Just when we were beginning to think that there wasn’t a shriek too shrill or a gaffe too ghastly for the Gen Hex wing of the Colorado Republican Party, it appears that Colorado Springs’ own West Bro Dave Williams has crossed that line.
Williams, chairperson of the Colorado Republican Party and candidate for Colorado Springs’ 5th Congressional District, set political fire to himself last week when he mass-emailed the planet with a savage missive, credited to the Colorado Republican Party. It landed in email boxes with a giant opener that read, “God Hates Flags.”

If you’re too young to remember the lowly human who coined the original phrase and campaign that Williams tweaked and borrowed, you might have just double-taked on the creepy graphic.
But the rest of the world has not yet forgotten the sick and dangerous antics of one of the nation’s most hateful creepers, The Rev. Fred Philips of the Westboro Baptist Church.
He, and his flock of fellow bigots, made “God Hates Fags” infamous across the globe.
In Philips’ effort to use shock to draw attention to his obsession with sexuality and Baptist mantra, he gave the Westboro Baptist Church all the charm and trust enjoyed by the Nazi Party and Gestapo.
Denounced by even the most evangelical and righteous of the right, this organization and its virulent hate for LGTBQ+ people, Jews, Muslims, Catholics, Barack Obama and women with short hair.
It’s widely viewed as a cult and hate group, which still exists in Topeka, Kansas, and still rants and rages online.
The group is so foul, that even the most indifferent have shunned their existence, and especially their schemes of showing up at the funerals of veterans to light fires with the hate signs and chants.
So you can easily see why Republicans right here in Aurora, across the metro area and across the state are moving fast to force Williams out as GOP chairperson. Led right now by Jefferson County Republicans, they are forcing a statewide meeting to force Williams’ ouster before he lights fire to a political party already smoldering from the likes of Lauren Boebert and Donald Trump.
This is a convenient place to remind readers that Colorado, once run by Republicans like John Love, Tony
Grampsas, Al Meiklejohn, Dottie Wham, Claire Traylor, Norma Anderson, and more recently, Cole Wist and Kevin Priola, now a Democrat, virtually invented state-sponsored abortion rights. And, in a somewhat bi-partisan move, they helped creat same-sex unions before the Supreme Court acknowledged the federal right to same-sex marriage.
Republicans like Aurora City Councilmember Curtis Gardner wasted no time last week after Williams issued his email manifesto, insisting that “Ultimately, these LGBTQ+ reprobates want to groom your children and sexually exploit them so they can normalize pedophilia.”
Gardner said in social media post on X, formerly Twitter,
“I largely try to avoid commenting on partisan issues as City Council is a non-partisan job but I can no longer stay silent on the actions of the Colorado GOP and their latest hateful stunt,” Gardner said. “The Republican Party, and specifically, the Colorado GOP, no longer stands for the issues that I care about — individual rights, financial responsibility, restraint of government, limited foreign intervention, and encouraging economic mobility.”
He’s hardly alone.
What began with dozens of Republicans I know and respect backing toward the door after Trump’s election is becoming a tsunami of “nope.” Rational people don’t want to be associated with the freaky hate, fear and outright lunacy perpetuated by Republicans like Williams, Lauren Boebert and Tina Peters.
These people aren’t leaders in any sense of the past Republican Party in Colorado. They’re unstable nutcases in the limelight and in the same spirit and fashion of Fred Philips.
Anyone who insists that Pride Month is about anything but offering respect and equality to everyone, and that Philips’ infamous hate memes are cute or effective, shouldn’t be permitted to lead.
Good for Gardner and the hundreds of Republicans across the state who’ve stood up to Williams’ terrorist rant, in which he tells his readers to “burn all the pride flags.”

State should meet Aurora’s commitment to resolving domestic violence
Cooler heads on the Aurora City Council prevailed this week as conservatives on the dais helped draw the city from the precipice of complicating the scourge of domestic violence just to score political points.
“I don’t understand why, something this drastic, why we have to rush into it,” Councilmember Curtis Gardner asked. It was just before a council vote to stand down from a misguided plan to close Aurora’s storied domestic violence court system and send hundreds of so-called DV cases to county and district courts.
The plan to do just that came from council members Dustin Zvonek and Danielle Jurinsky. They both said that a recent statewide measure signed into law last week created an unfunded mandate by the state.
They’re certainly right about that.
The measure, House Bill 24-1437, sponsored by Aurora Democratic Rep. Mike Weissman, now prohibits any city court that tries domestic violence cases from hiring jobber attorneys to provide public defense in the cases. It’s the same standard for county and district courts.
Aurora, which modified its city court system decades ago to accommodate the complexity of DV cases — and to ensure better resolutions for victims — has, also, always met that standard.
The new law changes nothing in Aurora, but Jurnsky and Zvonek pushed to close down the Aurora domestic violence court program, essentially flooding courts in Adams and Arapahoe county and judicial districts.
Prosecutors there said it would create havoc.
“Arapahoe County in particular has warned that, without additional funding, such a change could result in justice for victims being delayed,” Sentinel said in a story earlier this week. “According to an estimate by the county, close to 1,600 cases would be moved into its jurisdiction annually as a result of the change, costing upward of $2.45 million.”
There’s no rational argument to support upsetting a solid system that has been praised across the nation for aptly handling an almost always complicated and difficult part of the law.
But Zvonek is absolutely right in questioning why Aurora taxpayers must foot the bill for prosecuting DV cases in city court, taking that shared burden off the state.
The $2.45 million Arapahoe County officials estimate it would cost their legal system doesn’t include Adams County DV cases currently heard in city court. For all practical purposes, only Denver and Aurora keep domestic violence prosecutions in local courts.
While Denver, too, must shoulder the cost of trying these cases in local courts, they are the local courts. Denver, being a city, county and judicial district simply distributes the cost, and state contribution, to suit its own needs.
Aurora, only a city, and split between three counties and two judicial districts, is not compensated for what is clearly, the work of the state and local judicial districts.
There clearly is some specific cost and value associated with Aurora handling these cases.
The value is preventing domestic violence victims, already in crisis, from becoming further victimized by ham-handling cases or even by having to find a way to courts in Brighton to seek justice, or even just a way to keep things together.
Those on the city council who sniff at others saying how arduous it is to make it to Brighton for court have never actually had to ride an RTD bus there. Or they don’t understand how disrupted the life of domestic violence victims becomes when a partner is removed from the house and takes the car.
The cost to the city, however, is most likely between $2 million and $3 million, There’s no logical reason Aurora shouldn’t be compensated either by agreement, mediation or legislation from the state as a matter of fairness and equity to Aurora taxpayers.
The Sentinel will be keen to hear from prospective state legislative candidates about ensuring that issue moves ahead.
Zvonek is also right in pointing out this week that, despite his apparent lack of sympathy for victims and suspects having to travel to Brighton for court dates, that the county and judicial districts should accommodate Aurora by bringing some or all of the courts to us.
Despite Zvonek’s understanding of or appreciation for Colorado history and the role of the “county seat,” he makes a valid point underscored repeatedly for the past 50 years in Aurora: This should be a city-county government like Denver.
The domestic-violence issue needs to be resolved now. The languishing City and County of Aurora conundrum is for another day.


Sorry, but campaign cash comes with strings attached
In Aurora, dark money front groups are being funded by a who’s-who of Republican-aligned donors – but they’re playing in the Democratic primary. Big business, school privatizers, corporate polluters, the apartment association, the realtor’s association, the insurance industry, and the for-profit hospital industry have collectively decided that it is easier for them to buy a Democrat than to run a Republican in north Aurora.
These groups have friendly names like “One Main Street”, “Brighter Colorado Future”, and “We Are Colorado Business” – but their “main street” is gilded by wages stolen from working families. A brighter future for for-profit hospitals and the pharmaceutical industry looks like medical bankruptcy and an early death for people who can’t afford their medicine. Business as usual is why our cost of living is obscenely high and our homelessness rate is skyrocketing. The faceless cowards behind these groups don’t just want to keep things this way. They want to take even more, because our hardship is their profit.
The HD36, SD28, and CCD5 Democratic primaries are a perfect representation of corporate front groups and the far right’s political strategy in Aurora.
One trio of candidates is willing to rubber-stamp an anti-working-class agenda. In exchange, they get propped up by front groups for people who want to keep your wages low, your medicine expensive, weaken consumer protections so they can sell you an unaffordable lemon of a house, continue to use algorithmic apartment pricing so that they can trap people as permanent renters, give Aurorans asthma and cancer by polluting our air and water, and privatize schools so that their kids don’t have to learn alongside our kids.
These are Republicans in Democrat’s clothing.
Thankfully, we have a choice to vote for

Democrats in these races. Bryan Lindstrom is a life-long educator, union organizer, and community activist. He has demonstrated his commitment to working-class Aurorans in his classroom and in his advocacy, and will be a champion for working families as the next representative for House District 36.
Hashim Coates is a Navy veteran, small business owner, and has helped combat AIDS through volunteer work and community organizing. Money comes with strings. We deserve legislators who are backed by and will fight for working-class Aurorans, rather than those who are propped up by shadowy PACs tied to Republican dark money groups. Vote for Coates, Lindstrom, and Weissman by June 25th.

Aurora lawmakers stall proposal to move domestic violence cases out of city courts

proposal to hand all misdemeanor domestic violence cases off to county courts earned a mixed reception at its first Aurora City Council hearing June 10, as some city lawmakers questioned the impact that the shift could have on crime victims.
The item sponsored by Dustin Zvonek and supported by Danielle Jurinsky — both influential conservatives who have authored much of the majority’s public safety policy — was endorsed by a council policy committee last month.
However, on Monday, other conservatives and council members questioned the decision to move the prosecutions out of the Aurora Municipal Court over objections from overlapping counties that they don’t have the resources needed to pick up Aurora’s caseload.
Arapahoe County in particular has warned that, without additional funding, such a change could result in justice for victims being delayed. According to an estimate by the county, close to 1,600 cases would be moved into its jurisdiction annually as a result of the change, costing upward of $2.45 million.
“When we send these hundreds of cases to the counties, they’re not going to get the attention they deserve,” Councilmember Curtis Gardner said. “I don’t understand why, something this drastic, why we have to rush into it.”
Aurora is one of just a handful of Colorado cities that handle domestic violence cases in their
municipal courts rather than forward them to county courts. The City Council decided to move those prosecutions in-house in the 1980s, citing concerns about other jurisdictions not making them a priority.
Pete Schulte of the Aurora City Attorney’s Office said in response to a question from Councilmember Alison Coombs that handing cases off to the counties would likely result in some cases not being prosecuted “as vigorously.”
Zvonek has argued that, by volunteering to prosecute domestic violence, Aurora is “subsidizing” counties and unnecessarily taking on a cost that other cities avoid. He pointed out June 10 that district attorneys are already expected to handle more complex and serious cases of domestic violence that arise in the city.
“It wouldn’t be a new process for them,” he said. “We clearly put a lot of trust in our judicial districts to prosecute domestic violence cases and ones where they reach a felony level. I have enough confidence in our DAs offices that they will prosecute those on behalf of the victims.”
The proposal also comes after Colorado’s General Assembly passed and Gov. Jared Polis signed a bill that would prohibit cities that prosecute domestic violence from providing public defender services on the basis of flat-fee contracts.
Zvonek previously argued that the city should move away from handling domestic violence in case it ultimately decides to privatize the work of the Aurora Public Defender Office. The city re-
ceived no response earlier this year when it asked private law firms to bid on replacing the office.
The version of the proposal that Zvonek brought this week did not specify when it would go into effect. City staffers told council members that outstanding warrants and pending cases could mean the city continuing to move cases through its court for at least a few years after the effective date.
Councilmember Angela Lawson also said she was concerned about the impact Zvonek’s proposal could have on victims of violence, bringing up how prosecuting cases locally spares victims and witnesses trips to county courthouses in Brighton and Centennial for hearings and to obtain protection orders.
“That can mean life or death for a victim,” Lawson said.
Zvonek said he believed the distance victims must travel to attend district court hearings currently was a failure of those jurisdictions rather than the city.
He ultimately agreed to postpone the proposal to a future meeting, saying he agreed the transition process will need to be thought through if the council decided to move forward.
“It would impact a lot of people in our community,” Zvonek said. “There would be a transition phase. I would obviously be willing and open to feedback on that transition date to make this move effective for us and be respectful of the counties who would have to absorb a large caseload.”

Lowry Ranch oil project opponents demand new environmental hearings from Arapahoe County
Environmental activists continue to advocate for the Aurora Reservoir as the possibility of a multiple-location fracking project in the region looms.
The grassroots organization Save the Aurora Reservoir, also known as STAR, presented a petition with “hundreds” of signatures on Wednesday asking for public hearings before the Arapahoe County Commissioners. STAR, as well as representatives from other advocacy groups, stood in front of the commissioners’ office in Littleton on June 5 while demanding action from their elected leaders.
They have for months been protesting against the proposed Lowry Ranch oil drilling project, which has been in the works for years.
“There has been extraordinary public interest in and opposition to these well sites,” Marsha Goldsmith Kamin, president of STAR, said in their online press statement. “It is essential for the Board of County Commissioners to hold full public hearings on these applications to ensure the opportunity for satisfactory stakeholder input and public participation during the review process.”
Also on Wednesday, people spoke about the negative health and environment effects that come from fracking.
“We are here today to demand accountability. We demand transparency into the permit process, and the oil & gas rulemaking process that the County Commissioners promised last year,” advocate Bobbie Mooney said according to a press statement. “We demand a response from Arapahoe County to our petition delivered today, and we demand action — to protect public health, safety, welfare, and the environment, as the law requires.”
Arapahoe County officials were not immediately available for comment.
Civitas Resources, a Denver based energy company, submitted
a proposal for this project in 2022.
According to the state Energy and Carbon Management Commission, this development would involve 166 new wells across hundreds of acres in the region, some on public lands. The new oil and gas locations would be located east of Monaghan Road.
In a recent local hearing among state oil and gas officials, Civitas officials said the project has been amended to accommodate concerns about fracking beneath the Lowry Landfill, an EPA Superfund site relatively near the Aurora Reservoir. Civitas officials said the project would be subject to and would meet state environmental guidelines.
Still, the fracking project has faced resistance from a wide range of area residents and environmentalists, citing its proximity to the Aurora Reservoir and and plans to drill far beneath it. Arapahoe County Commissioners last year narrowly turned down a county hiatus on granting oil-and-gas applications while the county reviewed its permitting process.
Members of STAR say they are unconvinced the amended plan still doesn’t pose undue risk to local drinking water, air and other parts of the community.
Hundreds turned out and spoke against the drilling project during an hours-long public meeting hosted by the Colorado Energy and Carbon Management Commission in May. Another public meeting will be held on June 26.

Arapahoe County commissioners talk progress, pending shortfall at annual summit
Commissioners recapped a year of tackling the economic and social problems facing Arapahoe County, and explained the reasons for a tax question that could appear on the November ballot at their annual State of the County summit Thurs-
day.
“Elected officials have been hitting the pavement the past few months talking about a significant budget shortfall,” Commissioner and chairperson Carrie Warren-Gully told a packed exhibition hall at the county fairgrounds in Aurora.
“It is the elephant in the room that we kept referencing and you all have heard us talk about. … Arapahoe County is facing a choice, and we’re asking residents and stakeholders for your input.”
During the June 6 event, commissioners were mostly optimistic about how the county is adapting to the expectations of the public, including ramping up the work of the Arapahoe County Public Health Department following the demise of Tri-County at the end of 2022.
Warren-Gully spoke about how county health workers have successfully managed an outbreak of meningococcal bacterial infections, started inspections of daycares and other public facilities, and stepped up outreach to individuals addicted to drugs.
She and commissioner Jeff Baker also highlighted the county’s partnerships with cities and other agencies to bring affordable housing developments — such as Overlook at Powers Park in Littleton, a supportive housing complex at Aurora Mental Health and Recovery’s new Acute Care Campus and the Bonsai Flats apartments in Sheridan — to fruition.
Baker described the Arapahoe County Open Spaces Department as a “shining star” within the administration of the county. He mentioned how Arapahoe recently marked the 20th anniversary of the voter-approved sales tax that has helped fund the preservation of 32,000 acres of open space as well as the construction and improvement of about 70 miles of trails.
“Our residents absolutely love our parks, trails and open spaces,” Baker said. “They know that these assets contribute to their quality of life and their health. The program has deep roots throughout the county.”
Commissioner Bill Holen of Aurora alluded to a “special announcement” coming in a few weeks concerning steps taken to ensure the High Line Canal trail network continues to be walkable and open to the public moving forward.
that Arapahoe County would need to make if it is unable to find another source of revenue, the county faces an infrastructure backlog of more than $316 million, including the funding needed to rehabilitate the 41% of county roads that were found last year to be in “poor” or “very poor” condition.
Commissioner Jessica Campbell said 2025 could see $12 million subtracted from the budget of the Arapahoe County Sheriff’s Office along with $3.7 million from Public Works and $4.7 million collectively from the Human Services, Public Health and Community Resources departments. Support for local nonprofit groups might also be cut.
“Those cuts would affect domestic violence support, food assistance, mental and behavioral health programs, substance abuse treatment and more,” she said. “And it would also likely need a decrease in our economic development investments, which create upward mobility for our residents and growth opportunities for our local economy.”
Voters may be asked to approve a property tax increase — costing the owner of a $500,000 home about $13 more per month while raising $74 million for the county — or a new 0.25% sales tax this fall to make up the difference, Commissioner Leslie Summey said.
Campbell said commissioners are continuing a monthslong process of outreach meant to identify what voters want county leaders to do about the shortfall ahead of an August deadline for the county to put a tax increase on the November ballot.
“You’ll be hearing about this a lot over the next few months,” she said. “Funding affects everything we do and our ability to partner with you in our shared work that is much needed for our residents, and to be responsive to those needs of our residents, and prevent increased deterioration and harm.”

The group of lawmakers is coming together at a time when Congress has struggled to keep up with the basics of governing, fractured by political divisions at home and ongoing debate over the U.S. role in the world amid the Russian invasion Ukraine and the Israel-Hamas war.
A spokesman for Waltz said the lawmakers all landed safely.

Holen and others also talked about how the county used federal COVID-19 relief funds to support businesses and residents during the pandemic, including through grants, rent assistance and programs meant to reduce homelessness.
The imminent depletion of those funds is one of the forces driving the budget shortfall of more than $35 million that is expected to hit county coffers in 2025.
Other factors mentioned by commissioners include the limits on property tax collection imposed by the so-called state Taxpayer Bill of Rights and residents’ expectations for services increasing along with the cost of doing business.

A contingent of U.S. lawmakers from the House of Representatives made a commemorative parachute jump June 7 at Normandy marking the 80th anniversary of D-Day and the historic assault that launched the end of World War II.
Organized by Rep. Mike Waltz, R-Fla., and Rep. Jason Crow, D-Colo., the bipartisan group included 10 congressmen, all veterans, making the trek to France to honor and pay tribute to the U.S. and Allied troops at a defining moment at home and abroad.
“Making the same jump those units did 80 years ago is an important way to honor those veterans and remember that America is at its best when we put aside self-interest,” said Crow, “and do great things for the betterment of our

Firefighters rushed in with hose lines and soon rushed out with the cat, Logan said.
“Firefighting efforts were completed quickly and efficiently, bringing the fire under control, preventing further damage to the home, and preventing it from spreading into adjacent houses,” according to Logan.

Woman in Aurora shot in the leg seriously injured
An unidentified woman in northwest Aurora was shot in the leg and seriously injured early June 7, police said.
Officers were called to reports of a shooting just after midnight Friday at a duplex near the 15600 bock of East 13th Place in north Aurora.
“A 34-year-old woman had been shot in the leg,” police said in a statement. “She was taken to a local hospital for treatment.”
Police officials said she was seriously injured by the gunfire.
“No suspect information at this time and no arrests have been made,” police said.
It’s unclear if the shooter was known to the victim, police said.

Police calls result in booze ban and early weekend closing of Aurora Reservoir
City officials are temporarily banning alcoholic beverages and limiting weekend evening hours at the Aurora Reservoir, beginning this weekend, in response to increased police calls to the popular venue in southeast Aurora.
“Several isolated incidents, and not one single incident, led to staff raising concern to city management in order to mitigate any future incidents,” Aurora spokesperson Ryan Luby said in a statement.
Police officials said the calls focused mainly on intoxication and behavior.
The changes are intended to “improve the guest experience and safety,” according to a statement from the city of Aurora.
Officials said that the bulk of the issues occur on weekends, and especially on Fridays, so the reservoir will close early on those two days, at 6 p.m.
The reservoir is generally open from 5:30 a.m. through about 9 p.m.
Neither possession nor consumption of alcoholic beverages will be permitted at any time.
“Park rules prohibiting loud music will also be strictly enforced,” officials said. Also, visitors can expect “heightened security,” but officials did not detail what that entails.
“The changes will not have an impact on prescheduled, permitted, large-scale events or any other Parks, Recreation and Open Space facilities or parks,” city officials said in a statement.
“Aurora Reservoir is a beautiful and unique space within the city, and one that we want all guests to be able to enjoy,” Parks, Recreation and Open Space Director Brooke Bell said in the press statement. “We are making these changes to improve the experience for all guests and to assist our staff in managing the large crowds we see during the warmer months.”
Last week, Arapahoe County Sheriff deputies were called to Cherry Creek reservoir to respond to calls of shots fired in the early evening.
Aurora officials say there is no connection between issues they’ve seen at Aurora Reservoir and unruliness at Cherry Creek State Park reservoir.
“Deputies say someone fired shots into the air during a music event which several hundred people were attending,” sheriff officials said in a June 2 social media post. “The crowd quickly dispersed and fortunately, no one was injured.”
Two unidentified men were arrested.
State parks officials said visitors always increase on the weekends, and so, too, does more noise, more trash and more drinking, said Colorado state parks spokesperson Kara Van Hoose.
“We have seen an uptick in disturbances this year starting in April at Cherry Creek,” she said.

Vast majority of APS students surveyed say they feel safe at school
Most Aurora Public School students reported feeling safe, both physically and psychologically in schools, according to data from the district’s climate survey.
Superintendent Michael Giles presented the results of the annual student climate survey, which reveals students’ thoughts on safety in classrooms, hallways and bathrooms. However, Giles also acknowledged that the data is skewed due to lower participation among students and changes to the survey from the past.
In previous years, the survey discussed overall safety in school but did not differentiate between physical and psychological safety.
District documents state that this year, the survey was modified to provide more insight on physical safety. Therefore, there is no comparative data for students’ thoughts on physical safety. But there is comparative data for students’ thoughts on psychological safety.
According to district information, students were asked questions like, “how physically safe do you feel in the classroom,” and had to respond with one of three answers: “somewhat safe,” ”mostly safe,” and “very safe.” The district categorized the latter two responses as a positive response.
Recent data shows that, overall, 78% of students who responded to the survey positively said they felt physically safe in school. More students reported feeling safe in classrooms than in the hallways or bathrooms. Giles explained that this could be because of adult presence in the classrooms.
Fewer students felt psychologically safe in schools, with 74% responding positively to the survey.
Students in this survey were asked
about being teased and bullied in school, as well as feeling a sense of belonging in school.
Last school year, 83% of students responded positively to the survey. District documents reiterated that low student participation may have contributed to the decline in the number of students queried, but that the district will continue to provide mental health support to students.
When speaking about student participation for the surveys, Giles said it may be because the survey was sent out around the same time that students had to take standardized tests. He also said that it can be difficult to make time during class
for students to do this survey. The district received about 20,000 responses from students from fifth grade to 12th grade, which makes up less than a quarter of the student population in those grades. Of those responses, 10,458 came from high school students, which primarily reflects the views of students in one school. District documents did not specify which high school. Only 7,484 responses came from students from sixth grade through eighth grade, and only 2,563 responses came from students in fifth grade.

NEARLY $300K FROM GROUP WITH HIDDEN DONORS POURS INTO AURORA DEMOCRATIC LEGISLATIVE PRIMARY
Hundreds of thousands of dollars from a group that appears to be maneuvering to hide its donors is pouring into Democratic state Senate primary in Aurora, raising questions about the organization’s intentions and how it may affect the trajectory of the race.
Representation Matters has spent $271,000 thus far on mailers, digital ads and canvassing to help Aurora attorney Idris Keith in his Senate District 28 race against state Rep. Mike Weissman. Keith has the backing of business groups, while Weissman is endorsed by a slate of his Democratic colleagues in the legislature, as well as union, environmental and progressive groups.
The district is so favorable to Democrats that whoever wins the June 25 primary will almost certainly win in November, too.
The big spending in the district, which in total accounts for about 20% of all the $1.7 million in outside spending on state legislative primaries reported through midday Thursday, reflects how much of an impact individual senators can have on how legislation fares in the Capitol. Over the past two years, progressive housing and drug policy bills have been blocked in Senate committees where there is a one- or two-vote Democratic majority.
There are a handful of Democratic legislative primaries where outside groups are spending money to help more moderate candidates beat their more progressive opponents.
Weissman, a lawyer who served eight years in the House, including as the chair of the House Judiciary Committee, is decrying the spending.
“I’m surprised and dismayed to see this very large amount of essentially untraceable mystery money coming into north Aurora and Colorado,” he said. “For eight years as a representative I have tried to go to bat for my district and my city … to stand up for working families, even if that means taking on powerful interests.”
In an interview with The Colorado Sun, Keith likewise condemned the “infiltration of big money into our political campaigns.” He highlighted how he’s agreed to adhere to the state’s voluntary donor limits, which allows him to collect larger individual donations but caps his campaign’s spending at $141,950.
Representation Matters, as an independent expenditure committee, which is similar to a super PAC, cannot coordinate with Keith’s campaign.

The Representation Matters mailers and ads seen by The Sun have so far all been supportive of Keith and don’t attack Weissman. They feature photos of Keith with his children and say he will “stand up to racism in state government” and “fight to protect women’s rights.”
The ads have been featured on SentinelColorado.com, with notices posted they are paid for by Representation Matters. Sentinel Colorado political advertising policy requires all political ads feature such a notice, but the advertising sales department does not disclose buyer details, according to Sentinel Colorado.
Following the money
Because of how Representation Matters was formed and funded, it’s unclear who is paying for the group’s work.
The committee filed with the Colorado Secretary of State’s Office on May 20 with the express purpose of helping Keith get elected. That was three days after one of its pro-Keith mailers was sent out.
State campaign finance filings show Representation Matters received $320,000 on May 22 from a different state spending committee called Brighter Colorado Futures.
Brighter Colorado Futures registered as a committee on May 10 and received $315,000 from a federal super PAC called Democracy Wins on May 21.
Democracy Wins registered with the Federal Election Commission on May 13 — and it won’t have to report its donors until July 15, nearly three weeks after the June 25 primaries in Colorado. When it reports its donors, it may be that it is funded by a political nonprofit that doesn’t disclose where its money came from. The group’s website portrays it as working to defeat Republican U.S. Rep. Lauren Boebert.
All of Representation Matters’ expenses to support Keith thus far occurred before the May 26 deadline after which such spending has to be reported within 48 hours. That kept the group’s spending secret for more than two weeks after the first mailer went out.
It’s not atypical for large sums to be spent on legislative primaries or general elections in Colorado, but it always happens with a purpose. The funds often come from an issue group hoping to advance a cause or a wing of a political party hoping to expand their ranks. Since Senate District 28 is a safe Democratic seat, it’s unlikely to be the latter.
A closer look at Senate District 28
Senate District 28 is currently represented by Democratic Sen. Rhonda Fields, who is term-limited and running to be an Arapahoe County commissioner. She hasn’t endorsed a successor.
“I want the people to make their decision,” she said of why she hasn’t made an endorsement in the primary. “We have two very confident, capable candidates.”
She said Senate District 28 residents are increasingly facing food and economic insecurity, and that she believed Weissman and Keith have solutions to address those issues.
The district is highly favorable to Democrats. Fields won her 2022 reelection bid by 37 percentage points.
The district is 39% Latino, 32% white and 18% Black, according to 2022 census numbers. That is much more diverse than most of the legislative districts in the state. Weissman is white. Keith is Black.
Keith’s donors include small-donor committees operated by the Colorado Medical Society, Colorado Association of Realtors, Colorado Apartment Association, Apartment Association of Metro Denver and COPIC, the state’s medical malpractice insurer. His website features endorsements from the Colorado Chamber of Commerce, the Colorado Medical Society and the Colorado Association of Realtors.
Weissman’s donors include committees run by several unions, the Colorado Trial Lawyers Association, Conservation Colorado and Healthier Colorado. Weissman has endorsements from 10 Democratic state senators, Attorney General Phil Weiser and U.S. Rep. Jason Crow, as well as the Working Families Party, Colorado AFL-CIO, Colorado Education Association and Colorado Ceasefire.
Keith has raised $67,000 compared with the $109,000 raised by Weissman. Keith had spent $54,000 and had $13,000 in cash as of May 29, while Weissman had spent $32,000 and had about $77,000 in cash.
Weissman hasn’t benefited from the same level of political group spending that Keith is receiving, but in the past week three groups have started spending to support him.
Conservation Colorado Victory Fund, an environmental group, has spent $30,000 on two mailers supporting Weissman. Colorado Labor Action, which backs pro-union candidates, has spent about

$30,000 on canvassing and ads for Weissman.
Better Schools for a Stronger Colorado spent $66,000 for digital ads supporting Weissman and opposing Keith, along with about $6,000 on phone calls supporting Weissman. Better Schools is funded primarily by Stand for Children, a nonprofit based in Portland, Oregon, that doesn’t disclose its donors.
Keith was originally running this year to represent House District 36. He switched to run for state Senate in August. He ran for a seat on the Aurora City Council in 2021, but dropped out of the contest before the election, saying he wanted to devote more time to his family. Keith also ran unsuccessfully to be an Arapahoe County commissioner in 2020, losing by about 150 votes to his Republican opponent. The Democratic primary in Senate District 28 is far from the only contest where groups with unknown donors are spending money.
For instance, State Rep. Elisabeth Epps has been targeted by tens of thousands of those hard-to-track dollars in her House District 6 Democratic primary race against Denver attorney Sean Camacho.
Fighting For a Stronger Colorado is an independent expenditure committee formed in February that’s sent four mailers to voters in the district since mid-May at a cost of about $57,000.
The group had raised $66,000 through June 3, roughly $55,000 of which came from Citizens For a Great Denver, a political nonprofit that doesn’t disclose its donors. The nonprofit helped block Candi CdeBaca from being reelected last year to the Denver City Council.
Fighting For a Stronger Colorado also received $8,000 from the Colorado Democracy Action Fund, another state-level super PAC that has been entirely funded by donations from Education Reform Now Advocacy, a national political nonprofit that doesn’t disclose its donors.

Aurora Fire Rescue steps up medic training with repurposed ambulance
‘IT’S VERY, VERY HARD TO MIMIC A REAL CALL AND THE ADRENALINE OF THAT HAPPENING’
BY MAX LEVY, Sentinel Staff WriterTraveling at speed and hemmed in by an arsenal of equipment, the back of an ambulance is hardly the ideal place to provide life-saving medical care.
However, it’s the environment paramedics find themselves in every day, as they rush injured and dying patients through traffic to hospitals and make the most of their limited space and gear.
Aurora firefighters, too, may find themselves in the back of an ambulance as they hand patients off to Falck Rocky Mountain crews — a circumstance that Aurora Fire Rescue hopes to better prepare its members for with the help of a new, fully-equipped training ambulance.
“Most of the time we get there without an ambulance yet, and so we’re trying to train all of the way through showing up on scene with our kits, starting the call, having the ambulance show up and then getting in the back of the ambulance and working in the back,” Aurora Fire Rescue medic and field instructor Amber Dawson said.
“It’s very, very hard to mimic a real call and the adrenaline of that happening,” she said. “This helps us do that. It helps pull all of the pieces together.”
With the help of an ambulance donated by Falck and close to $90,000 in other donated and purchased equipment, Aurora Fire Rescue is trying to replicate the real-world conditions of prehospital care in a mobile training lab that the agency plans to rotate among its 17 fire
stations to keep firefighters’ skills sharp.
The vast majority of calls handled by Aurora Fire Rescue involve a person or people requiring medical care, the agency’s medical director, Eric Hill said. All Aurora firefighters are expected to have or earn their certification as an emergency medical technician, and until recently, all were expected to go through the more demanding paramedic certification process.
The training lab’s interior has been set up to mimic the inside of a working Falck ambulance. Other equipment used in conjunction with the lab includes an anatomically-accurate dummy that medics fitted with an oxygen mask, intraosseous medication drip and heart monitor during a simulated response to a heart attack May 31.
Instructors controlled the heart monitor to simulate different stages of cardiac emergency and provided other feedback through monitoring equipment in the lab that medics were expected to respond to once the dummy was loaded into the ambulance.
“The idea is to bring the most realistic training environment we can so they can practice this,” Hill said. “And Aurora is pretty spread out. Because this thing is mobile, we can literally go to different stations and move around.”
Investing in the oversight and training of paramedics has been one of the priorities of Chief Alec Oughton since he joined Aurora Fire Rescue last year.
Oughton compared the certification process for paramedics to “drinking from a fire hose” and said continuing education is particularly important for providers working
in a field as intricate as prehospital care.
“A typical part-time paramedic program is maybe two years,” Oughton said. “There’s a ton of complexities. You’re asking people to walk into any number of different scenarios where they might have 10% of the information.”
During his tenure, the chief has also re-established the agency’s medical branch to improve oversight of paramedics and rolled out numerous policy changes to comply with and build on the requirements of the consent decree reform agreement that also involves the Aurora Police Department.
Related to the consent decree, the rollout of the lab comes as the agency grapples with the convictions of Jeremy Cooper and Peter Cichuniec for their roles in the 2019 death of Elijah McClain.
Since the convictions, about 11.7% firefighters certified to work as paramedics have told Aurora Fire Rescue they are no longer willing to provide the more advanced level of care associated with the certification, commander Brandon Sauder wrote in an email.
Instruction through the mobile lab will be provided by medics such as Dawson as well as dedicated medical staffers employed by the agency to firefighters at a variety of education levels.
“I think this is just an example of how special, and creative, and caring our folks are,” Oughton said. “I think it’s really going to bear fruit.”

Fazal Sheikh: Thirst | Exposure | In Place is an exhibition created from three projects photographer Fazal Sheikh made on the Colorado Plateau from 2017 to early 2023. Sheikh’s portraits and landscapes shed light on the far-reaching consequences of extractive industry and climate change.
The exhibition presents Sheikh’s recent work in three interrelated sections: Thirst is a new series of aerial photographs that document the decline of the Great Salt Lake in northeast Utah, which is shrinking due to overconsumption and dwindling rain and snowfall. Exposure examines the impacts of uranium, coal, oil and natural-gas extraction on the American Southwest and on its Indigenous inhabitants. In Place evokes the enduring landscapes of the Bears Ears region in Utah, bringing Sheikh’s photographs together with contributions from scientists and Indigenous communities in and around Bears Ears in southeastern Utah.

From the first swing of a golf club in March to the last pitch on the final day of the baseball season in June, the recently completed 2024 spring prep sports season is chalk full of things to reflect on for Aurora’s high schools.

AURORA CENTRAL
The most significant achievement of the spring for the athletic program at Aurora’s oldest high school came on the baseball diamond, where the Trojans captured the Col-
orado League championship and qualified for the Class 4A regional postseason. Aurora Central avenged two losses to Adams City with a 9-7 victory that earned coach Donald Gomez’s team an automatic postseason berth. The Trojans’ season ended at 11-10 (an improvement from a 7-14 2023) after which Gomez was hailed as the league’s Coach of the Year while four players — senior Aron Gardea, juniors Jorge De Los Santos and Jose Gomez, and sophomore Toby Sanchez — received all-league first team accolades. ...Aurora Central’s girls tennis team finished 7-2 overall in dual matches and had two first team All-Colorado League performers in seniors Alexandra Flores and Kassandra Flores at Nos. 2 and 3 singles, respectively. ...The Trojans finished 4-7-4 on the girls soccer pitch, which represented double the combined win total from 2022 and 2023 (1-13-1 each season).

The track yielded the most notable achievement for the school in the spring, as the boys track team repeated as Class 5A state champions and did so in style. Coach Chris Faust’s group accrued more points than any boys team had at the meet in two decades with 111. Junior Peyton Sommers racked up 40 of those points with a sweep of the 100, 200 and 400 meter dashes and brought home the 4x200 meter relay title as anchor of a team that also included seniors Jayden Hughes and Kahari Wilbon, and junior Nick Hoffsetz. The Cougars had eight other athletes who scored in at least one individual event (Wilbon in two), and all four relay teams placed in the top seven in a complete performance. The Cherokee Trail girls finished eighth as a team and had a state champion of their own in junior Kaeli Powe, who grabbed gold in the triple jump, placed in the top three in three events and top nine of four. ...The Cherokee Trail baseball team had another outstanding campaign that ended in the 5A Championship Series. The Cougars were the Centennial League Challenge runner-up to Cherry Creek (the eventual state champion) and finished 1-2 in the double-elimination Championship Series. Senior Logan Reid earned Centennial League Pitcher of the Year honors, while fellow seniors Akoi Burton and Braeden Reichert joined him on the all-league first team. ...The boys swim team — in its first season under Kevin Chatham as head coach — made a big rise at the 5A state meet and finished 11th. Three individuals scored in two events — including junior sprinter Bronson Smothers, a two-event championship finalist who was a league champion as well in the 200 freestyle — and two of three relay teams made the championship final. ...Cherokee Trail’s girls lacrosse team made it to the Class 4A state quarterfinals for the first time in program history, with a 12-5 campaign coming to an end with a three-goal loss to 2023 state champion Mead. Senior Kyla Bieker, junior Lorelei Gearity and senior Aubrey Benton all finished in the top 10 in 4A in total points and all three made the All4A East League first team along with junior Abby Vanzant. ...The boys volleyball team had the Centennial League Player of the Year in senior John Clinton, who helped lead the way in an 18-9 season that ended in the state tournament with two close losses. Clinton and senior Chase Jensen were all-league first team picks. ...The girls soccer team had the Centennial League’s co-Player of the Year in senior Kiana Sparrow and the league’s Coach of the Year in Jose Rosales and another all-league first teamer in senior Andi Hiatt during a season that saw the Cougars finish 5-8-3. Cherokee Trail’s postseason lasted just one game in a loss to Ralston Valley. ...The boys lacrosse team finished with a 4-12 record, but received one of the last spots in the 5A state tournament and nearly pulled off an upset before falling 11-10 in the first round. Senior attackman Nate Gilmore made the All-League 4 first team. ...The girls tennis team finished 6-3 in dual matches and earned a win at the Amy Howe Invitational, but IB testing on the final day of regionals essentially ended the Cougars’ hopes of having any 5A individual state tournament qualifiers. ...The new-look Cherokee Trail girls golf team had a pair of 5A state qualifiers in freshmen Brinnon Cook and Kaylee Saul, who finished 65th & 66th in the individual state standings in a field of 84.
EAGLECREST
The 5A state track meet turned out to be epic for the school’s boys and girls programs, who combined to each finish fourth in the team standings with two state championship-winning relays apiece. The Eaglecrest girls got gold medals in the 4x100 and 4x200 meter relays from a group with one representative from each class in senior Anaya Ewing, junior Jaylynn Wilson, sophomore Tatum Gratrix and freshman Zenobia Witt, while Witt’s memorable first state track meet also included a state championship in the long jump in addition to anchor status on both relays. Seniors Eric Hill and Peace Warah, and juniors Noah Brown and Eric Hill gave the school a 5A sweep of the 4x100 relays, while Warah followed senior Cam Chapa and juniors Thierry Asare and Evan Keppy with a thrilling win in the meet-ending 4x400 relay. As an added bonus, the Eaglecrest boys also won the Centennial League team championship. ...The boys volleyball team — coming off a state runner-up finish in 2023 — again qualified for state and went 1-2 to finish a 21-7 season. Juniors Jackson Shaw and Matthew Dye, and sophomore Dillan Ancheta made the All-Centennial League first team. ...The Eaglecrest baseball team surged in the final week to earned the No. 32 seed in the 32-team 5A regionals and promptly turned the tournament on end with a 5-1 win over No. 1 Fossil Ridge. able to get past rival Grandview to make the 5A Championship Series, but finished 13-12 (with two more wins than in 2023). Senior John Rossi and juniors Cosme Vera and Noah Brown were All-Centennial League first teamers. ...The boys lacrosse team won The Hammer traveling trophy from rival Smoky Hill as part of a 7-8 season. Senior Everett Breniser and junior Clayton Turner were All-League 1 first teamers. ...The girls soccer team finished 7-1 in non-league play and 7-7 overall with an All-Centennial League first teamer in uniform in junior Annika Boex. ...The girls tennis team saw sophomore No. 1 singles player Natali Marshall earn the program’s first spot in the 5A state tournament since 2016. She lost her lone state match.
GATEWAY
The school’s girls soccer team had a historic season from the first game of the year, which was a 1-0 win over Hinkley,
which hadn’t lost to Gateway in at least 15 years, while the Olys would finish a 12-2 season that included two losses to Adams City. They qualified for the Class 4A state playoffs and dropped the program’s first postseason contest in at least two decades to No. 2 Northfield. Seniors Kee Awi and Maria Herrera along with sophomore Ruth Salazar were picked to the All-Colorado League first team. ...History also occurred in girls golf, as senior Maddie Dossey became the school’s first state tournament qualifier since 2012. Dossey was the Colorado League Player of the Year and made the all-league first team along with senior Ahnijah Dawson. ...The boys volleyball team remained consistently competitive in its third varsity season with a 13-10 record. Senior Joseph Thomas and junior Vincent Johnson earned All-City League first team nods. ...The baseball team earned one more win than last season as it went 9-12 with a big difference in pitching and defense. The Grandview girls team finished fifth in the team standings at the Class 5A state track meet behind a big career final act for senior Gabriella Cunningham. The Louisiana State-bound star had a “beautiful” final meet with state championship victories in the 100 and 300 meter hurdles, while she added a fourth place in the 100 meters. Sophomore Sasha Kennedy finished in the top seven in both events as well to make the hurdles Grandview’s source of

strength (and points). ...The boys swim team had a fantastic finish to its season, which saw the Wolves finish in ninth place in the 5A team standings. Grandview swimmers made seven team records fall in all during the meet, while junior Oliver Schimberg repeated as the state champion in the 100 yard backstroke. Schimberg also teamed with seniors Alex Stinemetze and Evan Higgins, and junior Ethan Finlay on a 200 yard medley relay team that was second, which is the highest relay result in program history. ...The baseball team qualified for the 5A Championship Series for the first time since 2019 and advanced all the way to the second-to-last day of the season before an 11-9 loss to eventual state champion Cherry Creek. The Wolves finished 3-2 in the Championship Series (both losses came to the Bruins) and finished 19-11 overall. Juniors Justin Dean and Jax Pfister earned spots on the All-Centennial League first team. ...The boys volleyball team got an influx of talent in fresh-

The Wolves were led by co-Centennial League Player of the Year Samantha Maroni and two other all-league first teamers in junior Isabelle Rogers and sophomore Isis Prestwood. ...The boys lacrosse team rocketed from two wins in 2023 to nine and a 5A state playoff berth. The Wolves were led by senior Joe Alie (who led the state in goals scored with 60), who made the All-League 4 first team along with senior Liam Szarka. ...Senior Caro-
line Ryan made the 5A girls golf state tournament for a fourth time and placed 20th, while senior Ella Wheeler and sophomore Jean Lim also played in the season-ending tournament. ...The girls tennis team saw the No. 3 doubles team of seniors Quincy Muntean and Maddie Mayer qualify for the 5A individual state tournament. The duo lost an opening round match.
HINKLEY
The boys volleyball team carried the headlines of the spring season at the school, as a squad led by a huge group of seniors — and guided by Paul Reyes, who celebrated a quarter century of coaching — finished 17-7. The Thunder earned seven more wins than the previous season and qualified for the regional postseason, but lost twice in a bid to make state. One of the impact seniors, setter Ammon Fifita, made the All-City League first team. ...The girls soccer team finished with a 5-10 record and had one All-City League first team performer in senior Rut Salinas. ...Hinkley did not have any qualifiers for the state track meet, but the boys finished 12th in the team standings at the City League Championship meet. ...Hinkley has been home to the Aurora Public Schools co-op boys swim team in the past, but there was not a team this season.
OVERLAND
A small contingent for the boys track team made a huge amount of noise at the 5A state meet, as three individuals — senior Wondame Davis Jr., junior Jarrius Ward and sophomore Zumari Stivers — combined to earn 38 points and place Overland fifth. Ward won the discus championship with a state meet-record throw of 203 feet, 4 inches, and also placed second in the shot put, while Davis Jr. won gold in the long jump along three top-eight finishes and Stivers was fourth in the 110 meter hurdles.
...Junior Chad Hamilton placed 18th in the 1-meter diving competition at the 5A boys swimming state meet to earn three points, which put Overland 28th. ...The boys volleyball team finished 7-15 and had an All-Centennial League first team selection in senior Ahmed Diallo, who started strong, but missed much of the season due to injury. ...The girls soccer team bumped its win total up one from 2023 with a 3-10-2 season.
RANGEVIEW
The baseball team improved by a win from the previous season with a 7-15 campaign that included a seven-inning no-hitter throw by senior Max McGinnis, who earned an All-City League first team nod. ...The 5A state track meet saw three Rangeview athletes — senior Jaheim Alexander and freshman Yasin Sekue on the boys side and junior Maddie Kilmer on the girls — earned podium spots. Alexander lost the boys 110 meter hurdles state title by a fraction of a second, while Sekue (the City


League champion) placed ninth in the high hump and Kilmer took fifth in the girls long jump. ...The boys volleyball team earned one more win than in 2023 with an 1112 mark. ...The girls soccer team finished with a 5-9-1 record with a group led by All-Class 5A City League first team picks in senior Jazlyn Yomona and junior Hazel Bonansinga. ...The co-op boys lacrosse team finished 4-10 — up a win from last season — with a group that included senior Jibreal Jones, who made the All-4A Metro League first team. ...The girls tennis team didn’t have home courts to play on, but finished 6-3 in dual matches. ...The girls golf team had a qualifier for the 5A state tournament in senior De’Coda High, who was unable to play in the tournament. ...Junior Shylin Collins piled up 40 goals for the Rangeview girls lacrosse team and was joined on the All-4A East League first team by sophomores Olivia Meldahl and Jazmyn Nunez.
REGIS JESUIT
The boys swim team saw its quest for a third straight 5A state championship come to end, but brought home a trophy for a runner-up finish behind Cherry
Creek. The Raiders did not have an individual state championship, but had three top-six relays and 13 individuals earned points as they made at least one championship or consolation head. Junior Reid Magner came closest to a state title with a runner-up finish in the 200 yard individual medley. ...The baseball team earned prime position going into the final weekend of the 5A Baseball Championship Series but fell short in its quest to win its first state title since 2019. The Raiders lost twice to Cherry Creek on the final day of the season — 11-1 and 5-2 — to finish 22-8. Seniors Andrew Bell, Liam Mosley and Trevor Nordstrom were honored on the All-Continental League first team. ...The boys lacrosse team welcomes a new coach in Ross Moscatelli and finished in the same spot as 2023 with a 5A semifinal loss to Valor Christian. Regis Jesuit upset Cherry Creek in the quarterfinals before falling to the eventual state champion Eagles to finish an 11-7 season. Seniors Connor Nesbitt, Gordon Reynolds, Jamie Rosenzweig and Henry Warta,
at the 5A state meet as senior Daniel Yi (100 yard breaststroke) and junior Ian Noffsinger (500 yard freestyle) earned second place individual finishes. At the end of the meet, Yi — who had won the prestigious Hoyt Brawner Award as the state’s top swimmer/scholar/athlete earlier in the season — was chosen as the 5A Swimmer of the Year and Scott Cohen was voted 5A Swim Coach of the Year. ...The girls track team excelled in the hurdles events and sophomore Kiyah Enoch and junior Aniya Sigars scored in 100 hurdles (Enoch also made the 300 hurdles final) and teamed with Darian Smith and Danica Azumah on the sixth-place 4x400 meter relay to help the Buffaloes tie for 23rd in the 5A girls team standings. ...The boys lacrosse team scored 35 more goals and allowed six fewer than the previous season in a 5-9 season that saw senior Brady Smith make the All-League 1 first team. ...The girls soccer team ceded 11 fewer goals and scored four more than the prior season, but finished with the same 4-11 record. Senior Brooke Roth achieved All-Centennial League first team status. ...The baseball team finished with a 5-18 record as senior Dash Deavers earned a spot on the All-Centennial League first team.
VISTA PEAK PREP

The Bison defeated Valor Christian, but lost to Fountain-Fort Carson in four sets with a spot in the state tournament on the line. Junior Tristan Rowley garnered City League Player of the Year honors and made the all-league first team along with seniors Benjamin Allred and Kaiyan Ivey. ...Better offensively and defensively, the baseball team added five wins to its total from 2023. The Bison scored 42 more runs and gave up 22 fewer in a 16-6 campaign. Senior Brian Herrera along with sophomores Abel Salinas and Domenic Montoya made the All-City League first team. ...In girls golf, sophomore Sophia Capua had an outstanding season that ended in her second career trip to the 4A state tournament, where she finished 26th. ...The Vista PEAK Prep boys track team finished as the City League runner-up (with help from senior Nathan Hunholz, the shot put champ) and scored three points at the 5A state meet. Those came from the seventh place finish of Marcel Evans Jr., Dhanavan Rashad, Leyton Youmans and Isaiah Watson in the 4x200 meter relay. ...The girls tennis team won its last six dual matches to finish 6-6, but did not have any state qualifiers. ...The girls soccer team had a 3-92 final record with senior Kaylynn Stewart and sophomore Goretty Vazquez De Leon representing the program on the All-Class 5A City League first team.

Título del proyecto/programa de revisión amplia de nivel 1: Programa de sitios dispersos de Aurora Propósito: Crear unidades de vivienda asequibles, seguras y funcionales para la ciudad de Aurora. 1. Preservación Histórica: Si una propiedad tiene más de 50 años o está dentro de un distrito histórico, se consultará a la Oficina Estatal de Preservación Histórica (SHPO) sobre cómo proceder.
2. Reducción del ruido: Si la propiedad se encuentra en un área de ruido peligroso (más de 65 decibeles), el proyecto deberá implementar mitigación de ruido para la propiedad.
3. Material peligroso: Si hay instalaciones de desechos peligrosos cerca de la propiedad y se determina que son peligrosas para el área, es decir, violaciones de la EPA, entonces se debe remediar la contaminación o el sitio será rechazado.

Los fondos CDBG no se utilizarán para la rehabilitación de estructuras ubicadas en un Área Especial de Riesgo de Inundación (SFHA).
6. Contaminación y Sustancias Tóxicas
Las revisiones específicas del sitio utilizarán el programa de mapeo NEPAssist de la EPA, junto con inspecciones visuales para identificar cualquier problema de contaminación. Si hay problemas de contaminación presente, la ciudad determinará si el proyecto puede cumplir o si el proyecto no puede continuar.
Costo estimado del proyecto: $1,050,000

CERTIFICACIÓN AMBIENTAL

On or after July 1, 2024 the City of Aurora will submit a request to the HUD CPD Region VIII for the release of HOME Investment Partnership Program funds under Title II Section 288 of the of the CranstonGonzalez National Affordable Housing Act (as amended), to undertake the following project:
Tier 1 Broad Review Project/Program Title: Aurora Scattered Sites Program
Purpose: To create safe and functional affordable housing units for the City of Aurora. The city has a great need for this type of housing and this program will help the City of Aurora meet 5-year Consolidated Plan goals.
Location: The program will be restricted to the City of Aurora. The sites will be selected as they become available as there are no current addresses planned for the program.
Project/Program Description: Elevation Community Land Trust (ECLT) will acquire up to 15 homes for the purpose of creating permanently affordable homeownership opportunities in Aurora. ECLT will acquire homes on the market, invests in rehabilitation, and then sell the improvements to a household at or below 80% of the area median income (AMI). Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.

1. Historic Preservation: If a property is over 50 years old or is within a historic district the State Historic Preservation Office (SHPO) will be consulted as how to proceed.
2. Noise Abatement: If the property is in a hazardous noise area (65+ Decibels) the project will need to implement noise mitigation for the property.
3. Hazardous Material: If any Hazardous Waste facilities are near the property and are determined to be hazardous to the area i.e. EPA violations, then the contamination must be remediated, or the site will be rejected.
4. Airport Runway Clear Zones: If any of the properties participating in the Missing Middle Aurora program are located in an Airport Accident Potential Zone, then the owner will be notified of the potential risk of the property’s location.
5. Flood Insurance/Management: A site-specific review of each structure will be undertaken upon identification of actual projects to assure that no work will be done in a 100 year floodplain or floodway identified by FEMA-issued Flood Insurance Rate Maps (FIRMs). CDBG funds will not
be used for rehab of structure located in a Special Flood Hazard Area (SFHA).
6. Contamination and Toxic Substances
Site specific reviews will utilize the EPA mapping program NEPAssist, along with visual inspections to identify any contamination issues. If contamination issues are present, the city will determine if the project can be made compliant or if the project cannot proceed.

The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. ENVIRONMENTAL CERTIFICATION
The City of Aurora certifies to HUD that Sarah Carroll, Certifying Officer, in her capacity as the Housing and Community Development Supervisor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Aurora to use HUD program funds.

NOTICE OF INTENT TO UNDERTAKE CERTAIN ACTIONS BY THE GREEN VALLEY RANCH EAST METROPOLITAN DISTRICT NO. 9 IN THE CITY OF AURORA, ADAMS COUNTY, COLORADO
NOTICE IS HEREBY GIVEN pursuant to Section 32-1-207(3)(b), C.R.S., that the Green Valley Ranch East Metropolitan District No. 9 (the “District”) intends to undertake certain actions described herein:
1. The City Council of the City of Aurora approved the Consolidated Second Amended and Restated Service Plan for Green Valley Ranch East Metropolitan District Nos. 6 – 14, by Ordinance No. 2022-43 on August 22, 2022, effective September 24, 2022 (the “Service Plan”).
2. The District intends to enter into an Intergovernmental Agreement Regarding the Imposition, Collection and Transfer of ARI Mill Levy with the Aerotropolis Regional Transportation Authority (the “ARTA”) and the Aerotropolis Area Coordinating Metropolitan District (the “AACMD”), as the same may be amended from time to time (the “ARI Mill Levy IGA”), which ARI Mill Levy Agreement is a Regional Intergovernmental Improvements Agreement (as defined in the Service Plan) and fulfills the purposes of directing how the revenues derived from the ARI Mill Levy shall be spent on Regional Improvements (as defined in the Service Plan). Pursuant to the ARI Mill Levy IGA, the District will impose an ARI Mill Levy for transfer directly to and use by the ARTA, in the ARTA’s discretion, as all other legally available revenues of the ARTA for payment of the costs of overhead and administration of the ARTA and the capital costs and repayment of debt to be incurred by the ARTA, for the planning, design, permitting, financing, construction, acquisition, installation, relocation, or redevelopment of the improvements set forth in the ARTA Establishment Agreement (defined below) incurred as a result of the participation in the ARTA Establishment Agreement. The ARI Mill Levy to be imposed by the District will be five mills (5.000), plus Assessment Rate Adjustment (as defined in the Service
Plan), minus any ARTA Mill Levy (defined below), for collection beginning in the first year the District imposes a debt service mill levy and continuing in each year thereafter and shall continue until terminated pursuant to the terms of the ARI Mill Levy IGA. The “ARTA Establishment Agreement” is the intergovernmental agreement entered into between the City of Aurora, AACMD, and Adams County on February 27, 2018 for the purpose of establishing the ARTA, as certified by the Director of the Division of Local Governments of the Department of Local Affairs of the State of Colorado on April 11, 2018, as the same may be amended from time to time. The “ARTA Mill Levy” is the total mill levy to be imposed by the ARTA to fund the costs of overhead and administration of the ARTA and the capital costs and repayment of debt to be incurred by the ARTA for Regional Improvements in accordance with the ARTA Establishment Agreement.
The District believes the actions described above are in the best interests of the District and its residents and taxpayers. The District intends to proceed to execute the ARI Mill Levy IGA and to comply with the provisions of the ARI Mill Levy IGA notwithstanding that some or all of the foregoing may constitute a departure from the terms of the Service Plan.
The District has conferred with the City of Aurora, Colorado staff regarding the content of this Notice prior to its publication and delivery. Accordingly, the District has determined to provide this Notice pursuant to Section 32-1-207(3)(b), C.R.S.
