Elections Administrator helping voters navigate their way to the polls
(Seguin) -- Guadalupe County’s top election official hopes to reduce any confusion voters might have when going to the polls this early voting period.
Releasing the latest tool to help voters get to the early voting polls is Guadalupe County Elections Administrator Lisa Hayes. Hayes says the color-coded early voting schedule is a way to help voters navigate their way to successfully casting ballots in the various city, school, and water district races throughout Guadalupe County.
“I think it will help because it (has) it broken down by election. So the Seguin ISD bond election and Marion ISD election -- that way you can see what the locations are, what their hours are and what ballots are available there,” said Hayes.
She notes that if folks don’t utilize the early voting polls at the elections office, then some might find themselves having to vote early at two different locations. Polls, pg. 3

Gutierrez gets nomination nod for Superintendent of the Year
(Seguin) -- Seguin ISD’s top administrator has picked up a nomination for this year’s Texas Association of School Board’s Superintendent of the Year title.
Extending that nomination to Superintendent Dr. Matthew Gutierrez was the Seguin ISD Board of Trustees.
Dr. Gutierrez says he was both surprised and grateful for the recognition.
“I do want to share that it was absolutely unexpected. I did not realize that our board president had initiated the process and I was nominated several years ago for Region Superintendent of the Year. I did not advance because, of course, it is very competitive. You’ve got a lot of amazing superintendents in this area but I was certainly appreciative of just the process beginning and when the board took action and ultimately made the decision to nominate me for the TASB Superintendent of the Year, I was very thankful for their vote of faith in my leadership and confidence in my leadership and recognizing just everything that we have accomplished not just over the past year but over the past six years in the Seguin ISD,” said Gutierrez.
Not all members of the SISD board of trustees agreed with the decision to nominate Gutierrez. Voting against the nomination was the newest school board member, Trustee Josh Bright. Bright says the lone dissenting vote was strictly on the district’s challenges of meeting the mark regarding its accountability ratings. He says it does not reflect Dr. Gutierrez’s overall positive impact on the district.
“That is completely not at all what I have been saying or what I have said. Dr. Gutierrez has been
an excellent superintendent. He has done a fantastic job. I do think that when we get to the rating that they’ve all been working for, this nomination will be 100 percent duly noted and I’ll be the first to make the motion for his to get this award. I just don’t think we are there yet that we can actually put forth this nomination and say he’s going to get this based off of the student performance scores that we’ve had the last few years. I also know that this board has nominated him the last two prior years before this year and there was significant improvement from last year to this year on our accountability There was significant improvement last year. I just don’t think we’ve reached that pinnacle moment where we are like ‘yup, this is it. This is the time,” said Bright.
Meanwhile, Dr. Gutierrez is undeterred by the outcome of the board’s vote. Dr. Gutierrez says the results are there, and work continues to be poured into the classrooms.
“And what I really do appreciate them acknowledging is that our students are more than just a test score. So much goes into educating the whole child and we’ve made huge strides academically and in so many other areas. In fact, we had the highest performing academic school year since 2010 with many of our campuses moving up a letter grade or two and to me, it meant a lot for them to acknowledge that work but to acknowledge the work that I have done in tapping two bonds -one being very historic, the largest ever in Seguin ISD history with Bond 2022 and just acknowledging what I’ve done as far as community relationships, fiscal management and just overall leadership that I’ve provided in the district and so, I am just very humbled by their action and I look forward to being a part of this process for Region 20,” said Gutierrez.
Able to acknowledge those results, not just this past year but over the years, is Trustee District 5 Denise Crettenden.
“I think many many things go into nominating a superintendent. I think that they know that school districts are much more than just those accountability ratings. They are the lives of those students -their current lives and their future lives. It’s everything that goes into taking care of our students and not just academically -- making sure that they are fed, making sure that they are safe, and helping with their mental health. There is so much that goes into ensuring a great Nomination, pg. 3

Nomination, continued.
...education and I think that when they look at superintendents for this kind of award, they look at the whole picture and I think with all the
accolades that Seguin has gotten and all the programs that we’ve added in CTE, in fine arts and so many things -- I think those all speak well of the leadership of Dr. Gutierrez,” said Crettenden.
The nomination now puts Dr.
Gutierrez in the running for Region Superintendent of the Year, followed by State Superintendent of the Year.
Dr. Gutierrez has served as superintendent of schools for the Seguin ISD since July 2017.
Polls, continued.
An example of that, she says, is someone who wants to vote for both the Lake McQueeney WCID and Seguin ISD bond elections.
“Now, the way to avoid having to vote in two locations is to either come to the main elections office for early voting because they can vote on any of the elections that we are conducting here. So, they can vote on the Seguin ISD bond. They can vote on the Lake McQueeney or Lake Placid Water Control Improvement District -- they can vote on the Marion ISD -- whatever they are eligible for, they can vote here at the main office (215 S. Milam). We have all the elections that we are conducting right here -- one stop shop. The other option if they want a vote on both the school bond and the water control improvement districts, would be the Seguin ISD Admin Building and they can vote on both of those but they have to make sure that if they are going to do that, that they do it during the hours when both of those elections are open at the school district because it is essentially two elections being conducted in the same place,” said Hayes.
Hayes says she apologizes in advance for any confusion this might all bring but again ask that folks utilize the color-coded chart with all the specific elections and polling locations. That chart can be found on the county’s website, on the KWED and Seguin Daily News Facebook page or online at SeguinToday.com
“Historically, we haven’t’ done county wide polling places (Vote Centers) in May because we typically only have one or two little elections and they are usually on
opposite sides of the county that if we do county wide polling locations, that the cost to those entities would be significant but it turned out that there were several elections that were being held and once, we had decided not to do Vote Centers -- to change that plan would have caused complications for other entities that cross our boundaries like city of New Braunfels, New Braunfels ISD -- so if we set a plan in place and change our mind half way down the road, it just doesn’t affect our county. It affects, Hays and Bexar and Comal and Wilson and Caldwell and all those other counties. Unfortunately, this is the route that we had to take this time but moving forward, we are going to do Vote Centers in May because it’s too confusing for the voters to have to switch back and forth and I think with the growth that we are experiencing, I think we are going to see more May elections and ultimately our goal is to do what we can for the voters but of course, we are also trying to make elections not be cost prohibited for the entities that are required to hold elections,” said Hayes.
The list of elections that the Guadalupe County Elections Office is handling includes the Seguin ISD, Marion ISD, San Marcos CISD (the Guadalupe County portion), the city of Cibolo, the city of Santa Clara, Lake McQueeney WCID, and the Lake Placid WCID. Voters may download sample ballots for the May 6 election in advance.
They can be found at co.guadalupe.tx.us/elections Hayes says the easiest way for voters to know where to go vote early might still be to simply call the elections office. The office can be reached by calling 830-303-6363.

Sandra (Sandi) Ann Leibenguth Lankford was one of the most beautiful, strong loving and caring persons anyone would ever want to know. She was loved and cherished by a large number of family and friends.
Sandi passed away peacefully after years of suffering with Juvenile Rheumatoid Arthritis on the 21st day of April, 2023, in the 77” year of her age. Her lovinghusband Roy was with her until her final breath.
“A Soul prepared needs no delays The Summons comes the Saint obeys Swift was her flight, and short the road She closed her eyes and saw her God.”
Sandi was born on September 10, 1945, in Lehighton, Pennsylvania. She was the first of two children born to her parents, Foster John Leibenguth and Fern Elizabeth Wertman Leibenguth. Her parents divorced in about 1952 and Fern later married Frank Derrill Banks who Sandi always considered her Dad. Fern and Derrill then had two additional children to add to the family. Derrill was in the Air Force, so the family moved around. They were stationed in Illinois where Sandi graduated from Mascoutah High School, in 1963. They were later stationed in Washington DC where Sandi began her Civil Service career. The family finally all moved to San Antonio, where she continued her career at Lackland AFB as a Clerk Typist Supervisor.
After meeting at The Golden Stallion Dance Hall in San Antonio in May of 1971, Roy and Sandi were married by Reverend Harold Zirkel at Aldersgate United Methodist Church on February 18, 1972, and then honeymooned in Cloudcroft, NM. From the beginning to the end, Roy called Sandi “Babe” and Sandi calledRoy “Babe”.
Sandi continued to work for 10 years at Lackland AFB until she eventually had to retire due to medical reasons in 1975. At this time, she began taking college classes at SAC to increase her knowledge and education. In 1979, Sandi and Roy moved to Seguin where they built a little house, started a farm and Roy began working for Motorola. At this point, she volunteered for 20 years with her favorite cohort, Dorine Volmer as a Pink Lady and Front Desk Receptionist for Guadalupe Valley Hospital. They had a lot of fun together. After the hospital, Sandi took painting lessons before she started taking Tai Chi lessons. She eventually earned a teaching certificate and began teaching Tai Chi at the Guadalupe Reginal Wellness Center until she was physically incapable of the strain of teaching. Even then she continued with her love of Tai Chi until Covid shut things down. After teaching Tai Chi, Sandi decided she needed something to do in her spare time,
so she started taking Guitar lessons at Dellview Music Center in San Antonio. She took Dobro and Electric Lap Steel Guitar lessons from Don Pack and Denny Mathis for many years loving every minute and every note of music. That was one of her favorite experiences. She loved music. What a wonderful time she had there making music and meeting the local legends of country music.
Roy and Sandi both loved to travel and camp in their earlier years. They camped in many of the national and state parks in Texas, Wyoming, California, Montana, Colorado, Utah and South Dakota. Their favorite place to camp was always Big Bend, just barely ahead of Yellowstone. Then in 1999, they bought their first travel trailer and began going to state parks around Texas and once to Yellowstone. In the trailer, their favorite place to go was Goose Island State Park to meet their buddies, Don and Gayle Pack, drop a line in the water and drink some wine. Besides camping, they were able to travel to Germany, France twice, England, Scotland, and Canada three times and Puerto Rico as well as two cruises to Alaska. In addition to the camping and travels, they were able to attend numerous music concerts including; ZZ Top, The Beach Boys, The Rolling Stones, the Platters, Fleetwood Mac, B.B. King, Willie Nelson, Arlo Guthrie, Hayes Carll, Albert Collins and many other groups and performers around Texas.
Sandi and Roy never had children, so Sandi poured her love and time into her animals. Her beloved horses Cajun Queen and Ole Blue: all of her dogs and cats, and hundreds of cows and calves who each had a name. Sandi loved everybody, some not as much as others, but she did love everybody and she loved every animal too. There was never a dog she didn’t want to pet or a horse that didn’t get a nose rub.
Sandi is preceded in death by her father Foster Leibenguth, her mother Fern Banks, her step-father Derrill Banks and her brother Randy Banks. She is survived by her husband of 51 years Roy J. Lankford of Seguin, TX, her sister Gail Hilfiker of La Vernia, TX, her sister Patricia Walden of Windsor, MO and numerous nieces and one nephew.
Serving as pallbearers will be Glenn Targac, Dale Muenzler, Kris Gulleen, Dan Lankford, Ernest Forman and Kenneth Gold.
A visitation will be held Friday, April 28, 2023 from 9:00 a.m. – 11:00 a.m. at Tres Hewell Mortuary. Funeral service will follow to celebrate Sandra’s life Friday, April 28, 2023 at 11:00 a.m. with Pastor Cathe Evins officiating at Tres Hewell Mortuary. A private graveside interment of Sandi’s ashes will be in the Lankford/Pritchard plot at the Jones Cemetery in Utopia, TX at a later date.
Memorial contributions in Sandra’s memory may be made to Golden Beginnings Golden Retriever Rescue, Inc. in Houston, Texas. The website is www.gbgrr.org.

Mace Supports Supreme Court Abortion Pill Ruling
(Washington, DC) -- A Republican pro-life congresswoman says she supports the Supreme Court’s ruling that will keep an abortion pill on the market. South Carolina Representative Nancy Mace said on ABC’s This Week she believes the ruling earlier this month by a Texas judge to suspend FDA approval for mifepristone was “unconstitutional.” Mace referred to the decision as having come from a “hand-picked judge” for a “hand-picked” case. She stressed that someone can be both pro-life and pro-woman and the two aren’t “mutually exclusive.”
Biden Signs Executive Order On Environmental Justice
(Washington, DC) -- President Biden is taking steps to curb pollution affecting low-income and minority communities. The President signed an executive order today directing federal agencies to focus more on environmental justice initiatives, just one day before Earth Day. That order will also create a new Office of Environmental Justice. Agencies will be required to look at gaps in science and data to better understand and prevent impacts of pollution on people’s health. It will also require agencies to notify nearby communities in the event of a release of toxic substances from a federal facility.
Nationwide Adderall Shortage Continues
(Undated) -- More then seven months since the FDA announced a nationwide shortage of the ADHD drug Adderall, patients are still being turned away for lack of supplies. Pharmacies throughout the country have struggled to keep name brand and generics in stock. Some manufacturers have pointed to lack of staffing as the reason for the shortage, which is further complicated by Adderall’s status as a controlled substance, which limits how much certain ingredients can be produced at a given time. When the shortage will end remains unknown, with some manufacturers hoping to have supplies back to normal standards within the next few weeks.
Suicide Attempts By Overdose In Minors Increased During Pandemic
(Undated) -- A new study published by the U.S. Center of Disease Control says that minors attempted suicide through the use of drug overdoses at a significantly higher rate since the beginning of the pandemic. Suicide attempts by poisoning for those aged between 10 and 19 rose 30-percent in 2021, typically by using over-the-counter medications. The study’s researchers call for an increased awareness of safe drug storage, and an increase in mental health services for minors.
