Mob justice for young culprit This 18yearold boy whose name is known to Sedibeng Ster was beaten up by the Joko Tea squatter camp commu nity members after he and four others al legedly robbed and terrorised members of the community in broad daylight on Friday.

BOPHELONG. - The residents of Joko-Tea squatter camp near Bophelong were fed up when they took the law into their own hands and beat up a suspected thug who had been terrorising and robbing members of the community in broad daylight. It is alleged that five youths robbed members of the community on Friday morning in full view of everyone else. According to members of the community, they got angry when they heard that the culprits had robbed and stabbed their third victim after he refused to give them what they wanted. They tell Sedibeng Ster that this was when they took the law into their own hands and turned to mob justice. “There are

many bad things that happen in our community and we are now fed up. These boys have no respect for us. They committed these crimes in full view of the community and probably thought that they would get away with it,” community members say. The community also add that they made an example of one of the culprits, beating him up in an attempt to teach him a lesson he would never forget. “We are not going to allow young boys to make our community unsafe. This we want to make clear.” Vanderbijlpark SAPS attended to the scene. The young culprit who was beaten up is said to be around 18-years old. He was taken to Kopanong Hospital in Vereeniging after he sustained serious injuries.

A fool learns nothing from his friends NewsEdi t or Comment s

“A wise man gets more use for his enemies than a fool for his friends.” Baltasar Gracián For the years that I have been in this field I have mentioned that I am not trying to be some kind of ‘priest’ with the comments that I write for this paper nor would I like to be labelled a motivational speaker. I believe we have enough of those since they have popped up like mushrooms all

over the place making them impossible to miss. I also believe that what I put here is the simple truth. Therefore if you believe that your negative comments are putting me off from writing this piece, you are absolutely...wrong. I am fully aware that you cannot all like me or what I say. A wise man knows how to use or manipulate his enemies to his advantage or perhaps he can learn from them. A fool learns nothing from his friends, and isn’t wise enough to use them to his advantage. A wise man would use, learn and manipulate his enemies because they are his enemies. He is wise enough to know that you do not use a friend. For years bad people continue using the same set of tricks, and the reason

why they keep doing it, is because it works. Once you get down into the mud with them, they do not know what to do, and are entrapped by their own doings. When people mistreat you, always find a peaceful way to deal with it, at the same time giving the person at fault the chance to “save face.” However, try to remove yourself from the company of such a person, the first opportunity you get. I have learned to do this as I have come to fathom that some people are simply ruthless and will do anything to achieve their ghastly ambitions. You help somebody and before they exercise the common courtesy and say “thank you,” they begin to act as if they were not helped and that you had nothing to do with

their achievements. As soon as you find them out, you must throw them away like a rotten potato and have nothing to do with them again. They will try to pull the forgiveness doctrines, to suck you back in. If the person is not playing by the forgiveness and love rule, you must not play by it either. Ask yourself how it will help you. If a person is not playing by the rules, what chance do you have in the game? As one of my friends puts it: “If they don’t say it to your face, don’t bother hurting over what is being said about you. Just keep pushing till your time comes.” Lerato...

Enlightening through Agriculture SEDIBENG. - Sedibeng District Municipality together with the national government celebrated International Nelson Mandela Day on Saturday under the theme “Promote a safe and healthy environment.” Minister of small business and development (SMME) Lindiwe Zulu, Sedibeng District Municipality Mayor Simon Mofokeng, Vaal University of Technology and Export Credit Insurance Corporation (ECIC) embarked on an agricultural programme empowering the community through Bantu Bonke Co-op to sustain food gardens and capitalise in farming. It was on this day that Public Private Initiative benefitted Bantu Bonke Co-op, wherein Export Credit Insurance Corporation (ECIC) donated a cheque of R30 000 towards the crops of this project. Mofokeng says that the purpose of this initiative was to ensure that the residents of Bantu Bonke cultivate themselves through agriculture in future and enhance their skills development to uplift poverty in this rural community. The entourage proceeded to VUT Southern Gauteng Science and Technology Park where they were presented to innovative, alternative renewable energy and land rehabilitation intervention programmes which are environmentally friendly and less costly.

Minister Zulu evaluated the Bantu Bonke agricultural site and requested VUT science centre to continue supporting the site with their skills and resources for better economic growth in Sedibeng and Gauteng.

And the land saga continues! Lerato Serero

SEDIBENG.- When two elephants fight, it is indeed the grass that suffers. In the case between Weldessfontein Evaton Community Organisation (WECO) and Wildebeesfontein Evaton Community Association (WECA), the land is suffering. Sedibeng Ster reported last week that WECO members came to its offices stating to have won a case of a land claim that has been going on for years and warned those members of the community they said have been selling land illegally that a case has been opened against them and that investigations are undergoing. Last Friday the members of another organisation,WECA, also stormed the offices of

this newspaper claiming to be the rightful custodians of the land. Speaking to Sedibeng Ster the spokesperson of the group, Silwane Kubekha says that the WECO members do not have a leg to stand on as far as the land claim is concerned as they, WECA, are the rightful claimants. “The community should not be fooled, these are people that are disgruntled as they originate from us (WECA) and they have obtained those documents that they showed to you fraudulently. We have documents as requested by your article to prove that we are the legitimate claimants of the Widebeesfontein land, people must not be fooled,” Kubekha says. He adds that the other party (WECO) are

the ones that should be arrested for continuously lying and defrauding the community. “WECO as an organisation was registered in 2004 while the land claims process of registartion was closed in 1998 now you tell us who is fooling who here,” say the other members of WECA. WECO members had last week said that they are just awaiting investigations into claims that had been made on the land so that they can continue with the process of opening a ‘Trust Fund’ that will UKWAZI25

be administered by a committee elected by the members of the community. They had also mentioned that there was a provisional report that had showed them (WECO) as victors as claimants of the Wildebeefontein land. The land in dispute is said to include the whole of Sedibeng (Sharpeville, Sebokeng, Evaton, Bophelong, Boipatong etc), Soweto to as far as Heidelberg. WECA will hold a meeting this Sunday, July 26 at the Zone 7 stadium to apparently clarify this fracas.

First female director of Nissan SA at Leadership Summit

Charmaine Lemao, Human Resources Di rector at Nissan SA.

VANDERBIJLPARK. - One of the most pertinent challenges South Africa currently faces is the critical shortage of professional and managerial skills. Charmaine Lemao, Human Resources Director at Nissan SA, will take to the stage during the Vaal Triangle

Campus of the North-West University’s (NWU Vaal) Leadership Summit on August 12 to talk about skills management and talent retention in the light of current skills shortages and the impact it has on competitiveness. It is this challenge that keeps Lemao, the first-ever female director at Nissan South Africa - driven and focused. As the auto giant, Nissan SA’s HR Director she is not only making her mark in a male-dominated and highly unionized industry, she is also playing a critical role in helping the organisation drive up profitability and market share. Lemao, whose career started at Iscor (now ArcelorMittal South Africa), joined Nissan’s board in 2013, from Nampak Tissue where she was also HR Director. Originally from Atteridgeville, North West of Pretoria, Lemao was schooled in the Northern Province and Pretoria. She studied at the University of Westville in KwaZulu-Natal and at the University of Johannesburg. She also completed an executive training programme through UNISA. She started her career at Iscor (Kumba Resources) fulfilling various roles in HR, before moving to Nampak Tissue, previously a division of the Nampak Group,

where she worked her way up from HR Manager to HR director. The NWU Vaal Leadership Summit 2015 represents a dynamic collaboration with the Ukuvula Foundation and Studio 55 Events and Production. By providing this platform – from which intellectual capacity can be shared, the NWU Vaal Leadership Summit, is contributing to the advancement of leadership in business, government and civil society. Apart from bringing captains of industry and government together with regional and provincial business executives, the summit also serves as a fundraising initiative aimed at offering financial aid to needy and deserving students. The discussion themes include: Thriving during uncertainty and complexity – a leadership challenge; Working towards sustainability and beyond – building blocks to business success; and The role of Chapter 9 institutions to deepen democracy. To learn more about the summit, the programme of the day and the line-up of speakers, please visit the NWU Vaal Leadership Summit website. Please note that delegates have to register to attend the event.

Choose your subjects wisely, warns expert VANDERBIJLPARK. - The world of work and further study is very competitive and we live in a fast-changing labour market, which has serious implications for someone whose subject choices were careless. School kids and their parents have to start planning from an early age - actually even from pre-school age, says well-known Vanderbijlpark psychologist CP de Jager. During a learner’s school career a number of choices have to be made. From pre-school age parents have to decide on a primary school. In Grade 7 it has to be decided which high school is available for the high school experience; in other words, are we looking at the usual academic high school or at a technical high school? In Grade 9, learners have to make the necessary subject choices that apply to the last phases of high school – Grades 10, 11 and 12. Then in Grade 12, learners must decide in which direction they want to study further, or in which direction they wish to pursue a career. “When subject choices are made in Grade 9, one should be choosing the subject one will stick with to the end of matric. Although these choices are specifically aimed at further career choices, most 15-year-olds have no idea what they want to study in terms of what subjects they choose earlier,” says De Jager. “However, my position is that in Grade 9, a subject choice is made - but is not

yet focused on further studies or on careers. It is really important to structure subject choices properly so that learners who opt to study further have a solid basis from which to make sensible choices toward higher education and/ or training. “It is also not unusual for learners who aren’t yet sure of a career choice to choose subjects favoured by parents or friends at school. However, choosing subjects should be done with careful consideration,” he says. Choosing the wrong subjects can later result in great disappointment when they turn out to

CP de Jager, wellknown psychologist and psychometrist at Emfuleni Orientation Centre. Foto: Retha Fitchat

be incompatible with your choice of career. It is important that parents and learners choose correct subjects as advised through assessment by properly qualified persons. Unfortunately it sometimes happens that tests are conducted at schools by unqualified persons who take the opportunity to sell specific student-courses to parents and learners. In the end, some of these courses, unfortunately, leave you with a qualification but don’t really secure you a job in the workplace. The psychometrist who must be correctly trained and the orientation psychologist should have a solid background in interpretation so that correct consultative procedures can be followed. When choosing subjects to pursue a specific career it is important to look at a child’s interests, aptitude as well as at behavioural indicators. The choice of subjects must be structured in such a way that various avenues of endeavour are opened when one wishes to go forward with tertiary education. The Emfuleni Orientation Centre in Vanderbijlpark has a very consummate battery of methods that can be implemented to accurately and sensibly assess learners so that – through a feedback consultation with parents and learners – both can take to the road ahead with confidence. For more information about the available tests, contact the centre on (016) 950 8118.

We manufacture jewellery and supply to various local hotels and shops, Bon Hotel Vaal and Bon Hotel Midrand, Lord Signature Hotel, Farmhouse Delight Coffee Shop, Heidi’s Bistro and So Bling Hair Salon are some of our customers,” Khosana says. NOTICE OF ENTER INTO PUBLIC PRIVATE PARTNERSHIP AGREEMENT

22 July - 28 July 2015

PUBLIC NOTICE

NOTICE IS HEREBY GIVEN IN TERMS OF SECTION 116(3) OF THE LOCAL GOVERNMENT: MUNICIPAL FINANCE MANAGEMENT ACT 56 OF 2003 (THE “MFMA”), OF AMENDMENT OF THE PUBLIC PRIVATE PARETNERSHIP AGREEMENT FOR THE INSTALLATION OF ELECTRICITY AND WATER SMART METERING INFRASTRUCTURE The Emfuleni Local Municipality (“Emfuleni” or the “Municipality”) entered into a Public Private Partnership Agreement (“PPP” or “Agreement”) with BeijjingFuxing Xiao – Cheng Electronic Technology Stock Co. Limited JV Ole Power System (“BXC”) in December 2013. The PPP is aimed at increasing collections and decreasing bulk costs for electricity and water services. The advantages of the introduction of a smart meter system and network include accurate measures of consumption by consumers within the Municipal Services area, pre-payment, geo-location of any leakages that occur, and more information with regard to bulk volumes. The Municipality determined that the original Agreement was deficient in a number of important aspects, and it entered into negotiations with BXC to update the current PPP. The parties agreed to replace the original PPP, and this was entirely due to the difficulties in updating the agreement. The re0drafting process has not affected the financial terms or the risk relationship between the parties, and all essential terms remain as they were in the original PPP. The draft PPP Agreement was submitted to National Treasury for consideration, which has already provided high level comments and has provided in-principle support for the new draft PPP Agreement. Affected parties are hereby invited to submit written representation later than Friday 21 August 2015 at 12:00 pm. All submissions must be submitted in a sealed envelope and clearly Marked: “RESPONSE TO NOTICE OF AMENDMENT OF THE PUBLIC PRIVATE PARTNERSHIP AGREEMENT FOR THE INSTALLATION OF ELECTRICITY AND WATER SMART METERING INFRASTRUCTURE” Representation must be submitted to the S.S Shabalala, Municipal Manager, Emfuleni Local Municipality, Corner of KlasieHavenga Street and Frikkie Meyer Boulevard, Vanderbijlpark, Gauteng, 1911. Touchl i ne

There is something strange about football in this region. Point in case, the talent that was displayed during the Makgotamishe Winter Tournament was out of this world. However, the same cannot be said about the leagues in this region. The talent that TOUCHLINE saw at this tournament was exceptional to say the least and local soccer fans enjoyed each and every action from day one until the last day of the tournament. This is a concern for TOUCHLINE because you will never see these players during the league games. No doubt, this region is blessed with talent. It was the first time TOUCHLINE saw some of the exciting talent and the question I asked myself was – where did they come from?

SEDIBENG STER

15

Time for reality check But somebody said to me, some of these boys just enjoy playing these tournaments because they get paid for playing there. This doesn’t make sense to me for talent to be used in this manner. TOUCHLINE always says this: People no longer have respect for this beautiful game and that is why these youngsters opt to play in tournaments instead of leagues. In addition to this, the Super League was re-scheduled just because some teams gave this tournament first priority. Apparently the local soccer fans also enjoy watching these township tournaments more than league games and it is because youngsters are allowed to express themselves compared to when they play league matches. TOUCHLINE challenges all people who are involved with the development of football in this region to look into this matter – why are our youngsters preferring to play in tournaments rather than ‘organised’ foot-

ball or league games. Something must be done about this situation because our youngsters choose gambling over organised football just because they are paid to grace these township tournaments. TOUCHLINE believes tournament organisers and our LFA’s must come together to work towards a common goal. Let’s put our differences aside and find a common ground to fix our football. TOUCHLINE’S message to Emfuleni Local Football Association secretary – Martin Mpholo is that I have been in football for donkey years and I understand the politics of football. We all know where the problem lies but we

want to shift the blame. Please stop looking for excuses and making accusations. The challenge with our football is that every ‘nyaope addict’ thinks he can run this beautiful game. As much as we are all involved in the development of football in this region - our ambition is not and will never be the same. While some of you fight for positions - there are those of us who fight for progress and quality in the field of play.

VANDERBIJLPARK. - North-West University (NWU) Marketing and Communication Directorate on the Vaal proudly made Lerato Lady Ngakane’s dreams come true. The Marketing and Communication team came to the rescue of a talented young netballer – Lerato Lady Ngakane who was chosen to represent the Gauteng u/16 netball team recently. The NWU team stepped in when Sedibeng Ster Sport reported on Ngakane’s plea for possible funders or sponsors to enable her to attend the Gauteng School Netball Rhino Week, which took place in Vereeniging recently. According to Matome Kganakga, a member of the NWU team, the department sponsored Lerato with her kit and clothing for the tournament. “As a campus we are committed towards the development of young sporting talent, and we are proud to be associated with various sporting events within the region.” “From Lerato’s performance on the netball court it is evident that she is a talented and highly motivated player and as such we are proud to aid her in reaching even further heights on the sports field,” says Kganakga.
