The Historic Municpal Hall is the second municipal hall in Delta. Documents show that Delta borrowed $15,000 to finance the construction of the building. Archibald Campbell Hope was the architect of the building and George Bowder, the builder, who was on contract to complete the construction in four months.

The Historic Municipal Hall is a provincially recognized heritage building and is listed on the Canadian Register of Historic Places. It has been designated a municipal heritage site and is protected by the Heritage Conservation Act. It will continue to be protected and preserved for future generations.

The Historic Municipal Hall, a Tudor Revival structure, was originally constructed in 1912 at a prominent location in the historic Ladner village.

The building is a proud symbol of the origins of civic government in Delta and is a reflection of the growth and prosperity of Delta, prior to the First World War, and the continued importance and success of Ladner as a community.

The totem pole and clock tower were added to the landscape in 1932. After the third municipal hall was built in 1968 and the municipal services moved, the Delta Museum and Archives moved in to the building and operated the Delta Museum until 2016.

The site was a focal point for the community and became a central gathering place. Events, such as Victory bond rallies, the welcoming of Lord Byng, 12th Governor General of Canada and May Day celebrations were held at the Historic Municipal Hall.

The Delta Police Department and jail occupied part of the Hall until 1962.

The first municipal Council meeting was held on November 29, 1912 in the unfinished building. The building housed municipal services, police services, meeting and office space for school board trustees, the board of trade and other civic agencies.
