• Drive slowly up to the gates and through the community for the safety of our residents.

• Make sure to follow the posted speed limit throughout the community. Speeding fines are going to resume.

• Please contact your HOA for any questions relating to payments, maintenance, landscaping, or other property related matters.

• We do not accept cash or credit cards for transponder payments. We only accept check or money orders at this time.

• The BPCA office hours are 8:30am to 4:30pm Monday – Friday.

A Message From Marci

We are well into the new year, and much is happening in both the county and the country. While I am very busy with exciting projects, my new year had a rough start that I am still working through.

As many of you may already know, my father passed away in his sleep at home in the early hours of New Year’s Day. His health had deteriorated after he suffered a series of strokes, seizures, and pulmonary embolisms three years ago. He survived, but never fully recovered. His last years were difficult for both him and my mother, as she became his full-time caregiver. With the help of the VA and organizations like Seniors Helping Seniors, they were able to keep him at home for most of that time.

We got the call at 5:00 a.m. and were on the road to South Carolina by 8:30. The next week was a blur. I was one of the speakers at his funeral and struggled to find the right words. I can only describe it as living in a snow globe. It was hard to see past the man who had become so ill he could barely get out of bed. All my memories swirled so quickly that it was hard to focus on the life of the man who raised me, not just his final years.

But then came the night we all sat in my mother’s kitchen, looking through boxes of old photos to create a montage for his funeral. There he was, and all the good memories came trickling back. We sat and shared those moments. Over the

next few days, my mom, husband, brother, and sister-in-law joined in the reminiscing, and a proper eulogy took shape.

It’s hard to limit myself in what I would like to say about him. He lived a big life and loved to tell stories. He had a way of reliving events that made you feel like you were there, too. He was a spontaneous prankster and found humor in everyday life. He loved to visit new places and explore the area “like a local.” He never took the road most traveled. We shared a love of roller coasters, flying, and, most importantly, the beach.

I try to think of him now as sharing his stories in Heaven in a perfect body, reuniting with lost loved ones, and knowing that he raised two great kids who will remember his legacy and are proud to have called him Dad.

Bonefish Cove Update

We’ve heard from some constituents about traffic disruptions in the Town of Palm Beach, due to barge traffic related to the Bonefish Cove Project and bridge openings.

In response, County staff initiated a call with Congresswoman Frankel, the Mayors of Palm Beach and West Palm Beach, and their teams.

While the County does not have direct authority over the contractor, I emphasized our commitment to working collaboratively on solutions to address these traffic concerns. ERM, drawing from its experience, has proposed operational adjustments to the Corps to help reduce the impact. Recently, ERM received approval from the Town to work on Sundays, which will help alleviate delays during peak commute hours.

Additionally, the Corps is working with the U.S. Coast Guard and the contractor to minimize unscheduled bridge openings. We will continue to closely monitor this situation and are committed to ensuring the Bonefish Cove Project moves forward smoothly while addressing local traffic concerns.

Important Launch Project Update

We are excited to announce that Hotwire Communications has been selected as the new cable and internet provider beginning January 1, 2026 for the Boca Pointe Community. In the next few weeks, Hotwire Communications will start the construction phase of the launch project at Boca Pointe. During this phase, the Hotwire Construction team will be working in your community to build the infrastructure for the new fiber optic network.

Hotwire has reviewed the site plan in detail and due to size of Boca Pointe and the number of Villages, Hotwire has separated the community into four phases. Hotwire recently met with the Board Presidents of each Village to discuss the comprehensive construction plan for the community. Each Village will be assigned a construction phase and will be completed in that order. For reference, we have included a list of the Villages in phase one. It is important to note that Hotwire will have multiple construction teams working simultaneously, however depending on the phase of your village you may not notice any active construction.

Prior to construction commencement in each Village, residents will receive a project update including specific construction details from the Property Management team and/or Board of Directors. If your Village is in phase one you will see an increase in activity as Hotwire is working in your area. Our crews will have their vehicles parked in your community and you will see us working in a variety of locations. We are a friendly group, but we kindly ask that you please keep a safe distance away from all our ongoing construction activities because safety is our top priority.

Recently Approved Agenda Items

Each month, the Board of County Commissioners approves a wide range of important agenda items that impact areas such as engineering, facilities, housing, airports, and more. Here are some key items approved this month:

• An update from the Building Department on Milestone Inspections for condominiums and co-ops three stories or higher, 30 years or older. The Board directed reminder and non-compliance letters and discussed options for noncompliant buildings.

• A funding agreement with the Health Care District of Palm Beach County for up to $10 million in land acquisition, design, and construction services for a Central Receiving Facility (CRF) as part of the ARPA Response Replacement Fund.

• An amendment to the Lake Park Scrub Natural Area Management Plan to redesign proposed structures and address public safety and visitor experience.

• Adopted a voter approved ordinance granting tenyear Economic Development Ad Valorem Tax Exemptions (AVTE) subject to eligibility and BCC approval on a caseby-case basis.

• The proposed 2025 State Legislative Agenda.

• A State Funded Grant Agreement with FDOT for $2.75 million to design and implement an Adaptive Traffic Control System (ATCS) along Okeechobee Boulevard between I-95 and Flagler Drive.

Nonprofit Spotlight

I’m excited to share that the BCC recently approved an agreement with the Parks Foundation to provide philanthropic support to our county parks!

Founded in 2023, the Parks Foundation of Palm Beach County, Inc. is a nonprofit dedicated to advancing advocacy and philanthropic efforts for our parks. Its goal is to seek and secure opportunities to enhance park access, programs, and other identified initiatives, without filling the department’s budgetary shortfalls.

Led by a dedicated Board of Directors, who are influential leaders within Palm Beach County, the Foundation plays a crucial role in ensuring our parks thrive. Each year, the Foundation evaluates park projects that align with the department’s strategic priorities, focusing on initiatives that have a positive impact on the community.

I’m thrilled to see exciting proposed projects, such as tree planting, shade canopies, beach access mats, and story walks, which will significantly enhance park accessibility and enjoyment for everyone. I look forward to seeing these projects come to life!

What Does Shortly Mean

When I call my pharmacy or insurance provider or any store, a record comes on to ask me why I’m calling? They give me a recorded list of what might be my problem, none of which apply to me and then they tell me to hold on, they will be with me shortly. Sometimes they even tell me how many other callers are ahead of me. They continue to assure me over and over that they will be with me shortly. How long is shortly I wonder, because now I’ve been holding for almost twenty minutes. Then to drive me crazy they come on to say, this is a busy time, call back later and hang up! Frustrated but still determined to reach the person, any person who could assist me, I repeat the same process only to get an identical response. “Please hold on, we will be with you shortly.”

I sometimes wonder if these firms have insurance for people who die while on hold. When I finally get them online, I ask them what does shortly mean? They disregard my query and tersely question the reason for my call. What ever happened to manners? Has it gone away and will be back shortly? I hope so. Perhaps they can hire additional people and be responsive in a timelier fashion, but I fear I’m whistling in the wind and can just keep dreaming. It all comes down to money, the fewer people they hire the more profit they make, so the frustration is yours and you can like it or not, but they will still be back to you, shortly. What! You are now getting another message that this is a very busy time, call back later, and again they hang up! I guess I have no option. I will just have to call back shortly.

We are all so fortunate to live at Boca Pointe. However, there are many who are struggling to just get by. The homeless in our area have a constant need of clothing. Please consider donating any used clothing to those less fortunate. The only requirement is that the clothes are clean and placed in a bag (no loose items). All clothing collected will be donated to local homeless shelters and programs. All clothing can be dropped off at the Boca Pointe Community Association Office at 6909 SW 18th Street, suite A120. Thank you for your generosity and care for those in need. 

Dear Boca Pointe Dog Owners:

We have had a few recent complaints from residents who have had uncomfortable encounters with dogs off leash around the property. We are reaching out to our residents to remind them of our rules concerning keeping dogs on leashes and cleaning pet litter. As a resident of Boca Pointe you must: Keep your dog on a leash. All dogs must be controlled on a leash by an able-bodied person, at all times, whenever the dog is on property. Also, you must clean up and properly dispose of pet waste when your pet relieves itself. Knowing and abiding by our community’s animal-related ordinances will help make our neighborhood a better place for everyone.

Clicking With Abandon

Oh, it looks harmless enough. It has an air of familiarity about it. After all, it’s been on your desk or in your pocket for…well, seemingly, forever. However, your computer or phone is not your friend. In fact, it can be your enemy. Given the chance, it will conspire with bad people to do bad things to you, things that will far surpass aggravating you. Put simply, it will rob you and rob you big time if you let it. You think I’m being dramatic? Maybe histrionic? I’m not. What follows are the communiques I received in one day.

Here is one that is really sneaky because it comes from the cell company that I use or purports to use. It also presents as an apology. In fact, in one day, I got two versions. One just apologized for an overbilling error. The other began with a “whoops…” With all of these, the idea is to keep you from thinking. Why would they be asking me for information if I’ve only been over-billed as opposed to my having paid too much and was due a refund? That’s your clue. The answer is whoever they are shouldn’t be asking me for any information.

Then there is the one from the blandly named Returns Department. It claims that I have an unclaimed amount due me for $3,789. For what, you might ask? You should. They don’t say. The amount supposedly due me looks very unsuspicious. It is meant to—large enough to be enticing, small enough to be real, and real enough looking not to stop you. For instance, it would not work as well if the number was $3,700. Drooling over your windfall, you fill out the information they want, hit send, and someone, somewhere, is muttering, “Gotcha!”

I’ve noticed a variation on this theme. It comes from a store, you know, any one of a number of large, local brands or box stores. Sometimes it tells you they didn’t refund enough money. Sometimes they tell you a refund is due and you need only fill out some information. Of course, they should already have that information if this was not a scam.

Speaking of brand names, a major courier service is next on my list. I’ve gotten this same come-on supposedly from two different companies. It tells me that my package is in their delivery holding warehouse, and they are so sorry about the hold-up. It turns out that it is a hold-up of a different kind. Give them the information, and they’ll give you the package. Not! You’ve been held up; you just didn’t have to raise your arms in the air.

The “Debt Relief Service,” which, of course, doesn’t exist, is offering to relieve the recipient of debt if only… Everyone owes something to someplace. Maybe the thieves get lucky and you owe a bunch of money to some place or places. If you send them what they need to get your protection, then go ahead and cup your hand to your ear, “Gotcha” is again what you’ll hear.

And for you see-bill/ pay/bill payers at home, I’ll leave you with this one. It came in as I was getting ready to write this. It is a bill for the continuation of my five-year anti-virus protection plan. It came replete with a PDF that said invoice. Of course, I don’t have a five-year anti-virus protection plan. Yes, I have anti-virus protection, but it is from a company with a name. Second, I buy it through the genius I use who takes care of my computer needs and has taught me to look for these kinds of electronic traps.

Think to yourself. There’s no such thing as a free lunch. If it looks or sounds too good to be true—then it is too good

to be true. Curiosity killed the cat. Don’t even open the communique because you are curious. That itself may be enough to trigger entry into your private world. A final tip. Always look at the electronic address. You are looking for what comes after the @ sign. If it isn’t someone or someplace you know, then it’s fake. Normally, it will look abnormal.

I was watching a TV show about a defense lawyer. On his wall was mounted a Largemouth Bass with its large mouth open. Underneath, it said, “If I’d kept my mouth shut, I wouldn’t be here.” Good thought. Here are some more. Write down somewhere near your computer this from Dante’s Inferno. “Abandon all hope, ye who enter here.” If that’s too much, write down, “Caveat Emptor.” That’s Buyer Beware. If you are a minimalist, then just write down “beware” and look at it every time you push your chair in towards your keyboard or start scrolling through your phone.

Let’s end where we began. If you think I’m being too dramatic, go online and google some stories about people who did not heed warnings such as these. Some are broke. Some are broken. Some have spent years trying to undo the harm done to them all because they thought the computer was their friend.

Seeing Myself As The Country I Want To Live In

Flying to far-away places has enriched my life. I heard the language of those places as a greeting, not as telling tourists to spend their money and go home. Tutors had me memorize everyday phrases that turned the frown of officials checking my passport into a smile.

My wife and I always seemed to find the town-sometimes the street--that told us we had found the heart of the country we were in. Those few idioms became a key local people gave us to unlock doors taking us deeper into their country’s heart.

But, at 95, belted into an airplane seat makes me feel more a prisoner than a passenger. Flying to even the most exotic setting is taking me further from the place I want to spend the days remaining to me.

I’ll continue flying to California to visit my greatgrandchildren, but instinct tells me awareness I’m seeking will not be found in another country. I want to discover possibilities within myself that I’ve ignored, potential I’ve never fulfilled. I know how old I am, but age has only sharpened my hunger to learn. I’m determined to find a destination closer to home that will satisfy that hunger.

I’m not sure what it will teach me, but I’ve decided to see myself--the person I’ve become--as a country of which I am the only citizen Instead of a passport taking me across distant borders, I’m going to claim citizenship in myself, allowing my frequent-flyer mileage to expire.

If I were a country, I would know it extremely well, having lived in it for nearly a century. But I intend to discover hidden corners within me I haven’t explored, that have much to teach me. I’ll carry myself as a tourist hoping

to find the path to the heart of this country in which I’m going to spend the rest of my life.

Instead of flying thirty hours to attend a spiritual retreat in Nepal, I’ll visualize a Buddhist monk seated across from me. I trust that age has given me the patience to sit quietly and hear the monk as though he were close enough to touch rather than nine thousand miles away.

The night table next to my bed threatens to collapse under the weight of books written by spiritual guides and their journeys. I eagerly read and re-read them, hoping to find wisdom that will lead me along my own journey.

I didn’t read spiritual books when I was younger. I found that guidance at its source in India, China, Japan and Southeast Asia. When I was younger I suspect my mind was too noisy to visualize a monk unless he I was in his presence.

My hearing has dimmed, of course, but the country I have become is a quiet place. In its silence I can hear the softest voice, sometime even what is felt but not said. The wisdom I seek is in that stillness and I hear its voice.

Growing older has also made me gentler, conscious that words can hurt, aware of the importance of giving and receiving acts of kindness. As a young man, I competed for larger offices on higher floors. As an older man I competed with other drivers for a parking spot. Now I step aside to let others pass me.

Often when I enter a noisy restaurant, I recall the clamor of festivals travel agents insisted tourists attend. Now I yearn for silence, for the stillness where I can hear a quiet voice saying, “Come, this is your path ahead.”

I know how little time is left, but am equally certain I have found the country in which I can be the man I want to become.

On Tuesday, January 7, 2025, I had the honor of taking the Oath of Office as your Palm Beach County Tax Collector for the sixth time. This swearing-in ceremony was special as both Wendy Sartory Link, Supervisor of Elections, and I were sworn into office during a joint ceremony, held at the new Supervisor of Elections headquarters near the Palm Beach Airport.

As I begin this term as your tax collector, I will continue to focus on ensuring that we provide the residents of Palm Beach County an exceptional service experience whether visiting us in-person at one of our service centers, calling us on the phone or conducting business online. My staff and I are committed to providing our clients unparalleled service that inspires trust, and we are looking forward to our next interaction with you.

TCO Collects Socks For Homeless Children

I am pleased and proud to announce the success of our office’s holiday sock drive. We challenged our employees to donate 3,000 pairs of socks for homeless students in our local schools. Our employees demonstrated their commitment to our community and exceeded that goal by collecting 4,011 pairs of socks. The sock drive benefits Living Hungry, a local nonprofit.

Socks are one of the most-requested items among homeless children. The socks will soon be distributed to homeless school children in Palm Beach County. Living Hungry partners with the school district to deliver supplies to homeless students in Palm Beach County.

My employees and I look forward to our continued partnership with Living Hungry as we work to provide assistance and support for these deserving homeless children in Palm Beach County.

I am pleased to welcome the newest member of our senior leadership team, Yvette Klepper! Yvette joined our organization as our chief personnel officer and will lead our Human Resources Department, bringing more than 20 years of human resources experience with her. Previously, Klepper had leadership roles at the National Council on Compensation Insurance (NCCI) and Mod Med, both located in Palm Beach County.

In looking forward to the new year, we need to consider the role each one of us can play in consciously choosing a sustainable lifestyle. Many of us are not aware of our point of view concerning a lifestyle that is synchronous with the life and patterns of the beings on this planet, human and nonhuman, and the earth itself. Our policies, based on our values, determine the lifestyle we live every day. This is something we all can be more conscious of.

Living a life based on survival rather than on thriving can often limit our ability to create a sustainable lifestyle. Being more aware of what we purchase and even how we purchase for our basic needs and beyond those needs is an arena deserving more attention. vulnerabilities, heightening concerns for the safety and survival of its people. During these challenging times, MDA continues to face immense pressure to maintain its renowned rapid response times and exceptional prehospital care.

A critical area of focus is addressing Israel’s acute shortage of paramedics—the most highly trained first responders. As the sole organization in Israel accredited to train and certify paramedics, including those in the IDF, police, and security services, MDA has launched an ambitious expansion of its paramedic training programs to meet the nation’s growing needs.

In 2023, 350 paramedics were trained, but MDA plans to increase enrollment to 650 this year, with a goal of training 1,000 paramedics annually by 2026. A cornerstone of this effort is the National Service Paramedic Training Program , which empowers young Israelis, primarily women, who choose national service instead of IDF enlistment. This rigorous three-year course, introduced in 2017, has already produced hundreds of graduates serving communities across Israel, particularly in times of crisis when reserve duty calls up many first responders.

The impact of this program goes far beyond training— it equips participants with life-saving skills, career opportunities, and a sense of empowerment. It also fosters coexistence, as Jewish, Muslim, Christian, Bedouin, and Druze paramedics work side-by-side to save lives.

Key Program Highlights:

• Enrollment Growth: In 2023, 150 National Service participants joined the program. This will increase to 180 in the coming years to address growing risks, population growth, and attrition.

• Advanced Curriculum: The course includes 1½ years of classroom instruction and hospital rotations, followed by 1½ years of hands-on shifts on Mobile Intensive Care Unit (MICU) ambulances.

• Equipment Upgrades: MDA is expanding its Advanced Life Support (ALS) fleet by converting Basic Life Support (BLS) ambulances. Within three years, 70% of MDA’s ambulances will be ALS-equipped, staffed by paramedics leading emergency teams.

• State-of-the-Art Training Center: MDA is constructing a new Center for Advanced Emergency Medical Training at the Marcus National Blood Services Center, incorporating advanced technologies like simulation tools and virtual reality for unparalleled emergency medical education.

Beyond its operational importance, the program has a profound social impact. By training paramedics in remote communities and underserved areas, MDA is improving medical outcomes and strengthening Israel’s resilience. Supporting this program is more urgent than ever, as war-related demands have strained resources. Contributions to the National Service Paramedic Training Program help fund essential expenses, including equipment, instructors, accommodations, and operational costs.

The Boca International Jewish Film Festival (BIJFF) returns for its highly anticipated 2nd annual event, from February 23 to March 16, 2025. With an impressive lineup of more than 70 feature films, documentaries, and shorts representing 25 countries, the festival offers a rich cultural experience for cinephiles and the community. Screenings and special events will take place at Cinemark Palace 20 in Boca Raton and the Movies of Delray, with appearances from filmmakers, producers, and actors who will provide unique insights into their work.

Following the screening, producer Paul Burger, the artist Victoria Milstein and historian Dr. Robert Watson will engage the audience in a thought-provoking discussion.

The evening features the Palm Beach County premiere of Diane Warren: Relentless, an inspiring documentary celebrating the most successful songwriter you never heard of with 15 Academy Award nominations, and who is responsible for the soundtrack of our lives, penning iconic hits for the world’s biggest pop stars including Cher, Whitney Houston, Aerosmith, Britney Spears, Celine, and Beyoncé. Within this context that we are experiencing the LOVE , cannot “go out of fashion,” because it has been the engine that has always moved the planet.

For this it is very important that in our spaces the Love Area is harmonious and clear, in order to comply with the ancient science of FENG SHUI , which promotes its presence in any of its recommendations. This important area in our lives should be located both in homes and in the workplace. With this we will enhance relationships and positive energies “CHI” and we will avoid negative energies or “CHA.”

In relation to the location of this area of the places where we carry out daily life, it is important to note that it is located in the SOUTHWEST of the house or other environment.

This area can be activated using elements of fire, earth, red and its derivatives such as pink and objects that symbolize union. To exemplify these recommendations, a painting or photo of the couple’s marriage, photos of places they have shared, trips together, in short, everything that exhibits a life as a couple makes the energy of the place enhanced with these images. In the case of art objects, it can be a knot or bow, for example, a statuette of two people and try as much as possible that the images are pairs. Pictures of places where people can be seen enjoying, walking, dancing and the visual product is of people being happy with the activity, a motif of captured art. Even if they place cushions, they should always be in pairs, a heart shape is ideal.

Other options are for those who want greater energy of LOVE, to make an altar of Love, with symbolic objects such as photographs, candles, crystals, in short, everything that “speaks” of Love.

As a reference I always narrate in my talks and conferences about FENG SHUI, a consultation from some time ago, where a very elegant and successful professional lady asked me for a consultation, since she felt very alone because her husband had left the house and they were planning a divorce. I told her that we should go to her house to Locate the area of LOVE, THE COUPLE AND MARRIAGE, which was my biggest surprise. As soon as I entered her house there was a table with quality decorations, but it highlighted single female figures. While touring the property I noticed in several spaces the female figure continued as the main art, as it caught my attention, I asked him about it:

Why are there so many single female figures as decorations everywhere in the house? He responded: “I started acquiring female figures because they seem elegant and outstanding to me and then they have given me some on different dates, birthdays, Christmas, etc.”

It is important to note that said lady was a person with an important position in the legal area and therefore, she had clients from whom she also received gifts like the ones mentioned above, also in her office. Here is the answer to her personal situation, the which was the reason for the consultation.

I hope that this anecdote in my professional performance helps resolve a particular case or in general for my dear readers.

Of South Palm Beach County Hosted Community-Wide Chanukah Celebration At Boca Center

On Monday, Dec. 30, PJ Library ® in South Palm Beach County, supported by the Jewish Federation of South Palm Beach County, hosted a community-wide Chanukah celebration at the Boca Center, coinciding with the holiday’s sixth night.

PJ Library ® , a family engagement program dedicated to fostering Jewish cultural heritage through an array of activities and educational opportunities, brought together hundreds of families, friends and neighbors for festive crafts, Chanukah treats, storytime, and a meaningful menorah lighting ceremony led by local rabbis. Following the candle lighting, which symbolized unity and the triumph of light over darkness, ‘Rock N’ Roll Rabbi’ David Paskin

captivated the audience with an energetic performance, masterfully blending traditional Chanukah songs with a contemporary twist.

“This event brought the spirit of Chanukah to life in such a beautiful way,” said Elana Ostroff, PJ Library Director. “It was wonderful to see families come together to celebrate our traditions and create new memories.”

BRR- It’s cold outside!

Here we are in the middle of January and the temperature keeps dropping! I know a few issues ago I was complaining of the heat outside during clown events; now I’m going to worry about how to keep warm in a few days when we attend “Family Fun Day” at Temple Beth-El in Boca! More than 1400 people have signed up for this very successful event which Boca Pointe “Clowns on Call” has volunteered at for the last 4 years. We are so happy to have a brand new clown joining us and you will meet her in the March issue of ViewPointe. I’m sure she is going to love the whole experience. We will be doing “meet and greet”, magic, giant bubbles, and of course balloons. For us “senior clowns,” this is a wonderful opportunity to bring smiles to hundreds of adorable kids and I can’t begin to tell you how much happiness and joy it brings us!

Returning to the topic of cold weather clown wear- Clown don’t wear coats or heavy jackets over their costumes, (unless one is fortunate to have a “coat of many colors” or a heavy red cape). So our only alternative is to wear layers under the dresses, vests, and pants. Fortunately most clown costumes are purposely made larger so the costume looks exaggerated. Nothing is ever made of wool, so we are limited in warmth to cotton or blends of lightweight materials. That’s one reason outdoor events are limited in colder months except here in Florida, where it’s generally warm enough to host events all year round, except this weekend! So I will wear a long sleeve knit top under my clown shirt and leggings under my

clown overalls. My costumes are heavier than most of our clowns as they were custom made by the famous Priscilla Mooseburger and everything is lined. I bought my first professional costume in 1997 and the last one in about 2010 and they all look brand new! Traditional clown costumes don’t really change much except that female clowns rarely wear crinolines under their skirts except for costume completion at clown conventions. So wish me luck at keeping warm and not tipping over from the added weight! I’m not good at pratfalls!

February brings Valentine’s Day and I hope to schedule a visit to the YMCA pre-school classes as well as to North East Focal Adult Day Care and The Senior Center. These organizations really enjoy our clown interventions, and we love these groups. The reader might question how similar activities can be successful with the extremely large age difference.

It’s widely known in the clown world that these 2 groups make the best clown audiences. Perhaps I’ll dedicate a monthly article to this topic and get opinions from clowns from various areas of the country?

If your guest is not on the list, they may be denied without a phone call being placed to get your approval. Phone calls are placed as a courtesy depending on how busy the guard is when they arrive.

To add a guest to your visitor list, you have several options:

Essential Estate Documents Everyone Should Have: A Guide To Protecting Your Health, Finances, And Family

Are you among the majority of Americans who do not have an estate plan? This article discusses the documents everyone should have to help manage their health care and finances. These documents, which represent a basic estate plan, direct doctors regarding your health care, authorize family members (or others) to manage your finances, control your assets at death, and name people to care for your minor children. Below is an explanation of three basic documents you should have as well as a fourth that may be a worthwhile addition.

Basic Estate Documents

• Will: Your will outlines where your belongings will go after you are gone. However, as explained below, the disposition of many assets is determined by other means. For individuals who have arranged their affairs to avoid probate, the will may serve as a catch-all for assets that are not otherwise covered. Another important role for your will is to name guardian(s) for minor children. It is not necessary to have the same individuals care for your children and manage your finances.

• Financial Power of Attorney: A Power of Attorney (POA) grants someone the ability to manage your financial affairs while you are still alive. This may be necessary if you become incapacitated. If you are not ready to hand over power now, you can create a springing POA, which means the power does not go into effect unless you are deemed incapable of handling your affairs (usually by two doctors). POAs are generally “durable” which means they continue to be effective even if you become incapacitated. A power of attorney is no longer effective after your death.

• Medical Directives: Medical directives provide for your medical care. Each state has its own template. There are two main components which may be established as separate documents or combined into a single Advance Medical Directive (AMD). The two sections are:

○ Medical power of attorney: Authorizes a person to make medical decisions on your behalf.

○ Living will: Outlines your medical preferences in certain end-of-life situations (e.g., terminal illness, vegetative state).

• Living (Revocable) Trust: An additional document worth considering is a living trust. This document outlines how your assets are to be managed. It provides many benefits:

○ Additional trustees: You can name additional or successor trustees who have the authority to manage your

finances. The trust specifies what powers are granted to the trustee and how and when assets can be distributed. It is generally easier for someone to manage your assets as a trustee than with a power of attorney.

○ Continuous management: Trusts do not have to go through probate. The trustee(s) have ongoing access to the funds to cover final expenses, funeral/burial costs and estate management fees.

○ Establishment of further trusts: A living trust will outline what is to happen to your assets upon death. This could include establishing trusts that manage the assets for the benefit of a surviving spouse, children, etc.

○ Distribution of assets: If desired, assets can be distributed outright to heirs.

Thus, a living trust provides for smooth management and transfer of assets both during and after your lifetime. For it to be effective, you must title accounts to the trust. During your lifetime, the accounts are managed the same as individually (or jointly) owned accounts and the trust can be amended or revoked at any time. At death, the trust becomes irrevocable. It will become a separate entity requiring its own, annual tax return. Transfer of Assets at Death

While your will directs the disposition of your residuary estate, the distribution of many assets is determined by other means. In fact, it is common to create an estate plan that bypasses the need to probate a will. Assets that are distributed by beneficiary designation, titling or contract include:

• Trusts: Assets titled to a trust are managed and distributed according to the trust instructions.

• Retirement accounts: Retirement accounts are distributed to the named beneficiaries on the account.

• Joint accounts: Accounts that are owned jointly with right of survivorship or tenants by entirety will automatically transfer to the surviving owner(s). (For accounts titled tenants in common, the deceased person’s share will transfer according to his/her will.)

• Transfer on Death (TOD)/Payable on Death (POD): This designation may be added to a non-retirement account. It adds a beneficiary designation to the account.

• Life insurance/annuities: These transfer according to beneficiary designation.

These documents need to be in place before incapacity or death. While most of us plan for a long life, it is good to create these documents early and review them periodically. A good time to update your documents is whenever you experience a life event such as marriage, birth, divorce, illness, or death of a family member. With the exception of TOD/POD accounts, you will need an attorney to prepare the legal documents, but you may want to consult your financial and tax advisors to help create a plan that incorporates taxes and financial management.

16th Annual Boating & Beach Bash For People With Disabilities Welcomes Back Families For Fun

Nation’s largest, FREE, one-day event for people with disabilities – both seen and unseen – returns to Boca Raton on March 15

The 16th Annual Boating & Beach Bash for People with Disabilities – the nation’s largest, free, one-day event for people with disabilities, both seen and unseen – will again welcome back families who love the beach, boat rides and fun! Presented by the American Disabilities Foundation (ADF), the Bash returns to Boca Raton’s Spanish River Park, which is conveniently located between the Atlantic Ocean and the Intracoastal Waterway to give guests easy access to the beach and free boat rides. Always a highlight are the free boat rides, safely held by volunteer boat captains who donate their vessels for a day of fun. On the other side of the park, special Mobi-Mats are rolled out on the sand, making the beach accessible to guests in wheelchairs. YMCA’s water safety team and physical therapists will be on-hand to give everyone access to the water and other recreational activities on the beach.

To insulate your property from such claims, you’ll have to evaluate each tool in terms of your own situation. You may decide that insurance and a Declaration of Homestead may be sufficient protection for your home because your exposure to a claim is low. For high exposure, you may want to create a business entity or an offshore trust to shield your assets. Remember, no asset protection tool is guaranteed to work, and you may have to adjust your asset protection strategies as your situation or the laws change.

Liability insurance is your first and best line of defense

Liability insurance is at the top of any plan for asset protection. You should consider purchasing or increasing umbrella coverage on your homeowners policy. For business-related liability, purchase or increase your liability coverage under your business insurance policy. Generally, the cost of the premiums for this type of coverage is minimal compared to what you might be required to pay under a court judgment should you ever be sued.

A Declaration of Homestead protects the family residence

Your primary residence may be your most significant asset. State law determines the creditor and judgment protection afforded a residence by way of a Declaration of Homestead, which varies greatly from state to state. For example, a state may provide a complete exemption for a residence (i.e., its entire value), a limited exemption (e.g., up to $100,000), or an exemption under certain circumstances (e.g., a judgment for medical bills). A Declaration of Homestead is easy to file. You pay a small fee, fill out a simple form, and file it at the registry where your deed is recorded.

Dividing assets between spouses can limit exposure to potential liability

Perhaps you work in an occupation or business that exposes you to greater potential liability than your spouse’s job does. If so, it may be a good idea to divide assets between you so that you keep only the income and assets from your job, while your spouse takes sole ownership of your investments and other valuable assets. Generally, your creditors can reach only those assets that are in your name.

Business entities can provide two types of protection — shielding your personal assets from your business creditors and shielding business assets from your personal creditors

Consider using a corporation, limited partnership, or limited liability company (LLC) to operate the business. Such business entities shield the personal assets of the shareholders, limited partners, or LLC members from liabilities that arise from the business. The liability of these owners will be limited to the assets of the business.

Speeding fines are being enforced! Fine schedule: 6-20 mph over the limit $50 and more than 21 mph over the limit $100. Please obey the posted speed limit signs and drive safely! 

Conversely, corporations, limited partnerships, and LLCs provide some protection from the personal creditors of a shareholder, limited partner, or member. In a corporation, a creditor of an individual owner is able to place a lien on, and eventually acquire, the shares of the debtor/shareholder, but would not have any rights greater than the rights conferred by the shares. In limited partnerships or LLCs, under most state laws, a creditor of a partner or member is entitled to obtain only a charging order with respect to the partner or member’s interest. The charging order gives the creditor the right to receive any distributions with respect to the interest. In all respects, the creditor is treated as a mere assignee and is not entitled to exercise any voting rights or other rights that the partner or member possessed.

Certain trusts can preserve trust assets from claims

People have used trusts to protect their assets for generations. The key to using a trust as an asset protection tool is that the trust must be irrevocable and become the owner of your property. Once given away, these assets are no longer yours and are not available to satisfy claims against you. To properly establish an asset protection trust, you must not keep any interest in the trust assets or control over the trust.

Trusts can also protect trust assets from potential creditors of the beneficiaries of the trust. The extent to which a beneficiary’s creditors can reach trust property depends on how much access the beneficiary has to the trust property. The more access the beneficiary has to the trust property, the more access the beneficiary’s creditors will have. Thus, the terms of the trust are critical. There are many types of asset protection trusts, each having its own benefits and drawbacks. These trusts include:

• Spendthrift trusts

• Discretionary trusts

• Support trusts

• Personal trusts

• Self-settled trusts

Since certain claims can pierce domestic protective trusts (e.g., claims by a spouse or child for support and state or federal claims), you can bolster your protection by placing the trust in a foreign jurisdiction. Offshore or foreign trusts are established under, or made subject to, the laws of another country (e.g., the Bahamas, the Cayman Islands, Bermuda, Belize, Jersey, Liechtenstein, and the Cook Islands) that does not generally honor judgments made in the United States.

A word about fraudulent transfers

The court will ignore transfers to an asset protection trust if:

• A creditor’s claim arose before you made the transfer

• You made the transfer with the intent to defraud a

• You incurred debts without a reasonable expectation of paying them

Book Review

Dictionary Of Fine Distinctions: Nuances, Niceties, And Subtle Shades Of Meaning

Nils began his career as marketing director for a major book publisher. He has since edited the authors’ manuscripts’ for more than 20 published books, written more than 200 book reviews, served as publisher of several million-plus circulation national magazines, created the official yearbooks for teams in Major League Baseball, the National Football League, National Basketball Association and National Hockey League, and “retired” as president of a successful telecommunications company.

I had intended for this book to take its place alongside the dictionary and Roget’s Thesaurus in my home office as a helpful reference. Instead, I have been carrying it around to share with friends as a source of not only important helpful information but to spark a round of appreciative good humor with the turn of almost every one of its 200 pages.

I believe you will be tempted to do the same once you get your hands on this handy-sized, 5-1/4” by 7-1/4” hardcover volume.

My initial decision to purchase it is my need, as an editor and writer, to always select the correct word when more than one option may seem to be available … and the purpose of The Dictionary of Fine Distinctions is to point out the more than 100 examples of two words that most people mistakenly believe are interchangeable, but which are not … and in each case to explain the differences. The text by author Eli Burnstein is laced with such a wonderful sense of humor that you hardly realize you are learning so much, and many of the explanations are illustrated with delightful cartoon illustrations.

If you care about using the correct words in your own conversations or in your writings this is a must-have reference book. If that is not a problem you care much about, then it is a must-have for the fun it will add to your life. Here are just a few examples of words you may be using incorrectly. For lack of space here I offer only the author’s brief opening statement for each. He almost always follows up with a fuller explanation, but you will have to see the book for those. • Poisonous vs. Venomous. Poisonous is when you bite it (as with a toadstool mushroom). Venomous is when it bites you (as with a snake).

• Irony vs. Sarcasm. Irony is when you say one thing but mean another. (Lounging on the beach: “It’s a tough life.”) So is sarcasm, only what you mean is insulting. (After someone trips: “Smooth move.”)

• Pronunciation vs. Enunciation. To pronounce a word is to say it correctly. To enunciate a word is to say it clearly.

• Hors d’oeuvres vs. Canape. Hors d’oeuvres are bite-size appetizers. Canapes are bite-size appetizers on bread, crackers or pastry.

• Schlemiel vs. Schlimazel. Shlemiels are bumbling fools. Schlimazels have bad luck. Hence the Yiddish crack that when a schlemiel spills their soup, it’s the shlimazel whose lap it falls on.

• Assume vs. Presume. To assume is to suppose without proof. To presume is to do so with confidence or authority.

• Gala vs. Ball. A Gala is a large, upscale social event. A Ball is a large, upscale social event with dancing. In any case, from now on I will have no more excuses for using incorrect words in any of my columns. You have my permission to chastise me if I do. 

Make Sure Your Revocable Living Trust Is Not An Empty Box

A Revocable Living Trust is a very valuable estate planning tool. If done properly, it can avoid probate, as well as protect you and your assets if you are incapacitated.

However, unlike a Last Will and Testament, it does not automatically apply to all of the assets that you own. When a client comes in to discuss doing a Revocable Living Trust, I analogize the Trust to a box that we are building. Typically, the first thing that we put into the box is your home. We prepare a Quit Claim Deed where we transfer your home from yourself individually to yourself as Trustee of your Trust. Your homestead remains the same, your real estate taxes remain the same, your ability to sell the property or mortgage it remain the same; however, upon your death, the property avoids probate. We also transfer non-homestead real estate to the Trust.

We then provide an instruction letter that explains what the client needs to do to transfer other assets to the Trust, such as brokerage accounts and bank accounts. You can also name the Trust as a beneficiary for IRA accounts; however, there are tax benefits to name an individual as beneficiary. This should be discussed with your accountant. But it is generally up to the client (unless the attorney is hired specifically to do this administrative work) to follow-up with the banks and the brokers to be sure that the proper paperwork is completed to change the name of the account to the Trust. Usually, the financial institution will require a copy of the first page of the Trust which indicates the name and the date that it was executed. The institution may also require copies of the last pages with the

witnesses and notary. The client will then complete a form with the institution which will result in the account being changed from the individual name to the name of the Trust. Future statements will then show the client’s name and the word Trustee or an abbreviation such as TTE. At that point, you know that the account is in the name of the Trust.

If this administrative work is not done, and there are no beneficiaries listed for the particular account, then the account will need to be probated in order for the Trust to get it. This is done via the “Pourover” Will that is typically executed at the same time as the Trust. This “Pourover” Will names the Trust as the beneficiary of any asset that is only in the name of the individual with no beneficiaries designated. Of course, if you already have beneficiaries designated on all accounts, it is not necessary to name the Trust.

If you already have a Revocable Living Trust and you want your Trust to cover all of your assets, you should contact your brokers, banks, investment advisors, etc. to be sure that your Trust is either named as the beneficiary of the account or that you as the Trustee are the owner of that account. Also, be sure that you own your home and any other real estate (including outside of Florida) as Trustee of your Trust. If you do not, you should see an attorney to do a Quit Claim Deed. If you sell your home and buy a new one, be sure you buy it as Trustee of your Trust. Remember, your Trust is only an empty box until you put something into it.

Palm Beach County Property Appraiser’s Office

Dear Taxpayer,

My office is busy preparing the 2025 Tax Roll, a report of the combined value of all the property (real and tangible) in Palm Beach County as of January 1.

This report will reflect market data gleaned from property sales last year as well as new construction, demolition, land splits, land combinations, ownership changes, and additions or removals of exemptions.

The numbers cited below are as of January 9 and are subject to change.

Our estimates show modest increases in sales volume over last year, indicating stabilization in the market.

• Commercial sales are up from 818 to 880 or 7.6%

• Condo sales are up from 16,877 to 17,417 or 3.2%

• Residential sales are up 17,846 to 18,402 or 3.1%

New construction reflects the growth of our county as an estimated 5,000 new structures will be added to the 2025 Tax Roll. The rate of growth in single family homes is slightly down compared to last year. While more condos are projected be added this year than last, fewer new commercial buildings will be added.

• New Single-Family Homes – 3,512 down 1.5% from 2024

• New Condominium Units – 1,060 up 9.5% from 2024

• New Commercial Buildings – 197 down 28.1% from 2024

New construction numbers represent property that has never been taxed before, adding new value to the 2025 Tax Roll. This contributes to the tax base while sharing the tax burden.

The deadline to file for a homestead exemption is March 3 this year. This is an excellent time of year to review

your homestead exemption status and examine additional exemptions that may yield tax savings. In this month’s newsletter, you will find information to help you do just that. I hope you find it useful.

Homestead Exemption On Real Property

If you are a permanent Florida resident, you may be eligible for a homestead exemption, which can save you generally $750 to $1,000 in property taxes each year. All homestead exemption applications must be submitted by March 3, 2025.

A $25,000 exemption is applied to the first $50,000 of your property’s assessed value if your property is your permanent residence and you owned the property as of January 1. This exemption applies to all taxes, including school district taxes. An additional exemption (up to $25,000 plus an increase for inflation) will be applied if your property’s assessed value is between at least $50,000 and $75,000. This exemption is not applied to school district taxes. In addition, a homestead exemption limits any increase to your assessed value to a maximum of 3% each year or the amount of the change in the Consumer Price Index, whichever is lower.

Three ways to apply:

• E-file at pbcpao.gov

• Visit one of our five service centers to file in person

• Complete the application online, print it out, and mail it to the Property Appraiser’s Office

Once you qualify, your homestead exemption will be renewed for you annually as long as you continue to qualify for the exemption.

Additional Exemptions

If you receive a homestead exemption, you may be eligible for additional exemptions or discounts in the categories listed below. The application deadline for all additional exemptions is March 3, 2025.

• Civilian Disability

• Institutional Exemptions

• Florida Law Enforcement and First Responders (Disabled in the line of duty)

• Living Quarters for Parents or Grandparents (also known as the Granny Flat)

• Senior Citizen (Limited-Income)

• Veterans Disability

• Widow/Widower Exemption

Portability — You Can Take It With You!

If you sell your home and buy a new one, there is good news – you may not lose all the tax savings accumulated over the years.

Portability refers to Florida’s Save Our Homes provision which allows you to transfer all or a significant portion of your tax benefit, up to $500,000, from a home with a homestead exemption to a new home within the state of Florida that qualifies for a homestead exemption. The application deadline for portability is March 3, 2025.

You can e-file for portability when e-filing for your homestead exemption. Or, if you have already filed for a homestead exemption and need only to file for portability, visit our website or call Exemption Services at (561) 355-2866.
