DEAR READERS,
For over two decades, I have been honored and proud to serve the seniors of our community. As Publisher of this resource guide, I can assure you that the entire Seniors Blue Book team works tirelessly to provide you with an abundance of resources in the senior realm.
This edition’s Letter From The Publisher is more personal than normal. You see, I lost both of my parents in the past year and a half. It is fair to say I ‘walked the walk and talked the talk’ as my sisters and I navigated the underbelly of caretaking an elderly loved one (times two).
Mom was struggling for nearly a decade and Dad was her caretaker. Dad was a proud Army veteran and a doting husband who didn’t like to ask (or even accept) help as he thought he could fully care for Mom on his own. But, like many caretakers before him, he didn’t truly understand it was to his detriment to try to do it ‘all’. After MANY hospital visits for them both, months of rehabilitation between them, and legal/estate matters, I was reminded
of the inherent value of having access to resources in the palm of my hand. There were setbacks, pitfalls and mistakes made along the way. There were questions beyond questions that came to light as we served as advocates for our folks.
Sadly, a bad fall brought on brain surgery for Dad that eventually incapacitated him. After his passing, Mom quickly followed about 18 months later after succumbing to a surprise diagnosis of Stage IV cancer. Gratefully, they are back together again – as it should be.

Ombudsmen
If you live in an assisted living residence or nursing home, or are a participant in the Program of All-Inclusive Care for the Elderly, you might need someone who can help you understand your rights. An ombudsman advocates for the rights of PACE participants and people who live in assisted living residences and nursing homes.
An ombudsman works with you to make sure you receive the care you want and need. They help residents of long-term care residences and Program for All-Inclusive Care for the Elderly participants maintain their quality of life and receive quality care. Case Management
If you’re 60 or older, an Area Agency on Aging case manager may be able to provide one-on-one help. Staff will conduct assessments regarding your service needs, help you create a care plan and assist you in getting services in place so you can live safely and independently. Call 303-480-6700.
State Health Insurance Assistance Program (SHIP)
Do you currently have Medicare, or will you soon be eligible for Medicare? SHIP counselors provide unbiased information, Medicare counseling, information about your benefits and eligibility for cost-saving programs, and enrollment assistance at no cost. Veteran Directed Care
Veteran Directed Care is a self-directed program that empowers veterans to live independently with the assistance they need. The Department of Veterans Affairs determines veteran eligibility to participate in the Veteran Directed Care program and provides veterans a budget to self-direct their care and pay trusted caregivers to help them continue living at home. Caregiver Support and Services
The caregiver support and services program helps individuals in all stages of their caregiving journey access resources and support in their communities. Eligible individuals may qualify for a one-time voucher for in-home respite care to get much-needed breaks from caregiving. Call 303-480-5656.
Choice Services Program
The Choice Services Program provides up to two hours a week of home care and can offer select types of free transportation assistance to qualified individuals 60 and older living in the Area Agency on Aging’s metro Denver service area. Call 303-480-6700.
Older Adult Refugees and Friends
The Older Adult Refugees and Friends Program reduces isolation and increases community connections for older adults from refugee and immigrant communities. The program’s services help older adults discover resources, make social connections, meet friends, get navigation support, and learn ways to stay healthy, well and independent. Community Options/Medicaid Transitions
Medicaid members 18 and older living in long-term care settings like nursing homes can receive one-on-one options counseling to learn about returning to communitybased living with Medicaid supports and services to thrive and stay independent. Through options counseling, members may choose to enroll in Medicaid Transition Services, which provides additional resources including life skills training, home-delivered meals and peer mentorship. For older adults, brushing and flossing can become difficult due to arthritis, memory loss, or physical limitations. When dental care is missed, harmful bacteria build up. In 2025, and after living through the pandemic, everyone needs an estate plan, it doesn’t matter what your socio-economic circumstances are.
A simple estate plan will typically contain at least three documents. This will generally include a durable medical power of attorney and a durable financial power of attorney. The other document typically found is a way to pass your property upon death such as a will.
However, there are times when a trust might be an option in your estate planning instead of or in addition to a will. So why should you consider a trust? Trusts are useful estate planning tools that can accomplish a variety of goals. They can help avoid probate, minimize taxes, and be used to give property to minor or disabled loved ones. Trusts can be created during a person’s lifetime (Living Trusts) or at the person’s death (Testamentary Trusts).
Some different types of Trusts from both categories are discussed below.
Living Trust
A person can transfer their assets to a Living Trust and, as trustee, continue using their assets as they always have.
Tax Planning Trusts
Several different types of Living Trusts provide flexible alternatives for minimizing capital gains and es-
tate taxes, including the Charitable Remainder Trust, Irrevocable Life Insurance Trust, Qualified Personal Residence Trust, Grantor Retained Annuity Trust,and Grantor Retained Unitrust.
Testamentary Trusts
A person can create a Trust under a Will, called a Testamentary Trust, which does not take effect until they are deceased.
Disability
Trusts (also known as Special Needs Trusts)
A Disability Trust is a type of Living Trust or a specialized trust you can create in your will that allows a disabled person under the age of 65 to use her own assets for her special needs, other than food and shelter, and keep public benefits, such as Medicaid and Supplemental Security Income (SSI).

Revocable and Irrevocable Trust Planning
Trusts keep your wishes private, allow your family to bypass probate, safeguard beneficiaries, and provide detailed instructions on how to handle assets after your passing.
Good trust planning can help with estate taxes, protection for family members with disabilities or other concerns, and provide safeguards if the surviving spouse remarries.
A revocable trust allows the creator to change or revoke the trust and manage trust assets themselves. An irrevocable trust allows you to name a trustee to manage trust assets for you. Someone else controlling your trust assets may be scary, but know they are bound as a fiduciary to act in your best interests
with significant consequences if a trustee mishandles assets.
When considering any type of trust, consult with a knowledgeable attorney to ensure your trust works for you and does exactly what you want and need the trust to do.

It is the wish of all who enter the workforce to retire one day.
Most of us do retire but at different ages depending on many factors. Some want to work for as long as possible and in some cases forget to review the benefits only available after the age of 65. It is here where mistakes are made if you do not do any research.
The earliest you can draw Social Security benefits is 62. If you are unable to work and are disabled prior to age 62 the Social Security Administration provides benefits that can support you until retirement. Most people are required to apply for Medicare at 65 or after 24 months
of Social Security disability with the exception of those with other creditable coverage. The reason for this is that the Federal Government and the State Government share the load for healthcare and support for those retiring or disabled. If you do not become aware of these guidelines you could risk being penalized. This is usually a monetary penalty applied to your premiums once you finally get your benefits in place. Understanding Your Care Options: 1099, Private Hire, or Licensed Agency?
When arranging in-home care for a loved one, understanding how caregivers are hired is critical. Many families don’t realize that the structure of the employment relationship carries serious implications for safety, liability, and quality of care.
Private Hires are caregivers found and employed directly by the family. While this may seem affordable, families are responsible for taxes, background checks, scheduling, and any injuries or accidents that occur in the home. The family can be held financially and legally responsible for injuries and employment law violations. Families are at risk for financial exploitation and service failures due to a lack of formal training, backup coverage and oversight.
1099 Independent Contractors are often provided through online platforms or referral services. These caregivers are self-employed, but often lack the independence required by law. If a 1099 contractor works like an employee, the IRS may say they are misclassified, and the family may be responsible for back taxes and legal liability.
Home care placement agencies are only required to register with the state and perform a basic Colorado criminal background check before referring caregivers. These agencies do not employ or supervise caregivers and are not responsible for training,
insurance, or quality assurance. The Colorado Department of Public Health and Environment (CDPHE) oversight is minimal and focused primarily on ensuring disclosures are made that inform families they are taking on full employer responsibility.
W-2 Employees of Licensed Home
Care Agencies, however, are hired, trained, and supervised by the agency. These agencies are licensed and regulated by CDPHE and must meet strict standards for background checks, competency, training, and oversight. Agencies are held accountable through unannounced inspections, care plans, documentation, and insurance coverage. Not all licensed agencies are created equal either – find one with strict internal regulations, local ownership, remarkable reviews, sizable number of CNAs and caregivers, excellent benefit packages, and an RN on staff.
Hiring a licensed agency with W-2 caregivers isn’t just easier—it’s safer, smarter, and regulated for a reason. ~

Rehabilitation Hospitals, sometimes referred to as Inpatient Rehabilitation Hospitals, provide intensive rehab to patients who are generally medically stable but need help to recover from injury or other medical conditions. They can be found within a hospital or in a free-standing building. Rehabilitation hospitals were created to provide services less costly on a per diem basis than general hospitals but provide a high level of professional therapies such as physical, occupational and speech therapies. What Comes Next? Demystifying Long-Term Care and Transitional Options After a Hospital Stay
A hospital stay—whether planned or unexpected—often brings the difficult question: What happens next?
For many older adults and their families, the discharge process can feel rushed, confusing, and full of unexplained terms. “Skilled nursing,” “rehab,” “long-term care,” and “transitional care” can all start to sound the same. But each serves a different purpose—and knowing the difference can make a huge impact on recovery and peace of mind.
Short-Term vs. Long-Term Needs
If you, or your loved one is not quite ready to return home safely, short-term skilled nursing or rehabilitation may be recommended. This doesn’t mean anyone is being “put in a home.” It means a person needs time to regain strength and independence with the support of 24/7 nursing care and therapy. The goal is to help the individual recover enough to return to the community—whether that’s home, assisted living, or another level of support.

Transitional care focuses on reducing avoidable readmissions and helping people meet recovery goals like walking, dressing, or managing medications independently again.

You’re not just choosing a facility—you’re choosing a team of people to help your loved one heal and thrive.
Be an Advocate, Be a Partner
Families play a key role in a successful transition. Share what you know: their daily routines, favorite foods, how they like their coffee,
what brings them comfort. A small detail shared with staff can make a big difference in how someone feels on their first day. And don’t be afraid to ask: What’s the plan? What are the goals? Who do I talk to if something changes? Communication is key.
Whether you or your loved one is staying for a few weeks or is beginning a longer chapter, knowing what to expect—and who to lean on—can turn a time of uncertainty into a time of hope. ~
