Pamela McElroy: You’ve been working in California parks departments for quite some time now. What attracted you to this career path? What is your favorite part about the job?

What is the most challenging?

Phil Ginsburg: I moved to San Francisco to attend Hastings Law School. I spent the first fifteen years of my professional career as a labor lawyer, human resources director, and as (then) Mayor Newsom’s chief of staff. I became San Francisco’s parks director in 2009 and haven’t looked back. It’s what I was supposed to be doing all along. What I love most about my job is also what’s most challenging. I have 880,000 bosses, and parks matter (passionately) to each and every one of them.

Ginsburg: Phase 1 remediation efforts are well underway. Phase 2 (900 Innes) should begin this summer and be completed by early 2024. Phase 3 (India Basin Shoreline Park) begins later in 2024, and then Phase 4 (India Basin Open Space/Big Green) will take place thereafter.

McElroy: Under your leadership, San Francisco became the first U.S. city where every resident lives within a ten-minute walk to a park. Can you tell us about this?

Ginsburg: I am very proud to have been at the helm when San Francisco achieved this gold standard, but I can’t take credit for it. With some good analysis and mapping and a few key acquisitions, we were able to get to 100%, but the credit belongs to generations of San Franciscans who have prioritized open space for over 150 years.

McElroy: What accomplishment in your career are you most proud of?

Ginsburg: I am proud of many accomplishments during my tenure. I am proud of being the first city in the United States where all of us live withing a ten-minute walk of a park. Of all the plumbing advancements in our modern age, the water heater is one of the most useful. Can you imagine having to boil dozens of gallons of water over a fire every day, just to bathe, wash your dishes, and clean your clothes? A water heater truly helps us lead more efficient lives, but if you ignore the maintenance on this time-saving appliance, you can get into an entirely different kind of “hot water,” with costly repairs or replacements!

Most water heaters last between eight and twelve years, but only if they are maintained properly. Maintain your water heater’s efficiency, extend its life, and keep bathing worry-free with a simple “miniflush” and temperature setting change.

What does a “mini-flush” do? It prevents rust and corrosion by removing sediment from the bottom of the water heater tank.

This also improves the energy efficiency of the unit. A complete flush is always best, but those require shutting down the water heater. A “mini-flush” is still effective, but it takes a fraction of the time and can be done while the water heater is running.

Here’s how to do it: • Place a large bucket under the drain valve found near the bottom of the water heater tank.

Chapter 37A of San Francisco’s Administrative Code allows the city to collect a per-unit fee for each residential dwelling unit that is subject to the San Francisco Rent Ordinance. This fee defrays the entire cost of operation of the Rent Board.

This fee is billed to the landlord each year on the property tax statement sent in November, but the law permits landlords to collect a portion of the Rent Board fee from those tenants in occupancy as of November 1 of each year. A landlord is allowed to collect 50% of the cost of the fee from the tenant. If you have not collected Rent Board fees in the past, you can collect back to 1999.

No one likes to deal with water leaks, especially when they only seem to happen at the most inconvenient times. There are a couple of things to keep in mind to prevent those leaks from springing up: • Insulate any pipes that might be exposed to cold temperatures. Extreme temperature exposures can accelerate corrosion and breakdown of your pipes.

• Don’t use your pipes for anything except to move water. Don’t use them to do pull-ups or as industrial-chic laun-
