(Geronimo) -- The Navarro ISD Board of Trustees has approved a historic $2.45 million salary plan for the 2025-2026 school year. It’s a move that district officials describe as the largest investment of its kind in the district’s history.
Navarro ISD Superintendent Dr. Mandy Epley says this landmark decision — approved by the
school board this week — delivers significant pay increases for returning teachers. It also boosts starting salaries for new hires, ensures equitable raises across the board for all employee groups, and strengthens health insurance support for all employees. Under the new plan, returning teachers will receive some of the largest raises
in the district’s recent history. Epley says those with one to four years of experience will see their salaries increase by $5,500, while those with five or more years will receive an $8,400 raise.

The evening of artistic celebration will take place at 115 W. Court St. from 6 to 9 p.m.
when you are getting in there at 15-16 (years), I was thinking when are they going to honor us? I know they are trying to recruit young people and that’s great for the profession but we are seasoned experienced folks and so the state said you are under 5,000 in your enrollment so we are going to go ahead and give you $8,000 for those teachers and then we were able with our funds as we spread out what we were able to increase by to all employee groups to go ahead and give that additional $400 to that group as well. So, yes, I would have been thrilled as an educator at the 15–16-year mark to be told I was going to get an $8,400 increase. It’s well overdue,” said Epley.
Epley says the newly approved compensation plan was developed through the diligent work of the Navarro ISD Compensation Task Force, plus new legislative mandates approved in the 89th session. Epley says the starting salary for new certified teachers will also climb by $1,000, bringing it to $55,300. The district is also introducing a new entry-level salary for non-certified teachers at $52,300 in response to recent legislative changes. Additional salary steps will be adjusted to meet state House Bill 2 requirements.
“Remember the state did not give any money for steps 0 which is your first-year entry and then for one year of experience or two years. They did not honor that with any type of raise or any type of funding. We did not feel that that was a great recruitment tool for us and so, because we were able to with our budget to supplement that, we went ahead and gave them $5,000 so that it gives a steady stream as you move through the years of service here in the district. That’s something they won’t see in other districts who were not able to fund it on their own because it was not provided by the state. We do make a differential based on the new House Bill 2 that if you are a 0-year experienced teacher meaning you are coming in fresh out of your training, if you do not
have a certification, the law says you must make less than someone who does have a certification. So, we do make that distinction now per law in our pay scale,” said Epley.
Beyond classroom educators, the district’s support staff such as clerical, paraprofessional, and auxiliary employees will receive a 10 percent increase based on the midpoint of their pay scale. Administrative and professional staff will also see adjustments aligned with the teacher raises, with increases capped at $8,000. More importantly, Epley says the district is also boosting its contribution to employee health insurance, increasing monthly payments from $315 to $347. She says the change will help offset rising healthcare costs and maintain a consistent percentage of coverage. Epley says this is an exciting time for the growing district and it is a testament to their continued commitment to the legacy of high standards that the district is known for.
“We recognize that there would be a significant gap if all we were doing was increasing what the state gave us and so we looked at our budget, we looked at the projections -- we are extremely fortunate in Navarro that we are growing as a district but also that we have a long history of fiscally responsible budgeting and planning and so our boards have been very mindful in trying to have competitive raises, Navarro, pg. 4
folks coming over to Navarro because we will be paying a higher salary,” said Epley.
keep our budget balanced and due to that, we were able to supplement the whole scale and really have this kind of boost to the entire employee group and it’s exciting. I know as other districts are coming out or even discussing at this point, there is a lot of confusion – asking how are we going to pay for this? If they are in deficit, they are really not seeing how they can do more than what the state has given and we are not in that place and so as we published out – certainly seeing people get excited saying ‘Wow, Navarro is taking care of its people,’” said Epley.
Not only does this show appreciation for its hardworking staff, but Dr. Epley says it puts the district in a very competitive position.
“Prior to this move and certainly we will have to see how other surrounding districts are responding to this state infusion of money and what they are offering this pay schedule, but we were above surrounding districts up to that 20 year teaching mark where we fell slightly below so we’ve definitely advanced to being one of those higher paying districts in the area. We certainly surpassed Comal for those entry teaching positions, and I think with the adjustments that we’ve made in our auxiliary positions and administrative positions, we are going to see surrounding school district
Epley again stresses that the salary increases are being offered while the district remains committed to being fiscally sound and transparent about its use of taxpayer dollars.
“Part of what allows us to do that, again, is that we are not in a budget deficit. We are continuing to grow. We are not paying back recapture at this time, and we are being fiscally responsible. In surrounding districts that may have up to $20 plus million in deficit, we are not seeing that. We are balancing our budget so that is allowing us that projection to be able to say we can sustain this level of raise,” said Epley.
Epley says the Navarro ISD “extends its deepest gratitude” to its “Compensation Task Force members, which included Chief Financial Officer Paul Neuhoff, Payroll & Benefits Manager Alicia Boswell, and Assistant Superintendent of Human Resources and School Leadership Dr. David Kauffman.”
She thanked them for their exceptionally hard work and dedication in thoughtfully and thoroughly developing this comprehensive compensation plan and salary scale in light of the quick turnaround time following the 89th legislative session.

Americans Divided On RFK Jr.
(Undated) -- Americans are divided in their opinion of Health and Human Services Secretary Robert F. Kennedy Jr. A new NBC News Decision Desk Poll found that favorable opinions of Kennedy are almost split 50-50. Along party lines a divide is evident, with 82 percent of Democrats giving Kennedy an unfavorable rating compared with 84 percent of Republicans who like him. However, nearly 80 percent of U.S. adults support the use of vaccines, something Kennedy has expressed skepticism about in the past.
Seattle Infectious Disease Doctor Among Those Fired From CDC (Olympia, WA) -- A former “Washingtonian of the Year” is speaking out after being fired from the CDC’s vaccine advisory committee along with the rest of its members. Seattle Infectious disease doctor Helen Chu was dismissed last week when U.S. Health Secretary RFK Jr. fired the entire Advisory Committee on Immunization Practices at the CDC. Chu tells the Seattle Times she’s worried about the health and safety of Americans following the committee’s dissolution. She adds she’s confused by Kennedy Jr.’s claim that the committee acts as “shills” for the pharmaceutical industry. Chu says it’s not true and that the committee makes science-based recommendations based on the data. Chu was named “Washingtonian of the Year” by a state leadership board in 2021.
Kraft Heinz Removing FD&C Artificial
(Chicago, IL) -- Kraft Heinz is removing FD&C artificial dyes from its products. The move comes as Secretary of Health and Human Services Robert F. Kennedy Jr. is pushing for the food industry to move away from using artificial dyes.
(Minneapolis, MN) -- General Mills also says it’s removing artificial colors from all its U.S. products. The Cheerios maker says it will remove the colors from its entire portfolio by the end of 2027. Synthetic food dye in cereals and food sold in schools will be removed by next summer.
