What Is The Home Renovation Incentive (HRI) Scheme?

The Home Renovation Incentive (HRI) Scheme provides for tax relief for home owners and landlords by way of an Income Tax credit at 13.5 per cent of qualifying expenditure on repair, renovation or improvement works carried out on a main home or rental property by qualifying contractors.

The amount of the HRI tax credit depends on the amount spent on qualifying works. Tax relief can be claimed on qualifying expenditure over €4,405 (before VAT at 13.5 per cent) per property. This €4,405 (before VAT) can be the total from any number of jobs carried

out and paid for from 25 October 2013 to 31 December 2018 for Homeowners claiming on their main home, on or after 15th October 2014 and up to 31st December 2018 for landlords claiming on their rental property. While there is no upper limit on expenditure on qualifying works, the tax credit will only be given in relation to a maximum of €30,000 (before VAT at 13.5 per cent) per property.

If a home owner or landlord is having qualifying work done but isn’t spending over €4,405 (before VAT) on the property, it’s still worth choosing a HRI qualifying

contractor and having the work details entered on HRI online. They may have more qualifying work carried out on the property between then and 31st December 2018. All the spending on the property, added up, could reach the €4,405 (before VAT). It will be very difficult to go back to a contractor, to try to get him or her to enter details to HRI online, for a job from a year or more ago.

In addition, if a home owner or landlord is using a HRI qualifying contractor, they can be sure that the contractor is tax compliant. If there are no grants or insurance claims, the lowest tax credit amount is €595 (€4,405 at 13.5 per cent) per property and the highest tax credit is €4,050 (€30,000 at 13.5 per cent) per property.

Getting A Mortgage If you are buying a home, you will probably have to take out a mortgage, which is a long-term loan to finance a property purchase. If you cannot get a mortgage from a commercial lender (bank, building society or credit union), you may be eligible for a loan from a local authority. As your home will be secured against the loan, you must keep up your payments or risk losing your home.

This document outlines some issues to consider when thinking of taking out a mortgage, topping up an existing home loan or switching to a different mortgage product – known as a switcher mortgage. It is aimed at private individuals who are buying their own homes.

Note that mortgage interest relief is no longer available for new mortgages.

However, if you are a firsttime buyer, you may be entitled to claim First Time Buyers Relief, which is a refund of Deposit Interest Retention Tax (DIRT).

tive, has been introduced to help first-time buyers of newly built homes to fund the deposit required. It also applies to once-off selfbuild homes. It consists of a rebate of income tax paid over the previous 4 years.

This incentive applies with effect from 19th July 2016 and will run until the end of 2019.

Mortgage approval Commercial lenders offer a range of mortgage rates and products. Before starting to look for a home, you should check with potential lenders to get a statement of how much they are prepared to lend you. This is called approval in principle.

Getting approval in principle will indicate what price range you can consider when looking for somewhere to buy.

Mortgage Lending Limits Under Regulations in effect since 9th February 2015, the Central Bank set limits on the size of housing loans made by the commercial lenders that it regulates.

Following an evaluation and consultation process, the Central Bank announced in November 2016 that revised limits would take effect from 1st January 2017, under new Regulations.

The Central Bank rules allow discretion for lenders to exceed the LTI limit of 3.5 times income in up to 20 per cent of cases in any calendar year. Since 1st January 2017, the revised rules allow for 5 per cent of the value of new lending to first-time buyers for primary residences in a calendar year to be above the 90 per cent LTV limit. They allow for 20 per cent of the value of new lending to second and subsequent buyers for primary residences to be above the 80 per cent limit.

Loan Offer Once your Bank/Building Society has formally approved your loan in writing on the basis of the price of the house and information furnished by you, a formal loan pack is issued.

Normally a Letter of Offer setting out the main details of the loan is issued to you and the Loan Pack comprising Mortgage Documentation, Acceptance of Letter of Offer and Assignment etc., is issued to your Solicitor. When your Solicitor has checked the Loan Pack and discussed key terms with you, various documents are signed and completed to enable the Bank/Building Society to proceed.

This offer will include all the particulars of the mortgage such as rates and repayment term.

Once you have decided to proceed with the purchase of the house and have been approved, at least in principle, for the loan, you should pay a booking deposit to the Estate Agent. Booking deposits can be as low as €3,000 but can be up to 3 per cent. This deposit is refundable up to the point where contracts are signed.

When the Estate Agent receives the booking deposit they issue sale details to all parties.

Sale details are prepared by the Estate Agent and issued to you, your Solicitor and the Seller’s Solicitor. It contains the price, conditions of sale, estimated closing date, names and addresses of all parties. The seller’s solicitor, on receipt of the sale details, will issue the Contracts. The Contracts are sent in duplicate together with a copy of the Title Deeds to your Solicitor.

House Prices Rising…

But No Immediate Cause For Alarm

lan Redmond, who is Managing Director of Redmond Property Consultants in Swords, comes from one of the most readily identifiable names in business in the town. He told the County Leader, “My father, Shane originally set up the business here in Swords over 40 years ago. He originally had the agency for Irish Permanent, as it was at the time, which later became Permanent TSB here in Swords, as well as in Navan, Trim and Kells. He also had an auctioneering business in each office. As time went on, Permanent TSB began to close the agencies and he maintained the Swords branch. Our office was where Permanent TSB is at present and we moved on a couple of occasions, finally settling where we are located at present at 5456 Main Street, Swords,” he said.

“There has been quite a lot of changes on Main Street over the past few years, with a lot of new multi-national companies having moved here, making Swords a thriving town. My father retired from the business about 15 years ago, at which time I took over,” said Alan. “I was President of IPAV in 2008 and the entire auctioneering industry went downhill at that time. Fortunately I got the opportunity to go for election again and I was elected. My term is up this June and I’m happy to say that things are on the up.”

“At present, there are great signs for the property business. At the beginning of the year, there were predictions that property prices would grow by 8 per cent and already they have grown by over 4 per cent in the first three months of the year. This is mainly down to the lack of supply of property.“ “There has been some criticism also recently of the Help-To-Buy scheme.

However, the evidence is that almost 6,000 new homes were bought under the scheme during 2016. Research shows an increase of 63 per cent in the volume of sales in the Greater Dublin Area in the first Quarter of 2017.”

Redmond feels that people are panic buying at the moment, which is pushing prices up and he maintains that if people are patient, the right property for them will come on the market. “This is a very good time to trade up, because if you have good equity in your property and you are in a position to get a mortgage, then now is a good time to move.

However, this does not apply to people

who are still stuck in negative equity, with zero equity in their property, particularly those who are living in apartments who have outgrown their homes. Where we are situated here in Swords, it is a great place for property, particularly with the number of multi-nationals locating here, as well as the prospect of Metro North coming on stream, the future looks very good for Swords,” he said.

“Recent surveys in the media appear to indicate a marked increase in house prices, but much of this is mainly in rural areas simply catching up from an extremely low base during the recession.

In fact, we still have a clear two-tier property market, with prices relatively vibrant in the major cities but continuing to be weak in rural areas.”

“In addition, almost all of these surveys are based on asking prices and not the actual price achieved which is very often far lower. The root cause of the problem continues to be the lack of supply and while some progress has been made in both State provision and private building, it is clearly nearly not enough to meet the huge demand that is in the marketplace.”

He continued, “Recent estimates based on the preliminary Census figures estimated that we need to be constructing 36,000 units per annum over the next decade. Last year it seems that less than 14,000 units were completed but it is hard to get reliable data in this regard. Clearly there is a steep upward climb ahead and more imaginative and innovative thinking is needed if we are

to tackle this problem in a meaningful way.

Overall, the indications are that there has been a marked increase in the number of new house sales both in Dublin and nationwide and that firsttime buyer are dominating the market.

This is good news and hopefully a trend that will continue this year.”

While prices are climbing, notably in Dublin, average prices are still 40 per cent below their peak in 2006. While nobody is suggesting we should return to the unsustainable inflation of the boom period, we do need to place current prices in context.”

“Rents, of course, have continued to soar due to the lack of available properties but a temporary limit has been placed on these by the introduction of Rent Pressurised Zones in the capital and a number of other high-demand areas.

The lessons from the past e.g the Bacon reports, show that the Government should be wary of over-interference in the market.”

“One of the areas the Institute of Professional Auctioneers & Valuers (IPAV) has been pushing for is a root and branch analysis of the very high construction costs in this country. Time and again the Institute has called on the Government to fast-track the promised detailed analysis of building input costs set out in ‘Rebuilding Ireland’, the Government’s housing strategy. This analysis should provide very valuable information on which to plan future housing strategy,” he concluded.

Good News For Home Owners As North County House Prices On The Up The price of the average three-bed semi in North County Dublin has risen 5.6 per cent to €282,500 in the last three months, according to a national survey carried out by Real Estate Alliance.

The REA Average House Price Survey concentrates on the actual sale price of Ireland’s typical stock home, the three-bed semi, giving an up-to-date picture of the property market in towns and cities countrywide for the first three months of the year.

According to John Cumisky from REA Cumisky in Balbriggan, the lack of supply is causing high demand

with more first-time buyers holding out for new developments signalling that the situation may continue.

He said, “We have seen a rise of 9.1 per cent in the first quarter, with three beds rising by €20,000 to

Help To Buy Incentive The Help to Buy Incentive Scheme is designed to assist firsttime buyers with obtaining the deposit required to purchase or self-build a new house or apartment to live in as their home.

The incentive provides for a refund of Income Tax and Deposit Interest Retention Tax (DIRT) paid over the previous four tax years to first-time buyers who purchase or selfbuild a new house or apartment to live in as their home.

A first-time buyer of a house or apartment who purchases or self-builds a new residential property between 19th July 2016 and 31st December 2019 may be entitled to claim a refund of Income Tax and DIRT paid over the previous four years.

The first-time buyer must not have either individually or jointly with any other person (directly or indirectly), previously purchased, or built a house or apartment. Where more than one individual is involved in purchasing or building a new home, all of the individuals must be first-time buyers.

You must ensure that your contractor is a Revenue approved qualifying contractor before purchasing

the property if you wish to avail of the Help to Buy incentive. You must be tax compliant. If you are self assessed you must also have eTax clearance.

What Is A Qualifying Property?

For a property to qualify under the scheme, it must have been purchased or built as the first-time buyer’s home. It does not include properties acquired for investment purposes. It must be a

new build and the construction must be subject to VAT in Ireland. Properties which have never been used as a dwelling and are now being converted for residential use may qualify. The purchase value of the property cannot be more than €500,000 for properties bought after 1st January 2017.

For properties purchased between 19th July 2016 and 31st December 2016 the value cannot exceed €600,000. For self-built properties, the purchase value means the approved valuation by the qualifying lender at the time that the qualifying loan is entered into.

You must take out a mortgage on the property with a qualifying lender and this loan must be used solely for the purchase or building of the property. The loan should be entered into solely by the first-time buyer and the lender. A guarantor on the loan is allowed. The loan to value ratio must be greater than 70 per cent.

Once the residence is completed and conveyed to the first-time purchaser any further compliance responsibilities, such as the obligation to use the house as a principal private residence for a period of five years, become the sole responsibility of the purchaser as the developer cannot be held responsible for such matters.
