OUR COMMUNIT Y Our seaside city is home to approximately 2,800 year-round residents with another 2,000 living in the areas outside of city limits. The greater Seward area encompasses unincorporated communities and neighborhoods from Lowell Point to Primrose, and from Nashwoods to Exit Glacier and beyond.

During the busier summer season, the local area population doubles, with the addition of nearly 2,500 seasonal residents. In addition, we see an average of 20,000 travelers daily. A full range of local services supports the Seward area community including, grocers, restaurants, a variety of retail shops, post office, public library, hospital, pharmacy, police, and fire departments, as well as an elementary, middle, and high school.

Surrounded by pristine wilderness and vast publicly managed lands and waters, Seward’s neighbors include Alaska State Parks, Alaska State Marine Parks, USFWS Alaska Maritime National Wildlife Refuge, Chugach National Forest, and Kenai Fjords National Park. OUR WILD NEIGHBORS Wildlife encounters in and around Seward are not uncommon. Land mammals such as moose, black bear, brown bear, coyote, beaver, porcupine, and mountain goat call the Seward area home. Many marine and bird species can also be spotted, including the Steller sea lion, sea otter, harbor seal, humpback whale, bald eagle, puffins, and more. The safest way to interact with local wildlife is to respect them and keep a safe distance.

Local Government

Incorporated in 1912, Seward is a home-rule city located within the Kenai Peninsula Borough.

Seward is located within the Kenai Peninsula Borough - incorporated in 1964 as a second-class borough.

Seward is a city manager form of government, governed by a Mayor and City Council who are elected by the people of the City. The City Manager is appointed by the elected 7-person City Council, along with a City Attorney and City Clerk.

An elected Borough Mayor serves as the chief administrator who works with an elected 9-member legislative assembly, on which Seward has one seat. The Borough is responsible for area-wide education, solid-waste management, planning and zoning, taxation and assessment. The Mayor and City Council act together as the Governing Body. The Governing Body, being the elected representative of the people, adopts all ordinances and resolutions and determines the general goals and policies of the city.


THE CITY OF SEWARD Employing around 90 year-round employees, the City of Seward provides and supports a wide range of services including a 24-hr police department, fire department, library, hospital, youth center, boat harbor, community development, building and engineering, public works, parks and recreation, water/wastewater and electric utilities. With its small footprint, the Seward housing market is diverse but competitive - it can take a while to find the perfect housing oppor tunity. A variety of options are available for homebuyers from high-end real estate to star ter proper ties. Renters can choose from single-family homes, apar tments, and more unique rentals such as yur ts or dry cabins. Some businesses provide housing for seasonal employees, as most shor tterm rentals are utilized by visitors on the nightly-rental market during the busy summer tourism months.

Many areas surrounding Seward are ‘service’ dead zones. Residents should be prepared when driving past Mile 10 on the Seward Highway to operate with limited cell service.

UTILITIES

WASTE MANAGEMENT

The City of Seward provides public utilities including water, sewer, electricity, and waste removal to area residents. Some residents utilize private wells and/or septic systems. To pay a utility bill, get answers about utility billing, or get services turned on or off contact the Seward Electric Depar tment at (907) 224-4050. Telecommunications (land-line telephone, cellular service, internet) and cable television suppor t are available from GCI and TelAlaska.

While most cell phone service providers work in Seward, GCI, AT&T, and Verizon Wireless are the most reliable. In Seward, Alaska Waste provides residential, commercial and construction garbage collection services to homes, businesses and construction sites. Garbage, recycling, and some hazardous wastes can be disposed of at the KPB Solid Waste - Seward Transfer Facility, located at 3200 Dimond Blvd, open Monday Saturday, 8:00 a.m. to 5:45 p.m. (and Sundays 12:00 p.m. to 4:00 p.m. from April - October). Volunteer-run Sustainable Seward helps implement more solutions for waste reduction and recycling, including public recycling drop-off locations at the Harbor Uplands and the Third Ave. alley downtown, and hosting an annual electronics recycling event. LICENSE/REGISTRATION The Seward DMV is a City of Seward office contracted with the State of Alaska to provide motor vehicle services to the Seward area. As a limited-employee office, hours are subject to change. Be sure to have any forms (found online at doa.alaska. gov) filled prior to visiting and call (907) 224-4037 to confirm hours before arriving. PUBLIC WORKS The Seward Public Works Depar tment maintains, repairs, and improves approximately 31 miles of paved and unpaved roads, maintains utilities, water distribution, and wastewater collection, as well as provides some snow removal and sanding for safer roads in winter months. You can reach SPWD at (907) 224-4058. PETS IN SEWARD Seward is a pet-friendly community and many residents include dogs, cats, rabbits, horses, chickens, or goats as par t of their family household. EARLY CHILDHOOD EDUCATION & DAYCARE Early childhood education options in Seward are available but limited. Seward Elementary School offers kindergar ten for children at 5 years old. For younger and alternative options, local grassroots organization HYPER is dedicated to providing resources to families and caregivers. For more information visit hyperseward.org.

K-12 SCHOOLS Kenai Peninsula Borough School Distric (KPBSD) serves over 9,200 students from pre-k through high school. The district covers 25,600 square miles – larger than the entire state of West Virginia! Within Seward, KPBSD operates elementary, middle (78th grade), and high school.

HOMESCHOOL OPTIONS KPBSD offers homeschool options, with offices in Homer, Soldotna, and Seward to serve families and students who reside on the Kenai Peninsula. 12 | S C H O O L S & E D U C AT I O N

Connections Homeschool is the largest school in the district, and has the added suppor t from being a par t of the KPBSD school district, with students receiving a KPBSD high school diploma.

HIGHER EDUCATION Seward is the primary base for the Alaska Vocational Technical College (AVTEC) – offering applied technologies, building trades, information technologies, the U.S.G.C.-approved Alaska Maritime Training Center, and the Alaska Culinary Academy. Seward also hosts a Kenai Peninsula College extension site.

Health Care PROVIDENCE MEDICAL & CARE CENTER A designated critical access hospital and level IV trauma center, Providence Seward Medical and Care Center features a 24-hour ER and 4-bed in-patient hospital and provides comprehensive emergency medical services to the greater Seward area. For situations that can’t be handled on-site, medevac services to Anchorage are available. Providence Seward Mountain Haven, a state-of-the-ar t long-term care facility, opened in 2009 with a capacity of 40 residents. SEWARD COMMUNIT Y HEALTH CENTER

SEWARD MOUNTAIN HAVEN

The clinic provides acute and chronic illness care, emergency care, routine screening exams, well childcare and immunizations, prenatal care, and behavioral health. The NorthStar Dental Clinic provides services to beneficiaries and their family members. Staff travel to four remote villages to provide residents state-of-the-ar t dental care. Other services include family practice, public health, physical therapy, chiropractic care, counseling services, and a pharmacy. EXPECTING PARENTS None of the Seward area medical facilities provide childbir th options. Many expecting parents opt to travel and spend time leading up to their due date in Anchorage or Soldotna. Sports & Recreation TWO LAKES PARK

PUBLIC L ANDS With Kenai Fjords National Park as our backyard, Chugach National Forest our neighbor, and Caines Head State Recreation Area to the south, Seward offers ample ground to play. Resurrection Bay, host to Alaska State Marine Parks and Alaska Maritime National Wildlife Refuge waters, attracts pleasure boaters, anglers, paddlers, and beachcombers.

BEACHES

Along Resurrection Bay you’ll find many accessible beaches, including Lowell Point State Recreation Site, and undeveloped Afognak, and Four th of July beaches.

TRAILS Home to Mile 0 of the Iditarod National Historic Trail, Seward features numerous local trails – perfect for getting out-of-doors, whether on foot, bicycle, horse, cross-country skis, or snowmachine. Be sure to check specific trail-use regulations with local jurisdictions before heading out.

PARKS & RECREATION Seward’s many public parks offer RV’ing, camping, hiking, fresh-water fishing, and picnicking. 14 | S P O R T S & R EC R E AT I O N

The Seward Waterfront Park includes a skate park, a community-built play area, and the Branson Pavilion - perfect for family and group get-togethers. A public walkway and paved bike path along the shoreline connect the harbor to historic downtown. The Seward Community Bike Park is also available for those looking to hone their skills and become more confident on a bike. Seward Parks and Recreation offers year-round oppor tunities to have fun with programs like archery, adult volleyball, and the Urbach’s Youth Basketball League each spring. SPR’s par tnership with the Alaska Vocational Technical Center (AVTEC) opens the vocational school’s gym and recreation area to the public. SPORTFISHING

Public ball fields and the Seward High School gym suppor t a number of intramural spor ts teams, and the high school swimming pool offers regular public access hours - call (907) 2249050 for the schedule.

As home to all five varieties of Pacific salmon, halibut, rockfish, and lingcod, Seward has a well-deserved reputation as one of Alaska’s premier spor tfishing destinations.

There are several organizations for youth spor ts, including the Seward Little League, Marathon Miners Wrestling Club, the Tsunami Swim Club, and The Seward Little League. The Seward Sports Association also offers year-round adult competition, with a cornhole league in the winter, and two recreational slow-pitch softball leagues in the summer. The Kenai Crewsers Rowing Club season runs from April through October with the primary row sites being Bear Lake in Seward, and Kenai Lake in Cooper Landing. KCRC encourages all humans age 14 and up to explore rowing, and hosts an annual regatta on Bear Lake with competitors from around Alaska.

YEAR-ROUND ACTIVITIES Locals find ways to stay active yearround with activities like mountain biking, hiking, trail running, boating and camping. Winter and spring provide more seasonal outdoor adventure oppor tunities. Luckily for us (and yes, we mean luckily) seasonal snow can stick around until May, meaning we get to enjoy skiing, fat biking, ice skating, and more, well into spring. Avid skiers can strap skins onto their skis (or splitboards!) and head into the backcountry where snow peaks beckon, while regularly groomed ski trails around Seward attract nordic skiers of all skill levels. Whether you prefer skate or classic technique, check in with the Seward Nordic Ski Club for the most up-todate trail conditions and upcoming classes and events.

Saltwater fishing is most popular from late June through early September. Seward also boasts abundant shoreline and surf-casting access. Resurrection Bay king salmon, silver salmon, and sockeye salmon may all be targeted from shore during the summer months. In the freshwater lakes and streams surrounding Seward, you’ll find wild and stocked trophy rainbow trout, wild Dolly Varden, lake trout, and Arctic grayling. World-class fly fishing on the renowned Kenai River is less than an hour’s drive away in Cooper Landing. Regulations vary depending on the waters and species being fished, and licensing for residents and visitors differs. Two (2) Nor th Gulf Coast sections (fresh water and saltwater) of Southcentral Alaska regulations are available wherever fishing licenses are sold, and from the ADF&G Division of Spor t Fish online at adfg.alaska.gov.

RACES & TOURNAMENTS Competition can be found in the center of Seward, right at the base of Mt. Marathon. Each year, the Mount Marathon Race is the biggest draw for runners and spectators, but the competition doesn’t stop there. There are several annual spor ting events and races, including the Exit Glacier Race, Lost Lake Run, and Alaska Man Race. Seward is also home to the Seward Halibut Tournament and the Seward Silver Salmon Derby where anglers of all ages compete to reel in winning fish. Seward and the surrounding Kenai Fjords are the ancestral homelands of the Alutiiq/Sugpiaq people who lived in the fjords for centuries, aligning themselves with the natural rhythms of the area. In the Alutiiq language the site of Seward is known as Qutekcak, or “big beach,” and today the Qutekcak Native Tribe serves the multi-ethnic Native community of the Seward area through a variety of social, cultural, and community programs.

NOTABLE NAMES Mary Lowell, an Alaska Native from Nanwalek, settled at the head of Resurrection Bay with her husband Frank in 1884. Frank left, but Mary stayed and built a life and community with six of her children. In 1906, she sold her proper ty to the founders of the new town of Seward, and within a few years it became a bustling epicenter as construction on the railroad began. Three mountains standing tall above Resurrection Bay bear the names Mary, Eva, and Alice for Mary and two of her daughters. Benny Benson was an Alaska Native boy from Chignik, residing at the Jesse Lee Home in Seward. At 14-yearsold he submitted a design for the flag to represent the future Alaska territory. His design was chosen from 700 submissions. The Benny Benson Memorial at mile 1.4 of the Seward Hwy is dedicated to him, and a large peak overlooking Seward is named Benson Mountain in his honor. 16 | LO C A L H I S TO RY & CU LT U R E

Lydia Jacoby, a 17-year-old Seward High School student, shocked the world (but not Seward) when she took home a gold medal in the 100-meter breaststroke at the 2020 Summer Olympics, making her the first Alaskan to win a medal in swimming. The feat is even more amazing once you realize, Seward doesn’t have an Olympic sized-pool. HISTORIC WALKING TOUR Created by the Seward Historic Preservation Commission, the Seward Historical Walking Tour includes 46 sites and 26 interpretative panels throughout Seward showcasing our town’s rich history. Pick up a map at the Seward Visitor Center. MURAL WALK 35+ vibrant murals dot Seward, proudly known as the ‘Mural Capital of Alaska.’ Under direction from the Seward Mural Society, each painting depicts unique local characters and history, while celebrating the natural beauty and spirit of Alaska. Pick up a self-guided tour brochure or check with the group online for a Google map of area mural locations. LIBRARY & MUSEUM The Seward Community Library & Museum is operated in par tnership with the City of Seward, the Resurrection Bay Historical Society, and Friends of the Seward Library, and offers youth programs, computer access, and community resources.

LOCAL MEDIA Seward’s only local radio station can be found at 91.7/106.1 KIBHFM. Free, over-the-air television is available on Channel 7. The Seward Journal, the local newspaper, is available for free at a variety of locations and is published each Wednesday. TSUNAMI WARNINGS A tsunami broadcasting system test alarm can be heard throughout Seward on the first Wednesday of each month at 1:00 p.m. ORGANIZATIONS & ASSOCIATIONS The Seward community is suppor ted by a robust network of non-profit

organizations, trade associations, and education and research institutions. These groups provide a plethora of vital services and resources to local citizens and their families. RELIGIOUS ORGANIZATIONS In the greater Seward area, you’ll find churches of many denominations, as well as non-denominational and interdenominational places of worship. SERVICE & VOLUNTEERING Seward boasts an active service community, with a number of volunteer-run and suppor ted groups providing services and hosting events year-round. MORE LOCAL RESOURCES He Will Provide Food Pantry operates Thursdays from 3:00–6:00 p.m. at 238 Fifth Ave (the City Annex building), with access in the alley between Adams and Washington Streets, behind the Seward Community Library. The volunteer-run Seward Homeless Connection offers laundry vouchers, shower tokens, as well as housing, and financial assistance to help cover the costs of basic needs. First Fridays, organized by the Seward Arts Council, celebrates the work of local ar tists at galleries, restaurants, cafes, and other local businesses. Typically held from 6:00 p.m. to 8:00 p.m., the first Friday of the month, May through September.

With several grocers, liquor stores, gas stations, health food store and a pharmacy, most daily needs can be met in the Seward area. Locals often make the trek to nearby communities like Anchorage or Soldotna for specialty goods or grocery runs.

In and outside of Seward city limits are a number of unique neighborhoods and unincorporated communities that share local services.

KPB contracts with local service providers to maintain high-use public roads. Residents often hire additional services for snow removal or site work on private proper ty.

WASTE MANAGEMENT

Unincorporated communities fall under the jurisdiction of the Kenai Peninsula Borough for sales tax, voting, and public services.

Alaska Waste and Resurrection Recycling both contract for weekly waste pick-up for many area neighborhoods. The local waste transfer station is another free option for local residents.

UTILITIES & SERVICES City of Seward Utilities provides electricity for many of the surrounding communities. Some off-grid neighborhoods utilize gas or diesel-powered generators, with solar and geothermal energy fast becoming a feasible addition for par ts of the year. SCHOOLS Public school bus service for elementary, middle, and highschool is provided for most of the nearby communities along Seward Hwy. MORE COMMUNITIES Continuing nor th on Seward Hwy, you’ll find the communities of Crown Point and Moose Pass, with Cooper Landing west along AK Hwy 1.
