Letter from the President Dear Fellow Members, I am pleased to present this conceptual Master Plan for the future development of Sequoyah Country Club. Over the past several years the Board, Management, the Green, Strategic Planning, Water, Finance, Membership and House Committees have worked with many experts to analyze the club’s critical infrastructure needs, improvements needed to both meet our members’ interest, keep pace with our competition and move toward our Vision for Sequoyah CC. Part of this analysis also included performing an extensive member survey and conducting many conversations with members.

Potential work was broken into three main areas: 1) the golf course; 2) facilities repair and improvements (parking, pool, pool house, and amenities) and 3) water production. As discussed in detail below, the Board of Directors is proposing that the membership approve the implementation of the Golf Course Master Plan and a facilities improvement plan that would address the critical facility needs and many of the desired upgrades to improve our members’ experience and support the long-term health of the club.

The Board decided not to go forward with water production as the price was simply too high. Instead, the goal of improved water security is being addressed through a reduction in water use and greater resistance to droughts. We accomplish this by changing the course turf grass to a lower water use, more drought tolerant hybrid and installing a modern irrigation system.

Additionally, the key considerations in developing the proposal were: 1) having a strong financial plan 2) performing work that would be of long-term value and not have to be redone in the near future and 3) staying true to the Vision for Sequoyah Country Club.

I realize that this is a complex process, and that there are many different perspectives and priorities. The Board has done its best to take all of this into account in developing the proposal. We hope that after examining the material presented, the proposed plan will have your support and vote.

Membership and Operational Needs: Facilities

Facilities: In 2019 and again in 2021, the club conducted a survey of our membership. The survey allowed members to communicate what they wanted from the club, where we were strong and where improvement was needed. Using the survey results, the General Manager and department heads developed an operational plan to address member concerns. In addition, the survey and management identified several areas of concern: ● Site ○ Expand parking to accommodate growing membership ○ Provide safe pedestrian path of travel from parking lot to clubhouse and tennis courts ○ Improve vehicular circulation and drop off ● Clubhouse ○ Add more outdoor areas for casual dining/socializing and recreational activities such as bocce ○ Provide larger area for member and outside events (140-200 guests) ○ Restore the member bar ● Pool ○ Replace current pool as it is well past its life cycle, it is too small for current demand and too short for fitness lap swimming. ○ Renovate/replace dated and small changing rooms. ○ Current pool deck does not accommodate the current demand ● Pro Shop/Golf services ○ So as to provide better service to members and guests, give outside staff a view of parking lot and a bag drop area ○ Move pro shop/outside services closer to cart barn for operational efficiency

Golf: In 2018, after years of deferred maintenance, it was determined that the golf course issues needed to be addressed in a more comprehensive way. The following items were identified through the member survey, a course audit by the USGA and our golf course architect as well as input from staff. ●

Consultants

Sequoyah Country Club hired the team of BCV Architecture + Interiors, Smith+Smith Landscape Architects, and Jay Blasi Design to present long term solutions for a Master Plan for the club’s facilities and golf course. The Board also used a country club consultant to provide guidance and insight into current industry best practices.

Facilities: The architectural design team reviewed the 2019 and 2021 membership survey which outlined the membership’s needs. In addition, they met with the GM and staff to understand the club’s operational needs. The design team also met with the Strategic Planning Committee and a Design Steering Committee comprised of a wide range of members. The team evaluated the current state of our buildings, parking and pool facilities to develop a master plan.

Golf: The Golf Course Master Plan Committee hired Jay Blasi Design to evaluate the course and provide recommendations. In 2019 Blasi prepared a course audit. In 2021, after meeting with members and committees to establish goals, Blasi prepared a conceptual plan.

After review by the Golf Course Master Plan Committee refinements were made and the golf course master plan was submitted to the Board.

Note: A majority of the course costs are in non-negotiable, must-do items to save the course (irrigation, greens, bunkers, drainage, grass, trees, paths.) Voting Eligible members will vote on both the Capital Dues increases and Capital Assessment amounts, as one vote. The proposal measures will be in the ballot package, which contains the Club’s Master Plan elements including golf course, facilities and amenities renovations that we presented with a budget of $26.5mm for the entire project, and schedules of payments.

Vote pass criteria: The motion to increase capital dues and to levy capital expenditure assessments shall pass if: There is a quorum (majority of eligible voters) and at least 66 2/3% of the votes cast are in favor of the motion.

If Vote passes: 11/1/2023: The pre-construction (construction documents, permitting, etc…) process will begin in November. The capital dues increases will start.

Est March - November 2025: At the earlier of the completion of the Facility project or one-month prior to the golf course construction ready to start, the first capital assessment and bridge loan will be required.

Est March - June 2026: At the end of the golf course construction, the second capital assessment will be required.

If Vote fails: The Directors will need to go back to the drawing board to develop a new plan to save the course and repair broken infrastructure.
