POSITION

The Santa Fe Springs Fire-Rescue Department is seeking an accomplished professional, that is highly energetic, strongly motivated, and possesses a combination of knowledge, experience, skills, and abilities suited for the Santa Fe Springs Fire-Rescue operational needs.

The primary role of the Fire Chief is to, administer and oversee the activities and operations of the fire department; work closely with the City's leadership team as well as the community and neighboring jurisdictions.

The ideal candidate will possess the ability to empower, develop, motivate, and mentor staff; demonstrate a high level of collaboration; and be forward thinking, open-minded, and fair while also consistent in the application of rules and regulations.

The Fire Chief is an executive-level position that reports to the City Manager.

DUTIES & RESPONSIBILITIES

Manages all Fire Department services and activities, including fire suppression, fire prevention, environmental protection, and emergency preparedness planning; recommends and administers policies and procedures; manages the development and implementation of Fire Department goals, objectives, policies, and priorities for each service area; establishes appropriate service and staffing levels; allocates resources accordingly; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work load, administrative and support systems, and internal reporting

relationships; identifies opportunities for improvement and implements changes; represents the Fire Department to other city departments, elected officials, and outside agencies; explains department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues; manages and participates in the development and administration of the Fire Department budget; directs the forecast of additional funds; monitors and approves expenditures; prepares and implements budgetary adjustments; selects, trains, motivates, and evaluates Fire Department personnel; provides or coordinates staff training; works with employees to correct deficiencies.

Other Job-Specific Duties: Coordinates department activities with those of other departments and outside agencies and organizations; supports the City Manager and City Council; prepares and presents staff reports and other necessary correspondence; reviews response and fire loss data and prepares information regarding the effectiveness of department services; represents the department before the media and with the community; responds to inquiries from citizens and resolves difficult and sensitive complaints; directs and participates in the research of alternative approaches to fire suppression, hazardous material handling, fire prevention, and emergency programs; serves on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the fire service. responds to major fire alarms and personally directs fire suppression activities as necessary; performs related duties as required.

QUALIFICATIONS

The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. A typical way to obtain these would be:

Knowledge of: Departmental policies and procedures; Fire and life safety codes, ordinances, regulations, policies, and procedures; National fire protection standards; fire protection and detection systems, strategies, and procedures; principles of supervision, training, and performance evaluation; Federal, state, and local laws, codes, and regulations; Principles of budget preparation; English usage, spelling, grammar, and punctuation; Modern office procedures and equipment including computers; Word processing and other related software applications.

Ability to: Provide administrative and professional leadership and direction; effectively delegate authority and responsibility; identify and respond to community needs and concerns, city council issues and directions; plan, organize, direct, and coordinate the work of management, supervisory, professional, and technical staff; prepare and present reports; select, train, and evaluate assigned staff; work collaboratively as a member of the City’s Management and Executive Teams.; make effective public presentations; communicate effectively verbally and in writing; work with accuracy and attention to detail; operate and use modern office equipment; effectively organize and prioritize assigned work; establish and maintain effective working relationships with other people.

EDUCATION AND EXPERIENCE:

Bachelor's Degree in Fire Science, Management, or a closely related field.

Five (5) years experience in senior management as a Battalion Chief or similar level, including experience in managing hazardous materials emergencies; two (2) years of fire suppression experience; experience working in a city/county manager form of government.

A valid State of California driver’s license and an acceptable driving record.

Chief Fire Officer certification from the Office of State Fire Marshal.

NEPOTISM POLICY: Relatives may be appointed regardless of the designation of full or part-time classification. Candidates with relatives employed by the City will be excluded from applying for a vacancy if one or more of the following criteria exist: 1) The appointment of a relative would place one in a supervisory capacity directly over the other 2) The appointment would create a situation in which it is conceivable personal gain for one could be obtained by the actions of the other 3) The appointment would create a situation where performance or non-performance of either would have a direct effect upon the performance of the other 4) The appointment would create a situation where the confidentiality of either could be compromised. Candidates with relatives employed by the City will be evaluated on a case-by-case basis. "Relative" shall be defined as: mother, father, son, daughter, brother, sister, grandmother, grandfather, grandchild, spouse, domestic partner, step-mother, step-father, step-sister, step-brother, stepchild and step-grandchild.

WORKING CONDITIONS: The work environment characteristics described are representative of those an employee encounters in performing the essential functions of this job. Work is primarily performed indoors; noise level is quiet to moderate; hazards are minimal; utilizes hand and power tools; works with and around machinery having moving parts; occasional exposure to chemicals, fumes, gases, and odors.
