent received from Reagan Mid-

MANLIUS — There weren’t many empty seats Tuesday, July 28, as the Bureau Valley School Board entertained comments from the public at its regular monthly meeting, held at the district office in Manlius. The Bureau Valley School Board’s recent decision to consolidate the junior high students in Walnut and the junior high students in Buda was the concern for many of those in attendance. The other board decision to build a new kindergarten through fifth-grade building in the southern part of the district was also a topic of conversation. Residents from all parts of the district — which include those from Wyanet, Buda, Sheffield, Manlius and Walnut — were in attendance, and a handful of those folks spoke to the board. Jill Macklin of Walnut said she had forwarded two letters to the BV School Board but had yet to receive any answers. She quoted numbers from the district’s facilities report, which she said claimed the district had sufficient space to house and educate its students. After talking about the district’s financial situation, she also said she had spoken with BV Superintendent Stephen Endress about the inequalities of educational opportunities between Bureau Valley North and Bureau Valley South.

PRINCETON — The Bureau County Board met in a special session on Tuesday, July 28, to further discuss the employment contract for the new county administrator. Board chairman Dale Anderson said Sue McLaughlin, who was hired by the board to fill the position, had made a counter-offer on her employment agreement, which the board had approved at its last regular meeting on Tuesday, July 14. At that meeting, the board voted 17-9 to hire McLaughlin, a resident of Normal. The board members not in favor of the hire included Joe Bassetti, Tom Dobrich, Deb Feeney, Mary Jane Marini, Mike Maynard, Jane Piccatto, Micah Robinson, James Thompson and John Baracani. That evening, the board also conducted a voice vote on an employment agreement for McLaughlin. While a majority of board members voted in favor, there were several who voted not in favor of the agreement. On Tuesday, July 28, after a half-hour discussion in closed session concerning the counter-offer, the board conducted a voice vote to approve a revised copy of the employment agreement for McLaughlin. It was not disclosed what the counter-offer included. Again, while the majority of board members voted in favor of the agreement, there were a few who voted not in favor of the agreement. The board anticipates McLaughlin will start sometime in August. Comment on this story at www. bcrnews.com.
