New Mexico launches ‘designated caregiver’ campaign New Mexico health officials say the risks of unexpected infant deaths can be higher during the New Year’s holiday, so the Department of Health is urging parents to pick a “designated caregiver” for their babies. The department is pointing

to a national study that found designating a caregiver may be just as important as picking a designated driver. Researchers at the University of California found alcohol was a risk factor for sudden infant deaths, and that excessive drink-

ing significantly impairs parental decision-making. Health officials say there were 86 sudden infant deaths in New Mexico from 2009 to 2012 — an average of one every 13 days. The Associated Press

House votes

There were no key votes in the House.

Senate votes Senate vote 1 Deputy homeland security secretary: The Senate has confirmed the nomination of Alejandro Nicholas Mayorkas to serve as deputy homeland security secretary. A supporter, Sen. Patrick J. Leahy, D-Vt., said that in his current position of director of the Citizenship and Immigration Services, Mayorkas “has made tough decisions to make that agency better,” including recommending useful reforms to the EB-5 Regional Center program for offering visas to foreigners in exchange for their investments in U.S. businesses. An opponent, Sen. Tom Coburn, R-Okla., said the vote to confirm Mayorkas was too hasty, given the incomplete nature of an investigation of possible wrongdoing in the EB-5 Regional Center program. The vote, on Dec. 20, was 54 yeas to 41 nays. Yeas: Sen. Martin Heinrich, D-N.M., Sen. Tom Udall, D-N.M.

Senate vote 2 IRS commissioner: The Senate has confirmed the nomination of John Andrew Koskinen to serve as commissioner of Internal Revenue Service. A supporter, Sen. Orrin Hatch, R-Utah, cited

Senate vote 3 Florida district judge: The Senate has confirmed the nomination of Brian J. Davis to serve as a U.S. District Court judge for the Middle District of Florida. A supporter, Sen. Chuck Grassley, R-Iowa, said Davis had satisfied Grassley’s concerns, raised when Davis was first nominated to the post in the last Congress, about various remarks made by Davis, and that Davis was supported by both of Florida’s senators. The vote, on Dec. 20, was 68 yeas to 26 nays. Yeas: Heinrich, Udall

Senate vote 4 Federal Reserve chairwoman: The Senate has approved a cloture motion to end debate on the nomination of Janet L. Yellen to serve as chairwoman of the Board of Governors of the Federal Reserve System. A supporter, Sen. Dianne Feinstein, D-Calif., cited Yellen’s more than 15 years of experience as chairwoman of the Council of Economic Advisers during the Clinton administration, head of the Federal Reserve Bank of San Francisco, and, since 2010, vice chairwoman of the Federal Reserve. Feinstein said: “Her background makes her an ideal candidate to replace Chairman Ben Bernanke and continue the Fed’s efforts to boost economic growth, increase the pace of job creation and ultimately reduce the crushing unemployment that has been a drag on our recovery.” The vote to end debate, on Dec. 20, was 59 yeas to 34 nays.
