DEAR SENIORS BLUE BOOK READERS,

We are excited to bring you the Spring-Summer 2023 Edition of the Seniors Blue Book Alabama Gulf Coast. For over 22 years, the Seniors Blue Book has been the most comprehensive resource directory for seniors. The Seniors Blue Book is designed to help seniors, caretakers, and family members navigate the maze of senior care, housing, and services.

We have made it easy on you by color coding each section of the Seniors Blue Book. On the edge of each page, you will find different color tabs: Resources are in Blue, Health at Home Agencies are in Purple, and Senior Housing is in Green. We have great articles and information about Medicare as well.

Join the “go-to” website for seniors: seniorsbluebook.com/local/ alabama-gulf-coast where you will find additional information, pictures and videos of Local Services, Senior Housing, and Home Health Care. You can also view events, order books,

access the online e-flip book and read informative articles. The website changes daily, so visit often. Online Membership is FREE!

You can find the Seniors Blue Book at one of our 500+ distribution points which include Rouses Markets, CVS Pharmacies, Flora-Bama Lounge, Flora-Bama Package Store, Lambert’s Café, Piggly Wiggly, Briquettes, Winn-Dixies, Libraries, Senior Centers, Hospitals, Churches and Health Care facilities to name a few. Alabama Update – Changes In The Law

Every year, there are hundreds of laws considered by our government that are designed to improve the living conditions of our local seniors. Several have passed or are in process of passage that have helped our area citizens live their best life.

In March, 2021, the Elderly and Vulnerable Adult Act went into effect, authorizing financial institutions to delay or stop suspicious financial transactions.

In June, 2022, the Alabama Legislature passed what is known as “Shirley’s Law”, which implemented an Elder Abuse Registry – the first of its kind in the nation. All medical practitioners are required to report those they suspect are victims of abuse and there are criminal penalties for failure to do so. Those who exploit seniors are placed on the list and all guardianship proceedings must come with clearance from Adult Protective Services that the proposed agent is not on the registry. Named for a woman who was financially exploited by a caregiver, this law will help prevent vulnerable adults from being exploited in the future.

The Alabama Legislature is considering the Colby Act – or

Affecting Seniors

an alternative to Guardianship and Conservatorship which would enable an adult to enter into an agreement with “supporters” who assist them in making decisions. For many Alabamians, this is a welcome alternative. For example, young disabled people who have the ability to achieve independence with help may use a supported decision making agreement to formally enlist those they trust to help them make the right decisions.

There are limits to what this Act can achieve. For example, this alternative may not be a good fit for those living with dementia, who are not capable of making sound decisions regarding their health or finances and may require a court appointed guardian to ensure their life’s work is not wasted and they do not become exploited.

Do you know someone who you suspect is the victim of Elder Abuse? Call the confidential hotline at Adult Protective Services: 1-800-458-7214. ~

What Happens When You Combine

You get the exciting lesser-known racquet sport that is Pickleball!

Pickleball is the fastest growing sport in the USA! Last year, over 36.5 million individuals participated in Pickleball. It is the most popular sport among folks above 60 years of age, which accounts for more than 68% of its players.

To play pickleball, you will need a unique paddle that resembles a ping-pong paddle. The balls used in Pickleball resemble a wiffle ball and are about the size of a baseball. This sport allows for people of all ages and fitness levels, including those that may have disabilities.

Why Play Pickleball?

Pickleball is a great low impact physical activity that also allows for social activity due to the small court. You can put 4 pickleball courts inside one tennis court which allows for conversation among the players. It is easier to play than tennis and is slower paced with less ground to cover. Many picklers also play as a doubles team.

What are the Benefits?

n It’s a great cardio workout

n It’s easy to learn

n It helps you stay sharp

n It’s easy on the joints

n It’s good for your heart

n It’s affordable

n It’s a social sport

The U.S.A. Pickleball Association has skill ratings ranging from 1.05.5. Those with a level between 1.0 and 2.0 are usually brand new to the game with a minimal understanding. A player with a 3.0 rating knows the terms of the game and can hit forehand, backhand and serve, and has the ability to develop a winning strategy. You are rated 5.5 if you are an expert who consistently plays at a high level and wins tournaments. That being said, you will find players of all skill levels on a pickleball court on any given day. Be careful – it can be addictive!

Boosting Senior Budgets

The U.S. Census revealed a troubling fact: Seniors 65+ were the only group with an increased poverty level.

Many Seniors living on fixed incomes face difficult budgeting choices as inflation continues to create hardships. Every day, the cost of groceries, gasoline, prescription drugs, medical care and cable continues to rise. Research shows that eligible Seniors who access inflation fighting programs have overall improved health and financial stability.

Eating Right When Money’s Tight

Rising food costs are impacting Seniors more than other age groups. No program has more public misconceptions than the Supplemental Nutrition Assistance Program (SNAP). SNAP provides much needed support to thousands of Seniors 60+, however, only 30% of those eligible for the program are receiving benefits. The program has been improved for convenience and privacy and benefits can average more than $100 per month. Certain medical deductions can actually increase benefits. Seniors receive a debit card for tax free groceries and other eligible items, and the simplified application is renewable every 3 years.

Connecting to Combat Senior Isolation

The Covid Pandemic created a need for Seniors to connect in the other ways to avoid being isolated from friends and family. The internet is now a must have for Seniors who want to engage with loved ones and access information and entertainment. The Affordable Connectivity Program provides cost-offsets for internet services, smart phones or internet connected tablets. Savings can be as much as $2,600 per year.

Reducing Healthcare and Prescription Drug Costs

Seniors need to maximize their healthcare dollars, and Alabama has programs that can save money on Medicare costs and prescription drugs. The Medicare Savings Programs saves the average Senior $2,040 in Medicare Part B premiums and/or copays and deductibles. SenioRx clients may receive a threemonth supply of medication from pharmaceutical companies free or at a low cost.

If you want information on any of these Inflation Fighting Programs, please contact the Area Agency on Aging at 251-706-4680/ 1-800-243-5463 or email aginginfo@sarpc.org. Visit us at www.agingsouthalabama.org or on Facebook@agingsouthalabama. ~

With offices in Brewton, Bay Minette, Fairhope, and Foley, Naro provides high-quality care to several communities.

In February 2021 Naro Audiology & Hearing Solutions announced their partnership with the American Institute of Balance (AIB), located in Largo, FL. AIB is one of the country’s best-known diagnostic, treatment, and educational facilities specializing in equilibrium disorders. The Institute is widely recognized for providing practitioners with the most current clinical and scientific breakthroughs in treatments. “We are proud to announce that AIB has qualified us as a Center

Naro understands the connection between hearing impairments and other health issues, and how these problems can affect patients’ personal and professional lives. With accurate diagnostic testing and top-notch resources, Naro’s skilled team can identify and treat hearing deficits and issues related to balance and dizziness with efficiency. Utilizing cutting-edge technology, Naro develops an individualized care plan for each patient, aiming not only to address hearing and balance needs, but also to improve their overall health and quality of life. ~

Original Medicare is a government health insurance program primarily for people age 65 and older. It has four main parts: A, B, C & D. The chart below is an example of how Parts A & B work together with a traditional Medicare supplement also known as a “Medigap Plan.”

Providers are paid by Medicare assignment.

No coverage outside USA. No out-of-pocket maximum.

Many people add a Medigap plan, Part D or an Advantage Plan (Part C) to fill the “gaps” in the coverage.

Medicare Part B Medical Insurance

Most people pay monthly $164.90 (Premium could be higher based on income)

$226 annual deductible. (this can increase each year)

Mental Health in an Aging Population

The American Psychiatric Association defines mental illness as health conditions involving changes in emotion, thinking, and behaviors.

Mental illnesses can be associated with distress and/or functioning in social, work or family activities. It is estimated that 20% of those age 55 or over will experience some sort of mental health issue. Those numbers are expected to double by 2030 due to the approximately 75 million Americans being over the age of 65. The most common disorders include dementia, cognitive impairment, anxiety, and mood disorders (depression or bipolar disorder). A little known but disturbing fact is that people aged 85 or older have the highest rates of suicide of any age group.

Older adults can often feel overlooked and unheard when it comes to receiving mental health treatment. Douglas Lane, a clinical psychologist in geriatric psychology spoke about the implicit biases

medical providers may carry when dealing with older adults. “Ageism often plays in one of three ways: They may be infantilized by providers. Providers can also be dismissive, assuming that older people can’t be suicidal or have intimate relationships. Other times, issues among older people get normalized as a so-called routine part of aging.”

He went on to say, “Well of course they’re frail. Of course they’re depressed. Of course they don’t remember things as well as they used to.” Aging stereotypes are pervasive in the culture but can also reside in ourselves. Older adults as well as their medical providers tend to normalize the physical and mental conditions that come along with

getting older but it doesn’t have to be that way. Being sad and depressed doesn’t need to be a normal aspect of aging. Medical providers need to reinforce ‘hope’ and remind their patients that once they get help, they can overcome those negative feelings and emotions.

There are two main subgroups of the aging population who deal with the issues of ageism and health stigma. The first group includes those who have suffered with mental illness throughout their lives. The National Association of State Mental Health Program Directors conducted a study in 2006 that demonstrated that people with serious mental illnesses lived 25 years less than those without. The majority of deaths were caused by heart disease, respiratory disease, and diabetes which are largely preventable. The second group consists of elderly persons who are newly diagnosed with mental illnesses. They are at risk of being misdiagnosed with dementia when they are actually dealing with substance abuse issues and depression. Physical complaints, irritability, and cognitive impairment can present as depression in this population

as opposed to more common signs such as sadness and crying. Treatment options can vary between the groups and traditional community health programs should provide multiple options ranging from therapy to supported employment.

Aside from stigma and ageism, older adults face many other issues that result in care not being sought. Insurance companies play a major role in coming between an elderly patient and the care they need. Doctor’s appointments times have been minimized to increase volume, much needed prescriptions are not covered, and pre-authorizations are denied based on not meeting narrowing criteria. Primary Care Physicians (PCP) have also become the gatekeepers to care for many managed and private plans. The PCP may miss signs and symptoms of a mental illness or attribute them to a physical ailment due to a lack of time to adequately explore all of the patient’s complaints.

Older adults deserve the same level of care and respect as their younger counterparts. They deserve happiness and to feel like their mental health needs are being met. It is the responsibility of the providers to work with these pa-

Society needs to address the stigmas associated with aging and mental health in order to create a culture where seeking treatment is accepted and encouraged. ALZHEIMER’S/DEMENTIA CARE

The companions may provide assistance with routine household activities – cooking, cleaning, laundry, errands and shopping. Many agencies provide transportation and supervision to physician’s offices,

grocery and clothing shopping as well as recreational activities. Companions are able to perform a wide variety of other non medical tasks and activities that are designed to assist the elderly to remain at home as long as possible. By law homemakers and companions cannot provide hands on personal care such as assistance with bathing, dressing, toileting, ambulating nor dispense medications for their clients.

What Do You Mean by PACE?

The Program of All Inclusive Care for the Elderly (PACE) creatively coordinates the care of each participant enrolled in the program based on his or her individual needs with the goal of enabling older individuals to remain living in their community.

Getting older and staying independent is not always easy. You may have trouble with daily activities like getting to primary care provider’s appointments, bathing, and getting dressed. Mercy LIFE of Alabama’s PACE program can help you do all of these things while living safely at home, and your team of healthcare providers at LIFE will help you live as healthy as possible.

Who does Mercy LIFE of Alabama serve?

Mercy LIFE serves seniors in the community and in our center. Staying independent and remaining at home is important for seniors, but sometimes living safely at home can be a challenge. Mercy LIFE understands this and we help seniors live safely at home. Seniors in our program benefit from a wide range of healthcare services provided in our PACE center or in the home, 365 days a year.

Who pays for the program?

Program payment is determined based on Medicare and Medicaid

eligibility. Typically, services are free to those who qualify for Medicare and Medicaid, but some participants are required to pay monthly fees if they are over income or asset limits determined by the Centers for Medicare and Medicaid.

Who qualifies?

Many participants are enrolled in Medicare and qualify for Medicaid. You are likely eligible for this program if you:

n Are 55 or older.

n Live in the service care area.

n Are certified by the state at a nursing home level of care.

n Have been assessed by our care team and can live safely in the community with our services.

Is preventative care covered?

Yes. The focus of every PACE organization is to help you live in the community for as long as possible. To meet this goal, PACE programs focus on preventive care.

Is transportation provided?

We’ll provide transportation for activities or medical appointments scheduled by LIFE.

If I enroll in Mercy LIFE of Alabama, do I have to change doctors?

Participants at Mercy LIFE must receive care from our program’s care team and through our network of providers. You will need to see our

HEALTH AT HOMENON MEDICAL HOME CARE AGENCIES ALABAMA GULF COAST – SPRING-SUMMER 2023 74

primary care provider, but your specialists may be a part of our network. Our team will let you know what doctors you will be able to see when you begin the enrollment process.

What Would My Day look like at Mercy LIFE of Alabama?

Participants are picked up by our LIFE transportation and brought to the center in the morning. You’ll have breakfast with other participants. You may see your doctor or nurse if you have an appointment in the clinic. You might also see your physical therapist or occupational therapist. Participants can enjoy a wide range of activities and groups at the center. You’ll have a healthy

lunch, and transportation will bring you back home in the afternoon.

What are the Eligibility Requirements?

You may qualify for LIFE services if you:

n Are age 55 or older

n Live in one of the service area zip codes

n Have been assessed by the state as needing nursing home care

n Are able to live safely at home with services provided by Mercy LIFE of Alabama

Hospice Care Definitions

HOSPICE Hospices provide individuals facing terminal illness with care at home or in a healthcare facility. The goal is to assist patients to live the last stage of their lives with dignity. The focus is on comfort rather than treatment.

Services Provided:

SW-SOCIAL WORKER – Assesses patient and family emotional and social needs, develops a plan of care, provides counseling, referrals and support to meet identified needs

HOME HEALTH AIDE – Provides direct personal care to patient, emotional support to patient and family, reports identified needs to RN.

Levels of Care:

RO-ROUTINE CARE – Occurs when regularly scheduled visits are adequate in maintaining the individual’s symptom management. Care is provided at the individual’s private residence, a retirement community, an assisted living, or a skilled nursing facility.

RE-RESPITE CARE – Provided when the family needs time to rest or go out of town for a short time. Care may be provided in a long-term care facility depending on the condition of the individual. Hospice is responsible for financial arrangements with the Long-term care facility.

GIP – General In-Patient Care –

Provided in a skilled nursing facility when the symptoms cannot be managed elsewhere. The skilled nursing facility must have 24-hour R.N. coverage as deemed by Medicare guidelines. General in-patient care is usually short in duration. This level of care is usually due to symptoms which are out of control and more intensive nursing services are required. If an individual is at a care facility, room and board are covered by hospice during this period.

CC-CONTINUOUS CARE – Provided to prevent the individual from going to the hospital when a crisis occurs. It also is given when more help is needed to assist the individual and family in coping with the crisis. This level of care is usually provided at the individual’s residence no matter where that may be. The criteria for continuous care may include: Severe pain or symptoms which are out of control, psychotic episodes, breakdown of caregiver, imminent death and family unable to cope. Continuous care is typically reserved for end of life or other crises that requires a constant presence by a nurse or care team.

24/7 ADMISSIONS – If a patient qualifies for hospice care, they should be admitted as early as the family requests. Many agencies admit patients to hospice, 24/7, evenings weekends, and holidays.

HOSPICE CARE DEFINITIONS ALABAMA GULF COAST – SPRING-SUMMER 2023 86

GRIEF SUPPORT GROUPS – Grief is the normal and universal reaction humans have to the loss of those they love. When your loved one passes, you may go through a period of bereavement and experience grief. Many provide Grief Groups that meet and address issues of grief in a supportive group setting.

IN-PATIENT CARE – These hospices offer full hospice services in their on-campus unit or building. The patient moves into the inpatient care facility to receive their hospice services rather than in the patients’ home setting.

PAIN PUMPS AVAILABLE – Many patients have their symptoms controlled through oral medications. Some situations require a pain pump where medications are administered through an IV pump. If this is the situation, inquire with the hospice RN case manager to see if pain pumps are available through their agency.

PALLIATIVE CARE – Specialized medical care for people with serious illness. It is focused on providing patients with relief from the symptoms, pain and stress of a serious illness – whatever the prognosis. It is appropriate at any age and at any stage in a serious illness and can be provided along with curative treatment.

PCP-OVERSIGHT – Can the hospice patient retain their own primary care physician in addition to the hospice medical director? All hospice organizations require a medical director, a physician to oversee their care. Many times the hospice medical director will work in conjunction with the patient’s own physician. The patient, family and hospice team can determine which physicians will oversee the care and certify the hospice eligibility criteria.

PET THERAPY – There’s nothing like a visit from a four-legged creature to brighten the day of a terminally ill patient. Pet therapy teams visit with patients wherever they reside – at home or in professional care settings. AFFORDABLE SUBSIDIZED HOUSING

Senior Housing Definitions

DEPARTMENT OF HOUSING & URBAN DEVELOPMENT - (HUD) helps apartment owners offer reduced rents to low-income tenants.

INDEPENDENT HOUSING – Apartments and communities for adults

55+ with little or no senior support services (e.g. no meals, etc...)

INTERMEDIATE CARE – 24 hour inpatient care residents who need licensed nursing supervision and supportive care, but do not require continuous nursing care. Residents may receive full assistance with ADL’s and transfers. Residents receive meds from a nurse following a doctor’s orders and may receive outpatient rehab services. Facilities may use a nurse as a their consultant and the residents receive periodic assessments from a licensed practitioner.

LONG-TERM CARE – Chronic, custodial care provided on an on-going basis

MEDICAID WAIVER – An assisted living waiver may be used to transition individuals out of nursing facilities or to provide persons at risk of institutionalization with options for remaining in their communities. Assisted living waivers are designed to provide an alternative to more costly nursing home care.

continued from page 95

PRICE DEPENDENT ON LEVELS OF CARE – Flexible levels of service geared to accommodate different needs over time. Rates may vary depending on the changing levels of care while one maintains the same physical residence.

PUBLIC HOUSING (PH) – Affordable apartments for low-income families, the elderly and persons with disabilities.

REHABILITATION AND THERAPY –

Many skilled nursing facilities offer restorative and rehabilitative physical and occupational therapy, and speech-language pathology services. Short-term rehabilitation services may be provided to individuals with diagnoses such as joint replacements, stroke, etc. Long-term rehab may also be provided for permanent residents of the facility who have chronic or progressive illnesses. Occupational therapy services in this setting are generally reimbursed by Medicare Part A for short-term, acute care clients; Medicare Part B for long-term residents who require skilled services and have medically necessary need for rehab; and often by private insurance, Medicaid, or private pay for younger clients.

RESIDENTIAL HOME –

Assisted living homes are private residential homes that typically have a small number of residents who live

Understanding Your Options: Ways to Pay for Senior Living

Perhaps you have come to the decision that you or a family member would benefit from senior living and have already begun looking into your options. You know what level of care is needed and have found the community that offers these services with the right amenities in the perfect location.

The only thing left to figure out now is how to actually pay for these senior living services. As a senior living provider in Alabama, Community Senior Life’s goal is to help individuals navigate their senior living journey every step of the way. We commit to meeting our residents’ social, spiritual, physical, and financial needs, so we are sharing some ways to pay for senior living care and services. We have Home Ownership, Assisted Living, Independent Living, and Memory Care options.

Private Pay

The simplest and most widely accepted way to pay for senior living

is through private pay or paying through personal finances. Any savings, income, or retirement funds can be used to cover the costs of senior living, but it’s important to be realistic and budget-conscious if you are relying solely on this source.

If you have been preparing and saving for retirement or still receive a regular income, private pay options may be enough to cover your senior

living costs. However, this is not the case for many individuals, and the cost of senior living quickly uses up what they have saved. Because of this, below are some alternative options that can be used separately or in conjunction with your retirement savings.

Home Equity

While it may be difficult, selling your home is a great way to cover the costs of senior living. The equity that your home has accrued over the years can be used in addition to your other private pay options and make your savings last longer.

Bridge Loans

According to Forbes Advisor, “a bridge loan is a form of short-term financing that gives individuals and businesses the flexibility to borrow money for up to a year.”

Even though a bridge loan can be a somewhat risky option since financing is only up to a year, this is a good option if you or a loved one needs to quickly move into a senior living community, but the sale of a house is still pending.

Renting Your Home

For some individuals, selling their homes is simply out of the question. Maybe they aren’t ready to part with their house, or they want to leave it to a child or grandchild. If this is you, that is okay, but you might as well make some money off of it.

To help cover the costs of senior living, renting out your home may be an option. By doing so, you will get to hold onto your house and the memories it has while also receiving a regular monthly income. This option requires more planning, though, since rental properties require upkeep and maintenance. If you do not have someone who can help with these tasks, a rental management company can help

oversee the logistics, finances, and maintenance of a property.

Veteran Benefits

Individuals who served in the United States military and their spouses may be entitled to benefits that can help cover the costs of senior living services. The United States Department of Veteran Affairs (VA) provides care resources to active-duty soldiers and veterans. Visit their website to view a series of links to resources and information that can assist you and your family on your senior living journey.

Make Sure You Know What’s Included in the Cost

Every senior living community is different, but many people do not consider that the monthly rate for a senior living community includes more than just a place to live. This price often includes meals, a certain level of support and care services, community amenities, and home maintenance. Make sure to check with the community you are considering prior to moving in to verify everything that is included in the monthly rate.
