Now we’re getting our first look at how ‘Dislike’ may actually be implemented. The social network is testing a new feature called Reactions, a new lineup of emoji that people will be able to select as an alternative to the thumbs-up “Like.” The alternative emojis include symbols for “Love,” “Haha,” “Yay,” “Wow,” “Sad,” and “Angry.” They’re available on all posts, including from Pages and advertisers, on both desktop and mobile. For now, Facebook CEO Mark Zuckerberg says the emojis are being tested in Spain and Ireland only, with no public timetable for a rollout to other countries. Providing more reaction options will make users more likely to interact with content that is not necessarily positive, which will in turn make Facebook’s News Feeds algorithms better at surfacing content people really care about. On mobile, the new emojis will serve as a more convenient shorthand for conveying emotions compared to writing out a comment. Why ISIS Wants to Destroy Syria’s Cultural Heritage

Amr Al-Azm 10:32 AM ET (Amr Al-Azm is associate professor of history and anthropology at Shawnee State University.) When ISIS occupied the UNESCO-designated World Heritage site city of Palmyra in Syria May 2015, the international community wondered what fate awaited these majestic ruins. Would they be pillaged for profit, fall victim to another cultural atrocity, or both? The world did not have to wait long for its answer: In just 10 days, between the last week of August and the first week of September, the smaller temple of Baal Shamin, the grand temple of Bel and three funerary towers from the necropolis were blown up in what has become the hallmark signature of ISIS’s destruction of cultural heritage sites. Now, ISIS has destroyed yet another iconic landmark of Palmyra: the monumental arch know as the Arch of Triumph that stands at the entrance to the Grand Colonnade. Reports indicate that preparations are underway to destroy the amphitheater and the nearby Agora. Why is ISIS destroying Palmyra’s major cultural heritage landmarks? The answer lies beyond the simplistic narrative of an extremist Islamist group with an iconoclastic approach to cultural heritage generally portrayed in the media. ISIS commits cultural heritage atrocities to shock the world, allowing ISIS to demonstrate its ability to act with impunity and illustrating the impotence of the international community to prevent them. Why should we care about the destruction of cultural heritage monuments in Syria? Once the current violence ends, the people of Syria will need to find ways to reconnect with symbols that once united them across religious and political lines. The country’s ancient past, represented in its rich cultural heritage, is key to this. Protecting and preserving Syria’s history and heritage is thus also about safeguarding its future.

Those arrested on Wednesday are suspected of falsifying identification documents for horses deemed unfit for human consumption, including horses used in laboratory procedures and horses taken from equestrian clubs. The chief of staff of Didier Mouly, the mayor of the southern town of Narbonne, was among those arrested. Mouly told reporters that the man was not working for him at the time of the alleged offenses. Two horse dealers were also detained for questioning. The development is the latest twist in a long-running scandal that was first uncovered in December 2013, when French authorities acting on a tip arrested 21 people as part of a probe into the sale of illegal horsemeat. Horses used in equestrian clubs are also deemed unfit for human consumption, because they are sometimes prescribed antibiotics and anti-inflammatory drugs. Horsemeat is considered safe for people to eat when it comes from horses that were bred specifically for their meat. There are several mechanisms in place to make sure lab horses don't get turned into meatballs. Those who purchase the horses are required to sign a document stating that they will not bring the animal to a commercial abattoir. The animals are also fitted with a microchip for tracking.

The Saudi government has banned official purchases of cars and furniture and slashed travel budgets and infrastructure spending as it faces its gravest fiscal crisis for years because of low oil prices, according to leaked internal government documents. Secret Saudi policy memos issued by King Salman to the finance minister detail the new economic austerity measures to be implemented across all government ministries. Saudi public finances have been depleted this year by tumbling oil prices to such an extent that the kingdom is expected to run a deficit of at least 20% of GDP in 2015. One letter marked “Highly Confidential and Most Urgent” dated 14-12-1436 (28 September 2015 in the Islamic calendar) gives strict instructions to stop any new projects, end the purchases of any new vehicles, furniture or other equipment, freeze all appointments and promotions, stop compensation payments for property, and halt any new rental agreements. Expenditure from existing budgets and projects during the fourth quarter are forbidden to exceed 25% of the agreed totals, and expenditure on travel and other business-related expenses are not to exceed 15% of the original budget. Cuban officials have recently stated that the U.S. embargo against the Castro regime has cost the island R$453.01 ($117) billion, contributing to chronic shortages and a lack of investment on the island. In Cuba, the embargo is referred to as "the blockade," considered a decades-old rallying cry against U.S. influence. First implemented in 1960 after the Castro-led government seized U.S.owned oil refineries, it was strengthened over the next two years. Lifting the embargo against Cuba requires an act of Congress, something President Obama called for in January during his State of the Union address.

It was selected as best film at the Berlin Festival by the audience and earned Casé and Márdila the Jury Prize at Sundance. In theaters for two weeks, "The Second Mother" brought 66 thousand people to the country's theaters, according to the website "Filme B". It is with the Brazilian audience that Anna Muylaert says she hopes the MinC will resonate. For her, the selection can expand the film's viewing to theaters on the outskirts. "There is an audience that is aware, more elite. But I think its [the film's] nature is popular", she said. "We don't have money to advertise on buses, outside. [The nomination] could make it so that the film has wider reach. For me, that's the big news." The nominees will be announced in January of 2016. To make it to the final, Muylaert's film must stand out among heavy competitors, such as the Chilean "O Clube", by Pablo Larraín and the Hungarian "Saul Fia". But Brazil's Prosecutor General said in a Thursday statement to one of the lawmakers, Chico Alencar of the PSOL, that Swiss authorities had confirmed the existence of the accounts and froze their assets on the suspicion of money laundering. Alencar and other lawmakers plan to ask the lower house's ethics council to look into the case next week and rule on the removal of the speaker for lying about the accounts. "All the parties that have kept silent over this will now have to take a position in the Ethics Committee," Alencar told reporters, waving a document he had been sent by the Prosecutor General. The prosecutor general's office confirmed the statement had been sent to Alencar. Third in the line of presidential succession, Cunha is a key figure in Brazil's political crisis because he can decide whether to open impeachment proceedings against President Dilma Rousseff, something her opponents are seeking. The Folha de S.Paulo newspaper reported on Thursday that Cunha's accounts at Julius Baer held R$9.29 ($2.4) million in investment funds. O prazo para divulgação das notas corresponderá à quantidade de candidatos convertidos em dias úteis. As provas originais não serão devolvidas. Os pedidos de recurso deverão ser encaminhados por escrito à secretaria do PROLINFO na UPE Campus Petrolina com até 10 dias (úteis) após a divulgação dos resultados. A Sede do PROLINFO tem até 5 dias (úteis) para responder cada recurso solicitado. Os casos aqui não previstos serão analisados extraordinariamente pelo PPGFPPI e pelo PROLINFO.

Aprovação e Certificação A nota mínima para aprovação na avaliação de Proficiência do PPGFPPI é 5 (cinco), tendo o/a proponente que atingir a nota mínima estabelecida nas duas etapas distintas da prova. O/A proponente receberá certificado de proficiência confeccionado pelo PROLINFO – UPE – PROEC - IAUPE e PPGFPPI, sendo assinado pelo Coordenador Geral do PROLINFO, pela Coordenação do PPGFPPI, e pelo discente do mestrado.
