Section 1 1. Foreword

Biman Bangladesh Airlines Ltd., a Public Limited Company operating under the name of “Biman” and having its operations & maintenance base at Dhaka (DAC), Bangladesh, is in the process of procuring 02 (two) DHC-8-Q402 (Dash8-Q400) aircraft installed with PW 150A Engines, Propeller model Dowty R408 and Hamilton Sundstrand APU (APS 1000) under dry-lease.

The two aircraft would be utilized mainly for routes under Biman domestic and regional operations from Dhaka (DAC) base. Domestic stations Chittagong (CGP), Sylhet (ZYL), Cox’s Bazar (CXB), Rajshahi (RJH), Jessore (JSR), Syedpur (SPD), Barisal (BZL) while regional operations would include Calcutta (CCU), Kathmandu (KTM), Yangon (RGN).

More stations may be included depending on Biman’s future route plan. Tentative date of starting operation is first week of January 2015.

To meet the immediate requirements of maintenance support from day one of operation, Biman invites proposal from established Maintenance Repair & Overhaul (MRO) Organization / Reputed Airlines/ Aircraft Manufacturer having valid Certificate of Approval as an Aircraft Maintenance Organization (AMO) from FAA and/or EASA and local regulatory authority for providing Line and Base Maintenance support with maintenance certification for operating two DHC-8-Q402 (Dash8-Q400) aircraft for Biman.

2. Instructions to Tenderers 2.1 General The Employer is Biman Bangladesh Airlines Ltd. represented by Director Engineering and Material Management.

2.1.1

2.1.2

The source of fund: Biman’s own fund.

2.1.3

The Contract would be initially for a period of 06 (Six) months beginning prior to the first aircraft delivery at Dhaka, and may be extendable for a period mutually agreed by both parties. The date of operation expected from first week of January 2015.

2.2 Eligibility of Tenderer 2.2.1 2.2.2

Must be an established MRO/Reputed Airline/Aircraft Manufacturer with requisite facilities and adequate manpower to provide maintenance support for DHC-8-Q402 (Dash8-Q400) Aircraft.

Shall have valid Certificate of Approval as an AMO from FAA and/or EASA and Regulatory Authority of the Tenderer’s country.

Tender Notice & Tender Schedule can be viewed at Biman’s website (www.bimanairlines.com) from 19 November, 2014. The Tenderer will be required to download the tender notice & tender schedule and prepare their offers/ proposals as per requirement of the tender notice & tender schedule.

2.4. Evaluation and Qualification Criteria The following evaluation and qualification criteria will be applicable to determine a responsive Tenderer : 2.4.1

Technical evaluation of the tender offers/proposals will be based on but not limited to the following sections/sub-sections of the tender schedule: Section-2, Sub-section- 2.2.1, 2.2.2, 2.5.1, 2.5.2, 2.5.3, 2.5.4, 2.5.5 Section-3, Sub-section- 3.2.1, 3.2.2, & 4.1.1

2.5. Preparation of Tender Proposal 2.5.1

The Tender offer/proposal, as well as all correspondence and documents relating to the Tender shall be in English language The Tenderer shall submit its Tender offer/ proposal with the following documents:

(a) Copies of valid Certificate of Approval from FAA and/or EASA and from local regulatory authority as MRO. (b) A draft copy of the Agreement highlighting each corresponding requirements of the Tender schedule.

2.5.3

The Tenderer shall quote their prices and rates as per Price Schedule in section 4, paragraph 4 of the Annexure-1 for Line and Base Maintenance support with Maintenance certification of Two DHC-8-Q402 (Dash8-Q400) aircraft and man-hour

rate for any additional work other than the work-scope mentioned in 3.2.

2.5.4

All prices shall be quoted in United States Dollar.

2.5.5

The Tender validity period shall be minimum 90 days from the opening date of Tender.

2.6 Rejection of Tender The Tender will be cancelled if: 2.6.1

A tenderer withdraws its tender within the validity period.

2.6.2

The Tenderer does not accept the correction of the tender amount (purely arithmetical errors that are discovered during the evaluation of tender proposal).

2.6.3

Any tenderer submits a document containing false information/materially inaccurate/ materially incomplete for purpose of qualification.

2.7. Submission of Tender The Offer/Proposal(s) to be submitted in a sealed envelope and must be addressed to:

Tender offer / proposal in a single envelop may be dropped in the Tender Box kept at the Airport Gate No. 08 (Hangar Gate), HSIA, Kurmitola, Dhaka-1229 or by Courier Service by 1430 hours (Bangladesh Standard Time) on 10-12-2014.

2.7.1

Tender Offer/proposal may be sent through email to the address dash8@bdbiman.com before 1430 hours (Bangladesh Standard Time) on 10-12-2014.

No offer/ proposal would be accepted after closing date and time. Biman Bangladesh Airlines Ltd. will not be responsible for late receipt of any offers/ proposal(s) due to any reason whatsoever.

The received offers/proposals will be opened at 1500 hours (Bangladesh Standard Time) on the same day in presence of tenderers or their authorized representatives, if any.

2.7.2

The tender shall be a single offer containing both technical and financial offers / proposals.

2.7.3

The offers/proposals (documents) shall be in original or scanned copy in case of submission through email and in the company letter-head of the tenderer and must be signed and stamped in each page.

2.7.4

The offer/proposal must be sent by hand or registered mail or courier services or email mentioned in article 2.7.1.

2.8 Opening and Evaluation of Tender 2.8.1

The Tender opening shall take place at: Address: Engineering Conference Room Biman Engineering Hangar Complex, HSIA, Dhaka.

Time & Date: 1500 Hrs (Bangladesh Standard Time) on 10-12-2014.

Tenderer(s) assessed as RESPONSIVE after application of all the technical evaluation factors indicated in sub-section 2.4 shall further be evaluated to determine financially lowest tenderer in accordance with calculated quoted prices of section 4 “Price Schedule for Maintenance Services of Annexure-1“ sub-section 4.1.1.

Biman reserves the right to accept any Tender, to annul the Tender proceedings, or to reject any or all Tenders, at any time prior to contract award, without thereby incurring any liability to Tenderers or any obligation to inform Tenders of the grounds for the Employer’s action.

2.9. Award of Contract 2.9.1

Biman shall award the Contract to the Tenderer whose offer/proposal is technically responsive and that has been determined to be financially lowest evaluated Tender offer/proposal.

Section 3

3. Scope of Works & Services 3.1 General Conditions

3.1.1

The Tenderer shall maintain two DHC-8-Q402 aircraft as per approved Maintenance Program/Schedule, Manuals and Regulations of Civil Aviation Authority of Bangladesh (CAAB) and other regulatory authority as applicable. This would include all kinds of maintenance at Dhaka base and also at Line stations through ridding coverage (as required).

3.1.2

The Tenderer shall be responsible for fulfilling all the requirements of concerned Regulatory Authority as well as Civil Aviation Authority of Bangladesh (CAAB) and compliance of Biman Quality Assurance.

3.1.3

Biman will provide skilled manpower to assist tenderer for maintenance. The Tenderer shall agree in providing guidelines, as necessitated during the contract period for the development of facilities for immediate take-over of DHC-8-Q402 maintenance by Biman.

3.2 LINE MAINTENANCE AND BASE MAINTENANCE Line Maintenance and Base maintenance with certification consisting of the followings shall be performed by Tenderer at Dhaka and at Line stations for the contracted period with effect from the date of commencement of the contract:

(f) replacement of component(s) during all schedule and unscheduled maintenance (g) Pre-flight Check at Biman Line Stations by ridding coverage.

Note: Tenderer shall provide required tools/equipment for performing workscope as mentioned above in Biman base and line stations.

In order to cover required services mentioned in article 3.2.1, Tenderer shall position at least four (04) B1 engineer (of which 02 shall have engine test run and Borescope authorization) and four (04) B2 Engineers on full time basis at Dhaka.

3.2.2

Biman will be responsible for providing parts, components and consumables to support maintenance and will depute required number of skilled mechanic /technician and AME rated on other aircraft to provide assistance to the tenderer for smooth performance of the above functions and at the same time prepare Biman personnel to take-over these maintenance functions after the expiry of the agreement.
