President’s Message

he time has now arrived for me to write my last President’s Message for our SFDDA Newsletter. Our officers, board members, delegates, trustees and staff have been extremely busy since our last issue, having attended the January session of the FDA House of Delegates (HOD), and having hosted both the Miami Winter Meeting the March Annual Business Meeting. We are already in the process of planning our Women Dentists’ Reception for May 12 at the Coral Gables Country Club, organizing our participation in the June session of the FDA HOD, attending the FDA’s annual Florida National Dental Congress (FNDC) and finally, in June, we shall install our newly elected team of officers at our annual Officers Reception. This does not mean that you will not hear from me again after June, but I may choose to rest for at least a fortnight in July. I feel this has been an interesting and exciting year, and I would also expect more of the same in the coming months and years ahead. Our leadership has made an extra effort this year, at all levels of the tripartite (ADA/FDA/SFDDA), to inform and interact with the membership. Our FDA President, Dr. Larry Nissen, FDA President-Elect, Dr. Cesar Sabates, and SFDDA delegates and trustees to the FDA have all been busy attempting to inform and seek the opinion of the general membership, while providing guidance and testimony to our legislative partners in Tallahassee. In this partnership, it is incumbent on us to always remember that we can inform, propose to, and rally the public, but we must never forget to be vigilant, well informed, persuasive, united, and “over there” in Tallahassee. Our regulatory and legislative partners understand persuasive arguments and logical programs, but they thrive on funds, faces and frequency of support. At the SFDDA, we have been concentrating our efforts in three areas. We may refer to them as advocacy, membership value and the future of dentistry. They are not three separate projects, but rather are interrelated, and our success in the first two will impact on the third. Advocacy The January HOD was one of the most productive sessions we have had in decades, and the June session promises to be a continuation. With your input, we were able to cement in place the framework, and set in motion the plan, allowing us to participate in the debate for the solution to the many challenges facing organized dentistry in Florida. Our leadership now has the tools and flexibility they need to be in the arena, but for them to maneuver in your favor, and for the benefit of the citizens of Florida, they need your support. We face considerable pressure from a variety of sources in the areas of licensure, credentialing, the composition of our workforce, and the possible establishment of two or three additional dental schools in Florida. The dedication of our leaders can only be as effective as the diligence of our members.

Value One of the greatest advantages of tripartite membership, in my opinion, is advocacy. To this end, we have been extremely busy at the SFDDA in developing programs that provide added value for our members. It is now possible for you to renew your membership and pay dues using your credit card and the FDA installment plan. Whether you may be a new member, or an older member who would like to reestablish membership, you may use the SFDDA pay-as-you-go plan for your full tripartite dues. Your SFDDA webpage in being upgraded making it more interactive, while also allowing us to offer discounted or free practice management tools and CE courses for our members. The roster of in-house courses we offer for both the doctors and staff is being expanded in both English and Spanish. We also provide employment, staff placement and patient referral through the website, as well as by phone. We are also increasing our partnership with the dental supply and manufacturing community to develop new and innovative ways to provide members with cost-saving incentives and programs. We are also continuing our efforts here in South Florida to “brand’ our ADA/FDA/SFDDA member dentists as the number one go-to source for oral health information and dental services. The Future We are truly blessed to represent the most preventionoriented profession in the health sciences. We cannot allow others to succeed in their attempt to redefine us in order to impose their own agenda, no matter what that agenda may be, especially if it is detrimental to our profession and the public. We face many forces actively working against the best interests of dentistry. The one force I fear as being most harmful to us - is apathy, and its outcome - the loss of membership. I remain hopeful the other challenges can be overcome, overturned, changed, or somehow, outmaneuvered. We either win or live to fight another day, but we are only as effective as our membership is strong. Without strong membership numbers, we are nothing more than a pathetic and fragmented group of individuals who know they represent only irrelevance. We live in exciting times, but “excitement” is one of those words which may have both positive and negative connotations. There is little we can immediately do about the overall economy but, for the country and the economy to succeed, we must participate directly or indirectly in the political arena. In other words, we must put our money where our mouth is in order to ensure that we have the right policies and cont. on pg. 7

eminiscent of the famed song by iconic folk singer and poet, Robert Zimmerman, also known as Bob Dylan, the winds of change have been blowing through Florida in recent years, and through our most recent 2011 Semi-Annual House of Delegates (HOD) meeting at the Tampa Airport Marriott last January 21 and 22. One or more deeply-rooted trees of traditional FDA policy, and one in particular relating to state licensure, were, in effect, blown over.

The handwriting on the wall, as it were, became more decisively etched in stone when a dentist who passed the exam in Florida sued the state board in Illinois for refusing to recognize our exam. Based on the claim the exams were virtually the same, the dentist prevailed and was granted an Illinois license. At this point, one need not be a legal rocket scientist to recognize that it would only be a matter of time before the reverse situation would occur in Florida, and thereby mandating the acceptance of other same or similar state exams.

voted to adopt a policy allowing “properly trained� dental hygienists to administer local anesthesia. The FDA Council on Dental Education and Licensure was then charged with the task of determining what level of training would be appropriate. It was agreed that additional coursework and training would be required, by a CODA-approved hygiene program (or one approved by the BOD), and should include anatomy, physiology, pharmacology of local anesthetics, vasoconstrictors, medical emergencies, and others. However, most of the debate on this issue revolved around the number of hours deemed appropriate for a hygienist to be considered “properly trained.� The number first went up from “15 hours� to “22 hours� in reference committee, to other higher numbers suggested the following morning on the House floor, such as “60.� The final number voted on by the House was “30 hours� each of didactic and practical training. Another resolution, created and conceived of by our own SFDDA leadership, seeks to expand the role of dental hygienists, while also answering the calls to (a) improve the efficiency of the dental workforce and (b) offer one of many potential solutions to the problem of “access to care.� The concept of establishing a “dental hygiene response team� was put forth, which would allow licensed hygienists to work unsupervised in public access settings, while providing basic oral hygiene, preventive, and some minor reversible restorative care in the form of removal of soft decay using hand instruments alone, placement of “Interim Therapeutic Restorations� and referral to a Board-approved licensed dentist for definitive care within a 13 month period. The House voted to support this by recommending a special committee further “study and develop a proposal to implement this concept through the Florida Legislature and BOD as necessary in 2012, and report back to the June, 2011 House of Delegates.�

Along similar lines of seeking improvement in the dental team’s efficiency, a resolution which increases the scope of expanded function dental assistants (EFDA’s) was also discussed, deliberated and passed, authorizing the FDA to seek regulatory changes that would allow EFDA’s, under direct supervision, to place, carve and polish restorations. It must also be pointed out that none of the aforementioned decisions or resolutions passed by the FDA (including how many hours of training, for example, is appropriate for a hygienist to give local anesthetic) should in any way be interpreted as being equivalent to “law� at this point, but rather must be viewed as policy which sets the stage for FDA to work with the BOD, the legislature, and/or other regulatory bodies in the process of formulating Board rule or Florida statute. Finally, I would ask you – our members and readers – to acknowledge and thank our SFDDA Executive Director and staff, Yolanda Marrero and Jackie Quintero, and our delegation for their hard work, and for giving up precious time out of their offices in representing you twice each year at the FDA House of Delegates. the right elected leaders at all levels of government. The country is awakening to this reality, and our profession must catch up. As a professional association we can no longer rely on a shrinking pool of dedicated members to carry the water for us. Rather, we must all commit to being active participants and a part of the solution. All of us must act as recruiting agents for our professional associations. If membership trends do not turn around within the next several years, we will face serious trouble from both demographic and functional standpoints. I can assure you, or you can do the arithmetic for yourself, the SFDDA provides our members with more than enough in positive financial incentives in our programs, services, as well as savings in networking and promotional expenses, to offset the cost of not only our tripartite dues, but perhaps also the annual dues of a specialty association. I also believe this to be an equally valid observation relative the benefits provided by our state dental association, the FDA. Most of our programs also have a built-in synergistic relationship with members when they participate. The greater the level of participation, the lower the cost. Along with a greater savings for our members comes a higher level of revenue for our dental society budget, improved programs, and our ability to maintain dues at the lowest level possible. We currently have excellent leadership, but only with your participation can we assure continuity of the same for the years ahead. The importance of your dedication as members in helping to maintain this continuity in leadership cannot be overstated. We need your help and continued participation. I know many young dentists who are hard-pressed financially, while also facing large student loan repayment schedules. I also know older dentists who are hard-pressed financially, while also facing an uncertain retirement, or no retirement at all. Both groups will be much better off by par-

ticipating in a strong dental association, rather than face a more bleak future alone, or with the PEW Foundation by their side. Our commitment to the public and the future of dentistry is assured at the SFDDA for the next five years by the quality of our elected officers and a great staff. They have the dedication, the experience and an excellent group of delegates, trustees, and council members working on our behalf. However, what they also need now is you. They need your support and contribution to your profession and your future success.

The 2011 Annual Business Meeting was held on March 8 at the Alexander Hotel in Miami Beach. Our guest speaker, Rosy Cancela, past member of the Public Health Trust, presented a candid talk on the status of the public health system today in Florida, as well as the plight of the Jackson Health System. The following nominees voted into office for the 201112 year were, Dr. Irene Marron, President; Dr. Beatriz Terry, President-Elect; Dr. Jeannette Pe単a Hall, Vice President; Dr. Marcos Diaz, Secretary and Dr. Rodrigo Romano, Treasurer. Dr. Pablo J. Fonseca, president of the Miami Dade Dental Society hosted the meeting, which was then presided over by Dr. Orlando Dominguez, President of the SFDDA. This year, attendees of the Annual Business Meeting were registerd for a drawing of several bottles of wine, courtesy of Discus Dental. German Rosales of Discus was on hand to personally give each winner their door prize.

2012 Miami Winter Meeting - It’s Where You Want to Be! We make the Miami Winter Meeting convenient for you. Remember that, once you arrive, we have taken care of everything for you throughout the day. When you purchase your ticket to any of the lectures, or for the expo only, your food, beverage and parking are all included for that day. The President’s Reception will take place on Friday night and will once again feature live music, open bars and a delicious feast - and it’s included in your registration. Anyone who has attended the past receptions will tell you that it is the perfect ending to a great day. Also returning will be many of your favorite exhibiting companies. Among the speakers lined up for 2012 is Dr. David Clark, presenting a full day program and a workshop. Dr. Clark’s lectures and workshops have sold out at many dental meetings throughout the country. Other speakers include Dr. Roger Levin, one of the most dynamic practice management speakers today, and Dr. Harold Crossley, whose relaxed and comedic delivery of pharmacology is not to be missed. Additionally, we will be providing one more opportunity for doctors and hygienists to satisfy their required state mandated course requirements for Medical Errors and Domestic Violence. All of these programs may be attended by doctors, hygienists, assistants and front desk staff, so plan on bringing your entire office staff with you.

Meet the Speakers: Dr. David Clark founded the Academy of Microscope Enhanced Dentistry, an international association formed to advance the science and practice of microendodontics, microperiodontics, microprosthodontics and microdentistry. He is a course director at the Newport Coast Oral Facial Institute in Newport Beach, California. He is Co-director of Precision Aesthetics Northwest in Tacoma, Washington, and an associate member of the American Association of Endodontists. He lectures and gives hands-on seminars internationally on a variety of topics related to microscope-enhanced dentistry. He has developed numerous innovations in the fields of micro dental instrumentation, imaging, and dental operatory design. Dr. Clark has authored several landmark articles about microscopic dentistry relative applications for aesthetic dentistry, sealants, the role of ultrasonics in three dimensional shaping and restoration of non-vital teeth, micro-imaging and practice management, and crack diagnosis. Dr. Roger P. Levin, a third generation dentist, founded the Levin Group in 1985 to meet a need in the dental community for practice management consulting. He is one of the industry’s pioneers in developing practice management and marketing programs and has built the Levin Group into a national company with 100 employees. After graduating from the University of Maryland College of Dentistry in 1982, and practicing in his family’s dental practice for several years, Dr. Levin recognized that a common challenge for dentists was how to effectively run their practice as a business. Although their education had prepared them exceedingly well for the clinical aspect of practicing dentistry, the majority of them had limited training in bringing business principles to managing and growing a practice. In 1985, he began providing practice management consulting services to fellow dentists in the Greater Baltimore area while still practicing. Fueled by his entrepreneurial spirit, he built the company over the next seven years, and in 1992 he decided to give his full attention to Levin Group.

With its corporate headquarters in Baltimore, Maryland and a second location in Phoenix, Arizona, Levin Group provides comprehensive lifetime services to more than 1,000 dentists and specialists annually throughout the United States and internationally. In addition to practice management consulting and referral-based marketing, the Levin Group offers dentists and specialists financial planning, recruitment, transitions and executive coaching services. Dr. Harold L. Crossley is Professor Emeritus at the University of Maryland Dental School. A native of Rhode Island, Dr. Crossley received a Bachelor of Science degree in Pharmacy from the University of Rhode Island in 1964. He later was awarded Master of Science (1970) and Doctorate degrees (1972) in Pharmacology. The University of Maryland Dental School in Baltimore awarded Dr. Crossley the D.D.S. degree in 1980. The liaison between the classroom and his dental practice, which he mentored on a parttime basis in the dental school intramural faculty practice, produced a practical approach to understanding the pharmacology of drugs used in the dental office. Dr. Crossley has co-authored a number of articles and four books dealing with a variety of topics within the field of pharmacology. Other areas of his expertise include the pharmacology of street drugs and chemical dependency. He serves on the Maryland State Dental Association’s Well Being Committee. He is an active member of Phi Kappa Phi, Omicron Kappa Upsilon Honorary Dental Society, the American College of Dentists, and International College of Dentists. He was the recipient of the 2008 Gordon Christensen Lecturer Recognition award presented by the Chicago Dental Society. He has been a consultant for the United States Drug Enforcement Administration and other law enforcement agencies since 1974. Drawing on this unique background, Dr. Crossley has become nationally and internationally recognized as an expert on street drugs and chemical dependency as well as the clinical pharmacology of dental drugs.
