Even during quiet summer months, McHenry County school districts juggle numerous financial factors, such as classroom sizes, salaries and state mandates, to ensure students learn the rules of the road for the first time.

From Woodstock to Huntley, each high school district is required to provide 30 hours of classroom instruction and six hours of behindthe-wheel training for students who have secured their learner’s permit.

But the cost of that driver’s education often varies between smaller and larger districts even in the summer, when students often forgo vacation to return to class to receive their driver’s license.

“The main objective of driver’s education is to help create safe drivers and ensure that students understand their role and their responsibility and trying to do it in the most cost-effective and affordable way possible for the student and us as a district,” said George Oslovich, Woodstock District 200 assistant superintendent for middle and high school.

Like most school systems, District 200 offers driver’s education during the regular fall and spring terms, and the less popular summer school, while keeping up with state orders on how to structure both the finances and curriculum of the program.

Schools generally are allowed to charge students between $50 and $250 to help cover the program, under state rules. The bulk of a school’s driver’s education expenses typically cover salaries and vehicle maintenance.

Schools also receive a state reimbursement for operating the program based on the number of students participating in both the classroom and behind-the-wheel parts of the program.

The teachers used to instruct those students behind the wheel generally are the same certified teachers used to teach students in the fall and spring at the district’s two high schools. Administrators also will hire retired driver’s education teachers on a part-time basis, if student demand in the program creates scheduling conflicts.

Teachers are compensated at rate of $41.50 an hour, based on the number of instruction hours they teach, said Risa Hanson, District 200’s chief financial officer. The district charged students $200 each last year to participate in the year-round program.

But in nearby Harvard District 50, the smaller district compensates behindthe-wheel teachers at $24 an hour included in a operating

budget of roughly $107,670 last year.

Harvard administrators charge students $200 to participate, but 50 percent of those fees are waived for students who are unable to pay, a discount that also is mandated by the state.

At Huntley District 158, administrators are beginning to see roughly half of driver’s education students enroll in the summer program versus the fall and spring terms.

Huntley High School also increased the number of driver’s education classes during the summer, from four to six, this past year.

The school would like to see more students enroll in driver’s education during the summer, said Anne Pasco, Huntley High School’s summer school administrator.

The more balanced enrollment throughout all three terms takes the pressure off program coordinators to hire additional part-time teachers to help with increased workload during peak times

in the regular school year.

“We can be fiscally responsible with hiring our staff and pace them out throughout the entire year. ... It essentially helps us extend the school year,” Pasco said.

District 158 relies on seasonal, part-time help from teachers who have had experience teaching at Huntley during the summer season.

The district compensates those behind-the-wheel teachers at $30 an hour, based on the number of instruction hours with students.

The district charges students the maximum $250 fee and receives roughly $140,000 a year in fees and state reimbursements that have so far supported the district’s driver education budget, Chief Financial Officer Mark Altmayer said.

“For all intents and purposes, we are near close to a self-sustaining program,” he said. “Rarely does the state cover the costs that we need them to cover.”

Huntley High’s stadium receives face-lift

By JEFF ARNOLD jarnold@shawmedia.com HUNTLEY – When John Hart took over Huntley’s varsity football program last year, he did so on the premise that changing the culture had to be part of overhauling the system.

Watching the school’s athletic stadium receive a massive face-lift certainly has been part of that process.

Now, a week before Hart officially gets to work on his second season with the Red Raiders, he anxiously awaits the day when his team can step foot onto the glimmering new FieldTurf that is part of the centerpiece of Huntley’s athletic complex renovation.

Huntley will become the first Fox Valley Conference Valley Division school

to compete on FieldTurf – an upgrade that is part of $3.6 million in facility upgrades that Hart says were much-needed in his plan to continue to turn the school’s football program around. Fox Division members Grayslake North and Grayslake Central already play on FieldTurf.

Hart has waited patiently for the running track around the field to be completed. As a reminder of what awaits his team, Hart keeps a photo on his phone showing his toes planted in the recently laid green turf.

“For the people who think maybe this is too much, we had the worse facilities I’ve ever seen at a big school – anywhere – it wasn’t even close,” Hart said. “We had bad facilities for a (Class) 2A school, let alone a school of

3,000.”

Huntley athletic director Michelle Jakubowski said in addition to football, the stadium will be used for varsity soccer matches and in the future, varsity lacrosse. But for Huntley’s football team – which will play five home dates this fall beginning Aug. 30 against Bartlett – the renovated stadium offers an environment Hart said his players can’t help but be excited

to play in.

“It’s going to be electric,” Jakubowski said. “The parents, the student body; they’re excited just to have this, but for the players – whether it’s football or soccer or whoever else is playing on this – I just think it’s a whole different ballgame for them.

“I think [the new environment] just pushes them a little bit more. You see what you have out here and you can do that extra sprint or whatever the coach asks of you – that extra mile. This is just something to be really, really proud of.”

Hart, who came to Huntley from Indianapolis Warren Central, said he never has been part of a grassroots movement before in his coaching career. At prior

stops, the facilities already were in place. He said in the past year, he has lost players to injury because of substandard facilities.

But now, he’s confident that the new stadium will go a long way in the process of building Huntley into a winning program after last year’s 6-4 finish.

“I knew what the vision was and I knew what the commitment was – but there was no promises (about facility upgrades),” Hart said.

“People always say, ‘Why Huntley?’ and I just loved the desire and the commitment to be outstanding.

“I don’t think you’ll ever see – whether it’s in the classroom, in a theater or on our football field – where nothing will be expected except for the best.”

Taming teen drinking Curbing underage alcohol use is a collaborative effort

By LAWERENCE SYNETT lsynett@shawmedia.com Around the holidays, Glenn Chelius and his wife may pour a small glass of wine for their three children as a way for them to join in the festivities.

Introducing the 16-yearold girl and 14- and 12-yearold boys to something that could become an influence on their lives later on is a teaching tool the Crystal Lake couple hope will pay off.

“I’d rather control it in my house than have it be a real mystery to my children and then they go off and abuse it somewhere else,” Chelius said. “It’s tricky, but we have to be clear with what we are trying to do as parents because underage drinking is a reality.”

Chelius educates his children about the potential dangers and legalities involved with underage drinking, often setting aside time with each child individually or planning activities outside the home as an informal setting to discuss real-life situations.

“It’s scary and frightening,” Chelius said. “It’s about keeping the lines of communication open, because its easier to build trust if we all know what is going on.”

Despite a significant drop in citations issued in McHenry County for underage possession and consumption of alcohol, underage drinking still exists, area law enforcement officials agree. The problem is being tackled countywide through collaborative education and enforcement efforts.

Five McHenry County communities have seen a 32 percent decrease in citations issued for either underage consumption or possession of alcohol between 2008 and 2012, data show. Crystal Lake, Woodstock, McHenry, Hunt-

ley and Algonquin combined to issue 272 citations last year, down from 400 in 2008.

Numbers have decreased four out of the past five years except for 2010, when citations increased to 338 from 312 in 2009. Police officers issued a total of 300 tickets in 2011.

McHenry had the most citations issued over the 200812 time period with 541. The city hovered over the 100-citation mark annually from 2008 to 2011 until last year, when numbers dipped to 79 compared with 117 in 2011.

Crystal Lake wasn’t far behind, issuing 522 tickets over the past five years. Citations peaked in 2008 when 140 were handed out, and the city saw its biggest spike in 2012, when officers handed out 108 compared with 67 the previous year.

“Children will abuse anything they can get ahold of,” Crystal Lake police Cmdr.

Dan Dziewior said. “We tend to see the kid who shows up drunk at the dance or football game, or a group of minors parked somewhere drinking alcohol.”

Coming in well below the rest was Huntley, which saw 73 minors issued possession or consumption citations in the past five years. The city has had no more than 20 tickets issued in a single year during that same time period.

From 2010 to 2013, the McHenry County Sheriff’s Office has issued 291 citations, numbers show. Citations peaked last year with 91, and the department has issued 49 through July of this year.

For communities such as Woodstock and Crystal Lake, officers have at their disposal the opportunity to send offenders to administrative court instead of circuit court at the county level.

violations as well as smoking and parking tickets, to name a few. It does not handle felonies or crimes that involve possible jail time.

For cases such as underage drinking, being found guilty of a city ordinance violation in administrative court means that the conviction does not go onto a person’s record.

Woodstock launched its administrative court in December 2009, and has gone on to issue 97 adjudication citations through July 2013.

“It takes a community to raise children nowadays,” Woodstock police Sgt. Chip Amati said. “Adjudication citations gives kids a second chance and allows us to help the child and straighten them out.”

Dziewior agreed.

“People make mistakes,” Dziewior said. “It’s sometimes an easier process for our officers to issue adjudication citations because it doesn’t require the physical arrest of an individual.”

Area leaders and law enforcement agencies across the county teamed up to cre-

ate the Underage Drinking Task Force in September 2010 to address a growing concern of alcohol use by teenagers.

A key strategy developed by the task force was the creation of sample ordinances that municipalities could adopt, covering the topics of keg tagging, alcohol sign limitations in storefronts, holding those who host drinking parties more accountable, and synthetic drug use.

“It’s a unified effort that shows the county is taking underage drinking seriously,” sheriff’s Deputy Aimee Knop said. “The focus is now on education and enforcement, not just enforcement.”

Adults who contribute to the delinquency of minors also could face fines and possible jail time depending on whether a case goes through the adjudication process or circuit court.

It falls on the parents to educate their children about the dangers of underage drinking.

“It’s always a struggle to walk the line between parent and friend,” Chelius said. “A lot of times we screw up as

parents, but it’s about making good choices. We aren’t given a handbook and are shooting from the hip sometimes.”

Besides legal trouble, those minors caught with alcohol also could face discipline from their local schools.

At District 155, students can be suspended 10 days for a first offense and can be expelled after multiple offenses, according to the student handbook. Athletes and students involved in extracurricular activities also can lose eligibility.

Sophomores at the Crystal Lake-based district’s four high schools are required to take health class, which includes a unit dedicated to the dangers of abusing drugs and alcohol. Schools also ramp up educational efforts around times when alcohol may be more prevalent, such as prom and homecoming.

“We try to give students a firsthand look at what could happen,” District 155 spokesman Jeff Puma said. “Your peer group and teammates play a role in education and keeping kids in line.”

RV sales tend to reflect the levels of disposable income throughout the country.

Americans tend to buy non-essential and big-ticket items when they aren’t afraid of their financial futures.

The study, prepared for Recreation Vehicle Industry Association by PKF Consulting USA, a member of an international travel and tourism consulting group, found RV travel is 23-to-59 percent less expensive than other types of vacations for a family of four that owns an RV. For an “empty-nester” couple traveling by RV, savings were 11 to 46 percent.

Even after accounting for factors such as RV ownership costs and fuel prices, the study claims RV vacations offer greater savings than those taken using a car or airline, staying in a hotel, rental house or condominium, and eating in restaurants.

While RV ownership is on the rise, the RV and camper rental industry has struggled during the past five years.

RV rental industry revenue grew in 2012 thanks to renewed consumer confidence, but it is expected to fall again in 2013.

This is because of volatile gas prices deterring customers from this mode of travel, said IBISWorld industry analyst Natalie Everett.

Many of those who still chose rental RVs for their road trips downgraded to smaller, less expensive models or took shorter trips in order to afford an RV vacation.

By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Jim Zielinski had gone from earning a fulltime salary as an automotive technician for 30 years to scrounging for income after being laid off in 2008 during the height of the economic recession.

The pain of losing his livelihood worsened in March 2012, when the Huntley resident received a notice, complete with an erroneous name, that he owed the Illinois Department of Human Services $4,000 in overcharges made to his LINK card.

He received the government assistance nearly two years earlier to help pay for food for his wife and two sons under the federal government’s Supplement Nutrition Assistance Program.

He said that the communication barriers and bureaucratic incompetency he has encountered since with trying to rectify the overcharges have pinned him into a financial corner.

“I’m asking for help. I gave the proper information and the copies of my wife’s paycheck, and they want me to be held accountable,” Zielinski said.

Zielinski started receiving payments – a $489 installment – on his government-issued LINK Card meant to help poor families pay for healthy food in November 2010.

Nearly two years later in March 2012, he received notice from DHS that he would have to pay $4,000 in overcharges made to his LINK card from November 2010 to October 2011 for failing to accurately report his wife “Barbara’s income.”

Zielinski’s wife’s name is Beverly.

Zielinski reported on the SNAP application that the family relied on the sole income of his wife, Beverly, a local school bus driver who earned roughly $1,800 a month during the school year.

“This is a bunch of malarkey and who is Barbara?

Where does she come? I don’t know. I just don’t know anymore. Nobody wants to help me,” Zielinski said.

DHS uses Social Security numbers to verify identities

“I don’t know where to go. Why should you take money away from me when you didn’t give me a fair appeal?”

Jim Zielinski Huntley resident and incomes before issuing SNAP benefits to LINK Cards and even allows individuals a chance to appeal DHS decisions, DHS spokeswoman Januari Smith said.

The department, she said, has records that show Zielinski withdrew an overcharge appeal in April 2012 in a meeting that Zielinski argued never resulted in a withdrawal.

The “Barbara” error on the overcharge notice was a mistake made by an “overworked caseworker,” Smith said. The notice still was sent to the correct family, since DHS used the correct Social Security number of Beverly, Zielinski’s real wife, to verify the application.

“I’m certainly not sticking up for this person, but many of our caseworkers have hundreds upon hundreds of cases they work on at a given time. ... It’s an honest mistake. Unfortunate yes, but it happens,” Smith said.

In Zielinski’s case, DHS found that the four-person household was collecting a monthly income of $3,800, exceeding the $2,498 maximum allowable monthly income for a family of four to be eligible for SNAP benefits.

Smith could not confirm whether the higher monthly income corresponded with the one-year timeframe detailed in the March 2012 overcharge notice.

Since that notice, Zielinski found work in May 2012 as a cashier, earning minimum wage. He said he applied for SNAP benefits later in 2012 but was denied because DHS found that the family’s income was too high.

DHS is adamant that Zielinski reported his wife’s income incorrectly and has referred the matter to a collection agency to ensure that the state receives the $4,000 in

overcharges, Smith said without specifying the error.

“We discovered that the family initially failed to report income and later under-reported income,” Smith said. “The state takes abuse and fraud of public assistance very seriously and is in the process of recouping this overpayment.”

Zielinski did travel to the DHS Family Community Resource Center in Woodstock in April 2012 to initiate an appeal, he said. He couldn’t understand why the overcharge notice listed such varying amounts that DHS said he should have been owed.

According to the March 2012 notice, Zielinski received anywhere between $668 and $424 a month in SNAP benefits from November 2010 to October 2011. The corrected amounts range throughout the year, from $167 for November 2010 to $0 for August 2011 Zielinski even received monthly notices throughout 2010-11 that alerted him of payment changes. In July 2011, he received notice that his benefits would be reduced to $424, only to be informed in the March overcharge notice that the correct amount should have been $333.

With this information in hand, Zielinski left his April appeal meeting with the Family Community Resource Center dejected. He said a caseworker there told him that the office did not have time to hear the appeal and that he owed the money regardless of whether DHS made an error.

Repeated calls for comment to Family Community Resource Center manager Kim Curran were never returned.

Since the April meeting, Zielinski has tried to file an appeal with a DHS state hotline that only leads to automated messages, and he has tried to work with the collection agency, who refers him back to DHS, he said.

He needs to be proven that DHS did not make erroneous calculations before he will pay the $4,000 in overcharges that he said his family still can’t afford.

“I don’t know where to go,” Zielinski said. “Why should you take money away from me when you didn’t give me a fair appeal?”

More families are hitting the road in a recreational vehicle.

The Recreational Vehicle Industry Association recently reported RV-owning households in the United States has increased to a record 9 million, and roughly 40 percent of these have children who are 18 years old or younger.

At General RV Center in Huntley, sales have grown 10 to 20 percent each of the past three years, despite being in the middle of a war zone, also known as the Route 47/Interstate 90 interchange project.

The RV dealership is planning a $500,000 expansion to its existing recreational sales/service facility to include a 4.57 acre tract to the north. The proposed expansion includes a 13,240-squarefoot, 10-bay recreational vehicle service building including office space and restrooms.

RV owners aged 35 to 54 posted the largest gains in ownership rates, rising to 11.2 percent in 2011 from 9 percent in 2005, according to the RVIA’s RV Consumer Demographic Profile.
