BOARD REPORT

AUGUST 25, 2016 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham welcomed everyone to the fall semester. She reported that she attended and presented at the Basic Skills and Student Outcomes Transformation Grant Kick-off Summit, and attended the Regional Strategic Planning Conference held at Mesa College. Trustee Graham also mentioned that she visited St. Patrick’s College in Dublin, Ireland, and recounted the differences in perspectives and dynamics in comparison to America’s community colleges. Trustee Rich Grosch recognized Mesa College and President Pamela Luster for the college’s innovative spirit, including the new valet parking service for students. Trustee Bernie Rhinerson reported that he attended the convocations at City, Mesa, and Miramar colleges; visited the Monarch School in Barrio Logan and recommended that the organization connect with San Diego Continuing Education to collaborate on career technical education; and provided an overview of several legislative bills that are currently in the Senate: AB 1741 (Rodriguez and O’Donnell) California College Promise Innovation Grant Program; AB 2017 (McCarty) College Mental Health Services Program; and SB 1359 (Block) Public Postsecondary Education: Course Materials. Trustee Rhinerson also highlighted two state ballot measures, Propositions 51 and 55, and suggested that the District provide information on the fiscal impact of each. Chancellor Carroll indicated that the District will look into the request. Trustee Peter Zschiesche shared that he met with the community development organization “I Am My Brother’s Keeper,” and suggested that they connect with San Diego Continuing Education (SDCE) for a possible workforce training partnership. He also reported that he met with representatives from Project Concern International and wanted to connect them with SDCE and San Diego City College regarding the community health workers program. Trustee Maria Nieto Senour reported that she attended the Chancellor’s Cabinet Retreat, presented at the annual Student Trustee Orientation, and spoke at the convocations at City, Mesa, and Miramar colleges. Chancellor Constance Carroll informed the Board regarding the status of four significant items of pending legislation: AB 1690 (Medina) that would mandate specific rights and seniority provisions for part-time faculty; AB 1397 (Ting) that would mandate specific requirements for an accreditor; AB 1995 (Williams) that would require making all college showers available to homeless students; and AB 2364 (Holden) that would authorize community college districts to collect state apportionment for students in dual enrollment programs. The District is closely monitoring these bills. Dr. Carroll gave a detailed report on enrollment in the new academic year and the opening of the fall semester. She noted that Summer Session 2016 was the largest in the District’s history, with 13% more FTES than summer 2015. As of the first week of the fall semester, FTES is up 1.6% compared to opening day last fall (City -1%, Mesa +.7 % and Miramar + 6.9%). The Chancellor stated that 375 additional sections (5%) are supporting enrollment growth and service to students. This enrollment information includes an increase of 13.2% in online enrollment along with a 19% increase in online class sections. Student headcount is up at all three colleges, 3% districtwide. Headcount in online classes is up about 15%. It is too early to count Continuing Education enrollment since the CE fall semester starts on September 6. Enrollment management will continue to be the District’s top priority. Chancellor Carroll also shared her report with the Continuing Education President, Dr. Carlos Turner Cortez, who introduced the new CE Vice President of Instruction, Dr. Kate Alder. Student Trustee Daron Woods reported on various student activities, including meetings of the City College and Mesa College Associated Student Government (ASG) and the Miramar College Associated Student Council. In anticipation of the second annual districtwide Associated Student retreat, a Meet and Greet event is scheduled on September 30. At City College, the ASG is assisting new students with navigating the City College campus, while at Mesa College, efforts to cut down on parking congestion include a valet service for students, Uber stops, and the Mesa Moves rideshare initiatives.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis.
