RUST-TER-VAAL.- A bus full of mourners was torched by hurled petrol bombs outside the Rust-ter-Vaal cemetery on Saturday. This has been described as a ‘bizarre spectacle’ and ‘a moment of madness.’ The incident left an elderly woman hospitalised with serious burns to her feet and face. Scores of others sustained various injuries. This happened a few minutes after Gogo Mthimkulu was laid to rest and mourners were ready to leave the cemetery. Numerous cars were damaged by rocks as the two groups fought it out. According to reliable sources in the area, the heinous crime was carried out by a loud group of Rust-ter-Vaal residents who were opposed to the opening of the cemetery to the corpses of people from outside the area. Some believe that the situation was racially motivated. A victim, Mxolisi Hadebe (27), said he injured his back as he tried to jump out the window of the burning bus. Mxolisi, a member of the Atlehang Gospel Choir, said the funeral service

was for the mother of their choir leader, Kamohelo Mthimkhulu. A petrol bomb was allegedly thrown into their bus and the local community also threw golf clubs at the bus. Motorists were provoked by this and retaliat-

ed by attacking the members of the community, who the ran towards their yards. Windows, three houses and two vehicles parked inside yards were damaged by flying rocks. A local educator said the fight has nothing

to do with race: “We are living in peace with people from various races here. Not long ago we requested the Emfuleni Local Municipality to stop outsiders from coming here to bury their dead as this area is too small and can only just accommodate us, to no vail.” De Deur station commander Colonel Gideon Mundalamo said one suspect from Rust-ter-Vaal was arrested, charged with possession of an unlicensed firearm, public violence and malicious damage to property. Emfuleni MMC for Sports, Parks and Cemeteries, Shaka Radebe, said the government will never allow the segregation of the dead, which amounts to imposing a Group Areas Act as in apartheid: “This is a democratic country and every citizen has the right to be buried in the place of their choice.” The entrance of the Rust­ter­Vaal Cemetery is customarily used as a walk­through. 27­year old arrested for rape SASOLBURG. – Five days after raping a girl, a 27-year old suspect was arrested by the police. It is alleged that on Saturday, August 15 at about 06:00, the complainant and her friend were visiting the complainant’s cousin in Chris Hani. The complainant decided to go home and left with her friend. When they were leaving they met a man outside who was sitting in a white bakkie. The man knew the complainant’s friend and offered to take them home. They both agreed and the friend sat with the driver on the front seat, while the complainant sat on the back of the bakkie. The suspect took the complainant’s friend home but then drove past the victim’s house. The victim tried to indicate to the driver that she has reached her destination, but the suspect drove off on high speed. When they pas-

sed near the railway line close to the Sasol firm, the victim jumped out of the moving bakkie and injured both her legs. The suspect stopped the vehicle, carried her into the bakkie and raped her. After the rape the victim pleaded with the suspect to take her home as she could not walk, which he eventually did. The victim went to the Fezi Ngubentombi District Hospital and she was transferred to Boitumelo Hospital for an operation. The victim had sustained serious injuries. Through thorough police work, the suspect was traced and arrested on Thursday night 20 August.

VEREENIGING. – The VereenigingPolice recently visited a wellknown multiracial school in Vereeniging where they found dangerous weapons. The weapons found were one cricket bat, two base-ball bats, a panga, four knives and a toy gun. The schools’ students were said to be involved in fights. It’s alleged that two groups of students were about to attack each other. “We are not taking this matter lightly. We have not had to deal with school violence for quite some time and we definitely don’t want to start now,” says Police spokesperson Captain Fikile Funda. He adds that upon police arrival at the school they found that a large group of boys were dispersed on the school premises. “There was a group of students outside the school yard and when they saw the police they dispersed. This was when we found an assortment of weapons,” says Funda. One suspect was arrested and investigations continue.

New meters to end graft

VEREENIGING. - “The Smart Meter Reading System is new technology that puts the community in control. It is accurate, gives instant updates and does not estimate when reading electricity or water consumption,” said Emfuleni Local Municipality (ELM) Manager Sam Shabalala. This was during the launch of the Smart Meter System at the Lapa on Vaal in Three Rivers on Thursday. During the launch Shabalala also indicated

that the government wanted to bring back a culture of payment for services. He appealed to the community at large to support the great initiation. Emfuleni is the biggest local municipality in the country. In July alone it spent R55 million on water and R220 million on electricity. ELM Executive Mayor Gretha Hlongwane said the meter system aims to save the municipality millions of rands: “It will help the municipality overcome the

challenges associated with estimations, bring a stop to the inaccurate billing system and avoid loss of revenues in collection and bypass-

ing of electrical supply (bridging) by customers.” She said the corrective measures include removal of old meters from customers’ premises and then placing new meters in lockable boxes with alarms to avoid tampering. The metering will be programmed remotely. The Smart Meter system at the end of the total installation will cost the service provider about R1, 1 billion. The world of technology has been moving fast. It should mean people receiving faster municipal services. “We are not going to deny the community access to water,” she said. “Instead the flow of running water will be reduced to consumers not paying for services. “The service provider will receive 70% with the rest going to Emfuleni. A risk sharing model will alleviate the cash-flow troubles the municipality experience. This can only happen when the community pays for their rates and services. “The project started in 2012 and has gone through a forensic process. The company takes 95% of the risk and should the project fail to bear fruit, we are willing to pack up and go,” said Oupa Maumakwe, the project partner’s representative. “I am proud to launch the project, thanks to demands from members of the community,” said Hlongwane. She said the project was piloted in Bedworth Park, SE7 and Eatonside, which provided enough evidence.“The community couldn’t wait for the formal introduction of the system, but it was not an easy path,” she said.

VEREENIGING. - A key decision aimed at addressing the economic plight of residents and the delivery of basic services was taken during the regional general council (RGC) meeting of the South African National Civic Organisation, SANCO recently. Mandla Mazibuko, regional spokesperson, addressed assessment of the state of basic service delivery and the high levels of poverty and unemployment which were high on the agenda for discussion. The meeting was attended by about 350 representatives. The RGC decided to engage the Emfuleni Local Municipality to convene a Masakhane Service Delivery Summit to review the indigence policy and to engage on the credit control methods it uses. A serious concern about the poor state of municipal services was raised. SANCO, in its media statement, said they will make available volunteers to help the municipality conduct door-to-door visits to verify poor households that should be considered for the special dispensation. The report received from the regional executive involved the quality of roads infested with potholes and waste removal, which remains a deep concern.

Methods of averaging municipal bills resulted in inaccurate and unfair billing - this needed to be look into, read the statement: “The unemployment rate requires a special dispensation for poor households. A Smart Meter Reading pilot project with Emfuleni Municipality remains on the cards and public participation has to be garnered to determine the economic and social benefits.The branches were encouraged to achieve high levels of organisational growth and to strive for the quality of programmes undertaken by the regional leadership since the regional conference in October 2014.

ArcelorMittal’s Vereeniging plant to close, Vanderbijlpark to follow? Lerato Serero

SEDIBENG.- The possible closure of ArcelorMittal’s Vereeniging plant will affect approximately 400 direct employees and contract service employees. The company has confirmed in a statement that it will commence with the section 189 (Dismissals based on operational requirements) process regarding the potential closure of the Vaal Meltshop and Forge in its Vereeniging Works and a review of corporate service departments, which will be completed at the end of October this year. The South African market has been particularly impacted by lower steel prices as a result of the global slowdown in demand; significantly lower local steel demand due to a sluggish local economy and the challenge of increased imports of cheaper Chinese flat and long products into the local market. The company has been engaging extensively with stakeholders, including government, to receive protection in the form of import tariffs and duties and the localisation of

My colleagues have been seriously and forcefully conversing about our cover story. Rust-ter-Vaal residents allegedly refused to allow people from other areas to bury their loved ones at ‘their’ cemetery. While one colleague feels that the residents who blocked the streets and allegedly ended up burning the mourners’ bus were within their right and protecting ‘their land’ another feels that this is pure racism from the part of the residents who feel that the land is theirs and that they are the only ones that should have the right to bury or be buried there. Although I do not think that in this instance the Rust ter Vaal residents are being racist, I think that they are being egotistical in not wanting to allow other residents from within the Vaal, in particular township, to bury their loved ones at the cemetery. The land belongs to the munici-

pality, doesn’t it? It would have been another case had the cemetery been on private property or had they bought plots within the cemetery from the municipality to bury their loved ones in future. I feel that we should also refrain from playing the race card as for the many years that I have known and worked with Rust-ter-Vaal people, there has never been a single incident where I have found them to be racist, so why would they start now? Since the democratic dispensation, many coloured people have moved from their ‘traditional residences’ where they were confined by the apartheid regime into the townships and when I say this I mean MANY of them. It is only right that the police and government officials also get involved in this commotion. I feel that all parties should come to an amicable understanding of how they are going to operate the burials at the cemetery. We should not stop for excuses where there are none, we should stop blaming others for the situations that we find ourselves in. In this case blacks should stop playing the race card and the coloureds should consider what they would have done if the tables were to turn. Lerato…

It is anticipated that this decision will help optimise the already high and unsustainable fixed costs of the long steel business. At the same time, like Vereeniging, the Vanderbijlpark Works continues to be unprofitable in the face of the current market conditions. It is for this reason that the company will also be initiating an industrial footprint review of the Vanderbijlpark Works and a review of Corporate Services, with a view to optimise structures and costs. It is envisaged that the review, which will use the services of experts in the field, will be concluded by the end of October, at which time a decision will be announced with regard to any possible further restructuring. The review will include consultations with all employees at Vanderbijlpark Works and Corporate Services, as well as their representative unions, to find viable alternatives to potential job losses.

Mentoring the mentored Mduduzi Mathebula

SEBOKENG. - The fact remains that the world revolves around women. Sebokeng SAPS recently took charge by letting young women from high school take charge. SAPS hosted these vibrant young women from Moshate Secondary School in Lesedi La Thuto Hall just a few metres away from the station. The event was one of its kind driven by learners, speakers and guests. Sergeant Maria Molefi, coordinator: “The

main objective of the event is to mentor these young women to learn about the different office environments and departments, and to see how other women work in different professions.” Nine learners were chosen to represent a career, and in that particular department there was a mentor to tell the learner about the ins and outs of that career. Learners were required to return to their school to make a formal presentation on what they had learned.

The number of junior teams affiliated to the Emfuleni Local Football Association (ELFA) junior league is far less compared to the teams that participate in township tournaments. This is embarrassing. For example, in Boitshepiville a handful of teams are affiliated to participate in the junior league and the question is: Where are the rest of the teams that participated in the recent Makgotamishe Winter Tournament that should be in this league? This is a concern that needs to be addressed because the Makgotamishe Winter Tour-

This issue should be on the agenda nament saw more than 16 teams competing in the tournament and some of them came from as far as Zamdela. When TOUCHLINE asked some of the junior team officials why they aren’t playing in the league, they say they have played in the league for the past five years but, at the end of each season they get nothing. Others claim they can’t come up with the affiliation fee because they don’t work, and TOUCHLINE sees this as a valid point. But then the follow-up question is: Where did they get the money to affiliate for the Mokgatamishe Winter Tournament? Their response is very quick: “We knew if we got as far as the semi-final, we were guaranteed prize money, unlike in the league where we play for nothing.” This is the biggest challenge for local football because local soccer teams seem to pre-

fer to play stake games to make money. The number of teams are decreasing in the league, including Super League, because of the above-mentioned factors. Case in point: the winner of the Makgotamishe Winter Tournament in the senior category received a cheque for R50 000, while the winner of the Super League team doesn’t even get half of that. As if this is not enough, the Pooe Festival Tournament winner in the senior category pocketed R100 000, a prize that even a SAB League winner can only dream of. This is something that Safa Sedibeng in conjunction with the local football associations must look at before more teams lose interest in participating in the league. SEBOKENG. - Ntombikayise Malindi is a young woman with a mission to develop cricket and other sporting codes at school level. Siviwe Primary School in Zone 10 is among the schools in which Malindi is busy developing cricket. This energetic former netball star was busy teaching these up-and-coming cricketers

how to play the sport on the school playground and the young ones were eager to learn. Speaking to Sedibeng Ster Malindi believes that cricket is one of the sporting codes neglected at schools. She believes that not all youngsters are gifted when it come to soccer which is the popular sport in townships; hence she introduced

cricket to the school. However, this North West University (NWU) Vaal student says she wishes to continue with the project to promote other codes in future such as volleyball and rugby, to mention but a few: “These kids really enjoy themselves and they are eager to learn much about the sport and I’m very excited because they are cooperative. I also wish to thank the educators and

principal for their support. They really make my job easier by giving me necessary support whenever I need something from them. If it wasn’t for their support I don’t think I could have managed to pull this together as part of my task.” Malindi is one of the local netballers who has represented this region in the national and international competitions.

Super League in final stages Zacharia Nale

SEDIBENG. - The Emfuleni Local Football Association’s Super League teams wrapped up their league programme over the weekend. Pekwa All Stars FC was crowned the Stream A undisputed champion after beating rivals Celta Vigo in a top-of-the-table clash played at the Zone 3 Stadium. Bophelong All Stars FC and Young Milano FC are the winners in Stream C and D streams respectively. However, it is unclear when the promotional play will take place since Safa Sedibeng is still under administration. The ELFA general secretary Martin Mpholo believes that the date for the play-offs will be set as soon as possible. Sedibeng Ster Sport has learned there are outstanding matters that need to be ironed out before the four teams that finished or will finish at the top of their respective streams take part in the play-offs. Sedibeng Ster Sport has learned that some of the teams have since raised concern with regard to the Young Milano FC, which reported that it wants to participate in the play-offs, despite the fact that it is the Vaal Milano FC feeder team. Worse, protests have been lodged by some teams that they were not happy with the age-rule, among other issues. Mpholo says the date for play-offs will be confirmed in two weeks’ time. “We will provide all the stakeholders with the final log as soon as the league is over, including the media and sponsorship,” he concluded.

Volleyball Family Fun Day Celebrated Zacharia Nale

VANDERBIJLPARK.- Maxeke Secondary School was crowned Volleyball Family Fun Day champions at Isak Steyl Stadium recently. It was a fun-filled day with the Emfuleni Local Municipality, the Vaal University of Technology (VUT) and Model Events Media as official sponsors of this programme. Maxeke Secondary School was crowned

the champions in both the girls and boys category receiving big trophies and medals for their effort. Matsie Steyn finished second position in the girls’ category, while Tshemedi came second in the boys’ division. Evaton Bright Stars were victorious in the senior women’s category, while Midvaal Municipality took second position in the same category. However, Evaton Bright Stars’ day

was indeed very bright when they took the first position in the men’s category. Emfuleni Municipality finished as the runner-up, while Midvaal came in third. The Emfuleni volleyball team was named the Most Disciplined Team Of The Tournament, while Matsie Steyn walked away with the Most Disciplined Team Of The Tournament in the schools category. Tournament organiser Joseph Manzi told

Sedibeng Ster the tournament was a success: “We want to thank all the people who helped to make this event a success, especially our sponsors. These children really enjoyed themselves because there were plenty of activities for them to participate in. We intend to host this event in the near future as part of continuity.”
